FULTON Hogan’s bid to<br />
change some of the conditions<br />
it will operate its controversial<br />
quarry near Weedons under has<br />
been described as “bully boy<br />
tactics.”<br />
The roading company wants<br />
to appeal parts of the resource<br />
consent it was granted by<br />
Environment Canterbury and the<br />
district council.<br />
One of the conditions Fulton<br />
Hogan is appealing is that once a<br />
year ECan may serve notice of its<br />
intention to review the conditions<br />
of these consents for the purposes<br />
of off-setting or compensating<br />
for any adverse effects on human<br />
health arising from suspended<br />
particulate matter generated by<br />
quarry activities.<br />
The company says the condition<br />
is unreasonable and it is difficult<br />
to envisage what kind of health<br />
effect is being referred to and how<br />
it could be off-set.<br />

Fulton Hogan argued the<br />
impact of the quarry would<br />
not be as bad as the residents<br />
opposing it said it would<br />
be. Conditions were placed<br />
on the resource consent to<br />
mitigate what lies ahead for<br />
residents.<br />
But now the contracting<br />
giant is appealing some of<br />
those conditions, putting<br />
more pressure on residents<br />
who are also appealing the<br />
original decision.<br />

Residents angry over<br />
dumped rubbish across district<br />

DUMPED RUBBISH across the<br />
district is angering residents who<br />
say they are fed up with people<br />
destroying the landscape.<br />
District council regulatory<br />
manager Billy Charlton said 95<br />
notifications of dumped rubbish<br />
in a public place have been<br />
received since January.<br />
“When council receives a<br />
report of rubbish being dumped<br />
it is always cleared as soon as<br />
possible by our contractors.”<br />
Mr Charlton said 18 instances<br />
have been investigated this year<br />
and eight infringement notices<br />
have been issued with fines<br />
totaling $2650.<br />
Springston resident Gail<br />
Route said she is appalled at<br />
the amount of litter she comes<br />
across on her regular bike rides.<br />
“It is mainly fast food takeaway<br />
packaging, disposable coffee<br />
and soft drink cups, glass beer<br />
bottles and plastic bottles.<br />
“I have been living in<br />
Springston for 10 years and I’m<br />
just getting fed up with all the<br />
rubbish.”<br />
Ms Route said the rubbish<br />
appears to be coming from<br />
vehicles.<br />
“Where I cycle it is too far for<br />
people to walk so quite obviously<br />
it is people chucking litter from<br />
their cars.”<br />
She has stopped picking up the<br />
rubbish because there is just too<br />
much.<br />
“I did get in touch with the<br />
council and they said they did<br />
send somebody out to clean up<br />
but I can’t tell if they’ve actually<br />
done that or if more litter has<br />
appeared.”<br />
Ms Route would like to see<br />
more roadside and television<br />
advertising asking people to dispose<br />
of their rubbish properly.<br />

CRASH DRIVER UNHURT<br />
The driver of a car that crashed<br />
into a ditch near Rolleston on<br />
Thursday had a lucky escape<br />
with no injuries. A police<br />
spokeswoman said they were<br />
called to the incident on <strong>Selwyn</strong><br />
Rd, between Lincoln-Rolleston<br />
and Springston-Rolleston Rds,<br />
about 2.<strong>15</strong>pm. The driver was the<br />

RATES DEFERALL<br />
Thirty-seven residents have<br />
taken up the district council’s<br />
rates deferral scheme, chief<br />
executive David Ward said.<br />
The scheme means people can<br />
extend their payments for this<br />
financial year until June 30 next<br />
year, provided they enter into a<br />
payment plan with the district<br />

National has always held<br />
sway in <strong>Selwyn</strong>, and<br />
has a new electorate<br />
candidate in Nicola<br />

Bolger tests the pulse of<br />
the district<br />
POLITICAL opinions in the<br />
district appear to be quite varied.<br />
Outside of the Countdown<br />
supermarket in Rolleston, Alice<br />
Tang was in a hurry to pick up<br />
her groceries but said she was<br />
happy to spare a few moments to<br />
talk politics.<br />
She has been living in Rolleston<br />
since 2012.<br />
“I feel like we don’t have a solid<br />
plan to deal with the economy.<br />
We are facing a really big crisis<br />
and need a long-term plan.”<br />
Ms Tang said she will be giving<br />
her vote to Act.<br />
“That is purely because I know<br />
Labour and National have their<br />
supporters but I would like to see<br />
a different party get a chance to<br />
show what they can do.”<br />
She said she did not know<br />
enough about cannabis use or<br />
the upcoming referendum to offer<br />
an opinion.<br />

“I think it requires a lot more<br />
research and planning but I’m<br />
not opposed to it,” she said.<br />
Ms Tang knew the National<br />
candidate for <strong>Selwyn</strong> was Nicola<br />
Grigg, but not the other candidates.<br />
Further along, Edgar Caisip<br />
had stopped to roll a cigarette<br />
after going to The Warehouse.<br />
He said if the polls were to<br />
open next week, he would be<br />
voting for Labour.<br />
“I think they are working for<br />
the country. The pandemic has<br />
been quite crazy.”<br />
Mr Caisip said he was “dead<br />
against’’ legalising cannabis but<br />
in favour of euthanasia.<br />
He did not know who the candidates<br />
were for <strong>Selwyn</strong>.<br />
Along Rolleston Drive, Martin<br />
Perry was out for a walk to the<br />
New World supermarket.<br />

