DISTRICT HIGHLIGHTS<br />

1. BARNEGAT HIGH SCHOOL NAMES BLOUSTEIN SCHOLARS<br />

<strong>Barnegat</strong> High <strong>School</strong> has named nine students as Edward J. Bloustein<br />

Distinguished Scholars. The following students attained this prestigious<br />

honor by earning an SAT score of 12602 or above and being in the top 10<br />

percent of their graduating class. We congratulate Cody Basore,<br />

Christopher Cadenelli, Jonathan Crespy, Matthew Falk, Jacqueline<br />

Ferrara, Stephanie Municchi, Jennifer Nelson, Stephen Pagkalinawan and<br />

Lindsey Ray for earning this achievement.<br />

2. STUDENT NAMED SAFETY PATROLER OF THE YEAR<br />

Anyssa Perez-Crooks, a fifth-grader at the Lillian M. Dunfee <strong>School</strong>, has<br />

been awarded the AAA Mid-Atlantic’s 2008 Outstanding <strong>School</strong> Safety<br />

Patroller of the Year Award. Anyssa, who has served in the Dunfee <strong>School</strong><br />

for months, was given this award based on her efforts within the school.<br />

We congratulate her on this recognition and thank her for her dedication to<br />

school safety.<br />

3. STUDENT WINS WRITING AND ART CONTEST<br />

Brackman student Brooke Bilker won the Luna Kaufman Writing and Art<br />

Contest 2008 for the Center of Holocaust studies at Brookdale Community<br />

College. Brooke’s written piece won among 600 entries in the fifth<br />

through twelfth grade competition. We congratulate Brooke on this honor.<br />

4. DISTRICT MATH LEAGUES DOMINATE IN COMPETITION<br />

Throughout the second half of the school year, the <strong>district</strong>’s Math league<br />

teams have taken honors in every level of county competition. We<br />

congratulate the following teams for their tremendous achievements. The<br />

fourth- grade team at the Robert L. Horbelt <strong>School</strong> placed first in their<br />

division with two top scorers in the county; the sixth grade team at the<br />

Brackman Middle <strong>School</strong> placed first in their division with two<br />

individuals placing in third and fifth places; the ROBMS seventh - grade<br />

team took third place in the county with one student receiving top honors<br />

in the individual competition; the ROBMS eighth- grade team took first<br />

place for the second year in a row with two students placing fourth and<br />

fifth in the county; and the <strong>Barnegat</strong> High <strong>School</strong> team took second place<br />

in their division, with one student placing first in the county in the<br />

individual competition.<br />

5. SEVENTH GRADERS TAKE FIRST PLACE IN ACADEMIC BOWL<br />

On Wednesday, April 9, the seventh grade Academic Bowl team competed at<br />

the Goetz Middle <strong>School</strong> in the 16 th annual Academic Bowl. Out of the<br />

seventeen competing teams, the Brackman <strong>School</strong> team battled through three<br />

rounds and a nail-biting playoff round to take the first place title. We<br />

congratulate the team on their accomplishment!<br />

6. DUNFEE STUDENTS WELCOME 92.7 WOBM WITH SONG<br />

First-graders from the Lillian M. Dunfee <strong>School</strong> received a visit from DJs<br />

Shawn and Sue where they performed “You are my Sunshine” for a<br />

recording. The taped song was then played on 92.7 WOBM during Shawn<br />

& Sue’s <strong>School</strong> Tour segment on their morning show. If you’d like to hear<br />

section.<br />

7. ROBMS STUDENTS NAMED BY CENTER FOR TALENTED YOUTH<br />

Five students from the Brackman <strong>School</strong> received top honors at Rider<br />

University for achieving high scores on the SAT. Receiving these honors<br />

are Nicholas Anderson, Grant Bilker, Walker Davis, Brian Holmes and<br />

Robert Taglang. Congratulations to all!<br />

FROM THE GIRL SCOUTS<br />

<strong>Barnegat</strong> High <strong>School</strong> Seniors Jennifer Holly, Krystal Houser, Junior Bethany<br />

Stofko and Kathryn Voishnis a senior at the M.A.T.E.S. Program earned the gold<br />

award from the Girl Scouts. We congratulate them for earning the gold award<br />

which is the top award you can receive in Girl Scouts and we commend them for<br />

all their hard work and wish them much success in their future endeavors.<br />

PRESENTATIONS/AWARDS<br />

Mr. Houser: We are going to start off with the STAR Awards and Outstanding Student Awards.<br />

Dr. McMahon?<br />

Dr. McMahon: Thank you, everybody. Can everybody hear me? Mr. Rivers, can you hear me?<br />

Excellent.<br />

Before I start my presentations I would like to say that for all of you who have attended these<br />

meetings over the years the <strong>Barnegat</strong> <strong>Township</strong> <strong>School</strong> system is very proud of the fact that<br />

when we hire people here, or people work here or if you are a member of the community like<br />

Mr. Rivers and the VFW, everybody deeply cares about everybody in the community. I would<br />

just like you to know that today we had a memorial service for one of our teachers at the<br />

Brackman <strong>School</strong>. Is Mr. Nichol here? Marilyn Ferguson, one of our teachers, who I cannot<br />

speak highly enough about, passed away a number of weeks ago. I think she battled cancer I<br />

think it was seven or eight years. Outstanding woman, who cared for children beyond belief and<br />

had the strength of somebody that I would love to emulate. She was an outstanding individual,<br />

so if we could just take a couple seconds for a moment of silence for Marilyn Ferguson.<br />

I thank you for that and I know that Marilyn’s soul is with us here today and I think the awards I<br />

am going to give out tonight exemplifies a lot of how Marilyn felt about the <strong>district</strong> and our<br />

children.<br />

STAR AWARDS AND OUTSTANDING STUDENT AWARDS<br />

Each and every month any member of the school <strong>district</strong> can give out an award to a student for<br />

doing something exemplary for someone in the <strong>district</strong> and that is what she embodied in<br />

everything she did. She was a wonderful individual. Those awards are then put into a box and<br />

each month we pick out a winner who receives a bicycle on behalf of the <strong>district</strong>.<br />

The first child that I am going to award tonight is an outstanding student from the Horbelt<br />

<strong>School</strong>. This student showed compassion for other people. In March while the Horbelt <strong>School</strong><br />

collected pennies for students from Pennies for Patients Drive to benefit people with leukemia<br />

and lymphoma, this person donated, and first grade, an outstanding $94.03 to the cause. We<br />

commend this child on their kindness, is Mr. Kiewe with us? Scott could you come up too and<br />

help me give this out? We congratulate this student for being an outstanding person, and<br />

outstanding student and a member of this community, please welcome Tristan Percelli.<br />

Tristan that is wonderful, congratulations, you are a nice boy. Do you have anything to say to<br />

the crowd?<br />

Tristan Percelli: Thank you for letting me have this opportunity to give this money to the<br />

children and please give a round of applause to Mr. Kiewe for even making that true.<br />

Dr. McMahon: Wow, excellent, good man. I will let you go down with Mr. Kiewe and pick out<br />

your bicycle. What a great child. Outstanding.<br />

Our second award winner is a student at the Collins <strong>School</strong>. This student demonstrated<br />

exceptional kindness in the month of April. A girl at the Collins <strong>School</strong> was using a walker to<br />

get around the building because of her disability and upon seeing her, this child immediately<br />

offered to help her carry her lunch as well as accompanying her down the hallways to make sure<br />

she would not have to walk by herself. I think that is an outstanding show of compassion for<br />

other people; and I think that is something that everyone should emulate and I would like to give<br />

this award to Collins <strong>School</strong> student, Mr. Delaporte could you come up here and help me out, to<br />

Anthony Russo from the Collins <strong>School</strong> for the April Star Award winner. Anthony,<br />

congratulations, nice job. Do you want to say something to the crowd? Anthony does not want<br />

to say something to the crowd, excellent Anthony, thanks, thanks very much. We have to get a<br />

picture of Mr. Delaporte.<br />

Last but not least, our final award winner is a student from the Dunfee <strong>School</strong>, is Mrs. Makela<br />

here this evening, Kathy come on up. This student showed tremendous integrity during the<br />

month of May. During recess this student found a $10.00 bill on the ground on the playground<br />

and while many others may have tried to pocket the money, this child immediately turned it into<br />

the office so the person who lost it could get it back. We commend this student for choosing to<br />

do the right thing always and to think of others. We congratulate him for being the Star Award<br />

winner for May, please a big round of applause for Joshua Fink. That was very nice of you<br />

Joshua. Would you like to say something to the crowd? No, thank you very much, please take a<br />

picture with Kathy, that is wonderful.<br />

Not only do we have outstanding students at the elementary school level, but they also exist at<br />

the middle school and high school level. This month I would like to honor students at the<br />

Brackman <strong>School</strong>, Mr. Nichol will you join me? This student is an eighth grader at the<br />

Brackman <strong>School</strong>; they were nominated for the Harvard teachers for her progress throughout the<br />

year. This person always put forth the most effort she could and by the word of her teachers, her<br />

work was exemplary. She is noted for her creativity and focus and it is no wonder this child is<br />

the winner for March, please give a round of applause for Stefanie Testa.<br />

The next student at Brackman is also an eighth grader; this student is being honored for his<br />

diligence in his studies and cooperative attitude toward his teachers. Always focused and<br />

respectful this child is a shining example of how a student should be and has served as a role<br />

model for all the students in his grade. We congratulate this student for being our April winner<br />

Maximo Manqual.<br />

Our next student from Brackman <strong>School</strong> continues to do her best throughout the academic year.<br />

As an eighth grader this child consistently contributed knowledge and inquisitive remarks to her<br />

classroom discussions. Her teachers describe her as respectful to her teachers and her peers.<br />

