Dealing with fast food odour<br />

food outlet wafting through your<br />

That’s the advice from the<br />

city council after they thrashed<br />

out how to deal with a Linwoodled<br />

campaign to curb the number<br />

of fast food outlets close to<br />

schools.<br />

On Thursday, the city council<br />

decided the best way to deal<br />

with issues at the moment was to<br />

complain to ECan if the odour<br />

from fast food outlets is “objectionable”.<br />

City council staff have been<br />

asked to report back on progress<br />

made whether an amendment<br />

could be made the district plan to<br />

restrict the location and signage<br />

of fast food outlets in proximity<br />

to schools.<br />

A group consisting of Linwood<br />

College, Linwood Avenue School,<br />

parents, Linwood Medical Centre<br />

and Port Hills MP Ruth Dyson<br />

expressed their concerns around<br />

putting in rules restricting the<br />

ability of fast food outlets to proliferate<br />

around schools and low<br />

income areas.<br />

McDonald’s, KFC and Burger<br />

King are among the fast food<br />

outlets based around the intersection<br />

of Linwood Ave and<br />

Buckleys Rd, which are close to<br />

Linwood Avenue School.<br />

City councillors agreed also to<br />

lobby for change with Government<br />

and the Ministry of Education to<br />

consider building future schools<br />

away from fast food outlets.<br />

The change will have to come<br />

from Minister supporting<br />

Greater Christchurch Regeneration<br />

Gerry Brownlee, because the<br />

city council can’t change its own<br />

district plan until 2021.<br />

Outcry forces Ferry Rd rethink<br />

THE WOOLSTON community<br />

has had a major win against the<br />

city council to stop car parks<br />

from being removed outside the<br />

Ferry Rd shops.<br />

At the Hagley-Ferrymead<br />

Community Board meeting<br />

on Wednesday, a decision was<br />

made to scrap the Woolston<br />

section of the Ferry Rd Master<br />

Plan, after public outcry.<br />

More than 700 people signed<br />

a petition against the removal<br />

of 56 car parks, which is 72 per<br />

cent of spaces<br />

outside the<br />

Woolston<br />

shops between<br />

Portman St<br />

and St John<br />

St, while 56<br />

per cent were<br />

against the<br />

Woolston section of the master<br />

plan.<br />

This means city council staff<br />

will head back to the drawing<br />

board, to start the Woolston<br />

section again.<br />

The Ferry Rd Master Plan<br />

runs from one end of Ferry Rd<br />

in the city along to Ferrymead.<br />

The work on this plan was<br />

expected to cost $1.6 million.<br />

The plan was created in 2014<br />

and the Woolston section of the<br />

“It’s good for us to keep the<br />

car parks outside of the business<br />

because we could lose business<br />

if the parks are taken away,” Mr<br />

Sear said.<br />

The plan also involved lowering<br />

the speed limit to 30km/h,<br />

which 29 people opposed.<br />

“I understand people want it<br />

to feel like a village but it is also<br />

a through road and 30km/h is<br />

just too slow,” Mr Sear said.<br />

Ms Templeton said the<br />

new plan should not delay<br />

construction, which was due to<br />

begin in July 2017.<br />

The revised plan, once<br />

drafted, will be out for public<br />

consultation in February, timed<br />

with the Heathcote and Oak St<br />

enhancement public consultation.<br />

“It was really clear there had<br />

been some concerns. There has<br />

been some conflict between<br />

those who want it beautified<br />

and those who live far away and<br />

just see it as a through route, so<br />

it needs balancing,” Ms Templeton<br />

said.<br />

know it all and that is why<br />

having veterinarians with extra<br />

qualifications in a field ( who are<br />

only to willing to offer help and<br />

advice), is of enormous value<br />

when we are faced with a difficult,<br />

challenging cases.<br />

REFERRAL VETERINARY SERVICES<br />

Recently I referred a 7 year old<br />

English Springer Spaniel to an<br />

orthopaedic surgeon at VSA in<br />

Auckland for spinal surgery. I have<br />

had personal experience with the<br />

team at VSA and great results in the<br />

past. Dusty is a patient we have seen<br />

a lot of recently. He was recently<br />

neutered and treated for an enlarged<br />

prostate and more recently I have<br />

examined and treated Dusty for what we believed<br />

