Prairie Township<br />

plans its annual<br />

Farmer’s Market<br />

The Prairie Township Farmer’s<br />

Market will open later in <strong>2020</strong>.<br />

Normally, the farmer’s market runs<br />

from 4 to 7 p.m. every Monday starting<br />

in early to mid-June. This year, event<br />

organizers are planning to open the market<br />

at the end of June.<br />

“Usually we open earlier, but we had<br />

already decided, based on feedback from<br />

our vendors, that we were going to open<br />

later and that was before COVID-19<br />

happened,” said Michael Pollack, director<br />

of the Prairie Township Community<br />

Center. “This year, we are opening June<br />

29 and staying open until Sept. 28,<br />

which is longer than we are usually<br />

open.”<br />

Pollack said the reason for this<br />

change is because vendors said they will<br />

have more produce to sell if they wait<br />

until later in the season and extend the<br />

market until later in the fall.<br />

“Due to weather, their growing season<br />

has changed, and this adjusted time<br />

frame works with that season,” Pollack<br />

said. “Produce is ready later in the season<br />

and lasts longer than previous seasons,<br />

so adjusting this time will ensure<br />

we will have plenty of product for people<br />

to purchase.”<br />

The market expects to have 12 to 15<br />

vendors by the time it opens. Currently,<br />

10 vendors are signed up, but Pollack<br />

said he anticipates more will sign up as<br />

time progresses. However, he said some<br />

vendors may not return due to the coronavirus<br />

pandemic.<br />

“The market may be a little different<br />

this year. We may have hand sanitizing<br />

stations, people may have to wear personal<br />

protective equipment like masks<br />

and gloves and may have to practice<br />

social distancing,” Pollack said.<br />

The Columbus Division of Fire altered<br />

its addiction response methods to limit the<br />

potential spread of COVID-19.<br />

The daily overdose average in<br />

Columbus is 8.14 overdoses per day. There<br />

was an uptick in overdoses earlier this<br />

month, reaching 13 overdoses per day on<br />

April 4, said Steve Martin, public information<br />

officer for the division of fire.<br />

This issue was discussed on April 15 as<br />

the city of Columbus Department of<br />

Neighborhoods gave a virtual neighborhood<br />

update on the westside area.<br />

The increase in daily overdoses is “twofold,”<br />

resulting from upticks in both psychological<br />

emergencies and illicit drugs,<br />

said Lieutenant George Wallace.<br />

“However, right now we plan on the market still going<br />

on. We will make whatever changes we need to protect<br />

market shoppers.”<br />

The start date of the farmer’s market is subject to<br />

change due to coronavirus prevention measures.<br />

In other community center news, the center will<br />

remain closed as long as the stay at home order in Ohio<br />

is in place. The community center also had to cancel<br />

several programs they hoped to reschedule this spring.<br />

“Since Governor (Mike) DeWine extended the stay<br />

at home order, we had to cancel our spring session of<br />

swim lessons,” said Pollack. “We had hoped to salvage<br />

the spring session, but there was no way.”<br />

The center is offering refunds or credits for those<br />

registered for the swim lesson sessions, which had just<br />

begun when the original Ohio stay at home order was<br />

put into place. Pollack said offering families refunds or<br />

credit also gives them peace of mind that they will get<br />

the money back they already invested in the lessons.<br />

The center was able to reschedule several events<br />

that were supposed to take place during the pandemic,<br />

including a karate class and mother/son date night.<br />

City supports Children’s Hunger Alliance<br />

On April 20, Columbus City Council passed an ordinance<br />

to enter into a $100,000 grant agreement with<br />

Children’s Hunger Alliance (CHA) in support of open<br />

summer meal sites for Columbus children.<br />

These sites are places where any child can receive a<br />

nutritious meal over the summer without enrollment<br />

requirements. Proper nutrition is essential for children<br />

