Every year green building finds its<br />
way further into the mainstream,<br />
and 2019 was no exception. From<br />
refinements of existing strategies<br />
to newer ideas sustainability has<br />
become ever more mainstream and<br />
less cutting edge.<br />
One of the latest trends is<br />
that of net zero. Applying to<br />
energy, water, waste, and carbon<br />
footprint, net zero is the concept<br />
of contributing no more damage<br />
to the environment than you are<br />
restoring. With energy the idea<br />
is to produce enough renewable<br />
energy to meet your needs<br />
and to reduce the demand for<br />
nonrenewable energy. Energy<br />
savings begin with increasing<br />
efficiency in your systems and<br />
reducing demand. Selective<br />
choices in the construction<br />
materials selected for a project<br />
can help to reduce energy<br />
consumption through reduced<br />
solar heat gain or loss, while<br />
passive energy design that takes<br />
advantage of natural ventilation,<br />
planting native and adapted<br />
species, and careful thought given<br />
to the orientation of a facility can<br />
contribute to reduced energy<br />
usage. Although a facility might<br />
be producing sufficient energy to<br />
meet its own demands, there is<br />
still typically a backup connection<br />
to the grid for times when the<br />
generated supply can’t keep up<br />
with the demand, or in the case<br />
of failure of the onsite renewable<br />
energy system. In some cases,<br />
excess energy generated is sold<br />
back to a utility service provider<br />
instead of being stored. Onsite<br />
and offsite renewables include<br />
photovoltaic arrays, solar,<br />
wind, and geothermal systems.<br />
Renewable energy certificates<br />
and the purchase of carbon<br />
offsets help to provide support<br />
to the development of renewable<br />
energy networks and restoration<br />
of natural systems like trees to<br />
capture carbon dioxide.<br />
Net zero water follows along the<br />
same concept of reducing demand<br />
for finite resources by minimizing<br />
total potable, or drinking, water<br />
consumption and maximizing the<br />
use of alternative water sources.<br />
Because water resources are<br />
being depleted at an alarming<br />
rate, methods above and beyond<br />
low-flow fixtures are critical. Here<br />
the objective is to create a waterneutral<br />
building where the amount<br />
of alternative water used (like rain<br />
water or gray water) and water<br />
returned to the original source<br />
is equal to the building’s total<br />
water consumption. An example<br />
might be the use of captured<br />
rainwater and reuse of gray water<br />
for building processes like cooling<br />
towers, flushing toilets and<br />
landscape irrigation in combination<br />
with treating wastewater discharge<br />
onsite in a constructed wetland to<br />
return water to the initial source<br />

– the earth. While not easily<br />
achieved in every scenario, net<br />
zero water is certainly an attainable<br />
goal.<br />
Biomimicry is one of the newest<br />
ideas to be used in sustainable<br />
construction. Literally meaning<br />
“life imitation,” biomimicry is<br />
the design of products and<br />
materials that draws solutions<br />
from living things. Options are<br />
being developed for improving<br />
efficiencies in structural design,<br />
water and waste systems, the<br />
thermal environment, and energy<br />
supply. Some examples might<br />
include the use of insulation based<br />
upon cacti, onsite wastewater<br />
treatment using constructed<br />
wetlands to filter the water and<br />
ultimately return it to the earth,<br />
and photovoltaic systems that<br />
harvest solar energy the same way<br />
a leaf harvests energy from the<br />
sun.<br />
In addition to the rediscovery of<br />
tried and true building materials<br />
new materials are being developed<br />
which replace a component<br />
that requires more energy to<br />
produce or creates a lot of waste<br />
material during the process. Some<br />
historically utilized materials<br />
that are “new” again include<br />
bamboo, straw bales, rammed<br />
earth, and wood. There are also<br />
new concrete alternatives like<br />
hempcrete (hemp plus concrete),<br />
grasscrete (laying concrete with<br />
open spaces to accommodate<br />
plant growth), ashcrete (using ash<br />
instead of cement as a binder), and<br />
timbercrete, which adds sawdust<br />
to concrete. Newer materials<br />
including recycled plastics, ferrock,<br />
and mycelium are on the cutting<br />
edge. Ferrock uses recycled<br />
materials including steel dust<br />
to create materials harder than<br />
concrete, and mycelium, which is<br />
found in fungi, can be encouraged<br />
to grow around a composite of<br />
other natural materials and then<br />
air dried to create lightweight and<br />
strong bricks or other shapes.<br />
Low-emitting windows and<br />
cool roofs are improvements to<br />
standard construction science that<br />
help to reduce energy demand<br />
and the heat island effect. This is<br />
particularly important in heavily<br />
developed areas where the<br />
heat island effect can increase<br />

