Bluegrass & BBQ returns<br />

The <strong>Madison</strong> County Historical Society<br />

and the London Visual Arts Guild are making<br />

a habit of putting on an entertaining<br />

and delicious evening of music and food.<br />

For the third year in a row, the two organizations<br />

are hosting Bluegrass & BBQ.<br />

This year’s event takes place on Oct. 27 in<br />

the Della Selsor Building at the <strong>Madison</strong><br />

County Fairgrounds, 205 Elm St., London.<br />

Doors open at 5 p.m. The opening act,<br />

singer-songwriter Michael Boyle, will perform<br />

old country music and some bluegrass<br />

from 6 to 7 p.m. The headliner,<br />

Strung Up Bluegrass Band, takes the<br />

spotlight from 7 to 9 p.m.<br />

Admission is $10 in advance or $12 at<br />

the door. Tickets can be purchased at Phat<br />

Daddy’s Pizza, 15 E. First St., London, or<br />

Gallery On High, 5 E. High St., London, or<br />

from any Historical Society or Arts Guild<br />

member. Meals are $5 and include a barbecue<br />

sandwich, chips and a cookie.<br />

“We had a full house the past two<br />

years. We have Strung Up Bluegrass<br />

Band back again this year. They have<br />

been well received. They play all around<br />

here,” said Jim Donohoe, a member of both<br />

the Historical Society and the Arts Guild.<br />

Proceeds from the event benefit both<br />

groups.<br />

The Arts Guild operates Gallery On<br />

High and Studio 7 on High Street in London.<br />

The organization promotes art and<br />

art education through exhibits, classes,<br />

workshops, outreach programs and social<br />

activities. Area artists are welcome to<br />

work on their craft during open studio<br />

hours. Through Oct. 28, the photography<br />

of local resident Bob Rea is on exhibit at<br />

the gallery.<br />

The guild relies on membership dues,<br />

donations and fundraisers to cover facility<br />

maintenance costs, utility bills, equipment<br />

and supply purchases, college scholarships,<br />

and scholarships that allow area<br />

children to take classes at the studio. For<br />

The <strong>Madison</strong> County Historical Society,<br />

260 E. High St., London, offers the public<br />

a chance to take a trip through the<br />

county’s past with museum tours, pioneer<br />

camps, school visits and special events. In<br />

addition to the museum, the grounds feature<br />

a caboose, one-room school house,<br />

early settler Jonathan Alder’s log cabin,<br />

and a two-story log house.<br />

Like the Arts Guild, the Historical Society<br />

relies on memberships, donations<br />

and fundraisers to operate and maintain<br />

its facilities and programs. The museum is<br />

open from 1 to 4 p.m. Sundays and<br />

The city of London is nearly ready to<br />

start the first phase of its move into the new<br />

city hall building at 20 S. Walnut St.<br />

Crews have been renovating the first<br />

floor of the former primary school building<br />

that sits at the corner of South Walnut and<br />

East High Street to allow the city to consolidate<br />

all but the police, fire and street departments<br />

under one roof.<br />

“We look to move the offices in three<br />

phases,” said Mayor Patrick Closser. “We<br />

hope to get my office and the parks and<br />

recreation department in there by the end<br />

of the month.”<br />

Those two departments will test how the<br />

building functions, making sure all systems<br />

are working before more departments make<br />

the move.<br />

The second phase will see the law office,<br />

tax department, and building and zoning<br />

department move into the building, followed<br />

in the third phase by the auditor’s office<br />

