Part 4. Conclusion and<br />
Recommendations<br />
The 2006 CBMS Survey proved to be a<br />
good and more accurate source <strong>of</strong> <strong>in</strong>formation<br />
on <strong>the</strong> state <strong>of</strong> <strong>the</strong> liv<strong>in</strong>g conditions<br />
<strong>of</strong> <strong>the</strong> people <strong>of</strong> <strong>Siquijor</strong> consider<strong>in</strong>g that it<br />
covers all households <strong>in</strong> <strong>the</strong> prov<strong>in</strong>ce. The<br />
results could be <strong>the</strong> basis for prioritiz<strong>in</strong>g<br />
<strong>in</strong>terventions that would help <strong>the</strong>m achieve<br />
<strong>the</strong>ir MDG targets. For <strong>in</strong>stance, results<br />
showed that more than half <strong>of</strong> <strong>the</strong> population<br />
<strong>in</strong> <strong>Siquijor</strong> lived below <strong>the</strong> poverty<br />
threshold which confirms that <strong>the</strong>re are still<br />
many poor residents <strong>in</strong> <strong>the</strong> prov<strong>in</strong>ce. Most<br />
<strong>of</strong> <strong>the</strong>m also did not have enough <strong>in</strong>come<br />
to meet <strong>the</strong>ir basic food needs. Fur<strong>the</strong>rmore,<br />
<strong>the</strong> unemployment rate <strong>in</strong> <strong>the</strong> prov<strong>in</strong>ce is<br />
relatively high (18.0%). Given <strong>the</strong>se, government<br />
should implement programs that<br />
would address poverty, unemployment and<br />
hunger that would lead to <strong>the</strong> atta<strong>in</strong>ment<br />
<strong>of</strong> <strong>the</strong> MDG targets <strong>of</strong> eradicat<strong>in</strong>g extreme<br />
poverty. Interventions that would address<br />
problems on education and <strong>in</strong>adequacy<br />
<strong>of</strong> liv<strong>in</strong>g conditions should also be implemented.<br />
Dur<strong>in</strong>g program implementation,<br />
corruption should also be eradicated so<br />
that all th<strong>in</strong>gs will take <strong>the</strong>ir proper places.<br />
The major recommendation for <strong>the</strong> Prov<strong>in</strong>cial<br />
Government is to prioritize, through <strong>the</strong><br />
Prov<strong>in</strong>cial Development Council, <strong>the</strong> fund<strong>in</strong>g<br />
<strong>of</strong> <strong>the</strong> MDG Fund<strong>in</strong>g Requirements so<br />
that <strong>the</strong> prov<strong>in</strong>ce can implement all <strong>the</strong> suggested<br />
programs and policies that would<br />
translate <strong>the</strong> MDG targets <strong>in</strong>to realities.<br />
The follow<strong>in</strong>g are some specific recommendations<br />
based on <strong>the</strong> results discussed<br />
<strong>in</strong> this report:<br />
1. Exercise <strong>of</strong> strong political will <strong>of</strong> <strong>the</strong><br />
Executive and Legislative. This is particularly<br />
<strong>in</strong> terms <strong>of</strong> implement<strong>in</strong>g policies that would<br />
facilitate <strong>the</strong> achievement <strong>of</strong> <strong>the</strong> MDGS targets.<br />
Priorities should be given on sectors<br />
which need <strong>the</strong> <strong>in</strong>terventions based on <strong>the</strong><br />
available data.<br />
2. Enact policies and ord<strong>in</strong>ances <strong>in</strong> <strong>the</strong><br />
LGU that would elim<strong>in</strong>ate corruption. This<br />
is very important to ensure that <strong>the</strong> funds<br />
will be judiciously utilized to implement<br />
comprehensive basic health care services,<br />
undertake viable and pr<strong>of</strong>itable livelihood<br />
projects. For <strong>in</strong>stance, <strong>the</strong>re should be<br />
improvements <strong>in</strong> <strong>the</strong> procurement system<br />
with<strong>in</strong> <strong>the</strong> LGUs.<br />
3. Implement agriculture development<br />
programs that can be susta<strong>in</strong>ed. Given <strong>the</strong><br />
fact that <strong>Siquijor</strong> is still predom<strong>in</strong>antly agriculture-based,<br />
with 52.0 percent <strong>of</strong> its land<br />
