A slow trip
back in time
HUCKLEBERRY
From Page 1
the days before roads and
motorized vehicles. Several
of the first graders mentioned
horses, but Cochran
said there were no horses
until the Spanish introduced
them to North America centuries
later. She said the Native
Americans either walked
the miles to the ocean, or
more conveniently, they took
the local riverways.
Cochran also demonstrated
how the Native Americans
made bowls out of trees that
were in turn used to turn
corn into cornmeal.
One student asked about
what the Native Americans
did for fun, and if they had
basketballs.
“They didn’t have basketballs
a long time ago, but
they did have other toys,”
said Cochran.
The students were also
encouraged to visit Drumlin
Farm and learn more about
the activities there and what
it does to protect animals
who cannot survive in the
wild.
“We produce food and
there are farm animals,” said
Cochran. “There’s a lot of
wild country there too, where
there a lot of wild animals.”
Injured animals are
brought to the farm for rehabilitation
and kept on the
farm if they can’t be released
back into the wild.
Rep. Jones: Circuit Breaker offers
tax savings for qualifying seniors
House Minority Leader
Bradley H. Jones, Jr.
(R-North Reading) would
like to remind Massachusetts
residents who are 65
and older that they may be
eligible for the state’s Circuit
Breaker tax credit.
Created by the Legislature
in 1999, the Circuit
Breaker offers financial relief
to seniors whose property
tax payments exceed 10
percent of their annual income.
Qualifying homeowners
and renters can claim
a credit of up to $1,070 on
their state income tax form
to offset the property taxes
paid on their principal residence
in 2016.
Representative Jones
noted that the tax credit is
available to Massachusetts
residents who:
— Are 65 or older before
January 1, 2017 (for taxpayers
filing jointly, only
one tax filer has to be 65 to
qualify);
— Own or rent residential
property in Massachusetts
and occupy the property as
their principal residence;
— Have an annual income
that does not exceed $57,000
for a single filer, $71,000 for a
head of household, or $86,000
for joint filers; and
— Have property assessed
at no more than
$720,000 (before residential
exemptions but after abatements).
For homeowners, the
amount of the tax credit is
determined based on the
amount by which the taxpayer’s
property tax payments
in the current tax
year – including municipal
water and sewer charges but
excluding any abatement or
exemption – exceeds 10 percent
of the taxpayer’s total
income. Renters can count
25 percent of their rent payments
made during the tax
year as real estate tax payments.
To claim the tax credit,
taxpayers must submit a
completed Schedule CB (Circuit
Breaker Credit) form
with their 2016 state income
tax return. Eligible seniors
must file a return to claim
the tax credit even if they do
not owe taxes.
Representative Jones encourages
anyone interested
in learning more about
the Circuit Breaker tax
credit and the current eligibility
guidelines to visit
Town Meeting to face a reel issue
CINEMA
From Page 1
If the vote passes, luxury
theater group CMX will operate
the theater and offer
ticket pricing similar to other
boutique theaters. Tye said
each auditorium averages
100 seats, and a glass lobby
would be equipped with food
and beverage.
The firm also plans to
propose a two-level, abovegrade
additional parking
structure by California Pizza
Kitchen to accommodate
theater patrons. This structure
would not go before
town meeting for a vote, but
it will be reviewed by the
planning board if Article 23
passes.
The development firm attempted
to bring a theater
into town in 2009, before
MarketStreet had been constructed.
Crawford said that although
the project achieved
a majority vote, it required a
supermajority of two-thirds
to pass. He said a special
meeting for a full discussion
about the project between developers
and town management
will likely take place on
April 4.
Board member Christopher
Barrett questioned why
National Development waited
until the final possible day
to come forward with their
warrant request.
Tye said the developer
had “a lot of ducks to line
up” in order to reach this
point, particularly in regards
to securing a lease
with the operator.
“We expect a few voices
will rise to make this sound
very threatening, but we actually
don’t think it is,” he
said. “We don’t want to see
this be a neighborhood versus
town issue.”
A few residents at the
meeting voiced skepticism
regarding the development
during the open comment period.
“I feel that this proposal
is disingenuous at best,” said
resident David Basile. He
asked that the vote on the
theater be pushed off until
the October Town Meeting.
“Couldn’t we wait another six
months? Do we really need to
rush?” he asked.