to be unrelenting lower back pain.<br />

Dusty is the perfect patient, amenable to a lot of<br />

manipulation and palpation, although he now<br />

often freezes and drops when he sees me coming.<br />

Previously Dusty has had CT scans, radiographs<br />

and blood testing to try to understand why at<br />

times he seems crippled with pain. He is unable to<br />

run with other dogs, play vigorously, jump, swim<br />

for long periods of time – in other words, “just be a<br />

dog”. His onset of pain<br />

is quick and he wears<br />

his pain on his little<br />

face. We have treated<br />

Dusty with numerous<br />

types of pain and<br />

inflammation<br />

modifying drugs<br />

with no real<br />

success, as well as<br />

physiotherapy and<br />

hydrotherapy.<br />

Dusty’s owner<br />

and I discussed in depth our next step<br />

which had to be an MRI at St Georges Hospital<br />

to determine whether Dusty was a surgical<br />

candidate or not. Dusty’s owner is a nurse herself<br />

and fully understands an accurate diagnosis is<br />

crucial if we are to understand Dusty’s pain better<br />

and do the best for him. Luckily it also helps to<br />

have pet insurance, as MRI diagnostics and spinal<br />

surgery are right up there in cost for the average<br />

client. Dusty may make the move to the UK soon,<br />

so I wanted to make real sure we were doing all<br />

we could for him.<br />

The staff at St Georges are helpful, knowledgable<br />

and lovely with our canine patients. I regularly<br />

travel with patients to sedate and monitor them<br />

for their MRI which can<br />

take up to an hour. It isn’t<br />

painful but they have to<br />

very still in order for the<br />

radiologist to get good<br />

pictures. Ear plugs are<br />

inserted as the machinery<br />

is very noisy.<br />

In Dusty’s case, even I<br />

could see the cause of<br />

his severe pain. He had a<br />

severe disc prolapse and<br />

soft tissue hypertrophy at<br />

the lumbosacral junction<br />

( L7-S1) causing spinal<br />

cord compression. His<br />

L6-L7 disc space was also<br />

moderately prolapsed.<br />

The radiologist also<br />

noted a congenital<br />

abnormality of his aorta, an<br />

incidental finding.<br />

The surgeon in Auckland had access to this<br />

MRI and could read the images. He concluded<br />

that Dusty would benefit from spinal cord<br />

decompression and stabilisation of the<br />

lumbosacral disc space, which would allow Dusty<br />

a far better quality of life.<br />

The surgeon liased with Dusty’s owner<br />

immediately and within weeks Dusty was flown<br />

to Auckland for a referral consultation, operated<br />

on successfully and is now<br />

rehabilitating in Auckland post<br />

operatively for 6 weeks, until the<br />

follow up xrays show that there is<br />

bony healing and stability of the<br />

plates and screws. Dusty is also<br />

receiving physiotherapy to help with<br />

a quicker recovery.<br />

A real success story for Dusty and his<br />

family and it just goes to show that<br />

the best veterinary medicine is often<br />

a collaborative team effort, where our<br />

primary objective is to successfully<br />

cure, heal and care for our patients.<br />

At McMaster & Heap we are also extremely lucky<br />

to have the expertise and knowledge of Steve<br />

Heap, in diagnosing and treating patients with Eye<br />

diseases and Catherine Morganti, who regularly<br />

preforms ultrasounds and endoscopy on cats<br />

and dogs, allowing us more diagnostic options<br />

to working up a sick patient. We also employ a<br />

registered veterinary dentist, when required, to<br />

perform root canal surgeries and pulpotomies on<br />

teeth, when clients would rather save their dogs<br />

teeth than us perform extractions.<br />

Steve’s caseload at McMaster & Heap would be<br />

80% eye referral work and much of this ends up<br />

being operated on. Steve also<br />

travels to Dunedin every 3 months<br />

for 2 jammed packed days of eye<br />

referral work and surgery. These<br />

vets have invested time to develop<br />

certain skills, knowledge and<br />

expertise in a specialised area of<br />

veterinary medicine and are of huge<br />

help to us primary vets in providing<br />

solutions and treatments with our<br />

patients. We find our clients want<br />

the best for their pets ( as we do) and<br />

place that restricted the<br />

amount of fast food outlets<br />

around schools, they<br />

