Andy Furr, the executive director of<br />

Grove City Town Center Inc., wants to<br />

bring more people into the Town Center.<br />

One way to do that he says - allow patrons<br />

to drink alcohol outdoors. Though some<br />

city leaders had reservations about this<br />

proposal, council agreed to give it a try.<br />

At the May 20 meeting, Grove City<br />

Council approved an ordinance to create a<br />

designated outdoor refreshment area for<br />

the Town Center.<br />

Here Comes the Judge!<br />

As a member of the up-and-coming<br />

rock band Daggers & Daisies, Iggy<br />

Turner considers it a rite of passage to<br />

get in trouble with the law.<br />

While not totally ideal, he later admitted<br />

in a courtroom, it is a necessity when<br />

they are stymied in their quest to “exercise<br />

their constitutional right to get<br />

down.”<br />

For months, the four-member band<br />

had been doing just that in peace, holed<br />

up in the relative safety of a vacant property<br />

owned by his father. But then the<br />

quartet drew the ire of a group of elderly<br />

residents living nearby and it all went<br />

downhill from there.<br />

It started, Turner said, when they<br />

were rudely asked to turn down the<br />

music. He felt that these seniors, much<br />

like their own parents, just didn’t understand<br />

so they continued to rehearse as<br />

they needed the practice.<br />

Much to his dismay, the complaints<br />

continued. And continued. And then one<br />

day, the simmering tension between the<br />

two groups came to a boil when the band<br />

allegedly disrupted a game of bridge.<br />

Since that was one step too far, said<br />

residents of the Sunset Manor Senior<br />

Living Center, this noise pollution needed<br />

to come to an end so were forced to call<br />

in the law.<br />

Making their first of what they hope<br />

would be many court appearances,<br />

Turner and the rest of the band swaggered<br />

into the courtroom where they<br />

came face to face with their new public<br />

enemies. While they initially believed it<br />

would be their hair that would fly in the<br />

ensuing battle of wills, it turns out they<br />

really needed to do was watch for airborne<br />

objects from the unpredictable<br />

judge.<br />

Though Iggy Turner may not have<br />

expected the chaos that would eventually<br />

follow in the courtroom that day, the man<br />

who is portraying the unruly teen in an<br />

upcoming production is certainly looking<br />

forward to the havoc (and maybe causing<br />

a little bit of his own).<br />

“I think it’s going to be really fun,”<br />

said Ed Hawkins.<br />

the Showstoppers Acting Group have been working hard to perfect<br />

the “zany” courtroom comedy “Here Comes the Judge!” It has<br />

proven to be a true challenge, said several veteran actors, due to<br />

its hilarious content.<br />

“I had such a blast reading it,” said Jean Slussar, referring to<br />

Billy St. John’s creation, “and we’ve had such a blast performing<br />

it and that it makes our rehearsals hard to get through.”<br />

Director Tom Cash said he thought “Here Comes the Judge!”<br />

would be a great play for their spring production due to the sound<br />

comedic timing from the actors.<br />

“We have some truly fantastic actors with impeccable comedic<br />

timing,” he said. “That is sometimes hard to get a grasp of but<br />

almost all of our actors have that innate sense.”<br />

He said the actor who is being relied upon to get that timing<br />

right for this play is Don Murnane, who plays the titular character.<br />

“It is a play that largely rides on the performance of the judge<br />

and Don is just spectacular in this role,” said Cash. “He is playing<br />

someone who is bombastic and picks fights with witnesses and is<br />

just the complete opposite of this humble man we all know.”<br />

Murnane called it a pleasure to take on this role and said he<br />

knows the audience is going to love the play that features six<br />

unbelievably wild cases.<br />

“It’s hard to pick a favorite case because they are all so great,”<br />

