Aforeign national was<br />

allegedly shot dead<br />

inside his spaza shop in<br />

Khayelitsha, Mlungisi,<br />

last Friday.<br />

Ashebo, 33, from Ethiopia was<br />

found lifeless in a pool of blood<br />

at the entrance of his business<br />

premises at about 11pm.<br />

His friend Teshome Joseph<br />

Fita believes it was an armed<br />

robbery as some items from the<br />

shop were missing. Fita said he<br />

was not at the premises when<br />

the incident occurred and had<br />

received a call from someone in<br />

Nomzamo who had informed<br />

him about the tragedy.<br />

“We saw him lying there with<br />

three gunshot wounds in his<br />

stomach, but there were no<br />

signs of forced entry. I don’t<br />

know what could have<br />

happened because he always<br />

locked the gates. He<br />

sometimes closed very late and<br />

he was usually alone. <strong>The</strong>re<br />

used to be guys with him at the<br />

shop, but they had gone to<br />

Durban about a week ago.”<br />

Fita said there was a knife<br />

near Ashebo’s body and he<br />

believed he might have tried to<br />

defend himself from what<br />

seemed to have been an armed<br />

robber y.<br />

“Shop items, including<br />

airtime cards, cigarettes,<br />

money and a cellphone were<br />

missing and could have been<br />

stolen. <strong>The</strong> sad part is that<br />

there are no cameras or alarm.”<br />

He indicated the deceased<br />

had been running the shop for<br />

some time, but a crime of this<br />

nature was new to them and<br />

came as a shock.<br />

A neighbour, who did not<br />

want to be identified, could not<br />

recall the time but said he was<br />

watching television when he<br />

heard three gunshots. “I looked<br />

out of my window and saw<br />

someone lying on the floor<br />

inside the shop. That’s when I<br />

called the police.”<br />

<strong>The</strong> neighbour said law<br />

enforcement officials took<br />

about 20 minutes to arrive on<br />

the scene.<br />

“I was shaken and scared to<br />

go outside. When I saw the<br />

police were there I came out of<br />

the house and watched from a<br />

d i st a n c e .”<br />

He said the shop owner<br />

normally closed late but had<br />

closed earlier than usual on the<br />

previous day.<br />

Livestock owners urged to use open fields for grazing<br />

Seven goats were found dead in<br />

Mlungisi on Tuesday morning after<br />

they were reportedly struck by<br />

lightning during a heavy storm that hit the<br />

drought-stricken Komani, leaving several<br />

areas awash with water.<br />

Four goat carcasses were found at Save<br />

the Children’s Home centre by a worker who<br />

alerted the police about the incident and<br />

another three were found at Mzingisi<br />

Skweyiya Community Hall in the same area.<br />

Centre administrator Luthando Lingela<br />

said he saw the dead goats in the centre’s<br />

yard when he arrived in the morning to<br />

open the offices and there were already<br />

dogs eating the carcasses.<br />

“<strong>The</strong>re were four goat carcasses in the<br />

yard when I arrived and a pack of dogs<br />

helping themselves. I also learnt a further<br />

three found at Skweyiya Hall. I realised the<br />

goats were probably struck by lightning<br />

because of the way their bodies were torn<br />

open. It was not the way dogs would usually<br />

attack. One goat’s ribcage was totally<br />

ripped open and the others had their gut<br />

contents coming out of the rear end.”<br />

Lingela said he was advised by a ward<br />

councillor to report the matter to the police<br />

and the Komani Society for the Prevention<br />

of Cruelty to Animals (SPCA) before<br />

attempting to remove the carcasses.<br />

“I reported the matter to the police and<br />

was told to approach local livestock owners<br />

to identify the carcasses so that they could<br />

be removed. Not one of all the people we<br />

know who own livestock in this area<br />

claimed ownership and I believe this is<br />

because no one wants to take responsibility<br />

because we have asked them so many<br />

<strong>The</strong> report revealed that<br />

the district fell short of<br />

attaining all its set targets<br />

and corrective measures<br />

were outlined in this<br />

regard.<br />

Out of 137 planned<br />

targets (service delivery<br />

and budget<br />

implementation plan<br />

SDBIP), the district<br />

managed to achieve 87,<br />

while 50 were not<br />

attained. <strong>The</strong> SDBIP for<br />

2018-19 was divided in<br />

terms of the five key<br />

performance areas (KPA)<br />

applicable to local<br />

government, namely KPA<br />

1: Municipal<br />

transformation and<br />

institutional development.<br />

Its main focus is the<br />

provision of support<br />

services internally. <strong>The</strong>se<br />

are chiefly matters of<br />

human resource<br />

provisioning and<br />

development, employee<br />

wellness, information<br />

c o m m u n i c at i o n<br />

technologies, fleet<br />

management services and<br />

legal services.<br />

KPA 2: Basic service<br />

delivery and infrastructure<br />

development. <strong>The</strong> main<br />

focus is on tangible<br />

service delivery matters<br />

such as water and<br />

sanitation, road<br />

maintenance, housing and<br />

town planning services.<br />

KPA 3: Local economic<br />

development. This focuses<br />

on seeking to ensure that<br />

conducive conditions are<br />

created for broader<br />

economic growth and<br />

ultimately boosting the<br />