Please a big round of applause for Kerri Jablonski.<br />

Can I ask Dr. Saxton to come up as well? We also have winners for the last three months from<br />

<strong>Barnegat</strong> High <strong>School</strong>. This child is a member of our first graduating class; he is described by<br />

his teachers and peers as being kind, compassionate and considerate. As a young man who<br />

<strong>Barnegat</strong> <strong>Township</strong> Board of Education Minutes - June 10, 2008 5


exemplifies Bengal pride, this child goes out of his way to make <strong>Barnegat</strong> High <strong>School</strong> a better<br />

place for everyone. Congratulations go out to our Award winner for March, Ryan McLoughlin.<br />

Brian I still want to see that eighth grade letter that you wrote, that you put in that time box.<br />

Two other students from the Brackman <strong>School</strong> for the months of May and June. This child is a<br />

freshman at <strong>Barnegat</strong> High <strong>School</strong>. She is a very responsible young woman; she is dedicated in<br />

both inside and outside the classroom. She is an impressive student athlete for others to look up<br />

to in the school while only being here in her first year. She balancing her academic and athletic<br />

responsibilities extremely well. Please join me in congratulating Jasmine Faldu.<br />

Last but not least, this sophomore at <strong>Barnegat</strong> High <strong>School</strong> is a very responsible and mature<br />

student. She continually demonstrated dedication, passion and commitment to the school. She<br />

was always prepared for every lesson in class; she exhibited all of the qualities of that of an<br />

upper classman while only being a sophomore. We commend this child for her consistently<br />

positive attitude and congratulate her for being our May award winner, Emily Pernal.<br />

SPECIAL PRESENTATION BY VFW<br />

The <strong>Barnegat</strong> Board of Education would like to welcome Commander John Rivers from<br />

<strong>Barnegat</strong> VFW Post 10092, who will present a special award at this time.<br />

SCHOLARSHIP PRESENTATION BY GIRL SCOUTS<br />

The <strong>Barnegat</strong> Board of Education would like to welcome Dolores Coulter, member of the Board<br />

of Directors of the Jersey Shore Council of the Girl Scouts of America. Ms. Coulter will present<br />

Krystal Houser with their annual scholarship.<br />

Mr. Houser: The <strong>Barnegat</strong> Board of Education would like to welcome Dolores Coulter, member<br />

of the Board of Directors of the Jersey Shore Council of the Girls Scouts of America. Ms.<br />

Coulter would you please step forward?<br />

Mr. Houser: We just have to skip a couple of presentations we are waiting for some people to<br />

arrive.<br />

ROSLYN MARCHESE RECEIVES 2008 ESP AWARD FROM NJEA<br />

Lillian M. Dunfee <strong>School</strong> secretary and BEA Vice President Roslyn Marchese was honored as a<br />

recipient of the NJEA ESP Award for 2008. Mrs. Marchese was one of 20 winners in the state to<br />

be recognized for their valuable service and commitment to the children they serve. We<br />

congratulate Mrs. Marchese on this wonderful honor.<br />

BHS ATHLETES COMMEMORATE NATIONAL SIGNING DAY<br />

Mr. Houser: <strong>Barnegat</strong> High <strong>School</strong> seniors Erik Smithman and Jonathan Rogers participated in<br />

National Signing Day in March, a feat not often accomplished for high school athletes. The<br />

Board would like to take this opportunity to congratulate them on their achievements both<br />

scholastically and athletically and present them with plaques to commemorate that special<br />

event. Mr. Germano would you please come forward? Is Erik or Jonathan here?<br />

Dr. McMahon: I am going to get a couple words in from Mr. Germano. I am going to give this<br />

to you, Jonathan. I would just have to say that the school was only a dream six years ago. Then<br />

it was constructed and we have had freshman, sophomores, junior and seniors, people question<br />

whether the community can support itself and do the right thing. Jonathan is a perfect example<br />

after four years here of somebody who is a Division I athlete by going to <strong>Barnegat</strong> High <strong>School</strong><br />

which I think is quite an endeavor. Hats off to the coaches and to give a round of applause for<br />

the Athletic Director, Mr. Germano. Say a couple of words.<br />

John Germano: I am very proud of Jon and Erik and all of our athletes. As our seniors<br />

graduate I am also proud to announce that next year we are going to be having our first<br />

Homecoming event and we want to invite everyone to come out and we want to invite you guys<br />

back. Thank you.<br />

SCHOLARSHIP PRESENTATION BY GIRL SCOUTS<br />

Mr. Houser: At this time the Board of Education would like to welcome Dolores Coulter,<br />

member of the Board of Directors of the Jersey Shore Council of the Girls Scouts of America.<br />

Ms. Coulter would you please step forward?<br />

Mrs. Dolores Coulter: Is Krystal Houser here, please? As you were told, my name is Dolores<br />

Coulter and I do serve on the Board of Directors of the Girls Scouts of the Jersey Shore. I am<br />

also the Chair of the Keifer Stevens Scholarship Fund. I am here tonight to let Krystal know that<br />

she has been awarded a $1,500 scholarship. It was rigorous to choose, there were over 45<br />

applicants and, of course, we did not have a lot of money so we used a very tough, rigorous<br />

guideline to come up, and not knowing the people’s names there were assigned numbers so we<br />

did not know the girls’ names who had applied. One of the criteria they had to meet was to be a<br />

gold award winner and I believe you finished yours just about three weeks ago, two weeks ago,<br />

correct?<br />

Krystal Houser: I finished it in November, but I just got my award.<br />

Dolores Coulter: You had your award then, and so I just would like to congratulate you and you<br />

are one of the best.<br />

Dr. McMahon: Thank you, Mrs. Coulter, thanks, Krystal, thank you very much.<br />

MUSICIANS SHINE AT MUSIC IN THE PARKS FESTIVAL<br />

<strong>Barnegat</strong> <strong>Township</strong> Board of Education Minutes - June 10, 2008 7


Mr. Houser: The musicians at the Brackman Middle <strong>School</strong> and <strong>Barnegat</strong> High <strong>School</strong> stole the<br />

show at the Music in the Parks festival held at Six Flags Great Adventure this month. We<br />

congratulate all of these fine musicians for the following achievements and invite the Directors<br />

to please share a few words about the performances.<br />

Winning for the <strong>district</strong> are: the Brackman Jazz Ensemble who took first place, Class AA and<br />

Best Overall; C.J. Pacquing, who won Outstanding Soloist from over 1,100 other participants;<br />

the Brackman Vocal Ensemble who took first place, Class AA; the <strong>Barnegat</strong> High <strong>School</strong><br />

concert band who took first place, Class AA; and the BHS Vocal Ensemble who took second<br />

place, Class AA. We would like to welcome the directors of these music ensembles. We<br />

congratulate all of these fine musicians for the following achievements, and invite their directors<br />

to please share a few words about their performances.<br />

Dr. McMahon: Come on guys. How many people are here from the Music n the Parks awards,<br />

getting some awards this evening? OK, what to say a couple of words there? We are asking Mr.<br />

Constantine to say a couple of words.<br />

Mr. Constantine: I just want to say it is a great and wonderful opportunity and experience to be<br />

able to take the band to a new level, meaning, going out to festivals and competitions. Actually I<br />

don’t know if you remember Dr. McMahon, it was Dr. McMahon that implemented and started<br />

the Music in the Parks program. He supported us going way back to 2002, and the Board of<br />

Education then all the way through the present Board of Education supports the program and<br />

supports the kids going out to achieve this kind of recognition making us better musicians and<br />

being more educated that is what it is all about. And, of course, Steve Nichol and Karen<br />

McKeon back then supported it and let us keep going, so I can’t thank you all enough and the<br />

kids have benefited greatly from this experience. Our Jazz Band got best overall and they pulled<br />

the highest scores I have ever seen in any kind of festival or competition. So we are deeply<br />

indebted and I just want to express my gratitude to all that allow us to go ahead and pursue our<br />

goals. Thank you.<br />

Mr. Orrechio: When I first came into the <strong>district</strong> three years ago Mr. Constantine and Ms. Bense<br />

had told me about this Music in the Parks and the wonderful opportunity it afforded our students<br />

at <strong>Barnegat</strong>. So I said well, maybe I will try that and I went to the Administration here at the<br />

high school, Dr. Saxton, and last year was our first year that we participated and we went and<br />

had a great time. The kids learn a lot but when they see they have something to work for,<br />

something like an award like this or a day at the park they really kick it up a notch when they<br />

play. Last year they improved immensely in the year they were with me. This year we again<br />

went back and the concert band took first place. We had our highest score ever and we fell just<br />

shy of the top rating, Superior. I could not be more proud of all the students for all the hard<br />

work they did and again, I want to thank all my principals, even the elementary principals<br />

because I was actually able to miss a day from them because I teach at all the <strong>district</strong>s. So thank<br />

you to all the Principals, Ms. Makela, Mr. Kiewe, Mr. Delaporte and to Dr. Saxton for giving us<br />

the opportunity to go and to succeed as well as we did.<br />

Ms. Bense: I have had the opportunity and the pleasure to accompany Mr. Constantine with the<br />

Jazz Band in Music in the Parks and I also take out my Vocal Ensemble. We love singing for the<br />

community, we go out all the time to the Rec Center for SOCH Benefit and other various places<br />

<strong>Barnegat</strong> <strong>Township</strong> Board of Education Minutes - June 10, 2008 8


we like to go, but to go for a festival for just them, themselves, is a big thrill for them. It is<br />

something they really strive to work for. It is a level of achievement that they really want to do<br />

and I again this year we got first place. So again thank you for giving us the opportunity.<br />

Dr. McMahon: I am going to give out these awards for participation to first of all Mrs. Bense for<br />

the Brackman Vocal Ensemble, for Mr. Orrechio for the <strong>Barnegat</strong> High <strong>School</strong> Concert Band,<br />

and, last, but certainly not least for the Brackman Jazz Ensemble, Mr. Frank Constantine. There<br />

is a special student that won a special award, I don’t know if the person is here this evening for<br />

