belts must be a firefighter’s<br />

worst nightmare as the district<br />

continues to dry out.<br />

Shelter belts are vegetative<br />

barriers that are designed to<br />

reduce wind speed and protect<br />

soil from erosion.<br />

Said Mr Davies: “The issue<br />

is a lot of the ones I have been<br />

seeing are wide and solid, when<br />

a good shelter belt is 50 per cent<br />

porous so the wind can flow<br />

through it, otherwise it hits the<br />

trees and comes over the top.<br />

“In the process of letting<br />

them get wide and topping<br />

them, the trees fill up with a lot<br />

of dead material that is highly<br />

flammable and because those<br />

bits are not attached, if you get<br />

a fire they’re like little torches<br />

getting blown out with the<br />

wind.”<br />

Pring said this can be a fire<br />

risk.<br />

“We have discussed the issue,<br />

mainly with property owners<br />

on a one-to-one basis if we<br />

happen to be on their land at<br />

the time.”<br />

THe advice is to keep shelter<br />

belts trimmed tightly and at<br />

a manageable height, she<br />

said.<br />

“THis will allow firefighters to<br />

access the interior of the shelter<br />

belt and also allow helicopters<br />

to fly over it.<br />

ANOTHER STEP in the long running<br />

saga of the police undercover Operation<br />

Inca which led to an investigation into the<br />

harness racing industry has come and gone.<br />

In the <strong>Selwyn</strong> <strong>Times</strong> today we report<br />

on phone conversations between one of<br />

Canterbury’s leading harness trainers Nigel McGrath and a high<br />

profile Canterbury businessman which are now public.<br />

The businessman, a big punter, is associated with McGrath’s<br />

stable and the conversations bugged by police effectively revolve<br />

around two horses trained by McGrath in a race at Addington<br />

Raceway in March, 2018.<br />

It was alleged the businessman was given a steer as to which<br />

horse he should punt.<br />

The businessman, and others who also have name suppression,<br />

appear in the district court next month on charges relating to Inca.<br />

MORE THAN $400,000 of flood<br />

protection works are planned for<br />

Hororata this year.<br />

The proposed work plan for<br />

the projects was presented to the<br />

Malvern Community Board at<br />

its meeting on Monday.<br />

There have been a number<br />

of notable flooding events in<br />

Hororata in recent years, two in<br />

2018 and two last year.<br />

The town’s average annual<br />

rainfall is about 790mm/year<br />

and flooding generally occurs<br />

during prolonged rain events<br />

over multiple days.<br />

The proposed work plan<br />

includes a number of projects<br />

aimed at reducing flooding.<br />

Happy Jacks Creek is to be<br />

cleared about April and floodgates<br />

are expected to be installed<br />

next month.<br />

A diversion drain will be<br />

installed to move water away<br />

from entering the township on<br />

Hawkins Rd.<br />

The smaller culverts along the<br />

existing drain on the road will<br />

be upgraded and old water race<br />

culverts will be opened.<br />

A water level monitor will be<br />

The drain on Bealey Rd will be<br />

reinstated to allow for an alternative<br />

discharge point for flood<br />

water at the roundabout.<br />

The work will begin after the<br />

diversion drain is complete.<br />

Extensive willow clearing is<br />

planned for Cordy’s Stream and<br />

the Hororata River as well as<br />

gravel removal to improve flood<br />

flows.<br />

Resource consent is needed<br />

for the project and the district<br />

council is continuing to work<br />

with Environment Canterbury to<br />

scope the work required.<br />

Over the last financial year, a<br />

number of projects have been<br />

completed to improve the stormwater<br />

system in Hororata.<br />

Drains have been cleaned on<br />

a number of channels and are<br />

now included in annual routine<br />

maintenance.<br />

A manhole has been installed<br />

at the roundabout in the township<br />

to allow for easy access to<br />

pump water when the flap gate<br />

shuts.<br />

Small flap gates were installed<br />

on the sump discharge pipes into<br />

Hawkins Rd drain which helps<br />

backflow from the drain flowing<br />

over into private properties.<br />

A gravel bar in Cordy’s stream<br />

just downstream of the bridge<br />

has been removed resulting in<br />

better flow through the stream.<br />

The Downs Rd Water Course<br />

that flows behind the struggler<br />

blocks on Hororata Rd has been<br />

cleared down to Cordy’s Stream<br />

to help drain water away from<br />

the Downs and Hororata Rds<br />

intersection.<br />

The Happy Jacks Creek ford<br />

on Plantation Rd has had extra<br />

material placed lifting the level of<br />

the road.<br />

GRASS FIRE IN KIRWEE<br />

Emergency services responded<br />

to a large grass fire in Kirwee<br />

believed to have been caused<br />

by a passing train on Thursday.<br />

The fire was burning next to<br />

the railway lines along State<br />

Highway 73 between Courtenay<br />

Rd and Ansons Rd. Crews from<br />

Kirwee, Darfield, West Melton<br />

and Rolleston attended and extinguished<br />

the blaze which had<br />

a small drop in their power bills<br />

in time for winter.<br />

by an average of six per cent from<br />

April 1.<br />

The district council and<br />

Christchurch City Councilowned<br />

company distributes<br />

power to 204,000 homes and<br />

businesses in Canterbury.<br />

But whether the reduction<br />

in Orion’s prices is reflected in<br />

people’s power bills will be up to<br />

individual electricity companies.<br />

The reduction in Orion’s prices<br />

reflects a decrease of 7.4 per<br />

cent in its cost of distribution,<br />

partially off-set by a 1.4 per cent<br />

increase in transmission costs<br />

from the national grid operator,<br />

Transpower.<br />

but did not have anything to<br />

share in terms of its approach at<br />

Jamieson: “The key component<br />

of the price reduction is the lower<br />

interest rate environment, which<br />

the Commerce Commission<br />

has factored in to our cost of<br />

distribution.”<br />

Environmental projects under way<br />

AN ENVIRONMENTAL trust<br />

is working with the Department<br />

of Conservation on a number<br />

of environmental projects near<br />

Arthur’s Pass.<br />

The Waimakariri Environment<br />

and Recreation Trust is a<br />

stakeholder group assisting DoC<br />

with its work in the area.<br />

It includes installing fencing<br />

around Lake Lyndon, new<br />

facilities near Lake Pearson and<br />

the expansion of the car park at<br />

Kura Tawhiti, south of Castle<br />

Hill station homestead.<br />

Arthur’s Pass National Park<br />

senior ranger Chris Stewart said:<br />

“DoC very much appreciates<br />

the help it gets from community<br />

groups such as the WERT.”<br />

The trust deliberates on a wide<br />

range of topics, including major<br />

projects such as wasp control<br />

in the Craigieburn forest area,<br />

a management plan for Lake<br />

a long-term management plan,”<br />

A more recent project targets<br />

feral cat control in the upper<br />

“Locals have detected a big<br />

increase in their numbers over<br />

recent years and unfortunately it<br />

appears that dumped domestic<br />

cats are a major part of the<br />

problem.”<br />

Back in the summer of<br />

2014/15, WERT member Penny<br />

Wright started the Craigieburn<br />

wasp control project.<br />

“It was successful, and control<br />

continues to this day,” Ms<br />

Wright said.<br />

The pressure on public land<br />

adjacent to State Highway 73 in<br />

the upper Waimakariri basin is<br />

increasing rapidly, and is in part<br />

being addressed in a great alpine<br />

highway plan, she said.<br />

Ms Wright said the group is a<br />

key stakeholder in implementing<br />

this plan.

