We’re now coming up to a month in 

lockdown and getting used to watching 

the daily briefings, zoom meetings 

and timing trips to the supermarket. Of course 

we are also used to the uncertainty of the 

situation; work, home, family - it’s a worrying 

time for everyone but as ever the recovery 

industry pushes on. 

The associations have been busy working 

on your behalf; updates are included in this 

issue from AVRO, The IVR and PROF as well 

as from work providers. Derek Ferminger has 

highlighted the Key Worker card from The IVR in 

his feature on page 10. 

There’s good and bad news from us this issue. 

We’ve been working on a new website for Tow 

Show for some time now and now it’s live.

Sadly, the lockdown extension has meant 

us having to cancel our Somerset Roadshow 

that was scheduled for 19 May; we’re already in 

the process of rearranging the show for 2021. 

The two remaining shows are going ahead as 

planned at the moment but please keep an eye 

on our news for any updates. The Tow Show in 

October is still going ahead as planned.

Haynes Motor Museum, Somerset - Tuesday, 19 th May 

Following the Governments latest announcement on lockdown restrictions we have decided to take the decision to 

postpone our first Roadshow of the year planned for Tuesday, 19th May in Somerset. 

Plans were well underway for the Roadshow with over 20 exhibitors booked and ready to attend, and with Haynes 

Motor Museum hosting one of our Roadshows for the first time excitement was growing. 

We’re already planning for 2021 with the Haynes Roadshow already 

confirmed, watch this space for more news in coming issues.

As a result of the current 

Coronavirus situation, many of you 

and your teams will be trying to 

work remotely and from home. The good 

news is that with Apex RMS, you can log 

into your system from any computer and 

any location, at no extra cost. 

There are three options for you to 

consider: 

1 - Installing the Apex Web Client on your 

home PC 

Go to www.apex-networks.com/ 

downloads.aspx 

Scroll down and click on the ‘download 

web client’ link. After the download has 

completed, please follow the installation 

instructions. 

You will then be asked for your 6-digit 

installation code (this is unique to your 

company) and can be found on the 

‘Help and Support’ pop up on your main 

work computer, which can be found by 

pressing the “F1” key or on “click here 

for help and support” at the bottom left 

hand corner of the RMS screen on your 

RMS system at your place of work. 

Once you have entered your installation 

code, you will be able to access the Apex 

RMS system just as you do at your normal 

place of work. 

2 - Without installing Apex Web Client 

(specifically for Mac users, but also 

for those who cannot install the Apex 

Web Client) Note: you may lose some 

functionality 

Open up Google Chrome on your PC / 

Mac. We strongly suggest you use Google 

Chrome as our system may not configure 

correctly with other web browsers. For 

those who do not have Google Chrome 

installed, go to www.google.com/ 

chrome/ and follow the instructions to 

download. 

Copy and paste your Primary URL 

(this can be found in the same ‘Help & 

Support’ pop-up) into the address bar of 

Google Chrome. 

You should now be able to log into your 

system as usual. 

3 - Night control function 

For those customers who do not have 

a PC at home, you can choose to divert 

incoming jobs directly to your PDA device 

by switching to night control. We would 

only recommend this for those customers 

who are expecting low volumes of jobs, 

as this option does not provide the same 

amount of functionality as a full RMS 

system. 

If this is being done by someone who is 

usually only office based, you will need to 

be set up in the RMS system as a driver to 

divert the PDA function to you.

J&J Conversions welcome RD Avery 

It’s always a joy for J&J Conversions Ltd to welcome new 

customers, and meeting the management team from RD 

Avery was certainly a pleasure for them earlier in the year. 

Although a relatively local company based in Lanford, Wiltshire 

for almost four decades, RD Avery were predominantly 

involved, and highly respected in heavy recovery. 

2020 has been an exciting year of growth for Ray, Andrew, 

Stewart and their team, opening their new purpose built facility 

in Portsmouth. This expansion to a second site in a more urban 

location, along with changes to their business model created 

the space for a few more vehicles in the mid/ light weight range 

category. This is where J&J were lucky enough to start the 

conversation and show case their equipment. 

Initially the team visited J&J in Andover where along with Nick 

Prideaux as a representative from The Hendy Group they discussed 

the merits of putting 7T Iveco Dailys into their service. 

They were delighted to be given the opportunity to build not 

one, but two slide beds for the new fleet. Both are Daily Crew 

Cabs with rear air suspension and Business Premium packs. On 

review of the company’s requirements Stewart opted for one 

aluminium Predator slide bed and one F1 Low Approach slide bed, 

both of which were completed within the month and are now fully 

operational. 

J&J commented: “You really couldn’t wish to meet a more

CMG Gala Night 

cancelled 

The CMG Gala Night, scheduled this year to 

coincide with the Brooklands Roadshow on 18 

June has been cancelled. 

The decision was made by CMG Manager 

Director Jason Brice this week due to the 

current conditions. 

Jason commented: “Everyone connected 

from CMG with this event is so disappointed 

as the planning had been going really well, and 

we received such positive feedback for the 

event. 

“We had put lots of time and effort in with 

ideas for our inaugural gala dinner so that we 

could try to raise as much funds possible for 

RISC being our nominated fundraising partner. 

“We will certainly look to reschedule the 

event at a suitable time in the future, and 

in the meantime would like to express our 

sincere thanks to all those companies and 

individuals from within the industry who had 

come on board with such fantastic support 

and sponsorship for the event”.

have occurred, and pace of reaction from the government.

During the very unusual times we find ourselves, 

RED understand that the work UK recovery 

operators continue to undertake is essential 

and vital to keep all our key workers on the road, and 

are very grateful to all the VRO’s out there working 

hard. 

