Dinner helps fight cancer<br />

A spaghetti dinner to raise funds for<br />
cancer research is generating good-natured<br />
competition between Canal Winchester<br />
City Council members and <strong>May</strong>or Mike<br />
Ebert, all of whom volunteer as servers for<br />
the Kris Sims Memorial Relay for Life<br />
Dinner.<br />
The 11th annual dinner takes place on<br />
<strong>May</strong> 15 from 6-8 p.m. at the Canal<br />
Winchester Frances Steube Community<br />
Center, 22 S. Trine St., and is named in<br />
memory of the late Kristen Sims who<br />
brought the Relay for Life to Canal<br />
Winchester in 2006.<br />
“Kris had been participating in Relays<br />
in other communities where we lived since<br />
1996,” said her husband, Bill Sims. “She<br />
wanted to do something active to combat<br />
cancer after she lost her mom that year to<br />
ovarian cancer.”<br />
Sims said his wife became involved by<br />
showing up and walking, then encouraging<br />
her friends to participate and organizing<br />
teams. When the family moved to Canal<br />
Winchester, there was no Relay and Kris<br />
wanted to start one.<br />
“By chance, we happened to meet an<br />
organizer from the American Cancer<br />
Society and formed a planning committee<br />
in 2005,” said Sims, the city of Canal<br />
Winchester’s construction services administrator.<br />
“Over the years, our entire family<br />
and friends supported her efforts at the<br />
Relays and continue supporting them in<br />
her memory.”<br />
The dinner is the primary fund raising<br />
effort for the Village People 4 Hope team<br />
and is an opportunity to get acquainted<br />
with city officials as they vie for top honors<br />
in tip collection. One hundred percent of<br />
the proceeds benefit Relay for Life.<br />
“The unique thing about our dinner is<br />
that the city council members wait tables<br />
and serve the meals,” said Sims. “It is wonderful<br />
that they are willing to participate<br />
in this way. They make the dinner so successful.<br />
Several city employees and their<br />
families volunteer to provide needed items,<br />
set up, do the kitchen work and clean up.<br />
<strong>May</strong>or Ebert and Carolyn Ebert are instrumental<br />
in making the dinner happen. They<br />
are always the first to volunteer and help<br />
in more ways than I can list.”<br />

we all did,” recalled Ebert. “But<br />
being the conversationalist he is<br />
and talking with everyone who set<br />
foot in the building, I thought he<br />
wasn’t paying enough attention to<br />
his customers, so I stepped in and<br />
started serving and waiting on his<br />
table and getting his tips. Everyone<br />
knows someone who has or has had<br />
some form of cancer. This<br />
past year that hit home with<br />
me when I was diagnosed<br />
with bone marrow cancer<br />
and MDS at the same time,<br />
both treated by stem cell<br />
transplant.”<br />
All of the food is donated,<br />
as are the supplies, and<br />
council members contribute<br />
desserts.<br />
“A few times I thought I<br />
wasn’t going to be the top<br />
tip getter–my grandkids<br />
are not big tippers–so I<br />
contributed money myself<br />
into my own tip account to<br />
make sure I had a chance to<br />
win,” said Ebert. “At least a<br />
couple of times I personally<br />
put in over $200 into my<br />
own tip account. It is well<br />
worth it.”<br />

Touch-a-Truck and Music in the Park<br />

vehicles on display at the upcoming “Touch-A-Truck”<br />

outdoor summer concert. June’s Music in the Park<br />
concert will feature a display of tractors and farm<br />
equipment, a small farmers’ market, and classic country<br />

to 100 people attend the dinner and<br />
enjoy what he calls, “the most tasty<br />
spaghetti and sauce,” anywhere.<br />
He would like to see the number<br />
reach 120 this year.<br />
The three-course meal includes<br />
a salad and bread, spaghetti and<br />
meatballs, iced tea, lemonade, coffee<br />
and a dessert. The cost is $10<br />
per adult and $5 per child (10 and<br />
under). Tickets can be purchased at<br />
the door the night of the event as<br />
supplies last.<br />
All tips and dinner proceeds<br />
benefit Relay for Life, American<br />
Cancer Society. Donations are tax<br />
deductible and receipts will be<br />
available upon request. Cash,<br />
check, or credit cards will be<br />
accepted at the fundraiser and parties<br />
will be seated on a first-come,<br />
first-served basis. There will be a<br />
50/50 raffle and tickets will be sold<br />
for items to be awarded at the<br />
American Cancer Society’s Relay<br />
for Life event on June 22 from 4<br />
p.m. to midnight at Canal<br />

