BANGKOK’S GREY LINE<br />

MONORAIL GETS THE GO AHEAD<br />

The much-delayed Grey<br />

Line, linking Vacharapol to<br />

Thong Lor and Lumphini Park<br />

with Tha Phra, has finally been<br />

given the green light.<br />

The reason for the delay<br />

has mainly been land access<br />

issues, so the plan has been<br />

modified over time. Indeed it<br />

will run as two separate sections<br />

with the line running<br />

from Vacharapol linking to the<br />

underserved Kaset Nawamin<br />

Road and then via Ladprao 87<br />

on towards Rama 9, Petchaburi<br />

Road and Thong Lor. The<br />

second section running from<br />

Lumphini Park will provide access<br />

to important areas such as<br />

Sathorn Road, Rama 3 Road<br />

and Charoen Krung Road before<br />

ending at Tha Phra.<br />

The entire cost of the combined<br />

project is expected to<br />

be 40 billion baht and it will be<br />

built by the Bangkok Metropolitan<br />

Administration (BMA). It will<br />

sport 32 stations and will open<br />

up new areas of Bangkok to<br />

the mass transit system master<br />

plan.<br />

The deputy governor of<br />

Bangkok, Sakoltee Phattiyakul,<br />

was quoted as saying,”The<br />

Grey Line has always been a<br />

high priority for Bangkok governor<br />

Aswin Kwanmuang. We<br />

have been working hard to<br />

make it come true. Recently,<br />

hurdles have been cleared.<br />

The Grey Line can serve city<br />

folks as soon as 2023.”<br />

Some creative measures<br />

will be used to bring the Monorail<br />

to life, including agreements<br />

with the Expressway Authority<br />

of Thailand (EXAT) to utilize<br />

its land along the Ram Intra-At<br />

Narong Expressway. As well,<br />

the Bus Rapid Transit lane that<br />

runs from Chong Nongsi BTS<br />

station along Rama 3 Road,<br />

will be replaced by a section of<br />

the Grey Line monorail.<br />

Mr. Sakoltee was also quoted<br />

as saying, “A monorail is<br />

smaller than the skytrain and<br />

subway. But the Grey Line can<br />

serve up to 35,000 passenger<br />

trips per hour and that is quite a<br />

lot,” adding, “City Hall supports<br />

the Grey Line project because<br />

it does not require a huge investment<br />

like the skytrain and<br />

subway. It will also not affect<br />

locals residents as officials will<br />

not expropriate their land.”<br />

The line will certainly help to<br />

alleviate traffic problems along<br />

its route and has won the backing<br />

of the Ministry of Transport.<br />

It is also a key part of Bangkok’s<br />

overall mass transit plan,<br />

as it will support connections to<br />

the Brown Line.<br />

The deputy office chief of<br />

the Office of Transport and Traffic<br />

Policy and Planning, Chayathan<br />

Promsorn, was quoted<br />

as saying, “This project has a<br />

rather good value-for-money if<br />

we take into account the number<br />

of passengers that the line<br />

can serve relative to the cost of<br />

constructing the structure.”<br />

INCOME TAX CHANGES MULLED<br />

According to The Revenue Department,<br />

a study is being carried<br />

out to determine if income tax burdens<br />

can be more fairly shared by<br />

different income groups.<br />

Currently, the wealthiest twenty<br />

per cent of individuals benefit from<br />

tax advantages that are in force under<br />

the present code.<br />

Much of this advantage comes<br />

from taxable deductions and<br />

tax free allowances that include<br />

a 30,000 baht child allowance,<br />

100,000 baht for mortgage interest,<br />

as well as 200,000 baht for retirement<br />

insurance and 100,000 baht<br />

for life insurance premiums. Other<br />

hefty deductions include allowances<br />

for equity funds, provident<br />

funds, social security funds, and<br />

mutual funds.<br />

Typically, low-income individuals<br />

may not have such a raft of<br />

investment vehicles or mortgages<br />

and so will miss out on the allowances.<br />

Although low income earners<br />

with an annual income of less than<br />

150,000 are exempt from tax, those<br />

earning from 150,001 to 300,000<br />

