The Lakes was the first<br />

large-scale private housing<br />

developments under the<br />

Western Bay’s SmartGrowth<br />

policy, which has encouraged<br />

collaboration between councils,<br />

developers and builders<br />

to ensure that needed infrastructure<br />

keeps pace with new<br />

housing expansion.<br />

The Tauranga City Council<br />

says SmartGrowth provides a<br />

unified vision, direction and<br />

voice for the future of the<br />

western Bay of Plenty as it<br />

helps develop a great place to<br />

live, learn, work and play.<br />

The policy takes into<br />

account a range of environmental,<br />

social, economic and<br />

cultural matters, and identifies<br />

opportunities for building the<br />

community.<br />

“We were the first cab off<br />

the rank under SmartGrowth,”<br />

says Scott.<br />

“I would say we’ve exceeded<br />

our requirements. There has<br />

been great cooperation from<br />

councils, and it’s been a strong<br />

partnership.<br />

“There is no way you could<br />

do a development this size<br />

without a positive relationship.<br />

It’s the only way.”<br />

The history of The Lakes<br />

goes back over a decade. The<br />

area was originally two dairy<br />

farms. Grasshopper Farms,<br />

which secured the rights to<br />

develop the project in 2003,<br />

began the earthworks a couple<br />

of years later and had the first<br />

titles on the market with titles<br />

by 2007.<br />

However, after the slowdown<br />

caused by the Global<br />

Financial Crisis in 2008,<br />

Carrus Properties took over<br />

the development in 2012, as<br />

it was moving into Stage Two<br />

and Three.<br />

“Confidence was beginning<br />

to return to the market,<br />

and Carrus was able to bring<br />

in flexible terms for builders<br />

to meet the pent-up demand<br />

for housing,” says Simon<br />

Maxwell, who has been<br />

involved with the development<br />

since its inception.<br />

“When Carrus Properties<br />

first got involved we were still<br />

in the GFC and there wasn’t<br />

much focus on development.<br />

“But most the builders had<br />

kept their powder dry and were<br />

sitting on their hands waiting<br />

for the signal for things to take<br />

off again.”<br />

The Lakes Village opened just over a year ago. There<br />

was always provision for a special commercial zone<br />

within The Lakes. However construction of The Lakes<br />

Village did not occur until there was a sufficient number<br />

of residents to support it.<br />

The anchor tenants are Four Square and the Maud Bar<br />

& Restaurant, complemented by Spudz Fish & Chip<br />

House, The Lakes Clinic physio, The Lakes Pharmacy,<br />

The Lakes originally had<br />

provision for around 2000 lots.<br />

When Carrus Properties took<br />

over there were around 1300<br />

lots to still be developed, and<br />

there are almost 100 - mostly<br />

larger - premium lots still to<br />

go in the latest final Summit<br />

releases.<br />