Construction is underway on a multi-million dollar renovation and addition project<br />
at Canal Winchester High School. Built in conjunction with financing through<br />
the Ohio Facilities Construction Commission, with the state picking up $19.6 million<br />
of the $27.1 million project, and $7.5 million coming from local funds, it<br />
comes with a price tag that includes no new taxes for property owners.<br />
Comments sought on draft of Rickenbacker Area Study<br />
The Mid-Ohio Regional Planning<br />
Commission is seeking public comments on<br />
the draft Rickenbacker Area Study.<br />
The study outlines recommendations to<br />
improve workforce mobility and the area’s<br />
overall quality of life. Recommendations<br />
include infrastructure improvements in<br />
transportation, diversification of energy<br />
sources, and expansion of public<br />
fiber/broadband in the Rickenbacker study<br />
area. The study area encompasses State<br />
Route 762/Duval Road on the south, State<br />
Route 764/U.S. 33 on the east, State Route<br />
104 on the north and Interstate 71 on the<br />
west. The results of the study can be<br />
viewed as a story map at morpc.org/rickenbackerstudy.<br />
A public meeting to share the final recommendations<br />
will be held <strong>May</strong> 30, from<br />

Vietnam veteran thankful<br />
for Honor Flight trip<br />

On June 21, 1970, there weren’t signs<br />
that read “Welcome, Home.” There weren’t<br />
strangers shaking his hand and saying,<br />
“Thank you for your service.”<br />
However, on April 27, <strong>2019</strong> there was a<br />
color guard team displaying flags, there<br />
were people clapping and thanking veterans<br />
for their service, and there were<br />
friends and family showing pride for the<br />
men and women who had served in previous<br />
wars.<br />
When Lt. Arthur Gainer, Jr. of Canal<br />
Winchester stepped off the plane with<br />
approximately 150 other military veterans<br />
at the John Glenn Columbus International<br />
Airport on April 27 he had just finished a<br />
trip to Washington, D.C., courtesy of<br />
Honor Flight Columbus.<br />
“It’s an experience of a lifetime.” Gainer<br />
said.<br />
According to Gainer’s son, Arthur<br />
Gainer III, Lt. Gainer served in Vietnam<br />
from June 1969 to June 1970 with the Big<br />
Red 1, “The Fighting First” Infantry<br />
Division.<br />
Gainer’s journey may have begun in the<br />
Vietnam War, but it returned full circle<br />
two years ago when Gainer’s grandson,<br />
Landon, attended an informational assembly<br />
at Canal Winchester Middle School. It<br />
was there he learned about Honor Flight<br />
Columbus and took home an application to<br />
share with his grandpa.<br />
“We filled it out, but I told Landon they<br />
got a lot of people. They’ll probably never<br />
call,” Gainer remembered.<br />
Two years later Gainer received the<br />
call.<br />
“They asked me if I’m still interested. I<br />
said, ‘Yes,’” said Gainer.<br />
It was a one-day trip shared with other<br />
Vietnam veterans, Korean War veterans<br />
and three World War II veterans.<br />
Everything was planned out for them with<br />
visits to memorials and to watch the<br />
changing of the guards.<br />

present Art on the Canal, the 9th annual<br />
Canal Winchester Art Stroll, on <strong>May</strong> 18<br />
from noon to 6 p.m. in historic downtown<br />
Canal Winchester.<br />
Works from central Ohio fine artists,<br />
painters, sculptors, woodcarvers, and jewelry<br />
makers will be displayed throughout<br />
Canal Winchester’s downtown. Art on the<br />
Canal will feature a variety of live music,<br />
dancing and theatrical performances.<br />
Event-goers can take part in the action by<br />
learning to waltz or tango, attending a<br />
painting or writing workshop, or even<br />
learning the art of flower arranging.<br />

recently traveled to Washington,<br />
D.C., along with other veterans, as part of<br />
the Honor Flight Columbus program.<br />
“They made us feel welcome from the<br />
moment we took off, to the landing,”<br />
Gainer said.<br />
Gainer currently serves as an auxiliary<br />
police officer for the Whitehall Police<br />
Department. He attributes his time in the<br />
Army to developing his skills for getting<br />
along with people and taking orders.<br />
“Everybody’s got to take orders from<br />
somebody,” he said.<br />
After a lifetime of service to his country<br />
and community, Gainer was excited to<br />
have the Honor Flight experience.<br />
“I would like to thank Honor Flight<br />
Columbus,” he said. “They’re doing a good<br />
thing for veterans and I was happy to be a<br />
part of it. I would encourage all veterans<br />
to apply because it’s and experience of a<br />
lifetime.”<br />
Gainer’s trip was number 95, according<br />
to Honor Flight Columbus’ website. There<br />
are six more trips planned for <strong>2019</strong>.<br />

from financial abuse<br />

This can be defined simply as the illegal<br />
or improper use of an older adult’s finances<br />