haven’t done that, but they<br />

haven’t ruled it out either,<br />

so it’s a good start,” Ms<br />

Dyson said.<br />

In June, the city council<br />

and the compost plant,<br />

received a $1000<br />

infringement notice<br />

for a “offensive and<br />

objectionable odour”,<br />

which they are appealing.<br />

Pool report delayed<br />

AN URGENT report requested<br />

on the Linwood-Woolston pool<br />

will not be available until the<br />

new city council meets.<br />

Local leaders say it is not good<br />

enough that the city council<br />

is yet to complete the progress<br />

report, which was requested in<br />

June.<br />

Another report on installing<br />

traffic lights at the intersection<br />

of Hoon Hay, Worsleys and<br />

Cashmere Rds was requested at<br />

the same time.<br />

This report has already come<br />

back and work is now scheduled<br />

to begin.<br />

Cr Yani Johanson said he<br />

met city council chief executive<br />

Karleen Edwards yesterday to<br />

understand why the report,<br />

which he requested, was taking<br />

so long.<br />

“I asked for a fuller response<br />

on where the project is at and<br />

why it’s taking so long. My<br />

understanding is that she took<br />

that on board and will get staff<br />

to report back to me on it,” Cr<br />

Johanson said.<br />

Cr Johanson said he wants the<br />

report presented at the next city<br />

council meeting on Thursday or<br />

“at least an update” on it.<br />

located at the former Woolston<br />

School, was demolished 10 years<br />

ago.<br />

A new pool was meant to<br />

be completed in 2018, but<br />

now construction won’t begin<br />

until 2020 after the city council<br />

pushed out funding.<br />

Sara Templeton said she felt<br />

disappointed by the lack of<br />

progress being made.<br />

“I’m really disappointed there<br />

hasn’t been as much communication<br />

with the board and the<br />

community on development of<br />

the Linwood-Woolston pool as<br />

we would have liked by now,”<br />

Ms Templeton said.<br />

Cr Paul Lonsdale said “it was<br />

disappointing” to not have the<br />

report back.<br />

“Cr Johanson and I worked<br />

hard to get the money on budget<br />

and we don’t want momentum<br />

to stop,” Cr Lonsdale said.<br />

In fact, his coffees are so good<br />

he has been named the best<br />

barista at the Columbus Coffee<br />

National Championship, held in<br />

Auckland recently.<br />

Mr Laurie said it was a huge<br />

achievement and he had been<br />

working hard to perfect his coffee<br />

since he started at Columbus<br />

Coffee Riccarton about three<br />

years ago.<br />

The 25-year-old started out as a<br />

barista at the Honeypot Cafe on<br />

Colombo St when it re-opened<br />

after the earthquakes in 2013.<br />

“It wasn’t until I started at<br />

Columbus Coffee that I started<br />

nailing my passion,” he said.<br />

He never was much of a coffeedrinker<br />

in high school but now his<br />

favourite coffee to make is a shortblack<br />

because it is “the closest<br />

flavour to coffee you can get.”<br />

Success for apprentices<br />

PAINTER RECOGNISED: Natalie Thornton of Linwood was<br />

awarded the apprentice and student award at the recently<br />

held Hay National Association of Woman in Construction<br />

awards evening. Ms Thornton is an apprentice painter for City<br />

Decorators, once she has completed her apprenticeship she<br />

hopes to, one day, lead her own painting crew. ​<br />

THREE APPRENTICES in the south side of the city<br />

have received awards form the Apprenticeship Training<br />

Trust.<br />

Recently ATT held their graduation and awards evening<br />

to recognised apprentices around Canterbury for<br />

their achievements in their various industries.<br />

Phil Harrison of Hoon Hay and Nimo Vili of<br />

Halswell both studied plumbing and gasfitting and<br />

received the Plumbing World award for excellence in<br />

plumbing and gasfitting.<br />

Woolston resident Sam Tolra completed his apprenticeship<br />

in metal roof and wall cladding and received<br />

the award for Woolware most inspiring roofing apprentice.<br />

ATT’s chief executive Gray Paterson said completing<br />

an internship is an achievement.<br />

“We are thrilled to see these young people achieve<br />

their goals and complete their apprenticeships . . . we<br />

are very proud of ATT’s <strong>2016</strong> graduates and prize winners,”<br />

