Passport Acceptance Facility<br />

Preparing to travel out of the Country?<br />

The City of Murrieta wants to make<br />

your life a little easier. Effective October<br />

1st, the Murrieta City Clerk’s Office is<br />

accepting passport applications during<br />

regular City Hall office hours. Photos<br />

are also available. No appointment is<br />

necessary, and the process should take<br />

about 15-20 minutes for forms, fees<br />

and photos. Applicants will receive<br />

their passport by mail from the State in<br />

four-six weeks, or two-three weeks with<br />

expedited processing.<br />

“We’re always looking for ways we<br />

can leverage staff and facilities to serve<br />

the community,” explains Murrieta City<br />

Clerk, Stephanie Smith. “By supporting<br />

residents through the passport process,<br />

we can help applicants make sure they<br />

are filling out the right forms correctly<br />

and address any questions or concerns.<br />

This will reduce rejections and speed<br />

up the process. Our goal is to make the<br />

passport experience quick and stressfree.”<br />

Smith adds that a big benefit is<br />

getting to work face-to-face with the<br />

residents she serves.<br />

Prior to visiting City Hall, applicants<br />

are encouraged to stop by the<br />

City’s Passport Page at www.murrietaca.<br />

gov/passports. This webpage includes<br />

important details on State requirements<br />

for identification, local and State passport<br />

fees and special rules for children.<br />

It also provides links to new passport<br />

and renewal forms for those who chose<br />

to complete their documents at home<br />

and bring them to City Hall.<br />

City Hall hours are 7:30 a.m. to 5:30<br />

p.m. Monday through Thursday and 8<br />

a.m. to 4:30 p.m. alternate Fridays. Visit<br />

All about music is an understatement<br />

concerning Kenneth Rice, the owner/<br />

operator of The Little Shop of Horns<br />

in Temecula for over 20 years and with<br />

Christmas coming, consider giving the<br />

When his shop first opened, Ken had<br />

just completed many years of extensive<br />

repair training from Manny Gavriolov at<br />

the Horn Connection in Hollywood Ca.<br />

where world famous horn players are<br />

still clients to this day. Ken said “ No<br />

longer just horns, we now offer weekly,<br />

or monthly music lessons for all ages on<br />

wind instruments, guitar, piano, drums,<br />

violin and voice. My shop is also best<br />

known for GUARANTEED repairs and<br />

complete overhauls, American made<br />

sales, consignments, and even month to<br />

month rentals, for those who are just not<br />

sure about music, but usually are sure<br />

after their first try. “<br />

Kristi Piatkowski<br />

The WAVES Project of Temecula is<br />

proud to announce the addition of Kristi<br />

Piatkowski to our staff effective October<br />

21st. Kristi will take the helm of all<br />

fundraising and donor relations for our<br />

programs serving wounded American<br />

veterans.<br />

Kristi has extensive experience<br />

working for more than eighteen years<br />

in the Non-Profit sector including coordinating<br />

programs, managing corporate<br />

and foundation relations and over four<br />

years as Director of Development for a<br />

local non-profit organization.<br />

Rubin says “I’m very pleased to add<br />

Kristi to our staff of dedicated individuals<br />

working to provide services for our<br />

wounded warriors. We are confident her<br />

are covered with personally autographed<br />

GREAT entertainers that Ken has worked<br />

Rock and Roll Hall of Fame certificates.<br />

He is extremely proud of many of his<br />

past students who are now professional<br />

players, college professors of music,<br />

and some who even bring their children<br />

with him because when the shop closes,<br />

nightly his music life is usually just<br />

proudly wears one of his three Presidential<br />

Citation pins. Although he loves to<br />

perform his “original music” the audience<br />

will be dancing and listening to him<br />

sing and play everything from Sinatra to<br />

current day hits.<br />

Broken Promises<br />

by Assemblymember Marie Waldron<br />

The Senate Bill 1 gas tax increase<br />

promised to fix our crumbling highways<br />

and roads. That promise was<br />

short-lived.<br />

Last month, Governor Newsom<br />

issued an Executive Order redirecting<br />

the state’s $5 billion annual transportation<br />

funds from highway/road<br />

repairs toward reducing congestion<br />

via “strategies designed to encourage<br />

people to shift from cars to other<br />

modes of transportation” including<br />

mass transit, walking and biking,<br />

the governor’s executive order said.<br />

The order also calls for $61 million<br />

to be “held in reserve for priority rail<br />

This is in addition to the billions<br />

of dollars which have continued to be<br />

diverted from the transportation fund<br />

since 2010 - no wonder our traffic<br />

congestion is as bad as it is! If the<br />

funds collected to upgrade our roadways<br />

had been used for that purpose,<br />

we would not need to keep increasing<br />

taxes. In fact, we would have more<br />

than enough.<br />

The SB1 gas tax did not plan to<br />

add one freeway mile to reduce congestion,<br />

but it did commit to repair our<br />

local roads and highways, and support<br />

parks and boats. Now, even that is<br />

uncertain thanks to the Governor’s<br />

Executive Order.<br />

Mass transit systems should be<br />

expanded, but not at the expense of<br />

highways that serve the vast majority<br />

of travelers. In our own region, over<br />

95% of the people use our highways,<br />

but in recent years, two-thirds of local<br />

transportation spending has gone to<br />

mass transit projects which are used<br />

by less than 5% of the population.<br />

For decades to come, Californians<br />

will continue to rely on the state’s<br />

highway system to keep people,<br />

products and produce flowing. Our<br />

way of life and economic well-being<br />

depend on a well-maintained highway<br />

system. Promises made to voters must<br />

be promises kept.<br />

Assembly Republican Leader Marie<br />

Waldron, R-Escondido, represents<br />

the 75th Assembly District in the California<br />

Legislature, which includes the<br />

communities of Bonsall, Escondido,<br />

Fallbrook, Hidden Meadows, Pala,<br />

Palomar Mountain, Pauma Valley,<br />

Rainbow, San Marcos, Temecula,<br />

Valley Center and Vista.<br />

Elsinore Valley Municipal Water District<br />

Selects New General Manager<br />

The Elsinore Valley Municipal Water<br />

District (EVMWD) Board of Directors<br />

recently announced the selection of a<br />

new general manger. Greg Thomas joins<br />

EVMWD as a seasoned leader specializing<br />

in engineering, construction, operations<br />

and maintenance.<br />

Thomas most recently served as the<br />

general manager for the Rincon Del Diablo<br />

Municipal Water District (RDDM-<br />

WD). RDDMWD serves parts of the city<br />

of Escondido as well as unincorporated<br />

Escondido and portions of San Marcos<br />

and Vista. Under Thomas’ leadership,<br />

the RDDMWD received the prestigious<br />

“2014 Recycled Water Agency of the<br />

Year” honor.<br />

“We are pleased to have Greg as part<br />

of the EVMWD team,” said Andy Morris,<br />

president of the board of directors. “His<br />

many years of experience, knowledge<br />

and proven leadership will enhance the<br />

District’s commitment to innovative<br />

approaches to sustaining water resources<br />

and providing excellent service.”<br />

In his new position Thomas will<br />

report to the water district’s board of<br />

directors. He will be responsible for<br />

implementing board directives, assuring<br />

compliance with EVMWD policies,<br />

overseeing projects to ensure water security<br />

and reliability, and developing and<br />

implementing EVMWD’s business plan.<br />

Thomas earned a bachelor’s degree<br />

in Mechanical Engineering Technology<br />

from Purdue University (Indiana)<br />

and a master’s degree in Business and<br />

Management from Webster University<br />

(Missouri). He served 22 years with the<br />

U.S. Marine Corps, leading several civil<br />

and water related projects. His last position<br />

with the Marine Corps was as the<br />

facility maintenance officer for Marine<br />

Corps Base Camp Pendleton where he<br />

was responsible for all buildings, roads,<br />

water, sewer, gas and electric. After his<br />

military retirement, he served as an engineering<br />

and construction consultant in<br />

the private sector.<br />

Thomas currently teaches a leadership<br />

in water management course at<br />

California State University San Marcos.<br />

He also serves on the school’s Advisory<br />

Board of the Certificate in Water Management<br />

and Leadership Program.<br />

For decades to come, Californians will<br />

continue to rely on the state’s highway<br />

system to keep people, products and<br />

produce flowing.