to continue their growth and development during the<br />

school year and over the summer. During the COVID-<br />

19 health crisis, it is especially important to provide<br />

options for children and their families to be able to<br />

access healthy meals.<br />

“This pandemic has reinforced the importance of<br />

providing proper nutrition for kids when they aren’t<br />

able to access meals through school,” said President<br />

Pro Tem Elizabeth Brown. “As the schools deal with<br />

the closure of buildings through the rest of the school<br />

year, I am grateful for the partnership of CHA to<br />

ensure children are receiving the meals they need over<br />

the summer.”<br />

The extended partnership with CHA means that<br />

Columbus children can pick up food at various locations<br />

across the city, yet to be finalized. Based on the<br />

current circumstances, site locations are still being<br />

finalized, with a focus by CHA on feeding children in<br />

areas that are not already being served.<br />

also increased the number of firefighters at work in<br />

response to the pandemic, Wallace said.<br />

The division of fire’s Rapid Response Emergency<br />

Addiction Crisis Team, which consists of<br />

firefighters/paramedics, police officers and social workers<br />

who work to connect addicts to rehabilitation facilities,<br />

is still in operation.<br />

However, to limit the potential spread of COVID-19,<br />

the RREACT team is not making visits to addict’s<br />

homes for face-to-face meetings as it usually does.<br />

Instead, members are leaving informational pamphlets<br />

on the door-step and checking-in with addicts by<br />

phone. RREACT is still transporting individuals to<br />

Judy Mobley, president and CEO of CHA, said, “We<br />

appreciate the financial support from the Columbus<br />

City Council for this critical work feeding children.<br />

Under normal circumstances, only 10 percent of children<br />

that qualify for free or reduced-price school meals<br />

have access to a summer meal site. During the COVID-<br />

19 crisis, the need is greater than ever. This summer<br />

meal program will allow us to feed more children especially<br />

focused on those residing in the most impoverished<br />

areas of our city.”<br />

“This pandemic is illustrating the need for all of us<br />

to lift up our family, friends and neighbors, and to reexamine<br />

how we can work more diligently in the future<br />

to make the successes in our community more accessible<br />

for all,” said Brown.<br />

Founded in 1970, Children’s Hunger Alliance is a<br />

statewide non-profit organization dedicated to ending<br />

childhood hunger in Ohio. Through their work,<br />

Children’s Hunger Alliance provides healthy meals<br />

and snacks to food-insecure children, advocates for legislation<br />

to improve the welfare of Ohio’s youngest citizens,<br />

and teaches nutrition and physical education to<br />

those they serve.<br />

The center is planning on moving those events to the<br />

end of August or September.<br />

During the pandemic, the center is trying to offer<br />

community activities.<br />

“Our instructors have been regularly posting fitness<br />

videos on our Facebook page to offer easy to do fitness<br />

activities at home,” Pollack said. “We also are offering<br />

a virtual race where people can participate at any time<br />

without having to gather.”<br />

The fitness videos posted on the Facebook page<br />

range from yoga to ball exercises to Tai Chi. The virtual<br />

race is open to all ages and costs $5 to participate.<br />

“Participants track miles and will receive an award<br />

for their participation,” Pollack said. “They can send<br />

pictures of themselves outside exercising and it promotes<br />

physical activity while safely social distancing.”<br />

Pollack said they have 15 to 20 people signed up<br />

and the community response has been very favorable.<br />

Pollack said some of the events the community center<br />

was planning on hosting this summer are still<br />

scheduled at this time.<br />

call to reduce the possible spread of COVID-19.<br />

“We’re still responding. We’re still fulfilling our mission<br />

just like we always have. We’re just doing it in a<br />

little different way,” Wallace said.