Mr Paterson said.<br />

In the lead up to the local body elections,<br />

<strong>Southern</strong> <strong>View</strong> is asking candidates<br />

their views on topical issues within the<br />

community. This week, we ask Halswell<br />

Ward city council and community<br />

board candidates what they think of<br />

traffic congestion around Westmorland,<br />

and what they think should be done<br />

around Penruddock Rise and accessing<br />

Cashmere Rd.<br />

Westmorland has<br />

a traffic flow issue at the entrance to<br />

Penruddock Rise. There is no simple<br />

solution here since Westmorland is<br />

really one big cul-de-sac. However,<br />

traffic lights would certainly allow<br />

a more controlled traffic flow, but<br />

at the very least, a roundabout is a<br />

must have here. Something definitely<br />

needs to be done at the entrance to<br />

Penruddock Rise to alleviate this peak<br />

congestion.<br />

back in October 2014 for<br />

Halswell, where the traffic<br />

congestion still has not<br />

been resolved and is still<br />

a serious concern to me and many of my<br />

community. The ever-increasing housing<br />

developments certainly impact on further<br />

congestion in and around all of Halswell.<br />

And I don’t have an easy resolvable immediate<br />

answer, especially with all these developments<br />

for the ever-increasing population in<br />

the west. I would anticipate that the council<br />

staff are continuing to study these developments<br />

and will have a traffic implementation<br />

plan in place.<br />

option. As well a traffic<br />

merging Island is required<br />

as a short term solution. Signalisation (as<br />

per the City plan) of the intersection is a<br />

logical possibility when the proposed East<br />

Hendersons Housing development opposite<br />

Francis Reserve occurs. This became<br />

operative 19th <strong>September</strong>. My fear is that<br />

the proposed traffic light placement at the<br />

Cashmere,Worsleys and Hoon Hay corners<br />

will see this issue manifest as the volume,<br />

after a green light change, will create a<br />

traffic line. The reverse red light gap line<br />

may help, but I doubt it.<br />

The long term solutions:<br />

•Public transport needs significant improvement.<br />

•Make public transport more reliable and timely and<br />

generally attractive to users – this means improving<br />

bus priority measures in particular.<br />

•There needs to be a “one network” approach to<br />

public transport, and transport in Christchurch more<br />

generally.<br />

•Investment in infrastructure for active transport modes and other<br />

ways of supporting active transport.<br />

The short term solutions:<br />

•Residents to report traffic problems to police constantly – may<br />

increase traffic control.<br />

•Ride sharing, e.g. Uber.<br />

•A strong residents’ group could organise car-pooling.<br />

We are seeing more congestion all<br />

over the city, so I strongly support<br />

the development of the new off-road<br />

cycle network in Christchurch and<br />

better public transport – anything<br />

that provides different options for<br />

transport. Thinking only in terms<br />

of catering for cars is only going to<br />

increase the amount of congestion throughout the city.<br />

Wet day congestion points to the difference it makes<br />

when even a small number of people do use these<br />

other forms of transport. As for this specific case, we<br />

need to think about how subdivisions are designed<br />

with regard to exit points and work with communities<br />

to consider the best option in cases like this.<br />

Helping high school students excel<br />

April McLennan is 19-years-old and has set up<br />

her own trust to help high school students to<br />

pursue and excel in work they are passionate<br />

about. She spoke to Georgia O’Connor-Harding<br />

about setting up her own social enterprise, life<br />

being home-schooled and her trip to the Global<br />

Entrepreneurship Summit in Palo Alto, California<br />

You have set up an initiative to<br />

help other Christchurch high<br />

school students. Why did you<br />

set up Limitless Charitable<br />

Trust?<br />

Last year was my final year of<br />

school and I noticed so many<br />

people I knew were overwhelmed<br />

with career and study path options<br />

and were unsure on what<br />

way to go. At the same time I<br />

knew people who did work they<br />

were really passionate about and<br />

were working to their strengths<br />

and they could talk about their<br />

jobs all day. I just thought how<br />

cool it would be if we could all<br />

do work we are that passionate<br />

about.<br />

How will this initiative set<br />

you up for your ideal career?<br />

Basically we have a two-part<br />

programme and it is designed<br />