district economy. <strong>The</strong>se<br />

indicators would focus on,<br />

among others, issues such<br />

as tourism promotion and<br />

development, forestry<br />

programmes, heritage<br />

development, the<br />

Expanded Public Works<br />

Programme (EPWP) and<br />

agriculture.<br />

KPA 4: Municipal<br />

financial viability and<br />

management, focuses on<br />

the internal financial<br />

management processes.<br />

This would focus on<br />

matters relating to budget<br />

development, supply<br />

chain management<br />

issues, asset management<br />

as well as income and<br />

expenditure management.<br />

KPA 5: Good<br />

governance and public<br />

participation, focuses on<br />

matters such as public<br />

participation, stakeholder<br />

engagement, customer<br />

care, performance<br />

management, the<br />

effectiveness of oversight<br />

structures, internal audit<br />

matters, risk management<br />

and communications.<br />

<strong>The</strong> performance rating<br />

attained as per the<br />

above-mentioned KPAs<br />

was: municipal<br />

transformation and<br />

o r g a n i s at i o n a l<br />

development 50%, basic<br />

service delivery 68%, local<br />

economic development<br />

95%, financial<br />

management and viability<br />

43% and good governance<br />

and public participation<br />

67 % .<br />

<strong>The</strong> overall performance<br />

of the district for the six<br />

months indicates a 9%<br />

decline when compared<br />

with the recorded<br />

performance in the<br />

previous financial year at<br />

the same period which<br />

was 77%.<br />

<strong>The</strong> report outlined key<br />

challenges that contributed<br />

to the decline in<br />

performance, which<br />

included the construction<br />

of water and waste water<br />

projects which were<br />

behind schedule in terms<br />

of progress. Interventions<br />

were in place to ensure an<br />

improved performance.<br />

In terms of Section 72<br />

(1) (a) of the Local<br />

Government: Municipal<br />

Finance Management Act,<br />

(Act 56 of 2003) also<br />

known as the MFMS, the<br />

accounting officer must<br />

assess the performance of<br />

the municipality during<br />

the first half of the<br />

financial year and submit<br />

a report on such<br />

assessment to the mayor,<br />

the national treasury and<br />

the relevant provincial<br />

treasur y.<br />

Stakeholders in the<br />

district are apprised on the<br />

municipal performance on<br />

a quarterly basis through<br />

the IDP representative<br />

forum. CHDM encourages<br />

attendance at such<br />

meetings which are not<br />

only informative, but also<br />

provide an opportunity for<br />

participants to hold the<br />

municipality accountable.<br />

ANC ward councillor Mncedisi Mbengo<br />

said the incident was a good lesson for<br />

livestock owners who have been regularly<br />

urged by Enoch Mgijima Local Municipality<br />

(EMLM) officials to use open fields as<br />

grazing land for animals.<br />

“<strong>The</strong> centre has had an issue of animals<br />

forcefully entering the premises and<br />

destroying things. This should a good<br />

lesson for all livestock owners to take care<br />

of their animals and ensure they feed in<br />

spaces reserved for them. I will be in<br />

contact with the local authority and make<br />

an arrangement for the carcasses to be<br />

removed since there has not been anyone<br />

brave enough to claim them.”<br />

Arrests for<br />

vehicle theft<br />

Last Tuesday afternoon, Red Guard response officers<br />

attended to a panic alarm at a shop, operations manager<br />

Willie Reinecke told <strong>The</strong> <strong>Rep</strong>.<br />

<strong>The</strong>y apprehended a suspect on site who had broken the<br />

glass door of the fridge. He was handed over to the police.<br />

On Thursday night, the security officer on duty at the<br />

municipal parks heard noises and, upon investigation, he<br />

found four suspects raping a woman. He called for<br />

assistance and response officers managed to apprehend<br />

one of the four, who was handed over to the police.<br />

In the early hours of Saturday morning, the company’s<br />

24-hour control room received a call regarding a motor<br />

vehicle that had been stolen at the Queenstown Bowling<br />

Club.<br />

A response officer on patrol in Blue Rise saw the stolen<br />

vehicle being driven out of town in the direction of Lady<br />

Frere. He followed the vehicle and called for assistance. <strong>The</strong><br />

response officers managed to stop the vehicle and<br />

apprehend one of three suspects, who was handed over to<br />

the police.<br />

After further investigation, the police made more arrests<br />

and other stolen vehicles were also recovered in Lady Frere.<br />

This is reported to be a syndicate who had been stealing<br />

vehicles over a period in Komani and taking them to Lady<br />

Fr e r e .<br />

At mid-morning, response officers attended to a panic<br />

alarm at a clothing store. <strong>The</strong> response officer apprehended<br />

a suspect for theft from the shop and handed him over to<br />

the police.<br />

On Sunday evening, response officers attended to an<br />

alarm at a furniture store, only to discover that a taxi had<br />

driven into the store. <strong>The</strong> response officers had to remain<br />

on site to stop people from entering the store and prevent<br />

the theft of furniture and equipment. <strong>The</strong>y remained on site<br />

