THE SUPPLIER DILEMMA<br />

How many suppliers should you have? One … two … more?<br />

It’s a question you can’t avoid and one that directly impacts your bottom<br />

line.<br />

Suppliers play a central role in the success of your construction business<br />

and your ability to grow profits. So, finding ways to establish and manage<br />

those relationships is vital.<br />

A good supplier will provide high-quality products at a good price and<br />

at the right time. They will be a partner to help find better options when<br />

supply chain disruptions occur or when product availability changes. In<br />

other words, they can either make or break your business.<br />

Because of that, you need a supplier management process that gives you<br />

the ability to reliably partner with the best sources for your construction<br />

needs. Your supplier management process goes further than just choosing<br />

the right vendor. It outlines the process of building trust with suppliers<br />

and improving on the services they provide. It means establishing and<br />

maintaining good relationships. It helps the<br />

supplier, who exists outside your business, to feel like they’re part of the<br />

team and that your business values them. It helps you have a seamless,<br />

trusted relationship that motivates the supplier to provide excellent<br />

Having a single supplier for each category for each item on your project<br />

would make that goal much easier.<br />

A single-supplier strategy means you are making a commitment to<br />

purchase a given resource from just one supplier. If the supplier is wellmatched<br />

and reliable, it can make establishing relationships and trust<br />

easier. It can also help bring down costs through economies of scale. It can<br />

make selections and deliveries more efficient through familiarity.<br />

But relying on a single source also exposes you to risk. If your supplier<br />

doesn’t have a strong cash flow, they may not be able to deliver what<br />

you want, when you need it … or be able to keep up with the pace of<br />

your supply needs. Worse, they could go out of business putting your<br />

whole project in jeopardy. They could also fail to bring in critical supplies<br />

in the event of a disaster, like a major storm or a fire, that disrupts their<br />

operations.<br />

So, when crafting an optimal supply chain strategy, it’s important to<br />

balance the benefits and efficiencies that come with single suppliers with<br />

the need to reduce risk with multiple suppliers. That means buying from<br />

a carefully targeted, select group. With a smaller group of suppliers, you’ll<br />