to equip students with the confidence,<br />

awareness and opportunities<br />

to pursue what they are<br />

passionate about. We are starting<br />

year 10 students with a Limitless<br />

Charitable Trust two-day conference<br />

in October. That includes<br />

talking to inspiring speakers.<br />

We will have a diverse range of<br />

speakers including Kiwibank<br />

Young New Zealander of the<br />

Year for 2015 Guy Ryan, Prime<br />

Minister John Key’s chief science<br />

adviser Dr Victoria Metcalf and<br />

entrepreneur Hannah Duder.<br />

The Zion Dance Studios will be<br />

performing. After the conference<br />

we will connect people to an<br />

online portal. It will connect students<br />

to opportunities that are<br />

relevant to them. For instance if<br />

they were passionate about the<br />

environment and are looking for<br />

work experience we can connect<br />

them to the organisation.<br />

Are high schools setting<br />

students up well enough for the<br />

workforce?<br />

I think it is really challengingwe<br />

do live in a world that is<br />

rapidly changing. The workforce<br />

is changing and it can be difficult<br />

for a traditional school to keep<br />

up with that. I feel that knowing<br />

who you are, what your strengths<br />

are and what your values are<br />

important. It should be a priority<br />

and that is why we are focusing<br />

on that area. I think it is important<br />

for students to know what it<br />

is like to go to university.<br />

Do you have a view on<br />

NCEA?<br />

Being home-schooled I haven’t<br />

done NCEA but I feel that<br />

maybe the biggest issue facing<br />

education is that it is not just<br />

academics that matters. It is your<br />

people skills, it is your ability to<br />

adapt which will be increasingly<br />

relevant. I feel there is a real need<br />

for a system that holistically addresses<br />

all areas.<br />

What was it like being homeschooled?<br />

I guess it was really different.<br />

I enjoyed it. I think the reason<br />

I enjoyed it was because it gave<br />

me the freedom to explore what I<br />

was interested in. My high school<br />

years were more like university.<br />

Do you feel like you missed<br />

out on the social side of high<br />

school?<br />

Being involved with lots of<br />

groups and clubs didn’t mean I<br />

missed out. It gives you an opportunity<br />

to meet people from a wide<br />

range of ages, backgrounds and<br />

perspectives. You make an effort<br />

to be part of those groups. I was<br />

involved in World Vision New<br />

Zealand groups which I meet a lot<br />

of cool people through.<br />

How has arranging the conference<br />

been going?<br />

It really stuck me in starting<br />

help high school students pursue jobs they are passionate<br />

about.<br />

Limitless how many generous<br />

people are. We have got about<br />

50 people who are speaking and<br />

volunteering their time at the<br />

conference. We are also a charitable<br />

trust. I have three trustees<br />

who have great experience in<br />

their respective professions.<br />

What got you interested in<br />

social enterprise?<br />

I went to the Festival For The<br />

Future programme last year.<br />

They bring together a whole<br />

group of people who are innovators<br />

or thinkers passionate about<br />

a better future. Social enterprise<br />

was talked a lot about there. A<br />

lead-on from the Festival of the<br />

Future was the programme Live<br />

the Dream which is a social enterprise<br />

accelerator programme.<br />

You go into the programme with<br />

a problem you see in the world<br />

and in nine weeks they help you<br />

develop a solution. Limitless is<br />

what I developed over the summer<br />

with the programme.<br />

Tell me about your trip to<br />

Palo Alto in June?<br />

It was amazing. There were<br />

incredible speakers. US President<br />

Barack Obama and CEO of<br />

Facebook Mark Zuckerberg<br />

spoke. I also enjoyed meeting<br />

entrepreneurs from around the<br />

world and hearing about their<br />

experiences. It was amazing<br />

in spite of our differences how<br />

much we have in common. After<br />

the programme I connected with<br />

people including a guy from<br />

Montreal and a lady in Jordan<br />

who had really similar enterprises<br />

to Limitless.<br />

What was the most inspiring<br />

story or person you came<br />

across?<br />

I think meeting this lady from<br />

Jordan who had been working<br />

on a similar concept to Limitless.<br />

Wanting to get girls on a<br />

course she had been working on<br />

for 15 years. She started with a<br />

business that was separate to the<br />

education system and now she is<br />

creating curriculums that are being<br />

used in the education system<br />

and works with a big team. It was<br />

