The private road system traveled<br />

upon behind the gates in Seven<br />

Lakes will no longer be utilized like<br />

the “Bonneville Salt Flats” to set<br />

auto land speed records. There has<br />

been a tremendous increase in both<br />

residents and visitors alike going<br />

faster than the posted speed limit<br />

of 25MPH. With the nicer weather<br />

that we are enjoying many of us are<br />

back to walking, jogging and biking<br />

on the roads and are at odds with<br />

drivers speeding. This has brought<br />

about a very dangerous situation with<br />

an “accident just waiting to happen.”<br />

The Moore County Sheriff’s offi ce<br />

has deployed patrol cars in the area<br />

as a deterrent to speeding and they<br />

can issue citations for “reckless<br />

driving” but not “Speeding Tickets”.<br />

The Sheriff’s offi ce can’t enforce<br />

speeding violations or running<br />

through stop signs on private roads,<br />

because state laws do not allow it.<br />

At a board meeting in late January it<br />

was “discussed” to utilize a radar gun<br />

and begin issuing fi nes of $50 for the<br />

fi rst violation and $100 for additional<br />

infractions. Additional security guards<br />

will be hired to implement the new<br />

speeding program if implemented.<br />

Seven Lakes roads are truly private,<br />

not dedicated, and the association<br />

owns and maintains them, so the<br />

SLLA has greater options. They can<br />

install installing traffi c calming devices<br />

(such as speed bumps), erect<br />

temporary speed displays to alert<br />

drivers, buy a radar gun and give<br />

out courtesy “warnings,” give out private<br />

tickets and have the Sheriff’s<br />

offi ce patrol the area more regularly.<br />

Non-owner vendors could receive<br />

a warning and then have their company<br />

contacted with the threat of<br />

not being allowed back in the community<br />

and revocation of bar code<br />

stickers. Visitors would be exempt<br />

under state law from a speeding<br />

violation and the SLLA can hold<br />

the owner responsible for fi nes.<br />

HOAs have the right to step in and<br />

enforce things like speeding. Because<br />

the municipalities cannot enforce<br />

civil traffi c issues on private<br />

property, the HOA itself is left to enforce<br />

speed, stop signs, traffi c signals<br />

to keep our community safe.<br />