for Lincoln will be in the<br />

Flemington subdivision.<br />

planning to build a 3000m 2<br />

supermarket on Birchs Rd.<br />

If resource consent is<br />

granted, it would include<br />

170 car parks and a cafe.<br />

Said Mr Grainger:<br />

“We’ve been looking for a<br />

suitable site in Lincoln for<br />

some while to help service<br />

this growing area and are<br />

very pleased to have found<br />

this great site on Birchs Rd.<br />

“It’s one of the fastestgrowing<br />

parts of the<br />

country, and we think a<br />

Countdown supermarket<br />

would be a valuable addition<br />

to the community<br />

and local residents’ grocery<br />

needs.”<br />

A district council<br />

spokesman confirmed they<br />

have received a resource<br />

consent application for the<br />

development.<br />

It is currently going<br />

through the consenting<br />

process, the spokesman said.<br />

Lincoln’s first supermarket,<br />

a New World, has been<br />

operating on Gerald St<br />

since 2005.<br />

But a booming<br />

population has led to rapid<br />

growth in the township.<br />

Figures released by<br />

analysts Infometrics earlier<br />

this month show Lincoln<br />

was the fastest growing<br />

town in the district last<br />

year, with its population<br />

increasing by 10 per cent to<br />

7380 people.<br />

The national average of<br />

population growth in the<br />

last year was 1.6 per cent.<br />

The announcement<br />

for Lincoln comes after<br />

construction began on a<br />

FreshChoice supermarket<br />

for Prebbleton.<br />

The development is on<br />

track to be opened this year.<br />

A Woolworths New<br />

Zealand spokeswoman<br />

said they are starting to<br />

see some progress with the<br />

project.<br />

“The structural steel<br />

frames have gone up which<br />

is great. We’re excited to be<br />

able to bring a new Fresh-<br />

Choice store to Prebbleton<br />

to help service the local<br />

customers.”<br />

She said the store is on<br />

track to be completed mid<br />

this year.<br />

The supermarket will be<br />

1300m 2 and will open 7am-<br />

10pm, seven days a week.<br />

has been pushing for a<br />

development like this in<br />

projects come up that have<br />

never come to fruition.<br />

“It will definitely be an<br />

asset to the community.<br />

travel to Halswell or Lincoln<br />

and there are about 5000<br />

people in Prebbleton now so<br />

A GROUP fighting for wider<br />

consultation around a hazardous<br />

waste facility planned near<br />

Prebbleton says they are prepared<br />

to go to the High Court.<br />

About 45 members protested<br />

outside of the Environment<br />

Canterbury office last week and<br />

some were invited into a regional<br />

council meeting happening at<br />

the time.<br />

Resident Chris Hutchinson<br />

said at the meeting: “It was<br />

mentioned that we could go to<br />

judicial review and we would<br />

love to do that and we would love<br />

for ECan not to challenge that.”<br />

A judicial review means the<br />

high court would look at the process<br />

ECan followed in reaching<br />

that decision rather than remaking<br />

the decision itself.<br />

Resident Angela Jones said that<br />

option could cost them about<br />

$50,000.<br />

“We’re hoping we don’t have<br />

to. We are hoping at the hearing<br />

there will be enough to have it<br />

thrown out.<br />

“We would ideally like to do<br />

the hearing first and if the concerns<br />

aren’t listened to then we<br />

will do the review,” she said.<br />

Waste Management Ltd applied<br />

to expand its current site<br />

and operate a waste stabilisation<br />

and treatment facility at 305<br />

Marshs Rd.<br />

In its resource consent application,<br />

it said the plant will<br />

treat and manage items such as<br />

pesticides, acids, used tyres and<br />

many more types of rubbish.<br />

Resource consent was granted<br />

for the proposed plant by the<br />

Christchurch City Council in<br />

December 2018.<br />

ECan also granted three<br />

consents for its construction<br />

and discharge of stormwater in<br />

March 2019.<br />

The consent application currently<br />

with ECan is only for activities<br />

resulting in discharge to air.<br />

It ran a limited notified<br />

consent process, which meant<br />

only people within 500m of the<br />

proposed facility had a chance to<br />

More than 5,500 people have<br />

signed an online petition calling<br />

for the decision to be overturned<br />

and wider consultation to be<br />

conducted.<br />

Prebbleton businessman Hamish<br />

Prebble was within the 500m<br />

limited notification and has made<br />

a submission against the facility.<br />

He said one of his biggest issues<br />

is the lack of credible detail in the<br />

resource consent application.<br />

“Waste Management has the<br />

contract to handle and dispose of<br />

any pesticides, herbicides, fungicides<br />

and any other substances<br />

collected through the Christchurch<br />

Recovery Centre.<br />

“It has the potential to include all<br />

chemicals from A-Z. How could<br />

they guarantee they could mitigate<br />

any potential risks?” he said.<br />

An ECan spokesman said they<br />

have sought further information<br />

from Waste Management Ltd for<br />

the application.<br />

It includes an assessment of<br />

emissions of toxic compounds<br />

from the site, limits on the number<br />

of pesticides to be processed and a<br />

site management plan.<br />

Coriander’s<br />

put into<br />

liquidation<br />

THE OWNER of Coriander’s<br />

Rolleston is facing worker<br />

exploitation charges and has had<br />

four of his businesses put into<br />

liquidation.<br />

Last month it was revealed Coriander’s<br />

Ethnic Indian Restaurants<br />

owner Amar Deep Singh is facing<br />

charges of exploiting his workers,<br />

whom the Labour Inspectorate<br />

concluded were systematically<br />

underpaid and abused.<br />

On Monday, four businesses<br />

under Singh’s name were put into<br />

liquidation by Inland Revenue.<br />

Coriander’s restaurants have<br />

operated in the wider Christchurch<br />

area for the past 12 years,<br />

