President’s report -<br />

<strong>2017</strong> General Elections<br />

The election is over. However, at the time of<br />

writing, we are awaiting the final results of<br />

coalition talks, to decide which parties will form<br />

our Government for the next three year term.<br />

With The Act Party<br />

seemingly not in<br />

Government, one policy<br />

of <strong>Grey</strong> <strong>Power</strong> is still achievable<br />

– retaining the age of eligibility<br />

to receive NZ Superannuation at<br />

65 years.<br />

A coalition of Labour, the<br />

Greens and NZ First Parties will<br />

concur with our policy, while<br />

National Party’s policy is for this<br />

to rise to 67 years in 20 years.<br />

Time enough for this policy to<br />

change.<br />

We must continue to strongly<br />

lobby Government on the nationwide<br />

housing crisis, particularly<br />

for those in retirement and those<br />

approaching this age.<br />

Every week I am approached<br />

by members who themselves, or<br />

whose relatives or friends, are<br />

faced with situations of unsuitable<br />

housing. These situations<br />

include having nowhere to live,<br />

and so are forced to stay with<br />

relatives or friends, sometimes in<br />

unsafe, unhealthy, and unaffordable<br />

housing.<br />

Central and local governments<br />

must address the growing demand<br />

for the basic right of us all to have<br />

a safe and healthy place in which<br />

to live.<br />

To make extra land available<br />

and lessen the compliance requirements<br />

for the development of new<br />

sub-divisions, does not necessarily<br />

address the real need, affordable<br />

housing. ​Instead, these only meet<br />

the need of providing new housing<br />

for those moving to the district,<br />

and those wishing to upgrade,<br />

using their current housing asset.<br />

Government has a responsibility<br />

to ensure we all have access to<br />

safe, healthy and affordable places<br />

in which to live.<br />

Increasing state housing stock,<br />

positively supporting local councils<br />

to provide residential housing,<br />

promoting the concept of low<br />

cost housing developments - all<br />

of which could be in mixed housing<br />

areas, are positive initiatives<br />

to address the crisis our country<br />

is in.<br />

The incoming government<br />

Russell Hallam<br />

must recognise and address the<br />

needs of our older residents, who<br />

are not only the growing percentage<br />

of our population, but also a<br />

growing percentage of those in<br />

critical need of suitable housing.<br />

It is not acceptable for our mums<br />

and dads and our grandparents to<br />

be in this compromised position.<br />

Though I’m preparing my article in <strong>October</strong>, I am mindful this is<br />

our last magazine for <strong>2017</strong>, and the trappings of the Christmas<br />

holiday season are already emerging about us.<br />

This is therefore a good time to thank <strong>Grey</strong> <strong>Power</strong> members<br />

for your support during the year, and the <strong>Grey</strong> <strong>Power</strong> <strong>Rotorua</strong><br />

