HORORATA resident Mike 

Davies says ineffective shelter 

belts must be a firefighter’s 

worst nightmare as the district 

continues to dry out. 

Shelter belts are vegetative 

barriers that are designed to 

reduce wind speed and protect 

soil from erosion. 

Said Mr Davies: “The issue 

is a lot of the ones I have been 

seeing are wide and solid, when 

a good shelter belt is 50 per cent 

porous so the wind can flow 

through it, otherwise it hits the 

trees and comes over the top. 

“In the process of letting 

them get wide and topping 

them, the trees fill up with a lot 

of dead material that is highly 

flammable and because those 

bits are not attached, if you get 

a fire they’re like little torches 

getting blown out with the 

wind.” 

Fire and Emergency NZ fire 

risk management officer Kerri 

Pring said this can be a fire 

risk. 

“We have discussed the issue, 

mainly with property owners 

on a one-to-one basis if we 

happen to be on their land at 

the time.” 

THe advice is to keep shelter 

belts trimmed tightly and at 

a manageable height, she 

said. 

“THis will allow firefighters to 

access the interior of the shelter 

belt and also allow helicopters 

to fly over it.

ANOTHER STEP in the long running 

saga of the police undercover Operation 

Inca which led to an investigation into the 

harness racing industry has come and gone. 

In the Selwyn Times today we report 

on phone conversations between one of 

Canterbury’s leading harness trainers Nigel McGrath and a high 

profile Canterbury businessman which are now public. 

The businessman, a big punter, is associated with McGrath’s 

stable and the conversations bugged by police effectively revolve 

around two horses trained by McGrath in a race at Addington 

Raceway in March, 2018. 

It was alleged the businessman was given a steer as to which 

horse he should punt. 

The businessman, and others who also have name suppression, 

appear in the district court next month on charges relating to Inca.

MORE THAN $400,000 of flood 

protection works are planned for 

Hororata this year. 

The proposed work plan for 

the projects was presented to the 

Malvern Community Board at 

its meeting on Monday. 

There have been a number 

of notable flooding events in 

Hororata in recent years, two in 

2018 and two last year. 

The town’s average annual 

rainfall is about 790mm/year 

and flooding generally occurs 

during prolonged rain events 

over multiple days. 

The proposed work plan 

includes a number of projects 

aimed at reducing flooding. 

Happy Jacks Creek is to be 

cleared about April and floodgates 

are expected to be installed 

next month. 

A diversion drain will be 

installed to move water away 

from entering the township on 

Hawkins Rd. 

The smaller culverts along the 

existing drain on the road will 

be upgraded and old water race 

culverts will be opened.

installed at the roundabout on 

Bealey Rd and options are being 

discussed for a permanent onsite 

pump. 

The drain on Bealey Rd will be 

reinstated to allow for an alternative 

discharge point for flood 

water at the roundabout. 

The work will begin after the 

diversion drain is complete. 

Extensive willow clearing is 

planned for Cordy’s Stream and 

the Hororata River as well as 

gravel removal to improve flood 

flows. 

Resource consent is needed 

for the project and the district 

council is continuing to work 

with Environment Canterbury to 

scope the work required. 

Over the last financial year, a 

number of projects have been 

completed to improve the stormwater 

system in Hororata. 

Drains have been cleaned on 

a number of channels and are 

now included in annual routine 

maintenance. 

A manhole has been installed 

at the roundabout in the township 

to allow for easy access to 

pump water when the flap gate 

shuts. 

Small flap gates were installed 

on the sump discharge pipes into 

Hawkins Rd drain which helps 

backflow from the drain flowing 

over into private properties. 

A gravel bar in Cordy’s stream 

just downstream of the bridge 

has been removed resulting in 

better flow through the stream. 

The Downs Rd Water Course 

that flows behind the struggler 

blocks on Hororata Rd has been 

cleared down to Cordy’s Stream 

to help drain water away from 

the Downs and Hororata Rds 

intersection. 

The Happy Jacks Creek ford 

on Plantation Rd has had extra 

material placed lifting the level of 

the road.

GRASS FIRE IN KIRWEE 

Emergency services responded 

to a large grass fire in Kirwee 

believed to have been caused 

by a passing train on Thursday. 

The fire was burning next to 

the railway lines along State 

Highway 73 between Courtenay 

Rd and Ansons Rd. Crews from 

Kirwee, Darfield, West Melton 

and Rolleston attended and extinguished 

the blaze which had 

burnt through 2ha. 

BUSHFIRE DONATIONS 

Hundreds of items made by 

creative Cantabrians for animals 

hit hard in the Australian 

bushfires have arrived in Perth. 

Selwyn Libraries collected 719 

items – including fabric pouches, 

nests and mittens – made by 

crafters to help out animals 

still suffering from burns. The 

items were shipped to the Perth 

Wildlife Rescue Network last 

week.

Power bills should drop for winter

SELWYN RESIDENTS could see 

a small drop in their power bills 

in time for winter. 

Electricity lines company 

Orion will be reducing its prices 

by an average of six per cent from 

April 1. 

The district council and 

Christchurch City Councilowned 

company distributes 

power to 204,000 homes and 

businesses in Canterbury. 

But whether the reduction 

in Orion’s prices is reflected in 

people’s power bills will be up to 

individual electricity companies. 

The reduction in Orion’s prices 

reflects a decrease of 7.4 per 

cent in its cost of distribution, 

partially off-set by a 1.4 per cent 

increase in transmission costs 

from the national grid operator, 

Transpower.

Said Orion chief executive Rob 

Jamieson: “The key component 

of the price reduction is the lower 

interest rate environment, which 

the Commerce Commission

Environmental projects under way 

AN ENVIRONMENTAL trust 

is working with the Department 

of Conservation on a number 

of environmental projects near 

Arthur’s Pass. 

The Waimakariri Environment 

and Recreation Trust is a 

stakeholder group assisting DoC 

with its work in the area. 

It includes installing fencing 

around Lake Lyndon, new 

facilities near Lake Pearson and 

the expansion of the car park at 

Kura Tawhiti, south of Castle 

Hill station homestead. 

Arthur’s Pass National Park 

senior ranger Chris Stewart said: 

“DoC very much appreciates 

the help it gets from community 

groups such as the WERT.” 

The trust deliberates on a wide 

range of topics, including major 

projects such as wasp control 

in the Craigieburn forest area, 

a management plan for Lake

the basin, trust secretary Helen 

Hamblin said. 

“The trust is involved in developments 

around Lake Lyndon,

A more recent project targets 

feral cat control in the upper 

Waimakariri basin. 

“Locals have detected a big 

increase in their numbers over 

recent years and unfortunately it 

appears that dumped domestic 

cats are a major part of the 

problem.” 