baht are subject to five per cent tax<br />

and earnings above 300,001 baht<br />

up to 500,000 baht are subject to a<br />

10 percent rate.<br />

After this the rate steps up to 15<br />

per cent for earnings that are above<br />

500,001 baht but below 750,000<br />

baht, rising to 20 per cent for earnings<br />

that are between 750,001 baht<br />

and 1 million baht.<br />

Higher rates of 25 per cent do<br />

take effect for income that is between<br />

1,000,001 baht and 2 million<br />

baht, and 30 per cent is applied<br />

to earnings that are between<br />

2,000,001 baht and 5 million baht.<br />

Above 5 million baht rates are<br />

set at 35 per cent for the top rate<br />

of tax.<br />

Yet, higher earners typically<br />

have a raft of funds and mortgages<br />

that allow them to not only reduce<br />

their tax amount but may enable<br />

them to fall back into lower level<br />

tax bands.<br />

Middle-income earners are<br />

seen to have the highest burden as<br />

they pay higher rates but may not<br />

be able to take advantage of all the<br />

allowances.<br />

Under scrutiny are the limits<br />

of tax allowances for higher rate<br />

earners, especially with regard to<br />

equity and mutual funds, where<br />

much of their income may well end<br />

up, since these funds are providing<br />

both higher yielding returns and tax<br />

breaks at the same time.<br />

Other avenues will be explored.<br />

A study into the welfare system in<br />

other countries may provide insight<br />

into taxation versus welfare<br />

payments in retirement. European<br />

countries are of particular interest<br />

for the study.<br />

Corporate tax rates are currently<br />

20 per cent but effectively amount<br />

to 28 per cent when withholding tax<br />

on dividends is taken into account.<br />

Corporate tax changes are quite<br />

sensitive as there is a need to attract<br />

companies to ensure investment<br />

in the economy and a robust<br />

level of job creation.<br />

DEBUTS IN<br />

THAILAND<br />

In keeping with the strong sales<br />

already seen in the U.S., the debut of<br />

Apple’s iPhone 11 in Thailand didn’t<br />

disappoint. Customers queued up<br />

overnight at the Apple Store in the<br />

Icon Siam mall and at other Apple<br />

reseller outlets to get their hands on<br />

one of the new models.<br />

The new iPhone is still priced<br />

at the high end of the range compared<br />

to some previous models but<br />

the wide-angle cameras, enhanced<br />

processing power and other features<br />

justify the price in the eyes of customers.<br />

Com7Plc. is an authorized Apple<br />

reseller and also an IT retailer, operating<br />

the well-known Studio 7 and<br />

Banana IT chains.<br />

The chief executive of Com7,<br />

Sura Khanittaweekul, was quoted<br />

as saying, "The first day of sales of<br />

the iPhone 11, iPhone 11 Pro and iPhone<br />

11 Pro Max in Thailand saw a<br />

positive response from customers,"<br />

adding, "Pre-booking of the devices<br />

doubled from that of previous models<br />

launched last year."<br />

STRONG PROFIT<br />

GROWTH<br />

Based on its quarterly results<br />

through to September 2019, Siam<br />

Commercial Bank (SCB) posted a<br />

year-on-year profit increase of more<br />

than forty per cent. The numbers came<br />

in at 14.8 billion baht as compared to<br />

10.5 billion baht for the same quarter<br />

last year.<br />

The number did include an excep<br />

tional gain of 11.6 billion baht as a<br />

result of the divestiture of a 99.2 per<br />

cent stake of SCB Life to FWD Group<br />

Financial Services.<br />

Chairman of the executive committee<br />

and chief executive, Arthid Nanthawithaya,<br />

was quoted as saying, “In<br />

light of domestic economic uncertainty<br />

and global economic volatility, we foresee<br />

the need to strengthen ourselves,"<br />

adding, "The bank set aside additional<br />

provisions against potential problem<br />

loans."The bank’s NPL ratio rose from<br />

2.77 per cent in the previous quarter to<br />

3.01 per cent in the current quarter, a<br />

trend that is being carefully watched.<br />

OPEN NEW MALLS<br />

