Dinner helps fight cancer

A spaghetti dinner to raise funds for 

cancer research is generating good-natured 

competition between Canal Winchester 

City Council members and Mayor Mike 

Ebert, all of whom volunteer as servers for 

the Kris Sims Memorial Relay for Life 

Dinner. 

The 11th annual dinner takes place on 

May 15 from 6-8 p.m. at the Canal 

Winchester Frances Steube Community 

Center, 22 S. Trine St., and is named in 

memory of the late Kristen Sims who 

brought the Relay for Life to Canal 

Winchester in 2006. 

“Kris had been participating in Relays 

in other communities where we lived since 

1996,” said her husband, Bill Sims. “She 

wanted to do something active to combat 

cancer after she lost her mom that year to 

ovarian cancer.” 

Sims said his wife became involved by 

showing up and walking, then encouraging 

her friends to participate and organizing 

teams. When the family moved to Canal 

Winchester, there was no Relay and Kris 

wanted to start one. 

“By chance, we happened to meet an 

organizer from the American Cancer 

Society and formed a planning committee 

in 2005,” said Sims, the city of Canal 

Winchester’s construction services administrator. 

“Over the years, our entire family 

and friends supported her efforts at the 

Relays and continue supporting them in 

her memory.” 

The dinner is the primary fund raising 

effort for the Village People 4 Hope team 

and is an opportunity to get acquainted 

with city officials as they vie for top honors 

in tip collection. One hundred percent of 

the proceeds benefit Relay for Life. 

“The unique thing about our dinner is 

that the city council members wait tables 

and serve the meals,” said Sims. “It is wonderful 

that they are willing to participate 

in this way. They make the dinner so successful. 

Several city employees and their 

families volunteer to provide needed items, 

set up, do the kitchen work and clean up. 

Mayor Ebert and Carolyn Ebert are instrumental 

in making the dinner happen. They 

are always the first to volunteer and help 

in more ways than I can list.”

had his table assigned to him, as 

we all did,” recalled Ebert. “But 

being the conversationalist he is 

and talking with everyone who set 

foot in the building, I thought he 

wasn’t paying enough attention to 

his customers, so I stepped in and 

started serving and waiting on his 

table and getting his tips. Everyone 

knows someone who has or has had 

some form of cancer. This 

past year that hit home with 

me when I was diagnosed 

with bone marrow cancer 

and MDS at the same time, 

both treated by stem cell 

transplant.” 

All of the food is donated, 

as are the supplies, and 

council members contribute 

desserts. 

“A few times I thought I 

wasn’t going to be the top 

tip getter–my grandkids 

are not big tippers–so I 

contributed money myself 

into my own tip account to 

make sure I had a chance to 

win,” said Ebert. “At least a 

couple of times I personally 

put in over $200 into my 

own tip account. It is well 

worth it.”

Touch-a-Truck and Music in the Park

Touch-A-Truck kicks off a series of family-friendly 

summer events at Stradley Park. Visit the park on 

June 21 and July 19 from 6:30-9 p.m. to enjoy a free 

outdoor summer concert. June’s Music in the Park 

concert will feature a display of tractors and farm 

equipment, a small farmers’ market, and classic country 

entertainment by Jack Fox & The County Line 

Band. July’s Music in the Park concert will feature the 

Gas Pump Jockeys and the 12th annual Cruise-In Car 

Show, hosted by C-Town Cruisers. 

On July 12 and Aug. 9 at dusk, the park will become

Daddy-Daughter Dance 

The 16th annual Daddy-Daughter Dance, sponsored 

by Faith United Methodist Church, will be held May 

10 from 6:30–8:30 p.m. at Winchester Trail 

Elementary School, 6865 Gender Road. 

(Note: this dance is not sponsored by Canal 

Winchester Schools.) 

Registration forms are available at the Dairy 

Queen, Faith EduCare, and David’s Extended Care as 

well as in the main offices of all Canal Winchester 

schools. 

Cost is $20 per couple and $10 for each additional 

daughter. 

Pre-registration and payment are required by May 

5. There is a late fee after this date. 

Each couple will receive a 5x7 picture included in 

the cost.

