a habit of putting on an entertaining
and delicious evening of music and food.
For the third year in a row, the two organizations
are hosting Bluegrass & BBQ.
This year’s event takes place on Oct. 27 in
the Della Selsor Building at the Madison
County Fairgrounds, 205 Elm St., London.
Doors open at 5 p.m. The opening act,
singer-songwriter Michael Boyle, will perform
old country music and some bluegrass
from 6 to 7 p.m. The headliner,
Strung Up Bluegrass Band, takes the
spotlight from 7 to 9 p.m.
Admission is $10 in advance or $12 at
the door. Tickets can be purchased at Phat
Daddy’s Pizza, 15 E. First St., London, or
Gallery On High, 5 E. High St., London, or
from any Historical Society or Arts Guild
member. Meals are $5 and include a barbecue
sandwich, chips and a cookie.
“We had a full house the past two
years. We have Strung Up Bluegrass
Band back again this year. They have
been well received. They play all around
here,” said Jim Donohoe, a member of both
the Historical Society and the Arts Guild.
Proceeds from the event benefit both
groups.
The Arts Guild operates Gallery On
High and Studio 7 on High Street in London.
The organization promotes art and
art education through exhibits, classes,
workshops, outreach programs and social
activities. Area artists are welcome to
work on their craft during open studio
hours. Through Oct. 28, the photography
of local resident Bob Rea is on exhibit at
the gallery.
The guild relies on membership dues,
donations and fundraisers to cover facility
maintenance costs, utility bills, equipment
and supply purchases, college scholarships,
and scholarships that allow area
children to take classes at the studio. For
more information, go to londonvisualartsguild.org.
The Madison County Historical Society,
260 E. High St., London, offers the public
a chance to take a trip through the
county’s past with museum tours, pioneer
camps, school visits and special events. In
addition to the museum, the grounds feature
a caboose, one-room school house,
early settler Jonathan Alder’s log cabin,
and a two-story log house.
Like the Arts Guild, the Historical Society
relies on memberships, donations
and fundraisers to operate and maintain
its facilities and programs. The museum is
The city of London is nearly ready to
start the first phase of its move into the new
city hall building at 20 S. Walnut St.
Crews have been renovating the first
floor of the former primary school building
that sits at the corner of South Walnut and
East High Street to allow the city to consolidate
all but the police, fire and street departments
under one roof.
“We look to move the offices in three
phases,” said Mayor Patrick Closser. “We
hope to get my office and the parks and
recreation department in there by the end
of the month.”
Those two departments will test how the
building functions, making sure all systems
are working before more departments make
the move.
The second phase will see the law office,
tax department, and building and zoning
department move into the building, followed
in the third phase by the auditor’s office
and board of public utilities.
Closser said he does not have a firm
timeline for the second and third phases but
The city of London plans to consolidate most of its departments under one roof, on the
first floor of the former school building at 20 S. Walnut St. Renovations are nearly complete.
The first phase of the move-in process is slated for later this month.

does plan to hold a public open house once all departments are settled.
In the meantime, the public is invited to attend the next city
properties meeting at 7 p.m. Oct. 24 at the building to see the
progress.
The city had hoped to move into the new building earlier this
year but ran into delays with the discovery of asbestos in and under
the building.
“That kind of held us up a little bit. We wanted to make sure it
was safe for everyone—the citizens and our employees—and didn’t
want to rush it,” Closser said.
Even with the asbestos abatement, the project as originally
Tim Russell of All State Exteriors installs a drop box for utility
payments at what will be the new London city hall at 20 S. Walnut
St. Russell has served as foreman on renovations at the former
school building. Over the past year, his crew has installed new
lighting, new heating and cooling systems, flooring, and drop
ceilings. The entire interior is getting a new coat of paint, as well.
planned has stayed under bid. City council
approved $1.64 million for the project. The
bid came in under $1.6 million. The city is
financing the project through J.P. Morgan
Chase with an annual payment of $107,876.
The city has since added some improvement
projects outside the original bid package,
including installation of Wi-Fi and a
parking lot for employees at 20 S. Walnut.
The parking lot likely will be located behind
Bicentennial Park next to Dr. Mark Lima’s
dentist office. The estimated cost for the additional
projects at 20 S. Walnut St. is
$300,000. Closser said the city will use
money from its general fund and 2019 capital
funds to cover the work done outside the
original bid package.
The city decided to bring its departments
under one roof for two main reasons, Closser
said. One, the buildings the departments
now occupy are aging and with that comes
the need for repairs. The Walnut Street
property, built in the 1960s, is block construction.
