Townships work on<br />

interchange project<br />

Two westside townships are moving<br />

forward with an interchange project that<br />

will serve as a welcome to their respective<br />

communities.<br />

At a recent Prairie Township meeting,<br />

the board gave an update on the highly<br />

anticipated I-270 interchange project.<br />

“The package is complete and the project<br />

is ready to go out to bid,” said Rob<br />

Peters, township administrator for Prairie<br />

Township. “We will put this out to bid soon<br />

and hope to have construction begin in the<br />

fall.”<br />

Joedean Small walked across the<br />

grass at the small park and garden next<br />

to her home, documenting the happenings<br />

with a camera in tow. As she zoomed<br />

in to get a better view, she gushed about<br />

the momentous occasion.<br />

“I never thought I would see anything<br />

like this here,” said the Hilltop resident<br />

as she watched children, some of whom<br />

were her relatives, doing activities at an<br />

overnight camping event. “To see them<br />

smiling, having fun and to hear their<br />

laughter is just a wonderful thing.”<br />

It was not so long ago that Small<br />

believed good things would never be seen<br />

in her neighborhood.<br />

For years, she said, she had been living<br />

by an alleged dope house and was<br />

stricken by the pervasive sadness emanating<br />

from the property. She said she<br />

began to have a little bit of hope that<br />

things would change when the house was<br />

demolished but soon realized the vacant<br />

lot was also a beacon for those who wanted<br />

to purchase and use drugs.<br />

“It was awful,” Small said. “Just so<br />

awful.”<br />

Whenever she would step outside her<br />

home, she would see trash, alcoholic beverages<br />

and discarded needles scattered<br />

across the ground. Sometimes she would<br />

even see people shoot up.<br />

Like before, she began to lose any semblance<br />

of hope that good things could<br />

happen.<br />

But the environment slowly began to<br />

evolve when the land was donated to<br />

community activist Esther Flores and the<br />

non-profit<br />

organization<br />

1DivineLine2Health a little more than<br />

two years ago.<br />

“When I was told they wanted to turn<br />

this property into a garden and eventual<br />

playground for children in the community,<br />

I was kind of against it,” Small admitted.<br />

“I thought the area was unsafe for<br />

kids.”<br />

Then she started to see the vision<br />

Flores and her band of volunteers had<br />

mapped out for the location and got on<br />

board. But there was hesitation once<br />

again when Flores told her she planned<br />

an overnight camp outing for kids last<br />

year at the Hilltop Butterfly Garden.<br />

“I thought she was crazy,” said Small. “But I have a lot<br />

of faith in Esther and her mission.”<br />

Last year, more than 25 children throughout the Hilltop<br />

area participated in the overnight event known as<br />

Camping in the Hood is Good. It was very much a “winging<br />

it experience” said volunteer Megan Hackman.<br />

“We kind of didn’t know what to expect last year but we<br />

had such a blast anyway,” said Hackman, a senior at<br />

Bishop Ready High School. “When I heard Esther had<br />

planned to have another outing this year, I was super<br />

excited and got several of my school friends to volunteer.”<br />

She said what she loved about the experience last year<br />

was seeing children who might not have had the opportunity<br />

to go camping before have a similar experience in<br />

their own backyard.<br />

She said she couldn’t wait to participate again.<br />

When the time finally came for the second annual<br />

Camping in the Hood is Good event on <strong>June</strong> 22<br />

and 23, Anderson brought along her younger cousin<br />

Arayah Mayle to experience the fun firsthand.<br />

There were 23 additional children who participated<br />

as well.<br />

Their day started early on <strong>June</strong> 22 where they<br />

were tasked with setting up tents. Unlike last year,<br />

they were not setting up their camp at the Hilltop<br />

Butterfly Garden but rather the large and fencedin<br />

backyard at Small’s home.<br />

“I offered up our property because our yard is<br />

soft and we have more of it than this space,” Small<br />

said, motioning to the garden that now has a very<br />

active playground area. “I don’t mind that<br />

20-some kids and adults are going to be<br />

sleeping in my backyard tonight. I wouldn’t<br />

care if they spent the whole week here. We<br />

