Plan to sort Rapaki Rd 

parking concerns stalls

A PLAN to ban parking on busy 

Rapaki Rd has been put on hold 

due to nearby residents’ concerns of 

the impact on surrounding streets. 

The road is the main access route 

to Rapaki Track, which is popular 

with walkers, runners and mountain 

bikers – causing issues for 

people who live on Rapaki Rd. 

In November, the city council 

proposed banning parking on 

Rapaki Rd due to ongoing concern 

from residents about safely accessing 

the street and their driveways. 

A parking ban on one side of 

Erewhon Tce was also included in 

the plan, because cars 

are often parked on that 

street if Rapaki Rd is full. 

The proposal was meant 

to go to the Spreydon- 

Cashmere Community 

Board next month for 

approval, but that will be 

put on hold. 

Following the submissions 

received, city council acting 

head of transport Steffan Thomas 

said the project has been put on 

hold due to concerns raised over 

how the surrounding roads will be 

effected by the ban. 

The city council received 93 submissions 

on the plans, 66 supported 

the idea, 24 were against and three 

submissions were unclear. 

Thirty of those submissions, both 

for and against the parking restrictions, 

were concerned over the 

impact on the surrounding streets, 

namely Vernon Tce. 

One submitter opposed the plans 

because Vernon Tce is “already 

dangerously congested” and banning 

parking on Rapaki Rd will 

only add to the congestion. 

A Vernon Tce resident said they 

were “terrified that restrictions 

proposed on Rapaki Rd will have 

an extremely detrimental effect on 

traffic, congestion, parking and 

safety on Vernon Tce,” and opposed 

the parking ban unless more parking 

is provided elsewhere. 

“As a result, the project 

has been put on hold temporarily 

to consider whether 

any additional parking 

controls should be proposed 

further afield,” Mr Thomas 

said. 

City councillor Tim Scandrett 

(left) said Vernon Tce 

residents had a right to be 

concerned. 

“The ideas raised in the submissions 

were very good ones and we 

do need to look at the plan again 

and see what we can do,” Cr Scandrett 

said. 

Mr Thomas said the next step 

of the project will be to undertake 

further consultation with affected 

properties if changes are made to 

the plan.

Signs surprise school principal 


SIGNS WARNING motorists of 

St Anne’s Catholic School have 

been installed on Ferry Rd. 

The signs come after Southern 

View highlighted concerns the 

school had over pupil safety on 

the busy road in Woolston. 

School principal Dallas 

Wichman said while he was 

happy the signs had been 

installed, 40km/h speed limits 

still needed to be put in urgently. 

“The signs are good but after 

a while people will forget about 

them, at least something that is 

flashing will get 

more attention for 

just 10 minutes 

and that’s what 

we need,” Mr 

Wichman (left) 

said. 

During the 

holidays, the city council 

installed four school signs at a 

cost of $1200. 

City council acting head of 

transport, Steffan Thomas, said 

they were installed to make 

people aware they are near a 

school and children are about. 

“The signs were installed to 

raise awareness of the presence 

of the school. Council did this 

in response to the principal’s 

concerns about the level of 

traffic. Some motorists appeared 

not to be expecting schoolrelated 

travel activity,” Mr 

Thomas said. 

Mr Wichman said he didn’t 

know the signs were going in. 

He said he arrived at the 

school and saw them there. 

In a city council list of 18 

schools prioritised for lower 

speed limits, St Anne’s doesn’t 

feature on the list. 

Mr Thomas said schools are 

prioritised based on a number 

of factors relating to the road 

environment outside. 

“The list is reviewed regularly 

and the ranking of an individual 

school can change due to the 

school, and the surrounding 

environment, changing,” he 

said. 

The school is in a 50km/h 

speed limit and by making 

it a school zone, the speed of 

the road would be reduced to 

40km/h during times when 

pupils are arriving and leaving.

speed limit applies. 

Traffic figures from April 

last year showed along Ferry 

Rd between Osborne St and 

Aldwins Rd an average of 24,600 

vehicles per day used the road 

with 1810 during peak traffic 

from 8am to 9am and the same 

figures for the school peak 

between 3pm and 4pm. 

Mr Wichman said “anything 

is better than nothing” and he 

hopes this encourages the city 

council to put flashing speed 

signs in sooner rather than later.