“This building will last forever. It has
sturdy bones...I feel this will be city hall for
a very, very long time,” Closser said.
The second reason is convenience. Instead
of traveling to several locations to take
care of city-related business, citizens will be
able to make one stop.
“If you have to pay taxes, pick up registration
for volleyball and pay your water
bill, for example, you can do that all in a couple
of minutes at one place,” Closser said.
The city also will see efficiencies in utilities
with one building to heat and cool instead of
several. Supplies could be bought in bulk for
all departments, instead of individually per
department, Closser added.
The consolidation means the city will vacate
three locations—6 E. Second St., 102 S. Main St., and 100 S.
Main St. Closser said the city will put the properties up for sale
through the government bidding process. The properties will go to
the highest, best bidders, as approved by city council.
The police and fire departments will remain at their current locations.
The street department recently moved to the former Ohio
Department of Transportation garage at 1460 State Rte. 42. The
fire department is expanding into the vacated street department
space.
The Madison-Champaign Educational Service Center rents the
second floor of the 20 S. Walnut St. building and will continue to
do so when the first floor becomes city hall.
Boosters and scholars applauded by JA board
By Sandi Latimer
Staff Writer
Jonathan Alder Local Schools’ athletic
and music boosters groups have been busy
this past year. Representatives shared highlights
at the Oct. 8 school board meeting.
“We got a new concession sign,” said Athletic
Booster President Michelle Farley-
Mancini. “It is so huge, I wondered who
would put it up.”
The sign covers the back of the concession
stand and has white print on a black
background. Interspersed with the white
writing of menu items and prices are colorful
drawings of snack items. Local artist Hilary
Frambes designed and made the sign;
contractor G.O. Justus installed it.
Through concession stand sales and the
annual Booster Bash, the athletic boosters
raised $62,000 this past year. The money
went toward:
* state championship banners for the
softball team;
* chartering a bus to take the softball
team to the state tournament;
* a new rack in the weight room;
* wall mats;
* a football tackling dummy;
* range balls for the boys’ golf team;
* team shirts for boys’ basketball;
* team bags for boys’ soccer;
* uniforms for girls’ tennis;
* three $500 scholarships; and
* the Boosters’ second $10,000 commitment
to the proposed Alder Field Turf.
The group’s biggest fundraiser, the
Booster Bash, will celebrate its 10th year on
March 9 at the Bridgewater Conference
Center.
Fundraising is big for the JA Music
Boosters (JAMB), too, said President Lucas
Gutirrez. Over the past five years, those efforts
have funded:
* $15,600 in scholarships;
* the purchase of 36 uniforms;
* a trip to Philadelphia and New York;
* a music trailer to haul equipment;
* risers for the junior high choral pro-
* four rehearsal mirrors.
The music boosters raise money through
visitor-side concession stand sales and an
annual Sugar Plum Lane event at the winter
holidays. Additionally, a mattress sale
brought in more money than expected.
Participation in band and choir has
grown over the past five years, from 249 students
to 414 students in band and from 178
students to 201 students in choir.
At the start of the board meeting, high
school Principal Mike Aurin recognized two
seniors for outstanding achievement in the
National Merit Scholarship Program. Clair
Grywalski was named a Commended
Scholar and Sandy Moser was named a National
Merit Semifinalist.
Commended Scholars placed among the
top 50,000 scores of more than 1.6 million
students who entered 2019 competition by
taking the 2017 PSAT/NMSQT. Moser is one
of the approximately 16,000 semifinalists
who have the opportunity to continue in
competition for National Merit Scholarships.
How to safely use slow cookers
Work, school, and parenting
obligations can make weekdays
and even weekends hectic.
Many of us do not feel we have
enough time to make a good dinner
for our family. Slow cookers to the rescue!
Slow cookers, also known as crock pots, are great
tools. No more standing in front of the refrigerator trying
to make decisions about what to have for dinner
after a long day at work. No more trying to balance food
prep and homework. Just throw the ingredients in the
slow cooker before leaving for work or daily activities
and turn it on.
Slow cookers come with so many advantages. They
can save time and money. They use less electricity than
a conventional oven. They cook foods slowly and at a low
temperature–between 170°F and 280°F—and the low
heat helps less expensive, leaner cuts of meat become
tender and shrink less. The direct heat from the pot and
lengthy cooking time combine to destroy bacteria, making
the slow cooker a good choice for safely cooking
foods.