According to Ebert, between 75 

to 100 people attend the dinner and 

enjoy what he calls, “the most tasty 

spaghetti and sauce,” anywhere. 

He would like to see the number 

reach 120 this year. 

The three-course meal includes 

a salad and bread, spaghetti and 

meatballs, iced tea, lemonade, coffee 

and a dessert. The cost is $10 

per adult and $5 per child (10 and 

under). Tickets can be purchased at 

the door the night of the event as 

supplies last. 

All tips and dinner proceeds 

benefit Relay for Life, American 

Cancer Society. Donations are tax 

deductible and receipts will be 

available upon request. Cash, 

check, or credit cards will be 

accepted at the fundraiser and parties 

will be seated on a first-come, 

first-served basis. There will be a 

50/50 raffle and tickets will be sold 

for items to be awarded at the 

American Cancer Society’s Relay 

for Life event on June 22 from 4 

p.m. to midnight at Canal 

Winchester High School.

Construction is underway on a multi-million dollar renovation and addition project 

at Canal Winchester High School. Built in conjunction with financing through 

the Ohio Facilities Construction Commission, with the state picking up $19.6 million 

of the $27.1 million project, and $7.5 million coming from local funds, it 

comes with a price tag that includes no new taxes for property owners. 

Comments sought on draft of Rickenbacker Area Study 

The Mid-Ohio Regional Planning 

Commission is seeking public comments on 

the draft Rickenbacker Area Study. 

The study outlines recommendations to 

improve workforce mobility and the area’s 

overall quality of life. Recommendations 

include infrastructure improvements in 

transportation, diversification of energy 

sources, and expansion of public 

fiber/broadband in the Rickenbacker study 

area. The study area encompasses State 

Route 762/Duval Road on the south, State 

Route 764/U.S. 33 on the east, State Route 

104 on the north and Interstate 71 on the 

west. The results of the study can be 

viewed as a story map at morpc.org/rickenbackerstudy. 

A public meeting to share the final recommendations 

will be held May 30, from 

3:30-6:30 p.m. at the Obetz Village

Vietnam veteran thankful 

for Honor Flight trip

On June 21, 1970, there weren’t signs 

that read “Welcome, Home.” There weren’t 

strangers shaking his hand and saying, 

“Thank you for your service.” 

However, on April 27, 2019 there was a 

color guard team displaying flags, there 

were people clapping and thanking veterans 

for their service, and there were 

friends and family showing pride for the 

men and women who had served in previous 

wars. 

When Lt. Arthur Gainer, Jr. of Canal 

Winchester stepped off the plane with 

approximately 150 other military veterans 

at the John Glenn Columbus International 

Airport on April 27 he had just finished a 

trip to Washington, D.C., courtesy of 

Honor Flight Columbus. 

“It’s an experience of a lifetime.” Gainer 

said. 

According to Gainer’s son, Arthur 

Gainer III, Lt. Gainer served in Vietnam 

from June 1969 to June 1970 with the Big 

Red 1, “The Fighting First” Infantry 

Division. 

Gainer’s journey may have begun in the 

Vietnam War, but it returned full circle 

two years ago when Gainer’s grandson, 

Landon, attended an informational assembly 

at Canal Winchester Middle School. It 

was there he learned about Honor Flight 

Columbus and took home an application to 

share with his grandpa. 

“We filled it out, but I told Landon they 

got a lot of people. They’ll probably never 

call,” Gainer remembered. 

Two years later Gainer received the 

call. 

“They asked me if I’m still interested. I 

said, ‘Yes,’” said Gainer. 

It was a one-day trip shared with other 

Vietnam veterans, Korean War veterans 

and three World War II veterans. 

Everything was planned out for them with 

visits to memorials and to watch the 

changing of the guards.

present Art on the Canal, the 9th annual 

Canal Winchester Art Stroll, on May 18 

from noon to 6 p.m. in historic downtown 

Canal Winchester. 

Works from central Ohio fine artists, 

painters, sculptors, woodcarvers, and jewelry 

makers will be displayed throughout 

Canal Winchester’s downtown. Art on the 

Canal will feature a variety of live music, 

dancing and theatrical performances. 