need more of this here in the Hilltop.”<br />

After the tents were set up, the children<br />

aged 6 to 13 had a busy day full of activities<br />

like making wind chimes and bird houses<br />

and writing inspirational messages on<br />

poster boards and spray painted motorcycles<br />

made out of tires. They were treated to balloon<br />

animals, face painting, a meet-andgreet<br />

with reptiles and catered lunch, dinner<br />

and breakfast. They had informative safety<br />

lessons with members of the Columbus divisions<br />

of fire and police. They were told stories<br />

about perseverance around the campfire<br />

by John Rush. And best of all, said<br />

Flores, they got to smile, laugh and have fun<br />

while knowing they are loved by the entire<br />

community.<br />

“These kids here are the future,” said Flores.<br />

“They need to know that people out here in the community<br />

are there for them as they try to make<br />

something of their lives.<br />

“So many of these kids, and not just here at this<br />

camp, are growing up in trauma. We live in a food<br />

desert, we have high rates of poverty and some of<br />

these kids have experienced the horror of losing a<br />

parent or loved one to drug addiction,” she added.<br />

“What our mission is with this camp is to give them<br />

a day away from it all, a day where they can play<br />

Liz Underwood, a local resident who had two grandchildren<br />

participate in the outing, said she is thankful that<br />

Flores and the local businesses and non-profit organizations<br />

pushed forward through the outing pushback last<br />

year and held the event once again.<br />

“A few years ago, I didn’t even want my grandkids to go<br />

down the street, let alone sleep out in tents at night in the<br />

neighborhood,” she said. “I think this camp is a wonderful<br />

idea because it is bringing a lot of kids together and even<br />

the community. It really is the best thing to ever have happened<br />

here.”<br />

Free fresh fruit and vegetables will be distributed<br />

on July 13 to qualified, low-income Franklin County<br />

residents.<br />

The fresh produce will be available at Central<br />

Baptist Church, 1955 Frank Road, beginning at 10:30<br />

and your current address in Franklin County. You are<br />

asked to also bring heavy-duty bags, boxes or carts to<br />

Franklin Township finds funds to hire administrator<br />

Franklin Township has hired a township<br />

administrator, despite hesitation from<br />

a trustee. At a recent meeting, the board<br />

approved a memorandum of understanding<br />

(MOU) with new Franklin Township<br />

Administrator Mark Potts.<br />

All of the trustees voted in favor of the<br />

MOU, however during previous meetings<br />

trustee Ralph Horn opposed creating the<br />

position or hiring an individual to fill it.<br />

“This has nothing to do with Mark or his<br />

abilities,” Horn said. “My hesitation has to<br />

do with our budget and our remaining balance<br />

for <strong>2019</strong>. I have been opposed to<br />

bringing in an administrator because I feel<br />

using these funds will make us really<br />

squeezed for the rest of the year.”<br />

Previously, Horn voted no to the creation<br />

of the position and to filling the position,<br />

but said he voted yes to the MOU<br />

because the other trustees already had<br />

voted in favor of the position and the hiring<br />

of Potts.<br />

“I really haven’t changed by mind, but<br />

Mark was already hired, so there wasn’t<br />

much I could do,” Ralph said. “I had asked<br />

the other trustees if we could delay the hiring<br />

of an administrator until the first of<br />

Construction is expected to be complete<br />

by 2020.<br />

The project would improve the landscaping<br />

around the West Broad Street and<br />

I-270 interchange. It is a collaboration<br />

between Franklin Township, Prairie<br />

Township, Franklin County, Hollywood<br />

Casino, Columbus, Weston Vision and<br />

Haydocy.<br />

The project will include adding landscaping,<br />

LED lighting over the underpass<br />

and sculptures to the interchange. It is<br />

valued at around $900,000.<br />

Previously, it was estimated that maintenance<br />

of the interchange would cost<br />

between $30,000 and $60,000 a year and<br />

organizers were looking for eight partners<br />

to pay approximately $4,500 to $7,500<br />

each per year for the next 20 years.<br />

However, after discussions with partners,<br />

both Prairie and Franklin Township<br />

agreed to maintain the landscaping in<br />

their municipalities.<br />

“More of the square footage for this<br />

