THE COSTA BLANCA 

has been out in force at 

this week’s World Travel 

Market fair in London, 

with a one point six million 

euro plan unveiled 

by Valencian president 

Ximo Puig to deal with 

any negative effects 

caused by Brexit. 

Puig had talks with 

British tour operators 

and with representatives 

of the Association 

of British Travel Agents 

(ABTA), as he launched 

what he dubbed as his 

“Anti-Brexit Plan”, 

though no actual breakdown 

of the expenditure 

was produced. 

The president said the 

plan included having a 

strong presence this week 

for the Costa Blanca at 

the fair, with a number 

of councils from across 

the region represented including 

Benidorm, Altea, 

Alicante, Guardamar, and 

Torrevieja. 

Puig also said that as 

part of the plan, the Valencian 

government is 

to have a meeting with 

tour operators and local 

chambers of commerce 

on December 3rd to push 

forward with a strategy, 

which would also include 

promoting the Costa 

Blanca as a winter holiday 

destination. 

He also pointed to record-breaking 

figures for 

passengers flying into Alicante-Elche 

airport, and 

the upward turn in foreign 

tourist numbers choosing 

the Valencian region as a 

holiday destination. 

Other snippets from 

the World Travel Market 

included the news that 

ABTA are to hold their 

BRITAIN! 

annual conference in Benidorm 

in 2021, and that operator 

Jet2 have said that their 

UK bookings for packages to 

the Costa Blanca for next year 

have already shown a six per 

cent rise on this year’s figures.

Summit moves to Spain 

THE offices of Pensions Life 

have issued the following 

statement to people affected 

by the collapse of Continental 

Wealth Management (CWM) 

and that are currently seeking 

legal redress. 

“It is now confirmed that Pension 

Life's lawyer, Antonio Bertomeu 

of Bertomeu Abogados in 

Denia, will be taking over the 

case of the three complainants 

against Continental Wealth Management 

(Trust); Jody Smart; 

Darren Kirby and Alan Gorringe. 

This case is a much simpler 

AFTER increasingly violent anti-government 

protests in Chile 

forced the country to step 

down from hosting COP25, the 

climate summit conference, 

Spain’s offer to stage it has 

been accepted. 

The high profile event will now be 

in Madrid from 2 to 13 December. 

This has thrown up some problems, 

not least for one of the highest 

profile attendees, Swedish 

teenager and activist Greta Thunberg 

who was travelling by boat 

and train to Santiago and now has 

to completely reroute and make 

her way to Madrid. 

Ms Thunberg refuses to use 

more obvious forms of transport 

such as flying and has asked if 

anyone can “give her a lift” in a 

low carbon fashion. 

The Spanish government has

are unclear, most likely a 

boat across the Atlantic. 

A more conventional problem 

is that many Madrid hotel rooms 

are already booked at this time of 

year for people looking for a pre- 

Christmas break in Spain’s capital,

those most affected by climate 

change – think they may struggle 

to get here with new visas, transport 

and accommodation being 

among the issues. 

In turn they worry that the 

western countries will be disproportionately 

represented and spin 

an agenda that suits their high 

carbon style of existence. 

New lawyer for financial scandal victims 


and more straightforward matter 

than the 17-lead-case matter 

which was filed in the same court 

at the end of June. It is clear 

fraud and the judge will not have 

any difficulty coming to a decision. 

However, the 17-lead-case 

matter is considerably more complex 

and the judge had held back 

her acceptance of the case pending 

hearing the testimony of the 

defendants in the former case. 

This is extremely good news for 

all existing and future complainants 

as it means that Antonio will 

be able to have a dialogue with 

the judge to explain the parallels, 

similarities and differences between 

the two cases. 

Antonio will be preparing a short 

statement after his formal appointment 

tomorrow and we will be forwarding 

this on to all members.” 

Pensions Life have confirmed 

that they are happy for the

currently going through the Valencian 

legal system, centred on 

hearings in Denia’s court.

Quicker residencias 

THE BRITISH embassy in 

Madrid has been told by the 

Spanish authorities about 

a new quick appointment 

system for people trying to 

get a residencia certificate 

in Alicante Province. 


A “next day” online booking 

service has been created 

in Alicante City, with 180 

appointments being opened 

up every day, with British 

officials saying that there is 

a lot of availability each day. 