with three restaurants currently<br />

operating – one in the central<br />

city, one in Upper Riccarton and<br />

one in Rolleston.<br />

In relation to the worker<br />

exploitation charges, the Inspectorate<br />

is seeking recovery of pay,<br />

a declaration of breach, penalties<br />

and a banning order.<br />

The charges against Singh<br />

are scheduled to be heard in<br />

the Employment Court in<br />

Christchurch on May 19 and 20.<br />

The restaurants are still open.<br />

the phone calls and the big bets<br />

DETAILS HAVE emerged for<br />

the first time of bugged phone<br />

conversations involving a big<br />

betting businessman and harness<br />

racing driver and trainer who<br />

was arrested for race fixing.<br />

The conversations are part<br />

of the ongoing major police<br />

investigation into the harness<br />

racing industry in Canterbury,<br />

codenamed<br />

Operation<br />

Inca, which involved<br />

undercover<br />

officers<br />

and electronic<br />

surveillance.<br />

trainer and<br />

driver Nigel<br />

McGrath initially<br />

faced a race-fixing charge<br />

in the district court relating to<br />

a race at Addington Raceway in<br />

March, 2018, leading up to the<br />

prestigious New Zealand Derby.<br />

Raceway stipendiary stewards<br />

launched an inquiry after the<br />

race, concerned by the manner<br />

McGrath had driven one of the<br />

two horses he trained in the race<br />

Star Commander. His other<br />

horse, Sheriff won.<br />

At the time, police were<br />

covertly running Operation<br />

Inca, gathering information<br />

and evidence on drug-taking<br />

by people in the industry and<br />

potential race-fixing in order to<br />

land bets.<br />

Two phone calls were intercepted,<br />

one between the<br />

businessman and McGrath and a<br />

second between the businessman<br />

The identity of the<br />

businessman, who is associated<br />

with the McGrath stable,<br />

remains secret. He is facing<br />

criminal charges in the district<br />

court next month as a result of<br />

Operation Inca and has interim<br />

name suppression.<br />

Police charged McGrath with<br />

race fixing, which was later dismissed<br />

in the district court.<br />

The racing industry’s investigative<br />

body, Racing Integrity<br />

Unit, then charged McGrath<br />

with racing offences which were<br />

heard by the Judicial Control<br />

Authority.<br />

At the hearing, details of the<br />

bugged phone calls emerged.<br />

Former High Court judge<br />

Warwick Gendall, who chaired<br />

the two day JCA hearing did not<br />

suppress the recordings.<br />

The first phone call hears<br />

McGrath tell the businessman:<br />

“Don’t worry about Star Commander”<br />

and then he adds “Star<br />

Commander won’t get in Sheriff’s<br />

way”.<br />

In his written decision, Justice<br />

Gendall says it was “abundantly<br />

clear” the businessman believed<br />

Star Commander was unlikely to<br />

finish in a place.<br />

Betting records showed the<br />

businessman bet $27,252 on<br />

19 bets involving wins, multis,<br />

quaddies, trebles and a double on<br />

Sheriff to win $37,057.<br />

McGrath is asked by the<br />

businessman if Star Commander<br />

would beat Sheriff.<br />

“Nah. Oh if it does it won’t.<br />

If-if it ah. Nah don’t worry, don’t<br />

worry about Star Commander.<br />

Star Commander won’t get in<br />

Sheriff’s way. You don’t want<br />

that.”<br />

The businessman called<br />

McGrath after the race saying<br />

a betting associate had said the<br />

impressive thing was “Nigel<br />

burning other horse.”<br />

McGrath had sat outside the<br />

horse leading the race, which<br />

wilted under pressure, and<br />

Sheriff was able to come through<br />

and win.<br />

McGrath faced two charges at<br />

the JCA hearing.<br />

The first was a serious racing<br />

offence which accused McGrath<br />

of driving in a manner detrimental<br />

to the interests of harness<br />

racing in that he planned and<br />

deliberately drove his horse in a<br />

manner to assist Sheriff.<br />

The second lesser charge of improper<br />

driving, alleged he drove<br />

Star Commander improperly, as<br />

well as planned and deliberately<br />

assisted Sheriff.<br />

He originally pleaded not<br />

guilty to both charges.<br />

However, on the second day<br />

of the hearing he pleaded guilty<br />

to the lesser improper driving<br />

charge, and the Racing Integrity<br />

Unit dropped the more serious<br />

charge.<br />

Justice Gendall suspended<br />

him from driving racing for six<br />

months and ordered him to pay<br />

costs of $11,500.<br />

In a letter obtained by The Star<br />

to his horse owners after the decision,<br />

McGrath said: “As you’ll<br />

be well aware, I haven’t driven at<br />

the races for over a year so this is<br />

a no penalty for me.”<br />

and opportunistic” considering<br />

the defence had agreed to the<br />

transcripts being handed to the<br />

prosecution under the agreement<br />

the criminal proceedings would<br />

be brought to an end.<br />

Mr Hall argued the transcripts<br />

did not demonstrate a deliberate<br />

plan to assist and favour Sheriff,<br />

who he said was a horse a class<br />

above any other in the field which<br />

was reflected in the TAB odds for<br />

the race.<br />

Said Mr Hall: “The two talked<br />

about scenarios as to how the<br />

race might unfold. But the race<br />

never unfolded in the way discussed.<br />

At no stage was the possibility<br />

discussed that Star Commander<br />

would attempt to obtain<br />

the parked position outside the<br />

leading horse and that Sheriff<br />

would gain the one/one position,<br />

which demonstrates there was no<br />

“Mr McGrath described the<br />

difference in the ability of Star<br />

Commander and Sheriff as ‘night<br />

and day’ and he was in the in<br />

the best position to know as the<br />

trainer of both.”<br />

Justice Gendall said: “Of course<br />

as is common practice, it is very<br />

usual for a trainer to discuss with<br />

an owner how his horse may be<br />

driven and race tactics and chances<br />

before a race. But this does not<br />