Frank to give a couple of words about the child?<br />

Mr. Constantine: I don’t know if C.J. Pacquing is here tonight. OK, if he is it would be great for<br />

him to come up here. Real quick, C.J. Pacquing, eighth grader, was chosen over 1,100 students<br />

at the Festival, he received one of four medals of outstanding solo performance. When I say<br />

1,100 kids, I don’t mean middle school, it is anywhere from elementary through high school and<br />

the adjudicators of that day recognized him in that group of 1,100 kids as receiving an award. I<br />

can’t wait to present C.J. with this in school. Thanks.<br />

Dr. McMahon: Thank you, Mr. Constantine that is quite an honor and also the <strong>Barnegat</strong> High<br />

<strong>School</strong> Vocal Ensemble, I know that the Director could not be here this evening, I am going to<br />

give that to Mrs. Bense. I am going to ask Mr. Nichol along with the other people to take these<br />

wonder trophies and place them in the trophy case of the new entrance of the <strong>Barnegat</strong> Brackman<br />

Middle <strong>School</strong>. Mr. Constantine do you want to take one, you are not going to drop it are you<br />

Frank? Mr. Orrechio? Alright, we congratulate them for an outstanding job in terms of that.<br />

FORMER BOARD OF EDUCATION MEMBERS HONORED FOR SERVICE<br />

Mr. Houser: The current Board of Education would like to extend their thanks and appreciation<br />

for the work that former Board members have done during their terms. I am going to ask all the<br />

current Board Members to please come out in front and stand with me on the stage as we give<br />

out these awards.<br />

Board members if you want to say anything as I call somebody’s name out just let me know and<br />

I will hand you the microphone. First, we have Kimberly Lally.<br />

Voice: For Kimberly Lally, the <strong>Barnegat</strong> Board of Education 1999 through 2007. Never a doubt<br />

that a small group of thoughtful, committed people can change the world, one child at a time.<br />

Mr. Houser: Can we please have Mr. Ralph Splendorio? Mr. Thomas Kostka? Mr. Kostka was<br />

on the Board of Education from 2003-2008, congratulations.<br />

Mr. Richard Dorow? Mr. Dorow was on the Board of Education 2007 through 2008, thank you<br />

Mr. Dorow.<br />

Mrs. Sally Germano? Mrs. Sally Germano was on the Board of Education from 2005 through<br />

2008, thank you very much, Mrs. Germano.<br />

Mr. Kenneth Thomas? Mr. Kenneth Thomas was on the Board of Education from 2006-2007.<br />

And the last Board member is Mr. Scott Sarno. Mr. Sarno was on the <strong>School</strong> Board from 2006 –<br />

2007 and also 2004 – 2005.<br />

TEACHER AND STAFF RECOGNITION AWARDS<br />

Mr. Houser: Dr. Saxton can you please come forward and help us with the teacher and staff<br />

recognition awards?<br />

Each year, teachers from each school are selected as winners of the Governor’s Teacher<br />

Recognition Award. <strong>Barnegat</strong> <strong>School</strong>s has extended these awards to also include non-certified<br />

and certified support staff. The winners of the Governor’s Teacher Recognition Awards are<br />

Regina Santolla.<br />

Dr. McMahon: Regina is a teacher at the Horbelt <strong>School</strong> and has been here a number of years<br />

and does an outstanding job with all the children. I join the Board of Education in congratulating<br />

her, great job Regina, wonderful.<br />

Mr. Houser: Dayna Angelozzi<br />

Dr. McMahon: Is Dana here this evening? Dana is one of our outstanding high school teachers.<br />

If you read recently the Asbury Park Press, they chronicled a day in the life of a <strong>Barnegat</strong> High<br />

<strong>School</strong> student and noted some of the activity in Mrs. Angelozzi’s class and besides that she has<br />

the difficult job of being the wife of Adam Angelozzi another teacher in our <strong>district</strong>.<br />

Congratulations.<br />

Mr. Houser: Margaret Aftanis,<br />

Dr. McMahon: I can stand up here for at least one and one-half hours and talk about Maggie.<br />

Maggie deals with some children at the Collins <strong>School</strong> who have some severe learning<br />

disabilities. I have gotten to know a number of the children there by visiting her and it takes a<br />

kind heart and a special soul to do what she does every day with the care that she does. It is a<br />

great job and has an outstanding Thanksgiving Day breakfast at her classroom, thank you. My<br />

waistline appreciates that Ms. Aftanis.<br />

Mr. Houser: Linda Altizio<br />

Dr. McMahon: Ms. Altizio, is Linda here this evening? I know that Linda has, oh, yes,<br />

outstanding. She is another outstanding one of our teachers in the <strong>district</strong> and does a great job<br />

with all the kids. They told me you were not here this evening, congratulations, great job.<br />

Dr. McMahon: Denise is enjoying herself at her retirement dinner this evening and she had a<br />

choice between coming up here and getting an award or her retirement dinner and Mr. Nichol<br />

Dr. McMahon: There are a number of support professionals in the <strong>district</strong> who have to work<br />

with our children on a daily basis and an instructional aide is that type of job. Ms. Jakalow, from<br />

what everyone has said, does an outstanding job year after year and we congratulate her, thanks<br />

Bev.<br />

Mr. Houser: Arthur Walshe<br />

Dr. McMahon: Is Art Walshe here? Nope, I think he is maintaining the schools. Art is one of<br />

our outstanding maintenance men and he does a great job each and every year and I know that<br />

Mr. Shanley wanted to say a couple of words about him. Just a round of applause in abstentia<br />

for Mr. Walshe.<br />

Mr. Houser: Diane Welsch<br />

Dr. McMahon: Is Diane here from the Horbelt <strong>School</strong>? Diane Welsch? If you want to get<br />

anything in a school building you know you have to know the secretary. Am I correct? Mrs.<br />

Welsch is no exception, she does an outstanding job at the Horbelt <strong>School</strong> since the second year<br />

it opened and we thank you for all you do Diane.<br />

Mr. Houser: And certified support staff, Joseph Hagan<br />

Dr. McMahon: Is Joe here this evening, he is one of our Child Study Team members. Joe deals<br />

with a lot of disabled children on a daily basis and meets all of their needs. He works in a<br />

number of our school buildings and I am happy to say that in the one or two years that Joe has<br />

been with us, he has done a great job. A round of applause for Joe Hagan please. I thank you.<br />

Caitlin Lundy: Hello everyone, I am Caitlin Lundy and I am the representative of <strong>Barnegat</strong> High<br />

<strong>School</strong> tonight. In eight short days it will be <strong>Barnegat</strong> High <strong>School</strong>’s first graduation and right<br />

now all the students, especially seniors are getting ready for finals. The senior prom is this<br />

Friday and seniors are anxiously waiting. Tomorrow is the second annual Powder Puff game and<br />

starts at 5:30 on the varsity football field. As a member of the first graduating class I would like<br />

thank the <strong>Barnegat</strong> Board of Education and the community for all their support these four years.<br />

SPECIAL PRESENTATION BY VFW<br />

Mr. Houser: The <strong>Barnegat</strong> Board of Education would like to welcome Mr. Taylor from <strong>Barnegat</strong><br />

VFW Post 10092, who will present a special award at this time from the VFW.<br />

Mr. Taylor: Folks, I want to introduce the Commander of the Veterans of Foreign Wars Post<br />

10092, John Rivers. I would also like to introduce our own Leslie Ann Thompson if we can find<br />

her, where she is at, come up here, please. Is she here?<br />

Mr. Taylor: Her mother is here on her behalf, she is tied up, she is caught in traffic.<br />

Commander Rivers: As Post Commander I would like to thank President Houser and the Board<br />

Members for this opportunity to present this award for outstanding patriotism in our community<br />

to Leslie. The plaque reads: The Veterans of Foreign Wars, <strong>Barnegat</strong> Post 10092 bestows<br />

upon Leslie Ann Thompson the Medal of Recognition for Outstanding Patriotism. We at the<br />

Post have come to know and admire her. Her interest and knowledge of American veterans<br />

does credit to her profession. With such teachers as Leslie we know that the students in her<br />

classes will go forth with a better understanding of our military both past and present. The<br />

dedication of such citizens assures us that history and achievement of this great country will be<br />

passed on and for this we thank Leslie. Thank you and God Bless America.<br />

Dr. McMahon: Thanks a lot. She might have been a little late, but Leslie ran right up. For all<br />

the years I have been here and this is going on my eighth, I just would like to tell you that as a<br />

<strong>Barnegat</strong> community one of the areas that, and Leslie embodies this and the people who have<br />

chosen Leslie to work here is the fact that our soldiers or anyone who served in the Armed<br />

Forces is someone that not only do I think this community and this Board of Education, but<br />

anyone can really tip their hat to, it is something outstanding. And besides serving in the war,<br />

we need a connection to those people and I am going to ask Mr. Rivers to stand up, John stand<br />

up, John has been an outstanding individual working with us through the VFW for years and<br />

hats off to John, he is a great guy. Thank you. Outstanding job, John, thanks so much.<br />

Mr. Houser: Before we move on to make the motion on public session I would like to comment<br />

on a couple of issues raised by the public during public session previously. What we said we<br />

were going to do was to answer some of the questions put out there. If we could not answer<br />

them at the meeting, we would follow up at the next meeting.<br />

With regard to the voting of the three <strong>district</strong>s in the high school, I happen to vote at the high<br />

school for the primaries and concur that having three <strong>district</strong>s voting in one location in close<br />

quarters will result in delays in voting and possible electioneering, especially when we are<br />

talking about November’s election for President of the United States, a U.S. Senator, a U.S.<br />