for almost an hour until the store manager arrived and a<br />

security officer was posted on site.<br />

trafficking a 12-year-old girl,<br />

was again postponed on<br />

M o n d ay.<br />

<strong>The</strong> alleged incident<br />

occurred in Whittlesea in<br />

2016.<br />

<strong>The</strong> postponement was<br />

due to an interpreter failing<br />

to arrive on the day of the<br />

trial. After several attempts<br />

were made to contact the<br />

interpreter, he informed the<br />

prosecutor, Nkosinathi<br />

Faxa, that he was out of the<br />

countr y.<br />

<strong>The</strong> case was then<br />

moved to Tuesday with<br />

arrangements to find an<br />

alternative interpreter.<br />

However, that did not<br />

succeed.<br />

Komani joins national Cosatu march<br />

Hundreds of Cosatu affiliated<br />

workers, including school teachers,<br />

joined in the national march against<br />

unemployment, corruption and the<br />

privatisation of state-owned entities,<br />

among others, to attract the attention<br />

of the national government.<br />

<strong>The</strong> march started from the Thobi<br />

Kula Indoor Sports Complex where a<br />

litany of speakers addressed the<br />

masses about the event and its<br />

purpose, before they marched to the<br />

town hall where a memorandum of<br />

demands was handed over.<br />

Mkhawuleli Maleki said the purpose<br />

of the march was to put pressure on<br />

streets, yards and even going<br />

inside some houses.<br />

Residents, including children,<br />

had to use buckets to remove<br />

water from inside their homes<br />

and vehicles could not access<br />

Agget Street as it was covered<br />

by water. <strong>The</strong> stormwater drains<br />

were blocked, thus resulting in<br />

the government and private sector to<br />

try to curb the country’s economy<br />

from dwindling further, caused by<br />

population growth.<br />

Maleki said many people,<br />

especially the youth, were<br />

discouraged from finding jobs<br />

because they did not get responses<br />

when they submitted a p p l i c at i o n s .<br />

“<strong>The</strong>re is also a high rate of<br />

retrenchments in state-owned<br />

companies and the government<br />

intends to privatise them. We have<br />

experience of this and it is a bad<br />

decision because it leads to job<br />

losses and government services<br />

which citizens received at a low price<br />

would increase, thus marginalising<br />

the poor. When other countries look<br />

at the state of our economy and the<br />

the flooding.<br />

Ezibeleni resident Siziwe<br />

Tyalana is concerned about the<br />

issue and said the floods caused<br />

problems because there were<br />

elderly people living in the area<br />

who would be stuck in their<br />

flooded houses when it rained<br />

h e av i l y.<br />

“We arrived in Ezibeleni in<br />

1974 and have always had this<br />

problem. Mayors and councillors<br />

have come and gone, leaving us<br />

with empty promises each time.<br />

At some stage the local authority<br />

promised to move us to another<br />

area for a while and rebuild our<br />

houses properly, including fixing<br />

the stormwater drainage which is<br />

the root of this problem.<br />

“Families have to change their<br />

furniture on a regular basis as it<br />

is damaged by water.<br />

“We have pensioners and<br />

electricity situation at Eskom, they<br />

are discouraged from investing here.”<br />

He said if the government<br />

implemented the decision to privatise<br />

Eskom and other entities, it would<br />

lead to many people losing their jobs.<br />

“If there are a few employed<br />

people in a country and the rest are<br />

unemployed, a large portion of tax<br />

would go to paying grants. This will<br />

lead to tax increments.”<br />

ANC provincial secretary Lulama<br />

Ngcukaitobi said the party supported<br />

the cause of the workforce because<br />

unemployment was the starting point<br />

of problems faced by society and the<br />

country as a whole.<br />

“<strong>The</strong> president made many<br />

commitments during <strong>2019</strong>’s job<br />

summit and we need all partners to<br />

some children who do not have<br />

parents or they are unemployed,<br />

so you can imagine their living<br />

conditions when their only<br />

furniture is damaged.<br />

“Our councillor also lives here,<br />

but is not directly affected, so<br />

the residents believe he does not<br />

care. No one in the municipality<br />

is willing to step up and come to<br />

our aid, all their want is our<br />

v ot e s , ” Tyalana said.<br />

Resident Nombeko<br />

Mfengwana said she lived with<br />

her 81-year-old asthmatic mother<br />

whose health issues became<br />

worse each time there was rain<br />

due to water flooding their home.<br />

“For us it is not even an issue<br />

of the water coming through the<br />

small opening below the door, it<br />

comes through the foundations<br />

of the house. This results in our<br />

wardrobes, wall unit, fridge and<br />

come on board and support the<br />

cause to end unemployment. <strong>The</strong><br />

ANC aims to firstly get rid of all<br />

persons who have been proved to be<br />

corrupt and squandering government<br />

money. We were the first to support<br />

the Zondo Commission into state<br />

beds being soaked and<br />

eventually damaged. This is not<br />

a once-off thing, it has been<br />

going on for decades. I cannot<br />

even remember how many times<br />

we replaced furniture because of<br />

this.”<br />

Mfengwana said she would be<br />

forced to skip work the following<br />

day so that she could take out all<br />

the furniture and get everything<br />

dried, an activity which would<br />

see her lose R100 from her<br />

p ay m e n t .<br />

Mtola said the municipality was<br />

to blame because it was due to<br />

the damaged roads and drainage<br />

system that water came<br />

streaming into people’s homes.<br />

<strong>The</strong> manager in the office of<br />

the mayor, Butsha Lali, did not<br />

respond to a query sent to him<br />

by the time of going to print.<br />

STUT TERHEIM – Big news in the world of<br />

Rotary this week, is that the District<br />

Governor (DG) of district 9370, Gianna<br />

Doubel from Port Elizabeth visited the<br />

Rotary Club on Thursday evening. For<br />

those not familiar with Rotary, this is a<br />

very auspicious occasion, especially in a<br />

district that reaches from Lesotho, Natal<br />

and all the way down through the Border<br />

region. It is massive, so when DG Gianna<br />

came to Stutt, it caused great excitement.<br />