permit a driver trainer to advise or<br />

discuss how his other horse in the<br />

race, which he will be driving, will<br />

likely to be driven or its tactics.<br />

“That is especially where the<br />

(businessman) is told, as here ‘don’t<br />

worry about Star Commander’ and<br />

then ‘Star Commander won’t get in<br />

Sheriff’s way.’<br />

“His actions provided significant<br />

benefits to Sheriff and that it may<br />

not have mattered as it was the very<br />

hot favourite and superior horse<br />

in the race, it does not lessen the offence<br />

of Mr McGrath of improper<br />

driving. Those punters who may<br />

have wagered on Star Commander<br />

for a place or in an exotic bet such<br />

as place six were entitled to see it<br />

properly driven.”<br />

During the hearing, RIU<br />

counsel Brian Dickey said:<br />

“Racing around the first bend<br />

Mr McGrath looks behind him<br />

and to his inside towards Sheriff<br />

on two clear occasions. With<br />

400m of the race remaining<br />

Mr McGrath looks once to his<br />

outside and then three times<br />

to his inside, again all in the<br />

direction of Sheriff.<br />

“Star Commander then moves<br />

outwards on the final stages of<br />

the final bend which creates<br />

a vacant gap ahead of Sheriff.<br />

Sheriff, who was trailing Star<br />

looked behind was 11 times and<br />

the compelling inference we draw<br />

that this was to see Sheriff.<br />

“His action provided significant<br />

benefits to Sheriff, and that<br />

it may not have mattered as it was<br />

the very hot favourite and superior<br />

horse in the race, it does not<br />

lessen the offence of Mr McGrath<br />

of improper driving.”<br />

He said McGrath’s actions were<br />

“complete stupidity.”<br />

Justice Gendall issued a warning<br />

to other harness racing drivers.<br />

“In this industry, participants<br />

that respect the integrity of harness<br />

racing are to be reminded<br />

that stipendary of the RIU have<br />

evidence of improper driving<br />

should bring charges,” he said.<br />

Several senior harness racing<br />

drivers gave written evidence<br />

for McGrath (before he changed<br />

his plea to guilty) saying they<br />

saw nothing wrong with how he<br />

drove Star Commander.<br />

McGrath also had support from<br />

one of the industry’s top administrators,<br />

Zealand chairman Ken Spicer.<br />

Mr Spicer sat with McGrath<br />

during the first day of the<br />

hearing, and even approached<br />

The Star, saying: “When’s your<br />

bloody newspaper going to write<br />

something positive about harness<br />

racing.”<br />

Mr Spicer later told The Star<br />

he had no conflict of interest in<br />

terms of supporting McGrath<br />

and carrying out his role as<br />

HRNZ chairman.<br />

“I supported the man as a<br />

friend but not in my official capacity.<br />

I put my friendship above<br />

the role, I’m not going to turn<br />

against a friend,” he said.<br />

Mr Spicer manages a syndicate<br />

of owners for a horse in<br />

McGrath’s stable. He also bred<br />

and originally owned Sheriff. He<br />

still owns the broodmare.<br />

Said Mr Spicer: “I just think we<br />

have to let the JCA and courts run<br />

their course. If anyone has broken<br />

the law or infringed they will certainly<br />

have to pay the price.”<br />

Mr Hall also has racing<br />

connections with McGrath, part<br />

owning a horse in his stable.<br />

A moving night for<br />

rugby clubrooms<br />

A late night drive has seen the Rolleston Rugby Football Club clubrooms arrive at their new home.<br />

The clubrooms were moved last week from Rolleston Reserve to their new spot at the south end<br />

of Foster Park, next to the rugby fields and new Foster Park changing rooms.<br />

The clubrooms have moved as part of the Rolleston Town Centre Plan, making way for the<br />

building of the new town centre on part of Rolleston Reserve.<br />

Work has begun to ensure the building is compliant with the building code, and to install a concrete<br />

patio and other surrounding landscaping work. This work is expected to take six to eight weeks.<br />

Work is also under way on the final stage of upgrades to this south west area of Foster Park.<br />

McLenaghan Contracting has started construction of a new car park area off Dynes Road, which<br />

will provide 82 new parking spaces. This will bring the total number of car park spaces on the<br />

Foster Park site to 475.<br />

Remote bridge restored<br />

One of the district’s most remote bridges has been replaced after<br />

being washed away in a large flood last year.<br />

The Hawdon River bypass bridge crosses the Waimakariri River on<br />

Mt White Road, 23 kilometres from Arthur’s Pass. The bridge on<br />

the edge of the Arthur’s Pass National Park is most well-known for<br />

being the changeover point between the cycle and kayaking legs of<br />

the Coast to Coast multi-sport race.<br />

A large section of the aging bridge was swept away in a heavy flood<br />

in early November restricting access to Mt White Station and to<br />

Department of Conservation (DOC) tracks in the area.<br />

Work to repair the groynes that help control the river flow and<br />

build a new crossing to replace the old bridge were agreed<br />

after consultation with the DOC, Mt White Station, Environment<br />

Canterbury and the New Zealand Transport Agency.<br />

The work including the new, stronger, box culvert across the river is<br />

due to be completed this week.<br />

Springs Ward arts champion needed<br />

The Creative Communities Assessment Committee needs a new community representative for the<br />

Springs Ward. The committee operates under the wing of the Council to distribute Creative New Zealand<br />

funds for local arts and cultural projects. It meets four times a year to consider funding applications.<br />

The unpaid position starts 1 April <strong>2020</strong>, for a term of three years. Travel expenses are reimbursed. Ideally<br />

candidates will have been actively involved in the arts in the Springs Ward, and be keen to encourage and<br />

promote arts activities within <strong>Selwyn</strong> district. Applicants must reside in the Springs Ward.<br />