A message about the Westgate Home and Garden Tour<br />

On behalf of the entire Westgate Neighbors<br />

Association (WNA) board, thank you for nine years<br />

of support of the Westgate Home and Garden Tour.<br />

Without you, this tour would not be possible, and<br />

your loyal support allows us to continue showcasing<br />

our “Unexpected” neighborhood to all of central<br />

Ohio.<br />

The ongoing COVID-19 health crisis is leaving<br />

many of us with an uncertainty of when we will<br />

once again be back to our normal routines. Due to<br />

current restrictions of group gatherings and social<br />

distancing, the WNA must take responsibility to<br />

keep our homeowners, volunteers and guests<br />

healthy. We have made the difficult decision to cancel<br />

our 10th annual Home and Garden Tour that<br />

was scheduled for June 13, <strong>2020</strong>. While this is<br />

painful to announce, I know we made the right decision.<br />

The Westgate Home and Garden Tour is more<br />

than just an event. While we are proud to showcase<br />

the neighborhood, it is also a moment to work<br />

together as neighbors and realize how special our<br />

community is. Community pride is strong in<br />

Westgate so it’s no surprise that on tour day,<br />

Westgate pride is abundant. The tour is responsible<br />

for several new friendships among neighbors and<br />

provides an outlet for many to give back to their<br />

neighborhood. We are so proud and honored to have<br />

such loyal guests, homeowners, volunteers and<br />

overwhelming support from the community. To all<br />

our homeowners, past and future, thank you for<br />

allowing the WNA to share in your achievement as<br />

a homeowner and the American dream.<br />

Since the first Westgate Home and Garden Tour<br />

launched in 2011, we have showcased 83 homes<br />

and/or gardens and welcomed over 3,300 guests to<br />

the neighborhood. While we have never considered<br />

the tour a fundraiser, we have been fortunate to<br />

have had proceeds from past tours fund several different<br />

initiatives in the community. Proceeds have<br />

funded and installed several benches and trash<br />

cans in Westgate Park, and picnic tables at the<br />

West Gate Masonic Lodge for our food truck guests.<br />

Most importantly, as an extension to the WNA’s<br />

mission, we have proudly awarded five scholarships<br />

to local college students to invest in the future.<br />

regarding Ohio’s plan to responsibly restart Ohio's economy<br />

cause a threat to a patient's life, a threat of the spread of<br />

cancer or the permanent dysfunction of a limb or organ,<br />

the presence of severe symptoms causing an inability to<br />

Star Wars Celebration Online<br />

Columbia Heights United Methodist Church is<br />

planning online Star Wars activities on <strong>May</strong> 3. Grab<br />

and go bags of crafts will be available to anyone from<br />

12 to 3 p.m. at the church, located at 775 Galloway<br />

•Maintaining good hygiene at all times such as<br />

hand washing and social distancing<br />

•Cleaning and sanitizing workplaces throughout<br />

the day and at the close of business or between shifts<br />

•Limiting capacity to meet social distancing guidelines<br />

“I have an obligation as the governor of Ohio to get people<br />

back to work and keep them safe. Opening everything<br />

up at once would not be consistent with the obligation to<br />

keep people safe,” said DeWine. “Our Responsible Restart<br />

Ohio plan is the best guarantee that Ohioans will feel safe<br />

going to stores and employees will feel safe going to work.<br />

I’m optimistic about our future, but we can't be reckless.”<br />

remain closed due to their increased risk of potential<br />

COVID-19 exposure:<br />

•Schools and daycares<br />

•Dine-in restaurants and bars (carry-out is still permitted)<br />

•Personal appearance and beauty businesses<br />

•Older adult daycare services and senior centers<br />

•Adult day support or vocational rehabilitation services<br />

in group settings<br />

•Entertainment, recreation, and gyms<br />

Stay at home order / large gatherings<br />

Because the danger of COVID-19 still exists, Ohio’s<br />

Stay at Home order will remain in effect to encourage<br />

Ohioans to continue making reasonable, rational decisions<br />

about leaving home.<br />

Although anyone is susceptible to getting sick with<br />

COVID-19, those who are 65 or older are encouraged to be<br />

especially careful, as are those with high-risk conditions<br />

such as chronic lung disease, moderate to severe asthma,<br />

heart conditions, diabetes, chronic kidney disease, or liver<br />

disease, as well as those who are immunocompromised or<br />

obese.<br />

Large gatherings of more than 10 people are still prohibited.<br />

The Franklin Township fire levy has<br />

failed. Officials will now go back to the<br />

drawing board to determine how to proceed.<br />

According to the unofficial results from<br />

the Franklin County Board of Elections,<br />

the Franklin Township Fire Department<br />

levy failed with 491 against and 379 in<br />

favor of the levy. This equals 56 percent<br />

against the levy. The 19.5-mil levy would<br />

have been permanent.<br />

“I think the biggest reason the levy<br />

failed was because a dark-money group ran<br />

a campaign aimed at defeating the levy,”<br />

said Aryeh Alex, township trustee. “The<br />

group sent out mailers, had a website, ran<br />

digital ads and had paid canvassers that<br />

went door-to-door across the township.”<br />

Alex said the other reason he believes<br />

the levy failed was because of the economic<br />

