emergency legislation and this is<br />

not an emergency, it is a manufactured<br />

Mr Meehan said the group had<br />

not made their submission but<br />

<strong>The</strong> trust wants to use earthquake<br />

recovery laws to fast-track<br />

the installation of the lights in a<br />

bid to secure high profile games<br />

for the 2021 Women’s Cricket<br />

World Cup matches. It has also<br />

applied to the city council for a<br />

new lease to accommodate the<br />

lights.<br />

Crown-council planning<br />

agency Regenerate Christchurch<br />

has applied to associate Greater<br />

Christchurch Regeneration Minister<br />

Poto Williams on behalf of<br />

the trust to fast track changes to<br />

the District Plan under section<br />

71 of the Greater Christchurch<br />

Regeneration Act to allow for the<br />

lights to be installed.<br />

More than 860 written submissions<br />

have been made on the<br />

proposal so far.<br />

A spokesman from Ms Williams’<br />

office said this was already<br />

the highest number of submissions<br />

to have been made on a<br />

section 71 proposal with public<br />

consultation not closing until<br />

<strong>November</strong> 20. Ms Williams will<br />

then have up to 30 working days<br />

after submissions close to come<br />

to a final decision.<br />

CCT chairman Lee Robinson<br />

was also not surprised by the<br />

record number of submissions.<br />

“I think it is important that<br />

people have their say because<br />

there is a passion and resolve in<br />

cricket to get this over the line,”<br />

he said.<br />

Mr Robinson thought the<br />

earthquake recovery laws were<br />

an appropriate avenue to secure<br />

Woman banned<br />

from owning<br />

horses after SPCA<br />

investigation<br />

A CHRISTCHURCH woman has<br />

been disqualified from owning<br />

horses for 10 years.<br />

<strong>The</strong> SPCA said it prosecuted<br />

Lisa Corfield for recklessly illtreating<br />

four horses.<br />

Corfield pleaded guilty at the<br />

district court on Wednesday<br />

and was sentenced to 250 hours<br />

community work, ordered to<br />

pay $300 towards legal costs and<br />

$7046 in reparations.<br />

She was also disqualified from<br />

owning horses for 10 years, and<br />

her seven horses currently in<br />

SPCA custody were forfeited to<br />

the SPCA.<br />

<strong>The</strong> SPCA said the case was<br />

started in March 2017, when<br />

its inspectors responded to an<br />

animal welfare complaint about<br />

nine horses belonging to Corfield.<br />

<strong>The</strong> defendant was already<br />

known to the SPCA, as there had<br />

been a number of complaints and<br />

welfare issues identified as far<br />

back as 2013, the SPCA said.<br />

<strong>The</strong> grass in the horses’<br />

paddocks was so low that there<br />

was no grazeable grass, and 30<br />

per cent of the grass surface was<br />

contaminated with faeces.<br />

<strong>The</strong>re was no evidence of an<br />

additional feed supply.<br />

Of the nine horses, four were<br />

assessed to be in emaciated<br />

body condition and two were<br />

in thin body condition. Due to<br />

the immediate concern for the<br />

horses and their lack of food,<br />

a veterinarian was called in to<br />

assess the animals and hay was<br />

fed out.<br />

A notice was left at the<br />

property, requesting the<br />

defendant urgently contact the<br />

SPCA.<br />

However, no contact was<br />

received, and the SPCA<br />

consequently seized all nine<br />

horses.<br />

A veterinarian assessed four<br />

of the horses – named Karma,<br />

Sophie, Angel and Diamond – as<br />

having a body condition score<br />

of zero out of five – or extremely<br />

emaciated.<br />

Two of the horses died. One<br />

was euthanised two days later and<br />

another was put down six months<br />

later. <strong>The</strong> remaining horses<br />

were brought back to health and<br />

transferred to foster homes.<br />