IN AYUTTHAYA,<br />

Leading mall owner and operator,<br />

Central Pattana Plc., will spend 13.9<br />

billion baht to build three new mixeduse<br />

developments outside of Bangkok.<br />

Central Plaza Ayutthaya will offer<br />

160,000 square metres of space and<br />

will cost 6.2 billion baht to develop. It<br />

will promote the city’s unique history<br />

and heritage to attract visitors. It will<br />

open in Q2 2021.<br />

The 3.5 billion bahtCentral Plaza<br />

Chanthaburi will sport 92,000 square<br />

metres of space and will open in mid<br />

2022.<br />

Central Plaza Si Racha will take<br />

advantage of the rapidly growing EEC<br />

corridor. Deputy Chief Executive Officer,<br />

Wallaya Chirathivat, was quoted as<br />

saying, "Central Plaza Si Racha will be<br />

a semi-outdoor complex outside Bangkok<br />

providing a 2,400-sq-m convention<br />

hall for Mice events.”<br />

FOREIGN CURRENCY UPDATE<br />

The U.S. Dollar fell against a<br />

number of currencies as interest<br />

rates were cut again in the U.S. and<br />

expectations of further rate cuts increased.<br />

The DXYDollar index, an<br />

index that measures the U.S. Dollar’s<br />

value against a basket of major<br />

currencies moved from 98.24<br />

to 97.14 in almost a straight line<br />

as other currencies gained ground.<br />

Against the Thai Baht, the U.S. Dollar<br />

gave up just a small amount of<br />

ground moving from 30.45 to 30.26,<br />

indicating that the Thai Baht also<br />

weakened along with the U.S. Dollar<br />

during the period.<br />

The Pound reacted positively<br />

to news that a no-deal Brexit is<br />

more likely to be averted, though<br />

many uncertainties remain. At the<br />

time of writing the EU and the UK<br />

had agreed a framework for a new<br />

deal, but passing it through the UK’s<br />

house of commons appears to still<br />

be a sticking point. Yet in spite of<br />

this the pound staged its biggest<br />

6-day rally since 1985, moving from<br />

1.2320 to 1.3012 before dropping<br />

back slightly to 1.2905. Another<br />

driver of the move was an expectation<br />

that some of the uncertainty<br />

might be coming to a close, although<br />

this may prove elusive. Of<br />

course, future movements will depend<br />

on Brexit developments and<br />

indeed there are plenty of hurdles<br />

ahead. From a technical analysis<br />

viewpoint, the Pound looks considerably<br />

stronger than previously with<br />

some analysts suggesting that there<br />

could be increased buying activity if<br />

there is a sustained move above the<br />

1.3000 level. Against the Thai<br />

Baht, the Pound moved from 37.45<br />

to 39.30, a move of nearly five per<br />

cent. Expect volatility to remain<br />

heightened as currency traders jostle<br />

for position.<br />

The U.S. Dollar vs. Japanese<br />

Yen cross rate remained range<br />

bound but saw some surprise<br />

moves as it moved from 108.10<br />

down to 106.71 and then back<br />

to 108.35. Whilst the U.S. Dollar<br />

weakened, the Yen weakened even<br />

more. This phenomenon is likely<br />

due to the “risk-on” trade on global<br />

stock markets taking hold that<br />

erodes the Japanese Yen’s strength<br />

as a safe haven currency. The Japanese<br />

Yen vs. Thai Baht spot rate<br />

fell from 0.2801 to 0.2770, further<br />

indicating Yen weakness.<br />

Some choppiness has started<br />

to exhibit itself when looking at the<br />

Russian Ruble against the USD.<br />

The Ruble weakened from 64.02 to<br />

65.38 only to return back to below<br />

64 at 63.69. Against the Thai Baht it<br />

was trading almost totally flat moving<br />

from 0.4750 down to 0.4650 before<br />

recovering back to 0.4750<br />

The Euro / U.S. Dollar exchange<br />

rate spent much of the time below<br />

the key 1.1000 handle before rallying<br />

to 1.1174 on the back of positive<br />

Brexit news flow. A weaker dollar<br />

also helped to boost the Euro even<br />

in spite of a continued dovish stance<br />

on the part of the ECB. Against the<br />

Thai Baht, the Euro dipped to 33.19<br />

before regaining ground and moving<br />