Congressman as well as local elections. I requested that the County Clerk and the Board of<br />

Elections review this issue and suggested that the three <strong>district</strong>s be separated to three separate<br />

schools or if we need to go outside of the schools, whatever is necessary to separate the <strong>district</strong>s.<br />

In regard to the budget, the Board of Education has put on the school website the entire up-todate<br />

budget for the public to review and print out. We know there was some concern in prior<br />

meetings in public session about the budget not being available. It is available and right now the<br />

up-to-date budget, and for the 2009-2010 school budget we also have the budget on the school<br />

website so that you will not have the same issue with the public and you will be able to have<br />

copies of the budget in the future. You will have the budget before you are voting on it and it<br />

will be on the website for the coming year.<br />

In regard to working with the public, the Board is requesting that the Administration put on the<br />

school website the complete school policy manual. This will take some time to develop, but we<br />

will be working with the policy company to make this happen. Also, tonight the Board will be<br />

<strong>Barnegat</strong> <strong>Township</strong> Board of Education Minutes - June 10, 2008 16


voting on a Motion that will allow the Administration and the Board to have full access to the<br />

policy company’s website to review all policies and immediately have access to the current<br />

Board policies in case an Administrator needed the policy immediately for a school issue. We<br />

think this is very important and this is really modern technology and it will really improve the<br />

school system for us.<br />

In regard to any supposed claimed vendetta in regard to a budget cut of $500,000, the<br />

Committees for the Board of Education and the <strong>Township</strong> Committee looked at the issues raised<br />

by the public. It was a clear case of making a clear fiscal decision on all fourteen items that we<br />

were cutting that concerned, you, the public. In regard to the supposed possible $3.2 million that<br />

was thrown out by the people, apparently they are not really concerned with affecting the quality<br />

of education of the children. That number was raised in regard to the cost of busing in the<br />

summer camps. That is what the state says is the issues and of course you all know what we did,<br />

we voted to keep the summer camps by charging a nominal fee.<br />

In regard to cutting any busing, we as a Board realized that we could not cut bussing without first<br />

making sure that all the students were safe. This was an issue brought up in shared services<br />

during the budget by the <strong>Township</strong>, but again we wanted to make sure the children would be<br />

safe. So, we have had discussions with the Shared Services Committee, the Board of Education<br />

and the <strong>Township</strong> and we will be having a discussion as a Board of Education on having a study<br />

done on busing. So, any statements made by anyone about cutting the $3 million from budget or<br />

making any additional budget cuts is only being done for political purposes, they are not for the<br />

betterment of the children. Any additional cuts would have affected the quality of education of<br />

our students. We, as a Board, clearly stated that we would not cut anything that would have<br />

negatively affected the quality of education for students and we stuck to that statement.<br />

In the next few months we will be setting up a Public Representation Committee to meet with the<br />

public and get your input on issues regarding the school <strong>district</strong> and what we can do collectively<br />

to make our school <strong>district</strong> the best that it can be.<br />

In accordance with Board of Education policy, each participant must be recognized by the<br />

preceding officer and must preface their comments by an announcement of their name, address<br />

and group affiliation if appropriate. Your anticipated courtesy to the members of the public and<br />

the Board is appreciated.<br />

PUBLIC SESSION<br />

Mr. Houser: Mr. Laufgas<br />

Mr. Bernard Laufgas: Mr. Houser, Mrs. Becker, Members of the Board last week…<br />

Mr. Houser: Mr. Laufgas, can you state your name and address please.<br />

Mr. Bernard Laufgas: Bernard Laufgas, Schooner Avenue, I am sorry. Last week at the Wawa<br />

where our group meets, the President was there and he asked me, he said the Board wants to<br />

discuss with me to settle all litigation. Am I correct?<br />

Mr. Houser: Well, that would be dealt with through the attorney, but yes, the Board would like<br />

to settle all litigation.<br />

Mr. Laufgas: For your information, your attorney cannot have any involvement in any litigation<br />

with me; his law firm represented me in the 1970s, so he is out of luck. Look for lawyer,<br />

Number 2. I believe Steve Secare is your conflict lawyer, is that true?<br />

Mr. Houser: That is correct.<br />

Mr. Laufgas: Well look for lawyer Number 3, I filed a suit against him, so I don’t know how you<br />

guys are going to do it, but figure something out. On the suit that I filed against the <strong>School</strong><br />

Board, it was on the public record on the 47 th NJ Statute 47-1A that is filed. The Board did not<br />

give me public records that I have been asking for since January and they did not fax it to me.<br />

The Statute says you have to fax it, I think you should advise the public that when they ask for<br />

public records, this way they don’t have to pay for documents. If you want the case, Atlantic<br />

City case, the Superintendent of the Great Egg Harbor <strong>School</strong> <strong>District</strong> did not want to give the<br />

Agenda to the lawyer, I mean to the reporter, of the Atlantic City Press, mistake #1. I believe it<br />

cost them over $50,000 in attorney fees, I think it is 2002. So I think when somebody asks for<br />

public records you ought to tell them. It is your obligation to tell them and there is no reason to<br />

charge because when you fax documents, you don’t fax them the documents, you fax them the<br />

information and you cannot charge for the information. So, here is a bit of information.<br />

Now on the civil suit that I filed, I have asked for public records which I was denied, Brian did<br />

not give them to me. He says, "I am waiting for the Board to approve it." Well, the Board<br />

approved that policy long ago after January 22 and he did not fax it to me. So that is a violation<br />

of OPRA. The penalty is $1,000, it what the legislature put in there. I asked for the Board to<br />

change their policy, Policy #0167, specifically the word “relevant”. This is a public meeting,<br />

what has relevance have to do if somebody comes up here and he speaks, while you might not<br />

like what they say, you have to listen to him. It has nothing to do with relevance; it has to do<br />

with the public complaining. Once a month, you guys have a meeting and you have to listen to<br />

their complaining. What you do with that is another matter. <strong>Township</strong> Committee has twice a<br />

month, so twice a month we can nail them and once a month we can nail the Board. And, I<br />

helped fight for you to get elected and I don’t regret it. I also want that the policy should be<br />

changed, if you are going to decide to hold the public to five minutes, you should have a large<br />

<strong>Barnegat</strong> <strong>Township</strong> Board of Education Minutes - June 10, 2008 18


clock there. Let the public see, not your Board Secretary keeping a little clock and he decides<br />

when your five minutes are up. If you are going to let the public speak, let them speak. If you<br />

are holding to five minutes, let them have the full five minutes, let them see, you should have a<br />

clock there.<br />

The flyer that I sent the Board, which I would like to start a 501 3C and the Board, the past<br />

Board, those invalids I will call them, some of them were left over on this Board, they simply<br />

ignored me. Well, I will look for excuse to sue, maybe you like it, the easy way, listen to the<br />

public, you have flyers that you permit to send to the kids. They should have nothing to do with<br />

politics; you did it in this election, not this Board, except the members up there now except for<br />

Mrs. Mitchell and for the other one. You should not give kids the drug dealers call them mules,<br />

you just simply give the teachers to give to the students, that is wrong, don’t do that. If you do it,<br />

you will find yourself in another lawsuit, and in the 80s I sue the Board for that.<br />

Now, on Number 2, I will come back with Mr. Cox.<br />

Mr. Houser: Well, Mr. Laufgas your five minutes is almost up and what I would really suggest<br />

you do is participate on the Public Representation Committee we are going to be having. We can<br />

have a discussion about a lot of these items. We do want your input and we will look at policies,<br />

we will work with, but I would like to see you do this through the Public Representation<br />

Committee if that is ok with you.<br />

Mr. Laufgas: No, I am representing myself, not the public.<br />

Mr. Houser: No, no, but the Committee is going to be called that and it is to deal with a lot of the<br />

public issues and the suggestions you have, they want your input and you are part of the public<br />

and we do want your input.<br />

Mr. Laufgas: When do you guys want to sit down about this lawsuit? Because I am ready to<br />

type interrogatories, I am sure your lawyer knows all about interrogatories.<br />

Mr. Montenegro: The Tort Claim Notice that you are referencing…<br />

Mr. Laufgas: Oh no, not the Tort Claim, the suit that I filed that is under the OPRA.<br />

Mr. Montenegro: Why don’t I reach out to you and we will sit down sometime later this week or<br />

next week and we will talk about the issues that you have raised in that lawsuit. Of course, first I<br />

will look into the issue if there is a conflict or not related to, I am not familiar with the 1970s. I<br />

will state on the record that I was not a lawyer in the 1970s.<br />

Mr. Laufgas: We both spent $250,000 on this, don’t worry about this. We are trying to avoid.<br />

Mr. Houser: OK, and if need be if you would prefer me to be there, I can be there as well.<br />

Mr. Laufgas: Now the other thing I suggested awhile ago, the <strong>School</strong> Board should get a huge<br />

marquis, let the people in this town know that this past week a young lady won actually she won<br />

<strong>Barnegat</strong> <strong>Township</strong> Board of Education Minutes - June 10, 2008 19


the pole vault state championship. She finished second because of a miss. Now who knows<br />

about this, nobody, huh?<br />

Voice: I do.<br />

Mr. Laufgas: OK, but you did not say anything. OK, my next one is, now I spoke to the Board<br />

for the past two years and I asked to change the name of the Horbelt <strong>School</strong>. Mrs. Mitchell did<br />

her song and dance in Jewish and they think you didn’t do nothing. I am asking you, again, you<br />

should change the name. Horbelt stole from the people, the Prosecutor’s office….<br />

Mrs. Mitchell: Mr. Houser, I ask that Mr. Montenegro address this, Mr. Horbelt is not here to<br />

defend himself.<br />

Mr. Laufgas: What difference does it make if he is here or not?<br />

Mr. Houser: What I would suggest, again, Mr. Laufgas is we do this through the Public<br />