Understanding the Risk of Hiring Private<br />

Caregivers<br />

Most seniors prefer to remain in<br />

their own home for as long as possible.<br />

For many, this means eventually needing<br />

to hire a caregiver to assist with day-today<br />

needs. There are two main ways to<br />

hire a caregiver. You can hire a private<br />

or independent caregiver yourself or go<br />

through a home care agency.<br />

While it often seems less expensive,<br />

hiring a private in-home caregiver can be<br />

a challenge and may have legal implications<br />

for the employer. But knowing the<br />

risks and responsibilities can help protect<br />

you and provide peace of mind.<br />

Some of the most important factors<br />

to consider when hiring a private caregiver<br />

are the additional costs associated with<br />

conducting background checks, meeting<br />

tax obligations, legal compliance, and obtaining<br />

the required insurance coverage<br />

to protect your personal assets.<br />

Background checks. When hiring a<br />

private caregiver, you should conduct<br />

your own background checks. Verifying<br />

the potential caregiver’s references is<br />

also critical when making hiring decisions.<br />

If you hire a caregiver through an<br />

agency, they will handle the background<br />

and criminal checks, as well as contact<br />

references during the hiring process.<br />

Some agencies also require drug screenings,<br />

which can add a layer of protection<br />

for you.<br />

Payroll and taxes. If you hire a private<br />

caregiver, you become the employer.<br />

This means you will need to handle the<br />

payroll and follow all tax laws, as well as<br />

be familiar with paying minimum wage<br />

and overtime. You also need to consider<br />

what taxes need to be withheld, including<br />

social security and unemployment.<br />

When a home care agency is in place,<br />

the company takes responsibility for all<br />

payroll and taxes, including regular and<br />

overtime pay.<br />

Insurance coverage. Independent<br />

caregivers typically don’t carry professional<br />

liability insurance, and you must<br />

consider what you would do in the case<br />

of theft, abuse or exploitation. There are<br />

risks to seniors and/or their caregivers<br />

that can include physical, emotional,<br />

medical and financial abuse or neglect.<br />

You may need protection in the event of<br />

illegal actions or accusations.<br />

If there is no Workers’ Compensation<br />

Insurance and your independent caregiver<br />

were to get injured while working in<br />

your home, you may be responsible for<br />

their medical expenses and paying their<br />

lost wages until they can return to work.<br />

If an accident were to happen in<br />

your home, the private caregiver can sue<br />

you; if you were abused or mistreated in<br />

any way, you could sue your caregiver.<br />

The difference is, the caregiver can take<br />

advantage of all your assets as a homeowner,<br />

whereas you can only sue for the<br />

assets of your private caregiver which<br />

may not be sufficient to cover the loss.<br />

If you hire a caregiver through a<br />

home care agency, the agency will have<br />

professional liability insurance and will<br />

manage claims for worker’s compensation.<br />

Accusations of abuse, exploitation<br />

or neglect are also handled by the agency.<br />

Hiring an agency that does thorough<br />

background checks, drug testing, and<br />

personal interviews mitigates risk.<br />

In closing. There are many variables<br />

to consider when faced with the question<br />

of whether to hire an independent or<br />

private caregiver or to use a home care<br />

agency. Many people underestimate the<br />

time, stress, risks and responsibilities of<br />

hiring and managing private caregivers.<br />

Just know that you should be prepared<br />

for all possible scenarios.<br />

Why is Tax Planning Important?<br />

With the end of tax preparation season<br />

for calendar businesses and individuals,<br />

you either complied and filed by the<br />

September 15 and October 15 Extension<br />

deadline or are delinquent, regardless<br />

of your choice, the common discussion<br />

during this period has been: “How did the<br />

new tax laws affect you?” Some people<br />

had favorable results, and some did not.<br />

How can you avoid the same unfavorable<br />

results for 2019 come Tax season 2020?<br />

Tax Planning! Without planning ahead<br />

there is no way to find out which side<br />

you will be on.<br />

For many taxpayers tax planning will<br />

be something new as they are used to<br />

talking to their Tax Professional between<br />

January and April only to drop off their<br />

tax documents and file their tax returns<br />

to receive a refund or pay the tax due.<br />

That’s recording history and not much<br />

can be done after that year is over.<br />

What is Tax Planning? It is an art<br />

of arranging your financial affairs and<br />

defers taxes through taking advantage of<br />

beneficial tax-law provisions, increasing<br />

and accelerating tax deductions, and tax<br />

credits. It is maximizing the use of all<br />

applicable tax breaks available under the<br />

Internal Revenue Code. Therefore, tax<br />

planning helps you determine what you<br />

should do today, when you should do it<br />

and how you should do it. This may result<br />

in substantial tax savings.<br />

Tax is a kind of cost and reduction<br />

of cost increases profitability. The best<br />

strategy is to time your income so that it<br />

will be taxed at a lower rate and to time<br />

your deductible expenses so that they are<br />

claimed in years when you are in a higher<br />

tax bracket.<br />

Your most direct control over your<br />

tax bracket rests in your ability to control<br />

the timing of your income and deductible<br />

expenses. However, you should also be<br />

aware of more indirect factors that can<br />

change your tax bracket from one year<br />

to the next. Such as:<br />

• Filing Status. For married couples, the<br />

filing choices are “married filing jointly”<br />

and “married filing separately”. A single<br />

person generally selects “single” filing<br />

status. However, a single person who<br />

lives with and provides support for a<br />

dependent may file as “head-of-household”.<br />

• Income level. The biggest variable determining<br />

your marginal tax rate is your<br />

income level. Big changes in income<br />

from last year to this year may warrant<br />

several tax planning opportunities. Marriage<br />

and divorce often have a drastic effect<br />

on your income level. Other factors<br />

are: Whether you are a W2 employee; a<br />

business owner (what type of entity you<br />

are operating your business? are you an<br />

independent contractor, S corporation,<br />

C corporation, Limited Liability Company,<br />

Partnership, etc.) and the types<br />

Putting Profit First<br />

Many entrepreneurs try to force<br />