Event-goers can take part in the action by 

learning to waltz or tango, attending a 

painting or writing workshop, or even 

learning the art of flower arranging.

D.C., along with other veterans, as part of 

the Honor Flight Columbus program. 

“They made us feel welcome from the 

moment we took off, to the landing,” 

Gainer said. 

Gainer currently serves as an auxiliary 

police officer for the Whitehall Police 

Department. He attributes his time in the 

Army to developing his skills for getting 

along with people and taking orders. 

“Everybody’s got to take orders from 

somebody,” he said. 

After a lifetime of service to his country 

and community, Gainer was excited to 

have the Honor Flight experience. 

“I would like to thank Honor Flight 

Columbus,” he said. “They’re doing a good 

thing for veterans and I was happy to be a 

part of it. I would encourage all veterans 

to apply because it’s and experience of a 

lifetime.” 

Gainer’s trip was number 95, according 

to Honor Flight Columbus’ website. There 

are six more trips planned for 2019.

from financial abuse

or property. This is the fastest growing 

form of elder abuse that deprives older

older adults lose billions of dollars each 

year as a result of financial abuse. 

Scammers are targeting older adults by 

using common scare tactics like the 

Internal Revenue Service telephone scam, 

the sweetheart scam, the home repair 

scam and the grandparent scam. Another 

progressively growing scam is where 

callers pretend to represent the Social 

Security Administration and attempt to 

obtain the older adult’s Social Security 

number, date of birth and banking information.

divert their benefits to another address

OLDER AMERICANS MONTH 2019: CONNECT, CREATE, CONTRIBUTE 

May is Older Americans Month. Older adults have made countless 

contributions and sacrifices to ensure a better life for future generations. 

Since 1963, communities across the country have shown their gratitude by 

celebrating Older Americans Month (OAM) each May. This celebration 

recognizes older Americans for their contributions and demonstrates our 

nation’s commitment to helping them stay healthy and active. 

Each year, more and more older adults are making a positive impact in 

Franklin County. As volunteers, employees, employers, educators, 

mentors, advocates, and more, they offer insight and experience that 

benefit the entire community. 

This year’s OAM theme, Connect, Create, Contribute, encourages older 

adults and their communities to: 

• Connect with friends, family, and local services and resources. 

• Create through activities that promote learning, health, and personal 

enrichment. 

• Contribute time, talent, and life experience to benefit others. 

The Office on Aging plans three events in 2019 that will help older adults 

connect with local services and resources, learn how to create healthier 

lifestyles and discover ways to share their talents and life experiences with 

others. 

Thursday, June 20, 2019, Franklin County Office on Aging Day with 

the Columbus Clippers! Gates open at 11:00 a.m. and game time is 

12:05 p.m. as the Columbus Clippers host the Rochester Red Wings. Fans 

aged 60 and over attending the event will be treated to reduced ticket 

prices of just $5.00 for reserved seats and $4.00 for bleacher seats, a 

boxed lunch and special door prizes. Tickets must be purchased in 

advance and may be obtained by calling (614) 462- 5250. Deadline for 

ticket orders is June 7th. Transportation for groups of 10 or more is available 

by calling the Franklin County Office on Aging at (614) 525-5230 by 

June 7th.

Park Adventure Center, 1775 East Broad Street, 10:00 a.m. – 2:00 p.m. 

A free event held in conjunction with the 18th Annual National Women’s 

Health & Fitness Day to educate, empower and engage women age 60 

and over by providing them an opportunity to flourish. This event will 

provide fitness activities and health information from a gender perspective 

in a favorable environment and with the intent of improving the well-being 

of older women. 

Friday, October 25, 2019, Senior Living Festival, Hollywood Casino, 

200 Georgesville Road, 10:00 a.m. – 2:00 p.m. 

A free celebration for older adults which includes information exhibits, door 

prizes, live entertainment, recreational activities and free parking. 