Back in the summer of 

2014/15, WERT member Penny 

Wright started the Craigieburn 

wasp control project. 

“It was successful, and control 

continues to this day,” Ms 

Wright said. 

The pressure on public land 

adjacent to State Highway 73 in 

the upper Waimakariri basin is 

increasing rapidly, and is in part 

being addressed in a great alpine 

highway plan, she said. 

Ms Wright said the group is a 

key stakeholder in implementing 

this plan.

supermarket on Birchs Rd. 

If resource consent is 

granted, it would include 

170 car parks and a cafe. 

Said Mr Grainger: 

“We’ve been looking for a 

suitable site in Lincoln for 

some while to help service 

this growing area and are 

very pleased to have found 

this great site on Birchs Rd. 

“It’s one of the fastestgrowing 

parts of the 

country, and we think a 

Countdown supermarket 

would be a valuable addition 

to the community 

and local residents’ grocery 

needs.” 

A district council 

spokesman confirmed they 

have received a resource 

consent application for the 

development. 

It is currently going 

through the consenting 

process, the spokesman said. 

Lincoln’s first supermarket, 

a New World, has been 

operating on Gerald St 

since 2005. 

But a booming 

population has led to rapid 

growth in the township. 

Figures released by 

analysts Infometrics earlier 

this month show Lincoln 

was the fastest growing 

town in the district last 

year, with its population 

increasing by 10 per cent to 

7380 people. 

The national average of 

population growth in the 

last year was 1.6 per cent. 

The announcement 

for Lincoln comes after 

construction began on a 

FreshChoice supermarket 

for Prebbleton. 

The development is on 

track to be opened this year. 

A Woolworths New 

Zealand spokeswoman 

said they are starting to 

see some progress with the 

project. 

“The structural steel 

frames have gone up which 

is great. We’re excited to be 

able to bring a new Fresh- 

Choice store to Prebbleton 

to help service the local 

customers.” 

She said the store is on 

track to be completed mid 

this year. 

The supermarket will be 

1300m 2 and will open 7am- 

10pm, seven days a week.

Lyall said it is exciting for 

the community and he 

has been pushing for a 

development like this in 

the area. 

“There have been various 

projects come up that have 

never come to fruition. 

Seeing this new player 

come in and be really 

excited to get something 

going is awesome. 

“It will definitely be an 

asset to the community. 

At the moment we have to 

travel to Halswell or Lincoln 

and there are about 5000 

people in Prebbleton now so 

to have a supermarket the 

community can walk to is 

fantastic,” he said.

Group opposing hazardous 

waste site prepared for court 


A GROUP fighting for wider 

consultation around a hazardous 

waste facility planned near 

Prebbleton says they are prepared 

to go to the High Court. 

About 45 members protested 

outside of the Environment 

Canterbury office last week and 

some were invited into a regional 

council meeting happening at 

the time. 

Resident Chris Hutchinson 

said at the meeting: “It was 

mentioned that we could go to 

judicial review and we would 

love to do that and we would love 

for ECan not to challenge that.” 

A judicial review means the 

high court would look at the process 

ECan followed in reaching 

that decision rather than remaking 

the decision itself. 

Resident Angela Jones said that 

option could cost them about 

$50,000. 

“We’re hoping we don’t have 

to. We are hoping at the hearing 

there will be enough to have it 

thrown out. 

“We would ideally like to do 

the hearing first and if the concerns 

aren’t listened to then we 

will do the review,” she said.

Mrs Jones said a givealittle 

page is expected to be set up this 

week for donations. 

Waste Management Ltd applied 

to expand its current site 

and operate a waste stabilisation 

and treatment facility at 305 

Marshs Rd. 

In its resource consent application, 

it said the plant will 

treat and manage items such as 

pesticides, acids, used tyres and 

many more types of rubbish. 

Resource consent was granted 

for the proposed plant by the 

Christchurch City Council in 

December 2018. 

ECan also granted three 

consents for its construction 

and discharge of stormwater in 

March 2019. 

The consent application currently 

with ECan is only for activities 

resulting in discharge to air. 

It ran a limited notified 

consent process, which meant

for the decision to be overturned

Prebbleton businessman Hamish 

Prebble was within the 500m 

limited notification and has made 

a submission against the facility. 

He said one of his biggest issues 

is the lack of credible detail in the 

resource consent application. 

“Waste Management has the 

contract to handle and dispose of 

any pesticides, herbicides, fungicides 

and any other substances 

collected through the Christchurch 

Recovery Centre. 

“It has the potential to include all 

chemicals from A-Z. How could 

they guarantee they could mitigate 

any potential risks?” he said. 

An ECan spokesman said they 

have sought further information 

from Waste Management Ltd for 

the application. 

It includes an assessment of 

emissions of toxic compounds 

from the site, limits on the number 

of pesticides to be processed and a 

site management plan. 

Coriander’s 

put into 

liquidation

THE OWNER of Coriander’s 

Rolleston is facing worker 

exploitation charges and has had 

four of his businesses put into 

liquidation. 

Last month it was revealed Coriander’s 

Ethnic Indian Restaurants 

owner Amar Deep Singh is facing 

charges of exploiting his workers, 

whom the Labour Inspectorate 

concluded were systematically 

underpaid and abused. 

On Monday, four businesses 

under Singh’s name were put into 

liquidation by Inland Revenue. 

Coriander’s restaurants have 

operated in the wider Christchurch 

area for the past 12 years, 

with three restaurants currently 

operating – one in the central 

city, one in Upper Riccarton and 

one in Rolleston. 

In relation to the worker 

exploitation charges, the Inspectorate 

is seeking recovery of pay, 

a declaration of breach, penalties 

and a banning order. 

The charges against Singh 

are scheduled to be heard in 

the Employment Court in 

Christchurch on May 19 and 20. 

The restaurants are still open.

The horse trainer, the businessman, 

the phone calls and the big bets

DETAILS HAVE emerged for 

the first time of bugged phone 

conversations involving a big 

betting businessman and harness 

racing driver and trainer who 

was arrested for race fixing. 

The conversations are part 

of the ongoing major police 

investigation into the harness 

racing industry in Canterbury, 

codenamed 

Operation 

Inca, which involved 

undercover 

officers 

and electronic 

surveillance.

McGrath initially 

faced a race-fixing charge 

in the district court relating to 

a race at Addington Raceway in 

March, 2018, leading up to the 

prestigious New Zealand Derby. 

Raceway stipendiary stewards 

launched an inquiry after the 

race, concerned by the manner 

McGrath had driven one of the 

two horses he trained in the race 

Star Commander. His other 

horse, Sheriff won. 