When using a slow cooker, follow these important
food safety tips:
1. Make sure your slow cooker, utensils and work
area are clean.
2. Keep perishable foods refrigerated until it is time
to add them to the slow cooker. Bacteria multiplies rapidly
when food is left at room temperature.
3. Always defrost meat or poultry before putting it in
the slow cooker. If you place frozen meat or poultry in a
Minimum food temperatures
Give it a rest
slow cooker, it can spend too
much time thawing, allowing
bacteria to multiply and make
you sick. Using defrosted foods
also will ensure your meal cooks
evenly and all the way through. Vegetables cook slower
than meat and poultry in a slow cooker, so if using
them, put them in first.
4. Cut large pieces of meat into smaller pieces before
adding them to the slow cooker, and make sure your
slow cooker is half to two-thirds full to ensure foods cook
thoroughly.
Before you serve a meal from the slow cooker, make
sure to use a food thermometer the food has reached the
minimum temperature (see chart). Place the thermometer
probe in the center of the cooker with soups, sauces
and stews. If cooking meats, probe a thicker piece of
meat with the thermometer. Don’t let the thermometer
touch the side of the cooker as this will be hotter than
the food in it and give you a false reading. If your cooker
has a temperature display, you still want to check to be
sure the food has reached the minimum temperature to
inhibit pathogenic bacteria from growing and causing
the potential for a foodborne illness.
Use recipes written with instructions for using a
slow cooker for better success on your planned food. Refrigerate
any leftovers within two hours after your meal.
Prompt storage can prevent bacteria from growing in
leftovers. These bacteria have no odor and can’t be
tasted or seen.
Leftovers should be stored in shallow pans or containers
so that they cool down quickly. The
quicker your leftovers cool, the less time they
spend in the “danger zone” (40—140°F). Most
leftovers will keep for about four days in the
refrigerator.
You are now set with your food safety tips
to make one daily chore less of a hassle. Enjoy
your meal!
Home at last!
The Oak Run Township trustees recently voted unanimously
to allow the Darby Creek Chapter of the Archaeological Society
of Ohio to use the township
hall for their monthly meetings.
The club meets at 5:30
p.m. on the third Tuesday of each month for a light supper and
meeting. The public is welcome to attend. Individuals with archaeological
finds are invited to bring them in for an expert opinion.
Most meetings include guest speakers, presentations, and
enlightening conversation.
On Oct. 1, John Stroman, vice president of the Darby Creek
Chapter, presented a copy of “The Archaeology of Ohio,” written
by Robert N. Converse, a Plain City native with a nationwide
reputation as an expert in Native American artifacts, to the Oak
Run Township trustees as an act of appreciation.
New vote tally on fee increases
Staff Writer
Some Mount Sterling village council members have
changed their minds regarding proposed increases in
the debt fees residents and commercial businesses pay
for water and waste water.
The proposed increases were introduced at council’s
Sept. 24 meeting. The purpose is to help pay back loans
for renovation of the wastewater plant and construction
of the new water plant. The village owes $3.8 million on
the wastewater loan and $9.5 million on the water plant
loan. Without new revenue, the village will not have
enough money to pay the loan payment due in the
spring.
On Sept. 24, council voted 3-3 with Mayor Billy Martin
breaking the tie with a “yes” vote to move the resolution
forward. On the second reading, held Oct. 8,
council’s vote was 4-2 in favor of the increases. The final
reading and potential adoption of the increases is set for
Oct. 22. If passed, the increases would go into effect on
Jan. 1, 2019.
Council members David Timmons and Tom Ward
cast the two “no” votes on Oct. 8. Previously, Timmons
voted “yes.”
“This is a very tough decision and I have to go with
my heart,” Timmons said. “I have talked to so many
people on fixed incomes that this will significantly impact.
I just can’t ask people to pick between medicine,
food and water.”
Mayor Martin responded, “Voting with your heart
isn’t going to pay the millions of dollars we are in debt.
This is a suggestion by the (state auditor), and they
have said we cannot default on this loan. We have
Fr
riends
He
elp
ing Fr
looked at every other option, but this is the only way.”
Originally, council members Rebecca Burns and
Tammy VanSickle voted “no” on the increases. Both
voted “yes” on Oct. 8, joining Lowell Anderson and
Becky Martin.
“Before the last council meeting, we thought we
might be able to use capital improvement funds to
lessen this burden on residents and wanted to explore
that option,” Burns said. “However, after meeting with
the auditor and seeing the finances after we make the
December (loan) payment, I saw we won’t have enough
funds to fix other issues that could arise. We need to
have additional money in case emergencies arise, so we
can address other issues in the village.”