During the Covid-19 pandemic, RED want to assure 

their customers that they are fully operational, and 

have taken steps to ensure they are well stocked 

through this period of uncertainty. 

Justine told us: 

“We are following government guidelines, and are 

therefore working with a temporarily reduced team 

based between home and the office, however our aim 

is to maintain essential services to our customers. If

will be available to take calls, and despatch equipment

Copart’s essential 

role maintained 

Copart, which supplies salvage services to most of the UK’s leading insurers, will continue to play its part in 

ensuring that motor claims are processed and settled as quickly as possible during the covid-19 crisis, UK 

managing director Jane Pocock said today. 

Her message to insurers comes as 

the body that regulates insurers, 

the Financial Conduct Authority 

(FCA) has confirmed that the claims 

service provided to policyholders by their 

insurance companies is deemed essential 

under the Government’s Coronavirus Bill. 

In addition, Defra has confirmed to the 

British Metals Recycling Association that 

front-line staff involved in the depollution 

and disposal of end-of-life vehicles are 

deemed critical workers. As a result, the 

British Vehicle Salvage Federation has 

confirmed that services supporting the 

recycling of salvage must continue. Jane 

explained that Copart had received letters 

from Claims Directors and insurers’ legal 

counsel confirming that they classify the 

company as a “critical service partner”, 

and that Copart must therefore maintain 

services to protect the insurance claims 

supply chain and the interests of insurers’ 

customers. “We work for most of the UK’s 

major insurers, collecting, transporting 

and storing accident-damaged vehicles 

on behalf of insurers, enabling them 

to be assessed so that claims can be 

processed and customers can receive 

payment as soon as possible,” she said. 

“This is especially crucial during this time 

when so many people are facing financial 

challenges – for example many people 

have loans to pay for their vehicles and 

need claims settlements to repay those. 

“We have a great relationship with our 

insurance partners, and we’ve been in 

constant communication with them 

regarding the new challenges we are all 

experiencing.” 

Copart has set up a task force to collect 

all cars assigned to them by insurers as 

quickly as possible, but some damaged 

vehicles are now getting stuck in garages 

and body shops that have had to close. 

This means the vehicles can’t be repaired 

as they normally would be. 

So some insurers have asked instructed 

Copart to collect some of these vehicles 

and to either store them, or put them 

into the total loss process so they can 

conclude matters with their policy holders. 

“We also have a huge supply of vehicles 

that can be dismantled for repair, so we 

have adapted our processes to help here 

too. We have all pulled together to tackle 

the various challenges and our workforce 

has been incredible,” said Jane. However 

she stressed that Copart is only operating 

those aspects of their services that are 

deemed essential. 

“We began reshaping our business as 

soon as it became clear that coronavirus 

was going to have a significant impact, 

the majority of our staff are now working 

from home, and we have been pro-active 

in scrupulously following safety guidelines 

and taking every action we can to keep all 

our people and our customers safe. 

“As part of a global US-based business 

we are especially aware of how we need to 

be prepared as this crisis develops.” 

She added that continuing these 

core operations may help some small 

automotive businesses reliant on the 

supply chain to maintain a level of trading, 

as well as helping to maintain the flow of 

parts to feed repair garages – which have 

been deemed as essential to keep key 

workers’ vehicles on the roads – at a time 

when parts supplies from many sources is 

drying up. 

Copart’s Operations Centres have 

capacity for 48,000 vehicles, which is 

key at a time when body shops and other 

places where vehicles may be stored are 

closed. They are in largely rural areas 

rather than in areas of high-density 

population. 

Measures taken to protect Copart’s 

employees and customers include: 

● Closing their Operations Centres to 

all visitors ● Converting services from 

collection by customer to delivery by 

Copart - these services do not necessitate 

any close contact with customers or 

business partners ● Removing the need 

for insurers to send engineers to inspect 

cars at Copart sites by making their own 

engineers available to do this.

I 

did make a promise that my next editorial will be a much 

easier read. With the everyday discussion focusing on 

Coronavirus it’s hard to find fresh subject matter, perhaps 

that’s the answer, the same subject matter but a different 

message, something positive for our industry’s key workers. 

I recently exposed the IVR as our ‘industry’s best kept secret’ 

well they’ve only gone and done it again, as were all talking about 

that ‘C’ word Coronavirus I mean, and how the recovery industry 

is an essential industry and therefore its staff are ‘Key Workers’. 

I’m sure everyone knows how the recovery industry falls into 

the Key Worker category. Government describes it under the 

heading; 

Transport: ‘This includes those who will keep the air, water, 

road and rail passenger and freight transport modes operating 

during the COVID-19 response, including those working on 

transport systems through which supply chains pass’. 

Key workers 

Yet again it’s abundantly clear the countries strategic road 

network cannot function with you the independent recovery 

operator. 

Granted we were all talking about how the recovery industry’s 

staff can prove they are key workers, this is one of the topics 

discussed on the regular conference calls PROF has been 

organising with its key stakeholders. These discussions have 

recognised there will be another issue just around the corner. 

Just how will the recovery industry prove to any enforcement 

officer, Police, Police Community Officer (PCO) or should it come 

to it the Army. Involving the Army is extreme I know, but some 

countries have found it necessary. 

With the Coronavirus pandemic situation changing daily, and 

government guidelines strengthening the lockdown and social

distancing rules, it wouldn’t 

be long before the lockdown 

meant you could only travel for 

essential use, or if you were an 

essential worker. 