It means anybody can take 

advantage of the new resource 

in Alicante, as opposed 

to going to the police stations 

in Orihuela, Torrevieja, 

Denia and Benidorm. 

The additional opening 

can also be used to apply 

for "caracter permanente" if 

you have been a resident for 

more than five years.

Four decades 

of caring 

Reduced pension options for non-UK residents 

I have been advising in Spain now 

for over 7 years, and during this 

time have seen many changes to 

pension rules. The biggest change 

by far was the introduction of 

Pension freedoms in 2015, where 

people now have the option to 

access their pension from 55 and 

essentially have the flexibility to 

take what they want, when they 

want it. 

Pension Freedoms extended to 

expats living here in Spain and I 

have sat down with hundreds of 

clients over the years and discussed 

their individual pension plans and 

advised them on their options. 

About a month ago, I sat down 

with a client who had a personal 

pension with Aegon. She has lived 

in Spain for many years and she 

contacted me as she was reaching 

retirement age and wanted to 

understand what her options were 

and how she went about accessing 

her pension. At the meeting she 

completed a letter of authority 

which allowed me to contact her 

pension company on her behalf 

and discuss her specific plan. 

When I received the information 

back from them I was shocked 

to understand that because 

she is a ‘non-UK resident’ her 

options were limited to either 

take the pension in full (her 

pension was over £100k so 

the tax implications would be 

catastrophic), to purchase an 

annuity (something which we 

wouldn’t advise with annuity 

rates so low), or to transfer to 

a different scheme. She had 

no option to leave her pension 

where it was and access it 

flexibly. I was convinced that 

they’d made a mistake so called 

them for clarification, and during 

the phone call, they confirmed 

that the member had limited 

options as she was a non-UK 

resident. 

This member had planned her 

whole retirement based on her 

having flexible access to her 

pension, so it potentially changed 

her entire future plans. For this 

client, I was able to find a solution 

by moving her pension to a UK 

based pension called a SIPP, 

where she could not only benefit 

from having a local adviser here in 

Spain, but also it meant she could 

take advantage of full flexible 

access. 

This is not an isolated incident, 

and we’re seeing more and more 

schemes effectively refusing to 

give ongoing service to non- 

UK residents, meaning our only 

option is often to transfer them to

a scheme that will allow non-UK 

residents. 

My advice to anyone with a 

pension that they are yet to 

access is to understand what 

options are available to non-UK 

residents. Whether you contact 

the scheme direct, or instruct a 

financial adviser to do so, do it 

sooner rather than later so you

DENIA’S Santa Lucia Residence 

for the elderly is 

one of only two in the Marina 

Alta that is run by the 

town hall and celebrates 

its 40th anniversary this 

month. 

There are a number of 

events to celebrate this, with 

the highlight being a specially 

made documentary 

showing the history of the 

centre from its founding by 

Carmelite nuns to the present 

day where 130 people 

use the service. 

Events down the year include 

100th birthday parties 

and even a wedding, all 

featured in the film which 

will be shown at the centre 

on 21 November followed by 

snacks and drinks. 

There will also be an exhibition 

of sketches and artwork 

by residents on display 

in the Casa de la Cultura 

from 15 to 30 November. 

On 20 November there 

is an anniversary concert 

featuring the residents and 

visitors’ choir.

Rafa’s Valencia move 

TENNIS STAR Rafa Nadal is 

to launch a new centre for 

needy children in Valencia 

City this month, as part of 

his charitable foundation. 

It has taken three months 

to renovate the councilowned 

building in the Natzaret 

area of the city, which 

has serious social exclusion 

problems, with the Nadal 

Foundation offering it as a 

centre for 40 children. 

It will not be a residential 


centre, but will offer day 

facilities including meals, 

hands-on play, and child 

counselling. 

This is the Foundation's 

second centre of its type, 

with the first one opened 

on Nadal’s home island of 

Mallorca five years ago, 

with a good track record of 

success helping hundreds 

of children. 

“The time has come to go 

forward and take the Mallorca 

experience to Valencia, 

where we have detected a 

specific need in the Natzaret 

area”, said María Francisca 

Perelló, head of strategy at 

the Foundation, who married 

the world number one 

player last month, after 

being together since their 

teenage years. 