Some council members said that in addition to the
debt fee increases, they want to look at other ways to
generate revenue so they could potentially reduce this
burden in the future.
“I still want to look at other creative ways we can
generate revenue, including selling water,” said council
member Becky Martin. The water plant is capable of
producing 900,000 gallons of water per month.
“I understand the burden this puts on residents and
know this is painful to pay,” Martin said of the proposed
increases.
The proposed legislation calls for raising the monthly
debt fee for water and sewer by between $49.40 and
$50.85 for residential properties. For commercial businesses,
the rate would increase by $50.25. The volume
rate paid by industrial businesses would go up by $5.95.
Currently, residents pay a monthly debt fee of between
$20.40 and $21.85, commercial businesses pay $21.25, and
industrial businesses pay a volume rate of $8.35.
Mark calendars now for Ag Outlook meeting
By Mary Griffith
Extension Educator, Agriculture and Natural Resources
The USDA’s Farm Income Forecast report, released in August,
projects that farm income will continue to drop this year.
The U.S. Farm Income in 2018 is forecasted at its lowest dollar
value since 2002, with Ohio farm income mirroring that
trajectory.
Many outside factors influence the farm economy. International
trade agreements, tariffs, the 2018 farm bill, land values
and weather are just a few. While farmers do not have
control over any of these factors, up-to-date information on
these topics can help farmers make better management decisions.
Farmers can get the latest information about these topics
at Ohio State University Extension’s annual Ag Outlook Meeting
on Jan. 17 at Der Dutchman Restaurant in Plain City.
The program begins with breakfast at 8 a.m., followed by
speakers starting at 8:30. The program will conclude by noon.
Topics and presenters include:
• 2018 Farm Bill Policy Update—Ben Brown, program manager,
Ohio Farm Management Program, Department of Agricultural,
Environmental and Development Economics
• International Trade Agreements and Implications for Domestic
Agriculture—Ian Sheldon, Andersons chair in Agricultural
Marketing, Trade and Policy, Department of
Searching for new 4-H leader
By Kristy Zurbrick
Madison Editor
Madison County’s 4-H program will have a new
leader come January.
Kirsten Holt, local 4-H educator for the past three
years, has resigned to pursue another career. Her last
day is Oct. 15.
The Ohio State University (OSU) Extension plans to
post the job opening at jobs.osu.edu by the end of this
month, hold state-level interviews by the end of November,
and hold county-level interviews and make a selection
in December.
“The 4-H educator position can be a big job. We’re excited
to bring someone on board who is really enthusiastic
about 4-H in Madison County and building the
program,” said Mary Griffith, Madison County OSU Extension’s
agriculture and natural resources educator.
A 4-H educator provides leadership and oversight for
the 4-H program in their county. They make sure advisors
have the tools they need from OSU to lead their
clubs, and they coordinate events, like the annual
Tax practitioners, farmers and farmland owners are
encouraged to connect to the Ag and Natural Resources
Income Tax Issues Webinar on Dec. 17 from 9 a.m. to 3
p.m. The event is sponsored by Ohio State University
Extension and participants can attend the webinar at
host locations around Ohio or connect at home or office.
The webinar focuses on issues specific to farm tax returns
related to agriculture and natural resources, and
county fair, 4-H camp, and awards banquet for 4-H
youth and volunteers.
“Our positions are meant to be about outreach and
education,” Griffith said. “Mine focuses on agriculture.
The 4-H educator position focuses on youth development.
“There are a lot of opportunities to do some different
things with it. For instance, Kirsten started some school
enrichment programs where she went into school classrooms
to teach,” Griffith continued. “It’s up to the 4-H
educator to work with the community to determine
what programs to focus on.”
During the search for a new 4-H educator, Arlene
Duffey, Madison County Extension’s office associate,
will handle all 4-H related communications and details.
“She’s been here for 34 years, so she knows the program
inside and out. We’re lucky to have her here during
the vacancy and during the time when the new
educator will be getting started,” Griffith said.
For more information, call the Madison County OSU
Extension Office at (740) 852-0975.
Webinar will cover agricultural tax issues
will highlight key regulations of the Tax Cuts and Jobs
Act related specifically to those income tax returns.
The program is an intermediate-level course for tax
preparers whose clients include farmers and rural
landowners. Farmers who prepare and file their own
taxes will also benefit from the webinar.
More information on the workshop, including how to
register, can be found at go.osu.edu/agissuesreg

Chief Richard Hardy and two of his officers
greeted customers at the Daily Buzz.