roading updates<br />

Major upgrades to Tennyson Street are being sped up.<br />

From Monday 2 March Tennyson Street will be closed to traffic<br />

between Moore Street and Rolleston Drive. This will allow the upgrade<br />

of the road and installation of infrastructure for the Rolleston Town<br />

Centre to be completed around three months faster than scheduled.<br />

As part of the work, a temporary extension is being added to<br />

Markham Way to allow residents to exit Markham Way, Wilbur Close<br />

and Peel Close and to provide access to the carparks for the shops<br />

on the corner of Tennyson Street and Markham Way.<br />

Pedestrian access to Tennyson Street will be maintained throughout<br />

the upgrade, which is expected to be completed by the end of June.<br />

It is one of several roading upgrades under way or upcoming in<br />

Rolleston to support the town’s continuing growth and provide<br />

connections to the southern motorway extension.<br />

This includes the new traffic lights being installed at the intersection<br />

of Lowes Road and Tennyson Street, which is required to meet the<br />

demand from extra traffic entering Rolleston via the State Highway<br />

1 Weedons Road Interchange.<br />

While these upgrades are under way the Council is encouraging<br />

people to plan their journeys through Rolleston. We encourage<br />

people to access State Highway 1 from Rolleston Drive or the<br />

Weedons Road Interchange and to use Rolleston Drive, Masefield<br />

Drive and Brookside Road when accessing the town centre.<br />

Thank you for your patience while we complete these necessary<br />

upgrades to improve Rolleston for the future.<br />

New Zealand more than just a<br />

dot in the ocean<br />

Growing up in Sao Paulo, Brazil, Angelica McCormick never dreamt<br />

of living anywhere else, let alone on a tiny dot in the Pacific Ocean.<br />

Until, 10 years ago, a close friend convinced her to study<br />

English in Australia.<br />

Aged 23 and fresh out of a PE degree, Angelica didn’t speak a word<br />

of English and had never travelled overseas. Nevertheless, in 2009,<br />

she moved to Perth. She intended to stay for a year, until friends set<br />

her up on a date with a young New Zealand bloke, William – who<br />

would turn out to be the love of her life.<br />

A year and a half later they were married and two years later they<br />

decided to pop over to New Zealand for a three-week holiday.<br />

William had grown up in Canterbury and hoped to convince<br />

Angelica to move. She didn’t take much convincing.<br />

“I loved how nice New Zealand was,” she says.<br />

They decided to settle in Lincoln on a lifestyle block with their own<br />

animals including sheep, pigs, chickens and their three dogs.<br />

Today, Angelica works at the <strong>Selwyn</strong> Aquatic Centre. Swimming is<br />

her passion, so even when her shifts start at 5.45am it doesn’t really<br />

feel like work, she says.<br />

When she has spare time, she likes to play her guitar, cook and to<br />

hunt and fish with William. <strong>Selwyn</strong> feels safe, with many awesome<br />

things to do and everything she needs is in close proximity, she says.<br />

“I live just 15 minutes from work. You don’t need to go far to find a<br />

beautiful place and you don’t need much money to enjoy yourself –<br />

walking is free, you can go swimming in the ocean or rivers, and you<br />

can go cycling.”<br />

ROADS<br />

On the roads this week<br />

Speed restrictions are in place on Springs Road between Birchs Road and Trents<br />

Road due to maintenance work on the water system. Tennyson Street between<br />

Markham Way and Moore Street is one-way, open to southbound traffic only.<br />

Lowes Road is one way both sides of the Tennyson Street intersection, open to<br />

traffic travelling away from the intersection, due to the intersection upgrade. Traffic<br />

management will also be in place on Tennyson Street from Bronte Way to just south<br />

of the intersection.<br />

NZTA has advised that Hoskyns Road is left in and left out only at State Highway 1. The Weedons<br />

Interchange is now fully open and Berketts Road is open for left turn in (southbound) traffic only from<br />

State Highway 1.<br />

Pavement seal repairs are taking place on Wards Road and Birchs Road. Resurfacing is taking place on<br />

Old West Coast Road and Halkett Road. Traffic management will be in place for these works.<br />