themselves to become better at accounting<br />

and to become more disciplined<br />

in their fiscal management by pure<br />

willpower. But much like a muscle,<br />

willpower can be drained. And in a moment<br />

of financial stress, or bigger than<br />

expected expenses, the entrepreneur will<br />

break their own fiscal rules and spend<br />

the money they have.<br />

The Profit First principle does not<br />

try to change your habits, because that<br />

is nearly impossible. Profit First works<br />

with your existing habits. By first allocating<br />

money to different accounts,<br />

and then removing the temptation to<br />

“borrow” from yourself, your business<br />

will become fiscally strong and you will<br />

benefit from regular profit distributions.<br />

The Profit First Formula<br />

The GAAP (Generally Accepted<br />

Accounting Principles) formula for<br />

determining a business’s profit is Sales<br />

– Expenses = Profit. It is simple, logical,<br />

and clear. Unfortunately, it’s a lie.<br />

The formula, while logically accurate,<br />

does not account for human behavior.<br />

In the GAAP formula, profit is a left<br />

over, a final consideration, something<br />

that is hopefully a nice surprise at the<br />

end of the year. Alas, the profit is rarely<br />

there, and the business continues with<br />

check to check survival.<br />

Sales – Expenses = Profit<br />

Sales – Profit = Expenses<br />

With Profit First, you flip the formula<br />

to Sales – Profit = Expenses.<br />

Logically, the math is the same, but from<br />

the standpoint of the entrepreneur’s behavior<br />

it is radically different.<br />

With Profit First, you take a predetermined<br />

percentage of profit from every<br />

sale, and only the remainder is available<br />

for expenses.<br />

SMART Goal Setting<br />

Developing goals is a key step to<br />

succeeding in business and personal life.<br />

While even bad goals are better than<br />

nothing, a tried and proven methodology<br />

is found in the acronym SMART. Let’s<br />

walk down through the letters.<br />

“S” = Specific. State what you want<br />

to accomplish by setting this goal. Use<br />

action words such as build, obtain and<br />

increase. This ensures someone reading<br />

the goal will know exactly what the outcome<br />

is to be.<br />

“M” = Measurable. Define milestones<br />

to show progress being made<br />

towards reaching the goal. Quantifying<br />

is the key and may include a percentage<br />

increase, dollar figure or count of new<br />

customers.<br />

“A” = Achievable. Step back and<br />

ask yourself if the goal is reasonable. Is<br />

it something that can done within the<br />

desired timeframe? Keep in mind that<br />

stretch goals are good as long as there is<br />

realistic hope they can be reached. Ask<br />

questions like will the market support<br />

your growth and how is the competitive<br />

outlook? Is there time in your schedule<br />

to work towards the goal?<br />

“R” = Relevant. Does it align with<br />

your overall objectives? A goal set to<br />

enroll and complete a particular class is<br />

good but if it doesn’t pertain to your degree<br />

program or career, it may not make<br />

sense at the time.<br />

“T” = Time bound. When is this<br />

goal to be realized? Deadlines need to<br />

be reasonable and specific. “Sometime<br />

next year” is probably not a motivating<br />

date but “by the beginning of the second<br />

quarter” eliminates ambiguity.<br />

Take this goal: Find another job that<br />

pays more money. Contrast it with a<br />

SMART goal. Within four months, be<br />

promoted to regional director with a pay<br />

increase of at least 20% over my current<br />

salary. The second clearly states what is<br />

to be accomplished, by when and the desired<br />

outcome. Relevancy does assume<br />

jobs are available in the geographical<br />

area. Complete success will be evident<br />

when the 20% salary increase is reached.<br />

One more example. A goal is set to<br />

increase online sales traffic. An admirable<br />

objective but for the best chance to<br />

reach this desired growth, it can be made<br />

SMART by expanding it to - increase online<br />

sales traffic to the company website<br />

by 30% month over month for the next<br />

3 quarters. Assumptions are that there<br />

is sufficient demand for product and the<br />

company can manage the growth.<br />

Thanksgiving and Christmas is approaching,<br />

and the Rotary Club of Temecula<br />

is preparing for our Annual Holiday<br />

Boxes Signature Event. We receive a list<br />

of families in need from our local schools,<br />

police/fire agencies, and non-profits<br />

throughout the Temecula Valley and<br />

the list has grown each year. Our club<br />

delivered Thanksgiving meals with all<br />

the fixings to 275 families in 2018 and<br />

I wouldn’t be surprised if the numbers<br />

are higher in 2019. Many of the same<br />

families with children that we support<br />

during Thanksgiving remain on our list<br />

for Christmas. This past year, nearly 380<br />

kids received toys and/or gift certificates<br />

from our Rotary Club.<br />

Our local schools begin collecting<br />

canned and boxed foods towards the end<br />

of October through approximately 10<br />

days prior to Thanksgiving. A group of<br />

Rotarians (Rotary Club Members) pick up<br />

the donations from various schools and<br />

non-profit locations around our city and<br />

bring them to our temporary warehouse.<br />

We generally sort all the food on Saturday<br />

prior to Thanksgiving, pack the boxes on<br />

Monday evening, and deliver the boxes<br />

on Tuesday morning, two days before<br />

Thanksgiving.<br />

We start the collection process for our<br />

Christmas Families in early December.<br />

Many of the same local schools, police/<br />

fire agencies, and non-profits step up and<br />

collect toys and gift cards for our local<br />

kids. Again, Rotarians pick up the toys<br />

from numerous locations in Temecula<br />

and deliver them to our warehouse. The<br />

toys are sorted based on age and gender<br />

of the children and are packed the evening<br />

prior to delivery. Christmas deliveries are<br />

generally 5-7 days prior to the 25th.<br />

Coworking Connection is Expanding<br />

It is with tremendous excitement<br />

that Dione Moser and partner Julie Ngo<br />

announce the opening of the second<br />

Coworking Connection location in Temecula!<br />

Dione and Julie are excited to<br />

bring Coworking Connection (“C2”) to<br />

Temecula, especially as Dione has had<br />

many requests for another location for<br />

years. C2 is going to be a vibrant, fun and<br />

professional environment for entrepreneurs,<br />

Julie Ngo has loved the concept<br />

started it years ago. “It was so different,<br />

State Farm agency for the past 14 years,<br />

is no stranger to the needs of small business.<br />

Julie feels that shared workspace<br />

The concept of different industries working<br />