Hardy, sitting at one of the tables, talked
about the history of Coffee with a Cop Day,
observed this year for the first time in West
Jefferson.
It began in Hawthorne, a town in southern
California, in 2011 as the police department
there sought to better understand the
needs and concerns of community residents.
Since then, more than 10,000 such events
have been held nationwide. They typically
take place in coffee shops or restaurants.
“It’s a great way for police to talk with
residents and learn what they have on their
minds and share with them what we do and
how and why we do it,” Hardy said.
West Jefferson Mayor Ray Martin
stopped by with a friend. Other village employees
took part, too. Public Service Director
John Mitchell stopped by. Finance
Director Becky Arnott munched on a doughnut
while her friend Taylor Patterson from
the Water Department chatted with her father,
police Lt. Randy Sibbalds.
Jeff and Kandice Lowe from the nearby
print shop came over to talk with Hardy
about development on State Route 29 and
traffic issues.
Jeff told the chief he knows every time
there is a traffic problem on I-70.
Building on discipline
By Linda Dillman
Staff Writer
Focus 3, a discipline building system
used by Ohio State University and the West
Jefferson High School football team, is expanding
across the Jefferson Local School
District to include staff and school board
members.
At their Oct. 8 meeting, board members
approved goals for 2018-19 to include the
Focus 3 process to improve school culture,
in addition to other initiatives.
“This process will be all-inclusive for all
buildings and all personnel,” said board
President David Harper. “The board will
support the continued focus on academic improvement.”
Superintendent William Mullett said
Focus 3 is a self-improvement process already
in use by football players and coaches.
“About two years ago, we had an in-service
and (the program) seemed to resonate
with us and seemed really efficient,” he reported.
“Ohio State is really deep into it.
“It is about concrete advice, and there
are various steps to the program, such as
the first, which tells you to learn to ‘press
pause’ before saying something or taking action.
Administrators went through two inservices,
and we wanted to bring it to the
whole district.”
Athletic Director Matt Adams said Coach
Shaun Buescher implemented the program
for the benefit of the football team.
“It was a perfect fit for core values,” said
Adams. “It was perfect for not only the
coaches, but players as well. Now the teachers
are going to learn it. I am really excited
to see it happen throughout the district as
well.”
In addition to improving school culture,
the board set two other goals for the current
school year.
They asked the treasurer and superintendent
to provide a comprehensive plan to
address financial stability for the present
year and all those covered in the five-year
forecast.
“The plan will include strategies for our
current and future levies, as well as a needs
assessment to include a master facilities
plan,” Harper said.
Board members are also starting an initiative
to improve and expand public relations
efforts.
“This initiative, in particular, will focus
on a more robust relationship with the village
and any other entity including, but not
limited to, our business community and
other public agencies,” Harper said.

water line in sometime in the spring,” said
Mayor Patrick Closser at the Oct. 4 city
council meeting.
Progress is being made on another city
parks and recreation project—installation of
a lighted volleyball court at the municipal
swimming pool. The street department has
dug out and leveled the area and the light
poles are up. Installation of the court was
scheduled for Oct. 11 with the fence going
up the week of Oct. 15.
“This will be a great addition to the pool
and our community. I would like to thank
our donor once again for his generosity to
fund this whole project and knowing the importance
of the pool and recreation in London,”
Closser said.
The name of the donor has not yet been
released. The cost of the project is $90,000.
In council action, council members approved
by voice vote a request for a liquor license
for Tony’s Coneys Cafe, which will occupy
the former Cappy’s Pizza building on
Lafayette Street.
Council is considering two changes to the
requirements for individuals appointed to
the city’s Board of Public Utilities (BPU).
Currently, anyone who holds an elective office
or another appointed office of the city is
not eligible for appointment to BPU until at
least one year after the expiration of the
elected or appointed term they are serving.
If the changes are approved, that will no
longer be the case.
The second change under consideration
deals with residency requirements. Currently,
BPU members must be London residents.
The change would open eligibility to
anyone who owns property in the city or
pays taxes to the city.
“It gives us more options,” said Joe
Mosier, safety-service director.
Currently, the three-member BPU board
has two vacancies.
Mosier also reported that the city street
department has officially moved from 103 E.
High St. to the former Ohio Department of
Transportation garage at 1460 State Rte.
42. The fire department is expanding into
the now vacated space on East High.
The next London council meeting is set
for 6:30 p.m. Oct. 18 at 6 E. Second St.