issues the country is facing. Alex said that<br />

when people are unsure how they are going<br />

to pay their bills, it is hard to ask them to<br />

vote in favor of a levy that would increase<br />

expenses.<br />

“When there is economic uncertainty,<br />

like we are all facing right now, it is a lot<br />

tougher to ask people to pay a little more in<br />

property taxes,” Alex said. “When we originally<br />

approved adding this levy to the<br />

March ballot, we had no idea what was in<br />

store. Now everything has changed.”<br />

The levy would have combined all the<br />

township levies into one levy, as well as<br />

replaced the timed levy that will expire in<br />

early 2021. The levy also would have collected<br />

property taxes from the entire township,<br />

including properties that were<br />

annexed with a type II annexation.<br />

“In 2003, the Ohio legislative government<br />

passed laws to allow townships to<br />

conform our boundaries to include properties<br />

that were annexed with a type II<br />

annexation,” said Franklin Township Fire<br />

Chief James Welch. “What this means for<br />

Franklin Township residents is that this<br />

would have spread out the expense(s) for<br />

fire services to include all properties that<br />

were annexed since 2003.”<br />

according to township trustees.<br />

Township leaders wanted the levy to be<br />

permanent so they could avoid constantly<br />

coming back to taxpayers for levy renewals.<br />

Due to the levy failing, the township will<br />

likely come back to taxpayers for a levy<br />

renewal in November. The township has<br />

not determined how much they will ask<br />

At a recent Franklin Township meeting,<br />

the board discussed things the township is<br />

doing to help those suffering during the<br />

COVID-19 pandemic.<br />

“Among the things we are doing is helping<br />

pass out 20 to 30 sacked lunches on<br />

Monday, Wednesday and Friday,” said<br />

Mark Potts, administrator for Franklin<br />

Township. “We are working with<br />

Southeast Behavioral Healthcare on this<br />

project and the lunches are open to anyone,<br />

regardless of income.”<br />

The lunches include deli sandwiches,<br />

apples and other essentials people need to<br />

have a wholesome lunch. It is passed out at<br />

Central Point, which is located at the intersection<br />

of Brown Road and Central<br />

Avenue.<br />

“We pass out lunches from noon to 1<br />

p.m. and will also provide Narcan if people<br />

need it when they come up for a lunch,”<br />

Potts said. “We are getting a lot of homeless<br />

people, as well as others who just need<br />

a lunch during these tough times.”<br />

The township also continues to work<br />

with Central Baptist Church to offer<br />

monthly produce to help those in need. The<br />

food distribution event takes places once a<br />

month on the second Saturday of every<br />

month at the church from 10 a.m. to noon.<br />

Related to the township operations during<br />

COVID-19, Potts said it continues to be<br />

business as usual.<br />

“We are continuing to work on road projects<br />

while practicing social distancing and<br />

the police and fire department continue to<br />

go on runs,” he said. “We do have a new fiscal<br />

officer who started at the beginning of<br />

April and she is busy setting up her new<br />

office. We are trying to limit how much<br />

staff come into the office and if they are<br />

able to work from home, we are encouraging<br />

them to do so.”<br />

The township is having its bi-weekly<br />

board meetings via Zoom conference calls<br />

so the trustees can work from home as<br />

well, Potts added. Potts said this will continue<br />

until the stay at home order has been<br />

lifted and the board can meet regularly<br />

again.<br />

During the last meeting, the board<br />

approved administrative leave for staff<br />

who would be exposed or contract COVID-<br />

19, allowing them to have paid time off<br />

work without having to use their vacation<br />

or sick time.<br />

“Trustee (Ralph) Horn wanted some<br />

regulations around this, so the board<br />

agreed to give employees up to 30 days<br />

administrative leave and an additional 30<br />

days if they would need it,” Potts said.<br />

Potts added that the additional 30 days<br />

would need to be approved by the board<br />

first before the employees could take it. He<br />

said it is up to each jurisdiction in Ohio on<br />

if they want employees to use vacation or<br />

sick time.<br />

“Extraction” heavy on grunts and gore, light on depth and story<br />

In the 1980s, a slew of manly man<br />

action movies graced (?) the silver screen,<br />

showcasing bullet proof muscle bound<br />

hunks who could mow down a wellequipped<br />

army and rescue any and all<br />

hostages with nary a slicked back piece of<br />

hair out of place. Throughout the succeeding<br />

decades, these B-films have lost their<br />

standing with the general audience but<br />

have managed to cement their place in the<br />

world of problematic film nostalgia.<br />

Occasionally, movie studios have tried<br />

to revive this questionably beloved subgenre<br />

with little successes here and there.<br />

Lately, they have found their niche with<br />

films that feature a leaner assassin who<br />

sports a wry grin and a wink at the audience<br />

as they both poke fun at their more<br />

muscled relatives.<br />

But “Extraction,” the latest film to try<br />

its hand at B-movie action lore, is not like<br />

those movies. It is a more sincere throwback<br />

to the greats (?) of the 1980s and really<br />