alongside each other, collaborating,<br />

How to Participate with Your<br />

Estate Plan<br />

“Giving Tuesday”, a national<br />

charitable giving event in the US that<br />

kicks off the holiday season, is always<br />

the Tuesday after Thanksigiving. It<br />

is designed to raise awareness of the<br />

importance of philanthropy to support<br />

the mission of charitable organizations.<br />

There are a number of ways to<br />

participate, and one of the easiest is to<br />

include your favorite charity in your<br />

estate plan. When you name a charity<br />

in your will or trust you can leave a<br />

legacy without affecting your current<br />

resources, and in some cases, there can<br />

be tax advantages.<br />

How to Make a Charitable Gift<br />

Through Your Estate<br />

Here are a few ways to make a<br />

charitable gift in your estate plan:<br />

Designating the charity in your<br />

will or trust: This is the simplest<br />

method, and you just list the charity<br />

some part of their estate, but most of the<br />

time your family will understand and<br />

Leading with Gratitude<br />

I love Thanksgiving! Not simply<br />

for the holiday itself, but for everything<br />

that comes with it. The changing colors<br />

in the trees. Cool air. Days off from<br />

work. The chance to spend extended<br />

time with family. Turkey, mashed potatoes,<br />

cranberry sauce, and my mom’s<br />

homemade bread. The list could go on<br />

and on.<br />

As I reflect on all these things, gratitude<br />

bubbles up within me. Indeed,<br />

Thanksgiving is good both for what<br />

the time does within me and to what it<br />

calls me. Everything surrounding the<br />

holiday evokes gratitude, but I need<br />

reminders to choose gratitude.<br />

Recently, I have also been reminded<br />

of how important gratitude is<br />

for leadership. I am driven. I expect<br />

commitment from my coworkers. I am<br />

always looking for ways to improve.<br />

But this approach, this pursuit of perfection,<br />

often gives me a hard edge.<br />

Thankfully, gratitude has the capacity<br />

to soften that edge and provide new<br />

perspective.<br />

How does this happen? Gratitude<br />

can change our perspective by shifting<br />

our focus from what is wrong to what is<br />

right. If we are not careful, the pursuit<br />

of perfection can cause us to focus only<br />

on the things that need to be improved.<br />

But when we focus on gratitude, we begin<br />

to look at what is right. We see what<br />

has already been accomplished. We see<br />

the positive in the people around us<br />

and in our environment. We begin to<br />

appreciate what is good and life-giving<br />

in the work before us. This perspective<br />

takes us from despair to hope and from<br />

poverty to fullness.<br />

Yes, there are times when we need<br />

to hunker down. The pressure is great<br />

and the results matter, so we tighten our<br />

grip and increase our focus. And this<br />

works for a time. But if we do it for too<br />

long, or the outlook darkens, our focus<br />

on what is wrong can weigh us down.<br />

It becomes an albatross. Conversely,<br />

gratitude has the potential to usher<br />

hope into dark places. It offers warmth<br />

and loosens what has gotten too tight.<br />

Gratitude may also change our<br />

perspective by shifting our focus outward.<br />

As a leader, I am tempted to set<br />

my eyes solely on what I have to do.<br />

This myopic focus turns my attention<br />

to what I am accountable for, what<br />

I need to get done, and how it needs<br />

to be done. I expect everyone—my<br />

reports, my peers, and, sometimes,<br />

even my customers—to fall behind<br />

those concerns<br />

Gratitude helps me turn my attention<br />

beyond myself. I take note of<br />

the people on my team and the good<br />

they draw out of me and each other. I<br />

see the strengths of my coworkers. I<br />

begin to see that our work matters to<br />

our customers and appreciate the value<br />

of our team’s work in new ways. This<br />

outward perspective changes me and<br />

how I work.<br />

Ultimately, gratitude has the potential<br />

to change how I lead.<br />

The City of Murrieta is kicking off<br />

two major road improvements this month,<br />

the rehabilitation of California Oaks Road<br />

and a city-wide slurry-seal project that<br />

will resurface half of all residential streets.<br />

Together these efforts represent a $5 million<br />

investment in infrastructure that will<br />

contribute to the longevity, safety and<br />

aesthetics of these roads--and the overall<br />

quality of the community.<br />

“Streets and roads represent some of<br />

the biggest infrastructure investments a<br />

city can make,” explains City Manager<br />

Kim Summers. “It’s a priority for residents,<br />

businesses and the City to care for<br />

this investment, and I am thrilled we are<br />

going to make that happen.”<br />

Summers adds that over the past decade,<br />

some street maintenance had been<br />

deferred due to funding challenges. The<br />

passage of the Measure T one cent sales<br />

tax has enabled the City to re-address<br />

important projects like this.<br />

“Even though a large part of this work<br />

is not directly funded by Measure T, its<br />

passage has impacted projects across the<br />

board by allowing us to staff appropriately<br />

and more proactively maintain City assets,”<br />

says Summers. “An added benefit<br />

to staying on top of these things is that it<br />

saves quite a bit of money in the long run.”<br />

The California Oaks Road Rehabilitation<br />

kicked off October 14, 2019 and<br />

will run through mid-December. Using<br />

Coming to City of Murrieta<br />

Recycling (CIR) process, it will eliminate<br />

hundreds of truck trips as a 200-foot<br />

CIR train digs up, mixes and reapplies a<br />

strengthened road base. California Oaks<br />

will remain open during the work, which<br />

will be completed in sections from Clinton<br />

The residential slurry seal project is a less<br />

intensive, but broader project improving<br />

19 million square feet of City-maintained<br />

neighborhood streets over the next foursix<br />

months.<br />

The City will begin with the streets<br />

that are most in need and work through<br />

neighborhoods with attention to trash<br />

pick-ups, school schedules and traffic<br />

flows. Signs will be posted in each neighborhood<br />

48 hours before street closure and<br />

residents will need to temporarily move<br />

their vehicles out of the work zone. “Unfortunately,<br />

there’s no way to get around<br />

some inconvenience,” says Mayor Kelly<br />

Seyarto. “But it’s essential we do not drive<br />

on the wet slurry as it can damage both the<br />

road and your car. By working together,<br />

we will complete this work as quickly and<br />

efficiently as possible and we can all enjoy<br />

our new streets.”<br />

A new year can bring visions of new<br />