The Sign of the Kiwi reopened 

yesterday after six years. The 

building at the top of Dyers 

Pass Rd was closed following 

the September 4, 2010, earthquake. 

It then suffered further 

damage on February 22, 2011. 

Before the building was closed, 

it operated as a cafe and shop. 

The cafe has reopened following 

$760,000 in strengthening 

work.

Sparks Rd will reopen 

on Sunday following the 

installation of the Southeast 

Halswell Waste Water Scheme.

plans to build a facility on Ferry 

Rd after the community library 

was demolished in June 2011 

due to extensive earthquake 

damage. The city council has set 

aside $1.6 million in its annual 

plan to replace the old library. 

Once public involvement in the 

new facility’s design is finished, 

the city council will create a 

concept design to formally 

present to the community for 

feedback on the project.

Youth group gets pool open 


WHILE LINWOOD may 

not have a pool complex, 

an organisation focused on 

working with youth is coming 

to the rescue and running 

the local school pool over the 

summer. 

Youthtown is operating the 

community pool, located at 

Linwood Avenue School, for a 

second year. 

This year, Youthtown encouraged 

eight local teenagers to 

become volunteer lifeguards to 

help keep an eye on the children 

using the pool. 

The city council helped cover 

the costs of training the eight 

teenagers. Youthtown southern 

area manager, Amanda Murray, 

said it wanted to help give local 

kids some useful skills. 

“We think it’s really good to 

get the local teenagers involved 

and this way they can then work 

at other council-run pools with 

the training and skills they’ve 

learnt,” Ms Murray said. 

To help with costs of running 

the pool, the Linwood-Central- 

Heathcote Community Board 

granted the organisation $6500 

to help cover lifeguard wages 

and running costs. 

“We’re training eight teenagers 

to help out. It gives the local

kids a chance to learn some new 

skills too,” Ms Murray said. 

Users pay $1 a day to be able 

to use the pool, which is open 

seven days a week from 11am 

until 6pm. 

She said it was great to be 

able to provide a pool for the 

community over the summer 

months, since there isn’t one 

available in the area. 

But she said the community 

was vocal about its desire for a 

long-term solution. 

A $21.8 million pool is 

planned for the Linwood 

Woolston area. A project team 

was assigned last year, with a design 

due in November this year 

and construction to start on the 

project in 2018. 

The school pool opened at the 

start of January and will close 

on Waitangi weekend.

WOODS MILL DEVELOPMENT 

Another bid is being made to 

restore the historic Woods Mill 

buildings in Addington. Loprinzi 

Properties is seeking $900,000 

from the city council to restore the 

Wise St property. The city council 

will decide on Thursday if it will 

approve the money for restoration. 

Previous attempts by developers 

to restore the building have fallen 

through and the money has never 

been formerly handed over. The 

buildings – a four-storey and a 

two-storey structure – date back to 

1886. They have been empty since 

the February 22, 2011, earthquake. 

The company wants to turn the 

buildings into a retail complex. 

It estimates the cost of the 

development to be $7.6 million. 

SKATE PARK PLANS 

Concepts for two skate parks 

planned for Halswell have been 

released. The concept designs 

incorporate many of the wishlist 

items that young people and 

locals requested. The plans for 

the Halswell Domain Skate and 

Recreation Park and Knights 

Stream Skate Park include a skate 

bowl, quarter pipes, seating and 

shaded areas. If the plans are 

approved, it is expected to take 

three months to complete each 

skate park. Consultation on the 

plans will be open until February 

20.

Kate Russell 

Proud mum awarded for her 

Kate Russell has been a leader in the 

not-for-profit health sector for 24 years. Georgia 

O’Connor-Harding spoke to her about working 

at the Canterbury Medical Research Foundation 

and what it was like to raise three children as a 

solo parent. 

Congratulations on becoming

Order of Merit. You must be 

very excited? 

I was thrilled when I heard. 

My first reaction was who the 

heck must have nominated 

me? But I still don’t know and 

possibly never will. I am very 

honoured. I didn’t know I was 

going to get nominated. There 

are so many different sectors 

in my professional life where it 

could have come from, but they 

said health and governance and 

that has narrowed it down. 

What made you stick to 

helping the not-for-profit 

organisations? 

I fell into the not-for-profit 

sector by accident. My first job 

was as a fundraising assistant 

for Presbyterian Support. I 

got it because it was a 20-hour 

week job and it suited the fact I 

had small children at the time. 