She brought a message of inspiration: to<br />

share in the global, non-partisan message<br />

of world-wide friendship and kindness that<br />

is Rotary. She urged Rotarians to not only<br />

be inspired, but to be the inspiration of<br />

those around them.<br />

With her was the Rotary Anns’ Dist rict<br />

Governor, Karin Shaw, who presented an<br />

update on the Anns organisation. Stutt’s<br />

Rotary president Ian Henderson presented<br />

a fine report of the activities of the club<br />

over the past year with an emphasis on<br />

ser vice.<br />

Dylan Potter and Elizabeth Pickering<br />

also made an appearance on behalf of the<br />

Interact Club, sharing their goals and<br />

objectives for the Interactors over the<br />

coming year.<br />

THE Interact Club began its year officially<br />

last Thursday in the school library. In a<br />

meeting attended by the principal and<br />

representatives of the various charities<br />

that the Interactors have identified, they<br />

laid out their mission and action plan for<br />

the next two years. <strong>The</strong> charities with<br />

whom Interact will work are Stutterheim<br />

High School (since charity begins at<br />

home), Amahlathi SPCA, Amatola Haven,<br />

Open Arms Children’s Home and Kusile<br />

Wo m e n ’s Empowerment.<br />

<strong>The</strong> idea is to broaden the existing<br />

relationships between the Interactors and<br />

their chosen causes and to develop links<br />

with other charities, new to Interact. Each<br />

of the organisations present at the<br />

meeting was most gratified to be present<br />

and Nonfunekela Selaze of Kusile made an<br />

inspiring speech at the close of the<br />

meeting expressing her heartfelt wishes<br />

for the continuation of the successful<br />

r e l at i o n s h i p .<br />

<strong>The</strong> committee was also announced at<br />

this meeting with a dynamic and<br />

enthusiastic group of students taking on<br />

leadership roles in Interact.<br />

ON Friday afternoon, the Stutt High<br />

prefects travelled to Lilyfontein School<br />

near East London for the annual<br />

leadership social run by that school’s<br />

adventure department. As always the day<br />

was an unmitigated success and every<br />

one of the prefects had an absolute blast<br />

completing activities that tested their<br />

leadership skills, their teamwork abilities,<br />

physical and mental stamina and pure,<br />

old-fashioned determination.<br />

Schools such as Gonubie High, Hudson<br />

Park, Dale College and George Randall<br />

attended the social and, since the teams<br />

were all muddled up, friends were made<br />

from many different schools and<br />

backgrounds. This interaction between<br />

schools was a successful initiative<br />

promoting social cohesion and cementing<br />

camaraderie between pupils who share<br />

the common goals of leadership and<br />

teamwork.<br />

SHARON Parker is ‘at it’ again. Each<br />

afternoon the SADS (Stutterheim Amateur<br />

Dramatic Society) theatre is filled with the<br />

bustling feet of excited youths and the<br />

heavier steps of enlivened adults.<br />

Practices for her next production, made up<br />

of excerpts from musicals, are underway<br />

and preschoolers to pensioners are being<br />

roped in for the production.<br />

Sharon is no doubt under a lot of<br />

pressure but, knowing her, Stutt has full<br />

confidence that whatever she takes on will<br />

invariably turn to gold. <strong>The</strong> production is<br />

slated to open in May.<br />

THE country club played an exhilarating<br />

game of cricket against YADAC club on<br />

Saturday and won by 210 runs. Although<br />

Michael Dugmore scored a rather handy<br />

73, the man of the match was Ryan<br />

Pickering who scored 70 and took five<br />

wickets - a well deserved accolade.<br />

On the golf front, the weekend was<br />

taken up by the captain’s golf day which<br />

drew a large crowd of enthusiastic golfers.<br />

earmarked to be the beneficiaries of<br />

finances from this organisation. <strong>The</strong>ir first<br />

donation was to Amatola Haven the<br />

retirement village, which received a<br />

cheque for R25,000.<br />

function, a comprehensive overview of<br />

struggle to get themselves to<br />

the toilet, an invention she<br />

said was inspired by<br />

overweight people in her<br />

Khanyisa Nyeka said the<br />

commode was needed in<br />

hospitals and homes where<br />

sick and elderly people<br />

struggled to get to the<br />

b at h r o o m .<br />

“Hospitals normally use<br />

bedpans or nappies which are<br />

expensive, especially for<br />

people who take care of sickly<br />

loved ones at home. <strong>The</strong><br />

commode is portable, easy to<br />

clean compared to a nappy<br />

and will save money.”<br />

Nyeka said she was assisted<br />

by the Chris Hani District<br />

Municipality in 2017 which<br />

paid for the fees for an<br />

infections were the most<br />

prevalent health ailments<br />

experienced by primary<br />

which is a tombstone that can<br />

On Wednesday evening,<br />

the news editor of this<br />

publication sat in the<br />

midst of some of the most<br />

influential members of the<br />

Komani community.<br />

Businesspeople,<br />

professionals, civic<br />

o r g a n i s at i o n s ’ leaders and<br />

members, the farming<br />

community, as well as<br />

members of the media.<br />

<strong>The</strong> aim of the gathering<br />

was to take leadership by<br />

building unity with a purpose<br />

to help revitalise the<br />

municipality and the<br />

communities it serves.<br />

<strong>The</strong> consensus among the<br />

attendees was that the Enoch<br />

Mgijima Local Municipality is<br />

in a state of collapse.<br />

Matters of concern included<br />

the billing system used by the<br />

municipality, lack of<br />

investment and the<br />

indust rialisation of the<br />

Queendustria, to name a few.<br />

After sharing ideas on how<br />

to engage and help the<br />

municipality, more than 10<br />

people were nominated to<br />

form a working committee of<br />

about eight members.<br />

While this newspaper<br />

supports any efforts to<br />

improve the current state of<br />

affairs in Komani, it would be<br />

expected of the media to<br />

exercise caution so as not to<br />

be seen to be taking any<br />

one’s side, anticipating that<br />

the municipality may raise<br />

questions about a campaign<br />

that it may see as one that<br />

seeks to interfere in its<br />

a f fa i r s .<br />

Efforts to beautify and<br />

make Komani a better place<br />

mean well and this<br />

newspaper supports such.<br />

It is indeed true that it<br />