committee extends to you good wishes, good health and safe<br />

driving over Christmas and the New Year holiday season.<br />

Precautions for<br />

holiday periods<br />

The summer is upon us and during that time<br />

people often take their holidays and travel away<br />

from home. This is not a period to drop your<br />

guard regarding crime prevention as criminals<br />

don’t take holidays and often think of them as<br />

harvest time with fruit ripe for the picking.<br />

Peace of mind while you<br />

are away helps you relax<br />

and enjoy your holiday. In<br />

your planning take into account<br />

the security of your home and<br />

possessions.<br />

No matter where you are, at<br />

home, in a bach, in a motel unit,<br />

at a camping ground, anywhere,<br />

do not leave your property<br />

insecure.<br />

Yes, it does get hot and<br />

windows do get opened to help<br />

air circulation but think about<br />

the consequences of leaving<br />

windows wide open with no<br />

security stays. An open window<br />

is an open invitation to the<br />

criminal who will use it to access<br />

your property and steal your<br />

possessions.<br />

If you haven’t already done<br />

so and can afford to, have security<br />

stays fitted to windows.<br />

These prevent windows from<br />

being opened fully but do allow<br />

for ventilation. Criminals even<br />

target open windows on levels<br />

above the ground level and will<br />

seek ways to lift themselves up<br />

to that level.<br />

If you are staying in one part<br />

of the house don’t leave the other<br />

part unlocked as criminals do<br />

access unlocked doors while<br />

people are at the other end of<br />

their homes. Get in the habit of<br />

locking the doors. If you are able<br />

to afford it, have security screen<br />

doors fitted to allow circulation<br />

while being locked.<br />

When you plan on going<br />

away, even for a night, advise a<br />

trusted neighbour to keep an eye<br />

on your home. Leave with them<br />

a contact number for you while<br />

you are away and the expected<br />

date of your return.<br />

Have someone empty your<br />

mail/newspaper boxes as overflowing<br />

boxes are an indication<br />

to a criminal you are away. If<br />

possible have your trusted neighbour/relative<br />

open and close your<br />

curtains/blinds in the morning<br />

and evening to give the impression<br />

you are home.<br />

The trusted neighbour/relative<br />

could put out the rubbish<br />

and bring back the empty bin on<br />

rubbish day. Don’t leave a bin<br />

out so it will be emptied while<br />

you are away. Empty bins are<br />

again a sign to criminals that no<br />

one is home.<br />

If you have a timer switch<br />

on a light set it so that it will<br />

switch on and off each evening.<br />

If you are away for a long period,<br />

organise for someone to regularly<br />

mow your lawns.<br />

Make arrangements for your<br />

pets either to be boarded at a kennel/cattery<br />

or have someone feed<br />

and exercise them. Bored dogs,<br />

in particular can make a noise<br />

and disturb neighbours. Please<br />

consider your pets, including<br />

fish, guinea pigs, rabbits etc, in<br />

your holiday plans.<br />

When using your vehicle<br />

always lock it when unattended,<br />

no matter how short a period<br />

you are away from it. Never<br />

leave valuables in an unattended<br />

vehicle.<br />

Remember, if you see anyone<br />

committing a crime or behaving<br />

suspiciously, immediately phone<br />

the police emergency number -<br />

111 - and report it. If they are in<br />

a vehicle, write down the number<br />

plate and a description of the<br />

vehicle.<br />

Trees<br />

Can my local council help me with my<br />

problem with the neighbour’s tree? What<br />

can I do about the neighbour’s trees that are<br />

hanging over my boundary?<br />

Who should pay for any<br />

work done?<br />

I have a problem<br />

with my neighbour's tree but the<br />

neighbour won’t do anything<br />

about it. What can I do?<br />

These are common questions<br />

the volunteers at the <strong>Rotorua</strong><br />

Citizens Advice Bureau are<br />

asked on a weekly basis.<br />

Trees – we love them but they<br />

can also cause a lot of issues and<br />

bad feeling between neighbours.<br />

There are a few basic facts you<br />

should be aware of when dealing<br />

with a tree problem.<br />

Firstly, the local Council will<br />

only get involved with issues<br />

involving a tree on private property<br />

if it is a protected tree<br />

or it is causing problems near<br />

a public road or other public<br />

property - for example its roots<br />

are damaging the drains. So if<br />

you ring Council about a tree<br />

v<br />

problem you generally will be<br />

told to ring the bureau.<br />

If the branches of your neighbour’s<br />

trees are overhanging your<br />

property then you are allowed to<br />

cut them back to the point where<br />

their tree crosses your boundary.<br />

Incidentally, any fruit on a tree<br />

overhanging your property still<br />

belongs to the neighbour.<br />

We would recommend, however,<br />

that before you do this,<br />

you firstly check with council<br />