and board of public utilities.<br />

Closser said he does not have a firm<br />

timeline for the second and third phases but<br />

does plan to hold a public open house once all departments are settled.<br />

In the meantime, the public is invited to attend the next city<br />

properties meeting at 7 p.m. Oct. 24 at the building to see the<br />

progress.<br />

The city had hoped to move into the new building earlier this<br />

year but ran into delays with the discovery of asbestos in and under<br />

the building.<br />

“That kind of held us up a little bit. We wanted to make sure it<br />

was safe for everyone—the citizens and our employees—and didn’t<br />

want to rush it,” Closser said.<br />

Tim Russell of All State Exteriors installs a drop box for utility<br />

payments at what will be the new London city hall at 20 S. Walnut<br />

St. Russell has served as foreman on renovations at the former<br />

school building. Over the past year, his crew has installed new<br />

lighting, new heating and cooling systems, flooring, and drop<br />

ceilings. The entire interior is getting a new coat of paint, as well.<br />

planned has stayed under bid. City council<br />

approved $1.64 million for the project. The<br />

bid came in under $1.6 million. The city is<br />

financing the project through J.P. Morgan<br />

Chase with an annual payment of $107,876.<br />

The city has since added some improvement<br />

projects outside the original bid package,<br />

including installation of Wi-Fi and a<br />

parking lot for employees at 20 S. Walnut.<br />

The parking lot likely will be located behind<br />

Bicentennial Park next to Dr. Mark Lima’s<br />

dentist office. The estimated cost for the additional<br />

projects at 20 S. Walnut St. is<br />

$300,000. Closser said the city will use<br />

money from its general fund and 2019 capital<br />

funds to cover the work done outside the<br />

original bid package.<br />

The city decided to bring its departments<br />

under one roof for two main reasons, Closser<br />

said. One, the buildings the departments<br />

now occupy are aging and with that comes<br />

the need for repairs. The Walnut Street<br />

property, built in the 1960s, is block construction.<br />

“This building will last forever. It has<br />

sturdy bones...I feel this will be city hall for<br />

a very, very long time,” Closser said.<br />

The second reason is convenience. Instead<br />

of traveling to several locations to take<br />

care of city-related business, citizens will be<br />

able to make one stop.<br />

“If you have to pay taxes, pick up registration<br />

for volleyball and pay your water<br />

bill, for example, you can do that all in a couple<br />

of minutes at one place,” Closser said.<br />

The city also will see efficiencies in utilities<br />

with one building to heat and cool instead of<br />

several. Supplies could be bought in bulk for<br />

all departments, instead of individually per<br />

department, Closser added.<br />

The consolidation means the city will vacate<br />

three locations—6 E. Second St., 102 S. Main St., and 100 S.<br />

Main St. Closser said the city will put the properties up for sale<br />

through the government bidding process. The properties will go to<br />

the highest, best bidders, as approved by city council.<br />

The police and fire departments will remain at their current locations.<br />

The street department recently moved to the former Ohio<br />

Department of Transportation garage at 1460 State Rte. 42. The<br />

fire department is expanding into the vacated street department<br />

space.<br />

The <strong>Madison</strong>-Champaign Educational Service Center rents the<br />

