There has been a tremendous increase in both residents and visitors alike going faster than the posted speed limit of 25MPH. With the nicer weather that we are enjoying many of us are back to walking, jogging and biking on the roads and are at odds with drivers speeding. This has brought about a very dangerous situation with an “accident just waiting to happen.” The Moore County Sheriff’s offi ce has deployed patrol cars in the area as a deterrent to speeding and they can issue citations for “reckless driving” but not “Speeding Tickets”. The Sheriff’s offi ce can’t enforce speeding violations or running through stop signs on private roads, because state laws do not allow it. At a board meeting in late January it was “discussed” to utilize a radar gun and begin issuing fi nes of $50 for the fi rst violation and $100 for additional infractions. Additional security guards will be hired to implement the new speeding program if implemented. Seven Lakes roads are truly private, not dedicated, and the association owns and maintains them, so the SLLA has greater options. They can install installing traffi c calming devices (such as speed bumps), erect temporary speed displays to alert drivers, buy a radar gun and give out courtesy “warnings,” give out private tickets and have the Sheriff’s offi ce patrol the area more regularly. Non-owner vendors could receive a warning and then have their company contacted with the threat of not being allowed back in the community and revocation of bar code stickers. Visitors would be exempt under state law from a speeding violation and the SLLA can hold the owner responsible for fi nes. HOAs have the right to step in and enforce things like speeding. Because the municipalities cannot enforce civil traffi c issues on private property, the HOA itself is left to enforce speed, stop signs, traffi c signals to keep our community safe.