Now it’s easy for an NHS 

worker stopped on their 

way to work to prove that 

he or she is a ‘Key Worker’, 

they just produce their 

NHS employment card, 

unquestionable they are a Key 

Worker. However, it’s not so 

easy for your controller on 

their way to the office or a 

driver on their way to the yard 

to collect their truck. It’s been 

suggested a letter from the 

company should be enough, 

well that might work? Well the 

IVR sets the industry standard 

once more, and in conjunction 

with PROF provides the 

solution, it has produced a 

‘Recovery Industry Key Worker 

Card’. 

Working on a solution 

Prior to the subject being 

part of the PROF emergency 

COVID-19 conference call 

agenda the IVR was already 

working on a solution, 

the foresight of the IVR’s 

management council knew 

there would be a requirement 

for a unique industry ‘Key 

Worker’ identity card. This 

became clear from the 

governments evening address 

on the BBC, the lockdown 

measures would be strictly 

monitored, to the point of 

enforcement action taken 

were necessary. 

So as soon as the PROF 

working group had discussed 

the matter on the Friday 

morning call, Mac Hobbs, who 

was representing the IVR on 

the calls, said he would take 

the problem away as an action 

point for the IVR and come 

up with a credible solution, 

confident he was as the 

information was already on the 

graphic designers desk. 

Period of uncertainty 

During this period of 

uncertainty the PROF 

emergency calls were being 

held twice a week, so on the 

Monday call the first draft of 

the IVR/PROF key worker card 

was circulated and discussed, 

with some minor changes 

agreed the approval was given 

by all the stakeholders on 

the call for the IVR to move 

forward with the Key Worker 

Card project. 

I’ve laboured this point 

so many times in the past 

about the IVR and I make no 

apologies for saying it again, 

The IVR is a wholly owned 

not for profit membership 

organisation, any surplus 

income is reinvested back 

into the industry as training or 

improvements in safety. 

This is a prime example of 

the reinvestment approach

for the wider industry and not just 

IVR members, as the cost associated 

with the design, production and the 

administration and distribution of these 

cards has been met fully by the IVR, when 

I say administration, the logistics behind 

receiving the orders, preparing, labelling 

and posting in these difficult times is not 

so easy, as lets also consider the fact the 

IVR’s office is also closed with the office 

staff working from home. 

The IVR office staff rarely gets a 

mention or sees any sign of appreciation 

for the good work they do. On this 

occasion they have all worked over the 

Easter Bank Holiday weekend, thank 

you ladies, Rianne, Dee, Antonia and 

not forgetting Mary who I know had her 

weekend interrupted with the postage 

and logistics difficulties behind this 

project. Working from home meant Mary 

also involved her children, labelling and 

posting to the entire IVR membership, 

as well as the additional requests made 

for bundles of cards from the recovery 

companies’ staff, drivers, controllers, call 

handlers, they are all essential and ‘Key 

Workers’. 

Fresh news 

The IVR and PROF must also pass on Its 

thanks to the work providers on the call 

as they will all contribute towards the 

cost of postage, not a number that will 

break the bank, that’s not the point, 

this is about a united independent 

recovery industry, working better 

together, we all know under normal 

office circumstances they would have 

volunteered the services of their 

respective mail rooms and provided 

a seamless service on behalf of the 

IVR PROF and the wider industry. 

This ‘Key Worker’ card could 

be fresh news for some of the 

magazines readers, it has been 

well publicised within the industry’s social 

media and received some great feedback, 

but not everyone subscribes to Facebook, 

Twitter or Instagram, I know because I’m 

one of the few who steer clear. Anyway, 

this raises the question, so how would you 

get a card or more to the point how you 

would request a bundle of cards for my 

company. 

That’s dead easy, either email the IVR

they both have details about the card. 

When you make your request will be 

asked to justify why you require a card or 

cards, as not anyone is entitled to have 

one, the card holder must be a ‘Key 

Worker’. 

What is just as important is the use 

of the card, so if you’re an IVR member, 

then you will have received a card with 

your name hand written on it, if you have 

requested a bundle of cards for your 

company then with your postal deliver 

you will receive a sharpie pen to add 

your staff members name. As you can

is also your responsibility when they are 

issued to explain to the card holder, they 

must also carry with them either their 

drivers’ licence or DQC card as proof of

out rate 

LV= Britannia Rescue is pleased to announce that it has 

agreed an increase to the call out rate from the 2nd April 

2020 for its network of independent vehicle recovery 

operators, working out as a 7.5% increase on the call out for 

the majority of jobs. 

LV= Britannia Rescue 

has consistently 

improved the payment 

structure to its network 

over the last few years, 

recognising the hard work 

and commitment that the 

network provides to us and 

our customers. 

Although this rate 

increase was due to 

be implemented in the 

summer, due to the current 

circumstances and the 

COVID-19 pandemic, we 

accelerated this as quickly as possible so that it will not only 

provide some short term relief but show our commitment for 

the longer term when businesses and volumes will hopefully 

return to normal.

the industry 

Before this situation 

happened there has been 

so many challenges facing 

our industry, job costs to running 

costs and wage retention of staff 

including training, equipment 

investment etc and the ability to 

jump with that leap of faith to 

diversify your business outside 

the box! Depending on your 

collateral retention and support 

within your company. But why 

should we look for other sources 

to subsidize what we know? 

Cost increases 

The other factors have been 

the cost increases with in each 

regional area to business rates 

and cost of living to the public 

since the last recession in 2008 

this has increased against the 

incoming to the outgoing roughly 

3% each year. This has not been 

reflected in the industry as a 

whole and is being oppressed by 

the big three for the capital gain 

of their shareholders that some 

of them have bought and sold 

them several times over these 

years to off shore investors. 

The big three 

Over the last few years they 

have reduced what you can 

charge for on each policy 

(example mechanical breakdown) 

but they still charge the member 

and not paid to the network. 

