<strong>Canterbury</strong> (ECan) to raise his<br />

concerns.<br />

with our Greenspaceteamorthe<br />

Rangiora­AshleyCommunity<br />

‘‘We normally havevery good<br />

communication with ECan,but I<br />

am disappointed about this<br />

incident.<br />

‘‘We can’t changewhat has<br />

happenedwith the trees, but what<br />

ECan saidthe trees were felled<br />

because of floodingrisks, with<br />

many of the trees in poorhealth.<br />

Localresident Diane Grant has<br />

added her voice to the chorus of<br />

disapproval over the loss of the<br />

trees.<br />

‘‘That area was such abeautiful,<br />

peaceful place to go to and walk,<br />

and sit in the shade in summer.<br />

‘‘I felt devastated when I<br />

realised what theyhad done and<br />

the trees stood no chance.’’<br />

She saysshe does not accept<br />

ECan’s reasons.<br />

‘‘Onetiny risk is reduced(and<br />

this is debatable)versusadaily joy<br />

to residents.’’<br />

Boost for<br />

revamp<br />

Arecent engineering report has forced a<br />

rethinkofthe budgetfor the Rangiora<br />

service centre’srefurbishment.<br />

Councillorsvoted last weektoadd<br />

$1 million to the budgetafter an<br />

engineeringreport foundparts of the<br />

building were at just 40 percent of the<br />

new building standard.This brings the<br />

project budget to $2.5m.<br />

The Waimakariri District Council<br />

planstostrengthen the building to 67% of<br />

code,aswell as upgrade the heating and<br />

ventilation systems and make the<br />

building more user­friendly for staff and<br />

the public.<br />

In areport presented to lastweek’s<br />

council meeting, staff saidthe structural<br />

review foundthe useof663 reinforcing<br />

mesh in concrete diaphragms meantthat<br />

the seismic performance of thewestern<br />

firstfloor of the building is at 40% of<br />

code,while the chambers were also 40%<br />

because of the roofring beam.<br />

The council originally approved a<br />

$4.6mbudget for acomplete<br />

redevelopmentofthe buildingbefore<br />

extending it to $6.75m last yearascosts<br />

begantoescalate.<br />

By the end of last year, projected costs<br />

were approaching $10m, before<br />

councillors decided to rein in the<br />

project, MayorDan Gordonsaid.<br />

‘‘At that point we decided it was time to<br />

go back and re­look at it because it was<br />

getting beyond the realms of an<br />

affordablesolution.<br />

‘‘Andthen Covid­19 hit, so we decided<br />

to focus on whatneeded to be done now<br />

and defer further plans for afull<br />

redevelopment. It’sbeenalong time<br />

sinceit’s been properly lookedatand we<br />

need to create abetter working<br />

environmentfor our staff.’’<br />

Mr Gordon saysthe council will seekto<br />

give preference to localtradespeople<br />

wherepossible.<br />

‘‘It’s really important to us that locals<br />

are given theopportunity to price and<br />

undertake the work.’’<br />

Meanwhile,the fullcouncil and<br />

committee meetings are being heldatthe<br />

Rangiora Town Halland other council<br />

venues,including the Kaiapoi Civic<br />

Centre and OxfordTown Hall.<br />

Cash offered under water reforms<br />

<strong>North</strong><strong>Canterbury</strong> councilsare<br />

bracingfor what could be one<br />

of the biggest re­organisations<br />

of local government since the<br />

1986 amalgamations.<br />

By this time next year,<br />

councils’ three waters<br />

departments —drinking water,<br />

wastewater and stormwater —<br />

couldbetaken over by aCrown<br />

waterauthority.<br />

The authority is part of the<br />

Government’s water reform<br />

regulations.<br />

They followaGovernment<br />

review into water,<br />

commissionedaftera<br />

gastroenteritis outbreak in<br />

Havelock <strong>North</strong> in 2016.<br />

In recent weeks the<br />

governmentpromised millions<br />

of dollarsacross the country as<br />

stimulus to get the reforms<br />

moving, along with the<br />

economy.<br />

The Waimakariri District<br />

Council is in line for $4.01<br />

million,Hurunui $3.75mand<br />

Kaikoura$940,000, as an<br />

incentive to sign up to a<br />

memorandum of understanding<br />

as the first partofthe<br />

reforms.<br />

It is believed the<br />

Government is looking at<br />

boundaries for local water<br />

authorities similar to those<br />

usedbySuper Rugby<br />

franchises.<br />

But the three <strong>North</strong> <strong>Canterbury</strong>councils<br />

feel the governmentismovingwith<br />

indecent<br />

haste to launchthe reforms,<br />

withthe deadline to opt into<br />

signing the memorandum at<br />

the end of thismonth.<br />

The second lot of funding<br />

willbelate nextyear, when the<br />

Crown entity could take over<br />

the water functionsofcouncils,<br />

including theirassets.<br />