At the time, police were 

covertly running Operation 

Inca, gathering information 

and evidence on drug-taking 

by people in the industry and 

potential race-fixing in order to 

land bets. 

Two phone calls were intercepted, 

one between the 

businessman and McGrath and a 

second between the businessman

and an associate in relation to 

the Star Commander race. 

The identity of the 

businessman, who is associated 

with the McGrath stable, 

remains secret. He is facing 

criminal charges in the district 

court next month as a result of 

Operation Inca and has interim 

name suppression. 

Police charged McGrath with 

race fixing, which was later dismissed 

in the district court. 

The racing industry’s investigative 

body, Racing Integrity 

Unit, then charged McGrath 

with racing offences which were 

heard by the Judicial Control 

Authority. 

At the hearing, details of the 

bugged phone calls emerged. 

Former High Court judge 

Warwick Gendall, who chaired 

the two day JCA hearing did not 

suppress the recordings. 

The first phone call hears 

McGrath tell the businessman: 

“Don’t worry about Star Commander” 

and then he adds “Star 

Commander won’t get in Sheriff’s 

way”. 

In his written decision, Justice 

Gendall says it was “abundantly 

clear” the businessman believed 

Star Commander was unlikely to 

finish in a place. 

Betting records showed the 

businessman bet $27,252 on 

19 bets involving wins, multis, 

quaddies, trebles and a double on 

Sheriff to win $37,057. 

McGrath is asked by the 

businessman if Star Commander 

would beat Sheriff. 

“Nah. Oh if it does it won’t. 

If-if it ah. Nah don’t worry, don’t 

worry about Star Commander. 

Star Commander won’t get in 

Sheriff’s way. You don’t want 

that.” 

The businessman called 

McGrath after the race saying 

a betting associate had said the 

impressive thing was “Nigel 

burning other horse.” 

McGrath had sat outside the 

horse leading the race, which 

wilted under pressure, and 

Sheriff was able to come through 

and win. 

McGrath faced two charges at 

the JCA hearing. 

The first was a serious racing 

offence which accused McGrath 

of driving in a manner detrimental 

to the interests of harness 

racing in that he planned and 

deliberately drove his horse in a 

manner to assist Sheriff. 

The second lesser charge of improper 

driving, alleged he drove 

Star Commander improperly, as 

well as planned and deliberately 

assisted Sheriff. 

He originally pleaded not 

guilty to both charges. 

However, on the second day 

of the hearing he pleaded guilty 

to the lesser improper driving 

charge, and the Racing Integrity 

Unit dropped the more serious 

charge. 

Justice Gendall suspended 

him from driving racing for six 

months and ordered him to pay 

costs of $11,500. 

In a letter obtained by The Star 

to his horse owners after the decision, 

McGrath said: “As you’ll 

be well aware, I haven’t driven at 

the races for over a year so this is 

a no penalty for me.”

did not demonstrate a deliberate 

plan to assist and favour Sheriff, 

who he said was a horse a class 

above any other in the field which 

was reflected in the TAB odds for 

the race. 

Said Mr Hall: “The two talked 

about scenarios as to how the 

race might unfold. But the race 

never unfolded in the way discussed. 

At no stage was the possibility 

discussed that Star Commander 

would attempt to obtain 

the parked position outside the 

leading horse and that Sheriff

would gain the one/one position, 

which demonstrates there was no 

predetermined plan. 

“Mr McGrath described the 

difference in the ability of Star 

Commander and Sheriff as ‘night 

and day’ and he was in the in 

the best position to know as the 

trainer of both.” 

Justice Gendall said: “Of course 

as is common practice, it is very 

usual for a trainer to discuss with 

an owner how his horse may be 

driven and race tactics and chances 

before a race. But this does not 

permit a driver trainer to advise or 

discuss how his other horse in the 

race, which he will be driving, will 

likely to be driven or its tactics. 

“That is especially where the 

(businessman) is told, as here ‘don’t 

worry about Star Commander’ and 

then ‘Star Commander won’t get in 

Sheriff’s way.’ 

“His actions provided significant 

benefits to Sheriff and that it may 

not have mattered as it was the very 

hot favourite and superior horse 

in the race, it does not lessen the offence 

of Mr McGrath of improper 

driving. Those punters who may 

have wagered on Star Commander 

for a place or in an exotic bet such 

as place six were entitled to see it 

properly driven.” 

During the hearing, RIU 

counsel Brian Dickey said: 

“Racing around the first bend 

Mr McGrath looks behind him 

and to his inside towards Sheriff 

on two clear occasions. With 

400m of the race remaining 

Mr McGrath looks once to his 

outside and then three times 

to his inside, again all in the 

direction of Sheriff. 

“Star Commander then moves 

outwards on the final stages of 

the final bend which creates 

a vacant gap ahead of Sheriff. 

Sheriff, who was trailing Star 

Commander did not need to 

make use of that run which was 

presented, instead switching to a 

run on the inside and going on to 

win the race.” 

Justice Gendall did not accept 

the suggestion made by Mr Hall 

that it was permissible to look 

behind for safety reasons before 

crossing another horse. 

“The total number of times he 

looked behind was 11 times and 

the compelling inference we draw 

that this was to see Sheriff. 

“His action provided significant 

benefits to Sheriff, and that 

it may not have mattered as it was 

the very hot favourite and superior 

horse in the race, it does not 

lessen the offence of Mr McGrath 

of improper driving.” 

He said McGrath’s actions were 

“complete stupidity.” 

Justice Gendall issued a warning 

to other harness racing drivers. 

“In this industry, participants 

that respect the integrity of harness 

racing are to be reminded 

that stipendary of the RIU have 

evidence of improper driving 

should bring charges,” he said. 

Several senior harness racing 

drivers gave written evidence 

for McGrath (before he changed 

his plea to guilty) saying they 

saw nothing wrong with how he 

drove Star Commander. 

McGrath also had support from 

one of the industry’s top administrators, 

Harness Racing New 

Zealand chairman Ken Spicer. 

Mr Spicer sat with McGrath 

during the first day of the 

hearing, and even approached 

The Star, saying: “When’s your 

bloody newspaper going to write 

something positive about harness 

racing.” 

Mr Spicer later told The Star 

he had no conflict of interest in 

terms of supporting McGrath 

and carrying out his role as 

HRNZ chairman. 

“I supported the man as a 

friend but not in my official capacity. 

I put my friendship above 

the role, I’m not going to turn 

against a friend,” he said. 

Mr Spicer manages a syndicate 

of owners for a horse in 

McGrath’s stable. He also bred 

and originally owned Sheriff. He 

still owns the broodmare. 