He said he thinks the cannabis<br />
referendum is a major issue this<br />
election.<br />
“I am really torn about it<br />
because I would vote yes for medicinal<br />
use, absolutely, but I am<br />
just not too sure about personal<br />
use. I think it contradicts what<br />
the Government is trying to<br />
achieve with going smoke-free.”<br />
Mr Perry said normally he<br />
would vote for National but he<br />
is unsure after recent incidents<br />
such as the Covid-19 patient data<br />
leak.<br />
“It is a tricky one for me. I will<br />
have to see how I feel closer to<br />
the time.”<br />
He did not know any of the<br />
candidates, saying: “All I know<br />
is Amy Adams but I think she is<br />
retiring.”<br />
Mr Perry said he disagreed<br />
with euthanasia for religious<br />
reasons and would be voting no<br />
at the referendum.<br />
In the Faringdon subdivision<br />
in Rolleston, Lena Atger was<br />
gardening in her front lawn.<br />
She agreed to stop for a quick<br />
chat and seemed excited about a<br />
political discussion.<br />
Ms Atger lives and works in<br />
the district. She has been there<br />
for about 10 years.<br />
She would definitely not be<br />
voting for National but would<br />
have to do more research before<br />
deciding where her vote would<br />
go.<br />
“I don’t know much about the<br />
guy they have elected as leader<br />
now. I also don’t know any of<br />
their policies at all.”<br />
Ms Atger said she would be<br />
voting no for the legalisation of<br />
cannabis and was unsure how<br />
she would vote on the euthanasia<br />
bill.<br />

opinion divided on two referendums<br />
“I don’t know any of the candidates<br />
here. I couldn’t even tell<br />
you one, which is bad I know.”<br />

Anderson Webb was walking<br />
his dog along Tosswill Rd.<br />
He said he would be voting for<br />
National this year.<br />
“That is who I voted for last<br />
time as well.”<br />
Mr Webb said he thought the<br />
legalisation of cannabis was a<br />
major issue in the upcoming election.<br />
“I will be voting yes. I don’t<br />
really have an opinion on euthanasia.”<br />
He said Nicola Grigg was the<br />
only candidate he knew of.<br />
A short time later in Lincoln,<br />
Howard Paterson was waiting to<br />
catch the bus outside the library<br />
along Gerald St.<br />
“It is hard to say what the major<br />
issues are but I think the recovery<br />
from Covid-19 will be key for the<br />
country going forward.”<br />
Mr Paterson said if the polls<br />
were to open next week he would<br />
be voting for Labour.<br />
“The National Party has had<br />
some bad days. Namely with<br />
the recent leaking incident with<br />
Michelle Boag,” he says of the<br />
Covid patient list leaked to the<br />
news media.<br />
He was unsure of who the candidates<br />
for the electorate are.<br />
Strolling through Lincoln’s<br />
Liffey Domain were David and<br />
Lynne Montgomery.<br />
They both also thought the<br />
recovery from Covid-19 would be<br />
a major issue.<br />
Mr Montgomery joked that<br />
footpaths are another issue which<br />
will cause much debate.<br />
When asked who they would<br />
vote for, Mrs Montgomery said<br />
Labour and Mr Montgomery said<br />
National.<br />
“It doesn’t matter that we don’t<br />
agree,” Mrs Montgomery said.<br />
Neither of the couple was in<br />
favour of legalising cannabis.<br />
Mrs Montgomery said she<br />
thinks Labour is likely to win.<br />
“It varies when you ask but at<br />
the moment I think it’s Labour. I<br />
don’t think National has the right<br />
guy as leader.”<br />

tell who will win the election but<br />

said: “It is just a bit of<br />
bully boy tactics. Fulton<br />
Hogan publicly stated<br />
how pleased they were<br />
with the conditions and<br />
then as soon as somebody<br />
appeals they come<br />
out and say they aren’t<br />
happy.<br />
“They are just contradicting<br />
themselves.”<br />
Fulton Hogan’s appeal comes<br />
after Weedons resident Stephen<br />
Bain’s bid to overturn the resource<br />
consent granted to operate<br />
the quarry.<br />
Mr Bain is seeking public<br />
support to fund an appeal to the<br />
Environment Court to stop it.<br />
He and Mr Moore believe<br />
Fulton Hogan’s own appeal is a<br />
tit-for-tat response.<br />
Said Mr Bain: “I think it was<br />
a strategic move that they have<br />
made because of my appeal. I<br />

do it until they saw other people<br />

“I was very surprised because<br />
the extension to appeal was only<br />
granted 24 hours before the<br />
initial appeal period closed so it<br />

The Christchurch City Council<br />
has also got involved.<br />
At a meeting last Thursday<br />
it decided to become a<br />
party to proceedings to try<br />
and stop the conditions of<br />
the resource consent being<br />
changed.<br />
It has until Monday to<br />
lodge the necessary paperwork.<br />
Then it may be able<br />
to present submissions and<br />
evidence at a subsequent<br />
hearing.<br />
Fulton Hogan is appealing<br />
these conditions:<br />
•Depositing clean fill is only<br />
allowed between 6-8pm Monday<br />
to Saturday. Fulton Hogan wants<br />
it changed so the activity can occur<br />
during evenings, night time<br />
and Sundays.<br />
• Heavy vehicle movements<br />
leaving or accessing the quarry<br />
need to use the direct route<br />
comprising State Highway 1,<br />
Jones and Dawsons Rds. Fulton<br />
Hogan wants it changed so it just<br />
has to take all practicable steps<br />
to ensure the vehicles associated<br />
with the quarry do not travel on<br />
those roads.<br />
• Loaded heavy vehicles<br />
arriving at the site must have<br />
their load covered. Fulton<br />
Hogan wants this condition<br />
removed.<br />
• Heavy vehicles with aggregate<br />
or other quarry material<br />
leaving the site must cover their<br />
load and have it dampened with<br />
water spray. Fulton Hogan wants<br />
it changed so that the vehicles<br />
must either cover their load or<br />
have it dampened.<br />
• Once a year ECan may<br />
serve notice of its intention to<br />
review the conditions of these<br />
consents for the purposes of<br />
(amongst other things) “offsetting<br />
or compensating for<br />
any adverse effects on human<br />
health arising from suspended<br />
particulate matter (including<br />
dust and respirable crystalline<br />
silica) generated by quarry<br />
activities.” Fulton Hogan<br />
seeks the removal of the subparagraph<br />
completely.<br />
• Six dust monitoring devices<br />
are to be installed prior to quarry<br />
activities occurring and during<br />
operations. Fulton Hogan wants<br />
it changed to require one permanent,<br />
regulatory certified monitor<br />
and four calibrated, mobile<br />