would be foolhardy to expect<br />

those in leadership to carry<br />

on leading us even if we feel<br />

we are being led astray.<br />

With the national elections<br />

coming up in just a couple of<br />

months’ time, any attempts<br />

by the community to take<br />

leadership and make its voice<br />

heard before it’s too late is a<br />

move in the right direction.<br />

<strong>The</strong> current state of affairs<br />

in this country demands that<br />

we as citizens call those in<br />

power to order.<br />

Komani is a beautiful town<br />

with passionate people and it<br />

would be a shame if its<br />

citizens did nothing even<br />

when things do not seem<br />

right.<br />

As <strong>The</strong> <strong>Rep</strong>, we look<br />

forward to the work of the<br />

new committee and<br />

encourage the team to<br />

engage the municipality in<br />

helping to set it on the right<br />

p at h .<br />

Lights out<br />

We have been hit by sudden stage 4<br />

load-shedding for reasons no one<br />

seems to be quite sure of.<br />

President Ramaphosa, astonishingly,<br />

said, “That comes as quite a shock. It<br />

is reported that there are six units<br />

down – that is most worrying, most<br />

d i st u r b i n g , ” during a live Twitter<br />

broadcast. Imagine, this is coming<br />

from a person who should know many<br />

things that are happening in the<br />

country, he is the<br />

president after all,<br />

isn’t he? This is a<br />

person who was<br />

assigned by the<br />

then president<br />

Jacob Zuma to<br />

head a committee<br />

that was specifically tasked to look at<br />

State Owned Enterprises and find<br />

solutions to the myriad of problems<br />

that had engulfed them.<br />

A year later, after becoming<br />

president, he is shocked at the<br />

parlous state of the very SOE he was<br />

tasked to rescue. One can only<br />

surmise that when he was deployed<br />

to fix these SOEs, it was either a<br />

publicity exercise by Zuma to appear<br />

that he was doing something, or he<br />

was sleeping on the job, or he had no<br />

clue about what he was doing.<br />

Incredibly, the minister in charge of<br />

public enterprises, Pravhin Gordhan,<br />

has blamed what he calls bad design<br />

and construction of both the Medupi<br />

and Kusile power stations. Cosatu<br />

president Zingiswa Losi suspects that<br />

sabotage by Eskom senior<br />

management could be the reason<br />

behind the latest power outages.<br />

<strong>The</strong> acting ANC spokesperson Zizi<br />

Kodwa also weighed in with, “<strong>The</strong><br />

coincidence is suspicious. This comes<br />

a few days after the president made<br />

very bold statements during the State<br />

of the Nation Address about growing<br />

the economy and boosting<br />

i n v e st m e n t . ”<br />

One thing politicians love is a<br />

conspiracy. Why would Eskom<br />

executives employed to keep the<br />

lights on deliberately sabotage their<br />

own employment by doing something<br />

opposite to what<br />

they are<br />

employed to do?<br />

Who would gain<br />

politically out of<br />

this embarrassing<br />

and economically<br />

crippling<br />

load-shedding? It is clear none of the<br />

politicians actually know what is<br />

happening at Eskom, but do not want<br />

to appear useless by coming out and<br />

saying so.<br />

Eskom, like many other SOEs, is<br />

not geared towards efficiency and<br />

profitability. Many of them like Denel,<br />

Transnet, the SABC and SAA have<br />

been black holes for taxpayers’<br />

money and there seems to be no end<br />

in sight.<br />

At some point we will have to draw<br />

a line in the sand and say no more.<br />

We can’t keep throwing billions into a<br />

pit with negligible returns and little<br />

prospect of a lasting solution. We<br />

might just have to look into the<br />

possibility of throwing in the towel<br />

and sell some and relieve the<br />

taxpayer from having to sink in<br />

further billions. Will the ANC have the<br />

stomach for such a bold move?<br />

Certainly not in an election year, but<br />

will they ever?<br />

A: I am a teacher at Southbourne<br />

grades 4 and 5 English home<br />

Q: What inspires you?<br />

A: This week I have been very<br />

inspired by one of our grade 4<br />

pupils. She is a person with<br />

albinism, and as a result she has a<br />

serious visual disability. This<br />

causes a lot of every day problems,<br />

but whenever you see her she is<br />

always smiling and so happy to be<br />

at school and learning. She is one<br />

of the most kind-hearted, positive<br />

people I have ever met.<br />

Q: Your favourite destination?<br />

A: <strong>The</strong> farm where I grew up.<br />

Nothing beats that fresh air and<br />

tranquil beauty.<br />

Q: Do you have a hobby and if so<br />

what is it?<br />

A: I enjoy taking photographs<br />

and videos and editing and<br />

creating things with them. I also do<br />

a bit of design work on the side.<br />

Q: What makes you angry and<br />

what makes you happy?<br />

A: My family makes me happy. I<br />

have grown up in a big family that<br />

know who to vote for because<br />

it seems there is a lot of talk,<br />

but nobody is doing anything.<br />

many job opportunities.<br />

Q: Are you proudly South African<br />

and why?<br />

A: Yes. I was born in South Africa<br />

and it will always be home to me<br />

so I want the best for our country.<br />

Q: What advice would you give to<br />

your younger self?<br />

A: Don’t take every opinion and<br />

piece of advice too seriously. Listen<br />

to the people who really care about<br />

and know you best.<br />

Councillor is failing Ilinge people<br />

Wandile Manyinyi writes: An entrepreneur who<br />

wanted to apply and reopen a petrol station in Ilinge,<br />

is fed up and withdrawing his plans, due to<br />

struggling with the area’s ward councillor.<br />

Businessman Wandile Manyinyi said his attempt<br />

to have the community meeting by the councillor,<br />

Mzwandile Thobe, failed. <strong>The</strong> proposal to reopen the<br />

petrol station in Ilinge was made in October 2018.<br />

On <strong>February</strong> 5 <strong>2019</strong>, the councillor visited me and<br />

told me he is not going to organise the community<br />

meeting; I must organise it myself – or else deal<br />

with his junior structures, the ward committee. I felt<br />

this is a huge project for the councillor not to<br />

participate in to help development his area. He said,<br />

I can do anything if I want to, he is not interested.<br />

<strong>The</strong> requirement was as follows: <strong>The</strong> councillor<br />