Medicare beneficiaries will have an opportunity to receive assistance in 

evaluating and choosing coverage options as part of the fall open 

enrollment period. Plan comparisons will be provided and discussed by 

trained volunteers.

The city of Canal Winchester and 

Destination: Canal Winchester announced 

Canal Winchester will serve as the launch 

and return site for the nation’s longestrunning 

bicycle tour. The 58th annual 

Tour of the Scioto River Valley begins at 

the Frances Steube Community Center, 

(22 S. Trine St., the morning of May 18. 

Organizers expect over 1,000 riders to participate. 

To accommodate riders of all ages 

and experience levels, several route 

options will be offered. 

Riders who complete an optional shorter 

route are expected to return to Canal 

Winchester the same day (May 18), finishing 

at Loose Rail Brewing, 37 W. Waterloo 

St. Riders completing the full tour are 

expected to return to Canal Winchester on 

the afternoon of May 19, concluding with a 

post-party at Brew Dog, 96 Gender Road.

Dear Families, 

Our mission is to Empower All Students for 

Success by providing our children with educational 

opportunities and career pathways for their 

future. On May 7, 2019, Canal Winchester Local 

Schools will ask voters of this district to make a 

very important decision regarding our mission 

and to help maintain the facilities of Canal 

Winchester Local Schools. 

We are pleased to share with you that the 

District has not asked for new money since 2009, 

and if the renewal levy passes that will be 15 

years without asking for any new funds. This 

issue is simply a RENEWAL of the five-year 

substitute emergency levy, and it will NOT 

increase your school tax rate. The levy renewal 

will also keep in place the 12.5 percent rollback 

for taxpayers. Basically, the State is giving us a 

“coupon” for 12.5 percent, saving taxpayers 

money. If the levy fails and we need to ask for a 

new levy, the 12.5 percent rollback goes away, 

and taxpayers will not see any savings from the 

State.

the word Renewal, only the word Existing. The 

first sentence will read: Shall a tax levy substituting 

for an EXISTING levy be imposed by the 

Canal Winchester Local School District…The 

word existing is used in reference for Renewal. 

The official Ballot Language is determined by the 

Board of Elections. This may be confusing, and I 

don’t want voters to think something different as 

they vote on May 7.

ZERO INCREASE 

IN SCHOOL TAXES 

Progress and Financial Stability 

The Canal Winchester School District believes we must prepare every student for their future. The 

Substitute Emergency Renewal Levy on the ballot May 7th, 2019 allows us to provide programs, 

teachers, and resources needed to accomplish this very important responsibility. 

Reasons why to renew the substitute emergency levy: 

The renewal keeps the 12.5% state tax rollback in place. Which means the state will continue to pick up 

12.5% of your school tax (like a coupon). If the renewal fails and a NEW levy is placed on the ballot, the 

12.5% rollback or discount you are getting is no longer available, so you would pay the full amount of school 

tax instead of reducing your school tax by 12.5%. 

Renewal of existing tax levy; will not increase school tax rate 

No NEW taxes since 2009 (10 years) with the passing of this renewal (15 years) 

Emergency Levy- Official ballot language meaning that the levy is for a Fixed dollar amount and for a Fixed 

amount of time ($6.2 million per year for 5 years). It does not mean there is a financial crisis. Again, it is 

a legal definition, (Ohio Revised Code 5705.194), which legislates the levy purpose.

Proposed Tax Levy (Substitute) 

Canal Winchester Local School District 

A majority affirmative vote is necessary for passage. 

Shall a tax levy substituting for an existing levy be imposed by the Canal Winchester Local School District, Franklin and 

Fairfield Counties, Ohio for the purpose of providing for the necessary requirements of the school district in the initial 

sum of $6,230,000, and a levy of taxes be made outside of the ten-mill limitation estimated by the county auditor to 

require twelve and fifty-nine hundredths (12.59) mills for each one dollar of valuation, which amounts to 125.9 cents 

($1.259) for each one hundred dollars of valuation for the initial year of the tax, for a period of five years, commencing in 

2019, first due in calendar year 2020, with the sum of such tax to increase only if and as new land or real property 

improvements not previously taxed by the school district are added to its tax list?