goals, activities, and experiences. What if<br />

your glasses or contact lenses don’t bring<br />

the visual clarity you might be hoping for?<br />

After updating your prescription (during<br />

an eye exam) an optometrist will also<br />

check for a cataract, which is a common<br />

reason vision is less than optimal even<br />

with new glasses or contact lenses.<br />

Isn’t a cataract a “film growing in the<br />

front of my eye?” Actually, a cataract is<br />

a cloudy or opaque area in the normally<br />

clear lens of the eye. Depending upon<br />

its size and location, it can interfere with<br />

normal vision. Most cataracts develop in<br />

people over age 55, but they occasionally<br />

occur in infants, young children and those<br />

under 55. Usually cataracts develop in<br />

both eyes, but one may be worse than<br />

the other.<br />

The lens is located inside the eye<br />

behind the iris, the colored part of the<br />

eye. Normally, the lens focuses light on<br />

the retina, which sends the image through<br />

the optic nerve to the brain.<br />

However, if the lens is clouded by a<br />

cataract, light is scattered so the lens can<br />

no longer focus it properly, causing vision<br />

problems. The lens is made of mostly<br />

proteins and water. Clouding of the lens<br />

occurs due to changes in the proteins and<br />

lens fibers.<br />

Cataracts generally form very slowly.<br />

Signs and symptoms of a cataract may<br />

include:<br />

• Blurred or hazy vision<br />

• Reduced intensity of colors<br />

• Increased sensitivity to glare from<br />

lights, particularly when driving at night<br />

• Increased difficulty seeing at night<br />

• Change in the eye’s refractive error<br />

There are no proven treatments to<br />

prevent or slow cataract progression. In<br />

age-related cataracts, changes in vision<br />

can be very gradual. Some people may<br />

not initially recognize the visual changes.<br />

However, as cataracts worsen, vision<br />

symptoms increase.<br />

Types of Cataracts<br />

The lens is composed of layers, like<br />

an onion. The outermost is the capsule.<br />

The layer inside the capsule is the cortex,<br />

and the innermost layer is the nucleus. A<br />

cataract may develop in any of these areas.<br />

Cataracts are named for their location in<br />

the lens:<br />

• A nuclear cataract is located in the<br />

center of the lens. The nucleus tends to<br />

darken, changing from clear to yellow<br />

and sometimes brown.<br />

• A cortical cataract affects the layer of<br />

the lens surrounding the nucleus. The<br />

cataract looks like a wedge or a spoke.<br />

• A posterior capsular cataract is found<br />

in the back outer layer of the lens. This<br />

type often develops more rapidly.<br />

What Causes Cataracts?<br />

Most cataracts are due to age-related<br />

changes in the lens of the eye that cause<br />

it to become cloudy or opaque. However,<br />

other factors can contribute to cataract<br />

development, including:<br />

• Diabetes mellitus. People with diabetes<br />

are at higher risk for cataracts.<br />

• Drugs. Certain medications are associated<br />

with cataract development. These<br />

include:<br />

• Corticosteroids<br />

• Chlorpromazine and other phenothiazine-related<br />

medications<br />

• Ultraviolet radiation. Studies show an<br />

increased chance of cataract formation<br />

with unprotected exposure to ultraviolet<br />

(UV) radiation.<br />

• Smoking. There is possibly an association<br />

between smoking and increased<br />

lens cloudiness.<br />

• Alcohol. Several studies show increased<br />

cataract formation in patients<br />

with higher alcohol consumption compared<br />

with people who have lower or<br />

no alcohol consumption.<br />

• Nutritional deficiency. Although the<br />

results are inconclusive, studies suggest<br />

an association between cataract formation<br />

and low levels of antioxidants<br />

(for example, vitamin C, vitamin E and<br />

carotenoids). Further studies may show<br />

that antioxidants can help decrease<br />

cataract development.<br />

Rarely, cataracts are present at birth<br />

or develop shortly after. They may be<br />

inherited or develop due to an infection<br />

(such as rubella) in the mother during<br />

pregnancy. A cataract may also develop<br />

following an eye injury or surgery for<br />

another eye problem, such as glaucoma.<br />

While there are no clinically proven<br />

approaches to preventing cataracts, simple<br />

preventive strategies include:<br />

• Reducing exposure to sunlight through<br />

UV-blocking lenses<br />

• Decreasing or stopping smoking<br />

• Increasing antioxidant vitamin consumption<br />

by eating more leafy green<br />

vegetables and taking nutritional<br />

supplements. Researchers have linked<br />

eye-friendly nutrients such as lutein and<br />

zeaxanthin, vitamin C, vitamin E and<br />

zinc to reducing the risk of certain eye<br />

diseases, including cataracts.<br />

How Is a Cataract Diagnosed?<br />

Cataracts can be diagnosed through<br />

a comprehensive eye examination. This<br />

examination may include:<br />

1. Patient history to determine if vision<br />

difficulties are limiting daily activities<br />

and other general health concerns affecting<br />

vision.<br />

2. Visual acuity measurement to determine<br />

to what extent a cataract may be<br />

limiting clear distance and near vision.<br />

3. Refraction to determine the need for<br />

changes in an eyeglass or contact lens<br />

prescription.<br />

4. Evaluation of the lens under high magnification<br />

and illumination to determine<br />

the extent and location of any cataracts.<br />

5. Evaluation of the retina of the eye.<br />

6. Measurement of pressure within the<br />

eye.<br />

7. Supplemental testing for color vision<br />

and glare sensitivity.<br />

Further testing may be needed to<br />

determine how much the cataract is affecting<br />

vision and to evaluate whether other<br />

eye diseases may limit vision following<br />

cataract surgery. Using the information<br />

from these tests, your optometrist can<br />

determine if you have cataracts and advise<br />

you on your treatment options.<br />

How Is a Cataract Treated?<br />

Cataract treatment is based on the level<br />

of visual impairment they cause. If a cataract<br />

minimally affects vision, or not at all,<br />

no treatment may be needed. Patients may<br />

be advised to monitor for increased visual<br />

symptoms and follow a regular check-up<br />

schedule. In some cases, changing the eyeglass<br />

prescription may provide temporary<br />

vision improvement. In addition, anti-glare<br />

coatings on eyeglass lenses can help reduce<br />

glare for night driving and increasing the<br />

amount of light used when reading may be<br />

beneficial. When a cataract progresses to<br />

the point that it affects a person’s ability to<br />

do normal everyday tasks, surgery may be<br />

needed. Cataract surgery involves removing<br />

the lens of the eye and replacing it with an<br />