trucks can alternatively<br />
pass under a water spray<br />
boom.<br />
• Should the ability to<br />
take water cease at any<br />
time, the consent holder<br />
must cease quarry activities<br />
requiring water usage<br />
to manage dust. Fulton<br />
Hogan wants it changed<br />
so the company will assess<br />
the need to temporarily<br />
cease some or all parts of<br />
operations itself.<br />
• Excavation of aggregate<br />
and deposition of clean fill<br />
must only occur where the<br />
quarry floor maintains at<br />
least 1m separation depth<br />
to groundwater. Fulton<br />
Hogan is seeking a minor<br />
change so that permissible<br />
excavation depths are defined<br />
by reference to an RL<br />
level, as opposed to metres<br />
below ground level.<br />
• Should the groundwater<br />
level increase so that<br />
the separation is less than<br />
1m between the measured<br />
groundwater levels and<br />
the current ground level<br />
within the active quarry<br />
floor quarry site, Fulton<br />
Hogan must apply virgin<br />
materials to that area, so as<br />
to reestablish a 1m separation<br />
distance throughout<br />
the site. Fulton Hogan<br />
wants it changed to include<br />
that this requirement does<br />
not apply to any areas<br />
which have already been<br />
rehabilitated;<br />
• If the results of the<br />
second groundwater<br />
samples show an<br />
exceedance of the trigger<br />
concentrations, the consent<br />
holder must sample all<br />
domestic wells within<br />
500m downgradient of<br />
the affected bore. If any<br />
domestic bore sample<br />
reveals an adverse effect<br />
on drinking-water quality,<br />
then the consent holder<br />
must either provide<br />
the well user with an<br />
alternative supply of<br />
potable water, provide<br />
an appropriate water<br />
treatment system, or install<br />
a deeper well for the user.<br />
Fulton Hogan wants it<br />
changed to state that the<br />
exceedance must be more<br />
than likely attributable to<br />
the quarrying operations.<br />

A CONTROVERSIAL application<br />
to expand a waste facility near<br />
Prebbleton has been approved to go<br />
straight to the Environment Court.<br />
Last month, Waste Management<br />
Ltd applied to have its resource consent<br />
application to expand its site at<br />
305 Marshs Rd bypass the council<br />
hearing process.<br />
Said an ECan spokeswoman:<br />
“Council has 20 working days<br />
to complete a report on the application,<br />
including addressing any<br />
issues; suggested conditions that<br />
should be imposed if the consent<br />
was granted; and provide a summary<br />
of submissions.”<br />
Waste Management Ltd will then<br />
make a final decision to proceed<br />
or not directly to the Environment<br />
Court.<br />
One of the reasons the company<br />
gave for wanting to refer the matter<br />
to the Environment Court is likely<br />
appeals on the application.<br />
“The application is contentious. It<br />
has already generated considerable<br />
community and media attention<br />
including public meetings.<br />
“The significant public interest<br />
raises the real likelihood of appeals<br />
and for that reason alone the<br />
application should be directly<br />
referred to the Environment Court.”<br />
Prostate cancer support group<br />

WHEN CHRIS Ward was<br />
diagnosed with prostate<br />
cancer in 2018 he learned the<br />
importance of a strong support<br />
system.<br />
The 70-year-old Lincoln<br />
resident decided it was time the<br />
district had a dedicated support<br />
group for men also suffering<br />
from prostate cancer.<br />
With the help of his wife<br />
Dianne he started the group in<br />
February last year.<br />
They meet on every fourth<br />
Wednesday of the month at the<br />
Lincoln Event Centre.<br />
It has 40 members on its<br />
books and about 25 to 30 men<br />
typically attend the meetings.<br />
Said Mr Ward: “After I began<br />
treatment I went to a support<br />
group meeting in Christchurch<br />
and I found that very valuable.<br />
It was great to go along and talk<br />
to other people with common<br />
issues.<br />
“Out here in <strong>Selwyn</strong>, I figured<br />
there is quite a population of<br />
people and one in eight is the<br />
general strike rate for prostate<br />
cancer so I thought there could<br />
be a lot of people out here who<br />
can benefit from some support<br />
too.”<br />
Mr Ward said he approached<br />
the Prostate Cancer Foundation<br />
about wanting to start the group<br />
and they were very supportive.<br />
The group attracts people<br />
from across the district with<br />
members from Darfield,<br />
Rolleston, Leeston, Lincoln and<br />
Prebbleton.<br />
The meetings consist of a<br />
sharing session for the men to<br />
open up about their struggles<br />
and sometimes guest speakers.<br />
“We also have physios too.<br />
They have a very pressing part to<br />
play, they can offer a lot of help<br />
so they came along and shared<br />
what they can do for us.”<br />
About 18 months ago members<br />
of the group started to take<br />
part in a pilot programme called<br />
Prost-FIT.<br />
It is a fitness group run by<br />
Exercise As Medicine NZ which<br />
includes elements of<br />
cardio, resistance, boxing and<br />
other modalities to improve<br />
strength, balance and stamina.<br />
“That has been extremely successful<br />
for us and the Prostate<br />
Cancer Foundation is looking to<br />
expand the programme across<br />
the country.”<br />
Mr Ward said things are<br />
looking positive for his health<br />
as his two-year check-up in May<br />

Rocker to sing from extensive back catalogue<br />

WHEN JON Stevens’ song<br />
Jezebel reached number one on<br />
the New Zealand charts in 1979,<br />
a career in music wasn’t on his<br />
mind.<br />
Said Stevens: “I made a record<br />
when I was 16, it came out when<br />
I was 17, which was Jezebel. It<br />
was released and three weeks<br />
later it was No 1 and all of a<br />
sudden, I was famous in New<br />
Zealand.<br />
“It [music] was something<br />
that I didn’t pursue at all, it<br />
was like a happy accident<br />
actually because it wasn’t<br />
something I was actually into<br />
doing,” he said.<br />
But Stevens, who is entertainer<br />
Frankie Stevens’ brother,<br />
couldn’t stay away from music,<br />
and more than four decades<br />
later, he is set to headline <strong>Selwyn</strong><br />
Sounds on March 6 at Lincoln<br />
Domain.<br />
Jon Stevens is best known<br />
for being the lead singer of<br />
Noiseworks. He was also lead<br />
singer of legendary Australian<br />
band INXS for four years after<br />
former frontman Michael<br />
Hutchence died.<br />
The <strong>Selwyn</strong> Sounds crowd can<br />
expect Stevens to belt out a set<br />
of hits from both of these bands<br />
when he takes the stage.<br />
Said Stevens: “I’ve got a<br />
pretty good setlist going with,<br />
obviously, both bands’ songs.<br />
You can’t please everybody, but<br />
nobody’s disappointed ever.<br />
“It’s just hit after hit, you<br />
know,” he said.<br />
Stevens said these hits will<br />
include INXS songs Need You<br />
Tonight, Don’t Change and<br />
Suicide Blonde and Noiseworks’<br />
Hot Chilli Woman.<br />
Stevens fronted INXS in the<br />
early 2000s after Hutchence’s<br />
death in 1997 and toured with<br />
the band for four years.<br />
“When I joined INXS, it was<br />
just one of those things where it<br />
seemed like a perfectly natural<br />
fit and it was, and it’s something<br />
that I know, and we all knew,<br />
Michael would have been more<br />
than happy for me to do because<br />
we were compadres.”<br />
Stevens said he and Hutchence<br />
had “mutual admiration” for<br />