local temperatures due to the<br />
pervasiveness of impermeable<br />
surfaces such as concrete and<br />
asphalt which are slower to release<br />
daytime heating than undeveloped<br />
areas. Windows coated with<br />
metallic oxide block the sun’s rays<br />
during summer and keep heat<br />
inside during winter. Transparent<br />
solar window panels can be<br />
incorporated into awnings, curtain<br />
walls, glass façade, and overhead<br />
glazing units to provide renewable<br />
energy while helping to reduce<br />
energy demand. Cool roofs with<br />
high levels of solar reflectance and<br />
thermal emittance help reduce the<br />
heat island effect by reflecting heat<br />
and light instead of transmitting it<br />
to the building envelope.<br />
Smart buildings utilizing wholebuilding<br />
metering and automated<br />
processes to optimize building<br />
performance allow the facilities<br />
to operate at their designed<br />
optimums while helping property<br />
owners to realize the return on<br />
investment they envisioned. By<br />
controlling the operations of<br />
heating, cooling, ventilation,<br />
lighting, security, and water<br />
systems through sensors, meters,<br />
actuators, and controllers the<br />
data collected allows building<br />
owners and managers to maintain<br />
the workings of their highperformance<br />
green buildings.<br />
Electric utilities now offer demand<br />
response systems which allow<br />
buildings to reduce their energy<br />
demand during peak times and<br />
offset those demands until offpeak<br />
hours which helps utilities<br />
meet critical demand and reduce<br />
the risk of blackouts while offering<br />
savings through these kinds of<br />
programs to building owners.<br />
Finally, the concept of resilient<br />
buildings has come to the forefront<br />
due to recent disasters, both<br />
natural and manmade. These<br />
buildings are designed to survive<br />
hurricanes, storms, droughts,<br />
heatwaves, cold spells, and floods<br />
by maintaining their integrity and<br />
protecting the lives of innocent<br />
people. In order to minimize<br />
their environmental impact these<br />
facilities utilize low carbon input<br />
materials such as wood, masonry,<br />
and locally available construction<br />
materials which require less<br />
energy and resources to harvest,<br />
produce, and transport. Flexible<br />
multi-use buildings use highly<br />
insulated building envelopes and<br />
triple insulated glazing along<br />
with internal courtyards for low<br />
energy demand and to maintain a<br />
comfortable interior environment if<br />
the power is out.<br />
In summary, high-performance<br />
buildings have proven their<br />
value over the years to both<br />
communities and building owners.<br />
There are many approaches to<br />
designing, constructing, and<br />
operating a sustainable facility<br />
so teams can select what works<br />
for them in terms of aesthetics,<br />
budget, and a return on<br />
investment. Facility occupants<br />
also benefit from these green<br />
building strategies by working and<br />
living in a comfortable building<br />
that operates as it was intended.<br />
While new methods and systems<br />
will come of age, sometimes it is<br />
true that what was old is new, and<br />
green, again.<br />

Development Strategies<br />
for a Vibrant <strong>Austin</strong><br />

<strong>Austin</strong> is one of the fastestgrowing<br />
cities in the U.S.<br />
with a diversified, robust<br />
economy and an enviable<br />
vibe as a center for creatives,<br />
technology, and live music.<br />
Its five-county metropolitan<br />
area has an estimated<br />
population of nearly 2.2<br />
million and projections have<br />
us hitting 3.2 million by 2030.<br />
That rapid growth curve<br />
brings growing pains,<br />
including some of the worst<br />
traffic in the country as<br />
<strong>Austin</strong> continues to sprawl,<br />
covering nearly 30 square<br />
miles of developed land<br />
area. The City has pushed<br />
a number of planning<br />
strategies, such as directing<br />
new growth along activity<br />
centers and corridors, and<br />
increasing the percentage<br />
of street frontage with<br />
sidewalks and bicycle lanes,<br />
but growing commute times<br />
have spurred a desire among<br />
an increasing number of<br />
<strong>Austin</strong>ites to live closer to<br />
the urban core, a trend that<br />
many other cities are also<br />
experiencing.<br />
It is not just traffic that drives<br />
this desire. The richness of<br />
<strong>Austin</strong> urban life includes<br />
easy access to hotels,<br />
restaurants, educational<br />
institutions such as <strong>Austin</strong><br />
Community College, the<br />
University of Texas and<br />
St. Edwards University,<br />
health facilities and outdoor<br />
amenities such as the Butler<br />
Hike and Bike Trail. The push<br />
to create “people” spaces–<br />

