Invest in rail long-term Green MP Eugenie Sage writes about Lyttelton Port Company’s new port facility and proposed dredging project It was interesting to attend the opening of Lyttelton Port Company’s new Midland Port at Rolleston recently. The 27ha inland port is to act as a distribution hub to organise, store, and shift container cargo to the north, south, and west. It’s a great investment by both LPC and KiwiRail. With new rail links to the site, Midland Port should help reduce congestion and heavy trucks on Brougham St. Each train laden with containers running between Rolleston and Lyttelton removes the equivalent of 80 heavy truck trips. As container cargo volumes increase, LPC expects to run three to four trains daily. Moving more people and goods by rail reduces climate pollution as well as congestion. We need a shift in transport policy, away from the Government’s billion dollar spend-up on new motorways, to investing more in rail. KiwiRail needs more capital for long-term investment in rail infrastructure and rolling stock. The development of Midland Port, a large expanse of asphalt to stack containers, new rail sidings, stormwater systems, facilities for container storage and repair, and offices took 20 months from bare land to operation. It’s an example of how the Resource Management Act works for well-planned developments. LPC has recently applied for resource consents to deepen, widen, and lengthen by 6.5km the navigation channel in Lyttelton Harbour. It plans to dump more than 18 million cu m of spoil off Godley Head. As well, hundreds of tonnes of rock are to be blasted from the cliffs above the Lyttelton-Sumner Rd to provide rock for LPC’s reclamation of Te Awaparahi Bay. Healthy populations of native plants and habitat for lizards and other native wildlife will be blasted to bits. There are commercial benefits for LPC in having bigger container ships in port and a bigger reclamation. The council-owned company needs to consider how it compensates the community and the harbour for the environmental impacts of dredging and spoil dumping, and the destruction of the bluffs, currently a distinctive feature of the Whakaraupō harbour landscape.