project will be in Prairie Township as a<br />

result of how the interchange is configured,”<br />

Peters said. “However, it is important<br />

we both maintain our parts of the<br />

interchange because this is visitor’s first<br />

glimpse into our communities.”<br />

In other news, the board discussed an<br />

upcoming paving project taking place in<br />

both Franklin and Prairie Township near<br />

Havenwood Apartments.<br />

“Franklin Township received a grant to<br />

repave Westport Road,” Peters said.<br />

Portions of Westport Road are also in<br />

Prairie Township, adding an additional<br />

benefit to Prairie Township.<br />

The $2 million project would include<br />

rebuilding Lincoln Park Court and<br />

Nationwide Boulevard. The project also<br />

would include adding sidewalks to the<br />

area. All of these updates are located within<br />

the Havenwood Apartments community<br />

and will help residents better access school<br />

buses and COTA transportation.<br />

The total cost for this project is $2.1<br />

million and the grant Franklin Township<br />

received is for $2 million leaving some<br />

funding Franklin Township would need to<br />

cover. However, the majority of the cost<br />

will be secured via the grant.<br />

Residents also asked leadership how<br />

they can petition for a speed bump on their<br />

road.<br />

“In order for a speed bump to go on a<br />

road, we need to get an accurate traffic<br />

count,” said Stephen Kennedy, township<br />

trustee. “There needs to be at least 500<br />

cars that travel on the road a day and the<br />

majority of cars need to be going 30 miles<br />

per hour above the speed limit.”<br />

The township typically will put a speed<br />

trailer on a road to count the traffic and<br />

the speed of cars to see if the road meets<br />

the criteria for a speed bump. If the road<br />

does not meet the criteria, they may put a<br />

temporary speed bump on the road to slow<br />

traffic down.<br />

Potts will be paid an annual salary of<br />

$65,000 a year and will receive vacation,<br />

sick time, a cell phone and health and life<br />

insurance. His total compensation package<br />

including benefits will be approximately<br />

$95,900.<br />

The funding for the administrator position<br />

will come from a combination of the<br />

general fund and money formerly allocated<br />

for the administrative coordinator who was<br />

paid approximately $34,320 a year. After<br />

eliminating that position earlier in the<br />

year, it freed up additional funds to create<br />

the position of administrator.<br />

While Horn has concerns over the funding,<br />

Franklin Township trustees John<br />

Fleshman and Aryeh Alex say they are not<br />

concerned about the township’s budget.<br />

“The person that takes this position<br />

knows it may only be temporary as well,”<br />

Fleshman said. “If we don’t have the funds<br />

to support this position in a year or year<br />

and half, we may need to eliminate it and<br />

all applicants are aware of this. However,<br />

for at least the next year we have the funds<br />

to support this.”<br />

The MOU between Potts and the township<br />

has no end date and Fleshman said he<br />

is confident they will have the funds to continue<br />

the position past the end of the year.<br />

“We definitely have funding for the next<br />

15 months or so,” Fleshman said. “If our<br />

revenue stays at what it currently is, we<br />

should have the funding to continue the<br />

position past this timing.”<br />

Alex said that the fiscal officer has<br />

assured the trustees that there are funds<br />

for this position.<br />

“The fiscal officer said we have the<br />

budget for this and the general fund can<br />

handle it,” Alex said. “Because of that, I am<br />

voting in favor.”<br />

Potts said he is excited for the opportunity<br />

to serve the community.<br />

“I look forward to showing the residents<br />

how the position of the township administrator<br />

can be an effective advocate on<br />

behalf of the township and its residents,<br />

and help the township move forward into<br />

the coming years,” Potts said.<br />

Portrait by Copland, and a world-premiere of "FESTIVAL 35!," a film celebrating<br />

the 35th anniversary of the Lancaster Festival to the music of the<br />

Festive Overture by Shostakovich.<br />

Also new this summer is FESTIVAL U., a free, open, university-style<br />

program with talks and previews of Festival events to be held at Ohio<br />

University on July 13 and 14. The program will feature Mr. Bardonnay, discussing<br />