such as retail, restaurants,<br />
banks and other service<br />
industries–on the ground<br />
floor levels of all downtown<br />
buildings have further<br />
created more opportunities<br />
for human experiences.<br />
The recent growth in the<br />
downtown core is most<br />
visible in high rises, both<br />
commercial and residential,<br />
as well as megablocks. These<br />
developments tend to cater<br />
to the upper end of the<br />
economic spectrum and have<br />
precipitated gentrification<br />
and loss of diversity within<br />
the city.<br />
Less visible though, are<br />
many infill developments<br />
that thoughtfully add<br />
density and re-weave the<br />
urban fabric everywhere<br />
and across multiple building<br />
types including commercial,<br />
institutional, cultural and<br />
residential. These efforts<br />
promise a more diverse<br />
and vibrant city that brings<br />
density to the urban<br />
landscape, by occupying the<br />
“in-between spaces” in a way<br />
that can provide housing<br />
alternatives affordable to a<br />
broader section <strong>Austin</strong>ites<br />
and provide more enriching<br />
experiences for everyone.<br />
These include creating<br />
cultural spaces that blend<br />
with their surroundings such<br />
as the African American<br />
Cultural and Heritage<br />
Center on East Eleventh<br />
Street which combines an<br />
historic African American<br />
home with a cultural center<br />
at the entrance to an<br />
historically black downtown<br />
neighborhood. While<br />
maintaining the character<br />
and scale of the surrounding<br />
streetscape, this center<br />
also offers an activated,<br />
landscaped courtyard for<br />
various events and as a<br />
respite just off the street.<br />
The Texas School for the<br />
Deaf Administration and<br />
Early Learning Center is<br />
another example of how<br />
strategic infill can keep a<br />
campus intact and viable in<br />
lieu of having to move out<br />
of the urban core. The site<br />
selected for the building is<br />
a tight spot between other<br />
existing buildings and creates<br />
the last puzzle piece around a<br />
“quad” for students. Skillfully<br />
tucking this new building<br />
into the existing fabric of<br />
the campus succeeds in<br />
maintaining a cohesive feel to<br />
the spaces between buildings<br />
while also introducing a<br />
more modern, forwardfacing<br />
architecture to the<br />
campus. As the center for<br />
the deaf community in Texas,<br />
the presence of a beautiful<br />

campus close into the<br />
center of town elevates the<br />
awareness and integration of<br />
the deaf community into the<br />
larger community of urban<br />
<strong>Austin</strong>. This new facility will<br />
be completed in Fall 2021.<br />
As for housing, the effort<br />
to provide alternatives<br />
to expensive downtown<br />
condominium and<br />
apartment buildings<br />
has resulted in some<br />
innovative opportunities<br />
such as Accessory Dwelling<br />
Units (ADUs) and more<br />
unconventional options<br />
such as co-living. ADUs<br />
have become a major part<br />
of <strong>Austin</strong>’s recent planning<br />
and zoning conversations.<br />
They offer an avenue to<br />
densify all the close-in singlefamily<br />
neighborhoods by<br />
allowing additional, separate,<br />
small houses to be added<br />
to existing lots to provide<br />
more affordable housing<br />
options, or the ability to<br />
provide separate quarters for<br />
extended family, caregivers,<br />
students or just people<br />
who can live “small”. The<br />
proposed re-write of the<br />
Land Development Code<br />
working its way through<br />
the City Council further<br />
encourages ADU’s as well<br />
as a broader mix of “missing<br />
middle” housing types such<br />
as 4, 6, and 8-plex units<br />
close to public transportation<br />
corridors.<br />
more innovative ways to<br />
create affordable housing in<br />
the core. Capitol Quarters,<br />
a newly announced project<br />
near the Capitol, will be<br />
<strong>Austin</strong>’s first co-living<br />
building. With 30 residential<br />
units comprising 34,000<br />
square feet, Capitol Quarters<br />
is designed for 120 urbanites<br />
who want to live light and<br />
experience the city as their<br />
living room. Fully furnished<br />
bedrooms share common<br />
spaces in groups of four<br />
and have a whole-building<br />
gathering space adjacent to<br />
the roof deck overlooking<br />
the Capitol. There is no car<br />
storage because walking,<br />
biking and the use of<br />
scooters and shared or public<br />
transportation get everyone<br />
where they want to go.<br />
More importantly, the coliving<br />
model fosters a sense<br />
of community, allowing the<br />
newcomer to integrate into<br />
the life of the city.<br />
The unique sense of place<br />
that permeates <strong>Austin</strong> is<br />
worth protecting and building<br />
upon. Those of us in the<br />
building industry in <strong>Austin</strong><br />
have much to look forward<br />
to in the future as we all can<br />
contribute to shaping our city<br />
and keeping it weird.<br />