These actions of the big three 

have brought control to the 

other breakdown suppliers as 

they are unable to reflect the 

required increase because of the 

fear of losing their own clients 

to the big three that will under 

bid the current price. We all 

know that business is business. 

But if they require a service to 

be provided at a professional 

level something needs to give. 

This has also left us all open to 

be dictated to on the running of 

our business with the different 

trading agreements with some 

forced SLA’s and KPI’s which 

is not realistic to all the above 

issues.

So where have the trade 

associations been over the 

years? They have worked to 

protect their own member’s 

interests but it feels not for all 

the whole industry? This has left 

us all wide open to be dictated 

to the climate for culprit 

companies pockets. Independent 

operators do not have a place to 

go to, to actually be represented 

by the industry as a whole to 

fight the corner without having 

to join an association? There 

seems to be no consistency 

of representation weather it’s 

with in our own industry or 

approaching the government on 

issues. 

One voice 

There should be one voice 

created within the industry to 

represent all the voices on all 

issues representing the industry 

from all parties weather it’s to 

the suppliers or government 

to give a professional 

representation. 

So where have the trade 

associations been over the 

years? They have worked to

interests but it feels not for all

THE IMPORTANCE OF TRAINING YOUR TRAINER 

teaching them how to train well! 

“Training is the process of acquiring the knowledge, skills and attitude that is needed to fill 

the gap between what a Learner wants to do and what they are capable of doing now” 

Training is vital within all companies 

as it is a way of ensuring your 

employees can perform their duties 

with the due care and attention needed to 

remain safe and protect themselves, their 

colleagues and those with whom they 

interact. 

Trainers are charged with the duty of 

changing Learner’s behaviour, their job is 

to get Learners to see the value in applying 

new skills, methods or procedures. Not 

only do they need to be well prepared, 

they need to be well motivated, 

enthusiastic and they need to understand 

the audience to whom they are delivering; 

to know how best to ensure that when 

everyone leaves the classroom they are 

all able to perform their new skills to the 

same level and apply those skills in the 

appropriate situations. Participants learn 

more effectively and efficiently in classes 

run by well trained and motivated trainers. 

Simply put, people try harder and pay 

more attention when classes are led by 

competent and enthusiastic trainers. 

For any company to grow and ensure a 

duty of care to their staff it is important 

to provide the correct level of training to 

staff members and one way to ensure you 

are doing everything you can is to train 

your own trainers in an effective manner. 

It isn’t just expert knowledge that 

is important! 

As anyone who had a bad teacher in 

school will agree with, all the knowledge in 

the world won’t help you if you don’t know 

how to impart your wisdom to others. 

Great trainers know how to run great 

sessions!! They know how to plan courses, 

speak to learners, recognise learning 

styles, encourage participation, answer 

questions and explain difficult subject 

matter and follow-up with constructive 

feedback. 

One obstacle that many trainers, 

regardless of the training setting, run into 

is getting through to an audience with a 

variety of learning styles. 

Not everyone learns in the same 

way and the tools and techniques that 

work for some Learners may not have 

the same effect as on others. Our 

industry comprises of many different 

levels of learning abilities and styles 

and finding ways to impart the same 

level of knowledge to every student, 

in every classroom, requires a deeper 

understanding of this subject and how 

it impacts on how Learners absorb 

knowledge. Being able to adapt lessons to 

incorporate these styles is a skill that not 

all trainers will have! 

What Makes a Good Trainer? 

“Today’s trainers aren’t just trainers, they 

are teachers, they are coaches and they 

are mentors, they need to believe that 

training is important and what they do 

is going to make a difference now and 

throughout the Learner’s journey and 

their ongoing personal development” 

Arguably, one of the most important 

and most obvious characteristics of a 

good trainer is the ability to communicate 

effectively. However, the days of the 

“Enter-trainer”, someone who stands in 

front of the class talking about themselves 

and laughing and joking all lesson, are 

gone! Yes, the good trainers, the best 

trainers, use their skills of engagement to 

entertain their class but they also have to 

inspire and enthuse the Learners. Every 

great trainer has their own style and 

toolkit, but the best trainers all have the 

same important characteristics: 

Communication 

Training is about communication, 

the trainer’s ability to communicate 

knowledge, skills, and processes to 

others. Part of effective communication 

is recognising when a message is being 

received and when it isn’t. Actively 

listening as well as reading the non-verbal 

clues. Good trainers can perceive when 

they aren’t getting through to an audience 

and can adjust their training approach to 

communicate more effectively. 

Flexibility 

As discussed, there are many different 

learning styles, so what works for some 

Learners may not work for others. In 

addition, the range of skills within a 

classroom can differ or the level of 

skill required can change depending 

on industry and operational priorities, 

so trainers need to be flexible in their 

approaches and their lesson plans. 

Enthusiasm 

Is particularly important for trainers 

to have. Training sessions can often be 

perceived as monotonous and boring, 

particularly in areas such as DCPC or 

refreshing skills, so the energy and 

enthusiasm trainers bring to their 

classroom can get Learners excited and 

help maintain their interest and attention. 

By contrast, a trainer who is obviously 

just going through the motions, teaching 

the same content in the same old way, 

because that’s “how it’s always been 

done” is likely to have less of an impact 

on the Learners and on their ability to do 

their jobs properly in the future.

in the further education and skills sectors including FE Colleges, 

Independent Training Provides and Local Authorities. 

