Bottle shop licence declined<br />

RESIDENTS AND businesses<br />

have won the battle to stop the<br />

opening of a controversial bottle<br />

shop next to a Work and Income<br />

building.<br />

A decision<br />

was made by the<br />

Christchurch<br />

District Licensing<br />

committee<br />

last week to<br />

decline the offlicence<br />

bottle<br />

shop application<br />

by P M Liquors<br />

Ltd for 76 Riccarton Rd.<br />

There were 11 objections and<br />

15 signatories against the application.<br />

Lovepreet Minhas told <strong>Western</strong><br />

<strong>News</strong> he was disappointed by the<br />

outcome.<br />

He did not want to make<br />

further comment on whether he<br />

would appeal the decision until<br />

he had spoken with his lawyer.<br />

The application was declined<br />

after the committee found Mr<br />

Minhas was “not suitable” for<br />

holding an off-licence.<br />

The licensing committee heard<br />

Mr Minhas could be at risk of<br />

losing his manager’s certificate.<br />

The decision highlighted the<br />

company had served a minor in<br />

P M Liquor Ltd also appeared<br />

before the Alcohol Regulatory<br />

and Licensing Authority recently<br />

for suspension or cancellation of<br />

its off-licence store the Bottle-O<br />

in Dunedin.<br />

This was for allegedly serving<br />

to a minor in July 2015 and the<br />

sale of alcohol to an intoxicated<br />

person in October 2015.<br />

Other concerns raised by the<br />

committee was the location –<br />

evidence was given by the police<br />

at the hearing that areas behind<br />

some shops in Riccarton had<br />

become a place for young people<br />

to congregate.<br />

The proposed store was to be<br />

set well back from the street and<br />

hidden from public view.<br />

The committee was also concerned<br />

Mr Minhas had failed<br />

to file a tax return. In a brief of<br />

evidence to the hearing panel,<br />

Mr Minhas said this was due<br />

to being out of the country, his<br />

accountant being delayed and<br />

having the wrong address for the<br />

service of papers and these matters<br />

have since been resolved.<br />

But Christchurch District<br />

Licensing committee chairman<br />

Grant Buchanan said it is a legal<br />

requirement and if he cannot be<br />

relied upon to ensure that this is<br />

completed, it gave the committee<br />

some concern.<br />

The committee concluded the<br />

applicant was not suitable to<br />

hold an off-licence.<br />

said she was delighted with the<br />

outcome and felt the police did<br />

an excellent job on their presentation.<br />

A set of lowered speed limits<br />

around Halswell came into<br />

effect on Saturday. The speed<br />

limits affect Halswell Junction<br />

Rd, Quaifes Rd, Marshs Rd,<br />

Murphys Rd and Sparks Rd.<br />

These changes were the outcome<br />

of several years of lobbying<br />

by the Halswell Residents’<br />

Association and others in the<br />

community. It comes after the<br />

city council approved a number<br />

of speed limit changes in the<br />

Halswell-Hornby-Riccarton area<br />

in September.<br />

FIRE FUNDRAISER<br />

A celebration was organised<br />

recently at the Halswell<br />

Community Market to honour<br />

the emergency services which<br />

fought against the Port Hills fire.<br />

Five-hundred dollars was raised.<br />

All proceeds from the day went<br />

to the Port Hills Fire Restoration<br />

Fund.