whether it is a protected tree,<br />

and also talk to your neighbour<br />

about it. Whether your neighbour’s<br />

tree is blocking your sun,<br />

its branches are overhanging<br />

your property or its roots are<br />

growing into your drains, it's<br />

always preferable if you can<br />

reach an agreement with your<br />

neighbour about what to do.<br />

If this doesn't work:<br />

If the tree is causing damage<br />

to your property, you can trim<br />

(as far as the boundary) the<br />

tree branches or roots which<br />

are causing the problem, and<br />

apply to the Disputes Tribunal<br />

or District Court to claim back<br />

the costs of the work; or apply<br />

to the District Court for an<br />

order requiring your neighbour<br />

to remove or trim a tree on their<br />

property which is: causing damage,<br />

injury or loss to you, to the<br />

property, or to anyone you live<br />

with, or obstructing your view,<br />

or diminishing the value of your<br />

house, or reducing the enjoyment<br />

of your property.<br />

You will need to be able to<br />

produce proof of the above and<br />

the Court won't make the order if<br />

doing so would cause more hardship<br />

to your neighbour than the<br />

hardship you'd have to suffer if<br />

the Court didn't make the order.<br />

As regards payment for any<br />

work done, if the tree is overhanging<br />

your property, but it is<br />

not causing any damage to your<br />

property, then you are responsible<br />

for the costs of cutting it back<br />

as far as the boundary<br />

If the tree has caused damage<br />

to your property (for example,<br />

the tree's growth has damaged<br />

your drains, wall or fence) and<br />

you cannot agree with your<br />

neighbour about who should pay<br />

for the repairs, you can apply to<br />

the Disputes Tribunal or District<br />

Court for a decision.<br />

If your neighbour has been<br />

issued with a District Court order<br />

to cut back their tree, then you<br />

are responsible for paying for the<br />

work unless the court decides the<br />

neighbour is responsible because<br />

of their conduct. The Court may<br />

also require that the neighbour<br />

compensate you for any damage<br />

caused to your property as a<br />

result of removing or trimming<br />

the tree.<br />

If your neighbour hasn’t done<br />

so within 20 working days, you<br />

can (with the neighbour’s or the<br />

Court’s permission) go onto the<br />

neighbour’s property and carry<br />

out this work. In this situation<br />

you would be entitled to recover<br />

the cost of the work from your<br />

neighbour.<br />

Being on the Board of the <strong>Grey</strong> <strong>Power</strong><br />

Federation is a bit like being betwixt the devil<br />

and the deep blue sea, as the saying goes.<br />

On the one hand are the<br />

people, largely old-timers,<br />

who have remained energetic,<br />

ever on the watch for issues<br />

which could adversely affect<br />

the elderly in New Zealand, and<br />

diligent in doing the necessary<br />

research to bolster their case, and<br />

on the other are the rest.<br />

It makes me think of some<br />

recent words of Pope Francis,<br />

who criticised “lazy Christians,<br />

Christians who do not have the<br />

will to go forward, Christians<br />

who don’t fight to make things<br />

change.” Such Christians “have<br />

found in the Church a good place<br />

to park,” the Pontiff said.<br />

have found the organisation “a<br />

good place to park”?<br />

With 16 years of <strong>Grey</strong> <strong>Power</strong><br />

involvement behind me, and<br />

being a newly elected Zone<br />

of associations seem to<br />

invest in us.<br />

We are expected to accomplish<br />

all the outcomes you, the members,<br />

would like to achieve to<br />

make your old age more comfortable<br />

and equitable, but few of you<br />

are prepared to supply us with<br />

information and facts to enable us<br />

to do what you want.<br />

Not only are we expected<br />

to persuade governments to be<br />

more aware of the needs and<br />

contribution of the elderly in our<br />

profit-driven society, but we are<br />

presumed to know, without being<br />

told, what your issues are.<br />

We are somehow expected to<br />

have extra-sensory perception,<br />

wave a magic wand and solve all<br />

your difficulties. That is amazing.<br />

And impractical.<br />

Over the past years, I have<br />

been involved at an association<br />

level, sometimes as president, but<br />

nearly always on the committee.<br />

Time and time again, I would<br />

ask the members for information.<br />

Time and time again, I would<br />

receive nothing. The same thing<br />

has happened during the last three<br />

years when I have served as zone<br />

director. What is going on?<br />

When <strong>Grey</strong> <strong>Power</strong> was formed,<br />

the elderly had a cause – the<br />

infamous surcharge imposed by a<br />

Labour government and retained<br />

by a National government despite<br />

a promise to remove it.<br />

Superannuitants started blowing<br />

trumpets, waving flags, getting<br />

media attention, and generally<br />

imposing their presence on the<br />

country. As the movement spread,<br />

At one point, we had more than<br />