was to organise a community meeting; the minutes<br />

of the meeting was to be held by the councillor; the<br />

attendance register of the community meeting held<br />

<strong>The</strong> brown, warming spice of nutmeg<br />

Currently, I have withdrawn my proposal for<br />

development in Ilinge township.<br />

I will resume my proposal to reopen the petrol<br />

station and the installation of Telkom landlines for<br />

fax purposes after the general election in May <strong>2019</strong>,<br />

with the hope that those proposals will not fall on<br />

deaf ears.<br />

I am so disappointed by the refusal for the<br />

development by the leading structure.<br />

In my experience of working for 33 years in<br />

different structures in all provinces in the country, I<br />

achieved success for the companies I worked for.<br />

During my seven years back at home, I have<br />

changed the lives of the community for the better.<br />

Even today, all the households in the community are<br />

benefiting from what I do in the area.<br />

purposes, the upgrading of roads, see to the water<br />

supply, the stadium and more developments for the<br />

community, including attending to jobs issues.<br />

In the past seven years back here, I have done the<br />

huge developments alone.<br />

More can be done if I am given a chance to take<br />

Ilinge into the spotlight for the community, and that<br />

can only be done by the voting in of the ruling party<br />

in May.<br />

Blocking development is as bad as the state<br />

capture, although it differs in degrees.<br />

I am the candidate to take the reins and lead the<br />

community into the right direction where necessary<br />

after the election.<br />

faces and a spring in many a step, although the<br />

drought has a very long way to go before being<br />

likely to continue on Friday, when there is a good<br />

chance of a little rain. As can be expected,<br />

humidity will be high and temperatures will vary<br />

minimum temperature will be 14°C and there will<br />

Pupils’ ecobricks drive to build bus shelter<br />

Stepping Stone Junior School is<br />

contributing towards a clean environment<br />

by collecting non-biodegradable waste to<br />

make ecobricks that will help build the<br />

school a bus shelter.<br />

Teacher Antoinette van Greunen said<br />

the school started working on this project<br />

in January when they collected empty 2l<br />

bot tles and used a wooden stick to<br />

compress waste in the bottle. <strong>The</strong><br />

ecobricks can then be used to build a<br />

structure, including furniture.<br />

“<strong>The</strong> initial idea was to make the<br />

children aware of our environment and to<br />

tackle the plastic problem. <strong>The</strong> bottles<br />

are waterproof, they don’t disintegrate<br />

and last for a very long time without<br />

maintenance. Some people fill the bottles<br />

with different colours to give them more<br />

effect, but we use whatever we have.”<br />

She said the school was planning to<br />

collect 270 ecobricks to build benches for<br />

the school bus shelter. “We want to make<br />

a 23-seater bus shelter with walls and we<br />

have 25 at the moment. According to<br />

research, three full black bags of plastic<br />

material can fill one bottle and since I<br />

started collecting these, I have reduced<br />

the amount of waste at home too.”<br />

She said they had encouraged pupils<br />

to collect waste in their communities and<br />

indicated that they worked on the project<br />

every Friday with the help of grade 7<br />

pupils.<br />

“We are trying to teach the pupils how<br />

to take care of the environment instead<br />

of leaving discarded waste. We even<br />

have non-recyclable and recyclable bins<br />

outside the school and are hoping to<br />

promote this at home too.”<br />

She said the school had established an<br />

inter-class competition to make the<br />

project exciting for the pupils as the class<br />

collecting the most non-biodegradable<br />

waste will be treated to a party.<br />

“This is to motivate the pupils to<br />

collect and make as many ecobricks as<br />

they possibly can.”<br />

Grade 7 pupil Ovayo Mkefa said he was<br />

excited to be part of a project that brings<br />

about change in society. “This<br />

contributes towards a clean environment<br />

and I am not only doing it here at school,<br />

I am also doing it at home. We want to<br />

build furniture so that other children can<br />

benefit from this,” said Mkefa.<br />

CHUX FOURIE<br />

<strong>The</strong> congregation of the<br />

Wesley Methodist Church<br />

has a new shepherd and<br />

she comes in the diminutive<br />

shape of Linda Madliki.<br />

Linda grew up in East<br />

London and attended school in<br />

Mdantsane after which she<br />

enrolled to study for a BComm<br />

at the East London campus of<br />

Fort Hare University. She did<br />

not complete the course and<br />

instead went to train as a<br />

nurse at Cecilia Makiwane<br />

Hospital. However, she suffered<br />

so much ill-health that she had<br />

to give that up after two years.<br />

While at Fort Hare she<br />

became pregnant with her first<br />

child, a daughter who is now<br />

35, and during her nursing<br />

stint she had a son.<br />

From 1989 she studied at the<br />

Dr WBRubusana College of<br />

Education in Mdantsane to<br />

become a high school teacher<br />

of maths, mostly for grade 8 to<br />

12. Various teaching posts<br />

followed and it was during this<br />

time that she became a local<br />

p r e a c h e r.<br />

In 2001, she was first called<br />

to the ministry, “But I was<br />

afraid and I refused outright,”<br />

she says.<br />

Linda explains, “I saw my<br />

late mother in a dream. We<br />

were travelling together in a<br />

boat and she was just smiling,<br />

not speaking. When we came<br />

ashore she motioned for me to<br />

get out then pointed towards a<br />

hall. I went to the hall and<br />

found it was full of ministers. I<br />

was terrified by the sight of all<br />

those people in long black<br />

robes and white collars and I<br />

could not bring myself to join<br />

them.<br />

“I returned to the boat, but<br />

when I got there both my<br />

mother and the boat had<br />

disappeared. I also found that<br />

the moment I turned my back<br />

on the hall my legs could no<br />

longer carry me and I had to<br />

crawl. Yet I still said to God I<br />

can’t do this.”<br />

This dream recurred from<br />

time to time and in 2004 she<br />

went to speak to Bishop<br />

Mthobeli Matyumza about it<br />

and he confirmed her calling.<br />

He was supervisor of studies at<br />

the <strong>The</strong>ological Education by<br />

Extension College, which is like<br />

a correspondence college in<br />

Johannesburg and immediately<br />

asked her to enrol.<br />

So she started taking<br />

courses while she was still<br />

teaching and became a<br />

candidate for the ministry in<br />

2007. Although she failed that<br />

year, the bishop again<br />

supported her and talked her<br />

into coming back and she<br />

passed the following year.<br />

In 2009, she was stationed<br />

at Delareyville for a year until<br />

she went to attend the<br />

seminary in Pietermaritzburg<br />

for a BTh in Ministry.<br />

<strong>The</strong>re followed a time in<br />

Swaziland, during which her<br />

house in Amalinda burnt down<br />

and she lost everything she<br />

owned.<br />

She has since served in<br />