Halloween fun and 

games in Moraira 

Once again, this popular 

event, organised by Teulada 

Moraira Lions, attracted 

hundreds of excited 

children and their even 

more enthusiastic parents. 

Together they descended 

upon the Church Square, in 

Moraira, for the traditional 

Halloween Children’s Party.

Nasty tricks, not treats 


FOUR CHILDREN who decided to celebrate 

Halloween last week by setting 

fire to rubbish containers in Torrevieja, 

including using a home-made 

Molotov cocktail, were arrested by 

the Guardia Civil. 

The teenagers, aged 16 and 17, decided 

to dress up in black clothes and 

rather than opting TO throw eggs, they 

decided to go on a fire spree around 

Nueva Torrevieja. 

The Guardia were tipped off about 

the fire-raising kids late last Thursday 

night, who even videoed their misdeeds 

on their mobile phones. 

As Guardia officers swooped on them, 

the teens tried to unsuccessfully escape 

from their clutches, and one of them tried 

in vein to erase his mobile phone footage 

which featured him carrying a petrol can 

and throwing a Molotov cocktail.

robber 

Bank stick up 


TWO MEN have been 

arrested over a robbery 

at an Orihuela 

City bank in mid-October, 

and locking a bank 

teller in the bathroom. 

Details of the incident 

only emerged this 

week, with the robbery 

happening on Thursday 

October 17th. 

A man entered the 

unnamed bank branch 

and brandished a gun in 

front of a male bank employee, 

who gave them 

12 thousand euros from 

the safe, and then he 

was locked in the bathroom, 

as the robber then 

beat a hasty retreat. 

The Spanish nationals, 

aged 32 and 63, were 

detained by the National 

Police 11 days later, 

with one of them refused 

bail by an Orihuela 

court. 

Arrested robber 

Vicious duo caught 

TWO VIOLENT robbers 

have been arrested by 

the Guardia Civil, after a 

spate of shop hold-ups 

on the Orihuela Costa and 

Torrevieja. 

The men, who are Spanish 

and middle-aged, have been 

charged with ten offences, including 

five counts of robbery 

with violence. 

Last month saw the duo 

strike in four businesses, 

namely a chemist, a realestate 

agency, a hairdressing 

salon, and an electrical 

dealership. 

The spate of robberies created 

real concern amongst 

business owners, with the 

men brazenly entering the 


various premises during 

regular shopping hours. 

The duo would threaten 

sales staff with a knife and demand 

any money or valuables 

that were on the premises. 

The crooks, who wore hoodies, 

would also ask for car 

keys and the PIN number of 

any bank cards. 

The Guardia Civil in Pilar 

de la Horadada took charge 

of the investigation, and using 

witness statements and 

CCTV footage, they managed 

over a few days to pin 

down where the men where, 

as they were getting ready to 

rob another store. 

One of them was arrested 

close to a shopping area, 

but the second man was detained 

a few hours later, as 

he parked up outside the 

Orihuela Costa address that 

he was staying at. 

It was discovered that he 

had been on the run from 

a Madrid jail for over five 

months, after failing to return, 

having been given a 

day release pass. 

He had been the subject of 

over 50 criminal charges, and 

once on the run with the help 

of his accomplice, the Guardia 

discovered they were behind 

other crimes further north in 

Alicante Province, including 

stealing a car in Novelda.

Down the coast, Torre- 

vieja council said last week 

that nine thousand mattresses 

had been dumped 

around the city in just the 

last three months, which 

would have a disposal price 

of 163 thousand euros. 

Santa Pola officials say 

that the problem is nothing 

to do with local furniture 

and mattress stores, but 

they believe that “foreign” 

companies are coming from 

outside the area to get rid of 

stock. 

Santa Pola´s urban cleaning 

councillor, Encarna 

Ramirez, said that the authority 

will now have to 

spend 130 thousand euros 

on dealing with the problem, 

which had not been budgeted 

for. 

“Every day we see dozens 

of mattresses that are illegally 

dumped next to refuse 

containers, or simply thrown 

into roads”, added Ramirez. 

“We at first thought it was 

residents coming to their 

summer homes that were 

changing their mattresses, 

but the sheer numbers involved 

means that simply is 

not the case”. 

