Shona Powell
Standing for Council –Kaiapoi-Woodend Ward and Woodend-Sefton Community Board, Waimakariri District Council
To showhow seriousIamabout beingonCouncil
Ihave knocked on thousands ofdoors in the last
month. This has been a wonderful experience
for really getting to know the issues. Ihave been
greeted with thanks for making the effort toget
out, say hello and introduce myself. IfIhaven’t
made it to yourhomeand youwanttodiscuss any
issues please let me know.
I am currently Chair of the Woodend-Sefton
Community Boardand have aproventrackrecord
of working hard and standing upfor the interests
of the community. With anin-depth knowledge
of, and strong links to Kaiapoi and the Eastern
part of the district Iamactively involved inthe
community. This is akey part of keeping upwith
theissues andbeing approachable.
Iwanttosee astraightforward andcommon-sense
approach because what we do now will have a
Standing for Council -Oxford-Ohoka Ward
major impact onthe future. Major issues include
planning for the population growth in the district
-let’s get itright the first time. Also important are
good transport links and choice in how wetravel,
the environment including climate change and
importantly, water quality. Businesses, including
small businesses and the self-employed, must be
encouraged as they provide valuable services and
give residents the opportunity to work closer to
home. These are all things Ihave pushed for over
thelast threeyears andwill continue to do so.
One issue always raised is the increasing rates bill.
Rather than just making vague statements with no
‘how’, Iwant tosee afocus on managing costs as
part of thesolution.
The WoodendBypassiskeytoroadsafety andeasier
travel. Iwant tosee the Government announce
fundingfor it, andwiththis inmysightsIbecame
amember ofthe recently formed Make SH1 Safe
committee.Inthe meantime,safety improvements
are needed onSH1 and Iam looking forward to
working collaboratively with NZTA toget them
finalised andworkstarted.
Ihaveabackgroundinmanagementand leadership
in both the public and private sectors. Along with
my skills and qualifications Iamwell placed to
handle council governance, including finances,
policies and planning. Being self-employed Ihave
the flexibility with my time to commit fully to
Council, andtothe community.Iam also standing
forre-election to theWoodend-Sefton Community
Board.
To take on this importantroleofCouncillor Iseek
your supportand your vote.
Ihavelivedinthe WaimakaririDistrict allmylife. I
grew up on aruralproperty,attendedOxford Area
School and have been heavily involved invarious
community groupsfor thepast 6years.
I previously played rugby for Oxford Club, have
been involved with Oxford Speedway and enjoy
our unique back country environment. I have
worked in the hard landscaping industry for 6
years and sohave experience and knowledge of
drainageand roading.
Ihave been amember of the Oxford Ohoka
Community Board for the last 3years, Iam also
the Chairperson of the Oxford Community Trust,
have been aUDrive mentor, and was involved in
thecreationofthe WaimakaririYouth Counciland
was then Chairperson for two years. Iamalso a
member of the Ashley Gorge Advisory Group,
the Pearson Park Advisory Group and the Oxford
Promotions andActionsCommittee.
Being ahome owner inthe District Iamvery
aware ofthe cost of rates and the need to spend
every dollar wisely. Iwant tosee Council focused
on getting the basics right. Infrastructure may
not be aparticularly exciting topic but when your
property is flooded every time wehave adecent
amount of rain, drainage suddenly becomes quite
important.
The decisions we make around infrastructure
now will affect residents for many years to come.
It is fool hardly to delay necessary repairs whether
it be to roading, water systems or any other
vital infrastructure as this nearly always leads
to increased costs and anadded burden tothe
ratepayer
Similarly Iwish to see the unique Social Support
systems that we arelucky to be blessedwithinour
District continue tobesupported. Mytime on
the Community Trust Board has shown mehow
crucial services like this are and their role in our
Community is vitalfor ourcontinued success. The
helpthe Trustoffers ourElderlyand thoseinneed
of medical and emotional support is crucial and
Iwill advocate for ongoing support of the Trust
and initiatives to improve Community health and
wellbeing.