Representation Committee because a lot of these things are suggestions and a lot of the stuff,<br />

what we need to do is meet with the Committee, make recommendations, the Committee can go<br />

back and if there is any legal issues we can check them out and get back to you on. It is better if<br />

we do it through the Committee because the Committee can meet any time in the middle of the<br />

month or anytime we see fit, so we are better off if we do this through a Committee structure.<br />

Mr. Laufgas: Let me ask you, what does that have to do with legal, changing the school? What<br />

does that have to do with legal, the man stole from the people, he had his wife’s vehicles repaired<br />

by the school, he had over 5,000 gallons of gas pumped into his private car. Prosecutor told the<br />

Board not to prosecute him because the Chief of Detectives and him went to school together.<br />

Mr. Houser: OK, there is no sense arguing over the issue, Mr. Laufgas, what we are going to do<br />

is bring it to the Public Representation Committee, but we need to get a legal review on this<br />

because you can talk to Tom Monahan previously and he suggested it was a legal issue for this<br />

Board. I was part of that when he made the statement and that is why the Board could not move<br />

forward on it. So, I again would suggest through the Committee that we get a legal opinion on<br />

this before we can move forward on any suggestion like that.<br />

Mr. Laufgas: Now is the Board going to make copies from your archives about the Prosecutor<br />

investigation and the <strong>School</strong> Board Attorney, Mr. Pardes drafting up the charges against him?<br />

Mr. Houser: That could be all done through the Committee who can submit it to the attorney.<br />

Mr. Laufgas: But you want to talk about it?<br />

Mr. Houser: The Committee will, yes.<br />

Mr. Laufgas: Yes. now the other thing.<br />

Mr. Houser: You have got to wrap up because we are way, way over; we are like ten minutes<br />

Mr. Laufgas: That is why we need a clock up there. The last thing, as far as Mr. Cox, I came<br />

over here to settle, but I was going to settle with you guys, an apology from him for stealing my<br />

pizza and $1,000 but that is off the table because I am filing a suit against him and I am going to<br />

his neighborhood and everyone of his neighbors is going to get a letter.<br />

Mr. Houser: You can’t be talking about an employee and we need to move on, Mr. Laufgas.<br />

Mr. Laufgas: OK, well, you have a nice day.<br />

Mr. Houser: You too.<br />

Ms. Jackie Ferrara, 62 Water Street: I want to say congratulations to the new Board members<br />

and for your new positions and everything. I am here to recognize some children in our band<br />

program, Amy Maloney, Matt Fitzmaurice, Jacquelyn Ferrara and David Ferrara are representing<br />

<strong>Barnegat</strong> High <strong>School</strong> and they are playing in a band that is going overseas to Germany this year.<br />

Last year, Jackie also went with this band to Italy. Mr. Gagnon nominates two children in his<br />

class due to his professor from a college and that is how they are going. They are representing<br />

our school and our country and they also play our patriotic music over in these other countries.<br />

Also, my daughter was <strong>Barnegat</strong> High <strong>School</strong>’s first foreign exchange student and then we had<br />

Francesco and Yanico come to the school. Well, the organization picked Jackie to her testimony<br />

for their organization to go global that went to every home that was involved in AFS for her<br />

experience and they acknowledged Madam Morris in this letter and they acknowledge all three<br />

exchange students that have come to my home and <strong>Barnegat</strong> High <strong>School</strong>. So I just wanted the<br />

Board to know that our school was acknowledged globally and the experiences they got from<br />

Jackie when they wrote this letter were very good experiences and how teenagers like Great<br />

Adventure and things like that. I just wanted the Board to know that Madam Morris in our life,<br />

she has changed my family’s life by nominating Jackie, Jackie going overseas and then when<br />

Mr. Gagon nominated Jackie again for music to go overseas, it was a lot easier to let her go, but<br />

not only my family but I feel this high school was blessed the year that Yanic and Francesco<br />

entered our school because it affected a lot of children in this school. My family is still in<br />

contact with them and my children are going to be visiting them while they are over here and if<br />

anybody comes to the Board or the Principal I am involved with AFS trying to find homes for<br />

other students. That is it.<br />

Mr. Houser: Thank you, and if you wouldn’t mind, if you could give us a copy of what you have<br />

at the Board office, and also any other information you have regarding needing homes for other<br />

students and things like that.<br />

Mr. Ferrara: This letter that they used, Jackie’s testimony, is a fund raiser that went out, I did not<br />

want to read it because I did not want anybody to think I am fund raising for the school, but I just<br />

wanted Jackie to be acknowledged that her testimony went global and her school is represented<br />

in that. I will give you copies and I have copies of the children who need homes.<br />

Dr. McMahon: Dr. Saxton if you could take that I think that would be great to use at the front<br />

office and stuff, Mr. Cox, thanks a lot.<br />

Mr. Houser: We have someone way in the back?<br />

Ms. Kim Hochran, 3 Tulip Court: I noticed that so far the re<strong>district</strong>ing has not made it to your<br />

agenda and I am wondering exactly how and when notification will be made to parents and if<br />

there are any plans to open the new school for a walk through for the children and their parents<br />

before the first day of school?<br />

Mr. Houser: Dr. McMahon can you respond to that?<br />

Dr. McMahon: Well, I know there is a Board Committee dealing with, I think Mrs. Sarno is on<br />

that Committee?<br />

Mrs. Sarno: We have met three times so far. We do have a few different plans in place and what<br />

we are trying to look on is what was going to be the safest way for the kids to get to school and<br />

also we are trying to look at the whole picture, do you want to disrupt every school for the<br />

re<strong>district</strong>ing or do you want to just take one school? The other plan is well, some kids can go out<br />

their front door and see a school, but they are not being bused to that school, so there are three<br />

different ways that we are looking at and we are trying to see which way would be the most<br />

beneficial to the students long-term.<br />

Ms. Kim Hochran: Do you have a timeline for this decision to be made so that the parents can<br />

be notified? This is going to affect a lot of people’s lives.<br />

Mrs. Sarno: I believe we are going to have it done for the July meeting, is that correct Mr.<br />

Delaporte, we are going to work on that? Yes, July 8 meeting.<br />

Ms. Kim Hochran: And that will be the final decision at the July meeting?<br />

Mrs. Sarno: I believe it will be able to come to a conclusion, an agreement by then.<br />

Ms. Kim Hochran: OK, so you will have different neighborhoods picked out, is that the way you<br />

plan on notifying parents of this decision?<br />

Mrs. Sarno: What we have right now is we have maps and we go through with our highlighters<br />

and we currently have the schools broken up with certain colors and then we say, ok, well, right<br />

now Horbelt is, these people are going to Horbelt, these people are supposed to be going to<br />

Ocean Acres, these people are going to Collins. We have it broken down to how many kids were<br />

in each school. We do have one school that is actually above its capacity so we do need to take a<br />

lot of kids out of that one school. That is the main school the kids are coming from, but then<br />

where do we get the rest of the kids from? Do we want to take them from other schools and<br />

disrupt those, the consistency that those kids have right now? And if we do that then we might<br />

be filling up the new school, do we want to leave some space in the new school for admissions<br />

that might come in the future? So there is different things we have to look at so that is what we<br />

are looking at. We have been going around and around and we really have not come to an<br />

agreement yet. So, we are still working on that and we are going back to transportation also to<br />

find out transportation-wise what is going to be the best.<br />

Ms. Hochran: Is your Committee’s recommendation the final say on this?<br />

Mr. Houser: No, let me just step in. We were planning on having a meeting, originally in July<br />

we do not have Board meetings. We have already called for a special meeting for July 8 and one<br />

of the reasons is because re<strong>district</strong>ing is very important to the Board so no, that is not the final<br />

decision, it does have to come back. Any vote in Committee is not legally binding it has to come<br />

in front of the entire Board. So, working Committees, what usually happens is the Committee,<br />

working with the administration, comes up with a solution, a recommendation, and therefore<br />

then the recommendation has to be passed on to the entire Board.<br />

Ms. Hochran: When does the Board plan on voting on that?<br />

Mr. Houser: We are hoping to vote July 8.<br />

Ms. Hochran: Planning on voting July 8, ok, and then parent notifications will be made?<br />

Mr. Houser: Dr. McMahon, can you answer the question she has asked? You asked the question<br />

on walk-throughs and to be honest with you notifying the parents is not done by the Board; it is<br />

done by administration so I will defer that question.<br />

Mrs. Sarno: We have not done a walk-through ourselves either.<br />

Ms. Hochran: I would hope the Board is taking into consideration the concerns of the parents<br />

and the community. There are a lot of parents that work full time and take their kids to sitters to<br />

get them to school. If they are going to break up, and I realize schools have to be broken up for<br />

this, it is not going to be easy on anyone, but the sooner the parents get word of what school their<br />

child is going to be going to, the sooner they can make their child make that adjustment and the<br />

sooner they can provide the daycare or before or after care that their child is going to need.<br />

Mrs. Sarno: I completely understand and the majority, we all have children here who are all in<br />

the schools, so.<br />

Ms. Hochran: Thank you, so July 8.<br />

Mr. Houser: How about the walk-through, Dr. McMahon is there any plans to have?<br />

Dr. McMahon: We have to wait for the final CO from SDA. It is the State’s building now so we<br />

can’t even do a work-through date until we know until we are actually going to take ownership.<br />

Robert Everett, Arlington Avenue, Bayville: Good evening folks, I am the President of Berkeley<br />

Little League. I have come here tonight to make this statement about an incident.<br />

