FOR SAFEKEEPING: Members of the Mlungisi police remove goods from the store of a man arrested for the
alleged rape of an 8-year-old boy following threats of looting
Man arrested for alleged
rape of 8-year-old boy
SIMTEMBILE MGIDI
UNIFOUND community members tried to
loot a cash store on Tuesday following the
arrest of a foreign national for the alleged
rape of an 8-year-old boy on Saturday.
The boy’s mother, who may not be named
to protect his identity, told The Rep that she
had noticed that he was in pain on Sunday
at 8pm. “He was sitting on the bed with the
other children. I noticed he could not sit
properly. I asked what was wrong and he
said it was painful.”
She said initially he would not elaborate,
but then told her about the alleged rape and
that he had been gagged during the assault.
She said he claimed that he had been
threatened with death if he told anyone.
She went to report the matter to the
Mlungisi police station, but was told to
return on Monday.
Police had accompanied the mother and
her son to the Rape Crisis Centre where it
was confirmed that he had been raped.
Unifound community member Nosipho
Madi said the community was unhappy that
police had arrived in five vans to take away
the suspect, but when residents reported
crimes, the response was not as swift.
Madi said, “Last week we reported a
crime of people fighting and the police did
not come. We do not trust the remaining
foreigners operating in the spaza shops. Our
children still play in these streets.”
Community members tried to destroy
stock inside the store, but the police on site
told them not to take the law into their own
hands. They then looked on as the police
loaded the stock into vans and took it away.
Ward 14 committee member Sphokazi
Moses said the rape of young boys in
Unifound was becoming the norm, with
incidents reported in Phambu, Gobashevu,
Dlagusha and Addis Ababa streets in
Unifound. “There is a case in court of four
boys who were raped last year in Unifound,
allegedly by a member of the community out
on parole. It is claimed that he would drug
the boys, than he would rape them.”
The 8-year-old had this week not returned
to school as he was receiving medical
t reatment.
Police spokeswoman Captain Namhla
Mdleleni confirmed that a case of rape was
under investigation and a suspect was in
c u st o d y.
Sheriff raids EMLM
Officer attaches R68m assets for debt
ANDISA BONANI
THE Queenstown
sheriff has
at tached
movable assets
from Enoch Mgijima
Local Municipality
(EMLM) worth
R68-million.
The debt is owed for
construction of a
community hall which
was built in
Sterkstroom by Milowo
Trading six years ago.
The company was
not paid according to a
settlement agreement.
The attorney
representing Milowo
Trading, Lionel
Trichardt of Lionel
Trichardt and
Associates, said the
local authority failed to
honour a settlement
agreement on
numerous occasions,
therefore necessitating
the need for drastic
measures.
“We have ordered
the sheriff to attach all
movable assets from
the municipality and if
this does not amount
to the required
revenue, we will
arrange for their
immovable assets to
be attached.”
The sheriff said the
auction of the assets
would take place next
month if a payment is
not made.
“The actual date is
yet to be
communicated to me.”
Trichardt indicated
that after numerous
meetings with the
municipality, they
signed a settlement
agreement last year
which stated that
EMLM would pay
monthly instalments of
R7-million for three
consecutive months,
starting in October last
year. But Milowo
Trading did not receive
p ay m e n t .
Trichardt said after
the municipality failed
to pay as promised
they took up the matter
with the Grahamstown
High Court which ruled
in their client’s favour
in March.
Milowo Trading built
the hall in 2012 which
cost the municipality
R21-million, but never
received payment.
Robert Goss of
Milowo Trading said
when he had started
building, the
foundations had been
laid. He had used his
own money to build
the structure after he
was approached by the
municipality, but was
never paid.
“The last time they
asked me to attend a
council meeting where
the matter would be
discussed, the EFF
refused because the
matter was not listed
on the agenda. The
debt has accumulated
over the years with
interest, that is why the
assets had to be
at tached.”
The sheriff, Jenny
Coetzee, said she was
not allowed to speak to
the media..
EMLM spokesman
Fundile Feketshane
said the matter was
being legally dealt with
and at this stage the
municipality could not
divulge anything until
there was a resolution.
ANDISA BONANI
ENOCH Mgijima Local
Municipality (EMLM)
earlier this year appointed
the third female executive
mayor, Nokuzola Sisisi Tolashe,
who brings with her vast
political experience and is
eager to better the lives of the
impoverished people in the
municipal area.
Tolashe commenced her
duties on March 3 after former
mayor Lindiwe
Gunuza-Nkwentsha was
removed from office by her
political party for
maladminist ration.
The new mayor’s
appointment came after
lengthy in-fighting in the ANC
and dissatisfaction from
opposition parties.
In an interview on Friday,
Tolashe indicated that the
Costly Komani taxi rank remains vacant
PILANATHI RASMENI
THE multimillion-rand Komani
intermodal taxi rank has been
turned into a place of theft and
vandalism as the windows and
electric cables have been
ripped off and lights broken
while some are using it as a
public toilet and a leisure park.
The rank was supposed to be
operational in 2014, but in April
it remains closed with no
security measures to safeguard
it.