It is estimated at<br />
almost 100 Billion<br />
Dollars... The largest<br />
nominal tax credit our<br />
generation might ever<br />
get to participate in, and<br />
get this, it’s not only for<br />
the rich. We are seeing<br />
groups like YesWeOZ.com<br />
invite land owners and<br />
investors to partner on<br />
projects of every size and<br />
scope.<br />
In 2017 the federal government<br />
while working directly with State<br />
officials initiated a program that<br />
designated over 620 areas of Texas<br />
as “Opportunity Zones”. And while<br />
the program received little buzz<br />
initially, now it is hard to discuss<br />
a development project without<br />
someone asking if the property lies<br />
within one of these elicit zones... Now<br />
we can stop you right there, because<br />
this program is not designed to create<br />
windfalls of capital, it is designed<br />
to thoughtfully nudge development<br />
toward certain qualified areas. Most<br />
people also understand that real<br />
estate development is not always a<br />
good investment opportunity and it<br />
can be very difficult to quantify all the<br />
variables involved, especially on larger<br />
or longer duration projects. We have<br />
all seen areas in our community that<br />
experienced tremendous growth, and<br />
we have all driven by the same plot of<br />
land wondering why it has sat vacant<br />
for the last X number of years... the<br />
real estate market can be far more<br />
art than science and just because<br />
your project is in one of these zones<br />
does not mean you won’t lose your<br />
shirt on the deal. Ten years in the real<br />

an eye, especially if you are not<br />
in an area already experiencing<br />
growth or have difficulty obtaining<br />
the necessary permits and or<br />
entitlements required to begin your<br />
project.<br />
Before diving into a project,<br />
consult a professional to help<br />
evaluate the opportunity. It<br />
will prove to be tremendously<br />
beneficial to seek the guidance<br />
of an established real estate<br />
professional as well as an architect<br />
and/or engineer to see exactly what<br />
is feasible on your property before<br />
taking that first step.<br />
After you have identified a target<br />
property... It is time to get the<br />
property under contract. Some of<br />
these properties will already be<br />
listed at a bit of a premium, so make<br />
sure to get a broker’s opinion of<br />
value if you are not already familiar<br />
with real estate prices in the area.<br />
And remember that this clock has<br />
an expiration date, so paying more<br />
now can potentially nullify the<br />
primary concept of this program’s<br />
tax incentive. The goal is to create<br />
as much value (equity) as possible<br />
and that is best done by improving<br />
the property. And it is not<br />
uncommon for a project to take a<br />
year or two in the pre-development<br />
stage and we have certainly seen<br />
larger projects take even longer<br />
than that. This phase can make or<br />
break the project before it even<br />
gets out of the ground so we<br />
strongly suggest a feasibility study<br />
be performed before any purchase.<br />
It doesn’t matter if the price is<br />
right if your property is blanketed<br />
by easements that prevent your<br />
idea from coming to fruition. A<br />
comprehensive feasibility study<br />
will discuss several steps that will<br />
be necessary to ensure your best<br />
chance at a successful project.<br />
Having proper infrastructure in<br />
place can take your project from<br />
a “pipe dream” to reality while<br />
saving significant amounts of<br />
capital; however, most projects<br />
won’t be sitting on this silver platter<br />
and while technology continually<br />
changes this can be a tremendous<br />
opportunity to differentiate your<br />
project. Solar power, reclaimed<br />
water, and varietal transportation<br />
can significantly lighten the load<br />
on anyone trying to develop<br />
property in an already saturated<br />
area...Incorporating and embracing<br />
some of these new technologies<br />
not only lessons your impact on<br />
the existing infrastructure, it can<br />
provide even more equity to you<br />
especially if you can take advantage<br />
of the numerous grants and<br />
reimbursement structures that are<br />
widely available.<br />
In summary, if you own real estate<br />
it isn’t a bad idea to have a slice of<br />
your portfolio exposed to these<br />
zones and make sure to never<br />
start a project without an owner’s<br />
contingency in place and as always,<br />
stay diversified!<br />

NAWIC <strong>Austin</strong> Chapter<br />
Women helping recruit and build for<br />
the future in <strong>Construction</strong><br />
National Association of Women<br />
in <strong>Construction</strong> (NAWIC)<br />
<strong>Austin</strong> chapter was founded<br />
on February 15, 1958 and was<br />
the 7th chapter chartered in<br />
the US. The Chapter has been<br />
helping grow and develop the<br />
women in our industry for over<br />
61 years. Although the roles<br />
have shifted over the years from<br />
the traditional administrative<br />
or accounting positions to now<br />
include project managers, field<br />
and trades women; our mission<br />
has remained the same to support<br />
and encourage women in our<br />
industry.<br />
According to a recent AGC<br />
Survey approximately 80% of<br />
construction companies aren’t<br />
able to find the workers they<br />
need, skilled or non-skilled. There<br />
is still a large gap to fill in skilled<br />
labor positions from the 2006-<br />
2011 recession where many<br />
workers left the industry and<br />
did not return. There are many<br />
efforts, programs and campaigns<br />
to help spread the message that<br />
the construction industry has<br />
sustaining and lucrative careers<br />
choices and NAWIC has been one<br />
of the most vocal and supportive<br />
of utilizing women to fill these<br />
positions.<br />
The NAWIC <strong>Austin</strong> Chapter has<br />
increased its efforts to educate<br />
girls and women about these<br />
positions and has transitioned<br />
their local scholarships to include<br />
for individuals going to trades or<br />
apprenticeship programs/schools<br />
as wells as post-secondary<br />
education. They developed Camp<br />
NAWIC <strong>Austin</strong>, a free 5 day<br />
camp for girls in middle school<br />
to explore careers, participate<br />
in hands on projects in different<br />
trades and to educate them to<br />
consider different pathways in<br />
the industry. This camp was is<br />
partnership with <strong>Austin</strong> I.S.D. –<br />
Pathways in Technology Early<br />
College High School (P-TECH)<br />
– Building <strong>Construction</strong> Courses<br />
at Crockett High School and<br />
their <strong>Construction</strong> Technology<br />
Program. They also support and<br />
partner with CAWIC at Texas<br />
State University to help promote<br />
the female students who are<br />
studying to go into the industry.<br />