Robertson said it was always<br />

a satisfying feeling to lift the<br />

Hawke Cup even if his last time<br />

with it ended after the biggest<br />

upset in the competition’s 110-<br />

year history.<br />

After a successful defence<br />

against North Otago, they lost it<br />

to Buller after Robertson needed<br />

17 off the final over to keep the<br />

cup.<br />

While he hit the first two balls<br />

for a six and four, he was unable<br />

to produce another maximum<br />

off the last ball.<br />

“That one still hurts, I think<br />

about it most days to tell you the<br />

truth but Buller played well and<br />

hung on.”<br />

Robertson said the key was<br />

to realise a lot can happen in<br />

three days of cricket and swings<br />

in momentum were to be expected.<br />

“I just wish the guys all the<br />

best, they’ve had a great season<br />

and hopefully they can bring it<br />

home.”<br />

From Monday 2 March Tennyson<br />

Street will be closed to traffic (in both<br />

directions) from Moore Street to the<br />

Police station, and will remain closed<br />

until late June. This change to the<br />

original timetable means that we will<br />

be able to complete the infrastructure<br />

works for the Rolleston Town Centre<br />

much sooner than initially scheduled.<br />

· A detour will be in place using<br />

Byron Street, Brookside Road and<br />

Rolleston Drive<br />

· The 820 bus stops will be moved to a<br />

temporary location on Rolleston Drive<br />

(see map).<br />

· Tennyson Street remains open<br />

to pedestrians.<br />

The project also includes temporarily<br />

extending Markham Way through to<br />

Norman Kirk Drive. This will allow for<br />

access to businesses and residences on<br />

schools’ mixed touch title on<br />

the final 3-1 after leading 2-0 at<br />

at the Browning Shield<br />

tournament at Wilding Park<br />

over the weekend.<br />

Mid-Canterbury won the<br />

symbol of Canterbury Country<br />

senior tennis supremacy for the<br />

sixth consecutive year, going<br />

unbeaten against all competition<br />

which also included Malvern<br />

and North Canterbury.<br />

Ellesmere last won the Browning<br />

Shield in the 2012/2013 season<br />

and pushed Mid-Canterbury<br />

all the way in the opening<br />

fixture on Saturday before losing<br />

13 matches to 11.<br />

Ellesmere went on to beat Malvern<br />

13-5 and North Canterbury<br />

13-11.<br />

Ellesmere held their own<br />

against the defending champions<br />

in the men’s and women’s singles<br />

as well as the men’s and women’s<br />

doubles but they lost five of six<br />

mixed doubles matches which<br />

effectively cost them the tie and<br />

Tackle those gnarly tracks in a Pajero Sport<br />

SUCH IS the demand for sport<br />

utility vehicles, motor vehicle<br />

manufacturers have recognised<br />

the need for those which have<br />

genuine off-road capability.<br />

Sure, there are many SUVs<br />

which are capable off-the-seal,<br />

but there are some that are better<br />

than most, those that are based<br />

on ute platforms, ie: ladder<br />

chassis and live rear axle.<br />

The benefit of that type of<br />

construction is not just high<br />

ground clearance, but they also<br />

have the ability to put power to<br />

ground through low ratio transfer<br />

cases and lengthy rear axle<br />

articulation.<br />

There are several ute-based<br />

SUVs in the Kiwi market, and<br />

in terms of sales, Ford’s Everest,<br />

Toyota’s Fortuner, Holden’s<br />

Trailblazer and Mitsubishi’s<br />

Pajero Sport are the shakers and<br />

movers.<br />

This evaluation focuses on<br />

the latter, and the Triton-based<br />

seven-seat SUV has just had a bit<br />

a revamp, there are a host of new<br />

features and an interior rejig so<br />

that comfort levels are enhanced.<br />

In terms of specifics, the<br />

exterior has had some cosmetic<br />

changes up front, they provide a<br />

solid, more powerful look. Inside<br />

there are new display graphics,<br />

greater storage facility, and soft<br />

touch padding has been added to<br />

the extremities.<br />

One of the most notable new<br />

features is the powered tailgate<br />

which can be operated by waving<br />

a foot under each side of the rear<br />

bumper – this feature was great<br />

for loading the hefty cricket gear<br />

bag I use for coaching my year 7<br />

Sydenham team.<br />

Interestingly, the Pajero Sport<br />

is available now in only one<br />

specification, and that is high<br />

grade VRX. It is listed now at just<br />

$58,990, which makes it a most<br />

appealing purchase; not only do<br />

you get a lot of vehicle for that<br />

price, it is finished with all the<br />

goodies that characterise highgrade<br />

Mitsubishi product.<br />

It is swimming in features way<br />

too numerous to mention, but<br />

to list just a few, there are heated<br />

seats (full leather and electrically<br />

adjustable), paddle shifters and<br />

a clever new electronic remote<br />

control device which will link to<br />

an owner’s cellphone. It enables<br />

automatic opening of the tailgate<br />

when approaching the vehicle.<br />

Mechanically, little has changed<br />

with the Pajero Sport other than<br />

a few electronic tweaks to the<br />

driveline and four-wheel-drive<br />

system. The Super-Select 4WD-II<br />

system has long proven itself in<br />

Triton, and I consider it one of<br />

MITSUBISHI PAJERO SPORT: Serious four-wheel-drive SUV.<br />

the best in this type of vehicle.<br />

Under the bonnet sits a 2.4-litre,<br />

four-cylinder, turbocharged diesel<br />

engine rated by Mitsubishi at<br />

135kW and 437Nm. It is a real<br />

powerhouse and drives through<br />

the sophistication of an eightspeed<br />

automatic gearbox. The<br />

engine/gearbox combination is<br />

rather special, especially so with<br />

the number of ratios, there is<br />

almost seamless gearing offering<br />

the best structures for both<br />

off-road challenges and smooth<br />

momentum for the everyday<br />

commute.<br />

Of course, the Pajero Sport also<br />

gets a seriously low ratio transfer<br />

system for when those fourwheel-drive<br />

tracks beckon.<br />

The test car was showing only<br />

333km when I picked it up from<br />

the dealership; that being the<br />

case, I was reluctant to take it<br />

off-road for fear of damage and/<br />

or getting it too dirty. However,<br />

as good fortune had it, I offered<br />

to take my son to a rural property<br />

in Lansdowne Valley to pick up<br />

some PlayStation games he had<br />

purchased off Trade Me.<br />

The house was located up<br />

a private driveway which<br />

meandered for several kilometers<br />

on a steep hill. The accessway was<br />

mostly sealed bar for some deep<br />

ruts and broken surfaces. The<br />

Pajero Sport easily conquered the<br />

challenge in two wheel-drive, but<br />

what was most impressive was the<br />

way the suspension kept wheel<br />

contact to ground, as well as<br />

offering high interior comfort.<br />

Steering feel was constantly<br />

communicative, and turn in<br />

direct through huge Toyo tyres<br />

(<strong>26</strong>5/60 x 18in). On the steep<br />

descent it was also good to know<br />

that the brakes were up to task.<br />

That journey was a good test for<br />

the Pajero Sport, and even though<br />

the engine was still quite tight,<br />

it made easy work of the steep<br />

incline.<br />

In terms of performance,<br />

against the clock the Pajero<br />

Sport will accelerate to 100km/h<br />

from a standstill in 10.5sec, and<br />

is comfortable with a 6.5sec<br />

highway overtake (80km/h to<br />

120km/h).<br />

On the subject of figures, the<br />

Pajero Sport is also listed with a<br />

3100kg tow rating and 218mm<br />

ground clearance.<br />

At highway speed it cruises<br />

comfortably with little sound<br />

intrusion, there is just a subdued<br />

diesel throb under load, but<br />

that is no louder than any of its<br />

competition.<br />

There’s been a lot of fresh<br />

product landing from Mitsubishi<br />

in recent months, Triton, ASX<br />

and Outlander have all had a<br />

refresh, along with Pajero Sport.<br />

There’s also genuine enthusiasm<br />

at the local dealership, and with<br />

a comprehensive and dynamic<br />

product range on the showroom<br />

floor, it’s going to be a heady time<br />

for those under the Mitsubishi<br />

umbrella in this country.

