Small Business Education<br />

SBA’s Mission<br />

The Small Business Administration’s (SBA’s) mission is to help small<br />

businesses start, grow, expand, and recover.<br />

SBA achieves this mission through four major areas of focus.<br />

• Education: SBA’s entrepreneurial development programs provide<br />

counseling and training to entrepreneurs.<br />

• Access to capital: SBA guaranties support loans to small business<br />

that may have challenges obtaining credit, and SBA direct loans<br />

support recovery in the aftermath of disasters.<br />

• Contracting: SBA is charged with helping federal government meet<br />

goals of contracting to small businesses.<br />

• Advocacy: the SBA weighs in on and testifies on behalf of US<br />

businesses regarding regulation impacts and conduct economic<br />

research and regional outreach.<br />

Bipartisan Infrastructure Law (BIL)<br />

In November 2021, Congress passed the BIL, which the White House<br />

described as “a once-in-a-generation investment in our nation’s<br />

infrastructure and competitiveness.” The BIL will:<br />

• Deliver clean water to all American families and eliminate the<br />

nation’s lead service line;<br />

• Ensure every American has access to reliable high-speed internet;<br />

• Repair and rebuild our roads and bridges with a focus on climate<br />

change mitigation, resilience, equity, and safety for all users;<br />

• Improve transportation options for millions of Americans and<br />

reduce greenhouse emissions through the largest investment in<br />

public transit in U.S. history;<br />

• Upgrade our nation’s airports and ports to strengthen our supply<br />

chains and prevent disruptions that have caused inflation;<br />

• Make the largest investment in passenger rail since the creation of<br />

Amtrak;<br />

• <strong>Build</strong> a national network of electric vehicle (EV) chargers;<br />

• Upgrade our power infrastructure to deliver clean, reliable energy<br />

across the country and deploy cutting-edge energy technology to<br />

achieve a zero-emissions future;<br />

• Make our infrastructure resilient against the impacts of climate<br />

change, cyber-attacks, and extreme weather events; and<br />

• Deliver the largest investment in tackling legacy pollution in<br />

American history by cleaning up Superfund and brownfield sites,<br />

reclaiming abandoned mines, and capping orphaned oil and gas<br />

wells.<br />

After amendments, the BIL included about $1.2 trillion in spending, of<br />

which $550 billion was newly authorized over and above what Congress<br />

intended to spend regularly. With these new authorizations, small<br />

businesses are encouraged to bolster their capacity, and the SBA has<br />

tools and resources to enable that increased capacity.<br />

This site includes critical information for the SBA’s small business<br />

programs and activities, but also valuable tools, like the learning<br />

platform. Use this tool to gain access to videos, templates for financials<br />

whether that is starting out or scaling up.<br />

companies in three ways: through loan programs, through export grants,<br />

and for very fast-growing companies in equity investment.<br />

Loan Programs<br />

SBA 7a Loans work with lenders by providing a U.S. government guaranty<br />

on small business loans. These 7(a) loans can provide funds for a variety<br />

of business needs. SBA loans are flexible in their use and cover a variety of<br />

purposes including purchasing inventory, working capital, payroll<br />

expenses, and fixed-asset purchases. They have a maximum loan amount<br />

of $5 million with maturities of 10-25 years.<br />

SBA Microloans are administered through non-profit organizations and<br />

non-profit Community Development Financial Institutions, or CDFIs.


These lending institutions are locally focused and primarily oriented to<br />

financial inclusion and the economic development of low-income<br />

communities. Typical microloan funding is in the $500 to $50,000 range.<br />

504 loans are for major fixed assets with a useful life of at least 10 years.<br />

These are long term fixed-rate mortgage loans for purchasing land or<br />

existing buildings, construction of new buildings, energy efficient<br />

upgrades, and items such as heavy equipment. The maximum loan<br />

amount is $5 million (or $5.5 million for manufacturers) with a maturity up<br />

to 25 years.<br />

SBA Disaster Loans<br />

SBA Disaster Loans are made available in the event of natural disasters.<br />

Loans for the recovery from physical damage are available. In addition,<br />

Economic Injury Disaster Loans can help businesses that experienced<br />

damage, closure, and revenue decrease due to natural disasters like fires,<br />

flooding, and pandemics. Rates and terms for both types of disaster<br />

loans are highly favorable.<br />

SBA funding through grant and award<br />

programs<br />

The State Trade Expansion Program or (STEP) helps small businesses<br />

overcome obstacles to exporting by providing grants to cover costs<br />

associated with entering and expanding into international markets. North<br />

Carolinas STEP grants are awarded through the Economic Development<br />

Partnership of North Carolina (EDPNC).<br />

The government has dedicated four billion dollars to Small Business<br />

Innovative Research (SBIR) Small Business Technology Transfer (STTR)<br />

grant funding. There are 11 federal agencies that participate in these two<br />

grant programs by allocating at least 3.2% of their annual budget to fund<br />

small businesses through research and development of federal projects<br />

involving technological and innovation needs. For-profit businesses with<br />

under 500 employees can receive funding in three different phases<br />

including Research, development, and commercialization of their<br />

projects.<br />

Expanding opportunities through government contracting<br />

Government Contracting can be highly lucrative for many small businesses. The United States government is the largest purchaser of<br />

goods and services in the world spending over $600 billion each year. Some small business owners may shy away from government<br />

contracting because they are unaware that the government may have a need for the product or service they are offering, but there<br />

are endless possibilities that stretch from pens and office supplies, food services, project management, construction, to tanks and<br />

weapon systems, and everything in between.<br />

The SBA ensures that at least 23 percent of all government contracts are provided to small businesses. The agency assists with certifications that allow small<br />

businesses whose ownership is held by under-represented groups to become more competitive. SBA also oversees a highly effective mentorship program,<br />

Mentor Protégé Program (MPP), that allows small businesses to work with experienced government contractors to help propel them into success.<br />

Certifications can be granted to companies with at least 51 percent ownership from the following groups: WOSB or women-owned small businesses, 8(a) or<br />

economically and socially disadvantaged individuals, HUBzone or Historically Underutilized Business Zones, and SDVOSB or Service-Disabled Veteran Owned<br />

Small Businesses. These certifications allow for small businesses to compete for government contracts by setting goals that ensure a specific percentage of<br />

federal contract dollars are going to these underrepresented groups. Some contracts are even reserved, or set-aside, for certified businesses.<br />

Surety Bond Guaranty Program<br />

SBA Surety bonds allow for small businesses to compete for larger contracts generating, growth, new jobs, and contributions to our nation’s economy.<br />

Bonding is required for certain government contracts and for many private contracts. Just as the SBA can guaranty a business loan under 7(a), SBA can also<br />

guaranty bonding arrangements to enable small firms to acquire bonding on contracts. SBA surety bonds increase Bond Capacity- In many instances the SBA<br />

can almost double bond capacity. By increasing bonding capacity small businesses can compete for larger contracts, quickly propelling them forward.<br />

The SBA provides resources and guidance to small businesses to help them start, grow, expand, and recover. The agency does this through the various<br />

educational resources; enabling access to the capital: grants and awards; certifications to enable government contracting; and contract bonding.<br />