cool how one idea has developed<br />

and made an awesome impact.<br />

Also hearing President Obama<br />

was an obvious stand-out. A key<br />

moment in my life. He spoke<br />

about the biggest issues of today<br />

and how he sees the entrepreneurial<br />

spirit of being able to<br />

start your own business to create<br />

solutions to problems to where<br />

you live. He spoke about how the<br />

Government needs to step up<br />

and make it easier for people to<br />

start their own businesses.<br />

What do you like to do in<br />

your spare time when you are<br />

not setting up new businesses?<br />

I quite enjoy playing hockey<br />

and photography and I am still<br />

involved with World Vision. Just<br />

spending time outdoors with<br />

friends is what I love.<br />

Canterbury also won the Dave<br />

Dixon Relay Baton for the first<br />

time. Both trophies had been<br />

held by Wellington for the last<br />

three years.<br />

More than 3000 runners took<br />

part in the competition, representing<br />

Canterbury, South Canterbury,<br />

Tasman and Wellington<br />

at Waikanae Park last Thursday.<br />

The Primary Sports Canterbury<br />

team showed their<br />

dominance in the team events,<br />

winning six of the eight grades.<br />

Canterbury were commanding<br />

in the first two year 5 events,<br />

having the first four runners<br />

home over the undulating 2000m<br />

course, which included six uphills<br />

per lap.<br />

Andrew’s College) set the scene<br />

for the Canterbury team with<br />

victory in the boys and girls<br />

events respectively.<br />

There was an all-Canterbury<br />

Association awards.<br />

Dela Cruz was given the<br />

MVP award for the Canterbury<br />

under-15 competition, while<br />

McLaughlin was named MVP in<br />

the under-17 competition.<br />

Averaging 19 points, seven<br />

assists, six steals and three rebounds<br />

per game throughout<br />

the season, Dela Cruz played a<br />

key role in helping Cashmere<br />

advance to last week’s under-15<br />

final.<br />

He also produced the goods<br />

when it mattered, scoring 15<br />

points and being named final<br />

MVP in his team’s 67-64 championship<br />

win against Wharenui<br />

Gators.<br />

McLaughlin had an outstanding<br />

year in the under-17 competition<br />

averaging 28 points, seven<br />

steals, six rebounds and four<br />

assists per game on his way to<br />

collecting the MVP award.<br />

EQC confirms Canterbury staff numbers for 2017<br />

The Earthquake Commission (EQC) has<br />

confirmed the shape of the organisation<br />

for 2017, including the number of positions<br />

in Canterbury.<br />

“As our work in Canterbury enters its final phase<br />

in 2017, we will obviously need to be smaller.<br />

From January 2017, EQC will be an organisation<br />

of about 458 people. Of these, at least 216 will<br />

be based in Christchurch,” EQC Chief Executive<br />

Ian Simpson says.<br />

“The new structure retains a core of specialist staff<br />

who will continue to meet the needs of our<br />

remaining Canterbury customers.<br />

“In 2017, EQC will continue to resolve remedial<br />

inquiries on properties where we have managed a<br />

repair, and to resolve claims for drains damaged by<br />

the earthquakes. There is also a range of<br />

administrative and financial tasks to be completed,”<br />

Mr Simpson says.<br />

Remedial inquiries<br />

An important focus for EQC in 2017 will be resolving<br />

the remaining remedial inquiries from Canterbury<br />

customers who have had a managed repair.<br />

With about 68,000 managed repairs carried out as<br />

part of the Canterbury Home Repair Programme<br />

(CHRP) largely completed, EQC and Fletcher EQR<br />

have jointly agreed a new approach to completing<br />

the remaining remedial work in Canterbury.<br />

From January 2017, EQC will expand its role<br />

managing all remedial inquiries to include<br />

management of any resulting remedial repairs.<br />

This means it will liaise with customers and<br />

contractors to complete any additional work, where<br />

it’s required.<br />

“The new approach will streamline decision making<br />

by bringing all the elements of resolving remedial<br />

inquiries into one organisation,” Mr Simpson says.<br />

Fletcher has agreed to continue its role in 2017 but<br />

likely with a smaller team and a focus on managing<br />

any underfloor work arising from the joint CHRP<br />

subfloor review. More detailed proposals on this<br />

will be finalised over the next month or two.<br />

As well as its work in Canterbury for 2017, EQC<br />

needs to be ready to respond to any future natural<br />

disaster events anywhere in New Zealand and<br />

continue its work of negotiating and managing<br />

natural disaster reinsurance for the country. EQC<br />

will also continue settling the average 5,000 to<br />