Said Mr Spicer: “I just think we 

have to let the JCA and courts run 

their course. If anyone has broken 

the law or infringed they will certainly 

have to pay the price.” 

Mr Hall also has racing 

connections with McGrath, part 

owning a horse in his stable.

A moving night for 

rugby clubrooms 

A late night drive has seen the Rolleston Rugby Football Club clubrooms arrive at their new home. 

The clubrooms were moved last week from Rolleston Reserve to their new spot at the south end 

of Foster Park, next to the rugby fields and new Foster Park changing rooms. 

The clubrooms have moved as part of the Rolleston Town Centre Plan, making way for the 

building of the new town centre on part of Rolleston Reserve. 

Work has begun to ensure the building is compliant with the building code, and to install a concrete 

patio and other surrounding landscaping work. This work is expected to take six to eight weeks. 

Work is also under way on the final stage of upgrades to this south west area of Foster Park. 

McLenaghan Contracting has started construction of a new car park area off Dynes Road, which 

will provide 82 new parking spaces. This will bring the total number of car park spaces on the 

Foster Park site to 475. 

Remote bridge restored 

One of the district’s most remote bridges has been replaced after 

being washed away in a large flood last year. 

The Hawdon River bypass bridge crosses the Waimakariri River on 

Mt White Road, 23 kilometres from Arthur’s Pass. The bridge on 

the edge of the Arthur’s Pass National Park is most well-known for 

being the changeover point between the cycle and kayaking legs of 

the Coast to Coast multi-sport race. 

A large section of the aging bridge was swept away in a heavy flood 

in early November restricting access to Mt White Station and to 

Department of Conservation (DOC) tracks in the area. 

Work to repair the groynes that help control the river flow and 

build a new crossing to replace the old bridge were agreed 

after consultation with the DOC, Mt White Station, Environment 

Canterbury and the New Zealand Transport Agency. 

The work including the new, stronger, box culvert across the river is 

due to be completed this week. 

Springs Ward arts champion needed 

The Creative Communities Assessment Committee needs a new community representative for the 

Springs Ward. The committee operates under the wing of the Council to distribute Creative New Zealand 

funds for local arts and cultural projects. It meets four times a year to consider funding applications. 

The unpaid position starts 1 April 2020, for a term of three years. Travel expenses are reimbursed. Ideally 

candidates will have been actively involved in the arts in the Springs Ward, and be keen to encourage and 

promote arts activities within Selwyn district. Applicants must reside in the Springs Ward.

roading updates 

Major upgrades to Tennyson Street are being sped up. 

From Monday 2 March Tennyson Street will be closed to traffic 

between Moore Street and Rolleston Drive. This will allow the upgrade 

of the road and installation of infrastructure for the Rolleston Town 

Centre to be completed around three months faster than scheduled. 

As part of the work, a temporary extension is being added to 

Markham Way to allow residents to exit Markham Way, Wilbur Close 

and Peel Close and to provide access to the carparks for the shops 

on the corner of Tennyson Street and Markham Way. 

Pedestrian access to Tennyson Street will be maintained throughout 

the upgrade, which is expected to be completed by the end of June. 

It is one of several roading upgrades under way or upcoming in 

Rolleston to support the town’s continuing growth and provide 

connections to the southern motorway extension. 

This includes the new traffic lights being installed at the intersection 

of Lowes Road and Tennyson Street, which is required to meet the 

demand from extra traffic entering Rolleston via the State Highway 

1 Weedons Road Interchange. 

While these upgrades are under way the Council is encouraging 

people to plan their journeys through Rolleston. We encourage 

people to access State Highway 1 from Rolleston Drive or the 

Weedons Road Interchange and to use Rolleston Drive, Masefield 

Drive and Brookside Road when accessing the town centre.

New Zealand more than just a 

dot in the ocean

Growing up in Sao Paulo, Brazil, Angelica McCormick never dreamt 

of living anywhere else, let alone on a tiny dot in the Pacific Ocean. 

Until, 10 years ago, a close friend convinced her to study 

English in Australia. 

Aged 23 and fresh out of a PE degree, Angelica didn’t speak a word 

of English and had never travelled overseas. Nevertheless, in 2009, 

she moved to Perth. She intended to stay for a year, until friends set 

her up on a date with a young New Zealand bloke, William – who 

would turn out to be the love of her life. 

A year and a half later they were married and two years later they 

decided to pop over to New Zealand for a three-week holiday. 

William had grown up in Canterbury and hoped to convince 

Angelica to move. She didn’t take much convincing. 

“I loved how nice New Zealand was,” she says. 

They decided to settle in Lincoln on a lifestyle block with their own 

animals including sheep, pigs, chickens and their three dogs. 

Today, Angelica works at the Selwyn Aquatic Centre. Swimming is 

her passion, so even when her shifts start at 5.45am it doesn’t really 

feel like work, she says. 

When she has spare time, she likes to play her guitar, cook and to 

hunt and fish with William. Selwyn feels safe, with many awesome 

things to do and everything she needs is in close proximity, she says. 

“I live just 15 minutes from work. You don’t need to go far to find a 

beautiful place and you don’t need much money to enjoy yourself – 

walking is free, you can go swimming in the ocean or rivers, and you 

can go cycling.”

FLUSH YOUR TAPS 

Some plumbing fittings have 

the potential to allow minute 

traces of metals to accumulate 

in water standing in the fittings 

for several hours. Although the 

health risk is small, the Ministry 

of Health recommends that you 

flush a mugful of water from 

your drinking-water tap each 

morning before use to remove 

any metals that may have 

dissolved from the plumbing 

fittings. We are recommending 

this simple precaution for all 

households, including those 

on public and private water 

supplies. This notice is issued

ON THE 

ROADS 

On the roads this week 

Speed restrictions are in place on Springs Road between Birchs Road and Trents 

Road due to maintenance work on the water system. Tennyson Street between 

Markham Way and Moore Street is one-way, open to southbound traffic only. 

Lowes Road is one way both sides of the Tennyson Street intersection, open to 

traffic travelling away from the intersection, due to the intersection upgrade. Traffic 

management will also be in place on Tennyson Street from Bronte Way to just south 

of the intersection. 

NZTA has advised that Hoskyns Road is left in and left out only at State Highway 1. The Weedons 

Interchange is now fully open and Berketts Road is open for left turn in (southbound) traffic only from 

State Highway 1. 

Pavement seal repairs are taking place on Wards Road and Birchs Road. Resurfacing is taking place on 

Old West Coast Road and Halkett Road. Traffic management will be in place for these works.

Statistics New Zealand (Stats NZ) is holding a free information seminar on the census 1.30–5pm on 

Wednesday 4 March at the Lincoln Event Centre.

month, 

The Canterbury Country 

twenty20 trophy is guaranteed 

to have a new home in North 

Canterbury instead. 