AUSTIN<br />
HOUSING<br />
MARKET<br />

The U.S. marked a record for<br />
economic expansion this summer,<br />
with ten consecutive years of<br />
growth. And <strong>Austin</strong> has been<br />
leading the way. According to the<br />
Dallas Fed (which benchmarks<br />
early as compared to the Texas<br />
Workforce Commission), <strong>Austin</strong><br />
added 36,511 jobs in the twelve<br />
months ending in September 2019,<br />
a growth rate of 3.4 percent. That<br />
makes <strong>Austin</strong> the fastest growing<br />
Texas metro area. The Information<br />
sector grew by 14.9% (5,015 jobs)<br />
- making it <strong>Austin</strong>’s fastest growing<br />
industry - while Professional and<br />
Business Services added the most<br />
jobs, 10,062 (or 5.3%), over the last<br />
12 months. These high-wage jobs<br />
continue to drive housing demand.<br />
<strong>Austin</strong> continues to outshine<br />
other submarkets as well as the<br />
nation. Nationally, year-to-date<br />
existing home sales are flat, despite<br />
mortgage rates hovering below 4<br />
percent. And many of last year’s<br />
“rock star” housing markets are<br />
flat or declining. Lack of supply<br />
and higher prices are forcing many<br />
families to stay put. While <strong>Austin</strong><br />
is experiencing both tight inventory<br />
and price increases, it’s also<br />
experiencing a record year in terms<br />
of home sales.<br />
The <strong>Austin</strong> Board of Realtors<br />
(ABOR) reports that 2019 sales<br />
in the <strong>Austin</strong> area are breaking<br />
records. While sales are up, listings<br />
are at historic lows. This lack of<br />
resale inventory is fueling new<br />
home sales. In fact, Metrostudy<br />
surveyors recorded 5,610 quarterly<br />
starts in the third quarter, topping<br />
the old record of 5,041 in 3Q06.<br />
This reversed the unusual second<br />
quarter drop in starts - and then<br />
some. Thank goodness for lot<br />
deliveries!<br />
While we’re not yet on a recordbreaking<br />
pace of annual starts,<br />
we’re getting close: 17,563 was<br />
the pace as of September 30, up 7<br />
percent YOY and QOQ.<br />
The annual closings pace DID<br />
break a record, hitting 17,513 vs.<br />
the previous peak of 16,793 in<br />
1Q07. Quarterly closings also hit<br />
a new high at 5,061, beating the<br />
4,615 recorded in 3Q06. Quarterly<br />
closings were up a whopping 24<br />
percent YOY over 2018.<br />
Part of the reason for the strong<br />
performance in 2019 can be<br />
attributed to builders developing<br />
new product and entering new<br />
submarkets. While there’s little to<br />
no inventory base-priced below<br />
$200,000, the segments between<br />
$200,000 and $299,000 continue<br />
to make up nearly half of the<br />
market’s activity.<br />
However, escalating costs have<br />
pushed many builders into higher<br />