be able to have more control over your supply process. Your company will<br />

Government contracts are a tremendous financial opportunity<br />

for small businesses.<br />

The U.S. government is the largest customer in the world. It<br />

buys all types of products and services — in both large and<br />

small quantities — and it’s required by law to reserves 23%<br />

of its purchases for competition between small businesses.<br />

This is what the government calls “small business set-asides.”<br />

The reservation of small business set-aside procurements is<br />

designed to help level the playing field for small businesses.<br />

How it works<br />

The government wants to buy from small businesses for several<br />

reasons, including:<br />

• To ensure that large businesses don’t “muscle out” small<br />

businesses<br />

• To gain access to the new ideas that small businesses<br />

provide<br />

• To support small businesses as engines of economic<br />

development and job creation<br />

• To offer opportunities to disadvantaged socio-economic<br />

groups<br />

Set-aside and sole-source contracts<br />

Federal agencies must publicly list their contract opportunities.<br />

Federal agencies then determined the need for a product or<br />

service. Then they conduct program management activities,<br />

market research and develops an acquisition strategy. Part of<br />

this process involves determining whether the opportunity<br />

should be reserved for small businesses or which contract<br />

type will best suit the government’s needs. Most government<br />

contracts over $250,000 go through a competitive bidding<br />

process overseen by a contracting officer. This process can<br />

be conducted either through sealed bidding or negotiated<br />

procurement acquisition governed by the Federal Acquisition<br />

Regulations and Defense Federal Acquisition Regulations.<br />

Contracts reserved exclusively for small businesses are<br />

posted in the System for Award Management at a “Total Small<br />

Business” set aside. In some cases, these so-called set-aside<br />

contracts might consist of certain types of tasks on larger<br />

contracts. When a contract is set-aside for one specific small<br />

business, it’s called a sole-source contract.<br />

The SBA’s role in contracting<br />

The SBA works with federal agencies in order to award 23<br />

percent of prime government contract dollars to eligible small<br />

businesses. It also offers counseling and help to small business<br />

contractors.<br />

Market research<br />

In order to bid on and win government contracts, you’ll have<br />

to sell products or services that the government buys — and at<br />

a competitive price. Use the resources below to see if there’s<br />

a market for your product or service, determine how big the<br />

market is, and find potential buyers.<br />

Federal Procurement Data System<br />

Federal Procurement Data System – Next Generation is the<br />

repository of all federal contracting data for contracts over<br />

$25,000. With this system, you can see which agencies<br />

have contracts and with who, what agencies buy, and which<br />

contractors have contracts.<br />

USASpending.gov<br />

USASpending.gov tracks government spending through<br />

the contracts it awards. This searchable database contains<br />

information for each federal contract. You can use this<br />

information to help identify government purchasing trends.<br />

Federal agency procurement forecasts<br />

Each government agency releases a procurement forecast that<br />

includes contracting opportunities for small businesses. You<br />

can review these Agency Recurring Procurement Forecasts to<br />

find out if there are agencies that are buying what you sell.<br />

What makes a successful contractor?<br />

The government prefers to work with established, reliable<br />

businesses. Do you have a track record of delivering quality<br />

goods and services on time and within budget? Is your<br />

reputation within your industry strong?<br />

Not only can it take a long time to win your first government<br />

contract, it can take a significant amount of money. Some<br />

businesses spend between $80,000 and $130,000 to earn their<br />

first contract.<br />

Also, it could take up to two years to start making a return<br />

on your investment. You’ll need to have enough cash flow to<br />

sustain your business. Maintaining a diverse list of privatesector<br />

clients can help offset any potential initial losses.<br />

Being e-commerce savvy is very important in government<br />

contracting. For example, if you want to work with the<br />

Department of Defense, you must be able to invoice and<br />

receive payments electronically.<br />

GET PROPER REGISTRATION AND ID NUMBERS<br />

In order to sell goods and services to the government, you’ll<br />

have to register your small business.<br />

Unique Entity Identifier<br />

Before you can bid on government proposals, you need to get<br />

a Unique Entity Identifier (UEI). A UEI is a unique 12-character,<br />

alpha-numeric value.<br />

You will receive a UEI when you register with SAM at SAM.gov.<br />

Entities doing business with the federal government must use<br />

the UEI created by the system.


Businesses no longer have to go to a third-party website to<br />

obtain their identifier (DUNS number). This transition allows<br />

the government to streamline the entity identification and<br />

validation process, making it easier and less burdensome to do<br />

business with the federal government.<br />

If your entity is already registered with SAM, your UEI has<br />

already been assigned to you.<br />

NAICS code<br />

You’ll also need to match your products and services to a North<br />

American Industry Classification System (NAICS) code. NAICS<br />

codes classify businesses based on the particular product or<br />

service they supply. A business will generally have a primary<br />

NAICS code, but it can also have multiple NAICS codes if it<br />

sells multiple products and services.<br />

To find your NAICS code, view the NAICS code list at the U.S.<br />

Census Bureau, www.census.gov/naics/.<br />

Meet size standards<br />

To be eligible for government contracts reserved for small<br />

businesses, your business must meet size requirements set by<br />

the SBA. These size standards define the maximum size that<br />

a business — and its affiliates — can be to qualify as a small<br />

business for a particular contract.<br />

The SBA assigns a size standard to each NAICS code. Most<br />

manufacturing companies with 500 employees or fewer, and<br />

most non-manufacturing businesses with average annual<br />

receipts under $7.5 million, will qualify as a small business.<br />

However, there are exceptions by industry. You can view these<br />

in Title 13 Part 121.201 of the Code of Federal Regulations<br />

(CFR) or in the SBA’s table of small business size standards.<br />

To determine if your business qualifies as “small” for<br />

government contracting purposes, use the SBA’s Size Standards<br />

Tool.<br />

Register with SAM<br />

To participate in government contracting, you must register<br />

your business in the federal government’s System for Award<br />

Management (SAM). SAM is a database that government<br />

agencies search to find contractors.<br />

Using SAM, you’ll able to certify that your business is eligible<br />

for contracts that are reserved for small businesses. You’ll also<br />

be able to represent if your business is eligible for contracts<br />

under an SBA contracting program because it is disadvantaged,<br />

women owned, veteran owned, or located in an underutilized<br />

area.<br />

on a set-aside contract.<br />

How to certify<br />

The certification process may vary depending on the SBA<br />

contracting program. For some, you can self-certify just by<br />

updating your business profile in the SAM. For other programs,<br />

you have to apply for certification. As part of the application,<br />

you’ll answer questions about your business and its ownership,<br />

and upload supporting documents.<br />

about eligibility requirements and the certification process<br />

please visit www.sba.gov under the Federal Contracting Guide.<br />

Your small business’ profile in SAM is like a résumé. Creating a<br />

profile that’s accurate and appealing is important to winning a<br />

government contract. Make sure to use accurate, descriptive<br />

terms about your business so that contracting officials will be<br />

able to find you in search results.<br />

Maintain compliance<br />

In order to participate in government contracting, you must<br />

comply with all laws and regulations. The federal government’s<br />

purchasing process is governed by the Federal Acquisition<br />

Regulation.<br />

Regulations covering government contracting programs for<br />

small businesses are listed in 13 CFR 125.<br />