Over a 5-day period, trainers build an understanding of 

the specific roles and responsibilities related to planning and 

delivering inclusive training sessions. Topics covered include: 

maintaining a safe and supportive learning environment, lesson 

planning and preparation, evaluating Learners’ needs and 

understanding the learning cycle, effective delivery and Learner 

participation, how to give constructive and developmental 

feedback and finally how to provide a platform for continuous 

learning and personal development through coaching and 

mentoring. 

At the end of their Level 3 course and Consortium training 

all NTP trainers will have demonstrated the following skills and 

industry knowledge for the subjects they have requested to 

teach:

They are able to: 

• Break down complicated concepts and explain them clearly & 

concisely 

• Practice active listening and pick-up on non-verbal

An update from the Tow Show HQ

A warm welcome from the Tow Show office and best

At the time of writing and due to the additional phase of 

lock down as announced, we’ve obviously had to take the 

decision to postpone the roadshow for next month that 

was due to take place on Tuesday 19th May at the Haynes Motor 

Museum in Somerset. This was the first location in our series of 

roadshow events for this year, and at the start of March we had 

15 confirmed exhibitors for this event so was shaping up to be 

really well attended, plus being hosted at a very different and 

unique venue.

Unfortunate casualty 

Another unfortunate casualty of the current situation is the 

inaugural CMG Gala Dinner as planned for June 2020. Although 

not directly organising this dinner we had been supporting CMG 

with some aspects of the event, and Jason, Tracy and Hollie had 

been working so hard with lots of ideas to make the dinner a 

special occasion, plus incorporating a real positive fundraiser for 

RISC as well. It’s such a shame they’ve had to take the decision 

to cancel as this was a new event in the industry calendar, for the

raise funds as ever needed for the nominated industry charity.

hours work rota 

takes shape 

The London Association of Recovery 

Operators (LARO) shared out of hours 

work rota has now been trailed and 

has proved to be a ‘win win’ for VRO’s still 

working 24 hours as well as those operating 

reduced hours. 

LARO’s Chairman, Mark Crawley 

(pictured), explained: “VRO’s who choose 

to remain open will still receive work 

directly from the work provider but 

can still opt in and share club work on a rotational basis that 

would normally be sent to a neighbouring VRO who has closed 

overnight. Both VROs benefit with either additional work or 

reduced costs. The work provider has a simple low cost solution 

and assured cover through a zone system. We fully anticipate

The benefits of the LARO’s out of hours work rota initiative 

are:

providers with a view to asking them to consider how they can 

financially support their network and the independent recovery

LV=Britannia Rescue, Nationwide Vehicle Assistance, Green Flag 

and AXA/Interpartner Assistance have all pledged enhanced 

rates which LARO applauds. We would encourage all of the work

Call Assist providing 

help to the industry 

As we are all aware the outbreak of COVID-19 in January has caused 

unprecedented challenges for a variety of businesses, including the 

vehicle recovery industry. 

The fallout of the Government’s 

effective ‘lockdown’ in late March 

triggered a drop in volumes of 

approximately 60% across the industry 

and with only the occasional spike, it has 

remained that way since. 

As soon as the reality of what might 

happen with this outbreak became 

apparent, Call Assist went about what 

it does best and reacted fast to sure up 

all areas of the business. Many of our 

staff were set up to work from home, 

our automated dispatch capacity was 

increased, rotas amended and the 

telephone scripts to our customers 

changed to ensure that we were not 

putting our VRO’s in any danger. The 

result of this quick response has been a 

smooth transition from office based to 

the majority being home based workers 

providing a first class service to our clients 

with the help of the independent recovery 

network. 

Sufficient resources 

Simultaneously we looked at the 

recovery network to ensure we had 

sufficient resources and with the help of 

the Call Assist VRO Department we have 

made around 400 welfare calls to our 

network, to see how they are and ask if we 

could do anything to help. 

Since the restrictions have been in 

place, we have seen a number of generous 

measures introduced by our Government 

to combat the financial implications of 

the pandemic, but we felt that there was 

a need for further assistance in order to 

keep the industry going. 

With the best interests of our VROs 

a priority, we began the process of 

contacting all of our clients to gauge 

support for a temporary enhancement 

to our rate, which if combined with 

Government support and other work 

providers following suit, would go a long 

way to keeping the cogs turning. 

We were encouraged by the overall 

Ben Johnson, Director of Networks, Call Assist 

response from our clients, with the vast 

majority of clients pledging support for 

our proposal and, in turn an enhanced 

rate was added to all vehicle assistances 

under 3.5t, regardless of vehicle weight, 

value or time of day. 

Financial support 

The next step was to implement a faster 

payment process and take our contracted 

30 days down to weekly where possible, 

something that will really assist with cash 

flow over the next few weeks. 

Added to the financial support we were 

quick to send out bulletins on the best 

practices when attending customers and 

have held weekly conference calls with 

the likes of LV Britannia, Allianz Worldwide 

Partners, Green Flag, the IVR, Apex, LARO 

all under the PROF banner, which has 

enabled all of us to react quickly, and 

most importantly act collectively with one 

message. 

In addition to this we have also had 

calls with AVRO on the matter and I must 

say the amount of information coming 

from AVRO on a regular basis is very 

impressive. We have agreed to keep all 

lines of communication open for as long 

as necessary. 

Whilst we find ourselves in very troubling 

times, I have been so impressed with 

the industry and its ability to cope whilst 

showing a really generous and empathetic 

attitude to us as a work provider, with 

many taking time to call us and see how 

we were as a company and sending 

messages of goodwill to our staff. 

We all face a lot of uncertainty over 

the next few months, but what is clear 

is that as difficult as the past few weeks 

have been, it has been a true testament 

to what a great, hardworking and honest 

industry we all work in and if we try to 

get our heads together we can overcome 

anything.

