Outdoor drinking 

proposal approved

Andy Furr, the executive director of 

Grove City Town Center Inc., wants to 

bring more people into the Town Center. 

One way to do that he says - allow patrons 

to drink alcohol outdoors. Though some 

city leaders had reservations about this 

proposal, council agreed to give it a try. 

At the May 20 meeting, Grove City 

Council approved an ordinance to create a 

designated outdoor refreshment area for 

the Town Center.

Here Comes the Judge!

As a member of the up-and-coming 

rock band Daggers & Daisies, Iggy 

Turner considers it a rite of passage to 

get in trouble with the law. 

While not totally ideal, he later admitted 

in a courtroom, it is a necessity when 

they are stymied in their quest to “exercise 

their constitutional right to get 

down.” 

For months, the four-member band 

had been doing just that in peace, holed 

up in the relative safety of a vacant property 

owned by his father. But then the 

quartet drew the ire of a group of elderly 

residents living nearby and it all went 

downhill from there. 

It started, Turner said, when they 

were rudely asked to turn down the 

music. He felt that these seniors, much 

like their own parents, just didn’t understand 

so they continued to rehearse as 

they needed the practice. 

Much to his dismay, the complaints 

continued. And continued. And then one 

day, the simmering tension between the 

two groups came to a boil when the band 

allegedly disrupted a game of bridge. 

Since that was one step too far, said 

residents of the Sunset Manor Senior 

Living Center, this noise pollution needed 

to come to an end so were forced to call 

in the law. 

Making their first of what they hope 

would be many court appearances, 

Turner and the rest of the band swaggered 

into the courtroom where they 

came face to face with their new public 

enemies. While they initially believed it 

would be their hair that would fly in the 

ensuing battle of wills, it turns out they 

really needed to do was watch for airborne 

objects from the unpredictable 

judge. 

Though Iggy Turner may not have 

expected the chaos that would eventually 

follow in the courtroom that day, the man 

who is portraying the unruly teen in an 

upcoming production is certainly looking 

forward to the havoc (and maybe causing 

a little bit of his own). 

“I think it’s going to be really fun,” 

said Ed Hawkins.

the Showstoppers Acting Group have been working hard to perfect 

the “zany” courtroom comedy “Here Comes the Judge!” It has 

proven to be a true challenge, said several veteran actors, due to 

its hilarious content. 

“I had such a blast reading it,” said Jean Slussar, referring to 

Billy St. John’s creation, “and we’ve had such a blast performing 

it and that it makes our rehearsals hard to get through.” 

Director Tom Cash said he thought “Here Comes the Judge!” 

would be a great play for their spring production due to the sound 

comedic timing from the actors. 

“We have some truly fantastic actors with impeccable comedic 

timing,” he said. “That is sometimes hard to get a grasp of but 

almost all of our actors have that innate sense.” 

He said the actor who is being relied upon to get that timing 

right for this play is Don Murnane, who plays the titular character. 

“It is a play that largely rides on the performance of the judge 

and Don is just spectacular in this role,” said Cash. “He is playing 

someone who is bombastic and picks fights with witnesses and is 

just the complete opposite of this humble man we all know.” 

Murnane called it a pleasure to take on this role and said he 

knows the audience is going to love the play that features six 

unbelievably wild cases. 

“It’s hard to pick a favorite case because they are all so great,” 

said Murnane. “If I had to choose, I would say it is the case with 

Dr. Quacken, who is on trial for medical malpractice.” 

In that case, Dr. Quacken is played by Cash, who said he relished 

the opportunity to go toe-to-toe with Murnane as the questionably 

honorable Judge Knott. 

“It’s just a lot of fun banter that is somewhat ad-libbed,” he 

said. “We change it almost every time we rehearse so who knows 

what we will come up with during our actual performances.” 

Cash said if there is one thing set in stone, it is the reaction the

COTA’s public affairs administrator at the May 20 Grove 

City Council meeting. “This will serve as a complement to 

our established service.” 

Council voted in favor of the service and approved legislation 

to set aside $180,000 to help fund the program. 

The micro-transit program would be like Uber or Lyft, 

but within a defined city zone. Zone one would cover 

Mount Carmel Grove City, businesses in South Park 

and along State Route 665, Mid-Ohio Foodbank and 

the Grove City Park and Ride. 

A resident could use a mobile app or call to 

arrange for a COTA vehicle to pick them up either at 

home for a fee or from a COTA bus stop for free. For 

example, if a resident lives within the zone boundaries 

and works at Mount Carmel Grove City, that 

individual could schedule a ride from home to work 

for a fee of $3 or $4. If an individual rides a traditional 

COTA bus, and gets off at a stop in Grove 

City, that person could arrange a smaller vehicle to 

take them the rest of the way to work for free. 

