Workshop to tackle social isolation<br />

Social connectedness remains<br />
achallenge for many in <strong>North</strong><br />
<strong>Canterbury</strong>.<br />
Asocial inclusion workshop<br />
is beingheld at the<br />
Ruataniwha KaiapoiCivic<br />
Centre next Thursday,asthe<br />
Waimakariri district’s social<br />
inclusion initiatives group<br />
lookstobreakdown barriers.<br />

development adviser<br />
Madeleine Burdon,who chairs<br />
the group,says asocially<br />
inclusivesociety is where<br />
people feelvalued, their<br />
differences are respected, and<br />
their basicneedsare met,‘‘so<br />
thatthey can live in dignity’’.<br />
The groupwas established in<br />
2007underthe umbrella of<br />
Social Services Waimakariri,<br />
but is now resourced by the<br />
council’s community team.<br />
‘‘The challenges and<br />
barrierscreating social<br />
isolation have notchanged<br />
much in 12 years—indeed,<br />
some new concernshave<br />
emerged, including rapid<br />
populationgrowth.<br />
‘‘We are championing what’s<br />
already out there and<br />
exploring new opportunities to<br />
address isolation, and we’re<br />
keen to hearwhat people are<br />
doing.’’<br />
She says social isolation can<br />
be caused by severalfactors<br />
and not justbymoving to anew<br />
community, or due to getting<br />
olderorlosing mobility.<br />
‘‘It could be achange in life<br />
situation. It could be someone<br />
who has retiredorlost their<br />
job, or you’velost yourspouse.’’<br />
The socialinclusion<br />
workshop will be held upstairs<br />
in the centre on Thursday,<br />
<strong>October</strong> 31, from 9am to 12pm.<br />

Mr Rodgers said the<br />
commercial and industrial<br />
sector had experienced steady<br />
growth since 2016, driven by<br />
the effects of population<br />
growth and construction.<br />
‘‘With the developmentof<br />
new retail space, precincts<br />
and industrial developments,<br />
Waimakariri business areas<br />
are now competing with and<br />
attracting customers from<br />
surrounding areas, including<br />
Christchurch.<br />
‘‘Thebusiness sector was<br />
one of the largest movers with<br />
commercial increasing14% on<br />
capital value and 1.9% on land<br />
value, while industrial<br />
property increased 8.1% on<br />
capital value and decreased<br />
1% on landvalue.’’<br />
Mr Rodgers notedthat, in<br />
the rural sector, farmerswere<br />
experiencing regulatory<br />
pressuresfrom government<br />
and financial institutions,<br />
resulting in afallinsales<br />
activity across the district.<br />
‘‘There has been asmall<br />
decrease in valueacross dairy<br />
properties,whilstpastoraland<br />
arablehave remained at<br />
similar value levels to 2016,<br />
with pastoral properties in<br />
some localitiesexperiencing a<br />
small increase.’’<br />
Notices of rating valuation<br />
are being posted out to owners<br />
now, with 26,628properties<br />
acrossthe district having been<br />
revalued.<br />
Ratingvaluations are<br />
carried out on all properties in<br />
New Zealand, usuallyonce<br />
every three years, to<br />
specifically helplocal<br />
councilsset rates for the<br />
following three years.<br />
Such valuesare just one of<br />
several factors councils use to<br />
set rates. An increased rating<br />
valuation does not necessarily<br />
mean aproperty owner will<br />
pay more rates.<br />
Ownerswhoseproperties<br />
have increased above the<br />
district average will likelypay<br />
more, while thosewhose<br />
valuationchange is belowthe<br />
average may well pay less.<br />
Council rates will not be<br />
updatedbasedonthe new<br />
valuations untilJuly 1, 2020.<br />
Theupdatedrating<br />
valuations should reflect the<br />
likelysellingprice of a<br />
property at the effective<br />
revaluation date, which was<br />
August 1, <strong>2019</strong>,but did not<br />
include chattels.<br />
Thefigures from QV show<br />
thetotal rateable value of the<br />
26,628 propertieswithin the<br />
district is now $17,252,147,000,<br />
with the land value of those<br />
propertiesnow valued at<br />
$7,883,667,000.<br />
The updated rating<br />
valuations are independently<br />
auditedbythe Office of the<br />
Valuer General, and need to<br />
meet rigorous quality<br />
standards before the new<br />
ratingvaluations are certified.<br />

The council’s manager of<br />
finance and business support,<br />
JeffMillward, says the QV<br />
rating valuationsdon’t<br />
increase how much the<br />
council collectsfor rates,but<br />
can affect the distribution of<br />
rates.<br />
‘‘Rates are one source of<br />
council income,’’ he says.<br />
‘‘Revaluation doesn’t<br />
increase the amount council<br />
collectsfrom rates, but it helps<br />
workout everyone’s share.’’<br />
Also, the revaluation only<br />
affected ratesbasedona<br />
property’s value.Ithad no<br />
impact on rates setbyfixed<br />
charges, land area, or targeted<br />
rates such as kerbside<br />
collection services.<br />
‘‘Rating levels dependon<br />
funding decisions made by the<br />
council.<br />
‘‘Wewon’t know until the<br />
start of the next rates yearhow<br />
the new property values will<br />
affect individualrates,’’ Mr<br />
Millwardsaid.<br />
