Fire rages, homes at risk<br />

Chlorination: ‘No choice’<br />

LAST WEEK we<br />

made the decision to<br />

temporarily chlorinate<br />

our drinking water,<br />

something we haven’t<br />

done city-wide since<br />

the earthquakes.<br />

No one wanted to<br />

make that decision, but the truth<br />

is that if we hadn’t done so, the<br />

medical officer of health would<br />

have made it for us. As soon as<br />

we lost our secure status due to<br />

the state of our well-heads, there<br />

was no choice.<br />

<strong>The</strong>re are a lot of questions<br />

being asked about how this<br />

could have occurred, and quite<br />

rightly so. It would be easy<br />

to say the engineers are more<br />

risk-averse due to the Havelock<br />

North incident, but actually,<br />

maybe the standards weren’t<br />

sufficiently rigorous in the<br />

past (after all, our well-heads<br />

didn’t get into that condition<br />

overnight). And maybe Havelock<br />

North has been the wake-up call<br />

we all needed.<br />

We resolved last week that<br />

the chief executive would<br />

commission an external inquiry<br />

so we can ensure this doesn’t<br />

happen again and, in the<br />

meantime, we have prioritised<br />

the urgent sealing of the wellheads<br />

so that we can get our<br />

secure status back as soon as we<br />

possibly can and get the chlorine<br />

out of our drinking water.<br />

It’s a big year this year with<br />

the development of the Long<br />

Term Plan 2<strong>01</strong>8-28, which is<br />

your opportunity to influence<br />

the direction and spending plans<br />

for the city. Although it is a 10-<br />

year plan, it is accompanied by a<br />

30-year infrastructure strategy,<br />

which will highlight the reality<br />

that – although there has been a<br />

lot done in terms of earthquake<br />

recovery – there is still much<br />

more to do.<br />

This latest issue of the wellheads<br />

has highlighted the<br />

importance of getting the basics<br />

right before we fully commit<br />

to major projects the city may<br />

or may not be able to afford. In<br />

setting our priorities, we need to<br />

maintain the capacity to respond<br />

to issues that arise, like further<br />

earthquakes, floods or fire, while<br />

at the same time, being able<br />

to take advantage of any new<br />

opportunities that emerge.<br />

We won’t solve this without<br />

your input if we want to keep<br />

rates increases under control,<br />

and we do. Given what still<br />

needs to be done, we can’t get<br />

back to the council’s inflation<br />

rate yet, but this council wants<br />

the average increase capped at<br />

5.5 per cent and falling over the<br />

term of the Long Term Plan.<br />

This will require discipline,<br />

and it will mean prioritising<br />

what we must have and putting<br />

aside what doesn’t stack up. I<br />

hope you will participate when<br />

the draft Long Term Plan goes<br />

out for public consultation in<br />

I would rather drink<br />

chlorinated water<br />

than suffer what<br />

happened in the<br />

North Island. Our<br />

medical officer from<br />

Christchurch Hospital<br />

advised us to drink<br />

chlorinated water. I<br />

would prefer to take<br />

his advise than know-alls that<br />

have no medical certifications.<br />

Also, water in plastic bottles can<br />

suffer from leaching.<br />

Beverly Jackson – When<br />

I moved to Christchurch more<br />

than 40 years ago, the water here<br />

was the best I had ever drank. I<br />

still drink tap water and I’ve never<br />

become sick. What annoys me<br />

is why hasn’t the council spent<br />

some of our huge rates on maintain<br />

our pipes and water supply?<br />

Surely it must be budgeted for as<br />

we all know nothing lasts forever.<br />

It had better be temporary. We<br />

also deserve to know just what<br />

they mean by temporary. We<br />

want our pure water back asap.<br />

I feel angry about this. Council<br />

needs to get off their backsides.<br />

Nicki Howe – Bugger, there<br />

goes my skin again . . . ended up<br />

with hospital treatment for three<br />

months last time they did this to<br />

our water. Hope they keep their<br />

word and it is only temporary.<br />

Helen Johnstone – It<br />

had better be temporary.<br />

I’d actually rather take<br />

the risk of being sick than<br />

have to drink chlorinated<br />

water. Bottled water will<br />

be added to the supermarket<br />

bill.<br />

Kelli McKay – Define<br />

temporary. How about<br />

putting a date to when you will<br />

have this all sorted so you can<br />

stop chlorinating the water.<br />

Shona Taylor – Looks like I<br />

will be drinking bottled water for<br />

a year. Chlorinated water upsets<br />

my stomach, always get it when I<br />

go to Auckland and drink the tap<br />

water up there. Guess it’s got to<br />

be done though. As long as they<br />

stop it when they get it sorted.<br />

Don’t drink bottled water, too<br />

much plastic waste, just buy a<br />

water filter.<br />

Jennifer Bennett – I’d<br />

rather have chlorine than E coli.<br />