One of the street vendors
who were supposed to benefit
from the project, Vuyelwa Lali,
said it was unhygienic to
prepare food at the temporary
rank.
everything in its power to
ensure services reached the
people who needed them
most, but the financial
situation of the local authority
made that difficult to fully
execute.
“The municipal manager and
I are working tirelessly in
trying to normalise the
situation, which may take a
while as there is not enough
money to work with. The
troubles facing this
municipality began when three
municipalities – each with
their own problems – were
brought together. The
amalgamation brought with it
a lot of instability and
uncertainty among employees.
“We still have only one
permanent director which is
one of the major issues. Part of
our strategy to ensure stability
will be to employ permanent
to doing what is required of
them without worrying about
their contract not being
“The situation should be
which begins in July. The most
urgent matter we are trying to
fix now, is that of the Eskom
debt and the looming power
One of the taxi owners, who
asked to remain anonymous,
said, “We are not doing any
business because there is no
central pick-up point. We do not
have a proper place to park.
Commuters also tend to avoid
the muddy rank on rainy days.”
Reynecke said. Response officers
apprehended a man who had allegedly
stolen a phone and who had then run
into a business last week. The man was
caught and handed over to the police.
“The mayoral committee is
yet to have meetings to
discuss the matter after our
payment plan to Eskom was
rejected. We initially had an
agreement with Eskom to pay
R12-million which they later
said needed to be topped up
with R4-million. We paid the
money and were shocked to
receive a letter informing us
that our payment plan had not
been considered.”
Tolashe said by December
this year, a lot will have changed
for the better and that people
needed to be patient as change
did not happen overnight.
Tolashe, who was born and
bred in Mlungisi, joins EMLM
as the third woman at the
and Nozibele Makanda, who
Commuters take the risk of
being mugged and walk long
Municipal spokesman
Fundile Feketshane said, “We
shall make an announcement
soon”.
The Rep reported (“Not a
squeak on opening of taxi rank”,
February 9 2018) that the taxi
rank was 90% complete in 2014.
It was also reported (“On the
rise,” April 3 2015) that the
project had been allocated
R11-million in the 2015-16
financial year, with R14-million
at the time to be allocated in
the 2016-17 financial year.
Also, response officers on patrol
apprehended a man in possession of a
suspected stolen gas bottle over the
weekend. He was handed over to the
police. – Rep reporter
discharged from Frontier Hospital.
Information about the family was
brought to the attention of The Rep by a
concerned neighbour, Ncumisa Gqalane,
who has tried to help the family and the
sickly Monde Ndlanga.
Gqalane said Ndlanga had been sick
for years and that this year his body had
started developing sores which had
become infested with maggots.
“I accompanied Ndlanga with his
19-year-old brother to hospital last week
and he was released two days later. He
does not take his medication because he
says it makes him sick when he takes it
without having eaten. Ndlanga lives with
his younger brother, Andile and sister,
Vuyokazi. Vuyokazi is mentally
challenged and therefore is not much
help. All of them are unemployed and
therefore food and clothing are big
problems.
“Earlier this year I tried to get social
workers involved but they only came to
visit the family once and never returned.
Andile, who is the only healthy person in
the family, spends his days looking for
odd jobs so he can get food so that
Ndlanga can take his medication.”
Andile said both their parents had died
and the siblings have been living
together. He said the situation got bad
when his older brother got sick and he
had to take care of him.
“I used to work in Johannesburg, but I
had to return because of my brother’s
sickness. It is difficult for me because I
can not look for a stable job because
there is no one to take care of my family.
I am asking anyone who can help us with
our brother to please come forward. The
sores on his body are getting worse, he
can not walk properly and sometimes he
can not go to the bathroom by himself.”
He said last time they visited the
hospital, they were told that there was
nothing more that could be done unless
his brother drank his medicine.
“He sometimes gets cheeky with me
when I remind him about medication and
he is older than me so I can not force
him.”
Anyone who can assist the Ndlanga
family with medical information, food
and clothing can contact Ncumisa
Gqalane on 078-919-8039.
STUTTERHEIM - On Saturday, 13 members of
the Historical Society met their taxi at
Amatola Haven.
The driver, Anton Kolisi, arrived on time
and the group boarded the taxi for Adelaide
via Cathcart. The first pitstop was at
Baddaford farm stall near Fort Beaufort then
it was on to Adelaide to enjoy lunch at
Midgely’s Hotel (built in the mid 1800s).
Lunch was followed by a tour of the
Adelaide Museum. Apart from artefacts from
the 19th century, there are two Springbok
rugby blazers belonging to Gary Pagel and
Os du Randt, both of whom attended
Adelaide Gymnasium.
In the afternoon the group visited the
town square opposite Midgely’s and studied
the War Memorial listing the names of those
from Adelaide who lost their lives in the
World Wars I and II.
On Sunday they were invited to the
Presbyterian Church and were surprised to
see a photo of the Rev Ian Hawkridge
among the former ministers. Ian is now the
Stutterheim Presbyterian minister.
Then it was on to the Dutch Reformed
Church. The architecture of this church is
magnificent. During the Anglo-Boer War
(1899-1902) it was commandeered by the
English and used as barracks. After a
splendid lunch at The Stoep hosted by our
tour guide, Nelene Klopper, they travelled to
The Mill cricket ground. Here Lochart Ainslie
explained that the mill had been in his
family for seven generations and how the
cricket ground came about. Then they went
to Bedford to the Rosarium and had
afternoon tea at the Duke of Bedford Inn.