An update from 

Working together 

I’m not sure quite where to start, 

so after a bit of thought, where 

better than at the beginning, not the 

beginning of PROF, no I’ve touch on that 

more times than I can remember, now 

that’s a thought where would the recovery 

industry be today without PROF, you only 

need to reflect on the past 14 months 

and all the leading industry news to just 

wonder were. 

Anyway, this is about working together 

and providing an update for the magazine 

readers of what PROF has been up too 

where Coronavirus and the recovery 

industry is concerned. The beginning I just 

mentioned, that goes back to about the 

17th of March. 

With all the media coverage reporting 

Spain and Italy suffering the worst effects 

of the Coronavirus and being forced to go 

into total lockdown, Richard, myself and 

a few others were having conversations 

about how we should react and engage 

with the PROF stakeholders, as it started 

to look as though the UK could be 

affected the same. 

Without delay Richard began having 

conversations with a number of PROF 

members and industry stakeholders, 

and it soon became clear we need to 

work together with a united message to 

assist the Industry and the independent 

network. 

Emergency conference call 

Richard took the initiative and setup 

the first of many PROF ‘Emergency 

COVID-19’ conference call’s, hosted by 

Call assist. Now bearing in mind this was 

now the 20th March so a few days had 

now passed, but taking positive action 

ahead of the Governments lockdown 

measures that went into place on the 

23rd March. 

For a moment if I can refer again to the 

last issue (322) page 10, this is the first 

draft of the COVID-19 Rescue Protocol. 

I say first draft as were now on version 

(v3), as changes are moving at quite some 

pace. Now to keep ahead of the updates 

the best place to find them is the PROF 

website, look at either the Home page, 

News, COVID-19 tabs, and stay in touch 

for those regular updates. 

Let’s move away from the Coronavirus 

update for now and say It is most 

encouraging to see that PROF’s recent 

achievements are being reported 

positively by other industry stakeholders 

and in particular trade associations and 

PROF thanks them for that. 

The news from AVRO in the last 

magazine (322) page 22, making reference 

the press release by The Secretary of 

State for Transport, Rt Hon Grant Chapps 

MP, where he announced the evidence 

based stock take to gather the facts 

relating to the safety of smart motorways. 

The resulting action has temporarily halt 

the not-so ‘Smart Motorway’ rollout. A 

request that was continually denied to the 

industry’s household names. Now clearly a 

decision forced by the consistent lobbying 

undertaken by PROF. 

Evidence session 

Once more on the same page 22, a 

direct message welcoming the review on 

the use of red light, the CSRRR has driven 

this message to the heart of Government 

with some 42 MPs in support. Tracy 

Crouch MP for Chatham and Aylesford 

getting the campaign to its first oral 

evidence session in Westminster Great 

Hall last year, this forced Michael Ellis 

MP for Northampton and Chair of the 

evidence session, to announce the full 

review. 

The APPG for Roadside Rescue and 

Recovery – DfT submission letter is 

available as a public record on the PROF 

website, this landmark achievement 

also welcomes the support of the AVRO 

membership. 

This flows quite nicely into the ‘Working 

Together’ statement by AVRO. It’s no 

secret all the trade associations have 

their own agenda’s, however there are 

areas where they can all work together, 

that is why when PROF was working with 

Highways England drafting the aims and 

objectives within the Strategic Partnership 

Agreement (SPA). It was agreed that 

the other trade associations would be 

asked to be part of the agreement and 

for those interested parties to sign the 

final agreement and all work towards the 

same goals for a better and safer industry. 

Yes, I know it’s hard to believe but all the 

interested parties signed it on the 3rd 

March this year. You can find a signed 

copy on the PROF website. 

Special thanks 

Finally, in these times of uncertainty 

PROF will continue to bring together its 

key stakeholders using the technology 

provided by Zoom conferencing, and 

where its chairman Richard Goddard 

can see a benefit, he will include other 

industry stakeholders outside of PROF 

and ask for their contribution. The 

Coronavirus Pandemic will not halt the 

work it is doing to improve the safety 

and wellbeing of the industry and it will 

continue to report and update through 

the PROF website, so make sure you

Notes from the Chairman 

One United 

industry voice 

The recovery industry braces itself for the extension to the lockdown that is all but 

inevitable. As company officers and accountants spend the long quiet nights going through 

the numbers in attempt to make sense of what this to work together and maintain a 

nationwide network. 

To that end, I have found it both 

encouraging and inspiring to read the 

comments made by other trade bodies, 

who have both recognised and indeed 

endorsed the achievements made by the 

Professional Recovery Operators Federation 

(PROF). 

PROF is also grateful to have the continuing 

assistance from Tendo Consulting, who have 

run the Campaign for Safer Roadside Rescue 

and Recovery since its inception at Tow Show 

in 2018. 

Through our connection with Tendo, PROF is 

able to deal directly with the APPG for Roadside 

Rescue and Recovery, whose Chairman Sir 

Mike Penning MP has considerable influence at 

the heart of the government. When I met with 

Peter Carroll and his team at Tendo in May 2018, 

I could have never imagined the strides that 

we would have made together on behalf of the 

industry. It is this partnership delivered so much 

recognition for the industry and brought us to 

the precipice of achieving red lights. 

Having a united industry voice on issues 

like red lights, smart motorways, and, more 

recently, the coronavirus crisis, make it a lot 

more likely that the concerns of the recovery 

industry will be heard by those in positions of 

power. 

I would like to personally thank AVRO, 

who have given their endorsement to our 

achievements, which further helps to project 

the sense of an industry united. PROF is always 

happy to receive the backing for what we are 

doing from others in the industry, and happy to 

return that support if other groups have their 

projects they are successful in. 

