Eastern
suburbs
repairs
could take
a while
• By Louis Day
IT COULD be a while until
the eastern suburbs start to
see Lianne Dalziel’s campaign
aspirations for the area come to
fruition.
During October’s local body
elections, Ms Dalziel identified
repairs to the eastern part of the
city’s footpaths, pipes and roads
as one of her main priorities for
this term.
“We need a fully integrated
programme of works for the
east, I have loosely called this
the eastern alliance, which
would essentially be an alliance
of contractors who can take
the whole area bit by bit and
systematically get the work
done,” she said during the
campaign.
But chief executive Dawn
Baxendale said any request to
pursue a specific project in the
east would have to be agreed
upon by council.
City councillors are yet to pass
on any guidance to staff around
this, she said.

Councillor takes flooding
matters into his own hands
• By Louis Day
AFTER YEARS of inaction on
New Brighton’s Anzac bridge,
city councillor Phil Mauger
decided to take matters into his
own hands.
The Burwood Ward city councillor
came across a local resident
attempting to remedy the two
walkways beneath the bridge,
which have constantly flooded
since the 2011 earthquakes, with
a shovel and a trailer load of
shingle.
This is when Cr Mauger
decided to step in, without the
permission of the city council.
“He was shovelling himself to
death,” he said.
“I told the bloke I’ll do it, not
because I can’t get in trouble, but
because I don’t care.”
Cr Mauger has now filled one
of the walkways with shingle
using a Bobcat, making it about
half a metre higher than it used
to be and allowing for pedestrian
access.
“It is just common sense and
it is making life easier for the
people in the east.”
He said he would seek city
council authorisation to conduct
similar works to the walkway on
the other side of the bridge.
Duncan Sandeman, who is
acting director of the mayor and
chief executive’s office, said staff
were working with Cr Mauger to
ensure if he wanted to undertake
work on city council assets in the
future he does so with the correct
authorisation.
RAISED: City councillor Phil Mauger filled the walkway beneath
Anzac Bridge with shingle to prevent constant flooding (left).
He plans to do the same to the walkway on the opposite side
(above).

Repair decisions could be made as part of the Annual Plan
•From page 1
Ms Dalziel told Pegasus Post
some decisions could be made as
part of the Annual Plan which is
currently under public consultation
until April 5 and will be
finalised before July 1, and others
as part of the Long Term Plan
which will be reviewed next year.
“We will have to consider the
big issues which have essentially
been on hold in the meantime,
for example, the location of
stopbanks along the Avon River
and the impact on the roading
infrastructure,” she said.
“These are big decisions and
will require the community
board and councillors to be fully
briefed and will require community
input. Some decisions
could be part of the Annual Plan,
but the big ones will be part of
the LTP.”
Mrs Baxendale said the approach
of using an alliance of
contractors was something which
was already being applied to
work across the city.
“We are committed as an
organisation to aligning works
wherever possible to achieve
the best outcome in terms of
efficiency and to minimise
disruption to citizens. This is
something we are applying to
our work across the whole city
and it very much encompasses
the concept of what the mayor
outlined,” she said.
South Brighton School pupils kept busy
FUN IS has been given back
to South New Brighton School
pupils after a fire closed the
school temporarily.
The school was closed after a
blaze ripped through three classrooms
on March 6. It was set to
reopen yesterday.
New Brighton’s Youth
Alive Trust has been running
programmes to keep pupils busy.
Pupils went to the
Christchurch School of
Gymnastics on Monday to take
part in have a go activities,
including trampolining, rope
swinging, jumping into the foam
pit and wall climbing.

Davids heads national body
advocating for community boards
Ken Couling responds to
the letters in last week’s
Southern View about the
recent articles on the 360
Trail group’s proposal to
build a pathway beside the
Bromley oxidation ponds
and the effect this may have
on birds.
Some recent correspondents to
Southern View have completely
the wrong idea about the proposed
pathway along the east of
the oxidation ponds.
The path would meander
through the existing bush
between the oxidation ponds
bund and the estuary. It would be
invisible from the estuary, hence,
cause little or no disturbance to
birds on the estuary.
Further south between Sandy
Point and the windsurfing car
park is an existing exposed public
pathway.
The construction of a shade
cloth fence, until overgrown by
newly-planted native shrubs, will
reduce the existing disturbance
of the birds using this part of the
estuary.

Alexandra Davids has become
the youngest person to head the

community boards.
At 34, Ms Davids plans to
“take advantage of my relative
youth and energy to help advocate

change” as community board

for Local Government
New Zealand.
“I was surprised to be chosen,
to an extent.
“It has taken many years for
younger people to be taken seriously,
so it has felt special to be
elected with support from more
mature people,” she said.
First elected to a community
board at age 28, Ms Davids continues
to build on her very early
commitment to helping young
people and families.
“Instead of going to holiday
programmes, my mum would
send me to the Methodist Mission
Food Bank to volunteer
putting together food parcels for
families.
“I got to meet some of the
families and it gave me an
insight at a very young age as to
how people were struggling in
our city,” said Ms Davids.
Ms Davids also works with
the Battered Women’s Trust, answers
calls for Crisisline, is the
chairwoman for Keep New Zealand

and is a Graeme Dingle Foundation
trustee and Resource Management
Act commissioner.
She also stars in Murder Mystery

Simple meals to lift anyone’s spirits
• By Ian Knott
Who doesn’t love a
good feast of lasagne or
spaghetti bolognese?
For a change, try this
baked spaghetti recipe
instead. It’s super easy and
the perfect mash-up of
two family classics
Baked spaghetti
Serves 6
Ingredients
Cooking spray
500g spaghetti
2 Tbsp extra-virgin olive oil
1 medium onion, finely chopped
2 cloves garlic, minced
500g beef mince
Salt
Freshly ground black pepper
1 tsp Italian seasoning
1 can crushed tomatoes
½ cup basil, chopped
1 cup shredded mozzarella
¼ cup freshly grated parmesan
Fresh parsley, chopped, for garnish
Directions
Preheat oven to 180 deg C.
Grease a medium baking dish
with cooking spray.
Cook spaghetti according to
package directions until al-dente,
drain, and set aside.
Meanwhile, in a large skillet
over medium heat, heat oil. Add
onions and cook until soft and
translucent, about 5min. Stir in
garlic and cook until fragrant,
1min more. Add ground beef,
season with salt, pepper, and
Italian seasoning, and cook until
no longer pink, about 8min.
Drain fat in a bowl lined with
paper towels and return to pan.
Pour in crushed tomatoes and
basil and simmer until slightly
reduced, about 10min. Season
with more salt and pepper to
taste.
Toss with spaghetti, then
transfer to baking dish and top
with mozzarella and parmesan.
Bake until cheese is melted and
pasta is warmed through, about
20min.
Garnish with parsley and serve.
Homemade chicken
noodle soup is already
easy to whip up, but tossing
all of your ingredients in a
slow cooker makes it
even easier
Slow cooker chicken noodle

salt and pepper. Pour in broth.
Cover and cook on low, 6 to
8hr. Remove chicken from slow
cooker and shred with two forks.
Discard herbs and bay leaf.
Return chicken to slow cooker
and add egg noodles.
Cook on low, covered, until