On Monday morning, they headed back to
Stutterheim via Fort Beaufort, Alice and King
William’s Town. Those who enjoyed the trip
were Brian and Linda Lanz, Tom and Jenny
Cole, Mario and Louise Ferreira, Roy and
Jenny Potter, Lyn King, Hazel Mundell, Sylvia
Steinmetz, Yvonne Love and Margaret Wood.
B OT H the men’s and women’s hockey teams
were in action on Sunday in East London.
The men beat Duncan Village 2-0 with goals
from Rohan Lombard and Michael Dugmore.
The women lost 1-4 to Old Boys. Stutt’s goal
was scored by Tarryn Sparks.
A TOTAL of 62 athletes completed parkrun
event #182 in chilly but sunny conditions.
Congratulations to Charisse Grenfell on
completing her 150th parkrun, Tristan
Nepgen on his 10th and earning his Junior
10 Club certificate and Daniel and Jess
Coetzee who were handed their Purple 25
Volunteer shirts. Bart Wantenaar also
notched up his 25th stint as a volunteer.
DORDRECHT - A TEAM of dinosaur
hunters from the University of the
Witwatersrand is in the area this
week, scouting for new fossils and
revisiting known sites, indicates Ben
Maclennan, chairperson of the
Dordrecht Anderson Museum.
Among their tasks is to finish the
excavation of a set of bones
exposed in a dam spillway in the
Swempoort area.
Last year they dug around the
bones and coated the upper
surfaces with a jacket of plaster.
This week they plan to hammer
away the shale around the bottom
edge of the jacket so that they can
use chisels to prise the specimens
loose from the rock they are sitting
on.
Then they will coat the exposed
underside with plaster of paris as
well, to protect the fossils on their
journey back to Johannesburg,
where they will be expertly freed
from the matrix.
The team was at work at the site
on Wednesday after having dug
away a layer of sand and mud which
the rains had deposited over the
fo s s i l s .
After Dordrecht, the team heads
for Barkly East, to revisit the sites
where the remains of two
crocodylomorphs - ancestors of
t o d ay ’s crocodiles - were discovered
by legendary fossil hunter James
Kitching in the 1980s.
ANDISA BONANI
GWATYU village residents near Komani have
sought federal intervention from DA leader
Mmusi Maimane to help them obtain title
deeds for the land on which they and their
forefathers lived.
The village consists of 88 farms,
equivalent to 40 000ha and senior dwellers
of the area are worried government will
move them to alternative land and
nationalise the land as per the EFF’s request
to parliament.
Resident Sdodo Matsheke, 88, of Maties
farm said he had lived on the farm all his
life and had never seen any form of
development in the village since the
“proclaimed” democracy. “There is nothing
happening in this village. People are poor
and schools are dilapidated, yet government
is doing nothing. We cannot farm the land
because it is not ours officially. Life during
the apartheid era was much better than it is
today because we could grow vegetables
and farm stock for our families. The
government has neglected the people of
Gwatyu yet they are the first to visit us when
they need us to vote.”
Nowezile Tom, 92, of Sofu farm indicated
she was born and bred in the village. She
Nowitness Madyungu on a recent visit
Picture: ANDISA BONANI
said living conditions had become worse
and that she feared for her great
grandchildren’s future in the country.
“There are many old people like me here.
Most are sickly and have to travel long
distances to get to the clinic in Cathcart and
that costs money. We have lost everything
since the democratic government and no
form of service delivery gets to the people
on these farms. We have no water and
electricity and now the government wants to
take away the one thing that would ensure a
brighter future for our families. We need this
land so our children can farm it.”
Maimane promised the villagers that he
would take up the matter with government
officials in parliament so the land belonging
to families on the farms would remain
theirs. “This is exactly what we mean when
we say the EFF’s expropriation of land
without compensation is utterly wrong.
“Black people of South Africa need to be
given what is due to them and decide for
themselves how they want to use the land. If
the land is nationalised all of you will get
nothing from it. Your suffering and resilience
will have been for nothing. We need to be
firm as a people and ask that land be given
to the rightful owners.”
Resident Thembakazi Matsheke has since
established the Gwatyu Community Property
Association (CPA) which seeks to assist the
villagers in claiming the land. “Our major
issue is to have the CPA registered. I have
knocked on every door I know to seek
assistance. Our parents will die without
knowing what will happen to the land,
hence we decided to seek political
intervention. Government once threatened to
move everyone living on the land to a
township nearby, but we refused. There is so
much that could be happening on this farm
but we cannot do anything because we do
not have title deeds.”

EDITORIAL
OPINION
Power and
wate r,
a n y o n e?
WILL the residents of the
Enoch Mgijima municipal
area wake up on the
morning of Wednesday, May 3, to
find themselves without water
and electricity?
As the debt owed by the
municipality to Eskom mounts on
a monthly basis, with the last
known figure believed to be over
R60-million, there seems to be no
resolution yet.
The power utility has rejected
the municipality’s payment plan
(“No power deal yet” April 20)
and the clock is ticking. Fast.