his new Festival film; Kristin Canda, artist; Victor Jones, director;<br />

and Maestro Sheldon, each giving a preview talk about upcoming Festival<br />

events.<br />

“Godspell” at Veritas Church<br />

On July 12-13, the rock opera<br />

“Godspell” will be presented in Hilliard.<br />

The July 12 and 13 shows will take place at<br />

8 p.m. at Veritas Community Church Tri-<br />

City, 4772 Cemetery Road in Hilliard (the<br />

former Hilliard Library location). Profits<br />

from the shows will benefit Veritas<br />

This is the first venture for the Light<br />

long-term residents will be joined by volunteers<br />

potential adopters will be able to speak<br />

with them and learn why the dogs are special<br />

and what the right home would look<br />

like for them. All dog adoptions will be $18<br />

and every dog will be up-to-date on shots,<br />

spayed or neutered, microchipped, and<br />

Programs help shelter dogs<br />

with a dog on a short two-mile run. The<br />

open house dates will be July 6 and July 27<br />

at 8 a.m. Interested individuals should<br />

show up at the shelter and be prepared to<br />

run with a dog.<br />

Finally, the shelter will support a<br />

Shelter Vacation program from July 15<br />

through July 19. During this time, members<br />

of the public will be able to foster dogs<br />

from the shelter, welcoming them into<br />

their homes for the week. All dogs will be<br />

on a first-come, first-foster basis and preference<br />

will be given to those dogs who have<br />

been adoptable for one month or more.<br />

Summer tech program helps kids create apps<br />

Like many children his age, Preston Miller loves computer<br />

and video games. He said he has learned many skills<br />

while playing on these mediums and has even decided that<br />

he wants to make a career out of it.<br />

“I plan to be a YouTube video game creator,” said the<br />

fourth grade student at Finland Elementary School.<br />

Knowing that he needed to hone the skills required to<br />

be a game creator, Miller was excited to learn that he<br />

would have the opportunity to do so at his school. The only<br />

problem was that it would take place in the summer.<br />

“I love summer break but I really wanted to do this,” he<br />

said.<br />

On <strong>June</strong> 17 at roughly 8:30 a.m., Miller found himself<br />

back in school for an all-day, week-long programming class<br />

called Techie Camp, which was made possible for students<br />

at Finland Elementary and Franklin Woods Intermediate<br />

through a grant from Battelle and Tech Corps.<br />

“Techie Camp is a hands-on program that teaches<br />

young children the basics of programming,” said Tech<br />

Corps instructor Will Sierzputowski. “For this week, along<br />

with the one that was held last week (<strong>June</strong> 10 -14 at<br />

Franklin Woods), they are learning how to make an app<br />

but with the stipulation that they make something that<br />

benefits others.”<br />

When the stipulation was announced the first day of<br />

class, Sierzputowski said there were a lot of blank stares.<br />

“I don’t know if it was because it is the summer and<br />

they’re in summer mode or if they thought they would be<br />

making cool apps right away,” said the junior at Ohio<br />

Northern University with a laugh. “Some later told me<br />

they thought they would be doing something that would<br />

make them a lot of money so I think it might have been the<br />

second option.”<br />

But with some prodding, the group of 22 budding creators<br />

brainstormed ways apps can help people, watched<br />

design and programming tutorials, and started putting<br />

their ideas to code.<br />

“I am so impressed by what they came up with,” said<br />

Tech Corps instructor Anna Dake. “There has been a lot of<br />

variety with these groups.”<br />

Olivia Reynolds, 10, she designed an app that helps<br />

people remember recipes.<br />

“If people forget, they can just pull it up and have the<br />

instructions right there,” said the Franklin Woods<br />

Intermediate student.<br />

Hector Flores co-created an app for parents to tell them<br />

the appropriate age for their children to do chores.<br />

“I mow the grass and I’m not sure I should be made to<br />

do it at my age,” said the fourth grader.<br />

Hannah West and Sophia Tope created an “ungrounding<br />

app” that counts down the exact time they are out of<br />

punishment.<br />

“Parents are always trying to tell you that you<br />

have more time in punishment,” said West.<br />

“This app will show them that it is not true<br />

because the countdown tells them the time is up,”<br />

added Tope.<br />

Miller, the future game creator, programmed an<br />

app that allows people to find games on Roblox, a<br />

popular game creation system platform.<br />

“It breaks it up by skill level too,” he said. “If<br />

they’re a beginner and want to play a game where<br />

they find eggs, the app shows them where to find it<br />

for beginning level players.”<br />

Other app creations include Fortnight quizzes,<br />

algebra flashcards, origami instructions, sports<br />

point trackers, and a once-aday<br />