At a previous council meeting, a representative 

from Mount Carmel Grove City and the South- 

Western Career Academy spoke in favor of the pilot 

program saying the entities would benefit greatly 

from the program. 

Even though council unanimously voted in favor 

of the program, some council members voiced concerns.

COTA ride share proposal gets the green light

“This is an economic tool,” said Furr. “It 

will build the amount of people who come 

to the Town Center.” 

According to Stephen Smith, the city’s 

law director, this legislation is a waiver of 

the city’s open container law for a designated 

area. If a business in the downtown area 

has a liquor license, it allows patrons to 

buy a drink and take it outside. The beverages 

will be poured in an identifiable plastic 

cup; no glass bottles allowed. 

“The cup will be printed with a logo and 

each business will have its name on the 

cup,” said Furr. 

According to the legislation, the designated 

outdoor refreshment area is approximately 

15 acres in size and will include no 

fewer than four qualified permit holders. 

The city has identified nine qualified permit 

holders (bars and or bar/restaurants) 

located in the designated area. 

The hours of operation will be 

Thursday, Friday and Saturday from 2 

p.m. to midnight. The refreshment area 

will not be allowed to operate during several 

city events including Boo Off Broadway, 

Homecoming and the Christmas 

Celebration. 

Furr said there are more than 30 communities 

in Ohio with similar legislation. 

Connie Tucker, with Father Heart 

Ministries in Grove City spoke out against 

the legislation. 

“This is a big concern for me spiritually,” 

she said. 

Tucker said this proposal makes it easier 

to consume alcohol and she is concerned 

children will see people drinking in the

Arseneault said ideally the program would be fully privately

“We (COTA) would love more private sector support,”

The On-Demand Micro-Transit Service will run from 

July 15, 2019 to July 14, 2020. The cost to launch zone one 

is $360,000 with Grove City and COTA splitting the cost, 

hence the council’s appropriation of $180,000. The cost 

would cover the service set-up, management, marketing 

and maintenance. 

If the implementation of zone one goes well, COTA will 

launch a second zone in Grove City that would include the 

South-Western Career Academy, downtown Grove City, 

the village of Urbancrest and the E.L. Evans Senior 

Center. The cost to implement the second zone would be an 

additional $130,000. 

Councilman Roby Schottke asked if the zone could 

extend to cover businesses along or near State Route 104, 

like Manheim Ohio and the Grove City Methodist 

Hospital, both employers in the area. 

COTA officials said the company would share performance 

data with the city and adjust service as needed. 

The service will start operating on weekdays from 5:30 

a.m. to 7 p.m. and eventually expand to weekends.

conflicted as alcohol abuse affects many 

individuals but also said this is a device to 

boost activity in the Town Center. 

“You have to have a draw to get people 

in the area and there are different pieces to 

that, including alcohol,” said Davis. 

Council did vote unanimously in favor of 

creating the designated outdoor refreshment 

area. According to the law director, 

council can tweak the legislation at any 

time and there will be an evaluation period. 

The Grove City Division of Police have 

been informed of this legislation and officers 

will provide services within the designated 

area. In the event many patrons are 

in the area, additional officers may be 

assigned specifically to the area. The use of 

foot patrol, bicycle patrol as well as the special 

operation bureau will be considered as 

alternative methods or patrolling the designated 

outdoor refreshment area. 

The city has allocated staff to make sure 

the area is clean. City leaders plan to 

install 12 additional refuse and recycling 

containers in the designated outdoor 

refreshment area.

The South-Western City School District 

Board of Education unanimously approved 

a new three-year contract for teachers and 

other certificated staff at a special meeting 

on May 21. 

According to the terms of the contract, 

the 1,600 members of the South-Western 

Education Association (SWEA) will receive 

a 2.5 percent annual increase in their base 

salary for each year of the contract, while 

the board will increase its contributions for 

family insurance coverage from 68 percent 

to 69 percent this year and from 69 percent 

to 70 percent in late 2020. 

Treasurer Hugh Garside said the salary 

increase will cost the district roughly $3.3 

million each year of the contract and the 

increase of family insurance coverage will 

cost roughly $130,000 per year. 

He added that the district is in sound 

financial shape and would be able to afford

July 1 and end on June 30, 2022, also make 

adjustments to the usage of leave, internal 

coverage and assignments and addresses 

upcoming state-required changes to the 

evaluation system. It also calls for an

Emotional Learning Standards. It will be 

comprised of 10 members — five appointed 

by the district superintendent and five 

appointed by the president of SWEA. 

Carol Cross, the current president of 

SWEA, said the formation of the joint committee 

was an important factor in the contract 

negotiations as it will provide a 

roadmap on how to efficiently guide students 

who are struggling with social or 

emotional needs. 

