Fire rages, homes at risk<br />

<strong>The</strong> city council recorded five<br />

owners as probationary, meaning<br />

they cannot become the owner<br />

of any new dogs but may keep<br />

any registered dogs they have and<br />

may be required to do dog education<br />

or obedience courses.<br />

<strong>The</strong> status lasts about two<br />

years.<br />

<strong>The</strong>re was one dog owner disqualified<br />

from owning dogs for<br />

four years, meaning they cannot<br />

own a dog at all.<br />

“<strong>The</strong> council took three<br />

prosecutions, one prosecution<br />

resulted in a conviction where the<br />

dog owner was disqualified from<br />

owning dogs for four years,” a<br />

city council report said.<br />

“<strong>The</strong> breeds were one labrador<br />

cross, two american pit bull<br />

terriers cross type dogs,” Ms<br />

Weston said.<br />

Fifty two dogs were classified<br />

as menacing based on acts of aggression,<br />

taking the total number<br />

to 241.<br />

<strong>The</strong>re were also 20 new dogs<br />

added to the menacing register<br />

based on their breed, which increased<br />

the number to 156.<br />

Breeds which are immediately<br />

classified as menacing are<br />

brazilian fila, dogo argentino,<br />

japanese tosa, american pit bull<br />

types and perro de presa canario.<br />

Meanwhile, the city council<br />

received 9633 complaints relating<br />

to dogs barking, wandering, fouling,<br />

rushing, attacks on domestic<br />

animals and unregistered dogs.<br />

Two hundred and forty complaints<br />

were attacks on people.<br />

It investigated 726 priority one<br />

complaints for dogs attacking<br />

people, stock, poultry, domestic<br />

animals and protected wildlife or<br />

traffic hazards relating to wandering<br />

on roads.<br />

Also in the last year, the city<br />

council issued 14<strong>11</strong> infringement<br />

notices for breaches against the<br />

Dog Control Act.<br />

Earthquake strengthening<br />

for Kmart in <strong>The</strong> Palms<br />

KMART’S SITE in <strong>The</strong> Palms<br />

Shopping Centre has a rating of<br />

less than 34 per cent of the new<br />

building standard.<br />

It comes following the store’s<br />

sudden closure for repairs a<br />

week ago.<br />

<strong>The</strong> building was added to the<br />

Ministry of Business, Innovation<br />

and Employment’s register<br />

of earthquake-prone buildings<br />

on <strong>October</strong> 4.<br />

A spokesperson for <strong>The</strong> Palms<br />

said the current rating of the<br />

store does not meet the 34 per<br />

cent threshold, making the<br />

works a necessity to ensure it<br />

meets all standards for compliance.<br />

“<strong>The</strong> necessary consents and<br />

approvals have been obtained,<br />

and the seismic strengthening<br />

upgrades are under way. <strong>The</strong><br />

Palms is working hard to confirm<br />

a reopening date, and we<br />

aim to have an update as soon as<br />

possible.”<br />

<strong>The</strong> new building standard<br />

said earthquake-prone buildings<br />

are those “likely to collapse<br />

causing injury or death, or<br />

damage to any other property,<br />

during or following a moderate<br />

earthquake.”<br />

A spokesperson for Kmart<br />

told <strong>The</strong> <strong>Star</strong> the shop temporarily<br />

closed in order to undergo<br />

some seismic strengthening upgrades,<br />

following feedback from<br />

a recent routine assessment.<br />

“Although the store passed all<br />

safety assessments, additional<br />

recommendations were made<br />

given that Christchurch is an<br />

area with high levels of seismic<br />

activity. We decided to implement<br />

improvements immediately,<br />

as the safety of our team<br />

members and customers is our<br />

number one priority.”<br />

A block of eight flats on the<br />

central city’s Dorset St were also<br />

added to the register last month.<br />

It is a category one heritage<br />

building.<br />

<strong>The</strong>re are currently 588<br />

buildings in Christchurch on the<br />

Government’s earthquake-prone<br />

building register.<br />