Eastern Cape Cooperative
Governance and Traditional
Affairs spokesman Mamnkeli
Ngam indicated that the
provincial government would do
everything in its power to keep
the lights on and to help EMLM.
It is therefore puzzling why the
local authority has not been
placed under provincial
administration. To be fair, new
EMLM mayor Sisisi Tolashe and
the new MM, Chris
Magwangqana have not had
much time to turn around an
inherited debt and bringing in a
provincial administrator could
only help to turn around the
s i t u at i o n .
Several factors may have
contributed to the debt – the
amalgamation of the three areas
of Tsolwana, Nkwanca and
Lukhanji into the new entity of
EMLM, electricity theft (which is
nothing new, but seems to be on
the rise), the lack of debt
collection by EMLM, the lack of
proper accounts being sent out to
consumers and a myriad of other
factors as highlighted in the
recent Auditor-General’s report.
The Rep reports on today’s
front page of assets valued at
millions which have been seized
due to outstanding debt.
It seems that the floodgates
have opened and there is no
money to settle the debts.
Any resident who has the best
interests of the area at heart
should be pulling his head out of
the sand and taking note of what
is, indeed, a dire situation.
An area without electricity –
where water can not be pumped
due to the lack of power – is a
recipe for disaster.
With the long weekend due, it
means that there will be only one
day – April 30 – to fix what is
broken and to mend bridges with
Eskom to prevent the planned
power cuts.
Will EMLM manage to pull the
bunny out of the hat at the last
moment?
I hope so – for all our sakes.
We dare not fail them
THE Department of Basic Education
needs to pay serious attention to
the mess that is related to the
provision or lack thereof of safe and
hygienic toilets for its schools.
On Monday a case, brought by
the parents of Michael Komape
whose young body was found deep
inside a pit toilet, was concluded.
His parents wanted the department
to pay R3-million as compensation
for general damages and for
constitutional damages emanating
from his death. The court dismissed
both claims but ordered that
medical costs for
Komape’s two
siblings be borne
by the state.
This
unfortunately, is
not the only case
in which a young
pupil has died due to unsafe toilet
facilities at schools. A grade R pupil
at a school near Mbizana also
drowned after falling into a pit
lat rine.
The Rep last week covered the
story of a Stutterheim school,
Isihoboti Public Combined School,
where the toilet structure simply
crumbled, rendering it unsafe for
use by the pupils. Read this gem of
an answer from the Amathole
Education Department
spokesperson, Malibongwe
Mthimka, “A building cannot simply
collapse without showing signs.
Schools have SGB members
responsible for assessing the
school on a weekly and monthly
basis to make sure such events do
not happen”.
Principal Mandlenkosi Gayoyo
explained the possible cause of this
IN
TOUCH
... with Phumelele P Hlati
collapse, ‘When I took a look at the
toilets I noticed that the foundation
was made from zinc instead of
bricks. The concrete base was then
laid on top of the zinc which
r u st e d . ” Now when you go back to
the statement of the department
you can see how nonsensical it
actually is.
With this kind of attitude from
the department, it becomes clear
that millions earmarked for mud
school eradication were sent back
to treasury in the last financial year.
I wonder what he would have
said on behalf
of the
depar tment
after the death
of that grade R
pupil Lumka
Mthethwa near
Mbizana.
The norms and standards for
schools are quite clear. Why they
need a court to remind them and
make them do what they are
supposed to do is very
disappointing.
As things stand, 9000 schools
have only pit latrines as toilets, 171
have no water, 569 have no
electricity and, shockingly, there are
68 schools with no toilets
w h at s o e v e r.
I don’t know what Basic
Education Minister Angie
Motshekga is going to investigate
when the statistics are and have
always been available. The order by
President Cyril Ramaphosa is
therefore nothing but a ruse to buy
more time and appear to be doing
something.
Ours is not a caring government,
please prove me wrong.
STILL DOING GOOD WORK: Former Komani Dog Unit member Warrant Officer Ethienne Gerber continues with his excellent
work. Gerber and his dog, Misty, were instrumental in the recovery of the body of David Bellet-Brissaud, 48, of Gabon from
the water of the PE harbour last week. Bellet-Brissaud‚ 48‚ disappeared without a trace from the Paxton Hotel in Humerail in
Port Elizabeth in the early hours of last Friday
Question: Briefly describe
your background.
Answer: I was born and bred
in Centurion, Gauteng. After
school I completed a BOptom
degree at the University of the
Free State (where I also met
my husband, Donovan), and in
Komani. I am currently working
Q: If there is one thing that
you could change about your
life what could it be?
A: My whole family lives
around Gauteng and the Free
State, therefore we don’t see
each other that often. If it was
that easy, I would choose to
live closer to them.
Q: A word of advice to the
youth.
A: It is fine to start at the
bottom. It is actually a good
place to start when you are
building your career and future.
Climb the ladder, equip
yourself and become or be the
best in what you do.
Andre Engelbrecht from
There is no freedom in this
state of Komani, it is filthy. The
current government is corrupt.
about primary eye care and eye
health and if necessary I refer
patients to an ophthalmologist
(eye specialist) for specialised
eye care.