second floor of the 20 S. Walnut St. building and will continue to<br />

do so when the first floor becomes city hall.<br />

Boosters and scholars applauded by JA board<br />

Jonathan Alder Local Schools’ athletic<br />

and music boosters groups have been busy<br />

this past year. Representatives shared highlights<br />

at the Oct. 8 school board meeting.<br />

“We got a new concession sign,” said Athletic<br />

Booster President Michelle Farley-<br />

Mancini. “It is so huge, I wondered who<br />

would put it up.”<br />

The sign covers the back of the concession<br />

stand and has white print on a black<br />

background. Interspersed with the white<br />

writing of menu items and prices are colorful<br />

drawings of snack items. Local artist Hilary<br />

Frambes designed and made the sign;<br />

contractor G.O. Justus installed it.<br />

Through concession stand sales and the<br />

annual Booster Bash, the athletic boosters<br />

raised $62,000 this past year. The money<br />

went toward:<br />

* state championship banners for the<br />

softball team;<br />

* chartering a bus to take the softball<br />

team to the state tournament;<br />

* a new rack in the weight room;<br />

* wall mats;<br />

* a football tackling dummy;<br />

* range balls for the boys’ golf team;<br />

* team shirts for boys’ basketball;<br />

* team bags for boys’ soccer;<br />

* uniforms for girls’ tennis;<br />

* three $500 scholarships; and<br />

* the Boosters’ second $10,000 commitment<br />

to the proposed Alder Field Turf.<br />

The group’s biggest fundraiser, the<br />

Booster Bash, will celebrate its 10th year on<br />

March 9 at the Bridgewater Conference<br />

Center.<br />

Fundraising is big for the JA Music<br />

Boosters (JAMB), too, said President Lucas<br />

Gutirrez. Over the past five years, those efforts<br />

have funded:<br />

* $15,600 in scholarships;<br />

* the purchase of 36 uniforms;<br />

* a trip to Philadelphia and New York;<br />

* a music trailer to haul equipment;<br />

* risers for the junior high choral pro-<br />

gram;<br />

* a marimba; and<br />

* four rehearsal mirrors.<br />

The music boosters raise money through<br />

visitor-side concession stand sales and an<br />

annual Sugar Plum Lane event at the winter<br />

holidays. Additionally, a mattress sale<br />

brought in more money than expected.<br />

Participation in band and choir has<br />

grown over the past five years, from 249 students<br />

to 414 students in band and from 178<br />

students to 201 students in choir.<br />

At the start of the board meeting, high<br />

school Principal Mike Aurin recognized two<br />

seniors for outstanding achievement in the<br />

National Merit Scholarship Program. Clair<br />

Grywalski was named a Commended<br />

Scholar and Sandy Moser was named a National<br />

Merit Semifinalist.<br />

Commended Scholars placed among the<br />

top 50,000 scores of more than 1.6 million<br />

students who entered 2019 competition by<br />

taking the 2017 PSAT/NMSQT. Moser is one<br />

of the approximately 16,000 semifinalists<br />

who have the opportunity to continue in<br />

competition for National Merit Scholarships.<br />

Organizers of an annual cruise-in presented a $4,000 donation<br />

to the London Academic Achievement Boosters at the Oct. 9 London<br />

school board meeting.<br />

The donation is earmarked for scholarships in memory of Dr.<br />

Martha Geib, a London graduate who worked as a pediatrician in<br />

the community and served on the London school board. Marshall<br />

Geib, Martha’s husband and Boosters president, accepted the donation.<br />

“Our cruise-in would not be possible without all the people who<br />

bring their cars, donations, and sponsors from our community,”<br />

said Stephanie Huddleston, a member of the organizing committee.<br />

Other committee members included Marci Bogenrife, Melissa<br />

Canney, Connie Dwyer, Christina Finney, Bonnie Hamilton and<br />

Kelly Snyder.<br />

This year marked the third year for the<br />

Martha Geib Memorial cruise-in, which<br />

takes place the last Sunday in July.<br />

Also at the meeting, the school board accepted<br />

a $250 donation to London Elementary<br />

from Vietnam Veterans Chapter 746,<br />

an $835 donation for an LED digital down<br />

marker from Richard and Sue Minner, and<br />

two science microscopes valued at $3,000<br />

for London Middle School from the Ohio<br />

Bureau of Identification and Investigation.<br />

“Add in Art IV and mechanical principles<br />

and you have a very well-rounded young<br />

man,” Browning said.<br />

London’s color guard is headed to the<br />

Color Guard National Competition in Indianapolis.<br />

The school board approved the<br />

overnight trip, set for Feb. 15-17. The squad<br />

has won several competitions.<br />