Mr. Houser: Sir could I ask you to hold on one minute please, I am going to refer to the Board’s<br />

attorney.<br />

Mr. Montenegro: Mr. Everett, we spoke on the phone and I am familiar with the incident you<br />

are about to comment on.<br />

Mr. Everett: Yes we did.<br />

Mr. Montenegro: I just wanted to advise the Board that since our last discussion last week I<br />

received in the mail from the <strong>district</strong> a Notice of Tort Claim that was filed on behalf of a student<br />

from Central Regional related to this incident indicating an intent to sue the <strong>Barnegat</strong> <strong>Township</strong><br />

<strong>School</strong> <strong>District</strong> for compensatory damages in the estimated amount of $500,000. Based on the<br />

receipt of that Notice of Tort Claim, as we always do, that has been forwarded to the insurance<br />

carrier for their review and investigation. Because that is an anticipated litigation matter my<br />

recommendation to the Board is that it be allowed to go to the insurance company to do their<br />

investigation and do what they do and that there should not be commend regarding the incident<br />

from the Board while that investigation is present. My further understanding is that police have<br />

initially investigated the matter and based on that investigation there are no charges that were<br />

filed or pending and this <strong>district</strong> cooperated with that investigation and that matter as far as we<br />

know was resolved. But because of the filed Tort Claim Notice my recommendation is that there<br />

should be no comment from the Board regarding the incident. Mr. Everett is free to comment on<br />

the incident, I would only just remind, you are probably not familiar with this Board’s policy but<br />

it is probably similar to Central’s policy, as it relates to incidents regarding pupils, that<br />

individuals not be named in public for their own privacy reasons.<br />

Mr. Everett: Yes, I understand that so and I realize from conversations we had and a<br />

conversation with your Athletic Director that apparently something that I was not aware of<br />

happened, but I still feel that I need to make a statement tonight and I will not name names if you<br />

will.<br />

With that I do appreciate your giving me the opportunity to speak and I realize you may not like<br />

what I you have to say here, but I did feel strongly enough about this that I did have to come<br />

down here tonight along with some other concerned parents to make sure the Board understood<br />

fully how concerned we were about what happened in this particular incident. I would say this<br />

incident could have happened in really a lot of schools and that is something that really concerns<br />

me. You see a lot of this type of stuff that can very easily get out of hand at other sporting<br />

events and after-school activities and I don’t know why people accept them. I really don’t<br />

understand that and I feel your Board had an opportunity here to do something about this and to<br />

be frank with you, I don’t think you have done anything about it.<br />

What I was talking about was we hosted at our little league complex, a varsity baseball game<br />

between Central Regional and <strong>Barnegat</strong>. I would hope that you are all familiar with the incident.<br />

To summarize it quickly, a Central player was seriously injured by a violent collision with a<br />

<strong>Barnegat</strong> <strong>Township</strong> Board of Education Minutes - June 10, 2008 24


<strong>Barnegat</strong> player after the final out. The Central player suffered a broken tooth, serious<br />

concussion and a ruptured spleen. He spent five days in the intensive care unit of a hospital.<br />

This is from a baseball game, not a car accident, five days in the intensive care unit. We express<br />

great disappointment in your response to the incident or I should say a lack of response. If only<br />

because of the seriousness of the injuries it is demanded that your full and immediate attention be<br />

brought to this incident to try and get to the bottom of it. It was only after four weeks and<br />

consistent prodding from a lot of our parents, I know you got a lot of phone calls down here, that<br />

anything started; your Board seemed to give this some attention. That is when I finally started<br />

getting some phone calls back not from the people that I called, but from the attorney and<br />

eventually from your Athletic Director.<br />

I do not understand how you can take no action when a student ended up in the intensive care<br />

unit for five days. This was a baseball game. Once you had a chance to review the evidence<br />

which our parents had to collect, I realize maybe it was not super conclusive, but certainly<br />

enough I think to at least give you pause and try and figure out what happened here considering<br />

the injuries. When you combine that with questions as to the student’s intent and any reasonable<br />

person would have questions as far as the student’s intent goes, still nothing. You missed an<br />

opportunity to do the right thing and perhaps more importantly, at least to our knowledge<br />

certainly to this date, what are you going to do to make sure this never happens again? And,<br />

again, I will say not just here it should be in any school, this should have never happened and I<br />

see no one trying to correct this. I would say the criticisms just have not been lodged here, we<br />

have lodged it at out own school board. We are very disappointed in the overall response to this.<br />

Undoubtedly, I guess the attorney already talked about some of this, you are going to talk about<br />

police investigations and lawsuits. I didn’t file a lawsuit; I am not pushing to have anyone<br />

arrested or locked up that is not my intention. I think the attorney can relay that to you, we had a<br />

pretty good conversation on the phone I felt. I think they are very weak arguments; the situation<br />

could have been properly and prudently addressed very quickly. You can have done it in a<br />

matter of days, you could have sent the right message to everyone involved and we probably<br />

would not be here tonight. All I can say is that it is extremely disappointing not just to me but to<br />

everyone else who has been watching this as well. Thank you.<br />

Mr. Houser: Thank you. Mr. Checcia?<br />

Phil Checcia, 12 Windward Drive: I just heard about this, it is a lawsuit against <strong>Barnegat</strong> for<br />

having another school play baseball on our property and this child got hurt?<br />

Mr. Montenegro: No, first of all<br />

Mr. Checcia: They are filing lawsuits against us, for what? A ruptured spleen, I can’t see how<br />

you get one at a baseball game unless somebody hits you with a bat so why is this frivolous<br />

lawsuit even taking place, I wouldn’t even discuss it with this guy. Tell him to talk to the<br />

lawyers.<br />

Just this week, there was an article and I don’t know if it was one of the townships in Berkeley,<br />

their Board of Education, signed a deal with Apple. Now this was a plan that I had years ago<br />

<strong>Barnegat</strong> <strong>Township</strong> Board of Education Minutes - June 10, 2008 25


when I ran one that Splendorio was going to pick up on. You would have had a computer on<br />

every desk with these kids. They signed with Apple and I think they gave them 248 computers.<br />

That would give you the books that would have kids with helmets on it, encyclopedias and all the<br />

necessary properties for these kids to learn. But besides that there is about 248 Apple computers<br />

involved free of charge. Once you get these on the books and see how that works, Microsoft<br />

wanted to do the same thing and when Splendorio took that over he was at HP and it all fell<br />

through because someone said the person who they were going to talk to left. Well as all of us<br />

know when you work for a major corporation the phone number usually stays with that person or<br />

the same person rather who is taking that person’s transfer. So if the person in North Jersey went<br />

over to NY, which she did the phone number would still remain the same for that particular<br />

department.<br />

Seven years ago we lost all those computers and again another Board of Education,<br />

Administration and the faculty is losing out for 248 laptops. It happened in Ocean County and I<br />

have to go back and make sure it was Ocean, it could have been Ocean or Monmouth but there is<br />

248 pieces of hardware that you could have put on a desk of 248 more children by buying<br />

software from Apple, I am sure that is the deal. Same thing with Microsoft, they would have<br />

given teachers their monitors, everything needed and you would not have had any discrepancies<br />

in some of the books you had to replace, kids with helmets, USSR still in some of the books and<br />

what I would like to know also is how many children, I looked in the yearbook for Collins, and<br />

they just came home today or yesterday or over the weekend. There is about 18-19 children in a<br />

class, I don’t know if that is the average across all the schools, how many children are going to<br />

be in an average…what is the student base in each of the classes? If we take children from<br />

schools and move them, if you take three kids from each of the grades you will have 15 average<br />

with all the schools functioning in September. Are we bringing this down too low and where are<br />

they coming from? I know you don’t know where they are coming from yet?<br />

Mr. Houser: Let me answer your first question first regarding the computer issue. We would ask<br />

you to take that to the Pubic Representation Committee because we definitely would be<br />

interested in getting anything we could get as far as a grant or anything to help with computers,<br />

books, anything. The second thing, I am going to ask Brian or Dr. McMahon, Mr. Falkowski or<br />

Dr. McMahon to answer the questions regarding the number of children in the classes?<br />

Dr. McMahon: Basically, the new school opening there is only one regular classroom teacher<br />

being hired. What’s mostly happening is students are leaving with the teacher going with them.<br />

The reason is because we don’t have rooms for music, art, occupational therapy, so the class size<br />

is really not getting lower, the class is moving with the teacher. There is only one fourth grade,<br />

maybe a first grade, one or two teachers hired.<br />

Mr. Checcia: So can we say that with the kids moving, 15 children to a classroom?<br />

Dr. McMahon: Oh no, much higher than that.<br />

Mr. Checcia: 17?<br />

Dr. McMahon: The class sizes will stay relatively the same size they are now, depends on the<br />

grade level.<br />

Mr. Checcia: So, it will be 19 the way you will figure it out?<br />

Dr. McMahon: I think we will look at that, I am sure the Committee is looking at that with<br />

re<strong>district</strong>ing.<br />

Mr. Checcia: That is ok how you are going to re<strong>district</strong>, I just wanted to know because that is a<br />

nice size class 18-20 kids. I don’t want to take it too low, like 10, then there is a social problem<br />

then. Kids don’t adjust as nice as they do with 15 or 16 kids socially. The least amount of kids<br />

in the classroom is not as conducive to social life.<br />

Mrs. Sarno: What we are doing with the re<strong>district</strong>ing depending on where we move the kids<br />

from what schools the numbers of kids in the classrooms go up and down.<br />

Mr. Checcia: OK, just the average classroom will be either the same or a little less, that is all.<br />

Mr. Sarno: It could be 24, 22 or 20 around there right now.<br />

Mr. Checcia: That is going to bring our student population to about 3,200 with this move?<br />

Mr. Falkowski: That is correct<br />

Mr. Checcia: The following year is there a projection yet?<br />

Mr. Falkowski: We are receiving about 100 students a year.<br />

Mr. Checcia: About 100 a year, is that with attrition, graduations and things?<br />