Restoring an old caravan<br />

When Steve decided to restore an old<br />

1966 Freeway caravan, he imagined<br />

it would take three months. It took<br />

eighteen!<br />

“The caravan looked alright. It had a<br />

bulge on the right side where the bench<br />

had fallen down after the floor collapsed<br />

but I didn’t realise the extent of rot it<br />

had. When the wall linings were off and<br />

cabinetry out, you could put your foot<br />

through the walls,” explains Steve.<br />

To get the caravan into his garage,<br />

he deflated the tyres then rigged up a<br />

frame to support the roof. The flooring<br />

was replaced with 18mm marine ply<br />

and internal wooden walls with treated<br />

timber. The original structure was<br />

untreated, explaining the rot.<br />

Six months into the project, an<br />

additional steel frame was fitted around<br />

the chassis for strengthening along with<br />

new tail and park lights, axle and springs<br />

to bring the caravan to warrant of fitness<br />

standard.<br />

Aluminium bubble wrap was used for<br />

insulation, which Steve says is extremely<br />

warm. The caravan’s lights and fridge<br />

were rewired to 12 volt, allowing the<br />

house batteries to run for three days<br />

before needing to be re-charged, and<br />

a 150 watt solar panel was fitted to the<br />

roof.<br />

Internally, the caravan was lined with<br />

plywood. Steve then constructed the<br />

internal joinery, including a curved<br />

wall wardrobe, new kitchen bench unit,<br />

double bed base to accommodate a<br />

comfortable mattress, seat bases and<br />

a table. Badges, coins and bank notes<br />

collected on Steve and Lyn’s travels, were<br />

wedged between a resin cover and the<br />

Rimu table top.<br />

Friends and family added their touch,<br />

helping create some part of the caravan<br />

or gifting accessories for its interior. New<br />

bench top from a friend’s<br />

caravan and Rimu from<br />

a neighbour’s ceiling. The<br />

tail lights were custom<br />

built and represent a 1961<br />

Impala; the car which will<br />

eventually tow the caravan.<br />

“Only the chassis rails<br />

and one piece of wood by<br />

the door are original,” says<br />

Steve.<br />

Steve and Lyn often talked about<br />

owning a retro caravan to take on<br />

holidays. The 1966 Freeway cost $3,000<br />

originally, and around $18,000 to<br />

renovate.<br />

Steve says he is unlikely to renovate<br />

another and suggests anyone considering<br />

buying a caravan to restore, check<br />

underneath for rust in the chassis and rot<br />

in the wooden floor.<br />

“Rot in the floor has probably come<br />

from somewhere else so there’s likely to<br />

be rot all the way down,” advises Steve.<br />

From dented and battered, Steve has<br />

completely transformed the caravan<br />

into a stunning semi-retro, comfortable<br />

holiday home on wheels. However, he<br />

says it is like an old car: there is always<br />

something that could be done.<br />

The 1966 Freeway Caravan – not to be<br />

confused with Franklin Freeway caravans<br />

manufactured in Australia –was built<br />

in Dunedin with only a limited number<br />

produced. Steve’s research has found<br />

little on the New Zealand made caravan<br />

though he would like to know more.<br />

Plan around available light<br />

ONE OF the biggest problems<br />

you are going to encounter when<br />

you are landscaping small spaces<br />

is the amount of light available<br />

and how well the ground drains.<br />

In larger spaces this is much<br />

less of a problem because you can<br />

always vary the design according<br />

to the conditions, moving a particular<br />

idea into another section if<br />

required.<br />

This is one luxury you don’t<br />

have in smaller gardens. Landscaping<br />

small spaces doesn’t have<br />

to be about growing plants.<br />

Where there is little natural<br />

light you could still landscape<br />

– but without using any plants<br />

or just a few of those plants that<br />

thrive in poor light. Just fill the<br />

area to be landscaped with gravel,<br />

or lay paving and then place a<br />

bench in a strategic position and<br />

dot around some garden sculptures<br />

– perhaps a water feature.<br />

You could, of course plant<br />

many varieties of shade-loving<br />

plants. If you are landscaping<br />

small spaces you should let your<br />

eye move skywards.<br />

Install some frames and train<br />

some climbing plants over them –<br />

perhaps variegated ivy or virginia<br />

creeper, both of which are lovers<br />

of poor lighting conditions.<br />

Try hydrangea and, perhaps,<br />

a deciduous shrub such as one<br />

of the varieties of tree holly or, if<br />

well even without much light.<br />

you really have green fingers, try<br />

growing an azalea or two – they<br />

are a bit tricky to grow but some<br />

people seem to have the knack.<br />

For ground cover try coleus, a<br />

plant that comes with some beautiful<br />

variegated leaves, and other<br />

ground covering plants such as<br />

the various erica species.<br />

Landscaping small spaces can<br />

be particularly effective if you<br />

look around you and carefully<br />

take stock of the whole space at<br />

your disposal. Part of the key is to<br />

look up.<br />

You are bound to have a perimeter<br />

fence or wall around your<br />

property and these can be ideal to<br />

support climbing plants against<br />

– honeysuckle, passion fruit and<br />

climbing roses – to name just a<br />

few.<br />

There are literally hundreds of<br />

varieties of climbing plants you<br />

could use. You could even plant<br />

fruit trees.<br />

Even the smallest patio space<br />

has sufficient room to grow a<br />

couple of espalier apple trees<br />

or pear trees which are trained<br />

horizontally along a wall rather<br />

than allowed to grow into their<br />

natural state.<br />

Once your actual landscaping<br />

has been implemented you could<br />

finish off with some night-time<br />

lamps.<br />

Landscaping small spaces really<br />

can be quite fun if done properly<br />

with plenty of research up front.<br />

from useful wasp<br />

WHEN WE mention wasps,<br />

most people think of the black<br />

and yellow stinging variety of<br />

vespula wasps, including<br />

the nasty german wasp.<br />

However, other<br />

families of<br />

wasps are parasitic<br />

on pest species,<br />

a useful<br />

ecosystem<br />

service.<br />

One example is<br />

Glabridorsum stokesii,<br />

a parasitoid deliberately<br />

introduced into New Zealand<br />

in 1967-1969 for the biological<br />

control of the oriental fruit<br />

moth and the light brown apple<br />

moth.<br />

Two non-target pests, the<br />

brownheaded and greenheaded<br />

leafrollers are also parasitised by<br />

the wasp. Glabridorsum stokesii<br />

is native of Australia, it is 10mm<br />

long with a black and white<br />

body and mainly orange legs.<br />

THe parasitoid is often<br />

confused with the parasite<br />

of the lemon tree borer but<br />

the latter has incomplete<br />

white rings around the<br />

eyes, while Glabridorsum<br />

has continuous white rings<br />

around the eyes.<br />

Females<br />

parasitoids<br />

usually<br />

oviposit into moth<br />

pupae, but sometimes<br />

in pre-pupa or the last stage<br />

of larvae. They undergo three<br />

generations per year and can<br />

parasitise up to 73 per cent of<br />

the oriental moth population.<br />

THese parasitoids are<br />

hosts themselves to other<br />

parasites, behaviour known as<br />

hyperparasitism.<br />

of warmer temperatures<br />

there’s no need to<br />

prematurely put the<br />

outdoor furniture away just<br />

yet. Keep that summer vibe<br />

going with these crowdpleasing<br />

one-pot wonders<br />

Slow-cooker pulled pork<br />

Serves 6<br />

One-pot wonders to keep the summer vibe going<br />

Ingredients<br />

2 onions, halved and sliced<br />

1 Tbsp smoked paprika<br />

2 tsp ground cumin<br />

1 tsp ground cinnamon<br />

2 tsp garlic salt<br />

2 tsp sea salt flakes<br />

2 Tbsp Dijon mustard<br />

3 Tbsp red wine vinegar<br />

2 Tbsp tomato purée<br />

2 Tbsp soft light brown sugar<br />

1.5kg boneless pork shoulder,<br />

skin and excess fat removed<br />

To serve<br />