“The success you have achieved over the last few years has been<br />

incredible,” said Darryl Brown, school board president, to members<br />

of the color guard in the meeting audience.<br />

drainage around the building and replace<br />

the wood floor. He does not yet have a final<br />

estimate on the cost for the drainage work.<br />

A $136,000 insurance claim will cover the<br />

floor replacement.<br />

The “wood gym,” named for the look of its<br />

floor, has been out of commission since the<br />

start of the school year. Physical education<br />

teachers are making do by splitting the<br />

“blue gym,” named for its floor color, in half<br />

to double up on classes.<br />

Kramer said he does not know yet when<br />

the project will be completed.<br />

a conventional oven. They cook foods slowly and at a low<br />

temperature–between 170°F and 280°F—and the low<br />

heat helps less expensive, leaner cuts of meat become<br />

tender and shrink less. The direct heat from the pot and<br />

lengthy cooking time combine to destroy bacteria, making<br />

the slow cooker a good choice for safely cooking<br />

foods.<br />

When using a slow cooker, follow these important<br />

food safety tips:<br />

1. Make sure your slow cooker, utensils and work<br />

area are clean.<br />

2. Keep perishable foods refrigerated until it is time<br />

to add them to the slow cooker. Bacteria multiplies rapidly<br />

when food is left at room temperature.<br />

3. Always defrost meat or poultry before putting it in<br />

slow cooker, it can spend too<br />

much time thawing, allowing<br />

bacteria to multiply and make<br />

you sick. Using defrosted foods<br />

also will ensure your meal cooks<br />

evenly and all the way through. Vegetables cook slower<br />

than meat and poultry in a slow cooker, so if using<br />

them, put them in first.<br />

4. Cut large pieces of meat into smaller pieces before<br />

adding them to the slow cooker, and make sure your<br />

slow cooker is half to two-thirds full to ensure foods cook<br />

thoroughly.<br />

Before you serve a meal from the slow cooker, make<br />

sure to use a food thermometer the food has reached the<br />

minimum temperature (see chart). Place the thermometer<br />

probe in the center of the cooker with soups, sauces<br />

and stews. If cooking meats, probe a thicker piece of<br />

meat with the thermometer. Don’t let the thermometer<br />

touch the side of the cooker as this will be hotter than<br />

the food in it and give you a false reading. If your cooker<br />

has a temperature display, you still want to check to be<br />

sure the food has reached the minimum temperature to<br />

inhibit pathogenic bacteria from growing and causing<br />

the potential for a foodborne illness.<br />

Use recipes written with instructions for using a<br />

slow cooker for better success on your planned food. Refrigerate<br />

any leftovers within two hours after your meal.<br />

Prompt storage can prevent bacteria from growing in<br />

leftovers. These bacteria have no odor and can’t be<br />

tasted or seen.<br />

Leftovers should be stored in shallow pans or containers<br />

so that they cool down quickly. The<br />

quicker your leftovers cool, the less time they<br />

spend in the “danger zone” (40—140°F). Most<br />

leftovers will keep for about four days in the<br />

refrigerator.<br />

Home at last!<br />

The Oak Run Township trustees recently voted unanimously<br />

to allow the Darby Creek Chapter of the Archaeological Society<br />

of Ohio to use the township<br />

hall for their monthly meetings.<br />

The club meets at 5:30<br />

p.m. on the third Tuesday of each month for a light supper and<br />

meeting. The public is welcome to attend. Individuals with archaeological<br />

finds are invited to bring them in for an expert opinion.<br />

Most meetings include guest speakers, presentations, and<br />

enlightening conversation.<br />

On Oct. 1, John Stroman, vice president of the Darby Creek<br />

Chapter, presented a copy of “The Archaeology of Ohio,” written<br />

by Robert N. Converse, a Plain City native with a nationwide<br />

reputation as an expert in Native American artifacts, to the Oak<br />

Run Township trustees as an act of appreciation.<br />

Some Mount Sterling village council members have<br />

changed their minds regarding proposed increases in<br />

the debt fees residents and commercial businesses pay<br />

for water and waste water.<br />

The proposed increases were introduced at council’s<br />

Sept. 24 meeting. The purpose is to help pay back loans<br />

for renovation of the wastewater plant and construction<br />

of the new water plant. The village owes $3.8 million on<br />

the wastewater loan and $9.5 million on the water plant<br />

loan. Without new revenue, the village will not have<br />

