“Everyone is entitled to their
own opinion but this is not a
popularity contest,” he said.
Mr Meehan thought the lights
would “visually dominate Hagley
Park” and did not see earthquake
recovery laws as the appropriate
process to install them.
“Basically the process that
is being used, section 71, it is
emergency legislation and this is
not an emergency, it is a manufactured
emergency.”
Mr Meehan said the group had
not made their submission but
planned to do it soon.
The trust wants to use earthquake
recovery laws to fast-track
the installation of the lights in a
bid to secure high profile games
for the 2021 Women’s Cricket
World Cup matches. It has also
applied to the city council for a
new lease to accommodate the
lights.
Crown-council planning
agency Regenerate Christchurch
has applied to associate Greater
Christchurch Regeneration Minister
Poto Williams on behalf of
the trust to fast track changes to
the District Plan under section
71 of the Greater Christchurch
Regeneration Act to allow for the
lights to be installed.
More than 860 written submissions
have been made on the
proposal so far.
A spokesman from Ms Williams’
office said this was already
the highest number of submissions
to have been made on a
section 71 proposal with public
consultation not closing until
November 20. Ms Williams will
then have up to 30 working days
after submissions close to come
to a final decision.
CCT chairman Lee Robinson
was also not surprised by the
record number of submissions.
“I think it is important that
people have their say because
there is a passion and resolve in
cricket to get this over the line,”
he said.
Mr Robinson thought the
earthquake recovery laws were
an appropriate avenue to secure
The CCT has also applied for
a new lease to the city council
to accommodate the six lights.
The city council is also receiving
feedback on this and has collected
more than 1850 submissions
so far.
This is already more than the
1457 submissions received over
Woman banned
from owning
horses after SPCA
investigation
A CHRISTCHURCH woman has
been disqualified from owning
horses for 10 years.
The SPCA said it prosecuted
Lisa Corfield for recklessly illtreating
four horses.
Corfield pleaded guilty at the
district court on Wednesday
and was sentenced to 250 hours
community work, ordered to
pay $300 towards legal costs and
$7046 in reparations.
She was also disqualified from
owning horses for 10 years, and
her seven horses currently in
SPCA custody were forfeited to
the SPCA.
The SPCA said the case was
started in March 2017, when
its inspectors responded to an
animal welfare complaint about
nine horses belonging to Corfield.
The defendant was already
known to the SPCA, as there had
been a number of complaints and
welfare issues identified as far
back as 2013, the SPCA said.
The grass in the horses’
paddocks was so low that there
was no grazeable grass, and 30
per cent of the grass surface was
contaminated with faeces.
There was no evidence of an
additional feed supply.
Of the nine horses, four were
assessed to be in emaciated
body condition and two were
in thin body condition. Due to
the immediate concern for the
horses and their lack of food,
a veterinarian was called in to
assess the animals and hay was
fed out.
A notice was left at the
property, requesting the
defendant urgently contact the
SPCA.
However, no contact was
received, and the SPCA
consequently seized all nine
horses.
A veterinarian assessed four
of the horses – named Karma,
Sophie, Angel and Diamond – as
having a body condition score
of zero out of five – or extremely
emaciated.
Two of the horses died. One
was euthanised two days later and
another was put down six months
later. The remaining horses
were brought back to health and
transferred to foster homes.