Mattress dumpers in 

Santa Pola face a fine of 751 

euros and local police patrols 

are keeping a keener eye out 

for potential law breakers in 

the area.



Heritage bonfires 

ALL the political parties in 

Alicante City have unanimously 

voted to move forward 

with the request that 

Hogueras San Juan Festival 

be recognised as a Unesco 

World Heritage Site. 

Places and events granted 

this status have international 

legal protection and are 

judged to be “in the collective 

interests of humanity”. 

They may also be entitled 

to funds to help with the process 

of protecting the event, 


so it continues for future 

generations. 

Valencia’s Fallas Festival 

has already been granted 

World Heritage Site status by 

Unesco, prompting Alicante 

to also apply. 

There are 48 places and 

events with this status in 

Spain, ranging from cave art 

to the Santiago Pilgrimage 

and the entire city of Barcelona. 

Piano prodigy 

performing in 

Denia 

ALEXANDR Kliuchko, regarded 

as one of the best 

young pianists in Europe

To get an Alicante City 

appointment, you need the 

following requirements:- 

1. If you are pensioner, you 

need your state pension 

paid directly into a Spanish 

account, which has 

been used on a regular 

basis for three months, 

ahead of applying for a 

residencia. You also need 

a S-1 certificate. 

2. If you are not working, 

you need a seven thousand 

euro average balance 

per person in your 

Spanish account over the 

last three months. 

3. Married dependant applicants 

without their own 

health care provision or 

financial means will need 

an up-to-date marriage 

certificate(no older than 

three months from the 

issue date) plus a legal 

translation from a Spanish-registered 

translator. 

Don’t forget that you 

should apply for a Spanish 

residency card if: 

• You’ve spent more than 

90 days in Spain. 

• You want to be legal in 

Spain. 

• You want to be legible for 

the Spanish healthcare 

system. 

Let’s examine those three 

points in more detail. 

EXTRA TIME FOR RESIDENCIAS 

You’re staying in Spain 

for over 90 days 

It’s all down to the law, and 

clearly states that if you 

spend more than 90 days in 

a 180 day period in Spain 

(or any other country in the 

Schengen area), then you 

must apply for a residency 

card, which in effect is a stay 

permit. The embassies of 

the EU have stipulated that 

as long as no other citizens 

from the Schengen area are 

obliged to obtain a Visa for 

the UK, then British citizens 

will have a reciprocal agreement 

to not require a Visa for 

the Schengen zone, but the 

90 day rule will still apply. 

If you are from the UK, 

the Brexit issue is clouding 

the waters, but essentially 

you have to get yourself covered 

with a residencia, pure 

and simple, and we at Sun 

Lawyers can get that sorted 

for you and your partner and 

family. 

The proposed UK-EU withdrawal 

agreement allows 

residencias to continue, but 

they will then be swapped 

over to a different card, which 

the Spanish government said 

earlier this year would be a 

straight-forward process. 

That looks like being the 

case as well in a no-deal Brexit 

scenario according to Madrid, 

but you must get a residencia 

right now, and time is 

ticking by quickly, with under 

three months to go before the 

new January deadline. 

You want to be legal 

in Spain 

This is a simple matter of 

“peace of mind”, as doing everything 

according to Spanish 

rules can only bring benefits, 

and Sun Lawyers have the expertise

As an example, an EU person 

that is residing in Spain, 

once you have obtained your 

Spanish residency card, you 

then you have a period to 

switch your EU licence for a 

Spanish driving licence. 

Yes, EU driving licences are 

valid in Spain (as long as they 

have not expired), but since it 

looks likely that the UK will 

be leaving soon the EU, then 

you will see on the British 

Consulate website a recommendation 

that if you are resident 

in Spain, you need to stay 

within the law and swap over 

to a Spanish licence, rather 

than going through all kinds 

of hassles, some of which could 

cost you time and money. 

That’s just one example 

over being legal, and we

checklist that you need to 

make sure that you will be 

fine for many years to come. 

You want to use the 

Spanish healthcare 

system 

Essentially there are two 

main categories here: 

• Limited and temporary 

healthcare in Spain. At 

present, this must be done 

through the EHIC health 

card, but this does not include 

ongoing treatments 

and as, yet no bi-lateral 

agreement has been 

signed to continue with 

this for UK citizens once 

the UK leaves the EU. 

