The development of a manned lunar payload and a cargo<br />
package requires the development of subsystems and applied<br />
research in many technical areas. Studies have established<br />
that the advances In performance In these technical areas can<br />
be accomplished to meet the overall program schedules and that<br />
no scientific breakthroughs are required. She Important point<br />
is that items requiring development be identified, that necessary<br />
funds be allocated, and that effort be Initiated without delay.<br />
Die following sections discuss major subsystem requirements,<br />
present capabilities, and development required. Completed<br />
studies conducted by the Air Force and Industry have established<br />
subsystem requirements in sufficient detail to outline development<br />
programs which should be initiated Immediately. Present<br />
studies will refine these specifications further.<br />
The manned re-entry vehicle is a critical item in the<br />
development of the manned payload packages. This vehicle must be<br />
- capable of returning from the moon and re-entering the earth's<br />
(_ atmosphere at earth escape velocity (37*000 ft/Bee.). It must<br />
also have the capability of supporting three men on a 10-day<br />
round trip earth-moon mission. This mission would include boost<br />

from earth, coasting in earth orbit, ballistic flight to the moon,<br />
deboost and landing on the moon's surface, remaining on the moon<br />