goes all in on the pointless violence without<br />

the wry grin. Like its counterparts, it<br />

tries to offer moments of depth while<br />

simultaneously refusing to examine human<br />

emotion.<br />

In this more pointedly serious look at<br />

the manly man film, Chris Hemsworth<br />

plays Tyler Rake, who, despite his name, is<br />

not the hero in a series of romantic novels.<br />

Instead, Tyler is a mercenary who struggles<br />

with hidden grief through a combination<br />

of pills and booze, plunging off of steep<br />

cliffs and accepting kill contracts for a<br />

hefty sum.<br />

Upon coming home from minutes of<br />

quiet, underwater contemplation, he is<br />

offered a new and different contract by his<br />

handler: rescue the son of a jailed crime<br />

lord and receive the biggest payload of his<br />

career.<br />

With orders that he can kill anyone in<br />

his way — just as long as the boy is not<br />

harmed, that is — Tyler and his small crew<br />

undertake the dangerous mission to<br />

extract Ovi Mahajan (Rudhraksh Jaiswal)<br />

from the clutches of a rival drug lord in a<br />

major city center in India. Naturally, it<br />

takes the highly skilled Tyler only minutes<br />

to perform this task. (And he even dispatches<br />

a foe with a rake!)<br />

But as the duo are making their barelya-sweat-broken-escape,<br />

they are accosted<br />

by a seemingly endless amount of police,<br />

soldiers and ordinary citizens on the payroll<br />

of rival drug lord and kidnapper Amir<br />

Asif (Priyanshu Painyuli). Tyler, quickly<br />

realizing that this is proving to be his most<br />

perilous mission yet, has to examine that<br />

sliver of feeling he has left and determine<br />

whether the innocent Ovi is worth the risk.<br />

Disregarding the faux depth presented<br />

in the film, the action scenes in<br />

“Extraction” are top notch. While I’m not a<br />

big fan of shoot-em-up movies, I do appreciate<br />

a highly choreographed knife fight and<br />

that is what “Extraction” gives. The director,<br />

Sam Hargrave, cut his teeth choreographing<br />

battle scenes in the Marvel comic<br />

movies and his skill really comes through<br />

but in a much bloodier way.<br />

But action is really all “Extraction” has<br />

going for it, that and missed opportunities.<br />

While billing itself as a more serious action<br />

offering, it skimps on the examination of<br />

the harmful cycle of violence and the physical<br />

and emotional damage loss can have on<br />

a person. I’m not looking for an honest look<br />

at the horrors of violence in a violent action<br />

film, but a little awareness and reflection<br />

would have gone a long way.<br />

Another real loss is the decision to put<br />

Randeep Hooda in a secondary position. In<br />

the film, he plays Saju Rav, a subordinate<br />

of Ovi’s father who is tasked with rescuing<br />

the kidnapped teen. While he would have<br />

been willing to do it anyway as he does care<br />

for the boy, Ovi’s father ordered him to do<br />

so under threat of the lives of his own wife<br />

and child. Saju is a morally complex character<br />

and this film would have been a great<br />

vehicle for Hooda as<br />

the primary character.<br />

That is not to say<br />

that Hemsworth is a<br />

bad choice, however,<br />

but he is a strange<br />

actor in the sense<br />

that his charisma waxes and wanes with<br />

the type of role he is playing. In this role as<br />

the great Tyler Rake, he comes across as<br />

the dull stoic and not the damaged stoic I<br />

think was meant for his character. He can<br />

pull off the “manly man” persona though.<br />

With all of that said, if you don’t mind<br />

your B-movie throwback action flick to be<br />

full of bullets and grunts in the place of dialogue,<br />

I think you’ll find some enjoyment in<br />

this film. But if you’re looking for something<br />

with a bit more humor or depth, you<br />

might want to skip past this one.<br />

State tax due date extended<br />

The Ohio Tax Commissioner announced the state of Ohio and<br />

all Ohio municipalities will match the extended July 15, <strong>2020</strong> federal<br />

income tax due date for returns and taxes originally due April<br />

15, <strong>2020</strong>.<br />

This deferment applies to all taxpayers, including individuals,<br />

trusts and estates, corporations and other non-corporate tax filers<br />

as well as those who pay self-employment tax.<br />

Taxpayers do not need to file any additional forms or call the<br />

IRS, the municipality or the Regional Income Tax Agency (RITA)<br />

to qualify for this automatic tax filing and payment relief.<br />

Business and individual taxpayers who need additional time to<br />

file beyond the July 15 deadline can request a filing extension by<br />

submitting Form 4868 through their tax professional, tax software<br />

or with the IRS. Businesses who need additional time must file<br />

Form 7004 with the IRS. Please note that any extension granted<br />

to a taxpayer who files a Form 4868 or Form 7004 is based on the<br />

original due date of April 15; i.e., a six-month extension would<br />

make the new filing due date Oct. 15 with a pay due date of July<br />

15.<br />

Taxes due prior to April 15, <strong>2020</strong> are not affected by the automatic<br />

extension and should be paid.<br />

First and second quarter estimated tax deadline has been<br />

extended to July 15, <strong>2020</strong>. Penalties and interest will begin to<br />

accrue on any remaining unpaid balances as of July 16, <strong>2020</strong>. You<br />

will automatically avoid interest and penalties on the taxes paid<br />

by July 15.<br />