Oxford and Sefton will meet 

in the final on March 6 at Main- 

Power Oval after both earned 

key victories in the final round 

of games last Saturday. 

Oxford beat Cheviot by 18 

runs to keep the top spot while 

Sefton beat Southbrook by 12 

runs, 

Lincoln was the only Selwynbased 

team with a chance of 

making the final but their 40- 

run loss to Weedons saw them 

bow out. 

Weedons got meaningful contributions 

from all of their toporder 

with Charlie Robson (35) 

opener Todd Inness (31) leading 

them to 162 for seven. 

Lincoln’s run chase never 

gained any momentum and 

three for 16 from Jack Porter 

ensured a comfortable Weedons 

win. 

Defending champions Leeston-Southbridge 

were able to 

avoid finishing last after beating 

Darfield by 14 runs. 

Rupert Young’s 47 helped 

his team to 158 for eight which 

proved to be enough as three 

for 18 from David Neal helped 

restrict Darfield to 144 for nine 

in reply. 

The final round of the 45-over 

competition will be played on 

Saturday minus the Canterbury 

Country players who will be in 

Hamilton challenging for the 

Hawke Cup. 

Oxford, Cheviot, Leeston- 

Southbridge and Southbrook 

have qualified for the semi-finals 

but the finishing positions could 

be affected depending on the 

results. 

At the other end of the competition, 

Lincoln and Weedons are 

tied for the wooden spoon on 36 

points with whoever finishes last 

facing the potential prospect of 

relegation from the top grade for 

next season. 

The final week of games will 

see high-flyers Oxford host 

Lincoln, who will need an upset 

to ensure their premier status for 

next season. 

Darfield welcome Weedons 

which is in the same position as 

Lincoln. 

Second-placed Cheviot will 

play Sefton and Leeston- 

Southbridge will travel to 

Southbrook eager to get a win 

after three straight losses. 


CANTERBURY Country’s last 

Hawke Cup-winning captain 

believes the key to success in 

this weekend’s challenge against 

Hamilton will come down to 

handling pressure. 

Andrew Robertson is the only 

Canterbury Country player to 

win the Hawke Cup three times 

during his representative tenure 

which spanned 15 years from 

2002 to 2017. 

He won it in 2004/2005 against 

Mid-Canterbury, 2007/2008 

against Taranaki and 2014/2015 

against Manawatu. 

Canterbury Country last challenged 

for the symbol of New 

Zealand districts cricket two 

seasons ago when they came up 

short against Counties. 

On Friday they head to 

Hamilton looking to win it for 

the first time since March 1, 

2015, when then captain Andrew 

Robertson lifted the Hawke Cup 

from Manawatu. 

“There is a definite lift in 

intensity for a challenge,” he 

said. 

“You work really hard to earn 

that right and your season is 

pretty much defined by three 

days of cricket.” 

First innings half centuries 

from Sam Chamberlain (74) 

and then player/coach Shanan 

Stewart (67) helped the 

challengers to 317 in their first 

innings. 

It was then, the seam combination 

of current Canterbury 

representative Will Williams

“We had a great mix of youth

Robertson said it was always 

a satisfying feeling to lift the 

Hawke Cup even if his last time 

with it ended after the biggest 

upset in the competition’s 110- 

year history. 

After a successful defence 

against North Otago, they lost it 

to Buller after Robertson needed 

17 off the final over to keep the 

cup. 

While he hit the first two balls 

for a six and four, he was unable 

to produce another maximum 

off the last ball. 

“That one still hurts, I think 

about it most days to tell you the 

truth but Buller played well and 

hung on.” 

Robertson said the key was 

to realise a lot can happen in 

three days of cricket and swings 

in momentum were to be expected. 

“I just wish the guys all the 

best, they’ve had a great season 

and hopefully they can bring it 

home.”

Rolleston roading projects update 

Tennyson Street – temporary closure 

Tennyson Street closed 

from next week 

From Monday 2 March Tennyson 

Street will be closed to traffic (in both 

directions) from Moore Street to the 

Police station, and will remain closed 

until late June. This change to the 

original timetable means that we will 

be able to complete the infrastructure 

works for the Rolleston Town Centre 

much sooner than initially scheduled. 

· A detour will be in place using 

Byron Street, Brookside Road and 

Rolleston Drive 

· The 820 bus stops will be moved to a 

temporary location on Rolleston Drive 

(see map). 

· Tennyson Street remains open 

to pedestrians. 

The project also includes temporarily 

extending Markham Way through to 

Norman Kirk Drive. This will allow for 

access to businesses and residences on 

Tennyson Street.

Rolleston is undergoing some significant roading upgrades to support the town’s continuing growth and provide 

connections to the southern motorway extension. While these roading upgrades are being completed we are 

encouraging people to plan their journey through Rolleston. 

We are encouraging people to access State Highway 1 using Rolleston Drive and the Weedons Road State 

Highway 1 Interchange. 

For all access to the town centre, we are encouraging people to use Rolleston Drive, Brookside Road and 

Masefield Drive.

Mixed touch success for Lincoln High School 

LINCOLN HIGH School won 

the Canterbury secondary 

schools’ mixed touch title on 

Saturday at Belfast’s Sheldon 

Park. 

It is their sixth tournament and 

they beat St Andrew’s College in 

the final 3-1 after leading 2-0 at 

halftime. 

The team went undefeated 

across four games, cruising 

through pool-play with a 7-1 

win over Rolleston College, 

who eventually finished 

third, a 10-3 triumph over St 

Andrew’s College and a 5-3

win over Rangiora High School. 

Sophie Hawkins was the team’s 

top scorer with five while Ben 

Hooper added three.

ELLESMERE HAS finished 

runners-up to Mid-Canterbury 

at the Browning Shield 

tournament at Wilding Park 

over the weekend. 

Mid-Canterbury won the 

symbol of Canterbury Country 

senior tennis supremacy for the 

sixth consecutive year, going 

unbeaten against all competition 

which also included Malvern 

and North Canterbury. 

Ellesmere last won the Browning 

Shield in the 2012/2013 season 

and pushed Mid-Canterbury 

all the way in the opening 

fixture on Saturday before losing 

13 matches to 11. 

Ellesmere went on to beat Malvern 

13-5 and North Canterbury 

13-11. 

Ellesmere held their own 

against the defending champions 

in the men’s and women’s singles 

as well as the men’s and women’s 

doubles but they lost five of six 

mixed doubles matches which 

effectively cost them the tie and 

the Browning Shield. 

Ellesmere won five of six men’s 

singles against Malvern to set-up 

their victory. 