EQC Chief Executive Ian Simpson<br />

8,000 natural disaster claims received nationally<br />

each year, funding research to the tune of $16<br />

million per year, and educating the public on<br />

natural hazards and how to mitigate them.<br />

awareness of EQC’s role in helping<br />

build New Zealand’s resilience.<br />

Last month’s trip was the ninth<br />

funded by EQC and it explored<br />

earthquakes, landslips and tsunami<br />

on the West Coast as well as what<br />

might happen when the Alpine<br />

Fault next ruptures.<br />

On the Coast, LEARNZ teacher<br />

Shelley Hersey joined Alistair<br />

Davies, a natural hazards PhD<br />

student from the University of<br />

Canterbury, and Dr Sam Hampton,<br />

organiser of geology field<br />

programmes in New Zealand and<br />

University of Canterbury lecturer.<br />

They showed students where you<br />

can see the Alpine Fault in the<br />

landscape, they pointed out scars<br />

created by past earthquakes and<br />

explained how tsunami, in lakes as<br />

well as the sea, could be triggered<br />

by quakes.<br />

$25million paid out for Feb <strong>2016</strong> quake claims<br />

The Earthquake Commission has passed the<br />

halfway mark for settling the February <strong>2016</strong><br />

earthquake claims, says EQC’s February<br />

<strong>2016</strong> Event Response Manager, Jayne Lapin.<br />

Ms Lapin says that of the total 14,574<br />

claims received for the 14 and 29 February<br />

earthquakes this year, followed by the<br />

aftershocks, EQC has resolved 8,595<br />

by cash settlement of just over $25 million<br />

as at 19 <strong>September</strong>.<br />

“You can tell that Cantabrians know what is<br />

and isn’t earthquake damage, because up to<br />

75% of the claims received so far have been<br />

accepted, and average $4,761 per claim.<br />

“With the help of customers providing most<br />

information up front – claims are taking an<br />

average of three weeks to reach settlement.”<br />

she said.<br />

Ms Lapin says it is heartening to see that the new<br />

approach which uses both on site and phonebased<br />

assessments has empowered customers to<br />

provide their earthquake damage data,<br />

supported by photographs, was working well.<br />

“We have been surveying every customer who<br />

has been through the process and whose claims<br />

have been resolved – whether their claims were<br />

accepted or declined. We wanted to see how<br />

the process worked so we could make changes<br />

as we went where we needed to.<br />

“To date, 87% agreed that EQC valued and used<br />

their time wisely when dealing with them<br />

through the claims process.<br />

EQC will have contacted almost every customer<br />

to discuss the details of their February claims by<br />

the end of <strong>September</strong> to book their assessment.<br />

“This means that, other than people who delay<br />

their claim or whom we can’t get hold of, we will<br />

meet our target to resolve all claims by the end of<br />

<strong>2016</strong>, hopefully earlier,” Ms Lapin said.<br />

EQC is continuing to work with customers who<br />

have lodged claims from the Canterbury sequence<br />

earthquakes, including those in the Canterbury<br />

Home Repair (CHRP) and land programmes, and<br />

the settlement of the February claims will not slow<br />

the progress of these programmes.<br />

EQC sets out<br />

process for<br />

remedial requests<br />

The Earthquake Commission (EQC) has streamlined<br />

its process for handling new remedial requests from<br />

customers received from 1 August, <strong>2016</strong>.<br />

EQC’s Head of Dwelling Settlement, Michael Price, says<br />

the new process aims for faster resolution with customers<br />

having the opportunity to provide information upfront and<br />

state their preference for a cash settlement or a managed<br />

repair where remedial work is required.<br />

The changes have been introduced after positive<br />

customer feedback on the process used to manage<br />

claims from the February <strong>2016</strong> earthquake, where<br />

customers had the opportunity to submit more<br />

information upfront to enable quicker turnaround.<br />

“Many customers going through the February <strong>2016</strong><br />

claims management process are positive or very positive<br />

about their experience,” Mr Price says.<br />

“EQC will now use this approach for new remedial<br />

requests, and customers will be asked to send in<br />

information such as photographs and builders’ quotes.”<br />

Mr Price says while cash settlement will provide a quicker<br />

resolution, it may not suit everyone.<br />

“So if a customer prefers that a contractor do the work,<br />

then EQC will arrange for that to happen during 2017.<br />

EQC’s Community Contact Team and independent<br />