artificial lens. The artificial lens requires no<br />

care and can significantly improve vision.<br />

Some artificial lenses have the natural focusing<br />

ability of a young healthy lens.<br />

Two approaches to cataract surgery are<br />

generally used:<br />

• Small-incision cataract surgery involves<br />

making an incision in the side of the cornea<br />

(the clear outer covering of the eye) and<br />

inserting a tiny probe into the eye. The<br />

probe emits ultrasound waves that soften<br />

and break up the lens so it can be suctioned<br />

out. This process is called phacoemulsification.<br />

• Extracapsular surgery requires a somewhat<br />

larger incision in the cornea so that<br />

the lens core can be removed in one<br />

piece. The natural lens is replaced by a<br />

clear plastic lens called an intraocular<br />

lens (IOL). When implanting an IOL<br />

is not possible because of other eye<br />

problems, contact lenses and, in some<br />

cases, eyeglasses may be an option for<br />

vision correction.<br />

As with any surgery, cataract surgery<br />

has risks from infection and bleeding.<br />

Cataract surgery also slightly increases the<br />

risk of retinal detachment. It is important<br />

to discuss the benefits and risks of cataract<br />

surgery with your eye care providers. Other<br />

eye conditions may increase the need<br />

for cataract surgery or prevent a person<br />

from being a cataract surgery candidate.<br />

Cataract surgery is one of the safest<br />

and most effective types of surgery<br />

performed in the United States today.<br />

Approximately 90 percent of cataract<br />

surgery patients report better vision following<br />

the surgery.<br />

“Save” Gift Guide<br />

1. Babysit – send some friends or family<br />

members out for a night on the town<br />

while you watch the kiddos.<br />

2. Giving your better half the remote – we<br />

all know it’s football season, but come<br />

on, do you really need to steal the remote<br />

all day on Sunday’s fellas?<br />

3. Foot Rub - who doesn’t enjoy a nice 15,<br />

30, or 60-minute foot rub! It doesn’t cost<br />

a thing, just a little bit of lotion and your<br />

vacated by Randon Lane. He will be<br />

2019, Council meeting and will serve<br />

through the remainder of the term,<br />

which ends in November 2020.<br />

The position is familiar to Wunderlich,<br />

who previously served as an interim<br />

Murrieta Council Member in 2014. A<br />

local business leader, he is well known<br />

throughout the region for his community<br />

involvement, an advocate for cities at the<br />

regional and national level and has been<br />

recognized by the Murrieta/Wildomar<br />

Chamber of Commerce as Citizen of<br />

the Year.<br />

as priority issues for the City, Wunderlich<br />

lives his belief that adaptability and<br />

Uncertainty<br />

Uncertainty was the working title<br />

of a recent presentation to the 556th<br />

Board of Directors meeting for the<br />

California Association of Realtors®.<br />

Uncertainty is behind much of what<br />

is driving our housing market and<br />

indeed our economy right now. Given<br />

the constant negative drumbeat of<br />

the media, people are uncertain about<br />

impeachment, Brexit, trade wars, the<br />

stock market, gas prices, vaping, you<br />

name it– it’s probably bad. And that<br />

makes people uncertain. If anything<br />

drives us into a recession, it will be<br />

uncertainty. In spite of a return to record<br />

low interest rates, people aren’t<br />

buying homes because of uncertainty.<br />

Is that uncertainty warranted?<br />

Well, it depends on who you talk<br />

to. There are experts who predict a<br />

recession starting sometime in 2020.<br />

There are other experts who predict<br />

that the current underlying economy is<br />

sound and sustainable for the foreseeable<br />

future. As usual, I agree with the experts.<br />

It’s the whims of human nature I’m not<br />

so sure about.<br />

Consumer confidence dropped a bit<br />

in September but intermittent short- term<br />

variations do not create a trend – until<br />

they go on for a while. Continued uncertainty<br />

will continue to diminish consumer<br />

confidence in the expansion. For<br />

example, nearly 15% of properties under<br />

contract have fallen out of escrow so far<br />

in 2019. That’s not an unusually high<br />

number but it’s usually because buyers<br />

couldn’t come up the down payment or<br />

qualify for the mortgage. This year the<br />

reason nearly half fell out of escrow was<br />

not inability to qualify or come up with<br />

the down, they were simply uncertain<br />

and changed their minds about buying a<br />

home right now.<br />

But enough about stuff we have no<br />

control over, what’s happening in our<br />

local housing market? For the first seven<br />

months of the year we were trailing last<br />

year’s sales volume. But surprisingly<br />

strong demand in August and September<br />

pushed year-to-date sales past 2018<br />

in August and increased the margin to<br />

a 2% advantage in September (8,194 /<br />

8,358). Unless everything tanks between<br />

now and year-end we’ll post a decent<br />

year. Nowhere close to our 2017 volume<br />

(9,013 YTD), but pretty good all<br />

the same.<br />

Prices continue to appreciate, albeit<br />

at a rate about half that of prior years.<br />

Since 2014 we’ve averaged nearly 7%<br />

appreciation year-over-year. Year-to-date<br />

we’re only up about 3% over last year<br />

($374,391/ $384,452). That slow-butsteady<br />

rise propelled California median<br />

price to an all-time high of $617,410<br />

in August. That’s definitely good news<br />

IF you are a homeowner. If you’re not,<br />

well, it’s not so good. Because every rise<br />

in home p == keep a few more people<br />

from entering the market.<br />

An interesting slide from our last<br />

meeting shows the out-migration from<br />

Coastal California landing primarily in<br />

the Inland Empire as people are priced<br />

out of those areas. But out-migration<br />

from our region is overwhelmingly out<br />

of state with Texas and Arizona being the<br />

principal recipients. Surprisingly the #3<br />

destination for folks moving from the<br />

IE is Kern County (Bakersfield! Really?),<br />

but 9 of the top 10 are moving<br />

out of state. So, people move to our<br />

area when they’re priced out of coastal<br />

regions and when they hit their limit<br />

with us, they hit the road out of state.<br />

And $4.00+ gas prices really don’t<br />

help our commuters at all.<br />

So, are we headed for a recession?<br />

Probably, at some point, maybe sooner,<br />

maybe later. In his recent address,<br />

our C.A.R. CEO Joel Singer predicted<br />

that we will definitely have a recession<br />

‘sometime before 2035’. And we<br />

were reminded of the cardinal rule<br />

of forecasting – Never give a number<br />

and a date in the same sentence. Good<br />

advice.