“Because his subtlety in his<br />
lower register was just incredible<br />
and his tone was incredible,<br />
when he jumped up an octave<br />
and started belting it out, it was<br />
just like, man, so full-on, and<br />
that’s probably a big part of his<br />
magic,” he said.<br />
Stevens is looking forward<br />
to the <strong>Selwyn</strong> Sounds crowd<br />
hearing his spin on the INXS<br />
songs and said he has the band’s<br />
blessing to perform them.<br />

memories have been playing<br />
shows with artists including<br />
Elton John, Aerosmith and Slash<br />
and performing at venues such<br />
as Madison Square Garden in<br />
New York and Wembley Stadium<br />

Liffey southern<br />
walkway opens<br />
The banks of the Liffey have taken on a new look along a popular lockdown walking route in Lincoln.<br />
A new 450 metre walkway along the Liffey Stream between Southfield Drive and Jimmy Adams<br />
Terrace was officially opened last week, after the last of more than 3400 plants was planted along<br />
the route.<br />
It completes walkway links from the Lincoln town centre to the wetlands and restores a previously<br />
overgrown section of the Liffey, Council Land Development Project Manager Phillip Millar says.<br />
Contractors worked hard to have the walkway ready for use the day before the Level 4 Lockdown.<br />
Councillor Grant Miller says the walkway proved popular during the lockdown.<br />
“People were coming to use the walkway from other townships nearby because they loved it that<br />
much, which gives you an idea of the quality of work that has gone on here.”<br />
Final planting and landscaping was finished once restrictions were relaxed.<br />
Pupils from the neighbouring Ararira Springs Primary and Lincoln University students helped plant<br />
2600 native trees and plants, working alongside contractors Burnside Contracting, McLenaghan<br />
Contracting and Natural Habitats.<br />
Some existing plants and trees have been retained to blend with the native species supporting the<br />
stream’s vibrant population of native fish and birds, Council Biodiversity Officer Andy Spanton says.<br />
“We’re trying to do it in a way that it will look like what you would have found here 200 years ago.”<br />
Tennyson Street reopens<br />
The newly upgraded section of Tennyson Street through the Rolleston Town Centre has reopened.<br />
Work began in January to upgrade the road to a people-friendly high street, with wider pavements, fresh<br />
planting, seating, landscaping and lighting. Infrastructure for the town centre development is also being<br />
installed. Landscaping and infrastructure work is ongoing and the temporary Markham Way extension<br />
will remain in place for now.<br />
Tennyson Street from the intersection with Rolleston Drive to the northern end of Rolleston Reserve is a<br />
30kmh speed limit to encourage pedestrian and cycle use.<br />
A community day is being planned by businesses in the area for Friday 24 <strong>July</strong> to celebrate the<br />
reopening on the street.<br />
The work on Tennyson Street is a first step for the new Rolleston Town Centre. It will act as the new<br />
town centre’s spine, with a lively mix of retail, entertainment and community spaces, anchored by Te<br />
Ara Ātea and a town square.<br />
Flying end to Matariki and school holidays<br />
Families are being invited to take part in a fun, flying end to Matariki and the school holidays.<br />
Darfield School international students, Glentunnel School pupils, Lincoln Envirotown, the Two Rivers<br />
Trust and the Council have all banded together to support the <strong>Selwyn</strong> Kite Day.<br />
The making and flying of manu tukutuku (kites) is a traditional part of Māori celebrations for Matariki.<br />
Kite making is an important part of celebrations in many cultures. For Matariki celebrations this year the<br />
Council has joined with community groups and schools, embracing the multicultural love of kites, with<br />
videos showing families how to make kites at little or no cost.<br />
Darfield High School international students from Japan, Thailand<br />
and Germany have worked with Lincoln Envirotown to create a<br />
video with instructions on how to make a kite out of bamboo canes<br />
and repurposed plastic bags.<br />
Pupils at Glentunnel School and volunteers from the Two Rivers<br />
Community trust produced video guides on making two versions of<br />
a Māori manu taratahi (a triangular shaped kite).<br />
Families are encouraged to use the videos to make their own kites<br />
and join others across the district in flying them on Kite Day on<br />
Sunday 19 <strong>July</strong> from 1pm. Two Rivers Trust will also be hosting a<br />
kite flying event at Darfield Domain from 3pm on the day.<br />

Youth Fund supporting rangatahi<br />
Traditional games and Top Town challenges were part of a first<br />
Tamariki Day for Ngāi Te Ruahikihiki ki Taumutu.<br />
Ngāi Te Ruahikihiki ki Taumutu hosted the day, for young people<br />
associated with the rūnanga at the start of the year. The day<br />
was supported by the <strong>Selwyn</strong> Youth Project Fund, which is open<br />
for applications.<br />
A group of 120 young people attended the event at Te Pā o Moki,<br />
supported by Sports Canterbury and University of Canterbury<br />
Masters students. They enjoyed games and challenges designed to<br />
foster health, relationships and cultural understanding, Te Taumutu<br />
Rūnanga chairperson Liz Brown says.<br />
“We were blessed with beautiful weather when we split into two<br />
groups for Top Town challenges at Awhitu House and traditional<br />
games at Te Pā o Moki. Our focus of the day was tamariki and<br />
rakatahi wellbeing, being active within our environments.<br />
“We had our friends from <strong>Selwyn</strong> Libraries attend with the Edge<br />
Connector Vehicle, this allows our tamariki to register to be a<br />
member of <strong>Selwyn</strong> Libraries. What a great day for all Ngāi Te<br />
Ruahikihiki ki Taumutu whānau!"<br />
Up to $5,000 in funds is available from the <strong>Selwyn</strong> Youth Project<br />
Fund, run by the Youth Council to support groups and individuals<br />
with events or activities that support the wellbeing of youth in <strong>Selwyn</strong>.<br />

something great for the community, the <strong>Selwyn</strong> Youth Council is<br />