Mr. Falkowski: That is correct.<br />

Mr. Checcia: OK, so 100 new students, not necessarily 100 new homes, but 100 new students<br />

with children coming in. OK.<br />

Mr. Houser: Mrs. Lally?<br />

Kim Lally, 42 Bowline Street: I missed the meeting, your last meeting, I was away, but I<br />

understand that Officer Mitchell was removed from the Hooked on Fishing, Not On Drugs<br />

program, but I see that you have it on your agenda to replace him. Could somebody tell me why<br />

he was taken out?<br />

Mr. Houser: When we talked about the budget failing and we met as a Committee, the Shared<br />

Services Committee of both the <strong>Township</strong> and the Board, we went through items that were cost<br />

effective that we needed to change and this was one of the items we needed to look at because<br />

<strong>Barnegat</strong> <strong>Township</strong> Board of Education Minutes - June 10, 2008 27


asically it is costing the taxpayers almost $20,000 for a program that is 2 hrs and 45 mins. long<br />

each day for four weeks, so it just did not make sense.<br />

Ms. Lally: The Hooked on Fishing Program cost $20,000?<br />

Mrs. Houser: No, the cost of having a DARE Officer work two months in the summer because<br />

he is working on the Hooked on Fishing is costing taxpayers close to $20,000. So, therefore, the<br />

<strong>Township</strong> recommended like other <strong>district</strong>s that the officers only work ten months and that they<br />

go out and work in the field and there was also some talk about vandalism going on in <strong>Barnegat</strong><br />

and they felt him, especially being a Detective, that would be much more cost effective to the<br />

taxpayer and a betterment to the community and safety of <strong>Barnegat</strong> if the police officer was<br />

actually out working instead of teaching a class.<br />

Mrs. Lally: OK, that is the reason.<br />

Mr. Houser: That is the actual facts, that is actually what happened in the Committee, it was<br />

actually brought in from the <strong>Township</strong> Committee, they suggested it and they brought up other<br />

issues as far as police officers and training and things like that. We listened and to be honest<br />

with you when it cam e down to making the financial decisions that we needed to make as a<br />

Board and we will have to make in the future, based on the State recommendations and things, it<br />

just made fiscal sense to do that, to bring somebody else in to teach the class at $25 an hour<br />

instead of paying close to $300.<br />

Ms. Lally: OK, when I walked in here this evening I barely was through the threshold and I was<br />

handed this piece of paper that I would like to read to you. It says, “It seems unusual for the<br />

BOE to have been invited at no cost to the Senior Prom, it also seems coincidental that they are<br />

asking for two cops which is standard from <strong>Barnegat</strong> to accompany the kids to Carriage House.<br />

A point of interest is the suggestion from Mike Mitchell. Would anyone want to wager that<br />

BHS’ first senior program will be the Linda and Mike Mitchell Show? I think we should prevent<br />

this if we can any suggestions?” Do you have any feelings on something like this?<br />

Mr. Houser: I have no idea what that is about other than I know as far as the senior prom goes<br />

all the Board Members were given invitations. I think I am the only one….<br />

Ms. Lally: Oh, I have no issue with the Board going to the Prom.<br />

Mr. Houser: I believe I put my name down but I am not attending, I am just going to go in for<br />

five minutes say hello to everybody, check it out and leave.<br />

Ms. Lally: No, no, you are misunderstanding my point. The main part of this piece of paper<br />

here is really the second portion, “would anyone like to wager being the Linda and Mike<br />

Mitchell Show and that it should be prevented”. I am sorry, but you should be aware of this<br />

because it was emailed to you by Mrs. Becker. Officer Mitchell has been with these students for<br />

fourteen years, fourteen years he has spent with these kids and if there has to be an officer at<br />

their Prom, who better than the officer that knows them best? No other officer in this town<br />

knows those children better than Officer Mitchell. No other teacher in this <strong>district</strong> knows them<br />

<strong>Barnegat</strong> <strong>Township</strong> Board of Education Minutes - June 10, 2008 28


etter than Officer Mitchell. Most have them for one year, he goes through with them for many,<br />

many years and even after they graduate from the DARE program they still ask for Officer<br />

Mitchell. They still want to see Officer Mitchell and to think that we should prevent Officer<br />

Mitchell from going to the Prom, I just would like clarification. I would like to know what<br />

exactly does that mean. The first time I came up to this podium after I was off this Board I said<br />

it is time to move forward. Everything that happened before April 15 needs to be forgotten and<br />

let go and I really meant that because nothing will be done if you are constantly back-stabbing<br />

one another. It is impossible to move forward but when something like this is sent out, what<br />

does the Mike and Linda Mitchell Show mean? What does that exactly mean have they become<br />

Sonny and Cher all of a sudden?<br />

Mr. Houser: Let me just answer a lot of your questions. First of all, if you are asking whether<br />

the email was sent to me as Board President or personally whatever the email was I think there<br />

are some confidentially issues and if you want to go through all my emails….<br />

Ms. Lally: This was handed to me here in this building.<br />

Mr. Houser: Let me just answer, if you are insinuating there are many different emails that I get,<br />

I am on the computer constantly for my job…<br />

Ms. Lally: Yes, I know you are very busy.<br />

Mr. Houser: ….and to be honest with you people send me things and you know what they are<br />

just filed. So, I have no idea what that was about, I don’t know what the Mike and Linda show<br />

as all about, we were all invited to the Prom and I said I was the only one that I am aware of that<br />

even put in. I don’t intend on going, but I have no idea and as far as I know there was a request<br />

to have Mr. Tatur and Mr. Mitchell go to work there and you know what I don’t think any of the<br />

Board members had any issue with that whatsoever. So, I have no idea how that was<br />

circumvented, sent out, whatever the issue was. But to be honest with you…<br />

Ms. Lally: It was handed out here.<br />

Mr. Houser: Well, Kim, if I looked at every one of my emails that were negative or anything<br />

instead of putting them where they belong, because that belongs in the trash and that is exactly<br />

where I’d put it..<br />

Ms. Lally: You are absolutely right it does belong in the trash and if that Detective is not at that<br />

Prom, it is a sin to punish the kids again by taking Officer Mitchell away from them.<br />

Mr. Houser: My understanding is the Board concurred with that I did not hear anything about<br />

any issue with it.<br />

Ms. Lally: OK, then it is all a nasty rumor, that is it. I wanted to give you the courtesy of<br />

bringing it to your attention, but you have clarified it is just a nasty rumor and he will be at the<br />

Prom that is all I care about.<br />

Mr. Houser: Now, if anybody, Dr. McMahon or anybody up here knows anything different,<br />

please tell me because my understanding was he would be there.<br />

Mr. Scully: From police experience the Board does not dictate who the police department sends<br />

to what jobs go on. If he does not show up that night you have to talk to Chief Drexler because it<br />

is Chief Drexler’s job and the Union’s position on who works that position.<br />

Ms. Lally: I understand, absolutely.<br />

Mr. Scully: But as far as the Board deciding he is not going to work that, that is not our decision,<br />

it is the police department’s decision.<br />

Ms. Lally: You are absolutely right, it shouldn’t be. My concern was this, when I am handed<br />

this piece of paper when I walk in here, first I find out and you explained it, that he was removed<br />

from Hooked on Fishing and then I see that somebody is being replaced. I can understand if the<br />

program was being taken away altogether, but you are just replacing him and putting somebody<br />

else there.<br />

Mr. Scully: Can I just finish real quick then? Mr. Tatur and Mr. Mitchell would be the perfect<br />

fit…<br />

Mr. Scully: Let me finish, you asked a question, can I finish?<br />

Ms. Lally: I didn’t ask you anything, I didn’t, I am sorry, I didn’t.<br />

should not pick them, but I want to make sure he is not being disqualified.<br />

Mr. Scully: If you just heard what I said he is not being disqualified because we do not have the<br />

right to disqualify him because the Union will make a grievance on that and it is up to the police<br />

department and who works the job.<br />

Ms. Lally: How many times have I sat up there and had people accuse us of things that we fully<br />

know that it was not our decision. So, really, in theory, that is pretty. My issue is as long as he<br />

is not being disqualified from the Prom and if this email is a hoax and Mrs. Becker did not say<br />

that we should prevent this and call it the Mike Mitchell Show and that is not true, that is fine, I<br />

am satisfied.<br />

received it. She commented earlier about the salary and what it was costing the <strong>district</strong> for Mike<br />

Mitchell to teach the Hooked on Fishing so I am really curious to see those numbers in writing<br />

why it would cost us so much for that, the $20,000.<br />

If there were separate elections authorizing the bonds, which bonds are combined<br />

with others authorized by separate elections, there will be an additional fee of<br />

$2,500.00 for each such proposal for which Bond Counsel reviewed a certified<br />

record of proceedings in connection therewith. In the event that an election is<br />

held but the proposal is defeated, the fee will be $2,500.00. If the referendum<br />

involves consultations, meetings or discussions that are out of the ordinary, there<br />

will be additional fees to be charged at the hourly rates of $185.00 for attorneys<br />

and $100.00 for paralegals.<br />

B. For services rendered or in connection the permanent bond sale, the fee will be<br />

$3,500.00 plus $1.00 per thousand dollars of bonds issued for the first<br />

$15,000,000 of bonds issued and $.75 per thousand dollars of bonds issued in<br />

excess of $15,000,000, with a minimum fee of $5,500.00.<br />

C. The fee for any temporary financing involving a private placement and not<br />

involving numerous notes or review of an Official Statement, or attendance at<br />

closing, shall be $.50 per thousand dollars of notes issued up to $15,000,000 and<br />