Each of us yearns for a simpler time.<br />

Kids stayed out to play until the streetlights<br />

came on, doors stayed unlocked,<br />

and Windows 7 was still supported by<br />

Microsoft. Unfortunately those days have<br />

come and gone, and Windows 7 joins the<br />

pantheon of Operating Systems that are<br />

referred to as “end of life.” This would be<br />

the part of the film where the music takes<br />

a decidedly sinister turn, and the softly<br />

lit montage of children playing hard cuts<br />

to something decidedly less nostalgic.<br />

Things aren’t quite so gloomy however,<br />

as long as you take steps to ensure that<br />

you’re not caught unaware of the change<br />

in Windows 7 support. Consider yourself<br />

on the way, as you’re about to complete<br />

Step 1: find out what “end of life” means<br />

and what to do about it!<br />

Throughout the life of an Operating<br />

System, the manufacturer will release<br />

updates, often referred to as patches.<br />

These may add new features, or address<br />

critical security vulnerabilities. While<br />

that manufacturer continues to patch up<br />

their previously released Operating System,<br />

they’re also working on releasing<br />

the next iteration. In Microsoft’s case,<br />

there have been two versions since Windows<br />

7—Windows 8 and Windows 10.<br />

Now, you might be asking yourself just<br />

where Windows 9 is, and in this you and<br />

the author agree. Windows 8 was similar<br />

in many respects to Indiana Jones 4, in<br />

that we as a society have agreed to not<br />

talk about it and that it may never have<br />

happened. Windows 10 on the other<br />

hand addressed numerous issues found<br />

in Windows 7 and introduced myriad<br />

feature enhancements.<br />

Think better and faster. What this<br />

also means is that Microsoft is switching<br />

their development focus to Windows<br />

10, necessitating that Windows 7 be<br />

sunsetted. The official terminology that<br />

Microsoft uses for this process is End<br />

Morbid though it may be, the explanation<br />

behind the nomenclature is somewhat<br />

mundane—when an Operating System<br />

is EoL, it will no longer be patched by<br />

the manufacturer.<br />

Many of you reading this article<br />

might be thinking to yourselves “Great!<br />

You’re telling me I never have to sit and<br />

wait while my computer installs updated<br />

1 of 37 again?” While the lack of annoying<br />

updates may seem like an unasked<br />

for bonus, what this really means that<br />

critical security flaws are no longer being<br />

patched. This is always a huge concern<br />

with older Operating Systems, and has<br />

led Microsoft to extend the lifecycle<br />

of some of their more popular variants,<br />

like Windows XP. You could think of the<br />

situation like living in an old house with<br />

an alarm system—only in this instance<br />

600 of your neighbors have copies of<br />

your key and there’s a billboard behind<br />

it advertising your alarm code. Windows<br />

7 has been around a long time, and when<br />

it stops receiving updates to patch newly<br />

found security vulnerabilities, they will<br />

be exploited almost immediately; to steal<br />

your identity, install malware, etc. --<br />

Windows 7 will officially be EoL on<br />

January 14th, 2020. In the time between<br />

then and now, you must start planning.<br />

If you have any computers still running<br />

Windows 7, there’s no time like the<br />

present to upgrade to Windows 10. Additionally,<br />

if your home or business has<br />

multiple workstations running Windows<br />

7, this should be a planned process, as the<br />

migration to Windows 10 or replacement<br />

of existing machines will necessitate<br />

some down time. In the event that you<br />

elect to upgrade existing machines to<br />

Windows 10 from Windows 7, make sure<br />

that any important data on them (like<br />

documents, photos, or videos) has been<br />

backed up prior to beginning the upgrade<br />

process. Finally, stay tuned for our article<br />

next month, where we’ll discuss EoL for<br />

Windows Server 2008.<br />

Veterans on Monday, November 11th at<br />

6:00 pm at the Temecula Civic Center<br />

invited to attend as we honor all service<br />

members at this free Veterans Day concert.<br />

from 5:00 pm to 6:00 pm in Town Square<br />

The 7th annual Murrieta Rod Run<br />

cruised through the streets of Downtown<br />

Murrieta for a spectacular community<br />

event, hosted by The Drifters Car Club<br />

of Southern California. Over 400 classic<br />

cars cruise through during the Friday<br />

Night Cruise and park for viewing at Saturday’s<br />

Show and Shine event, proceeds<br />

are raised to benefit the at-risk and special<br />

needs families of Oak Grove Center. The<br />

car show took place over October 11th-<br />

12th, inviting all classic car lovers, families<br />

and community members. Saturday<br />

kicked off with an opening ceremony,<br />

honoring Veterans and wrapped up with<br />

the highly anticipated awards ceremony.<br />

This year was extremely special as Dave<br />

and CeCe Lella were honored by the<br />

Drifters Car Club for all they have done<br />

