exemption of some workers from<br />

the N30,000 m<strong>in</strong>imum wage<br />

largesse as conta<strong>in</strong>ed <strong>in</strong> the Bill<br />

sent to President Muhammadu<br />

<strong>Buhari</strong> by the National Assembly<br />

for assent.<br />

In this edition, stakeholders<br />

M<strong>in</strong>imum Wage, speak on the<br />

Accord<strong>in</strong>g to the of President<br />

of ULC: “The exist<strong>in</strong>g<br />

M<strong>in</strong>imum Wage Act talks about<br />

50 threshold, and if the Bill<br />

await<strong>in</strong>g Presidential assent talks<br />

about 25, then it is an<br />

improvement and more<br />

progressive. But we are look<strong>in</strong>g<br />

at a situation where a ceil<strong>in</strong>g no<br />

longer exit so that if <strong>you</strong> employ<br />

one worker, even it is a domestic<br />

worker, <strong>you</strong> should pay him or<br />

her the prevail<strong>in</strong>g national<br />

m<strong>in</strong>imum wage. This is what is<br />

obta<strong>in</strong>able <strong>in</strong> other countries of<br />

the world. Domestic workers are<br />

protected under the m<strong>in</strong>imum<br />

wage.<br />

“So, if <strong>you</strong> have one domestic<br />

worker, it could be a security<br />

man, it should be covered by the<br />

m<strong>in</strong>imum wage law. We need to<br />

cont<strong>in</strong>ue the campaign to totally<br />

remove the ceil<strong>in</strong>g because a<br />

worker is a worker. The fact that<br />

they are 100 <strong>in</strong> one place, does<br />

not reduce the prices of goods<br />

<strong>in</strong> the market. Every worker<br />

goes to the same market whether<br />

he or she is work<strong>in</strong>g with<br />

100,0000 persons <strong>in</strong> a factory or<br />

work<strong>in</strong>g alone with the<br />

employer. So, the basis for<br />

say<strong>in</strong>g whether it is 50 or 25,<br />

should not be there <strong>in</strong> the first<br />

place. The m<strong>in</strong>imum wage<br />

should be for <strong>every</strong> worker<br />

irrespective of the number at a<br />

particular work environment.<br />

On his part, NECA Director-<br />

General said: “The 25 threshold<br />

is part of the recommendation of<br />

the tripartite committee; it was<br />

not contrived by the legislature.<br />

It is to protect and take <strong>in</strong>to<br />

considerations the <strong>in</strong>terest of<br />

small medium and micro<br />

Shut out of workers from m<strong>in</strong>imum wage:<br />

enterprises who ord<strong>in</strong>arlly<br />

especially those who are <strong>in</strong> the<br />

<strong>in</strong>formal sector that might f<strong>in</strong>d it<br />

difficult, or struggle to<br />

implement the new m<strong>in</strong>imum<br />

wage. So, it is not new. It was<br />

discussed and debated upon<br />

and <strong>every</strong>body agreed to it at the<br />

plenary.”<br />

But ASCSN Secretary-<br />

General said: “As far as the<br />

committee is concerned, what it<br />

did was to removed the ceil<strong>in</strong>g<br />

so that all employers of Labour<br />

will be affected. So, we put a<br />

caveat allow<strong>in</strong>g those<br />

employers that might have<br />

difficulty <strong>in</strong> one way or the other,<br />

with<strong>in</strong> the ambit of the law to<br />

make application to the<br />

appropriate agencies of<br />

government, <strong>in</strong> this case, the<br />

M<strong>in</strong>ister of Labour and<br />

Employment, to ask for<br />

NLC <strong>in</strong>sists on review of power sector privatisation<br />

Nigeria<br />

Labour<br />

Congress, NLC, has<br />

berated electricity distribution<br />

companies <strong>in</strong> Nigeria on the<br />

aegis of Electricity Distribution<br />

Companies, DISCOs, for<br />

cont<strong>in</strong>uous imposition of<br />

estimated bill<strong>in</strong>g on<br />

Nigerians.<br />

NLC <strong>in</strong> a communiqué at<br />

the end of its Central Work<strong>in</strong>g<br />

Committee, CWC, meet<strong>in</strong>g,<br />

called on government to<br />

declare a state of emergency<br />

<strong>in</strong> Nigeria’s power sector and<br />

take necessary steps to arrest<br />

the situation, order<strong>in</strong>g the<br />

reversal of the privatization<br />

exercise <strong>in</strong> the power sector.<br />

The communiqué said<br />

“The CWC decried the<br />

cont<strong>in</strong>uous exploitation of<br />

electricity consumer by<br />

Discos through estimated<br />

bill<strong>in</strong>g. The CWC went on<br />

to call on government to<br />

exemption. Such application<br />

will be treated on merit by the<br />

M<strong>in</strong>ister <strong>in</strong> consultation with the<br />

National Labour Advisory<br />

Council, NLAC, as regards to<br />

any employer that comes<br />

she cannot pay the m<strong>in</strong>imum<br />

wage. The criteria has been<br />

spelled out <strong>in</strong> the draft we did.<br />

“What we did was supposed to<br />

be a recommendation to<br />

government . I can tell <strong>you</strong> that<br />

what we did was f<strong>in</strong>e as we have<br />

removed the ceil<strong>in</strong>g. So, if <strong>you</strong><br />

as an employer believes that the<br />

nature of <strong>you</strong>r job, and by the<br />

revenue generation, output and<br />

so on, <strong>you</strong> will not be able to pay<br />

the new m<strong>in</strong>imum wage, <strong>you</strong><br />

apply to appropriate agencies of<br />

government to look at it<br />

whether it is justifiable. If it is<br />

Justifiable, they will grant <strong>you</strong><br />

<strong>you</strong>r exemption. That was what<br />

we recommended.”<br />

THE International Labour<br />

Organization, ILO, is to<br />

launch a new report on<br />

Occupational Safety and<br />

Health, OSH, today.<br />

The report reviews the ILO’s<br />

100 years of achievements <strong>in</strong><br />

OSH and reveals some of the<br />

emerg<strong>in</strong>g challenges and<br />

opportunities <strong>in</strong> creat<strong>in</strong>g<br />

better<br />

work<strong>in</strong>g<br />

environments.<br />

accurate recommendation, but I<br />

pay the m<strong>in</strong>imum wage. We were<br />

even talk<strong>in</strong>g about situation<br />

where there are some Lawyers’<br />

Chambers who earn so much<br />

but employ about five or six<br />

persons. So, we argued that we<br />

cannot use the number of<br />

employees to determ<strong>in</strong>e<br />

whether somebody can pay or<br />

not because there are some<br />

private employers, <strong>in</strong>dividuals<br />

who earn so much that employ<br />

fewer workers.<br />

“Before, the threshold was 50<br />

and Labour was push<strong>in</strong>g for a<br />

total removal of the number and<br />

employers were push<strong>in</strong>g for a<br />

ceil<strong>in</strong>g. I th<strong>in</strong>k we now came<br />

down to a lower figure. I served<br />

<strong>in</strong> the same committee with<br />

commitment of Congress to<br />

consider such application on its<br />