up to 33.83.<br />

MOOM TALAY –<br />

‘local’ food side of the Moom<br />

Talay Thai restaurant, which<br />

As most Thai food aficionados<br />

will be well aware,<br />

most dishes on a Thai menu<br />

will come complete with a<br />

variety of vegetables, some<br />

more than others. The source<br />

of the vast majority of the<br />

vegetables served in Moom<br />

Talay is the organic vegetable<br />

farm operated by the<br />

owners of Moom Talay and<br />

Toscana. From coriander to<br />

rocket, from cabbage to chilli,<br />

from lemon to long beans<br />

and everything in between, if<br />

it’s in season then it will almost<br />

certainly have come<br />

from the organic farm.<br />

So the vegetables<br />

are not just fresh,<br />

they are free from chemicals<br />

and for people who are adept<br />

at recognising the difference<br />

in taste and texture, the result<br />

in terms of food enjoyment<br />

should be easily determined.<br />

The Moom Talay standard<br />

Thai dishes containing chicken,<br />

beef or pork, be they stirfries<br />

or curries, or simple salads,<br />

all the meats come from<br />

the large organic animal farm<br />

which is run by the owners out<br />

in Huay Yai district, on the outskirts<br />

of Pattaya. Once again,<br />

the freshness and organic nature<br />

of these standard meats<br />

should bring an obvious enhancement<br />

of flavour rarely<br />

found elsewhere in the city.<br />

While chicken, beef and<br />

pork, as well as duck and<br />

even wild boar (common<br />

around parts of Thailand<br />

but fairly unusual in Pattaya),<br />

are menu standards,<br />

Moom Talay also offers<br />

a somewhat unique series of<br />

speciality dishes made with<br />

guinea fowl as well as quail.<br />

For those looking to try a Thai<br />

dish with a difference, then either<br />

a quail or a guinea fowl<br />

as the key meat ingredient is<br />

going to offer a unique taste<br />

sensation.<br />

In keeping with the desire<br />

to produce unique flavours<br />

and a special culinary experience,<br />

the Moom Talay<br />

chefs do not use Monosodium<br />

Glutamate (MSG), or, at least,<br />

in nowhere near the amounts<br />

often experienced elsewhere.<br />

Of course, it’s important to<br />

add that MSG is hardly toxic,<br />

just tends to be over-used and<br />

dulls the genuine flavours of<br />

many of the foods into which<br />

it is added.<br />

As for seafood, the Moom Talay<br />

chefs can be found scouring the fresh<br />

markets every morning to buy whatever<br />

catch is available, providing the<br />

produce is indeed freshly caught that<br />

day. This is why, on occasions, some<br />

dishes may not be available, or will<br />

have run out, at the restaurant. They<br />

simply won’t keep fish or seafood that’s<br />

not as fresh as possible, so this rules<br />

out deep-freezing product just to make<br />

sure the menu items are always available.<br />

When Toscana first opened there<br />

was no Moom Talay, and no Thai alternative<br />

menu. It soon became clear<br />

that while Toscana was booming, there<br />

were people who were keen to indulge<br />

in the various Italian dishes but whose<br />

partners really preferred to eat Thai,<br />

usually northeastern<br />

(Issan) style dishes. So, a year after<br />

Toscana started, the separate Moom<br />

Talay was opened to cater to this market.<br />

Nowadays, Thai food is served<br />

throughout the restaurant apart from<br />

the more ‘formal’ indoor setting where<br />

the tables are covered by tablecloths.<br />

This small section is reserved entirely<br />

for Italian dishes for the very simple<br />

and practical reason that the aromas<br />

of some Thai dishes are not complementary<br />

with some Italian menu<br />

items. It’s not about segregation or<br />

discrimination, simply sensible culinary<br />

logistics to make sure the meal<br />

experience can be as good as possible<br />

for all diners.<br />

Moom Talay is certainly well worth<br />

trying if you love Thai food and are<br />

keen to further educate your taste<br />

buds in a lovely beachfront setting.