I was in that job for a couple 

of weeks and I had what you 

would describe as a vocational 

empathy of thinking, oh my 

goodness, this is what I want to 

do for the rest of my life. I was 

30-years-old and aside from 

being a mother, I hadn’t figured 

out what I wanted to do careerwise. 

I had always done things to 

do with social justice. I had gone 

on the ‘no tour marches’ and 

was a junior member of human 

rights organisation, Amnesty 

International. 

Tell me about working at the 

Canterbury Medical Research 

Foundation? 

When I took this role, some 

of my colleagues at the national 

programme, Cystic Fibrosis New 

Zealand, were like isn’t that a 

step back because you are going 

into a regional role? But after the 

earthquakes, I very much had 

in my heart to do something in 

Canterbury. Medical research is 

something you don’t always get

immediate results. In the nearly 

three years I have been there, I 

can’t say there has been a new 

blockbuster drug. Rarely does 

medical research go ahead in a 

quantum leaps, it is these little 

baby steps that happen over a 

number of years. 

Could give me a picture of the 

research you are doing at the 

moment? 

We just finished a study on the 

use of vitamin C and breast cancer. 

We are also funding a young 

women at Otago University 

who is looking to use vitamin 

C for people who have got ear 

infections. We are also pivotal in 

supporting the development of 

the UC Rose Centre for Stroke 

Recovery and Research.

How do you think our 

medical research compares to 

the rest of the world? 

We punch very well above our 

weight. What gets achieved here 

in research for the fraction of a 

cost is really quite astounding. 

In spite of the frustration we all 

naturally get with the health system 

and getting put on waiting 

lists and restricted medicines, we 

still have universal public health 

care here. When you look at the 

hideous situation people in the 

United States find themselves 

in, where they don’t have health 

insurance, we have a fabulous 

system here. We only pay $5 per 

item for medicine which may 

cost up to $150. Still some people 

complain about that. 

You often hear about there 

not being enough beds at 

Christchurch Hospital. 

For sure, Christchurch Hospital 

is an incredibly busy hospital. 

But the financial results and just 

the strategic results the CDHB 

gets in terms of the development 

of new services; they are 

just terrific and stack up very 

well compared to the rest of the 

district health boards around 

the country. I can tell you these 

places are populated by bloody 

good people who all have a very

How old were you when you 

first had children?

Would that have been one of 

the most difficult times in your 

life? 

No. I always had plenty of 

family support around me. I 

have a very close family. But the 

most difficult time of my life was 

when I broke up with my first 

husband. I was a solo parent on 

my own for seven years with 

three children. For me, it got to 

the stage where I was very poor. 

I wouldn’t say I had hit rock bottom, 

but I was very poor and I 

had to work very hard and make 

significant sacrifices for the 

well-being of my children. I was 

there for some time and I had 

to make a conscious decision to 

climb myself out of that. To not 

be dependent on welfare. 

How did you get through? 

The whole family had to make 

sacrifices for that to occur. 

There were a lot of times where 

I couldn’t go to the kids’ sports 

days. I couldn’t be the one to 

drop them off at school or look 

after them after school. I recognise 

my children paid the price 

for me putting a lot of evidence 

on the development of my career. 

I had a 12, eight and four-yearold. 

What do your children say 

about it now? 

They are very proud. From 

time to time, we have these conversations 

where I say I still carry 

some guilt about not being there 

because I had to work. I had to 

be the main bread-winner in the 

family. They are very pragmatic 

about it and say what you taught 

us is a really good work ethic. We 

understand why you did what 

you did. 

What was the job that got you 

to turn your career around? 

Probably the one that started 

me on the road to financial 

recovery and career development 

was the one at CCS Disability 

Action where I was the regional 

fundraisng manager. That was 

where I felt like my skills were 

fully utilised and I was given a 

sufficient amount of authority. 

Have you found a new partner? 

We are coming up to our 

second year now and it is all very 

new. He lives in his house and 

I live in my house and we have 

a very nice time when we are 

together. But I am independent 

and decided I am not really cut 

out for living with another person. 

I am much too independent. 

So you are keeping the magic 

alive? 

Exactly, and my independence. 

I make my own money. 

If I want a diamond ring, I buy 

it, I don’t worry about someone 

else. I watched my mother model 

independence to me because my 

father died when I was 12. She 

had a very hard road to hoe and 

she was and still is an extremely 

hard-worker. And again, a very 

independent thinker, bright and 

an inspiring woman.