customer advocate groups will be available to support<br />

any cash-settled customers who aren’t confident in<br />

sourcing their own contractors,” says Mr Price.<br />

Of the approximate 6,900 open remedial requests<br />

currently on EQC’s books, 3,000 properties have been<br />

identified as not being able to have any remedial repair<br />

completed before 2017. The new process, while largely<br />

designed for new remedial requests, will be available to<br />

these customers also and EQC is making contact with<br />

them to ask if they would prefer a cash settlement or wait<br />

for a managed repair during 2017.<br />

Effective treatment for many<br />

types of pain<br />

Complementary medicine is becoming<br />

increasingly sought after in New Zealand<br />

as people become aware of the many<br />

different methods of treating pain and ill<br />

health that are available here.<br />

Christchurch-based Chinese health<br />

practitioner Lan Xiao has developed a<br />

method of treatment, which she says has<br />

as an immediate affect on a wide variety of<br />

pains and health conditions. It is known<br />

as ‘acupuncture without needles’.<br />

Lan describes it as being similar to<br />

reflexology in that the problem area on<br />

the body is determined through pressure,<br />

but is much more accurate.<br />

Trained as a medical practitioner in<br />

China, Lan came to New Zealand in 1992<br />

and began practising acupuncture in<br />

1995. From that discipline she created her<br />

acupuncture without needles, and uses<br />

it to treat people of all ages with many<br />

different types of pain in all parts of the<br />

body. This can include arthritic pain, MS,<br />

and pain from injury.<br />

“For example, the treatment has been<br />

very successful for people who have<br />

painful joints caused by arthritis,” Lan<br />

says.<br />

Acupuncture without needles is also<br />

effective in restoring energy levels,<br />

she says.<br />

“As people age their energy is reduced,<br />

and this can lead to other health<br />

problems. The acupuncture without<br />

needles treatment is like the body’s<br />

battery being charged up again, so their<br />

energy levels are restored, which in turn<br />

helps overcome their health problems.”<br />

Lan also uses it to treat depression<br />

and anxiety, and says it can help with<br />

addiction problems as well.<br />

“After the treatment the person has no<br />

cravings – because it treats the cause of<br />

the addiction.”<br />

She says the results are immediate,<br />

though people may need several<br />

treatments, depending on the extent<br />

of their health problem, and while it<br />

is slightly painful for few moments,<br />

everyone can tolerate it.<br />

THE shared title of the Christchurch Casino “The<br />

Jazz Library” Charity Poker Event champion for<br />

<strong>2016</strong> went to REACH Child Cancer represented by<br />

Nick Henare and to Heart Kids Canterbury<br />

represented by Pat Lodge. Lynne Taylor took an<br />

admirable third place on behalf of the Diabetes<br />

Christchurch Inc.<br />

The Jazz Library Charity Poker Event was held<br />

by Christchurch Casino with $10,000 up for grabs<br />

for the eleven deserving charities to play for. The<br />

event was held on Thursday 15th <strong>September</strong> in<br />

Sixty6 on Peterborough. The multipurpose<br />

function venue had a prohibition theme with a<br />

library at the front entrance and a speak-easy<br />

below, including “Myrtle”, the 1929 Austin 7C- Cab<br />

Van from by Happy Tours and scintillating<br />

dancing and entertainment throughout the<br />

evening by the talented Epic Entertainment team.<br />

The invited guests in their 1920’s & 30’s<br />

ensembles relaxed with the sultry jazz tones of the<br />

“River City Jazz Men” and enjoyed learning to play<br />

black jack and roulette with some even testing<br />

their croupier skills, all of which combined to<br />

create a fun atmosphere throughout the evening<br />

and a memorable occasion. Mike King was a<br />

masterful MC, adding humour, energy and poker<br />

knowledge to the tournament.<br />

With $10,000 at stake for three lucky charities,<br />

competition at the tables was fierce as even though<br />

this was a fun gaming event the players soon<br />

realised they were playing in a structured poker<br />

tournament and got their game faces on! The top<br />

eleven players then competed at the final table to<br />

play off for the top three spots to take home the<br />

cash for their charity; finalists only found out<br />

who they were playing on behalf of once they had<br />

played their last chip – creating an exciting energy<br />

amongst players and viewers alike.<br />

The eleven charities who were represented at<br />

this event were the Cystic Fibrosis Association,<br />

Ronald McDonald House, Child Cancer<br />