$.40 per thousand dollars of notes issued in excess of $15,000,000 with a<br />

minimum fee of $1,500 for temporary notes.<br />

D. For services rendered in connection with a capital lease, including drafting of<br />

necessary documents such as the ground lease, the lease, the assignment, the trust<br />

indenture and the necessary resolutions, the applications to the Commissioner of<br />

education and to the Local Finance Board, review of the disclosure document,<br />

attendance at meetings to discuss the financing and the documents, preparation of<br />

the closing documents and attendance at the closing, $15,000.00, plus $1.00 per<br />

thousand dollars of securities issued. In the event that the transaction cannot be<br />

completed, the fee to be charged shall be a reasonable one, based on the services<br />

performed.<br />

E. The following services will be rendered at an hourly rate of $185.00 for<br />

attorney time and $100.00 for paralegal time. Arbitrage compliance and related<br />

tax analysis, services involving disclosure and official statement work in<br />

connection with the issuance of obligations, attendance at meetings, attention to<br />

any litigation that may occur, construction contract drafting or negotiations,<br />

applications to State agencies, including the State department of Education, the<br />

Local Finance Board, the economic Development Agency or other agencies,<br />

review of documents and rendering of legal opinions required in connection with<br />

the issuance of a credit support such as bond insurance or letter of credit,<br />

applications top the Federal Reserve Bank for investments of proceeds of<br />

obligations in State and Local Government Series Obligations and unique<br />

research and analysis services rendered beyond the scope of the services<br />

described in this agreement.<br />

F. In the event of an advance refunding bond issue providing for an escrow<br />

agreement and an investment of the proceeds consistent with the restrictions of<br />

the Internal Revenue Code to provide for the payment of a prior issue of bonds,<br />

there will be a fee of $7,500.00 in addition to the fees described herein.<br />

G. In the event that a bond sale is held but all bids are rejected or the sale is<br />

canceled, or this agreement is terminated prior to the sale of the bonds, the fee to<br />

be charged shall be a reasonable one, based on the services performed.<br />

H. Customary disbursements for postage, telephone, document production and<br />

reproduction, travel and out-of-pocket expenses shall be added to the fees referred<br />

to in this Agreement.<br />

EDUCATION COMMITTEE - INFORMATION<br />

A. The final parent meeting regarding the senior class trip was held on April 29 at<br />

the high school.<br />

B. Senior Class Trip: The senior class trip held May 16-19 this year was a huge<br />

success. For four days, seniors toured the different Disney sites, seeing<br />

Hollywood Studios, The Magic Kingdom, Epcot, and Animal Kingdom. Some<br />

of our students experienced flying in an airplane for the first time and they were<br />

very well behaved. Parents, through their sons or daughters, talked about how<br />

well organized the trip was and how nice the event was. Kudos to Ms. Shattuck<br />

for all of her hard work and to the chaperones for doing a nice job of supervising<br />

our students. Plans are now underway to begin the process for next year.<br />

C. The proposed Special Education Extended <strong>School</strong> Year Program (ESY) will be<br />

held as follows:<br />

D. The <strong>Barnegat</strong> <strong>School</strong> <strong>District</strong>, under the leadership of Karen McKeon, has been<br />

hosting monthly meetings of the Ocean County Curriculum Council at <strong>Barnegat</strong><br />

High <strong>School</strong>. Two of the many topics discussed include a county-integrated<br />

language arts curriculum and mandated shared services.<br />

E. The Fifth Grade Student and Parent Orientation Program was held on May 6,<br />

2008 at 7:00 pm at the Russell O. Brackman Middle <strong>School</strong>. PROS and KAPS<br />

provided activities for students in the gym. ROBMS programs/expectations will<br />

be presented to the parents in the auditorium.<br />

F. Through the generosity of the Wintrode Family Foundation (Causeway<br />

Dealerships, Manahawkin), we are once again able to offer our Summer Reading<br />

Enrichment Program for incoming Kindergarten, First and Second Graders. The<br />

program will be incorporated into the Summer Camp day and will run for four<br />

weeks from July 7 th until August 1 st . Classes will run for 45 minutes, three days a<br />

week.<br />

Compliments to Mrs. Colleen Scrimenti, the <strong>district</strong>’s ILA Supervisor, for a job<br />

well done.<br />

M. All BHS junior students will be provided a college application and letter writing<br />

workshop over a course of two (2) days. Ms. McKeon will provide students with<br />

a step-by-step approach to gearing up for their senior year.<br />

N. End of course State assessments were administered to all biology students as well<br />

as a 3 rd and 4 th grade math field test to CSCS students.<br />

O. In June 2007, the Curriculum Department updated the on-going textbook<br />

inventory process that ensures that all PSD-12 th grade students have all<br />

appropriate textbooks and related materials.<br />

P. <strong>Barnegat</strong> High <strong>School</strong> participated in the Dare to Dream Student Leadership<br />

Conference at Burlington County College on May 12, 2008. High school junior,<br />

Joseph Hathaway, was a student keynote presenter at the conference and a group<br />

of <strong>Barnegat</strong> High <strong>School</strong> students presented a workshop about learning styles.<br />

The <strong>district</strong> was presented with a plaque from the New Jersey Department of<br />

Education Office of Special Education Programs for contributing to the success of<br />

the Dare to Dream 2008 Student Leadership Conference.<br />

Q. The First BHS Scholarship Award Ceremony took place on Thursday, May 29,<br />

2008, and it was a huge success. Two hundred and ten (210) scholarships were<br />

awarded totaling $145,975.00.<br />

R. <strong>Barnegat</strong> High <strong>School</strong> students will have half days beginning June 12, 2008 to<br />

provide time for final exams. Students will have expanded time to take the test,<br />

and time after school to prepare and study. Teachers will be required to stay<br />

until 2:00 pm to provide makeup time for students who might miss the exam and<br />

to grade the exams in order to meet the end of the year schedule for close-out.<br />

Senior students who have a grade of 93 in all quarters and have a grade of 93 on<br />

their midterm have the option to opt-out of taking the exam. In August of 2008,<br />

we will be preparing suggestions for exam schedules for the 2008-2009 school<br />

year.<br />

5. Motion to Approve Students Completing Field Experiences Throughout the 2008-<br />

2009 <strong>School</strong> Year<br />

Motion to approve students completing field experiences throughout the 2008-<br />

2009 school year. The Board of Education encourages cooperation with colleges<br />

and universities in the training of student teachers. Within the boundaries of the<br />

standard agreements with various institutions of higher learning, the <strong>district</strong> will<br />

continue to accept students completing field experience throughout the school<br />

year.<br />

6. Motion to Approve Participation in the Ocean County <strong>School</strong>-Based Mentoring<br />

Program for the 2008-2009 <strong>School</strong> Year<br />

Motion to approve participation in the Ocean County school-based mentoring<br />

program for the 2008-2009 school year. The program is designed to provide<br />

mentoring services to children, ages 7-14, who have been referred by a teacher,<br />

school counselor, parent, or administrator. Mentors are adult community<br />

volunteers who are thoroughly interviewed, screened, and trained by the county<br />

school-based mentoring coordinator. Some of the topics that are emphasized in<br />

the mentors’ training include the development of effective listening skills, an<br />

appreciation of diversity, and understanding the challenges facing today’s<br />

children. To ensure safety, a complete criminal background check is also required<br />

for all volunteers in the program.<br />

One of the main goals of the program is to increase a child’s self-confidence by<br />

providing positive experiences from caring and non-judgmental adults. Game<br />

playing, reading, solving puzzles, and sharing stories are a few of the activities<br />

that mentors and students can enjoy.<br />

The school counselor will serve as liaison to the county coordinator and will<br />

arrange for a convenient day, time, and place for the mentors and students to<br />

meet. Most meetings will be held in the school library and will run from late<br />

September to early June. The school counselor and administrators reserve the<br />

right to have the final say on all mentor volunteers. The program will be piloted<br />

at the Collins <strong>School</strong>s and will include 4 th and 5 th grade students, exclusively.<br />

The program is completely free to our <strong>district</strong>.<br />

7. Motion to Approve Mentor-Novice Teacher Program for 2008-2009 SY<br />

Motion to approve the Mentor-Novice Teacher (Mentee) program for the 2008-<br />

2009 school year. This plan will include (but will not be limited to) the mentoring<br />

plan timeline, approved list of mentors, mentoring partnership agreement,<br />

mentoring contract, needs assessment questionnaire for mentors, needs<br />

assessment questionnaire for novice teachers, novice teacher mentoring program<br />

evaluation, novice teacher end of year questionnaire, and mentor end of year<br />

questionnaire as well as a monthly mentoring documentation log. All of these<br />

forms will be sent to a coordinator who will collect this information and process it<br />

so that it can be periodically sent to the State Department of Education throughout<br />

the year.<br />

8. Motion to Approve Submission of the 2007-2008 Fire Drill Reports<br />

12. Motion to Approve a Nine-Period Schedule at <strong>Barnegat</strong> High <strong>School</strong> for SY<br />

2008-09<br />

Motion to approve a nine-period schedule at <strong>Barnegat</strong> High <strong>School</strong> for the 2008-<br />

2009 school year. This change comes as a result of a need to provide our basic<br />

skills and vocational school students with an intense academic program to ensure<br />

that graduation requirements are met and positive HSPA and/or SRA mandates<br />

sessions, meeting with Holocaust survivors and distinguished Holocaust scholars.<br />

The Holocaust & Human Behavior, for use in the middle school. No grant funds<br />

will be exchanged, but strategies and techniques learned at this institute can be<br />

taught on professional days and at faculty meetings to ensure implementation and<br />

recognition is applied to this historical era.<br />

15. Motion to Approve Monmouth University Agreement for SY 2008-09<br />

Motion to approve the partnership agreement with Monmouth University to<br />

provide professional development opportunities for teachers and staff throughout<br />

the year, consisting of 4 mentor/mentee workshops.<br />

This partnership was in effect during 2007-08 and proved to be very beneficial to<br />

approximately 35 staff members.<br />