According to Comparitech.<br />

com, a resource that provides<br />

resources regarding privacy and<br />

surveillance, Big Brother is certainly<br />

watching especially in China,<br />

which has become home to<br />

many of the most watched cities<br />

in the world. Yet in many cases<br />

more cameras do not equate to<br />

substantially less crime.<br />

In worldwide rankings, China’s<br />

cities appear in 8 out of the top<br />

10 positions including the number<br />

one spot with Chongqing sporting<br />

168.03 cameras per 1000 of<br />

population. That’s one camera for<br />

every 6 people in a city of 15.354<br />

million citizens. Shenzhen takes a<br />

close second with 159.09 cameras<br />

per 1000 citizens. In third place<br />

is Shanghai with 113.46 eyes in<br />

the sky, or on the street, for every<br />

1000 people on the ground, still<br />

more than a 1 in 10 ratio.<br />

Outside of China, but still in<br />

Asia, Singapore takes 11th position,<br />

with 15.25 cameras per 1000<br />

of population. Bangkok has fewer<br />

cameras and is in 31st position<br />

worldwide, with 5.16 cameras per<br />

1000 people.<br />

The only two places joining<br />

China in the top 10 list is London<br />

in sixth position with 68.4 cameras<br />

per 1000 people and Atlanta in<br />

the U.S. in tenth place with 15.56<br />

cameras per 1000 of population,<br />

just ahead of Singapore.<br />

Sydney, Moscow, New Delhi<br />

Berlin and Dubai all made it into<br />

the top 20.<br />

London was in the number<br />

one position in the world as recently<br />

as 2017, which just shows<br />

how quickly China is expanding<br />

its network of cameras.<br />

At the current rate of expansion,<br />

Comparitech suggests that<br />

by the end of 2020, China could<br />

have a whopping 626 million surveillance<br />

cameras in use. That’s<br />

at least triple the amount in use<br />

now and will equate to 1 for every<br />

2 people!<br />

REVENUE<br />

Tourism numbers in ASE-<br />

AN countries has increased by<br />

around 7 per cent based on full<br />

year numbers for 2018 as published<br />

by the World Tourism Organization.<br />

This has helped all the<br />

countries in the bloc to receive<br />

much needed revenue and boost<br />

their tourism sectors.<br />

Thailand leads the way with<br />

US$63.042 billion in receipts. Singapore<br />

came in second place with<br />

US$20.528 billion.<br />

Malaysia, Indonesia and Vietnam<br />

rounded off the rest of the<br />

top 5 positions with US$19.143<br />

billion, US$14.11 billion and<br />

US$10.08 billion respectively.<br />

The Philippines came in at 6th<br />

place followed by Cambodia in<br />

7th position.<br />

Worldwide, tourism in the<br />

same period increased by 6 per<br />

cent, significantly higher than the<br />

predicted rate of 3.7 per cent.<br />

The main drivers of the accelerated<br />

rate of travel across the<br />

world were lower airfares, technological<br />

advances and improved<br />

visa processing for many countries.<br />

Co-working spaces have recently<br />

become all the rage of late<br />

as they boast affordable, flexible<br />

hot-desking with the benefit of an<br />

immersive experience.<br />

Boosted by an ever-increasing<br />

mobile workforce, new startup entrepreneurs<br />

and technology that<br />

allows anyone to work from anywhere,<br />

co working spaces are increasing<br />

in numbers.<br />

They look and feel like large<br />

modern coffee shops with big<br />

shared desks, sofas, been bags,<br />

bright colors and plenty of light.<br />

However, co-working spaces have<br />

some significant distinctions.<br />

One of the most sought after<br />

aspects for many is the ability to<br />

mingle with like-mindedentrepreneurs<br />

who may be in the process<br />

of commencing a startup. Many<br />

people meet at these places, swap<br />

ideas, form partnerships, and grow<br />

their enterprises just by meeting<br />

the right people at the right time,<br />

something that may be more difficult<br />

to achieve in a coffee shop.<br />

Also some co-working spaces<br />

provide a mailing address where<br />

you can receive important documents<br />

as well as allow you to provide<br />

a corporate address on websites<br />

and business cards etc.<br />

Other benefits include meeting<br />

rooms, event workshops, and the<br />

possibility of upgrading to small<br />

private office spaces whilst still<br />

maintaining the community work<br />

advantages.<br />

Freedom to hot-desk and to<br />

come and go as you pleasefor a<br />

modest fixed cost each month,<br />

without a long lease contract is<br />

also a draw.<br />

It is little wonder then that<br />

Bangkok is seeing a significant<br />

rise in co-working spaces entering<br />

the market. In 2013 there were<br />

21,574 square meters of co-working<br />

space available in the city, but<br />

within the last 6 years this has risen<br />

six-fold to 123,570 square meters<br />

in over 120 locations. It is expected<br />

that this number will rise by<br />

50 per cent in the next two years.<br />

With hosting companies such<br />

as WeWork hitting the headlines,<br />

expect more major players to enter<br />

the sector. Indeed WeWork alone<br />

is expected to provide an extra<br />

20,000 square meters of co-working<br />

space in Bangkok spread over<br />

5 locations by the end of 2021.<br />

Theassociate director of research<br />

at Colliers International<br />

Thailand, Phattarachai Taweewong,<br />

was quoted as saying,”Despite<br />

an economic downturn, big<br />

co-working space players continue<br />

expanding their spaces in Bangkok<br />

as Thailand is a new production<br />

base for businesses relocating<br />

amid the trade war.”<br />

Co-working spaces are also<br />

being looked at carefully, not<br />

only by individuals, but also by<br />

companies wishing to relocate to<br />

Bangkok. Office space is in short<br />

supply, whilst at the same time,<br />

many new staff like the open environment<br />

of co-working spaces. It<br />

makes sense to start with a flexible<br />

arrangement.<br />

Mr. Phattarachai was also<br />

quoted as saying, “These companies<br />

will use co-working spaces<br />

until new office supply enters the<br />

market over the next few years,”<br />

adding, “Some firms want to attract<br />

talented people who prefer using<br />

co-working spaces.”<br />