Q: What is the best book
you’ve read so far?
A: I am a hopeless romantic
so if I read (which doesn’t
happen much) I normally end
up with a romance novel. I can
not really name a best book,
but the last meaningful book
I’ve read was C a p t i vat e d by
Staci and John Eldridge.
Q: If you were asked by a
radio to play a song that
would best describe South
Africa, what would it be?
A: Dis ‘n land by Snotkop
Q: What do you value most?
My faith and family time.
Q: Your thoughts on the VAT
you think it will have on the
Freedom Day. Yes, we are free
because we no longer have to
carry identification everywhere
We can sleep in our
favourite hotels freely; there is
a difference compared with the
apartheid government.
Peter King from Mlungisi
Freedom Day means a lot,
but since 1994 there is no
freedom. It is not about just
holding hands with different
races. The youth are not free
as we are unemployed.
In order to get a job in a
municipality you have to sleep
South African economy?
A: My opinion would be that
the 1% VAT increase obviously
does have a negative effect on
all South Africans in the short
to medium term, but if the
government uses the increased
revenue to South Africa’s
benefit we might just see an
increased positive economic
growth in the long term.
Q: What motivates you to
keep going in life?
A: Our dog, Jerry, and my
faith in God. I am an over
thinker so sometimes the
stupidest things or
situations can leave me
stressed and depressed. I
then think about this one
verse in the Bible;
“Therefore do not
worry about
tomorrow, for
tomorrow will
worry about
always that easy,
but I have
realised that
everything will
be okay in the
has taken a lead in this
countr y.
The ruling party, the ANC, is
failing us. The councillors are
not playing any important
roles in our communities. It
only benefits the few who are
in power.
Julius Maphempeni from
Mlungisi
We are not free at all, the
drug dealers are walking freely
in our society. The high rate of
murder and unemployment is
of major concern. I will not
celebrate this day because I
don’t want to seem as if I am
celebrating other people’s pain
end and if it is not okay then it
is not yet the end.
Q: Who is your role model?
A: My sister. Even though
she is three years younger I
admire her spontaneous
outlook on life, the passion she
has for her work, her ambition
and her imagination. She
always looks for the light in
people and then that will be
the only thing she sees.
of loss and poverty.
Also I do not get the concept
of a lesbian, gay, bisexual, and
transgender community – it is
not meant to be allowed.
Vuyisile Songelwa
because we no longer have to
service delivery is very poor,
especially in the rural areas.
The roads are poor, our cows
are dying in Emachibini
IN OUR POST BAG
Change of name can
still be challenged
JOHN McConnachie and Sigidla
Ndumo, Joint Co-ordinators Keep
Grahamstown Grahamstown (KGG),
write: It is two years since
Queenstown meekly surrendered its
163-year-old name and so little interest
was shown that no-one seemed to
notice that the change was contrary
both to the South African Geographic
Names Council (SAGNC) guidelines
and the relevant legislation. Not only
that, but the promulgation of the name
change was defective and open to
legal challenge.
The guidelines of the SAGNC read,
“Geographical names are part of the
historical, cultural and linguistic
heritage of the nation which it is more
desirable to preserve than destroy.”
There are few names to which this
applies more than Queenstown.
The legislation also lays down the
procedure to be followed for name
changes to be effected, the most
important being that there must be a
proper public consultation process.
This legal requirement was reinforced
by the Supreme Court of Appeal (SCA)
when it reversed the renaming of Louis
Trichardt 10 years after its name was
changed to Makado. The SCA defined
what must be done to constitute a
proper public consultation process and
that was definitely not met in the
renaming of Queenstown or other
Eastern Cape towns such as Alice
(Dikeni) and Elliot (Khowa).
Lastly, in terms of the legislation,
once a proposed name change is
gazetted, 30 days must be allowed for
objections and the change only
becomes final after objections are
considered by the Minister of Arts &
Culture. In the renaming of
Queenstown, Alice and Elliot, the
notice of the proposed changes made
no mention of the right of people to
object and the then chairperson of the
Eastern Cape Provincial Geographic
Names Committee (ECPGNC) which
recommended the change, Samkelo
Janda, was quoted in the Daily
Dispatch of 5.3.16 as saying “once the
Minister gazettes the changed names,
they become official from that
moment.” Therefore, not only was the
notice defective by not alerting people
to their right to object, but the
statement by the chairperson of the
ECPGNC was deliberately misleading
as he must have been aware that the
law allows 30 days for objections
before the change becomes final.
Grahamstown has been fighting the
change of its name for 10 years and the
ECPGNC and SAGNC are now, in their
desperation, resorting to the same
methods employed in Queenstown. If
only Queenstonians had put up a fight
it would not be happening, but if Louis
Trichardt could get the change
reversed after 10 years, why not
Q u e e n st o w n ?
Are there no Queenstonians
prepared to stand up for the name and
to compel the SAGNC to live by its own
guidelines and the law?
If there is anyone out there who
wants to challenge the change, we are
willing to assist.
calling ‘hers’ for years.
Bianca (neé Gouveia) was
born in Caledon and started
school in Plettenberg Bay,
eventually matriculating at
After that she studied at
the then Nelson Mandela
where she graduated with a
BPrim Ed degree.
