Final remarks<br />
Summing up the features of nuclear power and its potential<br />
for a significant contribution to an answer to the climate<br />
question, the following resumé can be drawn:<br />
Nuclear (fission) power is a highly developed technology,<br />
its added value is quasi-domestic (as the Uranium<br />
fuel is extremely cheap), it is also exportable (if proliferation<br />
issues are satisfactorily solved, as it is the case for most<br />
states).<br />
Besides renewable energies (and CCS) it is the only<br />
carbon-neutral technology for large-scale power generation<br />
and the only one (besides geothermal energy), which<br />
is independent from solar irradiation or weather, thereby<br />
able to provide baseload generation.<br />
Meanwhile, more than 17,800 (reactor) years of operation<br />
have been achieved with only a few major incidents of<br />
which both Chernobyl and Fukushima did arise by wilful<br />
deviation from established safety rules and do not classify<br />
in terms of a probabilistic safety analysis as “residual risk”.<br />
With the exception of Chernobyl, no significant health<br />
damage has arisen from operation (or accidents) of nuclear<br />
power plants (World Health Organisation: www.who.<br />

2<strong>01</strong>30228/en/).<br />
Nuclear power plants underlay scheduled maintenance,<br />
high-thermal fatigue is nowhere the life-limiting parameter<br />
(in contrast to fossil- fired power plants), all wear-<br />
components are regularly exchanged (except the reactor<br />
vessels themselves, these are qualified for 60 to over<br />
100 years). Any nuclear power plant can therefore be<br />
regarded technically as-good-as-new at any point in time.<br />

Thus, the premature shutdown of the 17 German<br />
reactors implies an enormous financial damage (about<br />
200 G€, calculated with a cost advantage of 0.04 €/kWh<br />
over 30 years) to companies and the German society.<br />
Acceptance of nuclear power varies widely over<br />
different countries. Both in Europe and in the industrialised<br />
world the majority of countries pursue a constructive<br />
approach to the use of nuclear power. Key elements for<br />
acceptance are a rational – and in comparison to other<br />
risks quantitative – discussion of (residual) risks and a<br />
political will for implementing a practical solution for<br />
waste disposal.<br />
