Conditions for <strong>Mail</strong>ing 273.2<br />

a. Books, periodicals, and other matter (including unsealed letters)<br />

impressed in Braille or other special type for the use of the blind.<br />

b. Plates for embossing literature for the blind.<br />

c. Discs, tapes, or wires bearing voice recordings and special paper<br />

intended solely for the use of the blind, provided they are sent by or<br />

addressed to an officially recognized institution for the blind.<br />

d. Sound recordings or tapes that are mailed by a blind person.<br />

271.2 Eligibility<br />

Eligible participants must be residents of the United States, which includes<br />

territories, insular possessions, and the District of Columbia, or American<br />

citizens domiciled abroad.<br />

271.3 Matter Sent to or by Blind or Other Physically Handicapped<br />

Persons<br />

Acceptable matter and the conditions for mailing such matter that may be<br />

sent free under this standard are limited to the items described in 271 and<br />

DMM 703.<br />

272 Postage Prices<br />

Postage is free for the following eligible items marked “Free Matter for the<br />

Blind or Physically Handicapped”:<br />

a. A First-Class <strong>Mail</strong> <strong>International</strong> item (including Priority <strong>Mail</strong> <strong>International</strong><br />

Flat Rate Envelopes or Small Flat Rate Priced Boxes).<br />

b. A Priority <strong>Mail</strong> <strong>International</strong> parcel weighing up to 15 pounds.<br />

The sender must pay the applicable postage based on the weight and<br />

destination (zone) of the article when sending eligible free matter in a Priority<br />

<strong>Mail</strong> <strong>International</strong> parcel weighing more than 15 pounds, by Global Express<br />

Guaranteed service, or by Express <strong>Mail</strong> <strong>International</strong> service.<br />

The sender must pay fees for registry service or insurance (see 275).<br />

273 Weight and Size Limits<br />

273.1 Weight Limit<br />

For First-Class <strong>Mail</strong> <strong>International</strong> items (including Priority <strong>Mail</strong> <strong>International</strong><br />

Flat Rate Envelopes and Small Flat Rate Priced Boxes), the weight limit is 4<br />

pounds.<br />

For Priority <strong>Mail</strong> <strong>International</strong> items (excluding Flat Rate Envelopes and Small<br />

Flat Rate Priced Boxes), the weight limit is 15 pounds.<br />

Note: The 15-pound weight limit for Priority <strong>Mail</strong> <strong>International</strong> parcels<br />

also applies to any <strong>USPS</strong>-produced Flat Rate packaging that may have<br />

higher maximum limits when not mailed as Free Matter for the Blind or<br />

Physically Handicapped.<br />

For Priority <strong>Mail</strong> <strong>International</strong> parcels, see 231.2.<br />