100,000 members, I believe, all<br />

with an axe to grind. And grind<br />

they did. The associations were<br />

alive, letting the powers-that-be<br />

know they were a force to be<br />

reckoned with. Members were<br />

only too happy to volunteer to<br />

join committees, knowing they<br />

had energetic leadership and rearing<br />

to get their teeth into the<br />

issues affecting the elderly.<br />

Since that time, it seems to me<br />

that, with a few notable exceptions,<br />

<strong>Grey</strong> <strong>Power</strong> has become<br />

comfortable. It’s an organisation<br />

you join to gain the benefits, like<br />

<strong>Grey</strong> <strong>Power</strong> Electricity, enjoy the<br />

monthly get-together with friends<br />

along with a cup of tea and a<br />

biscuit, and listen to a talk given<br />

by somebody whom someone has<br />

organised.<br />

But as for active participation,<br />

forget it. This, I believe, is the<br />

comfort zone for many. But, as<br />

Roy T Bennett wrote: “The comfort<br />

zone is a psychological state<br />

in which one feels familiar, safe,<br />

at ease, and secure. You never<br />

change your life until you step<br />

out of your comfort zone; change<br />

begins at the end of your comfort<br />

zone.”<br />

I know that many of us are<br />

tired, having served on committees<br />

in the organisation, some for<br />

many years. At the association<br />

level, it appears that if you can get<br />

the group, the members can just<br />

Somehow the Federation is<br />

expected to keep going, taking<br />

your concerns to Parliament,<br />

convincing politicians of all<br />

stripes of the justice of our cause<br />

and generally keeping the drum<br />

rolling – but without any sound<br />

information on which to base<br />

their case.<br />

Those who are vocal in condemning<br />

the efforts of the Board<br />

on their behalf (and, sad to say,<br />

they are many) forget that Board<br />

members have a lot of work to<br />

do, and they, like you, are volunteers.<br />

They have a life to live as<br />

well, generally.<br />

So, let me remind you that<br />

“Teamwork is the ability to<br />

work together toward a common<br />

vision. The ability to direct<br />

individual accomplishments<br />

toward organisational objectives.<br />

It is the fuel that allows<br />

common people to achieve great<br />

things.” (Roy T. Bennett) Let’s<br />

get ourselves out of the parking<br />

space and feed the Board with<br />

accurate information with which<br />

they can work.<br />

perpetual youth and money-grubbing,<br />

don’t let the elderly<br />

be trampled on or forgotten.<br />

the main flurry of subscription renewals, we<br />

end up with around 200 people who have not<br />

Be in charge of your wellbeing<br />

Winter has supposedly left us. The weather<br />

is getting warmer, but the rain continues.<br />

Doesn’t make us feel like getting outside to<br />

exercise, like going walking or playing croquet.<br />

But we could still go to<br />

fitness classes - try the<br />

easy exercises at Heart<br />

of Gold gym – that’s if you have<br />

transport. What about inviting<br />

friends who can travel (have<br />

cars or on a bus route) to your<br />

place and have a jive session<br />

(or any sort of dance/exercise)<br />

before rewarding yourselves<br />

with morning tea, lunch or afternoon<br />

tea.<br />

However, this isn’t always<br />

possible, and if we’re unable to<br />

get out we tend to stay inside,<br />

reliant on family and caregivers.<br />

about the new Elder Abuse<br />

Response Service [EARS] we<br />

again highlight the dangers of<br />

elder abuse.<br />

In terms of physical abuse –<br />

hitting, slapping or any unwanted<br />

physical contact: don’t take<br />

it! Don’t think you are in the<br />

wrong - you’re not! No-one<br />

must be subjected to this. CALL<br />

THE POLICE as soon as you<br />

are able, or get someone you<br />

trust to do it for you.<br />

Mental or emotional abuse<br />

is also very disturbing, but<br />

sometimes harder to identify. If<br />

there is no-one you feel you can<br />

turn to, call the EARS helpline<br />

which is a 24 hour, 7 day a week<br />

service with registered nurses<br />

on the end of the phone [0800<br />

3266865]. They will be able<br />

to provide you with information<br />

including services available<br />

locally.<br />

Then there’s financial abuse.<br />

Somehow, there are low-lifes<br />

in our communities that think,<br />

because you are retired, you<br />

have money to ‘share’.<br />

There have been various high<br />

profile cases even involving<br />

family members. So how do we<br />

prevent this?<br />

Ring your bank and explain<br />

that you know that your<br />

accounts are being abused by<br />

someone. They can set up a<br />

separate account or offer ways<br />

for you to manage your money.<br />

They can organise your bills<br />

(phone, power, rent/mortgage/<br />

rates, insurances and any other<br />

regular payments) to be paid by<br />

direct credit. Friendly bank staff<br />

can explain all this in easily<br />

understood language.<br />

Make sure you have Enduring<br />

<strong>Power</strong>s of Attorney. There are<br />

two types: one for property/<br />

