work on that permit, <strong>for</strong> up to 5 PRCA events. The evaluation will be completed by a saddle bronc or bareback contestant event<br />

representative (or someone of their designation). However, the contestant event representative will physically sign off on the<br />

evaluation. If <strong>for</strong> any reason the contestant event representative (or his designee) does not evaluate the permit pickup man within<br />

the 5 given rodeos, they may reapply <strong>for</strong> another permit which gives them an additional 5 rodeos (at no additional cost).<br />

ADD B1.5.7.4 Requirements to Become a Pickup Man. Upon evaluation and approval by the contestant event representative,<br />

applicant may submit <strong>for</strong> a non-contestant pickup man card at the cost of $500. If the permit was purchased within the same rodeo<br />

season, they will pay the difference <strong>for</strong> the card. If they do not have a successful evaluation, the permit will be immediately revoked<br />

and that person cannot pickup and any other PRCA event following the rodeo in which they are evaluated. They may re-apply in<br />

one calendar year and pay all applicable fees to begin the process again.<br />

ADD B1.5.7.5 Insurance Fee. Pick-up men shall be subject to the insurance fee as set <strong>for</strong>th in Section B1.5.1.3.<br />

ADD B1.5.7.6 Special Event Eligibility. A permit member may not apply or work any type of finals rodeo until evaluated,<br />

approved and purchased a card.<br />

ADD B1.5.7.7 Emergency Procedures. In the event that a pick up man gets injured at a rodeo, the stock contractor has one<br />

per<strong>for</strong>mance which can be deemed an emergency. By the second per<strong>for</strong>mance held during that rodeo, they must hire a replacement<br />

pickup man with a PRCA card. Failure to do so will be $250 fine per per<strong>for</strong>mance, doubling with each occurrence. (J. Edwards<br />

New bylaw B15.8.4. Any member that is using copyrighted photographs from member photographers without proper authority and<br />

using said photos in any <strong>for</strong>m (social media, personal websites) will be subject to the following penalties:<br />

First offense, $50 fine per photo used without permission<br />

Second offense, $150 fine per photo used<br />

Third offense, $300 fine per photo used<br />

Any further offense, fines remain at $300 per photo. It is the photographers’ responsibility to document misuse of photographs<br />

being used without proper authority. Photographer receives half of each fine <strong>for</strong> loss of revenue. (R. Freeman submitted 11/15)<br />

Change B15.3.1 Featured Events. No PRCA required event shall have more or less money added to that event’s purse than is added<br />

to the purse of any other PRCA event at a PRCA-approved rodeo unless otherwise approved by the PRCA Board of Directors or the<br />

Director of Rodeo Administration. However, a Rodeo Committee shall have the option of adding money to the purse <strong>for</strong> up to three<br />

events selected by the Rodeo Committee to be its featured event or events in an amount that is double the base money added by the<br />

Rodeo Committee to the purses of the other PRCA events approved <strong>for</strong> the rodeo (such base added money in the other events shall not,<br />

<strong>for</strong> purposes of determining the double money, include those events whose purse is compensated <strong>for</strong> limited entries). Any additional<br />

moneys which may be added in order to double the purse of a featured event or events at the Rodeo Committee’s election shall not be<br />

considered by the Director of Rodeo Administration in the determination of the amount of “fair and just” money to be added by the<br />

Rodeo Committee to the purses of the other PRCA events. Moreover, any Rodeo Committee electing to double the added purse money<br />

in a given event or events may not, without the approval of the PRCA Board of Directors, reduce the base added money <strong>for</strong> the other<br />

PRCA events held at its rodeo from that which was added by the Rodeo Committee to those events in the previous year. If a rodeo<br />

features two or more events, then they must add equal money in the team roping. (G. Tonozzi submitted 4/16)<br />

2019 Rule Proposals<br />

Change R10.5.5 Disqualification of a Rider. Any of the following shall disqualify a rider:<br />

A) Changing hands on rein.<br />

B) Losing or dropping rein be<strong>for</strong>e pre-designated time.<br />

C) Wrapping rein around hand.<br />

D) Losing stirrup.<br />

E) Being bucked off.<br />

F) Touching animal, equipment ground or fence or person with free hand. Riding with locked rowels, or rowels that will lock on<br />

spurs, and/or rowels not dulled.<br />

G) Violating the spur out rule. Dry resin may be used on chaps and saddle. Anyone using any other <strong>for</strong>eign substance shall be<br />

disqualified and declared ineligible to compete <strong>for</strong> 30 days; also subject to fine. (The judges will examine clothing, saddle, rein and<br />

spurs, and exception will be made if local rules make it necessary <strong>for</strong> the covering of spur rowels.) If a rider who has been<br />

advised he is next to go, failing to be above the animal with his glove on, if used, when previous horse leaves arena. (C. Corey<br />

Change R10.4.6 Disqualification of Rider. Any of the following shall disqualify a rider:<br />

A) Riding with rowels too sharp or locked;<br />

B) Being bucked off; Touching animal, equipment, ground, fence or person with free hand. One arm must be free at all times;<br />

D) Rigging comes off horse, with or without breaking;<br />

E) Violating the spur out rule;<br />

F) Taking any kind of finger tuck, finger wrap, or use of finger tape. Violators shall be disqualified and may also be subject to fine;<br />

G) If rider has been advised he is next to go, failing to be above the animal with his glove on when previous horse leaves the arena.<br />