Locked toilets cause a stink for 

community board member 


A COMMUNITY board 

member says locking the 

public toilets in Linwood Park 

because of constant vandalism 

and graffiti is a waste of 

resources. 

The city council 

has closed the 

facility, and will 

only unlock it for 

sporting events.

she thinks closing the toilets is a 

“waste of money and resources,” 

as the majority of visitors to the 

park cannot use them. 

The toilet block is located close 

to the playground at the Bonar Pl 

entrance to the park. 

The nearest alternative pubic 

toilets are across the park at 

Eastgate Shopping Centre on 

the corner of Linwood Ave and 

Buckleys Rd.

the local school or artists could 

paint a mural on the toilet block 

to help deter vandalism. 

“Getting local artists or local 

kids involved would be great to 

deter people from ruining it,” she 

said.

Don’t make arson easy

WE’RE IN a new year and 

the same old incidents keep 

on occurring. By this I mean 

kitchen fires and arsons. 

An unattended cooking fire 

in Sockburn this week raised 

an interesting dilemma for 

landlords. 

Most know that there is a 

new building law requirement 

that landlords provide smoke 

detectors in their properties. 

In the case referred to, there 

weren’t any smoke alarms in a 

rental where the tenant went off 

to work forgetting about food 

cooking on the stove. 

Smoke was seen and Fire 

Service troops attended. There 

wasn’t too much of a mess and 

our crew made sure there was 

a brand new 10-year smoke 

detector installed (free of charge 

by the way) before the occupant 

went back in. 

But what would be the result if 

the tenant had gone to bed after 

cooking rather than leaving for 

work? What if then the worst 

happened? How would the law 

treat the landlord? 

It’s a good enough reason to 

make sure an alarm is there 

and that the installation is

recorded. Then it’s the tenant’s 

responsibility if the alarm is 

removed. Otherwise landlords, 

you could be in the gun! 

An arson fire in Addington 

on Wednesday morning was 

lit in cardboard stored under a 

canopy in the rear yard. Most 

of the damage was cosmetic 

but some light fittings and 

air conditioning units were 

destroyed. It probably wouldn’t 

have happened if combustibles 

hadn’t been available.

Francis de Vries is heading 

to Canada after being 

drafted by Vancouver 

Whitecaps FC. 

De Vries, 22, was the 

29th selection in last 

week’s Major League Soccer 

draft. 

He has become sought 

after in North America 

after already plying his 

trade in three different 

countries. 

He will join his new club 

ahead of the MLS season 

which begins in early 

March. Last season Vancouver 

finished 16th in the 

22-team competition. 

The 1.87m defender grew 

up playing football under 

the guidance of Fred Simpson 

at Cashmere Technical, 

which at the time 

were known as Cashmere 

Wanderers before merging 

with Woolston Technical. 

De Vries also played for 

Cashmere High and was 

named junior player of the 

year during his time there. 

He also won the national 

youth league with Canterbury 

United in 2011. 

In 2012, de Vries moved 

to Switzerland to join FC 

Basel’s youth academy, 

where he helped the club 

win the Swiss under-18 

championship. 

He then moved to the 

United States and spent 

four years at St Francis 

University, Pennsylvania. 

During his stint at 

college, he started all 78 of 

his games, scoring 15 goals 

and recording six assists. 

His performances saw him 

twice named a NSCAA 

third team All-American, 

as well as two-time 

North-eastern Conference 

defender of the year. He 

was also a three-time first 

team All-North-eastern 

Conference. 

In between his collegiate 

career, de Vries played 

in the USL Premier 

Development League with 

the Michigan Bucks, 

helping the club to league 

championship wins in 

both 2014 and 2016.

CSM is a not-for-profit organisation with a strong focus on 

community. On a Saturday morning the whole family can find 

something to suit. Preschool children can start their musical 

journey by joining in our experiential “Take Off with Music” 

while older children and adults may opt for group or individual 

lessons on a specific instrument (including voice). Those who 

already play are welcome to join in one of the great ensembles 

which all take part in regular concerts including Saturday 

soirees and the popular annual Showcase Concert. Recitals 

where individuals can perform are also held regularly. 

CSM also provides a comprehensive music education to 

participating primary schools via its Outreach programmes. 

