Contractors seek
compensation from council
• By Devon Bolger
DISRUPTION from the
Covid-19 pandemic could see
contractors claim hundreds
of thousands of dollars in
compensation from the district
council.
Depending on the agreements
made, contractors can claim
money from the
party they have
been hired by
in compensation
for time
extension on a
project.
So far
contractors of
projects across
Jeremy Dixon
the district have made claims for
a total of $795,921.
Issac Construction has made a
claim of $678,243 to the district
council for the disruption the
Covid-19 lockdown had on the
infrastructure, roading and car
parking aspect of the Rolleston
Town Centre project.
Claims have also been submitted
by Apollo Projects as the
contractor of the Foster Park
Indoor Courts for $49,148.
A claim from Downer has
been made for the Lowes Rd
and Tennyson St intersection
upgrade project and is under
negotiation. A $23,732 claim
has been made for work on the
Health Hub by Naylor Love.
Said district council group
manager property Douglas
Marshall: “We expect the costs
will be covered by each project’s
contingency fund, but we will
not be able to confirm these
costs and the final breakdown of
payment until closer to project
completion.”
Issac Construction chief
executive officer Jeremy Dixon,
who is also the chairman of
Civil Contractors NZ’s Canterbury
branch, said: “We have
made a claim in line with our
contract conditions in regards to
not being able to work through
the Covid-19 lockdown.
“It now sits with the district
council to review our claim,
consider a response and then
negotiate to get to an end game.”
Said Mr Marshall: “Council
at the time of the start of the
level 4 lockdown or contracted
to begin during the lockdown
will require an extension of time
because of the restrictions under
level 3 and 4.”
Not all extensions of time have
a monetary impact.
Armitage Williams, the
contractor of the Selwyn Aquatic
Centre extension and Rolleston’s
new community centre and
library, Te Ara Atea, will not be
making a financial claim for the
projects, Mr Marshall said.