As Chairman of PROF, it has been an honour 

to chair the numerous stakeholder calls we 

have initiated since early March as our industry 

tries to navigate the choppy waters of the 

unprecedented challenge presented by the 

coronavirus crisis. Apex, Allianz Partners, ERRI, 

Green Flag, Highways England, IVR, LARO, and 

LV Britannia Rescue have all come together 

– sometimes twice a week – to discuss a 

cross-industry approach to the crisis. I would 

like to thank all of these stakeholders for their 

collaborative approach and for taking the time 

to contribute. 

As ever, I am also incredibly grateful to Andy 

Lambert who, in addition to his RISC duties, 

has single-handedly revamped and improved 

the PROF website, which has become a 

hub of updates on the industry and all that

JP Dekker from APEX also deserves a great 

deal of thanks for his time and effort in helping 

to guide our industry through what we are

The IVR continues to be integral to our efforts

IVR AGM business update 

I’m sure most of the magazine readers 

have attended an Annual General 

Meeting (AGM) for some organization 

or another before, so I needn’t tell you 

that the boring bit, voting, resolutions, 

chairman’s report, actually takes no more 

than 10 minutes or so and yes its private 

for members only, that’s why I’m saying 

nothing about it, ‘you have to be in it to 

win it’. 

However, it’s the bit that follows that can 

be a bit more interesting and although the 

IVR AGM weekend is a great social event, 

the actual AGM is also very well attended. 

In the past the chairman tends to invite a 

guest speaker, or have Nick Ovendon do 

one of his brain storming session, these 

are always popular with the audience, 

Nick shows in action recovery pictures or 

videos and runs through the techniques 

used, good or bad, lessons learnt, that 

sort of thing. Very interesting even if you’re 

a newbie or a veteran, an associate or full 

member its interesting for all. 

This year, it was none of the above, 

this year it was decided to try something 

new, a panel of so-called experts, I say 

so-called because I was one of them! 

Yes Me, Derek Firminger, Consultant,

Slow Down Move Over, Mark Hartell of

about reciting all the discussion points, 

no that would be far too boring and too 

difficult for me to write, even harder for 

you guys to read, worse than one of my 

usual editorials. 

What would be good for both the IVR 

and Professional Recovery Magazine 

would be to have some reader feedback 

and your input into the discussion points. 

Perhaps make a bit of a feature of it in 

future issues. 

So, in no particular order the topics 

discussed were; 

1. Recovery vehicles being 

used as a fend-off vehicle, 

should the recovery 

industry encourage or 

discourage this operation, 

and fully understand the 

risk? 

2. The use of red warning 

lights for recovery 

vehicles, industry views

The IVR membership also had a 

presentation from Jim Cockerill, some 

will have seen a similar presentation 

from Jim at the Tow Show in 2019, many 

of you readers will know Jim he was 

once a recovery operator – business 

owner, IVR trainer and is now serving as 

a Senior Accident Investigation Officer 

for Warwickshire Police road safety 

compliance team, so he comes with a 

great pedigree. Jim’s presentation to 

the IVR members had to be good and 

interesting to hold the attention of an 

audience of industry professionals. 

The presentation demonstrates the 

complete compliance enforcement 

activities within Warwickshire and 

surrounding counties. His roadside 

enforcement focuses predominantly on 

commercial vehicles, from 3.5t lightweight 

transporters - the white van operators - 

right through the range to LGV and STGO 

and in terms of recovery vehicles, those 

who masquerade as bona-fide operators 

spuriously operating under the radar. 

Following the main section of his 

presentation, Jim showed a raft of 

photographs showing the types of 

defects his enforcement team have been 

finding on a regular basis, some of these 

photos showed a shocking lack of basic 

maintenance, that included a flatbed 

van with planks of wood tied with rope 

to extend the body so a disabled vehicle 

would fit on the back.

COVID-19 CORONAVIRUS 

I 

am sure, like me, you have probably received plenty of communications from various parties, all sent in 

good faith and stating, ‘it is business as usual’. 

I do not think anything can be further from the truth. In the best of times the roadside recovery 

industry struggles to survive for a whole range of reasons, such as low rates of pay, cost of training 

and compliance costs not to mention, vehicles, equipment, insurance and overheads. Even so, we 

operate as an emergency service, indeed many have said we are the 4th emergency service, often 

supporting Ambulance, Fire and Police services; however, we do not receive the recognition that the 

other emergency services receive. 

COVID-19 has exacerbated our woes, but 

the AVRO National Council has jumped 

into action; we have been listening 

and communicating with our regional 

members to understand the issues we are 

all experiencing first-hand, from these 

first-hand conversations we have identified 

a clear action plan to best support our 

members and AVRO continues to lead the 

conversation. 

Furlough (COVID-19 Job Retention 

Scheme) 

Credit must be given for the support 

Government has offered to businesses, but 

what they will be judged on is the delivery. 

Employee furlough works for many business 

and industry models, but not ours. We 

need employees on standby, not paid to 

be at home. We need to be supported to 

keep our business open, not closed. We 

are in talks with Government on this and 

are hitting the point home that bespoke 

support is needed. 

Guidance 

We have produced specific roadside 

recovery guidance, so our members 

know what to do with roadside recovery 

operations, such as carrying passengers. 

The guidance we have produced has drawn 

from the advice and guidance given through 

our communications with the public 

health bodies of England, Wales, Scotland, 

Northern Ireland and ROI. What was clear 

that before we asked the questions, no one 

in these bodies had given any thought to the 

roadside recovery industry but working with 

these bodies we were able to achieve clear 

and concise guidance for our members. 