reminder to do something<br />

nice for someone else.<br />

While the students said<br />

there was some difficulties<br />

learning how to program,<br />

they were given great<br />

instruction and plan to continue<br />

making apps well into<br />

the future.<br />

“It was a struggle sometimes<br />

but I had a lot of fun learning how to do this,” said<br />

Reynolds. “Eventually I would like to put something on the<br />

app store but I need to work on a few more things first<br />

before I can reach that level.”<br />

The Techie Camp that was held at Finland Elementary<br />

and Franklin Woods Intermediate marked the first time<br />

the popular camp was held in the South-Western City<br />

Schools District. It was brought to the school, in addition<br />

to the grant, due to the efforts of Kira Shade-Ray, the<br />

Finland Elementary site coordinator for Communities in<br />

Schools, and Helen Cosner, a gifted intervention specialist<br />

with the district. Shade-Ray said that while coding clubs<br />

are growing in popularity at the schools, they would love<br />

to host Techie Camp again next summer.<br />

Chucky is back with more ridiculousness<br />

It was choose a toy at the theaters this<br />

weekend. The first and more wholesome<br />

option was “Toy Story,” the fourth installment<br />

of a beloved animated franchise that<br />

has garnered the reputation for making<br />

even the most jaded of adults weep like<br />

newborns. The second and less familyfriendly<br />

option was “Child’s Play,” a reboot<br />

of a beloved slasher that features a murderous<br />

doll who has garnered the reputation<br />

for making even the most jaded adults<br />

weep like newborns. While both were worthy<br />

options for a variety of reasons, I was<br />

only in the mood for one.<br />

“Child’s Play” is not an exact replica of<br />

the original hit from 1988, so points are in<br />

order for base creativity. Though both<br />

share the same ridiculous premise (or is<br />

it?) of a doll coming to life and murdering<br />

people, the latest version focuses more on<br />

the dangers of dependence on technology<br />

and less on the transference of one’s wicked<br />

soul into an inanimate object meant for<br />

children. Whether the latter is a dealbreaker<br />

is entirely up to you.<br />

The film opens with low wage workers<br />

in an overseas manufacturing plant meticulously<br />

crafting the perfect technological<br />

doll for consumers around the world. The<br />

Buddi doll, as it is called, is promised to<br />

provide a “life-long” companion for children,<br />

helping them grow and thrive<br />

through a supportive relationship where<br />

they are their eyes and ears.<br />

Though it is clear not every worker is<br />

thrilled with the product they are creating,<br />

or the job they have, they do it day in and<br />

day out. But one evening, a worker is<br />

caught daydreaming and is fired for envisioning<br />

a better job somewhere else. Before<br />

he can pack up his meager belongings, he<br />

is ordered to finish up his Buddi doll, and<br />

finish up he does. In an act of disobedience,<br />

he strips the Buddi doll of all of its safety<br />

features, including one that removes the<br />

anti-violence protocol.<br />

Naturally, this doll is shipped to the<br />

states where it falls into the hands of a single-mother<br />

Karen Barclay (Aubrey Plaza)<br />

who gives it to her 13-year-old son Andy<br />

(Gabriel Bateman) as a joke/early birthday<br />

present.<br />

At first, Andy is creeped out by the<br />

waxen doll with the voluminous orbs and<br />

slicked hair, but he quickly finds a real<br />

friend in Buddi, now Chucky (voiced wonderfully<br />

by Mark Hamill). As they get to<br />

know each other, Andy begins to suspect<br />

that something is amiss when Chucky gets<br />

possessive of his time spent with human<br />

friends. Then things get weirder, more<br />

dangerous and ultimately deadlier from<br />

then on out.<br />

One could say “Child’s Play” is just<br />

another unnecessary reboot of a beloved<br />

property from an industry out of ideas and<br />

they would be right. But this film is also an<br />

interesting satirical piece about our willingness<br />

to accept advanced technology into<br />

our lives for the sake of convenience and<br />

comfort. Unfortunately, it doesn’t keep<br />

with that thread throughout as it has to<br />

make room for the more gruesome elements<br />

of its predecessor and the overall<br />

film really does suffer because of that.<br />

I have to be completely honest and say I<br />

thought this film was going to be complete<br />

crap. The trailers looked dumb, Chucky<br />

looked even more off than he normally<br />

does, and it just didn’t hit any good note at<br />

all. But when I saw it, I was surprised at<br />

how much I was enjoying it. It has some<br />

dark humor, it pokes fun at itself, it has an<br />

interesting take on tech and I laughed with<br />

it just as much as I laughed at it. I know<br />

this film is not going to be for everyone, but<br />

it’s a decent time if you’re looking for quality<br />

ridiculousness. Grade: B-<br />