They also won all three 

women’s doubles encounters. 

They then won four of the six 

mixed doubles to edge a spirited 

North Canterbury challenge in 

their final encounter.

Baird said it was disappointing 

to lose after coming so close but 

he believed second was a fair

Tackle those gnarly tracks in a Pajero Sport 

SUCH IS the demand for sport 

utility vehicles, motor vehicle 

manufacturers have recognised 

the need for those which have 

genuine off-road capability. 

Sure, there are many SUVs 

which are capable off-the-seal, 

but there are some that are better 

than most, those that are based 

on ute platforms, ie: ladder 

chassis and live rear axle. 

The benefit of that type of 

construction is not just high 

ground clearance, but they also 

have the ability to put power to 

ground through low ratio transfer 

cases and lengthy rear axle 

articulation. 

There are several ute-based 

SUVs in the Kiwi market, and 

in terms of sales, Ford’s Everest, 

Toyota’s Fortuner, Holden’s 

Trailblazer and Mitsubishi’s 

Pajero Sport are the shakers and 

movers. 

This evaluation focuses on 

the latter, and the Triton-based 

seven-seat SUV has just had a bit 

a revamp, there are a host of new 

features and an interior rejig so 

that comfort levels are enhanced. 

In terms of specifics, the 

exterior has had some cosmetic 

changes up front, they provide a 

solid, more powerful look. Inside 

there are new display graphics, 

greater storage facility, and soft 

touch padding has been added to 

the extremities. 

One of the most notable new 

features is the powered tailgate 

which can be operated by waving 

a foot under each side of the rear 

bumper – this feature was great 

for loading the hefty cricket gear 

bag I use for coaching my year 7 

Sydenham team. 

Interestingly, the Pajero Sport 

is available now in only one 

specification, and that is high 

grade VRX. It is listed now at just 

$58,990, which makes it a most 

appealing purchase; not only do 

you get a lot of vehicle for that 

price, it is finished with all the 

goodies that characterise highgrade 

Mitsubishi product. 

It is swimming in features way 

too numerous to mention, but 

to list just a few, there are heated 

seats (full leather and electrically 

adjustable), paddle shifters and 

a clever new electronic remote 

control device which will link to 

an owner’s cellphone. It enables 

automatic opening of the tailgate 

when approaching the vehicle. 

Mechanically, little has changed 

with the Pajero Sport other than 

a few electronic tweaks to the 

driveline and four-wheel-drive 

system. The Super-Select 4WD-II 

system has long proven itself in 

Triton, and I consider it one of 

MITSUBISHI PAJERO SPORT: Serious four-wheel-drive SUV. 

the best in this type of vehicle. 

Under the bonnet sits a 2.4-litre, 

four-cylinder, turbocharged diesel 

engine rated by Mitsubishi at 

135kW and 437Nm. It is a real 

powerhouse and drives through 

the sophistication of an eightspeed 

automatic gearbox. The 

engine/gearbox combination is 

rather special, especially so with 

the number of ratios, there is 

almost seamless gearing offering 

the best structures for both 

off-road challenges and smooth 

momentum for the everyday 

commute. 

Of course, the Pajero Sport also 

gets a seriously low ratio transfer 

system for when those fourwheel-drive 

tracks beckon. 

The test car was showing only 

333km when I picked it up from 

the dealership; that being the 

case, I was reluctant to take it 

off-road for fear of damage and/ 

or getting it too dirty. However, 

as good fortune had it, I offered 

to take my son to a rural property 

in Lansdowne Valley to pick up 

some PlayStation games he had 

purchased off Trade Me. 

The house was located up 

a private driveway which 

meandered for several kilometers 

on a steep hill. The accessway was 

mostly sealed bar for some deep 

ruts and broken surfaces. The 

Pajero Sport easily conquered the 

challenge in two wheel-drive, but 

what was most impressive was the 

way the suspension kept wheel 

contact to ground, as well as 

offering high interior comfort. 

Steering feel was constantly 

communicative, and turn in 

direct through huge Toyo tyres 

(265/60 x 18in). On the steep 

descent it was also good to know 

that the brakes were up to task. 

That journey was a good test for 

the Pajero Sport, and even though 

the engine was still quite tight, 

it made easy work of the steep 

incline.

At highway speed it cruises 

comfortably with little sound 

intrusion, there is just a subdued 

diesel throb under load, but 

that is no louder than any of its 

competition. 

There’s been a lot of fresh 

product landing from Mitsubishi 

in recent months, Triton, ASX 

and Outlander have all had a 

refresh, along with Pajero Sport. 

There’s also genuine enthusiasm 

at the local dealership, and with 

a comprehensive and dynamic 

product range on the showroom 

floor, it’s going to be a heady time 

for those under the Mitsubishi 

umbrella in this country.

Restoring an old caravan 

When Steve decided to restore an old 

1966 Freeway caravan, he imagined 

it would take three months. It took 

eighteen! 

“The caravan looked alright. It had a 

bulge on the right side where the bench 

had fallen down after the floor collapsed 

but I didn’t realise the extent of rot it 

had. When the wall linings were off and 

cabinetry out, you could put your foot 

through the walls,” explains Steve. 

To get the caravan into his garage, 

he deflated the tyres then rigged up a 

frame to support the roof. The flooring 

was replaced with 18mm marine ply 

and internal wooden walls with treated 

timber. The original structure was 

untreated, explaining the rot. 

Six months into the project, an 

additional steel frame was fitted around 

the chassis for strengthening along with 

new tail and park lights, axle and springs 

to bring the caravan to warrant of fitness 

standard. 

Aluminium bubble wrap was used for 

insulation, which Steve says is extremely 

warm. The caravan’s lights and fridge 

were rewired to 12 volt, allowing the 

house batteries to run for three days 

before needing to be re-charged, and 

a 150 watt solar panel was fitted to the 

roof. 

Internally, the caravan was lined with 

plywood. Steve then constructed the 

internal joinery, including a curved 

wall wardrobe, new kitchen bench unit, 

double bed base to accommodate a 

comfortable mattress, seat bases and 

a table. Badges, coins and bank notes 

collected on Steve and Lyn’s travels, were 

wedged between a resin cover and the 

Rimu table top. 

Friends and family added their touch, 

helping create some part of the caravan 

or gifting accessories for its interior. New

bench top from a friend’s 

caravan and Rimu from 

a neighbour’s ceiling. The 

tail lights were custom 

built and represent a 1961 

Impala; the car which will 

eventually tow the caravan. 

“Only the chassis rails 

and one piece of wood by 

the door are original,” says 

Steve. 

Steve and Lyn often talked about 

owning a retro caravan to take on 

holidays. The 1966 Freeway cost $3,000 

originally, and around $18,000 to 

renovate. 

