For example, think of the words “physically-handicapped” versus “differently<br />
abled”? Or “retarded” versus “special needs”? If you were a parent of a<br />
child with blindness, autism, or cerebral palsy, which terms would you prefer<br />
society to use? Similarly, think about environmental “regulations” versus<br />
environmental “protections”. If a government wants businesses and citizens<br />
to follow guidelines and laws about environmental care, which term would<br />
evoke more positive responses?<br />
What else do we need to know about frames?<br />
FOREGROUNDING AND BACKGROUNDING<br />
The human mind can hold various value-systems at the same time (for<br />
instance, a person may be generous in one context, and thrifty in another).<br />
The mind can also hold multiple, even opposite, frames at the same time as<br />
well (for instance, some Bohras may not agree with Female Genital Cutting<br />
but still follow the Syedna’s instructions because they believe he is infallible).<br />
Therefore, framing is not a matter of message manipulation, but instead is a<br />
means of foregrounding certain frames, while backgrounding others.<br />