enough money to pay the loan payment due in the<br />

spring.<br />

On Sept. 24, council voted 3-3 with Mayor Billy Martin<br />

breaking the tie with a “yes” vote to move the resolution<br />

forward. On the second reading, held Oct. 8,<br />

council’s vote was 4-2 in favor of the increases. The final<br />

reading and potential adoption of the increases is set for<br />

Oct. 22. If passed, the increases would go into effect on<br />

Jan. 1, 2019.<br />

Council members David Timmons and Tom Ward<br />

cast the two “no” votes on Oct. 8. Previously, Timmons<br />

voted “yes.”<br />

“This is a very tough decision and I have to go with<br />

my heart,” Timmons said. “I have talked to so many<br />

people on fixed incomes that this will significantly impact.<br />

I just can’t ask people to pick between medicine,<br />

food and water.”<br />

Mayor Martin responded, “Voting with your heart<br />

isn’t going to pay the millions of dollars we are in debt.<br />

This is a suggestion by the (state auditor), and they<br />

have said we cannot default on this loan. We have<br />

looked at every other option, but this is the only way.”<br />

Originally, council members Rebecca Burns and<br />

Tammy VanSickle voted “no” on the increases. Both<br />

voted “yes” on Oct. 8, joining Lowell Anderson and<br />

Becky Martin.<br />

“Before the last council meeting, we thought we<br />

might be able to use capital improvement funds to<br />

lessen this burden on residents and wanted to explore<br />

that option,” Burns said. “However, after meeting with<br />

the auditor and seeing the finances after we make the<br />

December (loan) payment, I saw we won’t have enough<br />

funds to fix other issues that could arise. We need to<br />

have additional money in case emergencies arise, so we<br />

can address other issues in the village.”<br />

Some council members said that in addition to the<br />

debt fee increases, they want to look at other ways to<br />

generate revenue so they could potentially reduce this<br />

burden in the future.<br />

“I still want to look at other creative ways we can<br />

generate revenue, including selling water,” said council<br />

member Becky Martin. The water plant is capable of<br />

producing 900,000 gallons of water per month.<br />

“I understand the burden this puts on residents and<br />

know this is painful to pay,” Martin said of the proposed<br />

increases.<br />

The proposed legislation calls for raising the monthly<br />

debt fee for water and sewer by between $49.40 and<br />

$50.85 for residential properties. For commercial businesses,<br />

the rate would increase by $50.25. The volume<br />

rate paid by industrial businesses would go up by $5.95.<br />

Currently, residents pay a monthly debt fee of between<br />

$20.40 and $21.85, commercial businesses pay $21.25, and<br />

industrial businesses pay a volume rate of $8.35.<br />

Robert Jones Jr., 82, of London, formerly of Circleville, died on<br />

Oct. 1, <strong>2018</strong>, in his residence. Born on Jan. 9, 1936, in Circleville,<br />

he was a son of Florence (Hill) and Robert Jones, Sr. and was a U.S.<br />

Air Force veteran. Survivors include: his wife, Carmen (Freeman)<br />

Jones; sons, Jermaine Jones, Jamie Jones and Jeremy Jones;<br />

daughter, Traci Jones; grandchildren, Auria Jones, Jasmyn Jones,<br />

Xavier Jones, Denzel Jones, Damien Gibson, Kellen Bolin, Jalyssa<br />

Bolin, Jayla Bolin and Whitney Grundy; brothers, John Jones and<br />

Granville (Vera) Jones; sisters, Edith Jones, Florence (Thomas)<br />

Fisher, Harriet Brown and Theresa Byrd; a multitude of nieces,<br />

nephews and family friends; in-laws, Wyatt Freeman, Ella (James)<br />

Dunson, Goldie Freeman, Tina Freeman and Deborah Freeman. He<br />

was preceded in death by: his parents; brother, Ralph Jones; sisterin-law,<br />

HOLCOMB<br />

Larry Gene Holcomb “Chief,” 67, of London died on Sept. 25,<br />

<strong>2018</strong>, in London. Born on Dec. 11, 1950, in Franklin County, he was<br />

a son of Berneice Luella (Mullins) and Wilbur Lewis Holcomb. Chief<br />

Holcomb spent the first part of his military career during the Vietnam<br />

War. Most of his career was in the Marines, serving all over<br />

the world. He retired from the U.S. Navy. He was preceded in death<br />

by his parents, seven sisters and four brothers. He is survived by<br />

numerous nieces and nephews, including nephew, Moose Van<br />

Hoose, and his beloved cat, Rascal. Per Chief Holcomb’s wishes, a<br />

service was not held. His remains will be buried at sea by the U.S.<br />

Navy, via Camp Pendleton, San Diego, Calif., his last duty assignment<br />

port. The family was served locally by Eberle-Fisher Funeral<br />

Home and Crematory, London.<br />

HAAG<br />

Gary Haag, 82, of Harrisburg died on Oct. 5, <strong>2018</strong>. He was born<br />