Communication 

AVRO has been communicating with our 

stakeholders daily, whether it is via video 

link, conference calls or e-mail. We are 

lobbying hard for work providers to support 

our members and the industry with the 

simple message, support the industry now 

so it can continue to support you, without 

us you have nothing. 

We have written directly to every UK 

and ROI MP/TD’s as well as all devolved 

Government representation and argued 

for key worker status in which we were 

successful in achieving. With this we created 

template letters and e-mails that our 

members can re-send on to their MP/TD 

or representative to support the message 

getting to those in power. 

Representation 

We are representing our members with 

the full weight and vigour expected of 

us. We are hitting home the fact that the 

roadside recovery industry is crucial to 

the operational economy of both the 

United Kingdom and Republic of Ireland 

where we represent our members and 

it has to be said we are making progress 

and we are successful in opening lines of 

communications and dialogue at the highest 

levels of Governments, departments and 

authorities. 

Yesterday we wrote to all UK wide 

Police Chief Constables, Police and Crime 

Commissioners and the NPCCC (National 

Police Chief Constable Council). Again, 

hitting the point home that our industry 

has supported these organisations for so 

long and now we need their support in 

order that this industry can do what it does 

best and support them. We have called 

for a reduction in management fees and 

additional assistance in reducing elements 

of police schemes where the industry is 

contractually pressured to provide for free. 

I have to say in just 24hrs the responses 

we have received from this has been 

phenomenal and we are now actively 

discussing with Police forces and other 

parties what they can do to assist. 

Support 

We have been applying pressure to local 

authorities and city representatives 

regarding clean air zones, we were already 

clear in our position on clean air zones in 

that the roadside recovery industry should 

be exempt, but through our additional 

pressure we are seeing authorities and 

cities suspending their actual or proposed 

clear air zones. Coventry have abandoned 

theirs all together, Birmingham suspended 

and today we have seen TfL announce that 

they will be suspending new LEZ rules due 

to come into force in October 2020 – this is 

a real achievement for our members. 

Financial Support 

We are in constant discussions with 

industry work providers on many levels and 

we are again pressuring work providers to 

ensure they are providing Financial Support 

to our members and the wider industry. 

It cannot be denied that work providers 

rely on our members and our members 

want to continue to provide that critical 

service, they want to do nothing else, but 

in order to do that they must be supported 

financially. These are unprecedented times 

and it needs thinking outside of the box 

and a joined-up approach. We have written 

to all work providers, and encouraged 

our members to do the same, imploring 

upon them to act and many we have been 

consulting with and continue to be happy to 

work with all industry parties to achieve this. 

Credit must be given to those work 

providers who have stepped up to the plate 

and acknowledged this call and offered 

financial support to the industry. To date 

Call Assist, Britannia Rescue, Green Flag, 

Hadleigh Breakdown and AXA Assistance 

have all done something in the way of 

financial support and we thank them for 

that as I am sure our members do also. 

I am sure there will be a case to say it is 

not enough, but we must give credit that 

some have at least acted and done what 

they can. AVRO will continue to work closely 

with all industry parties and will do its level 

best to achieve the best financial support 

possible but I would strongly implore on you 

all individually, if you need financial support 

to continue providing services to individual 

work providers then make a strong and 

detailed business case to them, do not be 

afraid to ask but ensure you present clearly 

what you need and why you need it. 

In addition to that I cannot recommend 

strongly enough that you take up the 

financial support offered by your respected 

Governments. Agree or disagree I do feel 

that our Governments have stepped up 

to the challenges this situation presents, 

and they have gone the extra mile. Again, 

it could be said it is not enough, but still I 

recommend to you in the strongest terms, 

take full advantage of what is there to 

support you.

At the coal face 

I more than anyone am keen to ensure 

we are representing our members and 

taking forward their views, professional 

experience and needs and this is why we 

have put in place the vital communication 

links to ensure we can hear from our 

members and hear from the coal face. Many 

of you will know Graham Steedman, our 

Business Consultant. Not only does Graham 

represent region one (Scotland) at National 

Council but Graham travels the length 

and breadth of all AVRO regions meeting 

members and assisting them throughout. 

Graham is currently making contact with 

all of our members to hear from you the 

true situation on the ground and Graham is 

reporting directly back to me and the team 

at National Council so we are fully abreast 

and have to hand the critical information to 

ensure our members are represented. 

Additionally, we have launched an all 

industry survey; this was launched yesterday 

and already we have had over one hundred 

replies in the first few hours. The data we 

collect is vital to strengthening AVRO’s hand 

when we represent you, our members, in 

any discussions. If you have not already, 

please visit AVRO website and social 

media pages for the link to the survey and 

complete. 

With that I would like to remind everyone 

that AVRO remains fully operational 

throughout and we are running on full 

steam. Although the AVRO office is 

closed, our employees are working from 

home seamlessly and we are continuing 

to represent our members and lead the 

conversation. 

On the subject of the AVRO office, I 

cannot let the opportunity pass to express 

my thanks for the work and support from 

Sara, Mandy and Jazzy during this time 

and further to that I must give special 

recognition to Sara. Many of you will know 

Sara well and she has been with AVRO for 

over twenty six years and I am sure my 

colleagues on National Council, past and 

present, will agree that without Sara AVRO 

simply would not be able to do what it does 

so my true thanks and appreciation go out 

to Sara and her team and I am sure our 

members will join me in that. 

Please keep your reports and suggestions 

coming in, it is your input that is driving our 

focus and we are committed to doing the 

best we can, we have got more to do and 

a long way to go. We have aimed to get as 

much information out to you as possible 

and as much as possible within AVRO News 

that is of use and relevant to the current 

situation all of which I hope is of assistance