assets, and the other for your personal<br />

care/welfare. EPAs allow<br />

you to nominate someone you<br />

trust to make decisions for you<br />

should you no longer be able to<br />

make these decisions yourself.<br />

Set up your EPAs while you<br />

are physically and mentally fit.<br />

Contact a lawyer to do this and to<br />

explain how they work to protect<br />

your interest.<br />

Now onto another type of<br />

abuse that really annoys me. It’s<br />

those pesky phone calls offering<br />

you the deals of a lifetime,<br />

or telling you your computer<br />

isn’t working or has a virus.<br />

The list goes on. And all those<br />

door knockers who want to sell<br />

us something we usually don’t<br />

need, change our phone or energy<br />

provider, or worse, wants<br />

to come inside to see what we<br />

need to make our home more<br />

comfortable. Don’t fall victim<br />

to these deals either. SAY NO<br />

THANKS. That’s it! Hang<br />

up! Close the door! Don’t give<br />

out any details – neither your<br />

name, or your phone number.<br />

You can be polite but take decisive<br />

action. In the event that<br />

an offer interests you, get the<br />

seller’s details and phone them<br />

after discussing with a trusted<br />

friend or family.<br />

A rule of thumb: do not buy<br />

anything over the phone or from<br />

door knockers. Never agree<br />

to part with your hard-earned<br />

money on the spot.<br />

This article is a reminder<br />

that we must take responsibility<br />

to protect ourselves. Safety is<br />

important to our physical, mental<br />

and emotional selves.<br />

wanted to say a heartfelt thank<br />

you to everyone in the <strong>Rotorua</strong><br />

electorate for their support in<br />

this year’s election.<br />

I’m humbled to have been<br />

returned to Parliament to represent<br />

<strong>Rotorua</strong> for a 4th consecutive term<br />

and with an increased majority.<br />

Not since Paul East or Harry<br />

Lapwood has a local person been<br />

given this honour and I will continue<br />

to work hard on behalf of<br />

you and your family.<br />

<strong>Rotorua</strong> has made great progress<br />

over the last nine years and<br />

local families and businesses are<br />

seeing real rewards for their hardwork.<br />

My focus for the next three<br />

years will be on continuing fight<br />

for the things that matter and to<br />

deliver for <strong>Rotorua</strong>.<br />

We must future-proof and<br />

support our growing economy,<br />

create more jobs and business<br />

opportunities, build more homes<br />

and improve the important services<br />

that will help us to grow<br />

sustainably.<br />

Much of this work is already<br />

underway.<br />

National has increased the<br />

Lakes DHB funding to record<br />

levels and seen 60 more doctors<br />

and 80 more nurses added since<br />

2008. We have secured funding<br />

to double crew all of <strong>Rotorua</strong>’s<br />

ambulances and this will deliver<br />

better outcomes for patients and<br />

faster response times.<br />

A historic pay equity settlement<br />

will see better wages for the<br />

hard-working aged care sector<br />

and we’re expanding affordable<br />

GP visits to more than 300,000<br />

over 65s.<br />

My Housing Accord between<br />

the Government and the Council<br />

will continue to deliver some of<br />

the 900 more <strong>Rotorua</strong> homes and<br />

1050 sections planned over four<br />

years. More space will also open<br />

up in the 117 more social homes<br />

planned for those in need.<br />

Our community will be kept<br />

safer as the roll-out of 1125 more<br />

police staff nationwide continues<br />

over the next four years. A<br />

minimum of 69 are coming to<br />

our region.<br />

National’s strong economic<br />

stewardship will also see increases<br />

to the pension in April. A<br />

married couple will get $680 a<br />

week next year. Pensions have<br />

increased under National by<br />

more than $160 a week since<br />

2008. Around 15,000 super<br />

annuitants will also benefit by<br />

an average of $29 per week from<br />

the increases to accommodation<br />

supplements.<br />

Wendy and Ross Allen from Hillcrest are the<br />

winners of our latest quarterly $100 prize draw.<br />

Wendy works as a photographer<br />

SCION where she documents –<br />

for SCION's database – the scientific<br />

work that is being developed<br />

at the institute. She is also<br />

an active member of the <strong>Rotorua</strong><br />

Camera Club. Wendy loves her<br />

teddy bear collection.<br />

Ross is a customer representative<br />

for a major nationwide<br />

retail chain. He came to<br />

NZ from the UK some decades<br />

ago. His hobby is collecting<br />

Royal memorabilia with about<br />

250 items. It was inspired by his<br />

grandmother.<br />

The couple have a lovely<br />

house that they have now lived<br />

in for more than 20 years... and<br />

it is quite impressive to see how<br />

much love and care they put into<br />

creating their little 'nest'. Lots of<br />

plants and pots and a little leanto<br />

conservatory for cacti and<br />

succulents. They created it in a<br />

Greek/Roman style.<br />

and Wendy are also members of<br />