on Oct. 26, 1935, in Columbus, Ohio. Gary graduated from Jackson<br />

High School. He retired from Signal Delivery as a truck driver and<br />

from Southwest Public Library. Gary enjoyed working at stockyards<br />

when he was young. He also enjoyed working and attending auctions<br />

and, most of all, spending time with the grandchildren. He was preceded<br />

Chester Lee “Chad” “Captain” Napper, 62, of London died at<br />

1956, in Columbus, Ohio, he was a son of Eddie and Clara (Herman)<br />

Napper. Chester attended Temple of Compassion in Columbus for<br />

14 years, under Evangelist Patricia Turner. Chester retired from Armaly<br />

after 40 years and was also a referee for girls’ softball, boys’<br />

baseball and boys’ football for 19 years. He was married to the love<br />

of his life Mary E. (McClendon) Napper for 39 years. He loved to cook<br />

and was a baker and loved a good book which is the Bible. He enjoyed<br />

yard work, fishing with family and friends. He loved his family<br />

and dog, Ginger, and friends of the neighborhood he loved to tease,<br />

along with special friend, Ron Carlos. He is survived by his children,<br />

Chester Lee A., Mary Lyn and Lelyn A.; grandchildren, Derrick<br />

Wampler, Jazmine Rutherford, Shatayah Minor, Sienna Napper,<br />

Jerell Guisinger and Josiah Napper; great-granddaughter, Olivia<br />

Rutherford; brothers and sisters, Gloria Fuller, Leota Hudson, Ivy<br />

Patricia Harrison Colvin, 91,<br />

of Plain City, Ohio passed away on <strong>October</strong> 8th. She was<br />

born to George Scott Harrison and Lenora Driscoll on<br />

December 15, 1926 in Guernsey County, and was raised<br />

in North Canton, Ohio. She attended the Ohio State<br />

University, and raised her family in St. Clairsville, Ohio.<br />

She had a long career as a public-school teacher in Neffs<br />

and Bellaire, Ohio. She actively served her local<br />

community as a member of the St. Clairsville Red Devils<br />

Moms, The First Presbyterian Church, the Memorial Park<br />

board, and as a volunteer with the Belmont Country<br />

Animal Shelter. She was generous and kind, loved dogs,<br />

and was passionately devoted to the welfare of animals.<br />

She had a great sense of humor, and she will be greatly<br />

missed. In addition to her parents she is preceded in<br />

death by her siblings William Harrison, Kenna Basford,<br />

and Norma Freday; her husband Claude R. Colvin; and<br />

the many dogs and animals who she lovingly cared for<br />

throughout her long life. She is survived by her sons John<br />

and George Colvin of Plain City, and Andrew Colvin of<br />

Slippery Rock, Pa; her daughter-in-laws Tsui Ling and<br />

Lynette; her beloved grandchildren Caleb Harrison Colvin<br />

Mark calendars now for Ag Outlook meeting<br />

The USDA’s Farm Income Forecast report, released in August,<br />

projects that farm income will continue to drop this year.<br />

The U.S. Farm Income in <strong>2018</strong> is forecasted at its lowest dollar<br />

value since 2002, with Ohio farm income mirroring that<br />

trajectory.<br />

Many outside factors influence the farm economy. International<br />

trade agreements, tariffs, the <strong>2018</strong> farm bill, land values<br />

