Final remarks
Summing up the features of nuclear power and its potential
for a significant contribution to an answer to the climate
question, the following resumé can be drawn:
Nuclear (fission) power is a highly developed technology,
its added value is quasi-domestic (as the Uranium
fuel is extremely cheap), it is also exportable (if proliferation
issues are satisfactorily solved, as it is the case for most
states).
Besides renewable energies (and CCS) it is the only
carbon-neutral technology for large-scale power generation
and the only one (besides geothermal energy), which
is independent from solar irradiation or weather, thereby
able to provide baseload generation.
Meanwhile, more than 17,800 (reactor) years of operation
have been achieved with only a few major incidents of
which both Chernobyl and Fukushima did arise by wilful
deviation from established safety rules and do not classify
in terms of a probabilistic safety analysis as “residual risk”.
With the exception of Chernobyl, no significant health
damage has arisen from operation (or accidents) of nuclear
power plants (World Health Organisation: www.who.
int/mediacentre/news/releases/2013/fukushima_report_
20130228/en/).
Nuclear power plants underlay scheduled maintenance,
high-thermal fatigue is nowhere the life-limiting parameter
(in contrast to fossil- fired power plants), all wear-
components are regularly exchanged (except the reactor
vessels themselves, these are qualified for 60 to over
100 years). Any nuclear power plant can therefore be
regarded technically as-good-as-new at any point in time.
Thus, the premature shutdown of the 17 German
reactors implies an enormous financial damage (about
200 G€, calculated with a cost advantage of 0.04 €/kWh
over 30 years) to companies and the German society.
Acceptance of nuclear power varies widely over
different countries. Both in Europe and in the industrialised
world the majority of countries pursue a constructive
approach to the use of nuclear power. Key elements for
acceptance are a rational – and in comparison to other
risks quantitative – discussion of (residual) risks and a
political will for implementing a practical solution for
waste disposal.