Steve says he is unlikely to renovate 

another and suggests anyone considering 

buying a caravan to restore, check 

underneath for rust in the chassis and rot 

in the wooden floor. 

“Rot in the floor has probably come 

from somewhere else so there’s likely to 

be rot all the way down,” advises Steve. 

From dented and battered, Steve has 

completely transformed the caravan 

into a stunning semi-retro, comfortable 

holiday home on wheels. However, he 

says it is like an old car: there is always 

something that could be done. 

The 1966 Freeway Caravan – not to be 

confused with Franklin Freeway caravans 

manufactured in Australia –was built 

in Dunedin with only a limited number 

produced. Steve’s research has found 

little on the New Zealand made caravan 

though he would like to know more.

Plan around available light 

ONE OF the biggest problems 

you are going to encounter when 

you are landscaping small spaces 

is the amount of light available 

and how well the ground drains. 

In larger spaces this is much 

less of a problem because you can 

always vary the design according 

to the conditions, moving a particular 

idea into another section if 

required. 

This is one luxury you don’t 

have in smaller gardens. Landscaping 

small spaces doesn’t have 

to be about growing plants. 

Where there is little natural 

light you could still landscape 

– but without using any plants 

or just a few of those plants that 

thrive in poor light. Just fill the 

area to be landscaped with gravel, 

or lay paving and then place a 

bench in a strategic position and 

dot around some garden sculptures 

– perhaps a water feature. 

You could, of course plant 

many varieties of shade-loving 

plants. If you are landscaping 

small spaces you should let your 

eye move skywards. 

Install some frames and train 

some climbing plants over them – 

perhaps variegated ivy or virginia 

creeper, both of which are lovers 

of poor lighting conditions. 

Try hydrangea and, perhaps, 

a deciduous shrub such as one 

of the varieties of tree holly or, if 

BULKY: Use hydrangeas to cover a small corner, it will grow 

well even without much light. 

you really have green fingers, try 

growing an azalea or two – they 

are a bit tricky to grow but some 

people seem to have the knack. 

For ground cover try coleus, a 

plant that comes with some beautiful 

variegated leaves, and other 

ground covering plants such as 

the various erica species. 

Landscaping small spaces can 

be particularly effective if you 

look around you and carefully 

take stock of the whole space at 

your disposal. Part of the key is to 

look up. 

You are bound to have a perimeter 

fence or wall around your 

property and these can be ideal to 

support climbing plants against 

– honeysuckle, passion fruit and 

climbing roses – to name just a 

few. 

There are literally hundreds of 

varieties of climbing plants you 

could use. You could even plant 

fruit trees. 

Even the smallest patio space 

has sufficient room to grow a 

couple of espalier apple trees 

or pear trees which are trained 

horizontally along a wall rather 

than allowed to grow into their 

natural state. 

Once your actual landscaping 

has been implemented you could 

finish off with some night-time 

lamps. 

Landscaping small spaces really 

can be quite fun if done properly 

with plenty of research up front.

from useful wasp 

WHEN WE mention wasps, 

most people think of the black 

and yellow stinging variety of 

vespula wasps, including 

the nasty german wasp. 

However, other 

families of 

wasps are parasitic 

on pest species, 

a useful 

ecosystem 

service. 

One example is 

Glabridorsum stokesii, 

a parasitoid deliberately 

introduced into New Zealand 

in 1967-1969 for the biological 

control of the oriental fruit 

moth and the light brown apple 

moth. 

Two non-target pests, the 

brownheaded and greenheaded 

leafrollers are also parasitised by 

the wasp. Glabridorsum stokesii 

is native of Australia, it is 10mm 

long with a black and white 

body and mainly orange legs. 

THe parasitoid is often 

confused with the parasite 

of the lemon tree borer but 

the latter has incomplete 

white rings around the 

eyes, while Glabridorsum 

has continuous white rings 

around the eyes. 

Females 

parasitoids 

usually 

oviposit into moth 

pupae, but sometimes 

in pre-pupa or the last stage 

of larvae. They undergo three 

generations per year and can 

parasitise up to 73 per cent of 

the oriental moth population. 

THese parasitoids are 

hosts themselves to other 

parasites, behaviour known as 

hyperparasitism.

there’s no need to 

prematurely put the 

outdoor furniture away just 

yet. Keep that summer vibe 

going with these crowdpleasing 

one-pot wonders 

Slow-cooker pulled pork 

Serves 6 

SELWYN TIMES 

One-pot wonders to keep the summer vibe going 

Ingredients 

2 onions, halved and sliced 

1 Tbsp smoked paprika 

2 tsp ground cumin 

1 tsp ground cinnamon 

2 tsp garlic salt 

2 tsp sea salt flakes 

2 Tbsp Dijon mustard 

3 Tbsp red wine vinegar 

2 Tbsp tomato purée 

2 Tbsp soft light brown sugar 

1.5kg boneless pork shoulder, 

skin and excess fat removed 

To serve 

Soft white rolls 

Coleslaw 

Sliced red onions 

Sliced gherkins 

Directions 

Heat the slow cooker to high. 

Put the onions in the bottom of 

the slow cooker. 

Mix together the spices, salts, 

mustard, vinegar, tomato purée 

and sugar. Rub all over the pork 

then sit on top of the onions. 

Cook for 8 hours. Remove the 

pork and shred into chunks. Mix 

in 4-5 Tbsp of cooking liquid 

from the slow cooker. 

Serve in buns with coleslaw, 

sliced red onions and gherkins, if 

you like. 

Halloumi and vegetable 

tray-bake 

Ingredients 

4 courgettes, cut into small 

chunks 

1 red onion, cut into slim wedges 

3 large garlic cloves, skins left on 

3 Tbsp olive oil 

300g cherry tomatoes 

250g halloumi, sliced 

CROWD-PLEASERS: (Left) Slow-cooker pulled pork, 

(above) halloumi and vegetable tray-bake 

¼ tsp cumin seeds 

Dried chilli flakes a few pinches 

(optional) 

To serve 

Flatbreads 

Hummus 

Hot sauce (optional) 

Directions 

Heat the oven to 200 deg C/180 

(fan-forced). Toss the courgettes, 

onion and garlic with the olive 

oil and tip into a large, shallow 

baking dish. Season well and 

roast for 10min. 

Stir in the cherry tomatoes 

and sit the halloumi slices on 

top. Sprinkle over the cumin 

seeds and chilli flakes, if using. 

Cook for another 15min until the 

tomatoes start to burst and release 

juice, and the halloumi is turning 

golden. 