While she was there she
who was working there and
was later to become her
husband.
Bianca’s first teaching post
was at Balmoral in 1994 and
she and Clint met again,
eventually being married in
1996. She has been there
Lupus Warrior’
DON’T forget to diarise
Saturday morning, May 5,
because that is when you will
be able to hear the most
amazing story titled “I am
God’s Lupus Warrior”.
Komani’s Isebella Blignault
was desperately ill with lupus
in the intensive care unit of a
Bloemfontein hospital and not
expected to live, when she
had an out-of-body experience
and the Holy Spirit told her
she must write her story.
Through many hardships
and with much help from
unexpected sources she got it
done and at last the book is to
be launched on that day. It is
available in English and
Afrikaans.
Author Maretha Maartens
will be the guest speaker,
local musicians will add their
contributions, a light meal will
be served and there will be
lucky draws.
The launch will be held at
the Hangklip Junior School
hall at 9.30 for 10 am.
Stop press: News just
received! Isebella heard this
week from Christian Media
Publishing that they have
agreed on a circulation
contract with 600 bookshops
and churches around the
country and the world to
distribute her book.
THE REPRESENTATIVE 27 April 2018
Giving voice to pupils
ABONGILE SOLUNDWANA
LUKHANJI FM presenters
have embarked on an
outreach programme for
local schools in partnership
with the departments of
education, social development
and health.
The radio station recently
launched the programme for
matrics at John Noah High
School.
Lukhanji FM head of news
Thembekazi Yiweni said the
outreach was aimed at helping
the youth and give back to the
communit y.
“The community radio
station serves as a link
between the community and
the government, which is why
we decided to approach local
departments to join us.
“We started with John Noah
as the school has a poor
matric pass rate, which makes
the pupils lack the confidence
to think they can do well.”
Yiweni said the school’s
pupils came from poor
backgrounds and the radio
station wanted them to know
there were people who cared.
The outreach would also be
extended to other schools, she
said.
“We will do the outreach on
a quarterly basis. Our aim is to
not only focus on matrics, but
on the Grade 9s who still have
to choose the correct subjects
for the future.”
Principal Samkelo Maka
lauded the outreach.
“When Yiweni approached
the school for a slot with the
pupils we gave it to her
because we believed that, as a
former pupil of the school, she
would help the pupils in
guiding and encouraging them
to take their studies seriously.”
He said the content was
relevant as it spoke directly to
the challenges the pupils
fa c e d .
“The pupils are affected by
behavioural trends, lifestyle
patterns, substance abuse and
absenteeism, which are rife.
“We have pupils from childheaded
homes. These are the
problems which make them
vulnerable. We had a case
where a pupil lived with a
boyfriend who was working.
“She refused to stay at
home because she said it was
an unstable environment to
study in,” he said.
The outreach also gave the
school a platform to make the
community aware of the
issues faced by the youth,
Maka said.
A new home for Nomathemba
EMLM steps in to help provide a house for frail woman in Mlungisi
ANDISA BONANI
AM LU N G I S I
resident,
N o m at h e m b a
Mbana, is set to
have her house rebuilt
from scratch after the
dilapidated structure
was destroyed by bad
weather last year and
left the frail owner
homeless.
Portfolio head for
human settlements
Luleka Gubula and the
director for human
settlements in EMLM
Liseka Bam attended
the sod-turning and
handover of the site to
Pict rasques
Improvement Pty Ltd
last Thursday.
Gubula said the
building of the house
was a dream come true
for the Mbana family
and they were happy
that this much-needed
service was delivered
t i m e o u s l y.
Mbana, who currently
lives with her sister,
Noluthando Qoza, made
headlines last year
when she mysteriously
disappeared from home
and was found days
later in an East London
hospital.
The Daily Dispatch
last year reported the
mentally disturbed
Mbana was run over by
a car which left the
scene and the victim
was found by passersby
which resulted in her
being hospitalised in
East London.
The alarm about
Mbana’s house was
raised by ANC ward
councillor Mncedisi
Mbengo who reported
the matter to Enoch
Mgijima Local
Municipalit y’s former
mayor, Lindiwe
Gunuza-Nkwentsha.
Mbengo indicated
Gunuza-Nkwentsha did
everything she could
while still mayor to help
Mbana and ensure a
house would be built for
h e r.
“The former mayor
consulted with relevant
officers in Chris Hani
District Municipality
(CHDM) who took it
upon themselves to
help Mbana. The
construction to the
house will commence
this week.
“This act of kindness
by local government
includes six other
houses to be built for
indigent families.
Known as a
natural yellow
dye, but it’s so
much more
TURMERIC has been and still is a commonly used
natural dye for foods such as rice, and even
c l ot h i n g .
For many years in the East, turmeric has been
used as an effective medicine too.
This spice has been linked to having a role in
preventing cancer development and Alzheimer’s
disease.
The active ingredient in turmeric that has been
so well researched, is named curcumin. Curcumin
has proven to have powerful anti-inflammatory
effects which can relieve pain when taken in the
right doses. This may be especially helpful if you
suffer from arthritis, inflammatory bowel disease or
any other chronic inflammatory condition.
