EXECUTIVE SUMMARY<br />
Approximately 75% <strong>of</strong> Kenya’s population is comprised <strong>of</strong> <strong>the</strong> <strong>youth</strong> <strong>and</strong> yet, this number is not reflected<br />
<strong>in</strong> terms <strong>of</strong> <strong>the</strong>ir representation <strong>in</strong> Parliament. As <strong>of</strong> now, <strong>youth</strong> MPs constitute about 6.5% <strong>of</strong> Parliament’s<br />
membership. It is important to ensure <strong>and</strong> to promote <strong>in</strong>creased <strong><strong>in</strong>clusion</strong> <strong>of</strong> <strong>youth</strong> <strong>in</strong> political processes<br />
so as to ensure that <strong>the</strong>y have greater <strong>participation</strong> <strong>in</strong> decision mak<strong>in</strong>g roles which have large impact <strong>in</strong><br />
<strong>the</strong>ir lives.<br />
<strong>The</strong> study has looked <strong>in</strong>to o<strong>the</strong>r jurisdictions <strong>and</strong> how <strong>the</strong>y ensure <strong><strong>in</strong>clusion</strong> <strong>of</strong> <strong>youth</strong> <strong>in</strong> political processes,<br />
specifically; South Africa, Nigeria, Brita<strong>in</strong> <strong>and</strong> Canada. <strong>The</strong>se countries have excellent structures that<br />
support <strong>and</strong> promote <strong>the</strong> <strong>participation</strong> <strong>of</strong> <strong>youth</strong> <strong>in</strong> political processes. <strong>The</strong>se practices, that <strong>in</strong>clude <strong>youth</strong><br />
quotas <strong>in</strong> national <strong>Parliaments</strong> <strong>and</strong> political parties <strong>and</strong> stricter campaign f<strong>in</strong>anc<strong>in</strong>g regulations, form <strong>the</strong><br />
basis <strong>of</strong> <strong>the</strong> best practices that Kenya should adopt.<br />
One <strong>of</strong> <strong>the</strong> key f<strong>in</strong>d<strong>in</strong>gs from <strong>the</strong> research on <strong>the</strong> <strong>youth</strong> parliamentarians was that <strong>the</strong>y do not receive<br />
enough support from political parties <strong>and</strong> o<strong>the</strong>r stakeholders. This support is <strong>in</strong> terms <strong>of</strong> capacity <strong>and</strong><br />
resources. Additionally, <strong>the</strong> issue <strong>of</strong> flawed nom<strong>in</strong>ations arose, with various parties stat<strong>in</strong>g that nom<strong>in</strong>ation<br />
processes <strong>in</strong> political parties were shambolic <strong>and</strong> unfair, caus<strong>in</strong>g many <strong>youth</strong> to avoid politics as a whole.<br />
Fur<strong>the</strong>r, <strong>youth</strong> leagues were not active <strong>and</strong> did not receive <strong>the</strong> required support from political parties. <strong>The</strong><br />
report also highlighted a number <strong>of</strong> barriers that h<strong>in</strong>der <strong>in</strong>creased numbers <strong>of</strong> <strong>youth</strong> MPs <strong>in</strong>clud<strong>in</strong>g, <strong>the</strong><br />
effect <strong>of</strong> money, power <strong>and</strong> <strong>in</strong>fluence on who gets elected to Parliament, preference <strong>of</strong> political parties to<br />
seasoned politicians <strong>and</strong> lack <strong>of</strong> a democratic culture dur<strong>in</strong>g nom<strong>in</strong>ations.<br />
In light <strong>of</strong> this, Mzalendo Trust recommends, among o<strong>the</strong>rs, <strong>the</strong> amendment <strong>of</strong> <strong>the</strong> Elections Act 2013<br />
to provide for a specified number <strong>of</strong> nom<strong>in</strong>ation slots for persons aged 35 <strong>and</strong> below, enhancement <strong>of</strong><br />
tra<strong>in</strong><strong>in</strong>g <strong>and</strong> technical support provided to nom<strong>in</strong>ated MPs, streng<strong>the</strong>n<strong>in</strong>g <strong>of</strong> <strong>youth</strong> leagues/w<strong>in</strong>gs <strong>in</strong><br />
political parties, mobilization <strong>of</strong> cross-party support for review <strong>of</strong> nom<strong>in</strong>ation rules to ensure more <strong>youth</strong><br />
get <strong>in</strong>to Parliament <strong>and</strong> to undertake civic education <strong>and</strong> awareness to <strong>youth</strong> on political engagement.<br />