price segments as well. Just two<br />
years ago, 14 percent of the starts<br />
were in the $300,000 to $349,000<br />
range; now it’s 18 percent.<br />
Overall housing inventory—<br />
composed of Models, Under<br />
<strong>Construction</strong>, and Finished Vacant<br />
homes—increased 5% quarter over<br />
quarter. Total inventory count was<br />
11,299, essentially flat from one<br />
year ago. Housing inventory stands<br />
at 7.7 Months of Supply (MOS) vs.<br />
8.3 MOS one year ago. Model count<br />
was essentially flat both QOQ and<br />
YOY, while Under <strong>Construction</strong><br />
inventory increased 12 percent<br />
over the previous quarter.<br />
The Finished Vacant (FV)<br />
inventory count dropped for the<br />
second quarter in a row, reflecting<br />
strong sales. Figures are down 9<br />
percent from 2Q19, though they are<br />
up 5 percent YOY. Strong consumer<br />
demand led to a significant drop<br />
in supply; the third quarter ended<br />
with 2.0 MOS in FV, which now<br />
makes up 26% of Total Inventory,<br />
also down 13% from the previous<br />
quarter. Very few spec homes will<br />
celebrate birthdays this fall!<br />
The inventory picture does look<br />
a bit different through the lens of<br />
price segment, however. While FV<br />
numbers are very low currently,<br />
the amount of Under <strong>Construction</strong><br />
inventory above the $350,000<br />
price point is worth watching.<br />
Hopefully most of these higherpriced<br />
homes under construction<br />
are sold. Inventory numbers above<br />
8 months mean we could be getting<br />
a little fluffy in those segments.<br />
Metrostudy surveyors counted<br />
27,123 Vacant Developed Lots<br />
(VDLs) in the second quarter, up<br />
7% YOY as well as QOQ. However,<br />
the market has not yet reached<br />
equilibrium, as that count equates<br />
to only 18.5 MOS given the current<br />
starts pace. Lot supply is even<br />
tighter for smaller lots and lower<br />
price points.<br />
Recent dry weather helped<br />
<strong>Austin</strong>-area developers continue<br />
a record-breaking pace for lot<br />
deliveries. <strong>Austin</strong> hit a new record<br />
for quarterly lot deliveries - with<br />
6,911 lots delivered in 3Q19 -<br />
surpassing the second-quarter<br />
record of 5,767. That’s more than<br />
12,000 lots coming online in the<br />
space of six months! That pace<br />
meant another record was broken;<br />
<strong>Austin</strong> finally topped the 20,000<br />
annual lot delivery mark. Surveyors<br />
recorded 20,206 lots as of 3Q19,<br />
up 20 percent YOY. (The previous<br />
record was 19,060 in 3Q17.)<br />
There’s much to celebrate in<br />
<strong>Austin</strong> in 2019, and not just in<br />
housing. In its third quarter report<br />
CBRE crowed, “Searing demand<br />
drives fundamentals to record<br />
highs.” The three new office<br />
buildings delivered in 3Q19 were<br />
98 percent pre-leased, and strong<br />
leasing activity is also reported<br />
for the over 6 million square feet<br />
of office space currently under<br />
construction. What’s more, “Silicon<br />
Hills” is actually quite diverse and<br />
getting more so. The Tech sector<br />
made up only 21 percent of signed<br />
leases in the quarter, the same rate<br />
as Business Services and just a hair<br />
more than Financial (18 percent).<br />
The Innovation District and Army<br />
Futures Command are likely to<br />
contribute to that diversification<br />
and thus to the area’s resilience.<br />
If you’re in housing, you would be<br />
forgiven for feeling almost giddy.<br />
Many builders reported their<br />
strongest summer performance<br />
ever. Zonda indicates double-digit<br />
increases in YOY new home sales<br />
year-to-date. The metro area has<br />
broken records for quarterly home<br />
starts and closings as well as for lot<br />
deliveries. The future looks bright,<br />
especially with the expectation<br />
that mortgage rates will remain<br />
below 4 percent for a while longer.<br />
And the <strong>Austin</strong>-Round Rock CBSA<br />
is expected to continue to grow<br />
faster than almost any other city<br />
in the United States, with 53,000<br />
more people expected to live here<br />
by the end of <strong>2020</strong>.<br />
The question is, how will we<br />
house them all? The traditional<br />
pattern has development stretching<br />
farther out into new areas, and<br />
we’ve certainly seen that here.<br />
Cities such as Hutto, Liberty Hill<br />
and Manor now are some of the<br />
most active areas for new home<br />
construction. While the growth is<br />
exciting, it adds to the commute<br />
time and thus our traffic woes. We<br />
can’t build the roads fast enough.<br />
The proposed new land use code<br />
has the potential to encourage<br />
more housing stock within the City,<br />
especially more attached options.<br />
While <strong>Austin</strong>-area developers and<br />
builders in <strong>Austin</strong> have adapted to<br />
higher land prices and development<br />
costs by shrinking their single<br />
family homes, opportunity exists to<br />
better serve Millennials and Baby<br />
Boomers--the two “barbells” of<br />
demand—by creating more diverse<br />
product to meet their respective<br />
needs and desires.<br />