Curcumin relaxes the smooth muscles of the
digestive tract, supports healing of the colon and
assists in lowering high blood sugar levels. Studies
show how curcumin even reduces gas and bloating.
The active ingredient called piperine gives black
pepper its pungent
flavour and it
enhances
absorption of
nutrients and
medications (herbal
and drug). Science
shows how black
pepper even
increases turmeric
absorption, so best
to use these two
spices together.
Excessive doses
of turmeric can thin the blood and may cause
stomach upset. Turmeric should be avoided if you
take blood thinner medications or if you are due for
surgery or have gall bladder disease. This is to
avoid complications. It is considered safe for
pregnant women to have turmeric in low doses.
Turmeric tea is enjoyed more in the East, best
prepared with a little black pepper and honey. It is
such a warm spice and is often part of curry
powders. However, turmeric does not give a strong,
hot burn-like flavour. It can add thickness to stews
and soups. There are also turmeric capsules
available. However, you can easily incorporate this
versatile spice into your cooking for health benefits.
Turmeric is related to ginger. The commonly
available deep yellow turmeric spice is derived
from grinding the underground stem/root of the
plant. Turmeric literally can brighten up our day by
giving you more colourful foods, but it also may
brighten up your body when eaten with your meals.

Mixed bag of rugby results
GOOD TO BE BACK:
Tseke Siyobi, formerly
of Breakers but now
playing for Swallows,
was in dominant mood
against his old team
Picture: MAXWELL LEVINE
MAXWELL LEVINE
IT WAS a bitter-sweet weekend
for Komani rugby supporters as
their three teams plying their
trade in the Border leagues
experienced a mixed bag of
results.
There was a first win for Old
Collegians while Breakers and
Shining Stars suffered home
d e fe at s .
In their clash against Swallows,
Breakers held their own in the first
stanza. But, with the score
deadlocked at 8-8, Swallows
scored 26 unanswered points
Swallows took the early
initiative with an unconverted try
by Simnikelo Nandipha. Nkunku
Mbusi put Breakers’ first points on
the board with a penalty
conversion to trail by two points.
S wa l l o w s ’ Aphiwe Stemele replied
with a penalty of his own as
Swallows took an 8-3 lead. Thabo
Sokwebe dotted down for an
unconverted try.
Swallows were all class in the
second half, led by their
dangerous flyhalf, who put in a
man- of-the-match performance
with Breakers old boy Tseke Siyobi
dominating the breakdown area.
Aphiwe Stemele started the
onslaught with a try initiated by
wing Buhle Magazi who offloaded
for Stemele to score and convert
as Swallows took a 15-8 lead.
Eighthman Siyobi smashed
through the defence to score.
Soon after it was wing Siyasanga
Patti who raced over to score an
unconverted try after brilliant
work by the backline.
Stemele’s handling skills and
pace came to the fore as he
intercepted and sprinted the
length of the field to score under
the posts, with prop Zwelidumile
Nomazwe converting. Although
Swallows played with 14 men after
their prop received a yellow card,
Breakers posed no danger with a
comfortable win of 34-8. Swallows
top the standings with 15 points
from three matches while
Breakers dropped to fourth, still
on 10 points.
Old Collegians redeemed
themselves with a masterclass
performance in beating
Cambridge 30-3 away from home.
Collegians dominated proceedings
from the word go as they raced to
a 19-0 lead in the first 10 minutes.
There was no stopping the Komani
side as they scored a further 11
points to secure a memorable
victory. Cambridge forfeited the
match 11 minutes into the second
half with 29 minutes still to play.
Craig Pijoos scored a brace of
tries with Neville Olivier and
Rowan Bishop also on the scoring
board. Cheslin Jekels kicked two
penalties and one conversion with
Renzo Sass adding the other
conversion. Collegians moved to
sixth on the table while
Cambridge is rooted at the
bot tom.
Shining Stars were humbled
21-11 by United Brothers at home.
Stars dropped to ninth on the log
while United is second. League
will resume on May 5.
friendly soccer match
on Friday between the
who did not play for any
first team sides.
The pupils showed no
mercy to the Old Boys
in a game that was
played in good spirit as
Vuyolwethu Ntsizi,
the co-ordinator of the
had no plans to size up
their opponents in the
early stages of the
match, they had come
with one simple motive
- to kill.
The Old Boys missed
AFTER nine days of pedalling at about 80
pedal strokes a minute, the seven cyclists
The 2018 1965Ride tour group was
special. No other group has managed to
achieve six 10km segments at an average
speed of more than 30km/h, including
the last 10km up to the Penhoek pinnacle!
At the other end of the scale, few other
groups have managed to exhaust our
interim soccer coach
Ndumiso Mkandla said
the aim of the game
was to welcome the Old
Boys as they requested
the soccer match
Foundation Golf Queenstown
Championship and achieved the
following results over 18 holes: Kerrith
Hartley 95, Erin Barraud 99, Sarah du
Plessis 101, Rebecca Aylesbury 104 and
Sarah-lee van Straaten 123. Over 9
Hhles: Carla van Jaarsveld 62, Tatum
Bosch 68. This resulted in Kerrith
Hartley being placed first and Erin
Barraud second in the girls’ section.
