INTRODUCTION<br />
<strong>The</strong> history <strong>of</strong> the <strong>Phoenix</strong><br />
<strong>Police</strong> <strong>Reserve</strong> is rich and<br />
storied. It was built by the<br />
service, courage and<br />
dedication <strong>of</strong> men and<br />
women who performed the<br />
demanding work <strong>of</strong> policing, as<br />
volunteers and servants <strong>of</strong> their<br />
community, to make their city<br />
a better and safer place to live,<br />
work and visit.<br />
Sir Robert Peel, who twice<br />
served as the Prime Minister <strong>of</strong><br />
the United Kingdom, helped to<br />
create modern policing when<br />
he served as Home Secretary<br />
in the early 1800s. He once<br />
said: “<strong>The</strong> police are the public<br />
and the public are the police.”<br />
Certainly, those words have<br />
a special meaning for reserve<br />
police <strong>of</strong>ficers, and they have<br />
long been a beacon for the men<br />
and women who serve as reserve<br />
police <strong>of</strong>ficers.<br />