said Murnane. “If I had to choose, I would say it is the case with<br />

Dr. Quacken, who is on trial for medical malpractice.”<br />

In that case, Dr. Quacken is played by Cash, who said he relished<br />

the opportunity to go toe-to-toe with Murnane as the questionably<br />

honorable Judge Knott.<br />

“It’s just a lot of fun banter that is somewhat ad-libbed,” he<br />

said. “We change it almost every time we rehearse so who knows<br />

what we will come up with during our actual performances.”<br />

COTA’s public affairs administrator at the May 20 Grove<br />

City Council meeting. “This will serve as a complement to<br />

our established service.”<br />

Council voted in favor of the service and approved legislation<br />

to set aside $180,000 to help fund the program.<br />

The micro-transit program would be like Uber or Lyft,<br />

but within a defined city zone. Zone one would cover<br />

Mount Carmel Grove City, businesses in South Park<br />

and along State Route 665, Mid-Ohio Foodbank and<br />

the Grove City Park and Ride.<br />

A resident could use a mobile app or call to<br />

arrange for a COTA vehicle to pick them up either at<br />

home for a fee or from a COTA bus stop for free. For<br />

example, if a resident lives within the zone boundaries<br />

and works at Mount Carmel Grove City, that<br />

individual could schedule a ride from home to work<br />

for a fee of $3 or $4. If an individual rides a traditional<br />

COTA bus, and gets off at a stop in Grove<br />

City, that person could arrange a smaller vehicle to<br />

take them the rest of the way to work for free.<br />

At a previous council meeting, a representative<br />

from Mount Carmel Grove City and the South-<br />

Western Career Academy spoke in favor of the pilot<br />

program saying the entities would benefit greatly<br />

from the program.<br />

Even though council unanimously voted in favor<br />

of the program, some council members voiced concerns.<br />

COTA ride share proposal gets the green light<br />

“This is an economic tool,” said Furr. “It<br />

will build the amount of people who come<br />

to the Town Center.”<br />

According to Stephen Smith, the city’s<br />

law director, this legislation is a waiver of<br />

the city’s open container law for a designated<br />

area. If a business in the downtown area<br />

has a liquor license, it allows patrons to<br />

buy a drink and take it outside. The beverages<br />

will be poured in an identifiable plastic<br />

cup; no glass bottles allowed.<br />

“The cup will be printed with a logo and<br />

each business will have its name on the<br />

cup,” said Furr.<br />

According to the legislation, the designated<br />

outdoor refreshment area is approximately<br />

15 acres in size and will include no<br />

fewer than four qualified permit holders.<br />

The city has identified nine qualified permit<br />

holders (bars and or bar/restaurants)<br />

located in the designated area.<br />

The hours of operation will be<br />

Thursday, Friday and Saturday from 2<br />

p.m. to midnight. The refreshment area<br />

will not be allowed to operate during several<br />

city events including Boo Off Broadway,<br />

Homecoming and the Christmas<br />

Celebration.<br />

Furr said there are more than 30 communities<br />

in Ohio with similar legislation.<br />

Connie Tucker, with Father Heart<br />

Ministries in Grove City spoke out against<br />

the legislation.<br />

“This is a big concern for me spiritually,”<br />

she said.<br />

Tucker said this proposal makes it easier<br />

to consume alcohol and she is concerned<br />

benefit local businesses more than the city and said he<br />

would be more apt to fully support the program is some of<br />

these businesses offered to contribute to the cost.<br />

“I haven’t heard of any partnerships,” said Berry.<br />

Arseneault said ideally the program would be fully privately<br />

funded.<br />

“We (COTA) would love more private sector support,”<br />

said Arseneault, “but we have to show the private sector<br />

the way.”<br />

The On-Demand Micro-Transit Service will run from<br />

July 15, <strong>2019</strong> to July 14, 2020. The cost to launch zone one<br />