OLDER AMERICANS MONTH <strong>2019</strong>: CONNECT, CREATE, CONTRIBUTE<br />
<strong>May</strong> is Older Americans Month. Older adults have made countless<br />
contributions and sacrifices to ensure a better life for future generations.<br />
Since 1963, communities across the country have shown their gratitude by<br />
celebrating Older Americans Month (OAM) each <strong>May</strong>. This celebration<br />
recognizes older Americans for their contributions and demonstrates our<br />
nation’s commitment to helping them stay healthy and active.<br />
Each year, more and more older adults are making a positive impact in<br />
Franklin County. As volunteers, employees, employers, educators,<br />
mentors, advocates, and more, they offer insight and experience that<br />
benefit the entire community.<br />

aged 60 and over attending the event will be treated to reduced ticket<br />
prices of just $5.00 for reserved seats and $4.00 for bleacher seats, a<br />
boxed lunch and special door prizes. Tickets must be purchased in<br />
advance and may be obtained by calling (614) 462- 5250. Deadline for<br />
ticket orders is June 7th. Transportation for groups of 10 or more is available<br />

District has not asked for new money since 2009,<br />
and if the renewal levy passes that will be 15<br />
years without asking for any new funds. This<br />
issue is simply a RENEWAL of the five-year<br />
substitute emergency levy, and it will NOT<br />
increase your school tax rate. The levy renewal<br />
will also keep in place the 12.5 percent rollback<br />
for taxpayers. Basically, the State is giving us a<br />
“coupon” for 12.5 percent, saving taxpayers<br />
money. If the levy fails and we need to ask for a<br />
new levy, the 12.5 percent rollback goes away,<br />
and taxpayers will not see any savings from the<br />
State.<br />

first sentence will read: Shall a tax levy substituting<br />

Board of Elections. This may be confusing, and I<br />
don’t want voters to think something different as<br />

IN SCHOOL TAXES<br />
Progress and Financial Stability<br />
The Canal Winchester School District believes we must prepare every student for their future. The<br />
Substitute Emergency Renewal Levy on the ballot <strong>May</strong> 7th, <strong>2019</strong> allows us to provide programs,<br />
teachers, and resources needed to accomplish this very important responsibility.<br />
Reasons why to renew the substitute emergency levy:<br />
The renewal keeps the 12.5% state tax rollback in place. Which means the state will continue to pick up<br />
12.5% of your school tax (like a coupon). If the renewal fails and a NEW levy is placed on the ballot, the<br />
12.5% rollback or discount you are getting is no longer available, so you would pay the full amount of school<br />
tax instead of reducing your school tax by 12.5%.<br />
Renewal of existing tax levy; will not increase school tax rate<br />
No NEW taxes since 2009 (10 years) with the passing of this renewal (15 years)<br />
Emergency Levy- Official ballot language meaning that the levy is for a Fixed dollar amount and for a Fixed<br />
amount of time ($6.2 million per year for 5 years). It does not mean there is a financial crisis. Again, it is<br />
a legal definition, (Ohio Revised Code 5705.194), which legislates the levy purpose.<br />

Proposed Tax Levy (Substitute)<br />
Canal Winchester Local School District<br />
A majority affirmative vote is necessary for passage.<br />
Shall a tax levy substituting for an existing levy be imposed by the Canal Winchester Local School District, Franklin and<br />
Fairfield Counties, Ohio for the purpose of providing for the necessary requirements of the school district in the initial<br />
sum of $6,230,000, and a levy of taxes be made outside of the ten-mill limitation estimated by the county auditor to<br />
require twelve and fifty-nine hundredths (12.59) mills for each one dollar of valuation, which amounts to 125.9 cents<br />
($1.259) for each one hundred dollars of valuation for the initial year of the tax, for a period of five years, commencing in<br />
<strong>2019</strong>, first due in calendar year 2020, with the sum of such tax to increase only if and as new land or real property<br />
improvements not previously taxed by the school district are added to its tax list?<br />