and weather are just a few. While farmers do not have<br />

control over any of these factors, up-to-date information on<br />

these topics can help farmers make better management decisions.<br />

Farmers can get the latest information about these topics<br />

at Ohio State University Extension’s annual Ag Outlook Meeting<br />

on Jan. 17 at Der Dutchman Restaurant in Plain City.<br />

The program begins with breakfast at 8 a.m., followed by<br />

speakers starting at 8:30. The program will conclude by noon.<br />

<strong>Madison</strong> County’s 4-H program will have a new<br />

leader come January.<br />

Kirsten Holt, local 4-H educator for the past three<br />

years, has resigned to pursue another career. Her last<br />

day is Oct. 15.<br />

The Ohio State University (OSU) Extension plans to<br />

post the job opening at jobs.osu.edu by the end of this<br />

month, hold state-level interviews by the end of November,<br />

and hold county-level interviews and make a selection<br />

in December.<br />

“The 4-H educator position can be a big job. We’re excited<br />

to bring someone on board who is really enthusiastic<br />

about 4-H in <strong>Madison</strong> County and building the<br />

program,” said Mary Griffith, <strong>Madison</strong> County OSU Extension’s<br />

agriculture and natural resources educator.<br />

A 4-H educator provides leadership and oversight for<br />

the 4-H program in their county. They make sure advisors<br />

have the tools they need from OSU to lead their<br />

clubs, and they coordinate events, like the annual<br />

Tax practitioners, farmers and farmland owners are<br />

encouraged to connect to the Ag and Natural Resources<br />

Income Tax Issues Webinar on Dec. 17 from 9 a.m. to 3<br />

p.m. The event is sponsored by Ohio State University<br />

Extension and participants can attend the webinar at<br />

host locations around Ohio or connect at home or office.<br />

The webinar focuses on issues specific to farm tax returns<br />

related to agriculture and natural resources, and<br />

county fair, 4-H camp, and awards banquet for 4-H<br />

youth and volunteers.<br />

“Our positions are meant to be about outreach and<br />

education,” Griffith said. “Mine focuses on agriculture.<br />

The 4-H educator position focuses on youth development.<br />

“There are a lot of opportunities to do some different<br />

things with it. For instance, Kirsten started some school<br />

enrichment programs where she went into school classrooms<br />

to teach,” Griffith continued. “It’s up to the 4-H<br />

educator to work with the community to determine<br />

what programs to focus on.”<br />

During the search for a new 4-H educator, Arlene<br />

Duffey, <strong>Madison</strong> County Extension’s office associate,<br />

will handle all 4-H related communications and details.<br />

“She’s been here for 34 years, so she knows the program<br />

inside and out. We’re lucky to have her here during<br />

the vacancy and during the time when the new<br />

educator will be getting started,” Griffith said.<br />

Webinar will cover agricultural tax issues<br />

will highlight key regulations of the Tax Cuts and Jobs<br />

Act related specifically to those income tax returns.<br />

The program is an intermediate-level course for tax<br />

preparers whose clients include farmers and rural<br />

landowners. Farmers who prepare and file their own<br />

taxes will also benefit from the webinar.<br />

West Jefferson several times a week. On<br />

Tuesdays, she’s with a group of friends who<br />

enjoy a cup of joe and lively conversation.<br />

But on Oct. 3 when she and her husband,<br />

Tom, visited the coffee shop, they had a different<br />

mission.<br />

“I wanted to thank them for what they<br />

do,” she said, referring to members of the<br />

West Jefferson Police Department.<br />

Hardy, sitting at one of the tables, talked<br />

about the history of Coffee with a Cop Day,<br />

observed this year for the first time in West<br />

Jefferson.<br />

It began in Hawthorne, a town in southern<br />

California, in 2011 as the police department<br />

there sought to better understand the<br />

needs and concerns of community residents.<br />

Since then, more than 10,000 such events<br />

have been held nationwide. They typically<br />

take place in coffee shops or restaurants.<br />

“It’s a great way for police to talk with<br />

residents and learn what they have on their<br />

minds and share with them what we do and<br />

how and why we do it,” Hardy said.<br />

Building on discipline<br />

Jefferson High School football team, is expanding<br />

across the Jefferson Local School<br />

District to include staff and school board<br />

members.<br />

At their Oct. 8 meeting, board members<br />

approved goals for <strong>2018</strong>-19 to include the<br />

Focus 3 process to improve school culture,<br />