On the roads<br />
Due to the Lowes Road and Tennyson Street<br />
intersection upgrade, Lowes Road is one way on both<br />
sides of the intersection, with lanes open for traffic<br />
heading away from the intersection, but not towards<br />
it. A stop/go system and speed restrictions are also in place on<br />
Tennyson Street.<br />
Leeston Road and Old Bridge Road intersection is being upgraded.<br />
Traffic management is in place.<br />
Trents Road is closed heading south east away from Springs Road<br />
while upgrades are made to the sewer system.<br />
Leeston Road and Brookside Irwell Road intersection is being<br />
upgraded. The intersection is closed to traffic exiting Brookside<br />
Irwell Road and a stop/go system is in place for traffic turning from<br />
Leeston Road into Brookside Irwell Road.<br />
Repairs are being carried out on Hartleys Road, traffic management<br />
is in place.<br />

Ever wondered what happens to bouncy castles at the end of their life? Mostly they end up in landfill<br />
or the ocean. But in the hands of Recycle Recreate founder Shelley Bakker, they become bags, wallets<br />
and pouches.<br />
A Prebbleton resident of 14 years, Shelley has always had a passion for creating and being sustainable.<br />
Starting with making produce bags under her brand Bags Not Plastic, she now sells a range of recycled<br />
products internationally, at the Lincoln and Prebbleton markets, and even delivers some by bike.<br />
Shelley has a passion for finding these materials, at second hand stores, blind makers, seatbelt<br />
replacers and other contacts.<br />
A red seatbelt from a Porsche is now a wallet, old tents get turned into ponchos, air bags from shipping<br />
containers become frost covers and those panniers attached to Shelley’s delivery bike used to be<br />
billboard signs.<br />
“I try to use as much as I can of each material. Some of my items are just one-offs. I like the excitement<br />
of making something totally new and unique.”<br />
By buying local you support <strong>Selwyn</strong> families and reduce your carbon footprint, she says.<br />
“It’s the sustainable side of shopping locally because you’re<br />
buying quality local made goods that are going to last,<br />
compared to super cheap things from overseas.”<br />
From supporting school fundraisers to helping run a popular<br />
clothing swap and organising the Prebbleton Market, Shelley is<br />
active in her community and continually sharing her message<br />
about sustainability.<br />
“My main thing is keeping stuff out of landfill and educating<br />
people. Most people think it’s impossible to aim for zero waste,<br />
however if every person just changed one thing, it will make a<br />

Well-known furniture retailer Target Furniture has taken<br />
the opportunity to open their latest store in central<br />
Christchurch – and it is certainly different from anything<br />
Christchurch shoppers have seen before.<br />
Target Furniture has had a long-term presence in<br />
Christchurch and has now relocated and reinvented<br />
the shopping experience for customers with this new<br />
concept store.<br />
The large, open store has gone and been replaced with<br />
a showroom that encourages customers to explore and<br />
discover more as they stroll through rooms that have<br />
been created to showcase the furniture. Target has<br />
partnered with Resene to illustrate the types of colours<br />
that are proving popular in New Zealand homes, and<br />
these are incorporated into the displays.<br />
“Furniture shopping should be fun, easy, inspirational<br />
and a highlight of the customer’s shopping year,” says<br />
Rob.<br />
“The new store is a result of significant local and<br />
international research, a considerable amount of recent<br />
experimentation in existing stores and feedback from<br />
customers,” says company director Rob Bielby.<br />
Technology is another innovative feature of the new<br />
store. Unlike traditional ticketing and signage, most of<br />
the signage is now digital, creating a more personalised<br />
message for customers and telling more about the<br />
Target story and the services they offer.<br />
Target is one of the first major retailers to use QR<br />
(Quick Response) labels. This allows customers to scan<br />
the ticket on their phone to get immediate access to<br />
detailed information on the furniture, including sizes,<br />
materials, guarantees, availability, and other items in the<br />
range.<br />
Brochures are also available with details of the different<br />
furniture ranges for customers not wanting to go digital,<br />
Rob says, while staff are always on hand to answer<br />

Kiwifruit and lime - a match made in heaven<br />
Ingredients<br />
Gluten-free pecan crust<br />
1 cup dates (pits removed)<br />
1 cup raw pecans<br />
½ cup coconut flakes<br />
1 tbsp coconut oil<br />
Pinch of sea salt<br />
Filling and topping<br />
2 cups raw unsalted cashews,<br />
soaked<br />
⅔ cups fresh squeezed lime juice<br />
(about 4 limes)<br />
1 tsp vanilla extract<br />
½ cup maple syrup<br />
½ cup full-fat coconut milk<br />
(canned)<br />
¼ cup avocado<br />
¼ cup coconut oil<br />
5-6 kiwifruit, peeled and sliced<br />
Directions<br />
Place the cashews in a large<br />
bowl and pour hot water over top.<br />
Let them to soak for 1 hour prior<br />
to making the pie filling.<br />
To make the crust: Add all of<br />
the crust ingredients to a food<br />
processor and process until quite<br />
finely and evenly ground.<br />
Add the crust mixture to either<br />
a pie pan or a 20cm round cake<br />
pan. If using a pie pan you do<br />
not need to grease the pan or use<br />
baking paper, and can simply<br />
press the crust mixture down to<br />
form a flat crust.<br />
If using a round cake pan<br />
instead you should line the pan<br />
with baking paper that has been<br />
cut in a circle to fit the bottom of<br />
the pan.<br />
You will also want to cut<br />
two strips of baking paper to<br />
approximately 5 x 35cm and<br />
lie them criss-cross across the<br />
bottom of the pan.<br />
This will make the pie easy to<br />
remove to serve from another<br />
platter once frozen for a more<br />
impressive presentation.<br />
Add the crust mixture on top<br />
of the paper layers and compress<br />
it firmly to create a solid crust<br />
by pressing firmly down using<br />
your hands over another piece of<br />
baking paper to prevent sticking.<br />
To make the filling: Drain the<br />
water from the cashews and place<br />
them in a blender along with all<br />
of the other ingredients for the<br />
filling except for the kiwifruit.<br />
Blend on high until smooth,<br />
scraping the sides of the blender<br />
with a spatula as needed.<br />
Pour the filling over top of the<br />
crust and freeze for 1-2 hours<br />
until the pie is partially set.<br />
Remove the pie from the<br />
freezer and layer the sliced<br />
kiwifruit in a decorative<br />
arrangement on top of the pie.<br />
Place the pie back into the<br />
freezer and let set another 1-2<br />
hours prior to serving. Store the<br />
pie in the freezer and remove to<br />
thaw for 30min to soften prior<br />
to serving. Cut any leftovers into<br />
individual portions so they can<br />
easily be enjoyed as a single serve<br />
dessert later instead of repeatedly<br />
thawing out the entire pie.<br />