“This is a very important topic so we 

cannot be ‘winging it’ when it comes to 

these standards and how to implement 

them,” said Cross, who is entering her fifth 

year as president of the association. 

Superintendent Dr. Bill Wise expressed 

a similar sentiment after the May 21 meeting. 

“More and more children have social 

and or emotional needs that are or are 

becoming barriers to their individual 

learning.” 

He said the committee will help put into 

place the state standards in order to provide 

support for the district personnel and 

also align with the needs of the students on 

a one-on-one basis.

Ohio Flags of Honor traveling memorial comes back to Grove City 

Grove City welcomes the Ohio Flags of 

Honor traveling memorial for the eighth 

year June 14 through June 16 in the Grove 

City Town Center at the southeast corner 

of Park Street and Arbutus Avenue. Ohio 

Flags of Honor features more than 400 fullsize 

American flags honoring Ohio soldiers 

who gave their lives serving in 

Afghanistan, Iraq and globally since 2001. 

The display provides fellowship for families, 

friends and communities who want to 

pay tribute to Ohio’s fallen soldiers while 

increasing awareness for active service 

members and veterans. The flags may be 

viewed around the clock from noon, Friday, 

June 15, until 1 p.m., Sunday, June 17. 

Volunteers are needed to assist with 

posting flags at approximately 7:30 a.m., 

Friday and loading for transport after the 

event at 1 p.m., Sunday. Anyone interested 

in volunteering should meet at the Flags of 

Honor site. 

The community is encouraged to attend the 

flag presentation at 7 p.m., Friday with the 

honor guard of the Grove City Division of Police 

and Jackson Township Fire Department, followed 

by the In Full Swing concert. 

Boy Scout Troop 136 from Grove City 

will set up camp and attend to the flags 

throughout the weekend. The troop will 

accept worn flags for a future flag retirement 

ceremony.

“Booksmart” is a fresh and hilarious comedy 

When I leave the theater with a smile on 

my face, it is usually because I am so happy 

to be free of some horrible movie I had just 

watched. But in the case of “Booksmart,” a 

coming-of-age comedy written and directed 

by a team of women, I could not suppress 

my grin because I had just seen a genuinely 

great film. 

If you had not heard of “Booksmart” 

before reading this review, you are forgiven. 

While it is not an obscure feature found 

only through a streaming service, it was 

not heavily marketed by its studio either. 

This I consider a true shame as Annapurna 

Pictures had a complete gem on its hands. 

The film follows best friends Amy and 

Molly (Kaitlyn Dever and Beanie 

Feldstein) whose high school days are coming 

to a close. As freshman, the duo made a 

pact to put studying ahead of partying and 

are rapidly become aware of all the good 

times they may have missed with their 

peers. 

Wanting to do something out of the 

norm, the two debate the merits of attending 

a party but ultimately decide against it 

after weighing the pros and cons. Then, 

just as they have settled on plans for a solo 

date night, Molly discovers that the peers 

she deemed hard partying slackers are also 

getting into elite universities and her world 

comes crumbling down. 

She laments the fact that she, the class 

president, valedictorian and soon-to-be 

Yale undergrad, has spent so much time 

studying just to compete academically with 

people who crush beer cans on their foreheads. 

She decides something has to be 

done and she and Amy must go to a party 

for the “seminal high school moment.” 

The problem they discover is that no one 

will answer their calls when they ask for 

the address to a shindig hosted by the popular 

guy Nick (Mason Gooding). Though 

not complete outcasts, they figure it is 

because they would only call for academic 

reasons thus the lack of response. Sporting 

fake ID’s to access academic libraries, they 

put their brains to good use and scour public 

records for “Nick’s aunt’s house.” 

With the possible match in their hands, 

their plans to attend the last cool party of 

the year are put to the test by a lonely student 

looking for friends, a potential serial 

killer, low phone batteries, and hidden 

secrets related to post-high school plans 

that come to light. 

While comparisons have been made to 

the 2007 coming-of-age comedy 

“Superbad,” I found “Booksmart” to be 

slightly more fun and realistic than its 

genre counterpart. To be clear, neither 

reinvent the wheel for high school debauchery 

but there is a freshness and sincerity to 

“Booksmart” that other similar themed 

movies lack.

Scribbles Youth Writing and Poetry 

Contest to be held at Southwest Public 

Libraries beginning June 1. The contest, 

sponsored by the Grove City Writers’ 

Group and Friends of the Library, is open 

to any student in grades 6-12 who lives 

within the boundaries of South-Western 

City Schools. There are two divisions (6-8th 

grade and high school) in two categories — 

poetry and fiction. Prizes in all categories 

will be: first place - $100; second place -