is $360,000 with Grove City and COTA splitting the cost,<br />

hence the council’s appropriation of $180,000. The cost<br />

would cover the service set-up, management, marketing<br />

and maintenance.<br />

If the implementation of zone one goes well, COTA will<br />

launch a second zone in Grove City that would include the<br />

South-Western Career Academy, downtown Grove City,<br />

the village of Urbancrest and the E.L. Evans Senior<br />

Center. The cost to implement the second zone would be an<br />

additional $130,000.<br />

Councilman Roby Schottke asked if the zone could<br />

extend to cover businesses along or near State Route 104,<br />

like Manheim Ohio and the Grove City Methodist<br />

Hospital, both employers in the area.<br />

COTA officials said the company would share performance<br />

data with the city and adjust service as needed.<br />

The service will start operating on weekdays from 5:30<br />

a.m. to 7 p.m. and eventually expand to weekends.<br />

“How does this benefit Grove City,”<br />

Tucker asked.<br />

Even some council members expressed<br />

concern about the designated outdoor<br />

“Drinking on the street is a really<br />

important issue,” said councilman Roby<br />

Schottke. “This is a big step to allow this. I<br />

am conflicted.”<br />

Councilman Jeff Davis said he too was<br />

conflicted as alcohol abuse affects many<br />

individuals but also said this is a device to<br />

boost activity in the Town Center.<br />

“You have to have a draw to get people<br />

in the area and there are different pieces to<br />

that, including alcohol,” said Davis.<br />

Council did vote unanimously in favor of<br />

creating the designated outdoor refreshment<br />

area. According to the law director,<br />

council can tweak the legislation at any<br />

time and there will be an evaluation period.<br />

The Grove City Division of Police have<br />

been informed of this legislation and officers<br />

will provide services within the designated<br />

area. In the event many patrons are<br />

in the area, additional officers may be<br />

assigned specifically to the area. The use of<br />

foot patrol, bicycle patrol as well as the special<br />

operation bureau will be considered as<br />

alternative methods or patrolling the designated<br />

outdoor refreshment area.<br />

The city has allocated staff to make sure<br />

the area is clean. City leaders plan to<br />

install 12 additional refuse and recycling<br />

containers in the designated outdoor<br />

refreshment area.

