In February 2006, <strong>Police</strong> Chief Jack<br />

Harris promoted Commander Scott<br />

Finical #R585 to the rank <strong>of</strong> reserve<br />

assistant chief, and the reserve<br />

bureau was subsequently elevated<br />

to the status <strong>of</strong> a division within the<br />

police department’s organizational<br />

structure. Assistant Chief Finical<br />

continues to command the <strong>Phoenix</strong><br />

<strong>Police</strong> <strong>Reserve</strong> to the present day.<br />

Also in 2006, after a hiatus <strong>of</strong> more<br />

than 18 years, <strong>Police</strong> Chief Harris<br />

re-established the <strong>Phoenix</strong> <strong>Police</strong><br />

<strong>Reserve</strong> Academy. He also assigned<br />

additional career police <strong>of</strong>ficers and<br />

administrative staff to the police<br />

reserve division to implement the<br />

recruitment and retention strategies,<br />

and to enhance administrative<br />

support for a growing force <strong>of</strong> reserve<br />

police <strong>of</strong>ficers.<br />