Iwish to see afocus on getting the basics right.
Infrastructure and social services will be my top
priority. Smart, targeted spending ofrate payers
money is the way to protect ratepayers from
unaffordable rate increases and the only way to
safeguardthe future of theDistrict.
Ihaveakeeninterestinthe Community andwant
to seethe district well runsoitcan provide thebest
possibleresources andfacilities forthe ratepayers.
Iwas born and educated inRangiora where I
married Davidand Ihavelivedand worked here
all my life.
Our family have been greatly involved inour
region andasownersofthe ContinentalCatering
business, we have continually supported the
community while employing local people to
work throughout the South Island, bringing
back supportfor ourdistrict.
Iamagood listener and to those that know
me, a“can do” girl who gets things done. Icare
deeply about the wellbeing ofour community
which led me to become the chairperson of the
Dudley Aquatic Centre Committee that saved
the swimming pool. We raised $1.8M in 18
months towardsthisfacility.
2197523
Iwould also support the establishment of
the 24-hour medical centre, aswell aswork to
resolve trafficcongestioninRangiora.
Waterand waste management is very important
andIwill focusonthese issues.
The new sports stadium is abig project and
will be agreat assettoall ourdistrict. Theteam
at theCouncil have well researched thisand the
plans look fantastic, having provided for future
expansion ofboth hockey, indoor sports and
tennis courts. Iamanenergetic supporter of all
sporting andfitnessactivities.
Our Council have made great progress in
repairing the infrastructure and building ofall
our district to be avibrant place. Theimmense
growth following the earthquakes means we
have agreat community with many people from
all over NewZealandand beyondwho have,and
arechoosing to reside in our district. Ofcourse,
growth meansinvestment.
Iwould relish this newchallenge to
dedicatemyskills of business experience
andfinancial managementtothe
progressionofthedistrict while
keepingthe ratesaffordable. We
live in awonderfulcommunity
so please let me helpyou make
it more special in thefuture.
Department Manager
Hellonames Jason, youwon’t have seen my face
on posters or my name everywhere because
truth isthat’s not really who Iam, but that
doesn’t mean Ishouldn’t be considered foryour
vote.
There’s always talk ofpromises, rates, taxes,
the environment and our short term goals just
because its election time. Alot of the time we
don’t even bat an eyelid till the next election
three years on. Weall lead busy lives, but that
doesn’t mean we shouldn’t have along goal. So
instead of policies, I’ll share where Ican see us
goingand hopefullyyou’lllikethe ideas or they
mayjustget youthinkingand talking.
Either way, I’ll takeitasawin.
Ican see usinthe next 50 years, arates free
district leading New Zealand in sustainable
practices, acommunity that asks neighbours
ward and Rangiora subdivision Community Board
for the odd cup of sugar, who stand together
in times oftrial and change. Respecting the
efforts of the past, engages in the present and is
always lookingtoabrighter future for all in our
community.
We need to be always aware weare teaching
the leaders oftomorrow through our actions,
good and bad, our time with the baton is short
and weshould always aspire toleave the world
abetter place for those that follow. Theblame
game is pointless among the generations, how
will history will judge our actions inour time?
What will we leave those who follow, how will
we respectthose whohavebeen?
Idon’t believe in cutting rates or expenditure,
Ibelieve in building and investing toabolish
rates. ImaginearatefreeWaimakariri,how that
looks Ican’t tell you now, Ihave afew ideas but
happytolisten.
I’m not an environmentalist, but Iwould ask
you are our practices sustainable or are we
poisoningour environmentfor aquickbuck? If
so who’sgoing to pay? Why don’t we care? We
can’tstop what the world isgoing to do, ices
ages and hot ages happen, but we don’tneed to
willingly speeditup.
We can’talwaysprevent things happening, but
we can doour best tobe prepared. With your
support, whynot invest in sustainablecash flow.
This could be our choice for our community’s
best future,wecan startnow,thiselection.
But inthe end these are mythoughts, my
passions, as your elected official I would be
boundtoact in ourcommunity’s interestssolet
me know what yoursare.