• Permanent all-inclusive 

healthcare in Spain. Right 

now, state pensioners 

from other EU member 

states can transfer their 

rights to health care from 

their country of origin 

with the S1, E121 & E106. 

In the future, we will see 

if it is still the case for UK 

citizens, depending on negotiations 

between UK 

and Spain in the case of a 

no-Brexit deal and what 

future deals are struck 

with the EU. 

Requirements for nonworkers 

and early retirees 

to qualify is to have proof 

of Spanish residence during 

at least a year and then 

they can begin contributions 

(Convenio Especial).

A TRIBUTE to Lord Horatio 

Nelson and commemoration 

of the 214th anniversary 

of the Battle of 

Trafalgar was held in the 

time-honoured tradition 

by the Royal Naval Association 

Torrevieja Branch 

at their annual Trafalgar 

Night celebration, on the 

21st October 2019, at the 

MASA Hotel in Torrevieja. 

The RNA Torrevieja 

branch members were honoured 

that WWII veteran 

Joe Billet joined them and 

privileged to have a significant 

contingent of guests, 

families and friends. 

Veterans and current serving 

personnel of the Royal 

Navy and Royal Marines 

with their partners, friends 

and guests dined and danced 

to live music by the Campoverde 

Reef Band, maintained 

Naval Traditions and 

socialised on a grand scale 

during the evening; where 

there was much merriment, 

'swinging of the lamp' and 

'black cat stories'; otherwise 

known as 'stories and 

adventures of the sea' and 

'reminiscing and comparing 

of who had the most exciting 

experiences'. 

Trafalgar Night and Naval 

traditions were richly 

maintained by not only honouring 

Vice Admiral Horatio 

by Tony Jenkins, 

Press Release Officer 

Nelson and 'those that fell 

with him' but also by reference 

and acknowledgement 

of the Naval Daily Toast's, 

particular the Sunday 

toast of 'To Absent Friends 

and Those at Sea!' and the 

Wednesday toast of 'To Ourselves'

[Royal Naval Personnel] 

that know the rest) "As 

no one else is Likely to Concern 

Themselves with Our 

Welfare'; but the greatest 

approval was for the toast 

'Here's to Tall Ships, Here's

the Ships at Sea, But the 

best Ships are Friendships, 

Here's to You and Me!' 

It was a lively and engaging 

evening, everyone 

seemed to enjoy themselves 

and two guests' comments

the Trafalgar night 

held at the Masa hotel. The 

venue was excellent. The 

food, dance band and company

Ambassador’s 

message 

THE UK ambassador to 

Spain, has penned an 

open letter to British residents 

with the latest on 

Brexit, now that the October 

31st departure date 

has slipped by. 

Hugh Elliott, who has 

been in post for nearly three 

months, has also emphasised 

the need for expats to 

make sure that they are registered 

to vote in December’s 

UK general election. 

These are the contents of 

Elliott’s letter:- 

“You will all have seen 

that the EU has agreed the 

UK’s request for a further 

extension. This means that 

the UK will not now be 

leaving the EU on the 31st 

of October. The extension 

sets a new deadline of the 

31st of January 2020.” 

“I met with some of the 

citizens’ rights groups last 

week in Madrid and we 

talked about recent developments, 

about the continuing 

feeling of uncertainty and 

about the concerns of British 

nationals living in Spain.” 

“The three month extension 

removes the immediate 


threat of no deal and provides 

an opportunity for the deal – 

which protects citizens’ rights 

– to be ratified.” 

“For as long as we remain 

in the EU, UK nationals will 

retain their full EU citizenship 

rights. So if you are a 

UK national living in Spain 

now, nothing has changed. 

The current rules on registration, 

healthcare and travelling 

will remain exactly as 

they are now.” 

“However it is still important 

to be prepared for Brexit. 

The extension period is 

a good opportunity to make 

sure you, your friends and 

family are fully prepared.” 

“So I would encourage you 

all to use this time to ensure 

you are correctly registered 

as resident in Spain and registered 

for healthcare. And 

to ensure that you have exchanged 

your driving licence 

and checked your passport 

validity.” 

“Secondly, a UK general 

election will be held on the 

12th of December. If you are 

a UK National who has been

For ‘Peat’s 

Sake’ make 

the change 

GARDENERS are being 

urged to change their 

growing habits and ditch 

the use of peat to protect 

the planet. 