<strong>Austin</strong> continues to be one of the country’s fastest growing cities. People, companies and other organizations<br />
are vying to move here because they want to take part in the city’s unique culture, which includes vibrant<br />
communities, a thriving economy and miles of hill country and outdoor space. We’re seeing the rise of mixed-use<br />
developments and urban nodes in submarkets like the Domain and East <strong>Austin</strong>, areas that represent much of the city’s new<br />
growth today and in the years ahead. Downtown is transforming at a rapid clip thanks to decades-long investment, but the<br />
lack of a convenient mass transit option is an increasing concern, not to mention the scarcity of affordable housing, which is<br />
driving people into the surrounding metroplex. To foster <strong>Austin</strong>’s upward trajectory, it’s vital to have stakeholders on all sides,<br />
from city officials to developers, brokers and community leaders, work together on solutions to address the common issues<br />
facing expanding cities such as mobility, implementation of smart technology and resilience in design and building.<br />
George began his career in custom residential design, working for CCY Architects and later for Webber+Studio Architects. He spent<br />
five years working in the residential sector and then sought to diversify and gain experience in public and commercial ventures.<br />
He started work with SHW Group (now Stantec), designing projects for the University of Texas for two years. In November<br />
2010, George joined Gensler’s <strong>Austin</strong> office. As a design director, he leads the design process on numerous projects. Some of<br />
his recent work includes Third+Shoal and the Domain 10, Domain 11, Domain 12 office towers. Most recently, he oversaw the<br />
design of the 6 X Guadalupe mixed-use vertical tower, located on one of the city’s most famous intersections.<br />

Al York, FAIA, joined McKinney York Architects in 1995 and became the first partner of the firm in 1998. His design work is<br />
recognized for its sensitivity to context and in particular, the ability to interweave contemporary uses and projects within historic<br />
settings in a way that creates a seamless and vital continuity between old and new.<br />
Michelle Rossomando, AIA, joined the firm in 1998 and became partner in 2006. She brings to the table a tenacious focus on<br />
creative design through every stage of every project and is valued by exacting clients for her talent to steer productive design<br />

Patrick Towne was also born and raised in Texas and after completing an Industrial Engineering degree at Northwestern University<br />
in Evanston, IL he moved back to <strong>Austin</strong> and in 2007 started to manage a multi million dollar relative value portfolio for the first<br />
hedge fund to be headquartered in Lakeway, TX. As the fund manager began to develop several properties, Patrick joined joined the<br />
construction team and started a design/development division. Since then Patrick has designed and/or built over 2 million square feet<br />
of commercial and residential projects in and around <strong>Austin</strong>, TX ranging from 383 square foot Tiny Homes to 383,000 square foot<br />
industrial flex projects. As the development boom in <strong>Austin</strong> hits its stride Patrick looks forward to the next 20 years as the landscape<br />
of this town is forever changed. E3D will continue to embrace the deep roots of <strong>Austin</strong> and while staying weird we are excited to be<br />
a partner in so many of the projects that reshape this City. These new developments not only being much needed infrastructure to<br />

If correct treatment is applied at the right time, then pavement preservation offers a way to lengthen the service<br />
life of pavement, ultimately saving money because it delays costly rehabilitation or reconstruction activities.<br />
The many benefits of such a strategy include increased return on investment, extended service life, improved<br />
customer satisfaction, expedited treatment turn-around time, increased productivity, and enhanced pavement performance.<br />
With pavement preservation, the service life of a roadway can exceed its initial design life and operate at a high level of user<br />
satisfaction. In fact, there can be up to a 10 to 1 return on money spent on preservation versus rehabilitation or reconstruction<br />
programs; or rather, every $1 spent in preservation eliminates or delays spending $10 on rehabilitation or reconstruction later.<br />
Pavement preservation requires a customer-focused program to provide and maintain serviceable roadways, in a cost-effective<br />
and timely manner, encompassing preventive and corrective maintenance as well as minor rehabilitation. One of the challenges of<br />
pavement preservation is in determining the right maintenance or construction operations at the right time on appropriate roads.<br />
Choosing a road that is in fair condition without structural damage is important, and then choosing the best, most cost effective<br />
technique among the many choices is essential for proper life enhancement.<br />
Consideration should be given to geographic and environmental conditions, existing pavement materials, and local traffic<br />
patterns.<br />

For several years, gray has replaced the<br />
warm beige tones that interior designers<br />
were specifying in the early 2000s. In this<br />

Excavation and trenching are among the<br />
most hazardous construction operations. The<br />
Occupational Safety and Health Administration’s<br />
(OSHA) Excavation standards, 29 Code of Federal<br />
Regulations (CFR) Part 1926, Subpart P, contain<br />
requirements for excavation and trenching<br />
operations.<br />
OSHA defines an excavation as any man-made cut,<br />
cavity, trench, or depression in the Earth’s surface<br />
formed by earth removal. A trench is defined as a<br />
narrow excavation (in relation to its length) made<br />
below the surface of the ground. In general, the<br />
depth of a trench is greater than its width, but the<br />
width of a trench (measured at the bottom) is not<br />
greater than 15 feet (4.6 m).<br />

greatest risk and are more likely than some other<br />
excavationrelated<br />
incidents<br />
to result in<br />
worker fatalities.<br />