Give Rural NZ a share of $3b<br />
Federated Farmers has some advice for<br />
how the Government should divvy up the<br />
$3 billion infrastructure fund.<br />
The COVID Response and Recovery<br />
Fund was announced as part of Budget<br />
<strong>2020</strong>, with Cabinet announcing how the<br />
fund will be allocated.<br />
The fund, aimed at creating 20,000 jobs<br />
as part of “shovel ready” infrastructure<br />
projects, is in addition to an existing $12<br />
billion towards the New Zealand Upgrade<br />
Programme and existing Provincial<br />
Growth Fund investments.<br />
Of the fund, $708 million will go<br />
towards transport, $670 million towards<br />
community and social development,<br />
$464 million towards housing and urban<br />
development, and $460 million towards<br />
environmental projects.<br />
Investments in the fund include about<br />
$210 million for climate resilience and<br />
flood protection projects, $<strong>15</strong>5 million<br />
for transformative energy projects, about<br />
$180 million for large-scale construction<br />
projects, and $50 million for enhanced<br />
regional digital connectivity.<br />
Federated Farmers President and<br />
commerce spokesperson Andrew<br />
Hoggard says the Government should<br />
have an eye to building longer-term<br />
resilience and putting in infrastructure<br />
that underpins increased primary<br />
industry production.<br />
Following some of the worst droughts on<br />
record, Hoggard says the Government’s<br />
$210 million fund for<br />
climate resilience and<br />
flood protection is a<br />
prime candidate for<br />
boosting community<br />
water storage.<br />
He says the $708<br />
million put aside for<br />
transport shouldn’t<br />
all go to expensive<br />
trainsets, cycleways,<br />
walkways and metro<br />
motorways.<br />
“There needs to be<br />
increased investment<br />
in the maintenance<br />
and improvement<br />
of rural roads and<br />
bridges to better<br />
support transport<br />
connections heavily<br />
relied upon by rural<br />
and provincial people,”<br />
says Hoggard.<br />
“Many rural roads<br />
are already in a poor<br />
state and numerous<br />
rural bridges are<br />
past their designed<br />
lifetimes.”<br />
Hoggard says for the $670 million for<br />
community development, investment<br />
in improving the limited broadband<br />
capability in rural areas — and not just<br />
more communications hubs in provincial<br />
towns — will help level the digital<br />
divide between town and country and<br />
support increased uptake of emerging<br />
technologies on farms to lift productivity<br />
and the nation’s earnings.<br />
“As for the $<strong>15</strong>5 million put aside for<br />
energy projects, there’s a strong case<br />
for improving the reliability of rural<br />
electricity supply, and support for farmscale<br />
and community-scale generation<br />
that moves us further towards that<br />
climate-friendly goal of 100% renewable<br />
energy.”<br />

Quality beef bulls wanted<br />
Making quality beef genetics easier for dairy farmers<br />
to access is the aim of a new industry partnership.<br />
Beef + Lamb New Zealand (B+LNZ) Genetics and<br />
LIC are collaborating to help fulfil growing demand<br />
for beef genetics suitable for New Zealand dairy cows.<br />
The collaboration has seen the creation of the<br />
B+LNZ Genetics Dairy Beef Progeny Test, devised<br />
to identify quality beef bulls and help enable their<br />
widespread use for dairy beef.<br />
Beef breeders can nominate their best bulls for<br />
consideration for the programme, with successful<br />
bulls then becoming part of the progeny test scheme.<br />
B+LNZ Genetics and LIC says this will offer breeders<br />
a potential path to the dairy market for the first time.<br />
B+LNZ Genetics’ general manager, Dan Brier says<br />
he is excited about the collaboration and says dairy<br />
farmers are an important and valued part of B+LNZ.<br />
LIC chief executive, Wayne McNee says the<br />
collaboration helps add value to all stages of the dairy<br />
beef market.<br />
“Beef sales are likely to increase significantly over the<br />
next decade and it is important LIC aligns itself with<br />
industry leaders such as B+LNZ Genetics and beef<br />
breeders to ensure the best beef bulls are available for<br />
the domestic and international dairy markets.<br />
“We know farmers are focused more than ever on<br />
doing their bit to help reduce the number of bobby<br />
calves leaving their properties and the addition of this<br />