Cycling: HS again participated in the
well-organised 1965Ride and
Walk-the-Walk. These events are to
raise funds for schools in Komani.
Shelly Goldschmidt, a staff member,
is congratulated on completing the
grueling 200km cycle ride from East
London to Komani. A group of
enthusiastic girls from the school also
cycled some of the way.
Hangklip Junior
The annual sport day was held last
weekend with 950 players from 14
schools taking part in rugby and
netball. In all, 45 rugby and 100 netball
matches were played. Hangklip won 22
of their matches, lost 7 and drew two.
The school’s next fixture is at home
against Volkskool from Graaff-Reinet on
May 12.
against the pupils.
Mkandla said, “We
do not have soccer in
the school, but we are
testing the waters to
see how the boys and
the community react to
it.
“I am happy with the
talent I saw from the
boys today. I am
confident we could
have a very competitive
team that could take on
any team in the region.
If we ever have a
Queen’s soccer team,”
supply of spare tubes as a result of
Pam Dorrington was the official tour
photographer whose photos are set to
appear in the traditional 1965Ride coffee
table book.
Mark Berger and his company,
Alderson Ambulance, undertook to take
care of our health and well-being.
So, after about 1.2 million pedal
strokes, the 2018 1965Ride cycle tour was
over – but not really.
They have raised a considerable sum
(not all of it is in yet as they have until
June to complete their fundraising) and
this will ensure that the legacy of the
eighth running of the tour will endure for
many years to come.
Manz netball fields.
Five municipalities in Chris Hani
District Municipality, including
Inxuba Yethemba, Emalahleni, Intsika
Yethu, Enoch Mgijima and Ngcobo
battled it out for the first position.
Out of these five, the two best
teams were to be selected – one to
represent the district in the national
championships in July and the
second for the U19 Steve Tshwete
Vukile games in November.
Department of sport, r e c r e at i o n ,
arts and culture (Dsrac) manager
Thoko Oliphant said, “We
congratulate the winners. We hope
they will make us proud. In February
we distributed sport uniforms to the
local municipalities. We are
impressed to see that the teams are
using those uniforms because most
of the clubs come from
disadvantaged backgrounds and
cannot afford to buy the necessary
equipment.”
Enoch Mgijima netball coach
Qhamani Ngxathu said, “We are
overwhelmed. We did not expect to
win because other teams gave us
tough time. This victory means
everything to us as the five players
from our team will play in the Steve
Tshwete competition during the
festive season. We will continue
working hard and groom the school
pupils who form part of our team.”
In second place, Emalahleni Local
Municipality received silver medals,
and in third place was Inxuba
Yethemba Local Municipality with
bronze medals. Dsrac awarded each
team with a ball as a form of
m ot i vat i o n .
Every year, the local municipalities
host trials when various players are
selected to form a first team that will
represent Enoch Mgjima Local
THE Amavarara Foot ball Club (FC) and
Tornado FC faced off in two friendly but
tough matches at the Dumpy Adams
sports ground on Sunday.
While the Tsembeyi team of Amavarara
played in preparation for the play-off for ABC
Motsepe league, the East London Tornados
used the match to prepare for the
provincial National First Division league.
Tornado FC scored 4 -3 against Amavarara in
the first game but, in the first half of the
second game, Amavarara FC managed to put
pressure on their opponents with the half
ending in a score of 0-0. Baxolise Nqumashe
scored a brilliant goal in the second half,
ending the game on 1-0 in favour of Amavarara.
Amavarara FC team manager Zandi Mzwakali
said, “The players showed readiness both
physically and mentally. We are looking
forward to the play-offs.”
Tornado FC assistant coach, Vuyisani
Mangaliso, said the team showed commitment
even though the players were suffering fatigue
from travelling over the weekend.
“It was a good exercise for us. We expected
a tough game from Amavarara and many of
our players could not play because of injuries.
We should have done better in the second
game.”
THE South African African
Football Association (Safa) in
Ezibeleni Zone 1 will host a
tourney to honour a stalwart of
the sport, the late Mxolisi
Silolo, from April 28 to May 1.
Safa Ezibeleni Zone 1
secretary Mawethu Nzayo said
they made the decision to host
the tournament as a way to
say thank you, as well as to
pay tribute to Silolo’s family.
“There will be 15 clubs that
are affiliates of the Ezibeleni
Local Football Association
( L FA ) .
“Eight teams will be playing
in the first round on Saturday,
with the semifinals taking
place on Tuesday.”
Sunday will see the last
eight teams playing.
“Silolo used to supply all
clubs with stationery, not only
focusing on the Delta Force
Football Club (FC) to which he
belonged. He worked tirelessly
for the development of
Ezibeleni soccer.
“When the former Lukhanji
LFA was disbanded by the then
regional leadership, he was at
the forefront of the delegates
that went to the Safa provincial
offices to challenge the
disbandment,” Nzayo said.
Silolo had, at one time,
organised kit for all soccer
clubs in Ezibeleni.
Silolo’s daughter, Zizipho,
said her father had been
passionate about the
development of soccer.
“We are pleased that our
father is being honoured. He
wanted children to be busy
with sport instead of doing bad
things. We are also happy that
this tournament will take place
on his birthday weekend,”
Zizipho said.
Silolo died on August 30