The Garden Organic charity 

has launched a campaign 

for peat-free gardening and 

horticulture. 

Announcing the new drive, 

its chief executive James 

Campbell said: “Thousands 

of plants are purchased 

which have been grown in a 

peat-based medium. 

“We believe most gardeners, 

organic or otherwise, 

would turn their back on peat 

if they knew the full picture.” 

He added: “Reducing peat 

use in horticulture is absolutely 

vital for protecting our 

planet.” 

Launching it’s ‘For Peat’s 

Sake’ campaign the organisation 

warns that the use 

of peat is wiping out rare 

ecosystems – wild areas 

which are home to a wealth 

of plants, birds and insects – 

and is also rapidly increasing 

carbon emissions. 

It says that peat is the 

largest and most efficient 

land-based store of carbon, 

and the world’s second largest 

carbon store after the 

oceans. 

The charity is now urging 

gardeners to go peat-free 

in their own growing and to 

spread the word in their local 

communities. 

James Campbell added: 

“We wholeheartedly believe 

that if consumers are provided 

with the facts, they 

will readily swap their peatbased 

compost for homemade 

or peat-free.” 

The organisation says: 

“You can make your own potting 

composts. It’s not difficult, 

it saves money and it 

saves peat!” 

Peat has traditionally been 

used in compost because it is 

good at both holding water 

and retaining nutrients. 

But Garden Organic says 

that garden plants don’t 

need peat. And it is urging 

gardeners to create their 

own potting mixes using 

compost they have created. 

It adds that if people do 

need to buy a bag of ‘compost’ 

because they haven’t 

the space to create their 

own, they need to make sure 

it is ‘peat free’. 

The organisation says alternatives 

have “improved 

hugely” over the past few 

years and many are now outperforming 

peat products. 

And that is a message 

backed by the RHS, which 

says: “Peat-free compost can 

perform very well.”

as glamorous as the chandelier 

hanging in the lobby. 

Everything sparkling and 

finished to the highest of 

standards, as you would

new ship. Norwegian 

pride themselves on entertainment 

for everyone, and 

they did not disappoint! The 

Choir of Man was absolutely 

fantastic and will have you 

up singing and dancing, but 

be careful though as they 

might even get you up on 

stage! And when their award 

winning performance Kinky

The Norwegian Encore 

is the latest ship to be 

launched in the fleet of 

Norwegian Cruise Lines. If 

you don’t already know of 

them, they are one of the 

best cruise lines, operating 

on a completely difference 

style of holiday onboard. 

Norwegian Cruise Lines 

are known for their relaxed 

‘Freestyle’ cruising, meaning 

that the guest chooses when 

to eat (no set dining times), 

that the holiday is all about

with new research revealing 

more owners are turning 

to the movies when it 

comes to naming their pets. 

Last year popular Marvel 

movies resulted in 37 per 

cent more dogs being named 

Iron Man and a 30 per cent 

increase in dogs named Star 

Lord. 

New research has also 

revealed that almost one 

in five of our four-legged 

friends were named after a 

film character in 2018. 

Marvel and DC characters 

are favoured amongst owners, 

with dog names such as Jarvis 

and Loki popular, as well as 

Harley, which could further 

surge in popularity next year 

after the release of Birds of 

Prey featuring the admired 

villain Harley Quinn. 

The final instalment of the

and a new TV show about

Energy saving tips 

One easy mistake that new 

property owners might make 

in Spain, especially if they’ve 

just been on holiday every 

year in the summer, is the 

fact that it does get cold in 

the winter! 

Electricity bills rise over the 

winter months as the heaters 

come on, and there are ways 

right across your home to make 

save money and to help the environment 

by looking at energy 

efficiency. 

The shift to a new cleaner and 

more sustainable use of energy is 

quite straight-forward, from optimising 

the use of the refrigerator 

to doing a full energy audit. 

A basic way to save would 

be to choose wisely when using 

energy equipment in the home. 

You don't have to make any investments 

for this as it involves 

things to reduce consumption 

and improve performance, relating 

to appliances, heating, 

kitchen equipment or water 

management. 

