The CBMS is an organized way <strong>of</strong> collect<strong>in</strong>g<br />
data at <strong>the</strong> local level to be used<br />
by local governments, national government<br />
agencies, nongovernment organizations<br />
(NGOs) and civil society for<br />
plann<strong>in</strong>g, budget<strong>in</strong>g, and implement<strong>in</strong>g<br />
local development programs as well as<br />
for monitor<strong>in</strong>g and evaluat<strong>in</strong>g <strong>the</strong>ir performance.<br />
It is a tool for improved local governance<br />
and democratic decision-mak<strong>in</strong>g<br />
that promotes greater transparency and<br />
accountability <strong>in</strong> resource allocation.<br />