With programmes offered in band, strings, recorder and ukulele 

in a wide range of Christchurch schools this is an area of the 

School, which has grown fast over the last few years. 

Another area that has grown rapidly over the last few years 

is the Late Starters programme where adults approaching 

retirement with more time on their hands have really enjoyed 

learning an instrument they never had the chance to play in 

their early years and join an ensemble with other like-minded 

adults.

weekday opportunities for learning and playing music.

Day. Kashmir’s beginner belly dance class 

runs for eight weeks and explores not only 

the movement of belly dance but also a

glimpse into a different culture all while

move to express the music as a belly dancer. 

Belly dance is the dance of celebration 

and entertainment in many Middle Eastern

The Chorus was founded in 1985 and

your way back to it 

As we return to our normal daily routines after the holidays you 

may begin to find the odd ache or pain creeping in. 

This is a good indicator from our 

bodies, that the holiday routine 

was somewhat different. Perhaps 

you sit a lot for work and you 

were on the go or, you are normally more 

active and the holiday break was more 

sedentary. Either way the sooner you pay 

attention to these signals the easier it will 

be to deal with it. 

So what can you do to ward off pain 

and stiffness and boost your energy and 

alertness? 10 simple stretching exercises 

at your desk that will release tension from 

head to toe. They take only a few minutes. 

Set the alarm on your cell phone or 

computer to go off every hour to remind 

you it’s time to get up and stretch. 

Just stand up and sit down - no hands 

If you stand up and sit down (over and 

over) without using your hands it can be a 

challenge, do it while you’re on the phone; 

no one will know. 

Shrug your shoulders - to release the neck and shoulders 

Inhale deeply and shrug your shoulders, 

lifting them high up to your ears. Hold. 

Release and drop. Repeat three times. 

Loosen the hands with air circles 

Clench both fists, stretching both hands 

out in front of you. 

Make circles in the air, first in one direction, 

to the count of ten. Then reverse the circles. 

Shake out the hands. 

Point your fingers - good for hands, wrist, and forearms 

Stretch your left hand out in front of you, 

pointing fingers toward the floor. Use your 

right hand to increase the stretch, pushing 

your fingers down and toward the body. 

Be gentle do the same with the other hand. 

Now stretch your left hand out straight 

in front, wrist bent, with fingers pointing 

skyward. Use your right hand to increase 

the stretch, pulling the fingers back toward 

your body. Do the same on the other side. 

Release the upper body with a torso twist 

Inhale and as you exhale, turn to the right 

and grab the back of your chair with your 

right hand, and grab the arm of the chair 

with your left. With eyes level, use your 

grasp on the chair to help twist your torso 

around as far to the back of the room as 

possible. Hold the twist and let your eyes 

continue the stretch see how far around 

the room you can peer. Slowly come back 

to facing forward. Repeat on the other side. 

Do leg extensions 

Grab the seat of your chair to brace yourself 

and extend your legs straight out in front of 

you so they are parallel to the floor.Flex and 

point your toes five times. Release. Repeat. 

Stretch your back with a “big hug” 

Hug your body, placing the right hand on 

your left shoulder and the left hand on your 

right shoulder. Breathe in and out, releasing 

the area between your shoulder blades. 

Cross your arms - for the shoulders and upper back 

Extend one arm out straight in front of you. 

With the other hand, grab the elbow of the 

outstretched arm and pull it across your 

chest, stretching your shoulder and upper 

back muscles. Hold. Release. Stretch out the 

other arm in front of you - repeat. 

Stretch your back and shoulders with a “leg hug” 

Sit on the edge of your chair (if it has 

wheels, wedge the chair against the desk or 

wall to make sure it does not roll). Put your 

feet together, flat on the floor. 

Lean over, chest to knees, letting your arms 

dangle loosely to the floor. Release your 

neck. Now bring your hands behind your 

legs, right hand grasping left wrist, forearm 

(or elbow if you can reach that far), left hand 

grasping the right. Feel the stretch in your 

back, shoulders and neck. Hold. Release 

your hands to the floor again. Repeat three 

times or as often as it feels good. 

Look up to release upper body 

Sit up tall in your chair, or stand up. Stretch 

your arms overhead and interlock your 

fingers. Turn the palms to the ceiling as 

you lift your chin up, tilt your head back, 

and gaze up at the ceiling, too. Inhale, 

exhale, release.