Soft white rolls<br />

Coleslaw<br />

Sliced red onions<br />

Sliced gherkins<br />

Directions<br />

Heat the slow cooker to high.<br />

Put the onions in the bottom of<br />

the slow cooker.<br />

Mix together the spices, salts,<br />

mustard, vinegar, tomato purée<br />

and sugar. Rub all over the pork<br />

then sit on top of the onions.<br />

Cook for 8 hours. Remove the<br />

pork and shred into chunks. Mix<br />

in 4-5 Tbsp of cooking liquid<br />

from the slow cooker.<br />

Serve in buns with coleslaw,<br />

sliced red onions and gherkins, if<br />

you like.<br />

Halloumi and vegetable<br />

tray-bake<br />

Ingredients<br />

4 courgettes, cut into small<br />

chunks<br />

1 red onion, cut into slim wedges<br />

3 large garlic cloves, skins left on<br />

3 Tbsp olive oil<br />

300g cherry tomatoes<br />

250g halloumi, sliced<br />

(above) halloumi and vegetable tray-bake<br />

¼ tsp cumin seeds<br />

Dried chilli flakes a few pinches<br />

(optional)<br />

To serve<br />

Hummus<br />

Hot sauce (optional)<br />

Directions<br />

Heat the oven to 200 deg C/180<br />

(fan-forced). Toss the courgettes,<br />

onion and garlic with the olive<br />

oil and tip into a large, shallow<br />

baking dish. Season well and<br />

roast for 10min.<br />

Stir in the cherry tomatoes<br />

and sit the halloumi slices on<br />

top. Sprinkle over the cumin<br />

seeds and chilli flakes, if using.<br />

Cook for another 15min until the<br />

tomatoes start to burst and release<br />

juice, and the halloumi is turning<br />

golden.<br />

Squeeze the garlic cloves out<br />

of their skins and mash into the<br />

oil and juices in the baking dish,<br />

stirring it in. Spoon everything<br />

onto plates and serve with soft<br />

flatbreads and hummus or hot<br />

sauce, if you like.<br />

Buying a property at auction<br />

If you’re keen on a property that’s going to auction, preparation<br />

is everything. A successful bid means you are immediately<br />

committed to buy the property; you cannot seek legal advice,<br />

arrange finance or even get the property valued or inspected<br />

when the auction is over.<br />

That means you need to do all your<br />

due diligence in advance of auction day.<br />

Before the auction (usually after you’ve<br />

viewed the property), the real estate agent<br />

working for the seller should provide you<br />

with a copy of the terms and Contract of<br />

Sale, which sets out what chattels will be<br />

included with the property. This document<br />

will also tell you the amount of the deposit<br />

to be paid by the successful bidder, and<br />

when the balance of the payment must<br />

be made. These documents should be<br />

checked by your lawyer.<br />

You should consider having the property<br />

checked (preferably by a qualified<br />

inspector who has professional indemnity<br />

insurance and carries out their work<br />

in accordance with the New Zealand<br />

Property Inspection Standards and<br />

obtain an up-to-date Land Information<br />

Memorandum (LIM) from the local<br />

council. It’s a good idea to get a valuation<br />

of the property, especially as you are likely<br />

to require one if you need a loan. Some<br />

websites provide free estimated market<br />

values that may be useful.<br />

There’s a lot to<br />

take in at an auction<br />

and it’s easy to<br />

feel overwhelmed.<br />

If you can, go<br />

along to one as<br />

an observer to see<br />

how the process<br />

works before you<br />

actually want to<br />

buy. Remember<br />

that the auctioneer<br />

is working for the<br />

seller and they want<br />

to get the highest<br />

price possible for<br />

the property.<br />

At an auction,<br />

the auctioneer will read the terms and<br />

conditions of the sale aloud and announce<br />

if a reserve price has been set. They must<br />

also state whether the seller has reserved<br />

the right to bid during the auction. This<br />

is called ‘vendor bidding’ and it is only<br />

allowed under strict circumstances, such<br />

as when the property being auctioned has<br />

a reserve price; when the reserve price has<br />

not yet been met; and the auctioneer has<br />

made it clear that the bid being made is a<br />

vendor bid. They must do this by saying,<br />

‘this is a vendor bid’ rather than using any<br />

jargon.<br />

Auctioneers sometimes use vendor<br />

bids as a way to start off the bidding, or<br />

to move the bidding towards the reserve<br />

price. Vendor bids can be made by the<br />

auctioneer, or another person working on<br />

behalf of the seller, such as a real estate<br />

agent. An auctioneer can also use a preauction<br />

offer to start the bidding.<br />

The auction continues until there is only<br />

one bidder left. At that stage, if the reserve<br />

price is reached or beaten, the highest<br />

bidder will be the successful buyer. If the<br />

reserve price isn’t reached, the seller can<br />

tell the auctioneer to stop the auction<br />

without selling the property.<br />

If the auction is stopped without a<br />

sale, the highest bidder may have the<br />

opportunity to negotiate with the seller<br />

(via their agent) after the auction. If this<br />

happens, the terms and conditions of<br />

the auction no longer apply and you can<br />

negotiate new ones.<br />

lifestyle block<br />

Many people dream of owning a lifestyle block<br />

where they can live the rural lifestyle and have more<br />

space with a larger home and a few animals.<br />

Chris Flanagan, owner of <strong>Selwyn</strong> real estate firm<br />

Matson and Allan, says it is a matter of going in with<br />

your eyes open.<br />

“When looking to buy a bare land lifestyle block<br />

you need to consider the services it has available,”<br />

advises Chris.<br />

Chris lists the availability of water and electricity,<br />

putting in a driveway, siting of a new home,<br />

covenants on the property, and GST status as all<br />

questions to address.<br />

“The majority of buyers will need to drill their own<br />

well,” says Chris.<br />

Each situation differs with the cost of drilling a<br />

well. This is influenced by the depth needed to access<br />

a reliable water supply.<br />

Next, buyers should consider where the electricity<br />

is in relation to the block and where the home will be<br />

built. Power may need to be brought down the road<br />

though usually, it will simply involve bringing power<br />

from the road onto the property.<br />

Accessibility and cost of sourcing services may<br />

determine where a new home will be sited. Building<br />

close to the road can minimise costs but could<br />

ultimately devalue the property. To avoid this, it<br />

is important that service connection costs are<br />

factored into the budget.<br />

Building platform regulations are generally<br />

not an issue in <strong>Selwyn</strong> though nearer the<br />

Port Hills or in flood prone areas, there may<br />

be a minimum building height with a more<br />

engineered foundation required, adding to<br />

the build cost.<br />

It is very important to check the GST<br />

status when purchasing a bare land<br />

lifestyle property. Generally, if the vendor<br />

is registered for GST then GST will be<br />

payable on top of the purchase price. It<br />

would be advisable to seek professional<br />

advice from an accountant with regard<br />

to any possible GST payment.<br />

When buying a bare land lifestyle block, also check<br />

if there are any covenants against the title. Covenants<br />

are put in place to protect the purchasers’ investment<br />

and ensure the subdivision is of a high standard. A<br />

lot of covenants will not allow relocatable homes<br />

and require that all new homes are constructed from<br />

new materials. Chris says they are also seeing new<br />

covenants requiring that shelter belts are trimmed<br />

annually and kept to a certain height. Factory<br />

farming is always not allowed. Chris says he is also<br />

seeing more covenants introduced that are requiring<br />

paddocks be topped every year to reduce the risk of<br />

fire.<br />

If you are looking to purchase a lifestyle property,<br />

make sure you ask the real estate agent selling the<br />

block about the covenants, services available and the<br />

GST status. Chris and his team at Matson and Allan<br />
