for the Mayor and Councillor of the Rangiora-Ashley<br />
ward.<br />
The Waimakariri district is facing many immediate<br />
and long-term challenges that need to be confronted<br />
and dealt with effectively without the burden ofeverincreasingrates<br />
rises.<br />
It is time the current councillors stopped virtue<br />
signalling about how many boards they sit on and put<br />
words into action asfar toooften wesee them showing<br />
ablatant lack of respecttowards thecommunity andthe<br />
concerns residents bringtothem.<br />
The ‘steadyaswego’ approachisnot workingand those<br />
that promise tokeep the status quo are the ones that<br />
don’thavethe resident’sbestinterestsatheart.<br />
With climate change and water policy going through<br />
parliament andECAN at themomentstrongleadership<br />
is required to ensure that the rural sector, business and<br />
local communities do not collapse under the weight of<br />
legislationand regulations.<br />

There is no doubt that the climate ischanging, and<br />
smart policy is needed with<br />
consultation from all areas ofthe<br />
community as it’s about striking the<br />
rightbalanceofenvironmental and<br />
social policytominimiseeconomic<br />
impact whilst securing the future<br />
of the Waimakariri district by<br />
cleaning up our waterways,<br />
promoting biodiversity ,improving<br />
public transportand gettingmoney<br />
out of politics.<br />
Some of my Policy highlights:<br />
•Investigating light rail options<br />
forthe region<br />
• Removing barriers to<br />
affordable housing and tiny<br />
home use<br />
• Bringing accountability and<br />
honestytoforefrontofcouncil operations<br />
•Assessing all expenditure and projects onthe<br />
books forratepayer savings<br />
I challenge all candidates<br />
running to release all expenses<br />
and donations information before<br />
the release of the voting papers on<br />
<strong>September</strong> 20sothat the residents<br />
can make an informed decision<br />
especiallywithall thenew projects<br />
goingoninthe region they deserve<br />
to know if ‘special interest’ groups<br />
are trying to gain influence or<br />
information in the decision<br />
making of thecouncil. Pay forplay<br />
politics has no place in the district<br />
as we’ve seen current councillors<br />
getintroublefor this before.<br />
Avote for Jay Webb is avote for<br />
practical solutions to the regions<br />
development challenges without digging further into<br />
theratepayers’ pockets.<br />

My first job inmy<br />
teen years, was<br />
with the district<br />
council and that<br />
was working at the<br />
WoodendForestry.<br />
Imeet myhusband<br />
and started a family,<br />
living in Rangiora forsome<br />
time, moving to Woodend,<br />
then Loburn. Finally moving to<br />
Kaiapoiand Istill reside here today.<br />
Iwas involvedinmanycommunity projects,<br />
including TeKohanga Reo, teaching TeReo<br />
at Primary Schools, Netball, Basketball,<br />
RugbyLeague andTouch.<br />
As my children grew up, Ijoined many<br />
committees. Learningtreasurer andsecretary<br />
duties, and all the other jobs that come with<br />
theterritory of runningagood committee.<br />
Ihave always been interested inpolitics<br />
and now, Iam able to pursue this dream of<br />
mine. Iampassionateabout cleanwater,safer<br />
roads, better and cheaper transport, youth<br />
direction, elderly and handicap assistance,<br />
rates, supporting local businesses and all<br />

other areas that make a great<br />
community.<br />
Iwould set upsmall<br />
communities of tiny<br />
homesfor emergency<br />
housing, I would<br />
see Civil Defence<br />
in secondary<br />
schools, I<br />
would put more<br />
resources into our<br />
local voluntary<br />
services, and work<br />
closer with the<br />
community to support<br />
their interests and<br />
needs, including working<br />
closely with the local Iwi to<br />
make our district self-sufficient<br />
in areas of, solar power, horticultural areas,<br />
waterretention systems andmore.<br />
This isanopportunity to really put the<br />
Waimakariri District Council onthe world<br />
map.<br />
It is time for achange, new ideas, common<br />
sense and keeping our councils feet on the<br />
ground though true leadership. Iam hard<br />
working, reliable andhonest. Iamthatleader.<br />

My partner Jessica aged 54and Iat57offer<br />
maturity andexperience.<br />
Jess is aswimming teacher at Dudley. Our<br />
children were raised in Rangiora and our<br />
grandchildren aregrowing up in Kaiapoi.<br />
My professionalcareerof38years has been<br />
servingthe community andwith21yearson<br />
councilIam thelongest servingWaimakariri<br />
Councillor.<br />
During this time, I have been part of<br />
every major decision our council has made.<br />
Our district has doubled in population<br />
and continues to grow. This could not<br />
have happened without serious council<br />
investment.<br />
Sewage,water andwasteschemes have been<br />
updated. Dudley and Oxford Pools replaced<br />
and Kaiapoi Pool upgraded, artificial sports<br />
turfs, newand upgradedrecreationreserves.<br />
Sports grounds have been expanded and we<br />
are about to get anew multi-sport indoor<br />
facility.<br />
The earthquakes were tragic but also<br />
provided opportunity. Our insurance<br />
coveredreplacementnot betterment,council<br />
chosetorebuild andrepairbetter. Ourtown<br />
centres, Kaiapoi Service Centre-Library,<br />
advanced regeneration areasare examples.<br />
Our continuing challenge is roading and I<br />
strongly supported the Townsend, Fernside,<br />
Flaxton bypass. Iamalso astrong advocate<br />
forthe east Woodendbypassand roundabout<br />
access from Rangiora Woodend Road onto<br />
SH1takingpressure off Southbrook.<br />
As Mayormyprioritieswillbekeeping rates<br />
affordable, ahealthy and safe community,<br />
managing growth with infrastructureand<br />

encouraging private investment. Roading<br />
and congestion will continue to be a<br />
challenge.<br />
Creating an environment that encourages<br />
business tomove into our district means<br />
more local jobs andlesscommuting.<br />
Iamyet to meet acouncillor who likes<br />
putting rates up and Iamnodifferent. The<br />
only pledge Ican make is that Iwill look at<br />
everylineiteminour budgets andencourage<br />
whatever savings possible. Iwill not stop<br />
investing inour district, ifwedon’t invest<br />
then whyshouldanybodyelse?<br />
Our District is abrilliant, safe and vibrant<br />
place to live,Iwanttokeepitthatway.<br />

I’m 34 years old, grew up in Waikuku, attended<br />
Rangiora High School and love being part of<br />
the Waimakariri District.<br />
Iserved in the NZ Army as asoldier and<br />
an officer and now offer you my service<br />
as Mayor.<br />
If elected my focus will be on providing afresh<br />
new leadership style for the council and the<br />
community, one that will stand upand take<br />
responsibility for the safety and wellbeing of<br />
the district, one based on the core values of<br />
courage, loyalty, integrity and pursuit of<br />
excellence -not politics.<br />
My background as an army officer has<br />
provided mewith the experience needed to<br />
lead both the council and the community.<br />
Ipossess the passion, energy and<br />
motivation togo above and beyond the<br />
call of duty and work hard tomake our<br />
district asafer, less stressful and happier<br />