Tsomo and Tsojana and<br />

eventually arrived at Wesley in<br />

December 2018 where she<br />

conducted her first three<br />

services on Christmas Day – at<br />

Wesley, St John’s and Victoria<br />

Pa r k .<br />

Asked what she liked to do<br />

when she had free time, Linda<br />

replied, “Eish, I’m a readaholic,<br />

a real bookworm, especially<br />

theological books.”<br />

She also loves to spend time<br />

with her family and when she<br />

does cook, it is very often just<br />

vegetables.<br />

“I can go a month without<br />

m e at , ” she says.<br />

In the church her special<br />

areas of interest are children,<br />

the youth and the elderly and<br />

the teaching that goes with<br />

them.<br />

“I am a very prayerful<br />

person, my life is centred<br />

around prayer, perhaps<br />

because I come from a very<br />

religious family,” she says,<br />

adding that she likes mixing<br />

with people, and gets along<br />

with most.<br />

She says the people of<br />

Komani have been very<br />

welcoming and friendly and<br />

she has an earnest hope for<br />

there to be unity in the circuit.<br />

“We had an integrated service<br />

at my induction when all<br />

assembled at Wesley and we<br />

all enjoyed each other’s<br />

company and the liturgy was<br />

integrated, both in English and<br />

isiXhosa.<br />

“If unity can be attained, I will<br />

have achieved my ambition.”<br />

glued to the big screen in a live<br />

broadcast viewing of the state of the<br />

nation address (Sona) at the school last<br />

week, in a nationwide programme that was<br />

initiated by the Government Information and<br />

Communication System (GCIS).<br />

GCIS provincial and local liaison L wa n d o<br />

Helesi said GCIS’s mandate was to ensure<br />

people were informed about governmental<br />

plans and programmes and the live<br />

broadcast viewings were there to mobilise<br />

community members to be part of an<br />

engagement session.<br />

principal Yvette Kleinsmith walked the<br />

school corridors for the last time after<br />

her recent retirement.<br />

Kleinsmith, who was at the school<br />

for 25 years, said her passion for<br />

educating the black child is what kept<br />

her at school. Her career started when<br />

she finished a BA degree at the<br />

University of Western Cape in 1978<br />

and went to teach at Arcadia High in<br />

Bonteheuwel, Cape Town<br />

She moved to Komani and obtained<br />

a substitute post at Maria Louw.<br />

“I started working at John Noah in<br />

i n fo r m at i o n . ”<br />

Helesi said the programme was in<br />

partnership with various stakeholders, such<br />

as Chris Hani District and Enoch Mgijima<br />

Local Municipality (EMLM), Chris Hani<br />

Development Agency, Avenir Media House<br />

and the Eastern Cape Information<br />

Technology Initiative.<br />

“<strong>The</strong>se stakeholders were there to present<br />

career opportunities and provide information<br />

on programmes offered by these<br />

depar tments.<br />

“We want them to take action and<br />

effectively plan their future and not wait<br />

until they get to tertiary institutions.”<br />

Grade 12 pupil Nasiphi Matshikiza said<br />

the president’s address was encouraging.<br />

“It was educational and it shows that<br />

there is going to be change. We are grateful<br />

1993 when the school only had three<br />

standards. I went back to Cape Town<br />

in 1994 to teach at Gugulethu<br />

Comprehensive but that didn’t work<br />

out so I came back on depression<br />

leave on the advice of a psychiatrist.<br />

“I started teaching again in 1995. I<br />

taught Afrikaans second language to<br />

the first group of matriculants at John<br />

Noah High and out of 75 pupils, 74<br />

passed with A-aggregates.”<br />

Kleinsmith said when Afrikaans was<br />

removed from the curriculum, she<br />

started teaching technology. During<br />

those years, the school had 37 staff<br />

members with an enrolment of 1,500<br />

pupils. She had also served two terms<br />

for these programmes because they are<br />

informative and since we are not exposed to<br />

such information these visits are crucial.”<br />

Another pupil, Sinayo Ndlela, said he was<br />

happy to hear the mention of access to<br />

tablet devices for pupils.<br />

“I was also happy to hear that taverns and<br />

liquor outlets situated near schools were<br />

going to be closed.”<br />

Heerden highlighted some of the issues that<br />

Ramaphosa had mentioned in his speech,<br />

including corruption and drug abuse.<br />

“I appeal to young people to refrain from<br />

drugs. <strong>The</strong> president mentioned there are<br />

plans in place to improve the education<br />

system and the challenge of youth<br />

unemployment,” said Van Heerden.<br />

LAST RESPECTS: Staff and pupils at Queen’s College Boys Primary School<br />

recently honoured the four Driehoek High School students who lost their<br />

lives when a walkway collapsed at their school in Vanderbijlpark two<br />

weeks ago. “As a school, we also prayed for the recovery of the students<br />

who were injured. We were reminded how we need to care for others and<br />

live each day to the fullest. Our thoughts and prayers are with the entire<br />

Maqhashalala encouraged matric pupils<br />

to identify their priorities and values<br />

ahead of their final examination.<br />

Maqhashalala, who is based in<br />

Johannesburg, was hired to speak to<br />

local pupils by Nonesi Mall which<br />

decided to play its role in making<br />

education a societal matter.<br />

“My message focused on priorities<br />

because young people often do not<br />

know how to identify them, considering<br />

the fact that they do not have the luxury<br />

of time before they complete the matric<br />

as regional treasurer for Sadtu and<br />

was involved in other social<br />

programmes, including sport.<br />

After years in the field, the mother<br />

of three said it was time to retire and<br />

travel plans were in the pipeline.<br />

“It was not an easy road. I thank my<br />

family and true friends for being with<br />

me throughout the journey. I will<br />

relocate to Port Elizabeth and will be<br />

visiting a friend in Australia soon.<br />

“My three boys – Dieter, Brian and<br />

Jermaine – are planning to take me to<br />

Switzerland for my 60th birthday and I<br />

will be going to Thailand to visit family.”<br />

In a video taken during her last<br />

assembly, principal Samkelo Maka<br />

<strong>The</strong> speaker believed young people<br />

were distracted by peer pressure and<br />

the latest trends.<br />

“High school pupils tend to not want<br />

to be left behind, especially in any<br />

activities that include friends, fashion or<br />

any other mainstream activity within<br />

their environment. This leads them to<br />

miss out on their studies.”<br />

She said leading the pupils to know<br />

their values would make it easier for<br />

them to remove the destructive activity<br />

which preyed on their studies.<br />

“<strong>The</strong> responses I received from pupils<br />

and school staff has been great, which<br />

is quite exciting. However, you can only<br />

measure the impact after the matric<br />

expressed gratitude for her diligence<br />

and wished her well.<br />

“You have displayed expertise at the<br />

school and have exposed us to a lot of<br />

things. As a principal, it was a<br />

privilege and honour to have worked<br />