The South-Western City School District<br />

Board of Education unanimously approved<br />

a new three-year contract for teachers and<br />

other certificated staff at a special meeting<br />

on May 21.<br />

According to the terms of the contract,<br />

the 1,600 members of the South-Western<br />

Education Association (SWEA) will receive<br />

a 2.5 percent annual increase in their base<br />

salary for each year of the contract, while<br />

the board will increase its contributions for<br />

family insurance coverage from 68 percent<br />

to 69 percent this year and from 69 percent<br />

to 70 percent in late 2020.<br />

Treasurer Hugh Garside said the salary<br />

increase will cost the district roughly $3.3<br />

million each year of the contract and the<br />

increase of family insurance coverage will<br />

cost roughly $130,000 per year.<br />

He added that the district is in sound<br />

financial shape and would be able to afford<br />

The terms of the contract, which begin<br />

July 1 and end on <strong>June</strong> 30, 2022, also make<br />

adjustments to the usage of leave, internal<br />

coverage and assignments and addresses<br />

upcoming state-required changes to the<br />

evaluation system. It also calls for an<br />

increase in the flexibility buildings have in<br />

scheduling of certificated staff work time<br />

outside the regular school day.<br />

According to the board, the agreement<br />

will create a joint commitment to review<br />

and make recommendations regarding the<br />

implementation of the Social and<br />

Emotional Learning Standards. It will be<br />

comprised of 10 members — five appointed<br />

by the district superintendent and five<br />

appointed by the president of SWEA.<br />

Carol Cross, the current president of<br />

SWEA, said the formation of the joint committee<br />

was an important factor in the contract<br />

negotiations as it will provide a<br />

roadmap on how to efficiently guide students<br />

who are struggling with social or<br />

emotional needs.<br />

“This is a very important topic so we<br />

cannot be ‘winging it’ when it comes to<br />

these standards and how to implement<br />

them,” said Cross, who is entering her fifth<br />

year as president of the association.<br />

Superintendent Dr. Bill Wise expressed<br />

a similar sentiment after the May 21 meeting.<br />

“More and more children have social<br />

and or emotional needs that are or are<br />

becoming barriers to their individual<br />

learning.”<br />

He said the committee will help put into<br />

place the state standards in order to provide<br />

support for the district personnel and<br />

also align with the needs of the students on<br />

a one-on-one basis.<br />

Honor traveling memorial for the eighth<br />

of Park Street and Arbutus Avenue. Ohio<br />

Flags of Honor features more than 400 fullsize<br />

American flags honoring Ohio soldiers<br />

The display provides fellowship for families,<br />

pay tribute to Ohio’s fallen soldiers while<br />

“Booksmart” is a fresh and hilarious comedy<br />

When I leave the theater with a smile on<br />

my face, it is usually because I am so happy<br />

to be free of some horrible movie I had just<br />

watched. But in the case of “Booksmart,” a<br />

coming-of-age comedy written and directed<br />

by a team of women, I could not suppress<br />

my grin because I had just seen a genuinely<br />

great film.<br />

If you had not heard of “Booksmart”<br />

before reading this review, you are forgiven.<br />

While it is not an obscure feature found<br />

only through a streaming service, it was<br />

not heavily marketed by its studio either.<br />

This I consider a true shame as Annapurna<br />

Pictures had a complete gem on its hands.<br />

The film follows best friends Amy and<br />

Molly (Kaitlyn Dever and Beanie<br />

Feldstein) whose high school days are coming<br />

to a close. As freshman, the duo made a<br />

pact to put studying ahead of partying and<br />

are rapidly become aware of all the good<br />

times they may have missed with their<br />

peers.<br />

Wanting to do something out of the<br />

norm, the two debate the merits of attending<br />

a party but ultimately decide against it<br />

after weighing the pros and cons. Then,<br />

just as they have settled on plans for a solo<br />

date night, Molly discovers that the peers<br />

she deemed hard partying slackers are also<br />

getting into elite universities and her world<br />

comes crumbling down.<br />

She laments the fact that she, the class<br />

president, valedictorian and soon-to-be<br />

Yale undergrad, has spent so much time<br />

studying just to compete academically with<br />

people who crush beer cans on their foreheads.<br />

She decides something has to be<br />

done and she and Amy must go to a party<br />

for the “seminal high school moment.”<br />

The problem they discover is that no one<br />

will answer their calls when they ask for<br />

the address to a shindig hosted by the popular<br />

guy Nick (Mason Gooding). Though<br />

not complete outcasts, they figure it is<br />

because they would only call for academic<br />

reasons thus the lack of response. Sporting<br />

fake ID’s to access academic libraries, they<br />

put their brains to good use and scour public<br />

records for “Nick’s aunt’s house.”<br />

With the possible match in their hands,<br />

their plans to attend the last cool party of<br />

the year are put to the test by a lonely student<br />

looking for friends, a potential serial<br />

killer, low phone batteries, and hidden<br />

secrets related to post-high school plans<br />

that come to light.<br />

While comparisons have been made to<br />

the 2007 coming-of-age comedy<br />

“Superbad,” I found “Booksmart” to be<br />

slightly more fun and realistic than its<br />

genre counterpart. To be clear, neither<br />

reinvent the wheel for high school debauchery<br />

but there is a freshness and sincerity to<br />

“Booksmart” that other similar themed<br />

movies lack.<br />

but I would recommend<br />

attempt to see it<br />

before its gone. Not only would you be supporting<br />

something mid-budget and non-<br />

Disney remake, but you also get the pleasure<br />

of watching something that is both<br />

hilarious and capable of lifting your mood.<br />

invited to enter the 10th annual Summer<br />

Scribbles Youth Writing and Poetry<br />

Contest to be held at <strong>Southwest</strong> Public<br />

Libraries beginning <strong>June</strong> 1. The contest,<br />

sponsored by the Grove City Writers’<br />

Group and Friends of the Library, is open<br />

to any student in grades 6-12 who lives<br />

within the boundaries of South-Western<br />

City Schools. There are two divisions (6-8th<br />

grade and high school) in two categories —<br />

poetry and fiction. Prizes in all categories<br />

will be: first place - $100; second place -<br />

$50. Rules and entry forms will be available<br />

in the Youth Section of both the Grove<br />

City Library and the Westland Area<br />