Mazda expands its SUV line-up<br />

MAZDA COULDN’T put it more<br />
simply, its new crossover sport<br />
utility vehicle – the CX-30 – is<br />
bigger than a CX-3 and smaller<br />
than a CX-5.<br />
I once wrote that the CX-3 was<br />
my favourite car in the whole<br />
Mazda line-up, but that feeling<br />
wasn’t shared by everyone, it took<br />
a lot of criticism for a lack of space<br />
in the rear seating compartment.<br />
My argument was that if you were<br />
mostly driving with one or two-up,<br />
then that became irrelevant.<br />
Whichever way you look at it,<br />
those who were captured by the<br />
CX-3’s dynamics everywhere else<br />
will find the CX-30 a fabulous<br />
driving vehicle, and it gets the<br />
benefit of extra space in the rear<br />
seats, along with increased load<br />
space. Of course, the CX-30<br />
also shares the DNA of its other<br />
stablemates that span a wide crosssection<br />
of the SUV market, there’s<br />
a size for all families depending on<br />
how many travel in the vehicle on a<br />
daily basis.<br />
The CX-30 is also priced midway<br />
between CX-3 and CX-5, there<br />
are three variants – GSX, GTX<br />
and Limited – the range starts at<br />
$41,490 for a 2-litre model, the<br />
other two are 2.5-litre powered<br />
and list at $44,990 and $50,990<br />
respectively. Factor in the 2.5-litre<br />
variants are four-wheel-drive, the<br />
2-litre engine drives out the front<br />
wheels only.<br />
I’m scheduled into all three<br />
variants, and I’m really looking<br />
forward to the two remaining<br />
drives – the CX-30 is a smart piece<br />
of kit, and if you have read any of<br />
my recent Mazda evaluations you’ll<br />
notice that a pattern has developed,<br />
I’m constantly saying the product<br />
that is coming out of the Mazda<br />
factories is high on quality and<br />
desire.<br />
My first drive was the mid-spec<br />
model, and even though it doesn’t<br />
get all the bells and whistles it will<br />
still satisfy, I particularly like it for<br />
its cloth trim, I don’t need leather.<br />
It took me many years to fully<br />
relate to the traditional sport utility<br />
vehicle, and now I can certainly see<br />
their appeal through functionality<br />
and practicality, and you can’t help<br />
but being impressed with the way<br />
the CX-30 drives and handles, it<br />
has form and function built into<br />
every aspect.<br />
Under the bonnet sits the fourcylinder<br />
2488cc engine, there are<br />
no surprises here, it is an engine<br />
that has been utilised by Mazda<br />
for several years in this form. It’s<br />
part of a SkyActive range that has<br />
been constantly upgraded and<br />
engineered for maximum efficiency<br />
both in terms of power outputs and<br />
fuel efficiency.<br />
It is rated with 139kW and<br />
252Nm, both outputs realised at<br />
traditional points in the rev band<br />

The engine is coupled to a sixspeed<br />
automatic transmission,<br />
also very traditional. But the<br />
reality of this is that over time<br />
and development the two main<br />
engineering pieces work perfectly<br />
together, the electronic mapping<br />
between the two is fluid and, of<br />
course, very smooth.<br />
This engine works well in the<br />
CX-30, of course it feels more<br />
responsive than what it does in<br />
the CX-5 because of the weight<br />
difference between the two models,<br />
the CX-30 feels feisty and vibrant,<br />
responding willingly to throttle<br />
application and is always hooked<br />
into the right gearing.<br />
The norm these days is to<br />
incorporate driver-selectable<br />
engine management modes and<br />
the CX-30 is no exception,<br />
although there is just a choice of<br />
two, the default mode being<br />
a normal setting which I use<br />
almost always. There is also a<br />
sport mode which is selfexplanatory,<br />
it is there for when<br />
overtaking opportunities present<br />
themselves and it is also useful<br />
for that long hill climb through<br />
to Akaroa, it keeps the engine<br />
working in the point of strength<br />
and maximum delivery.<br />
Mazda claim fuel usage figures<br />
of 6.8-litres per 100km for the<br />
2.5 engine on a combined cycle<br />
average. I tried reaching that figure<br />

as a target but couldn’t quite get<br />
there. When I took the evaluation<br />
vehicle back to the dealership it<br />
was listing at around 7.4l/100km,<br />
which was promisingly close.<br />
At 100km/h on the highway the<br />
engine is quite relaxed working<br />
away at 1900rpm, at that speed<br />
it sips fuel instantaneously at the<br />
rate of 6l/100km. That translates to<br />
economical motoring if you are on<br />
that long road trip.<br />
As you would expect from a<br />
company that has long had a<br />
history of sports car development,<br />
the CX-30 also handles with a<br />
feel that is most unlike a tall sport<br />
utility vehicle. Sure, at 1.54m there<br />
is a bit of body movement, even<br />
with moderate spring and damper<br />
firming there is going to be some<br />
gravitational transition, but it<br />
is well arrested and occupants<br />
aren’t lurched through directional<br />
changes.<br />
I took the evaluation on a burst<br />
up and down the twists and turns<br />
of the Waimakariri River gorge<br />
road and it felt delightful with solid<br />
turn-in and suspension freedom,<br />
he latter garnered through the fourwheel<br />
fully independent system.<br />
Obviously it needs that design to<br />
get drive to the rear wheels, but<br />
the point I’m making is that the<br />
suspension is quality through<br />
and through and is the perfect<br />
compromise between comfort and<br />
handling ability.<br />
It must also be pointed out that<br />
four-wheel-drive also has on-seal<br />
grip and handling benefits, the<br />
CX-30 feels well attached to the<br />
road surface and that is a key safety<br />
ingredient. It works alongside the<br />
suite of safety features that Mazda<br />
has long developed in all of its<br />
product range.<br />
The CX-30 is far more than a<br />
stretched CX-3, it draws on all the<br />
fundamentals sport utility vehicles<br />
require, and packages them in a<br />
comprehensive range.<br />
As much as I’m looking forward<br />
to getting into the other variants,<br />
I’m also a huge believer in the<br />
CX-3.<br />
The choice as a buyer must be<br />
very complicated, but it’s great<br />
to know that Mazda has all bases<br />
covered.<br />

Plan your summer vege garden<br />
JULY IS ONE of the more<br />
difficult winter months in the<br />
home garden. It is often wet and<br />
cold – conditions that are not<br />
conducive to working in the<br />
garden.<br />
However, on days that are clear<br />
and sunny, there are many tasks<br />
requiring attention.<br />
Plant flowering annuals for<br />
pops of colour<br />
Displays of flowering annuals<br />
can add a little cheer and colour<br />
in a dreary winter garden, whether<br />
grown in flower beds, containers<br />
or decks and patios. Primulas<br />
are often at their absolute best in<br />
<strong>July</strong>. With all flowering annuals,<br />
commence dead heading (the<br />
removal of dead flowers) to encourage<br />
continuous flowering.<br />
Winter flowering annuals<br />
include ageratum, calendulas,<br />
cinerarias, cornflowers, nemesias,<br />
pansies, poppies, primulas, snapdragons,<br />
stock and sweet peas.<br />