with you. You have been through a lot<br />

and we thank you for the support and<br />

encouragement. For the good and the<br />

bad times that we have shared.<br />

This is a career well led. You have<br />

moved from pillar to post and there<br />

were hard times, but you resurfaced<br />

and still wore that smile. You have<br />

served with honour and dignity and as<br />

we strive for transformation you will<br />

still be with us. You deserve the rest.”<br />

“Last year I had my first motivational<br />

tour of Eastern Cape schools in which I<br />

also visited a few schools in Komani.<br />

However, I usually focus on corporate<br />

events and leadership training.”<br />

opportunity to speak across the United<br />

States of America in places like New<br />

York, Atlanta, Kansas City, Washington<br />

DC, Philadelphia, New Jersey and<br />

Missouri.<br />

“This year I have a line-up of African<br />

countries like Tanzania, Liberia and<br />

review carefully is the location of the property in<br />

question in relation to their daily commutes. “M o st<br />

South Africans work a forty-five-hour week.<br />

Spending just one additional hour in traffic on the<br />

way to and from work pushes this total up to<br />

fifty-five hours out of the 120 available hours in<br />

any given work week. <strong>The</strong>se long days increase<br />

moodiness and fatigue which makes couples more<br />

prone to arguments. Beyond this, with so little<br />

time left in the evenings to see to unavoidable<br />

household tasks, it also becomes near impossible<br />

for couples to connect during the week. <strong>The</strong><br />

time around. Put more simply, “keeping up with<br />

the Joneses” is a real subconscious battle with<br />

which we all struggle.<br />

“Allowing yourself to be influenced by those<br />

closest to you can cause couples to fight over<br />

things like unnecessary renovations or costly<br />

additions to the home. For homeowners who are<br />

particularly prone to these kinds of pressures, I<br />

would advise that they carefully weigh up the<br />

value of the upgrade against the financial burden<br />

it will carry before going ahead with these kinds of<br />

household projects,” Goslett concludes.<br />

<strong>The</strong> Johannesburg Stock Exchange<br />

(JSE) has officially opened<br />

registration for its <strong>2019</strong> Investment<br />

Challenge, the institution announced<br />

last week.<br />

<strong>The</strong> challenge, which draws in<br />

pupils and university students with<br />

an interest in investment and stock<br />

markets, is in its 46th year.<br />

Over the decades, the initiative has<br />

come to be highly regarded as an<br />

instrument that introduces the<br />

countr y’s youth to investing and the<br />

stock exchange, says a JSE<br />

st at e m e n t .<br />

In 2018, the challenge attracted<br />

more than 22,000 pupils and<br />

university students.<br />

Corporate Social Investment (CSI)<br />

officer at the JSE, Ralph Speirs, said:<br />

“This challenge is a great vehicle for<br />

financial literacy. <strong>The</strong>re are plenty of<br />

valuable lessons on investment that<br />

young bright minds take away from<br />

participating in a challenge of this<br />

n at u r e . ”<br />

Speirs said the JSE Investment<br />

Challenge, which runs from March to<br />

September each year, impacts more<br />

than just the lives of the young<br />

people who participate. Through the<br />

learners’ and students’ par ticipation,<br />

the message is spread throughout<br />

their communities, Speirs explains.<br />

<strong>The</strong> challenge takes the form of a<br />

simulator where each team of four<br />

learners or students from the same<br />

school or institution are given an<br />

imaginary sum of R1-million.<br />

With this imaginary amount the<br />

teams trade on the stock market and<br />

invest in actual JSE listed shares<br />

over a six-month period.<br />

What they learn in this time has<br />

great potential to positively impact<br />

the South African economy in the<br />

future.<br />

Participation is open to pupils<br />

between grades 8 and 12, as well as<br />

students from higher learning<br />

institutions. <strong>The</strong> various teams<br />

compete with one another<br />

countr ywide.<br />

According to the statement, there<br />

are plenty of prizes to be won on a<br />

monthly basis.<br />

<strong>The</strong>re are also annual prizes for<br />

top-performing teams, schools,<br />

teachers and mentors.<br />

<strong>The</strong> team that wins the JSE<br />

Investment Challenge, receives cash<br />

deposits into an investment account<br />

for each of the team members and<br />

the top-performing university team is<br />

awarded a trip to an international<br />

stock exchange.<br />

“We are calling on schools,<br />

teachers, and students to heed the<br />

call to register and acquire this<br />

knowledge and these skills this year.<br />

<strong>The</strong> long-term ramifications of what<br />

they learn will impact positively on<br />

their lives in the future,” said Speirs.<br />

On Saturday 216 people ran, jogged and walked the course of<br />

the Komani parkrun at the Queenstown Golf Club in cool<br />

weather conditions.<br />

A total of 23 were first timers, while 25 recorded personal<br />

Siyo said the cricket programme was in<br />

partnership with KFC mini cricket, Cricket South<br />

“We are here to identify young players who<br />

have graduated from mini cricket to play hard<br />

ball full time. We expect the pupils to get to<br />

grips with playing hard ball in July. We focus on<br />

the under-10s up, after which they can graduate<br />

from mini cricket. However, the teachers are<br />

responsible for the U9s down. <strong>The</strong>y must take<br />

the foundation phase as part of the learning<br />

curriculum at school.”<br />

However he was worried to see the sport<br />

declining in areas, such as Whittlesea and<br />

Mlungisi, because the teachers who used to be<br />

active in the sport, had stopped.<br />

Soyo said this was evident in the state of the<br />

pitches deteriorating due to vandalism as they<br />

were no longer put to good use.<br />

Small field of golfers take on stormy skies, rain<br />

A small field of golfers took on the stormy and<br />

rainy conditions last Saturday. <strong>The</strong> format was a<br />

betterball bonus bogey and Jannie Rossouw<br />

and Juan Bekker played great golf to win on<br />

plus 10. In second place, with an equally good<br />

score of plus 9, were Johnny de Villiers and<br />

Martin Hammill, third were David Thomas and<br />

Juan Bekker, who pivoted on plus 2.<br />

<strong>The</strong>re was only one two club, achieved by<br />

Martin Hammill on the eighth. Please try to get<br />

your Joplin Rendall matches finished as soon<br />

as possible. <strong>The</strong> final must take place by the<br />

end of <strong>February</strong>.<br />

By the time this article is printed, the golf<br />

AGM would have taken place and my term as<br />

golf captain would have come to an end.<br />

Both Wayne Bennett and I would like to thank<br />

all the golfers for their support over the past<br />

two years and trust that all of you will support<br />

the new golf captain, Danie Nel, and his<br />

vice-captain, JP Bingle. Wayne Bennett will be<br />

handing over the checking of score cards and<br />

HNA network duties to Bingle, but it will take a<br />

month or two for that process to happen.<br />