in addition to other initiatives.<br />

“This process will be all-inclusive for all<br />

buildings and all personnel,” said board<br />

President David Harper. “The board will<br />

support the continued focus on academic improvement.”<br />

Superintendent William Mullett said<br />

Focus 3 is a self-improvement process already<br />

in use by football players and coaches.<br />

“About two years ago, we had an in-service<br />

and (the program) seemed to resonate<br />

with us and seemed really efficient,” he reported.<br />

“Ohio State is really deep into it.<br />

“It is about concrete advice, and there<br />

are various steps to the program, such as<br />

the first, which tells you to learn to ‘press<br />

pause’ before saying something or taking action.<br />

Administrators went through two inservices,<br />

and we wanted to bring it to the<br />

whole district.”<br />

Athletic Director Matt Adams said Coach<br />

Shaun Buescher implemented the program<br />

for the benefit of the football team.<br />

“It was a perfect fit for core values,” said<br />

Adams. “It was perfect for not only the<br />

coaches, but players as well. Now the teachers<br />

are going to learn it. I am really excited<br />

to see it happen throughout the district as<br />

well.”<br />

In addition to improving school culture,<br />

the board set two other goals for the current<br />

school year.<br />

They asked the treasurer and superintendent<br />

to provide a comprehensive plan to<br />

address financial stability for the present<br />

year and all those covered in the five-year<br />

forecast.<br />

“The plan will include strategies for our<br />

current and future levies, as well as a needs<br />

assessment to include a master facilities<br />

plan,” Harper said.<br />

Board members are also starting an initiative<br />

to improve and expand public relations<br />

efforts.<br />

“This initiative, in particular, will focus<br />

on a more robust relationship with the village<br />

and any other entity including, but not<br />

limited to, our business community and<br />

other public agencies,” Harper said.

City’s dog park opens<br />

The dog park at the corner of Elm Street<br />

and Keny Boulevard in London is officially<br />

open.<br />

The gates are unlocked, the parking lot<br />

is laid, the rules are posted, and the doggie<br />

bags and trash cans are in place.<br />

“We were hoping to get the water line<br />

run under Elm Street to get the drinking<br />

fountains installed but with how extensive<br />

that project will be, we decided to put the<br />

water line in sometime in the spring,” said<br />

Mayor Patrick Closser at the Oct. 4 city<br />

council meeting.<br />

Progress is being made on another city<br />

parks and recreation project—installation of<br />

a lighted volleyball court at the municipal<br />

swimming pool. The street department has<br />

dug out and leveled the area and the light<br />

poles are up. Installation of the court was<br />

scheduled for Oct. 11 with the fence going<br />

up the week of Oct. 15.<br />

“This will be a great addition to the pool<br />

and our community. I would like to thank<br />

our donor once again for his generosity to<br />

fund this whole project and knowing the importance<br />

of the pool and recreation in London,”<br />

Closser said.<br />

The name of the donor has not yet been<br />

released. The cost of the project is $90,000.<br />

In council action, council members approved<br />

by voice vote a request for a liquor license<br />

for Tony’s Coneys Cafe, which will occupy<br />

the former Cappy’s Pizza building on<br />

Lafayette Street.<br />

Council is considering two changes to the<br />

requirements for individuals appointed to<br />

the city’s Board of Public Utilities (BPU).<br />

Currently, anyone who holds an elective office<br />

or another appointed office of the city is<br />

not eligible for appointment to BPU until at<br />

least one year after the expiration of the<br />

elected or appointed term they are serving.<br />

If the changes are approved, that will no<br />

longer be the case.<br />

The second change under consideration<br />

deals with residency requirements. Currently,<br />

BPU members must be London residents.<br />

The change would open eligibility to<br />

anyone who owns property in the city or<br />

pays taxes to the city.<br />

“It gives us more options,” said Joe<br />

Mosier, safety-service director.<br />

Currently, the three-member BPU board<br />

has two vacancies.<br />

Mosier also reported that the city street<br />

department has officially moved from 103 E.<br />

High St. to the former Ohio Department of<br />

Transportation garage at 1460 State Rte.<br />

42. The fire department is expanding into<br />

the now vacated space on East High.<br />

for 6:30 p.m. Oct. 18 at 6 E. Second St.<br />