Squeeze the garlic cloves out 

of their skins and mash into the 

oil and juices in the baking dish, 

stirring it in. Spoon everything 

onto plates and serve with soft 

flatbreads and hummus or hot 

sauce, if you like.

Meetings for ratepayers of the following drainage and river rating districts are 

being held as outlined below: 

• Halswell/Hurutini Drainage District: Tuesday 3 March, 7pm, 

Greenpark Community Centre, 156 Greenpark Road, Greenpark 

• Selwyn River/Waikirikiri: Monday 9 March, 7pm, 

Greenpark Community Centre, 156 Greenpark Road, Greenpark 

• Lower Rakaia River: Tuesday 10 March, 7pm, 

Environment Canterbury Ashburton Depot, 4 McNally Street, Ashburton 

The purpose of the meetings is to elect a liaison committee for each of 

these rating districts, and to discuss works and finances. All ratepayers are 

welcome; your rates notice will tell you if you are a ratepayer of any of the 

above districts.

of Alpha Company 2/1 Battalion, Royal New 

Zealand Infantry Regiment from Burnham 

Military Camp. 

Training will involve soldiers small arms 

range practices on West Melton Rifle Range. 

The Live firing of small arms weapons will be 

conducted from 6pm to 11pm. 

The New Zealand Army takes fire risk seriously 

and will ensure fire mitigation is present.

the West Melton and Burnham area over the 

period 3 – 6 March 2020. 

The exercise will involve up to 80 personnel 

of Delta Company, 2/1 Battalion, Royal New 

Zealand Infantry Regiment from Burnham 

Military Camp, conducting live night firing 

between 3-6 March 2020. 

Personnel with weapons will be moving on 

local roads between the West Melton Rifle 

Range and Burnham Military Camp on 6 

March 2020. 

The New Zealand Army takes fire risk seriously 

and will ensure fire mitigation is present.

Buying a property at auction 

If you’re keen on a property that’s going to auction, preparation 

is everything. A successful bid means you are immediately 

committed to buy the property; you cannot seek legal advice, 

arrange finance or even get the property valued or inspected 

when the auction is over. 

That means you need to do all your 

due diligence in advance of auction day. 

Before the auction (usually after you’ve 

viewed the property), the real estate agent 

working for the seller should provide you 

with a copy of the terms and Contract of 

Sale, which sets out what chattels will be 

included with the property. This document 

will also tell you the amount of the deposit 

to be paid by the successful bidder, and 

when the balance of the payment must 

be made. These documents should be 

checked by your lawyer. 

You should consider having the property 

checked (preferably by a qualified 

inspector who has professional indemnity 

insurance and carries out their work 

in accordance with the New Zealand 

Property Inspection Standards and 

obtain an up-to-date Land Information 

Memorandum (LIM) from the local 

council. It’s a good idea to get a valuation 

of the property, especially as you are likely 

to require one if you need a loan. Some 

websites provide free estimated market 

values that may be useful. 

There’s a lot to 

take in at an auction 

and it’s easy to 

feel overwhelmed. 

If you can, go 

along to one as 

an observer to see 

how the process 

works before you 

actually want to 

buy. Remember 

that the auctioneer 

is working for the 

seller and they want 

to get the highest 

price possible for 

the property. 

At an auction, 

the auctioneer will read the terms and 

conditions of the sale aloud and announce 

if a reserve price has been set. They must 

also state whether the seller has reserved 

the right to bid during the auction. This 

is called ‘vendor bidding’ and it is only 

allowed under strict circumstances, such 

as when the property being auctioned has 

a reserve price; when the reserve price has 

not yet been met; and the auctioneer has 

made it clear that the bid being made is a 

vendor bid. They must do this by saying, 

‘this is a vendor bid’ rather than using any 

jargon. 

Auctioneers sometimes use vendor 

bids as a way to start off the bidding, or 

to move the bidding towards the reserve 

price. Vendor bids can be made by the 

auctioneer, or another person working on 

behalf of the seller, such as a real estate 

agent. An auctioneer can also use a preauction 

offer to start the bidding. 

The auction continues until there is only 

one bidder left. At that stage, if the reserve 

price is reached or beaten, the highest 

bidder will be the successful buyer. If the 

reserve price isn’t reached, the seller can 

tell the auctioneer to stop the auction 

without selling the property. 

If the auction is stopped without a 

sale, the highest bidder may have the 

opportunity to negotiate with the seller 

(via their agent) after the auction. If this 

happens, the terms and conditions of 

the auction no longer apply and you can 

negotiate new ones.

Many people dream of owning a lifestyle block 

where they can live the rural lifestyle and have more 

space with a larger home and a few animals. 

Chris Flanagan, owner of Selwyn real estate firm 

Matson and Allan, says it is a matter of going in with 

your eyes open. 

“When looking to buy a bare land lifestyle block 

you need to consider the services it has available,” 

advises Chris. 

Chris lists the availability of water and electricity, 

putting in a driveway, siting of a new home, 

covenants on the property, and GST status as all 

questions to address. 

“The majority of buyers will need to drill their own 

well,” says Chris. 

Each situation differs with the cost of drilling a 

well. This is influenced by the depth needed to access 

a reliable water supply. 

Next, buyers should consider where the electricity 

is in relation to the block and where the home will be 

built. Power may need to be brought down the road 

though usually, it will simply involve bringing power 

from the road onto the property. 

Accessibility and cost of sourcing services may 

determine where a new home will be sited. Building 

close to the road can minimise costs but could 

ultimately devalue the property. To avoid this, it 

is important that service connection costs are 

factored into the budget. 

Building platform regulations are generally 

not an issue in Selwyn though nearer the 

Port Hills or in flood prone areas, there may 

be a minimum building height with a more 

engineered foundation required, adding to 

the build cost. 

It is very important to check the GST 

status when purchasing a bare land 

lifestyle property. Generally, if the vendor 

is registered for GST then GST will be 

payable on top of the purchase price. It 

would be advisable to seek professional 

advice from an accountant with regard 

to any possible GST payment. 

When buying a bare land lifestyle block, also check 

if there are any covenants against the title. Covenants 

are put in place to protect the purchasers’ investment 

and ensure the subdivision is of a high standard. A 

lot of covenants will not allow relocatable homes 

and require that all new homes are constructed from 

new materials. Chris says they are also seeing new 

covenants requiring that shelter belts are trimmed 

annually and kept to a certain height. Factory 

farming is always not allowed. Chris says he is also 

seeing more covenants introduced that are requiring 

paddocks be topped every year to reduce the risk of 

fire. 

If you are looking to purchase a lifestyle property, 

make sure you ask the real estate agent selling the 

block about the covenants, services available and the 

GST status. Chris and his team at Matson and Allan
