Delay in opening corridor By SHELLEY TOPP The opening of the $290 million Christchurch northern corridor motorway between Christchurch’s Cranford St and the Waimakariri River bridge has been delayed. The new motorway was scheduled to open in the middle of this year but a series of additions and ground settlement issues have pushed the opening back to December. “We need to allow more time for completion,” the portfolio manager for the New Zealand Transport Agency (NZTA), Colin MacKay, says. NZTA is part of the CNC Alliance, which also includes the Christchurch City Council, construction company Fulton Hogan, and the engineering companies Aurecon, and Jacobs, which are involved in the project. ‘‘Changing the opening date requires no extra budget for the materials and construction, and asmaller project team will stay in the office at Winters Road to complete the work,” he says. The additional items not included in the original scope include the third southbound (carpool) lane over the Waimakariri River bridge and the clipon cycleway alongside the bridge. Longer settlement periods were also needed on the motorway alignment across Progressing ... the greenfields areas through northern St Albans, Redwood and Belfast. “The CNC Alliance expects to open the motorway from the Waimakariri River Bridge to Cranford Street, including the Tram Road and CNC carpool lanes, just before Christmas this year,” he says. The additional work for the carpool lanes and northern cycleway connections will be completed in parallel with the final sealing work for the motorway, so they will all be ready to open at the same time, he says. “We thank everyone who is affected by this project for their patience as we ensure that we build aquality, longlasting, resilient road which will benefit greater Christchurch for many years.” Mackle eyes opportunities to co-operate By DAVIDHILL Councils working together is seenasthe way to achieve financial sustainability for the Kaikoura DistrictCouncil. As the council looks aheadtonext year’s Long TermPlanprocess, Mayor CraigMacklehas beenmeetingwith neighbouring councils to exploreways of cooperatinginabid to make the council more financially sustainable. Council staff have been working on a financial and corporate sustainability project sincelast year as the councillooks to the future following the earthquake recoveryand the risingcosts faced by a smallcouncil. ‘‘There’s options out there,but what’s going to work best? We are still filtering throughthem. We are talking to other councils and LGNZ (Local Government New Zealand),’’ Mr Mackle says. ‘‘It’s like doingthe ironing and we’ve just picked up the iron.’’ He sayshehas held meetings withthe Christchurch,Hurunui, Waimakariri and Marlborough councils, and Environment Canterbury, in recent weeks. ‘‘We are trying to leave no stone unturned. But it’s way too early to say what it mightlook likeatthe end of it. ‘‘We’retrying to get something in place in the next few months with some sort of direction or potential direction. ‘‘Theconversations with the other councils have been going very well. You just come away with your mind swimming with lots of ideas, but it’s about getting it into one clear vision.’’ Kaikoura received some positive news earlierthis year, with the latest statistics from Informetrics showing that while economicactivity driven by the rebuild is easing, the overall trends remain positive, with 2.5 percent growthlast year. The highest contributingsectors were the accommodation and foodsectors, dairying, then rail, waterand other transport. Employmentgrew by 1.8%, primarily driven by construction. Martin and Jill Brooks say the 70kmhspeedlimit leading up to and through thePegasus roundabout on StateHighway 1is‘‘absolutely stupid’’ and shouldbelowered to 50kmh. Another Pegasus resident,Ronel Stephens,who is also the community connectorfor the Pegasus Residents’ Group, agreesthe roundabout is dangerous. ‘‘Almost every time Ienterorleave that roundabout Ihave some kindof traffic incident that makes me feel unsafe,’’ she says. ‘‘The speed the traffic enters the roundabout from the northisway too fast. ‘‘It is as if the driversofthe incoming traffic are surprisedbytheirown speedwhen they are in the roundabout and this often results in the driver veeringoff on atangent.’’ This has caused many accidentsatthe roundabout,making it dangerous not only for motorists but also pedestrians, she says. Trucks are especially dangerous, at timescutting off other drivers. Like Martin and Jill, Ronel would also like to see the speed limit cut to 50kmh. ‘‘There are three speed limits between Waikuku and the Pegasus roundabout and they are all very badly signposted,’’ shesays. However, duringaSeptember 2019 New Zealand TransportAgency (NZTA) consultationonspeedchanges for that sectionofhighway,the agency proposed to ‘‘retain the speed limit at the Pegasus roundaboutatthe current speedof70kmh, but to reduce the speedfrom 100kmh to 80kmh on the stretch of road from Waikuku to where the speed limit currently changes from 100kmh to 70kmh (near Pegasus)’’.