In warm sheltered areas, citrus<br />
can now be harvested, mandarins,<br />

Berries<br />
It’s the final month for pruning<br />

loganberries, loganberries, and<br />
gooseberries. Remove all the old<br />
growth and reduce the amount of<br />
last summer’s canes. Tie the canes<br />
to existing wires or framework.<br />
Lawns<br />
There is little work to do on<br />
lawns this month and it is often<br />
best to keep off them if they have<br />
become excessively wet. Moss<br />
may occur in wet, shady parts of<br />
the lawn but this is no cause for<br />
alarm as it will disappear over<br />
the dry summer months. Do take<br />
Vegetable garden<br />
Continue harvesting your<br />
winter vegetables and regularly<br />
inspect your plants for slugs and<br />
snails. They appear to be hardier<br />
every year!<br />
If you have sown a green crop<br />
this year, then towards the end of<br />
the month or August (once plants<br />
are about 30cm and before they<br />
flower) chop it up dig it into existing<br />
soil in preparation for spring<br />
plantings. Green crops help improve<br />
soil structure and provide<br />
organic Nitrogen naturally.<br />
Now is a good time to plan<br />
your summer vegetable garden.<br />
Following the experience of the<br />
Covid-19 outbreak, consider expanding<br />
the area of your summer<br />
vegetable garden and the range of<br />
vegetables that you can grow.<br />
Fruit trees and kiwifruit<br />
Finish pruning deciduous<br />
(sheds leaves in autumn) fruit<br />
trees. Spray with a copper compound<br />
to help prevent re-infection<br />
of fungal diseases in spring.<br />
Kiwifruit vines can now be<br />
pruned. Remove all the surplus<br />
note of areas that retain water<br />
long after heavy rain as they may<br />
require additional drainage to be<br />
installed in summer.<br />
Trees and shrubs<br />
An excellent time to carry out<br />
any further tree or shrub plantings<br />
on your property. Always<br />
select healthy ‘vigorous’ looking<br />
new specimens and ensure they<br />
are ‘fit for purpose’ i.e. they will<br />
achieve what you require where<br />
they are planted. When planting,<br />
pop in a planter tab to give them<br />
the best start.<br />
Rose pruning commences<br />
Most roses have now shed their<br />
leaves and can be pruned. Remove<br />
all dead or diseased wood,<br />
remember most rose bushes, even<br />
though quite healthy, will have<br />

With climbing roses, train the<br />
main leaders (growing up from<br />
ground) on a horizontal axis as<br />
this encourages the production of<br />
flowers.<br />
With all roses, a spray with copper<br />
compound after the completion<br />
of pruning helps minimise<br />
reinfection of fungal disease in<br />
spring.<br />

The general public is to be advised that<br />
a New Zealand Army Exercise will be<br />
conducted in the West Melton Rifle Range<br />
on the 23rd of <strong>July</strong>.<br />
The exercise will involve up to 33<br />
personnel of Alpha Company 2/1<br />
Battalion, Royal New Zealand Infantry<br />
Regiment from Burnham Military Camp.<br />
Training will involve soldiers firing small<br />
arms on West Melton Rifle Range by night.<br />
Soldiers will be firing between the hours<br />
of 6:30pm - 11:30pm on the 23 <strong>July</strong>.<br />

if you can’t complete a sale<br />
Life can sometimes take an unexpected<br />
turn when you’re buying a house.<br />
Knowing what could happen to your<br />
deposit and sale and purchase agreement<br />
if your circumstances suddenly change<br />
and you are unable to complete the<br />
deal will leave you in a much stronger<br />
position.<br />
“There are many “what-ifs” to consider<br />
when buying a home and I urge you to<br />
talk through your concerns with your<br />
lawyer or conveyancer as soon as your<br />
circumstances change,” says Real Estate<br />
Authority (REA) chief executive, Kevin<br />
Lampen-Smith.<br />
“A sale and purchase agreement is a<br />
legally binding contract between you and<br />
the seller, which becomes unconditional<br />
once the allocated time for meeting<br />
your conditions has been reached,” says<br />
Lampen-Smith.<br />
“Once the agreement for sale and<br />
purchase becomes unconditional, then<br />
you not only don’t get your deposit back,<br />
but also face the likelihood of having<br />
to purchase the property – even if you<br />
can’t afford to – or having to cancel the<br />
agreement and be sued for any loss the<br />
seller suffers as a result of you failing to<br />
settle the sale. So, if your circumstances<br />
suddenly change, you’ll need to speak to<br />
your lawyer as soon as possible.”<br />
Getting finances sorted to buy a<br />
property isn’t easy, but understanding<br />
the different deposits when you buy a<br />
house can help. There are two different<br />
kinds of deposits – the deposit you pay<br />
when you make an offer and your bank<br />
deposit.<br />
A buyer will usually be required to pay<br />
a deposit when the sale and purchase<br />
agreement is signed by both parties. The<br />
deposit paid is often about 10 per cent of<br />
the total price you are offering – you can<br />
negotiate a different rate if you need to –<br />
and is usually held in a trust account by<br />
the real estate agent. The real estate agent<br />
takes their commission fee out of this<br />
amount when the agreement becomes<br />
unconditional and the remaining balance<br />
goes to the seller.<br />
When you arrange a home loan with<br />
a bank, you must have a certain amount<br />
of funds to use as a deposit – your bank<br />
deposit. This deposit will more than<br />
likely be different from the amount your<br />
sale and purchase agreement states that<br />
you must pay the seller. For example,<br />
your bank may need you to have 20 per<br />
cent of the purchase price available as<br />
a bank deposit in order to secure your<br />
mortgage, even if you only have to pay<br />
the seller a 10 per cent deposit.<br />
“When drawing up a sale and purchase<br />
agreement, you can include conditions of<br />
the sale, such as a title search, valuation,<br />
LIM report, obtaining finance, obtaining<br />
insurance and builder’s inspection,”<br />
Lampen-Smith says.<br />
“Including conditions can really help<br />
– you can even negotiate your sale and<br />
purchase deposit.”<br />