When it comes to the fridge 

you can optimise the number 

of times it is opened, ensure to 

clean the back periodically, and 


that it is at least five centimetres 

away from the wall to help 

ventilation. 

You can adjust the thermostat 

to prevent it from cooling 

more than necessary, and your 

freezer should be adjusted to 

-18 degrees and the fridge to six 

degrees. 

If you have a gas heating system, 

the radiators should be 

purged periodically to avoid air 

in the installation. 

Also, adjust the thermostat between 

18 and 21 degrees to have 

optimum comfort conditions. 

If there are radiators or electric 

stoves the thermostat temperature 

should be regulated 

between 18 and 21 degrees and 

timers can be added to the radiators 

to ensure that they only 

work as long as necessary, and 

put them under the windows or 

in the coldest walls of the home 

(those that are in contact with 

the outside). 

With the water system, it is 

recommended to collect the cold 

water that comes out of the 

shower before it gets hot, and 

use it for washing. 

If you don't have a double 

flush cistern in the sink, place 

a bottle inside the cistern to reduce 

the consumption of water 

in each use and, of course, reduce 

the length of time that you 

have a shower. 

Another way to save at home 

is to install equipment that reduces 

the energy demand needed 

to maintain thermal comfort 

in your home 

Examples include timers for 

electric water heaters and bases 

with switches to turn off all unused 

equipment. 

You can also use energy-saving 

bulbs or LEDs that have lower 

electrical power than conventional 

bulbs, as well as putting 

in strips along your windows 

and doors to keep the heat in. 

In some cases, you might think 

that you’ve done everything possible 

to keep your bills down, but 

the savings are limited.

An important first licence 

If you are buying a brandnew 

off-plan property in 

Spain, then you have to 

get hold of a Licence of 

First Occupancy (LFO). 

This is a vital certificate 

as it essentially certifies 

that all the legal hoops have 

been gone through, and it 

is issued by the local Town 

Hall. 

The LFO or Licencia de 

Primera Ocupación must be 

in place before you sign any 

sales contract, and is also 

sometimes referred to as a 

Cédula de Hab it ab il idad. 

The Licence of First Occupation 

generally needs to 

be renewed after 10 years, 

although in some regions of 

Spain it can be five or even 

15 years. 

Once the building of the 


property has been completed, 

the developer of the property 

will need to apply to the 

Town Hall for its Licence of 

First Occupation or LFO. 

If the authorities are satisfied 

that the development 

complies with local planning 

laws and what was specified 

in the original building 

licence, the Licence of First 

Occupation can be granted 

and will indicate that the 

developer has fulfilled all of 

their obligations. 

The granting of the licence 

shows that the property is 

fit for human habitation and 

may now be occupied for residential 

use. It also verifies 

that the property has now 

been fully legalised. 

An individual property 

will have its own LFO, 

whereas if the property is 

part of a complex, for example 

an apartment in a 

phase of an urbanisation, 

it will have a grouped or 

shared LFO to cover all of 

the properties within that 

particular phase. 

It’s important to reiterate 

that the Licence of First Occupation 

only applies to new 

build or off-plan properties 

and not to resale properties. 

It is unlikely that you will 

ever be asked for one if for 

example the property is 20 

or 30 years old. 

This is because firstly, 

LFO’s did not exist until 

after 1979. Secondly, without 

an LFO you are unable 

to get connected to 

the utility services such as 

for water, electricity and 

telecommunications. 

Instead, you would have 

to use the builders supply, 

which would be minimal 

and definitely not sufficient 

enough for you to live 

off long-term. Besides, the 

builders supply would eventually 

be cut off leaving you 

with no water or electricity 

and in effect, in limbo. 

After the first 10 years, 

you will need to replace the 

Licence of First Occupation 

with a Habitation Licence, 

also referred to as a Licencia 

de Habitabilidad. 

If you previously purchased 

a property and do 

not have a habitation certificate, 

you can check with 

your local town hall to see if 

they have a copy, which they 

should have if there is one. 

If there isn’t one, you will 

need to pay for this and may 

also need a technical report 

from a professional architect 

to confirm that the property 

is habitable. 

If you are looking to buy a 

new property, then you simply 

have to get an LFO to 

live there legally. 

World’s most expensive 

hotel suite opens

Steve Easterbrook was sacked over 

having a relationship with an unnamed 

junior colleague, but frankly 

who cares? 