an early grave. Employers must ensure that workers<br />
enter trenches only after adequate protections are<br />
in place to address cave-in hazards. Other potential<br />
hazards associated with trenching work include falling<br />
loads, hazardous atmospheres, and hazards from<br />
mobile equipment.<br />
OSHA’s laws apply to all open excavations made in<br />
the Earth’s surface, including trenches. Following the<br />
requirements of the standards will prevent or greatly<br />
reduce the risk of cave-ins and other excavationrelated<br />
incidents.<br />
Some of the compliance methods permitted under<br />
the excavation laws require a competent person to<br />
classify soil and rock deposits as stable rock, type<br />
A, B or C soil. Appendix A to Subpart P of Part 1926<br />
explains how to classify soils.<br />
Stable Rock is natural solid mineral matter that can<br />
be excavated with vertical sides and remain intact<br />
while exposed. Type A soils are cohesive soils with<br />
an unconfined compressive strength of 1.5 tons per<br />
square foot (tsf) (144 kPa) or greater, such as clays.<br />
Type B soil includes cohesive soil with an unconfined<br />
compressive strength greater than 0.5 tsf (48 kPa) but<br />
less than 1.5 tsf (144 kPa) and granular cohesionless<br />
soils (such as angular gravel, similar to crushed rock,<br />
silt, silt loam, sandy loam, and, in some cases, silty clay<br />
loam and sandy clay loam). Type C soils are cohesive<br />
soils with an unconfined compressive strength of<br />
0.5 tsf (48 kPa) or less, granular soils (including<br />
gravel, sand, and loamy sand), submerged soil or<br />
soil from which water is freely seeping. Unconfined<br />
compressive strength means the load per unit area<br />
at which a soil will fail in compression. It can be<br />
determined by laboratory testing or estimated in the<br />
field using a pocket penetrometer, thumb penetration<br />
tests, or other methods.<br />
What is a competent person?<br />
A competent person is an individual, designated by<br />
the employer, who is capable of identifying existing<br />
and predictable hazards in the surroundings or<br />
working conditions which are unsanitary, hazardous<br />
or dangerous to workers, and who is authorized to<br />
take prompt corrective measures to eliminate them.<br />
Under the Excavation standards, tasks performed<br />
by the competent person include classifying soil,<br />
inspecting protective systems, designing structural
amps, monitoring water removal equipment, and<br />
conducting site inspections. Employers must ensure<br />
that a competent person inspects all excavations,<br />
adjacent areas, and protective systems daily for<br />
possible cave-ins, indications of failures in protective<br />
systems and equipment, hazardous atmospheres, and<br />
other hazardous conditions.<br />

which identifies the registered professional engineer<br />
who approved it, must be kept at the worksite during<br />
construction of the protective system. After the<br />
system is completed, the data may be stored away<br />
from the jobsite, but a copy must be provided upon<br />
request to an OSHA compliance officer.<br />
No matter how many trenching, shoring, and<br />
backfilling jobs an employer has done in the past,<br />
it is important to approach each new job with care<br />
and preparation. Many on-the-job incidents before<br />
starting work, the Excavation standards require<br />
employers to determine the approximate location(s)<br />
of utility installations, including sewer, telephone,<br />
fuel, electric, and water lines. One common industry<br />
practice is to call 811, the “Call Before You Dig”<br />
number, to establish the location of OSHA generally<br />
requires that employers protect workers from<br />
cave-ins by sloping and benching the sides of the<br />
excavation; supporting the sides of the excavation; or<br />
placing a shield between the side of the excavation<br />
and the work area.<br />
The Excavation standards describe various methods<br />
and approaches that can be used to design protective<br />
systems. Examples of protective systems that can be<br />
used to comply with the excavation standards include<br />
sloping the sides of the excavation to an angle not<br />
steeper than 1½:1 (for every foot of depth, the trench<br />
must be excavated back 1½ feet). A slope of this<br />
gradation is safe for any type of soil.<br />
Designing a sloping and benching system in accord<br />
with tabulated data, such as tables and charts,<br />
approved by a registered professional engineer. This<br />
data must be in writing and must include enough<br />
explanatory information (including the criteria for<br />
selecting a system and the limits on the use of the<br />
data) for the user to be able to select an appropriate<br />
The Excavation standards do not require a protective<br />
system when an excavation is made entirely in stable<br />
rock or when an excavation is less than 5 feet (1.52<br />
meters) deep and a competent person has examined<br />
the ground and found no indication of a potential<br />
cave-in.<br />
The Excavation standards require employers to<br />
provide support systems, such as shoring, bracing,<br />
or underpinning, when necessary to ensure that<br />
adjacent structures (including adjoining buildings,<br />
walls, sidewalks and pavements) remain stable for the<br />
protection of workers.<br />
OSHA requires employers to provide ladders, steps,<br />
ramps, or other safe means of egress for workers<br />
working in trench excavations 4 feet (1.22 meters)<br />
or deeper. The means of egress must be located so<br />
as not to require workers to travel more than 25<br />
feet (7.62 meters) laterally within the trench. Any<br />
structural ramps used solely for worker access or<br />
egress must be designed by a competent person.<br />