to produce and build this event up to what<br />

it has become. Although they are “retiring,”<br />

they will still be advising and Oak<br />

Grove appreciates the tremendous impact<br />

they have made on behalf of the youth.<br />

2019 Temecula Valley Balloon & Wine<br />

Festival Wins International Awards -<br />

Sets 2020 Date and Distributes Donations<br />

Colonial Williamsburg, Virginia,<br />

U.S.A. - The International Festivals &<br />

Events Association (IFEA) awarded<br />

the 2019 Temecula Valley Balloon &<br />

Wine Festival with three honors of excellence<br />

on Sept. 25, 2019. The Festival<br />

won Gold Pinnacle awards for the Best<br />

Media Relations Campaign and Social<br />

Media Campaign. A Silver Pinnacle<br />

award was given for the 2019 Festival’s<br />

website.<br />

IFEA recognized the most outstanding<br />

examples of quality and<br />

creativity in the festivals and events<br />

industry during the awards. The professional<br />

competition draws entries<br />

from some of the world’s top festivals<br />

and events including the Dublin Irish<br />

Festival in Dublin, OH; the OC Fair<br />

in Costa Mesa, CA; the Des Moines<br />

Arts Festival, Des Moines, IA; the<br />

National Cherry Blossom Festival in<br />

Washington, DC; the Kentucky Derby<br />

Festival in Louisville, KY; the Pasadena<br />

Tournament of Roses in Pasadena,<br />

CA; the Winter Festival of Lights at<br />

Niagara Falls, Ontario, Canada; and the<br />

Memphis in May International Festival.<br />

International winners truly spanned<br />

the globe with diverse entertainment<br />

from RedFilo Events, Abu Dhabi, UAE;<br />

Destination NSW, Sydney, Australia;<br />

Cuckoo Events, Dublin, Ireland; Festival<br />

Lent, Maribor, Slovenia; Geumsan<br />

Insam Festival in Gangeneung-si,<br />

South Korea; and the Hanseong Baekje<br />

Cultural Festival, Songpa-gu, South<br />

Korea. IFEA awards were presented in<br />

69 different categories in total including<br />

Best TV Promotion, Social Media Sit,<br />

Sponsorship Program, Social Media<br />

Campaign, Website and Merchandise.<br />

Each category is then divided according<br />

to four budget categories with the<br />

Festival competing in the $1 million<br />

to $3 million category.<br />

The winning entries were produced<br />

by two local firms. Public Ad<br />

Agency of Murrieta created the 2019<br />

Temecula Valley Balloon & Wine Festival<br />

website at tvbwf.com. Melody’s<br />

Ad Works, Inc of Wildomar, the Festival’s<br />

public relations firm, created the<br />

award-winning media relations campaign<br />

and social media campaign. This<br />

is the seventh straight year that the<br />

Festival has won best media relations<br />

The Temecula Valley Balloon and<br />

Wine Festival has won over 40 IFEA<br />

Awards since 2009 and competes<br />

against the world’s top festivals and<br />

A Three-Day Digital Arts Experience<br />

JDS Creative Academy (JDSCA),<br />

the founders of DigiFest® whose mission<br />

is to further workforce opportunities<br />

through the arts and arts education,<br />

is preparing for their 4th Annual 3- Day<br />

International Digital Media Festival<br />

and Conference taking place April 17,<br />

18, and 19, 2020, at multiple venues<br />

throughout Temecula. The competition<br />

started accepting submissions November<br />

1, 2019, from students, amateurs<br />

and professionals to have their work<br />

acknowledged with a coveted Digi<br />

Award, a People’s Choice and/or an<br />

Honorable Mention Certificate in a<br />

variety of categories.<br />

JDSCA has reinvented the film festival<br />

concept taking it to the next level<br />

to include not just film, but all things<br />

digital. DigiFest®, with the full support<br />

of the City of Temecula, is a vehicle<br />

for the community and region to come<br />

together and experience digital media in<br />

many creative and artistic forms. Diane<br />

Strand, Founder of JDSCA, realized<br />

DigiFest® is perfect to furthering the<br />

mission of JDS Creative Academy.<br />

“We believe Digifest® provides<br />

attendees a place to learn about industry<br />

advancements, how to pursue a career<br />

in digital media and how to incorporate<br />

digital arts into the economic culture.<br />

We encourage talent in the industry at<br />

all ages and levels to submit their work<br />

for judging in categories that include<br />

Short Film and Video (30 minutes or<br />

less), Animation, Fine Art & illustration,<br />

Gaming, Website Design, Photography,<br />

and Music. This year we are<br />

excited to announce we have included<br />

the very popular category of Podcasts<br />

and Vlogs to the mix.,” said Strand.<br />

DigiFest® Temecula’s 3-Day<br />

festival is open to the public, event<br />

goers will enjoy innovative digital<br />

gallery exhibits, renowned industry<br />

speakers and panelists, workshops,<br />

and networking opportunities, along<br />

with film festival style screenings and<br />

a grand finale awards banquet. The<br />

competition aspect of the festival is a<br />

unique opportunity to present work in<br />

several digital mediums and be judged<br />

by industry professionals from around<br />

the country.<br />