He did nothing wrong, and I wonder 

whether such a “Big Mac” bar on relationships 

is even legal? 

Mr Easterbrook, a divorced fatherof-three, 

has been credited with turning 

around the fortunes of the fast 

food chain after being appointed chief 

executive in 2015. 

If he broke the rules, then why is he 

suddenly 40 million quid richer? 

McDonalds like to boast about how 

much they help charitable causes, so 

that 40 million would have gone a 

long way in that direction. 

I hope there are no skeletons in 

Ronald McDonald’s cupboard! 

Did someone in the Manchester area go a bit 

heavy on the old bubble bath liquid on Monday 

night? 

Residents woke up on Tuesday morning to find 

a city centre river covered in a mystery white 

foam, and nobody knows exactly what it was. 

Part of the River Roch and a large stretch of 

the River Irwell between Salford and Manchester 

ended up blanketed in the unknown substance. 

Residents suggested it looked like “leaking bubble 

bath” and expressed concerns for wildlife on 

the river. 

An Environment Agency officer suggested that 

“At certain times of year we get a lot of calls about 

foam in rivers and still waters.”

POST OFFICE PLEA 

A RECORD-BREAKING Post 

Office in a small Scottish 

town is looking for new owners 

to prevent it closing 

down after more than three 

centuries. 

Dr Manzoor Alam, 77, and 

wife Nazra, 67, took over the 

Sanquhar branch, around 50 

miles south of Glasgow, in 2016 

but are now set to retire. 

It is on the market for 

£275,000 and comes with a 

three bedroom cottage and out- 

buildings. 

Opened in 1712, it is recognised 

by Guinness World Records 

as the oldest functioning 

post office. 

If it has to close, the title 

will pass to one in Stockholm, 

Sweden, which opened in 1720. 

Nazra, who was a nurse before 

becoming a postmistress, 

said: ‘It’s breaking my heart but 

I’ve got to do what I’ve got to do.’

Like a red tide, the slow,

Albatera looked visibly 

shaken as their clearly undermanned 

midfield struggled 

to cope with quick 

closing and precise passing. 

The first goal though came 

from a blunder from the 

man in middle who, failing 

to spot that he was at least 

two metres offside, allowed

slide the ball underneath 

the advancing keeper. The 

home bench and crowd were 

incandescent, but the goal 

stood. 

Further attacks came and 

within minutes Monte had 

their deserved second when 

a perfect pin point cross-field

passing was quick and inventive.

it. Their game management 

was sublime and they always 

played at their tempo.

Making her debut appearance, 

as a guest, Lauraine 

Walker found herself in the 

winning team alongside 

John Shervell, Paul Brown 

and the fictional Albert. 

Of their total 94 points, 

Paul contributed 36 of them! 

Second spot went to Pat Cassidy, 

John Dobsson, Mike Chapman 

and Annemarie Weisheit, 

with a total of 92 points.

CRUNCH 

TIME 

FOR CITY 

IT doesn’t come much bigger 

in the Premier League 

than this Sunday’s showdown 

at Anfield between 

Liverpool and Manchester 

City, with the champions 

under boss Pep Guardiola 

realistically unable to afford 

a defeat to Jurgen 

Klopp’s side. 

Liverpool currently sit six 

points clear at the top of the 

table after a great start to 


the new campaign, in which 

they have only dropped two 

points in 11 games. 

The Reds and City both 

left it late to claim comeback 

victories over Aston Villa 

and Southampton respectively 

last weekend ahead 

of this Sunday’s clash. A win 

for Liverpool would seem 

them move nine points clear 

at the top of the table, whilst 

victory for City would cut 

the gap down to just three 

points. 

Anfield under Klopp has 

become a fortress in the Premier 

League, with the Reds 

not having lost there since 

April 2017, as City look for a 

straight third Premier title. 

Perhaps the match result 

will hinge of the defensive 

qualities of both sides, and 

that’s where the figures for 

City have shown a marked 

decline in this campaign, 

compared to the previous 

two seasons. 

Having said that, Liverpool 

have only kept three 

clean sheets this season 

across all domestic competitions, 

with neutral observers 

hoping that the top two 

Premier teams will deliver a 

classic this Sunday.