Councilscan opt into the<br />

secondround, but say aspecial<br />

community consultation has to<br />

happen before decisions are<br />

made. Theywant moredetail<br />

about the affectonratepayers’<br />

pockets,and whethercouncils<br />

willbecompensated for the<br />

lossofalarge part of their<br />

business.<br />

rushed and is happening<br />

without communityinput.<br />

‘‘We are workingtoa<br />

government timetable. What’s<br />

the rush?’’<br />

He would like more time,<br />

and acollaborative approach.<br />

‘‘Over thenext 12 months<br />

there willbeanin­depth<br />

examination of themerits of<br />

different service delivery<br />

options from the statusquo<br />

through to an asset­owning<br />

model that the Government is<br />

signallingitprefers.<br />

‘‘That review is being<br />

undertakenataregional level,<br />

led by the <strong>Canterbury</strong> Mayoral<br />

Forum,and will extend to the<br />

West Coastand possibly the top<br />

of the south if theywish to<br />

participate.’’ Mr Gordonsays<br />

there willbeaneed for<br />

extensive community<br />

engagement on options and<br />

preferencesover the nextyear.<br />

‘‘There are arangeof<br />

possibleoutcomes, fromno<br />

changetosignificant changes,<br />

and it’stoo early to tell what<br />

the outcome willbe.’’<br />

There are questions, he says.<br />

For example,ifthe council<br />

takes the money in the first<br />

roundofreforms,would it have<br />

to pay it back if it did not opt<br />

into the second tranche?<br />

‘‘If we do end up in one body,<br />

and our supplies are all joined<br />

together, what will happento<br />

all the assets?Isthere abuyout<br />

of theseschemes?’’<br />

says the governmenthas talked<br />

aboutthe reforms since<br />

Havelock <strong>North</strong>.<br />

‘‘Nowall of asudden we get<br />

into arushed process, with the<br />

lure of money. Ithink that is<br />

wrongbecause it is such an<br />

important process from a<br />

community prospective.<br />

‘‘At the moment it seems<br />

somewhatdisingenuous.’’<br />

Mrs Black says the nextstep<br />

in the reforms has to involve<br />

community consultation.<br />

‘‘I think it would be unwise<br />

for it not to happen.’’<br />

First part of quay<br />

revamp under way<br />

Work has started on<br />

redevelopment of Kaikoura’s<br />

Wakatu Quay site.<br />

Localrunanga held an official<br />

blessing there, attendedby<br />

members of the Kaikoura Marine<br />

Development Governance Group,<br />

councillors and members of the<br />

public, beforedemolition of the<br />

old buildingsbeganonTuesday.<br />

“There has been alot of work<br />

behind the scenes and some<br />

delays with Covid­19, so it’sgreat<br />

to see the project beginning on the<br />

ground,’’ Mayor Craig Mackle said.<br />

‘‘Thedemolition will takeabout<br />

12 weekssothat the site can be<br />

opened to the publicintime for<br />

the summer holidays.”<br />

The redevelopment has been<br />

made possible thankstoa$9.8<br />

million Provincial GrowthFund<br />

(PGF)grant.<br />

The first step in the demolition<br />

is the removalofasbestos from the<br />

buildings, with Scope Ltd having<br />

been awarded the demolition<br />

tender.<br />

The Kaikoura Marine<br />

Development Governance Group<br />

will oversee the project in line<br />

with Ministry of Business,<br />

Innovation,and Employment PGF<br />

requirements.<br />

The group was formedinlate<br />

May and held its firstmeeting on<br />

June 2. Members include<br />

chairmanDanny Smith, Mayor<br />

Craig Mackle, Cr Neil<br />

Pablecheque, WarrenGilbertson<br />

(MBIE), Te Runanga oKaikoura<br />

chair Ata Kahu, Darren Kerri<br />

understanding has been drawn up<br />

between the governance group<br />

and council.<br />

“Members of the group are<br />

overseeingthe planning and<br />

development of the project and<br />

the council is providingvalued inkind<br />

support,’’ Mr Smith says.<br />

‘‘Thisallows us to tap into the<br />

experience of councilstaffand is<br />

much appreciated.’’<br />

The governance group is now<br />

advertisingfor aproject leaderto<br />

oversee theday­to­day running of<br />

the project.<br />

“The PGF funding really covers<br />

two projects,$9.88m for<br />

redeveloping Wakatu Quay and<br />

$1.1m for abusinesscase for<br />

developing the harbour at South<br />

Bay,’’MrSmith says.<br />

‘‘A large partofthe project lead<br />

role willbepreparingastrong<br />

businesscase so we are able to<br />

seek further governmentfunding<br />

for the South Bay development.”<br />

Applications for the role close<br />

on <strong>August</strong>12and it is hopedan<br />

appointment will be made by early<br />

October.<br />

says. ‘‘We decided it was time to<br />

put on abit of magic to lift<br />

everyone’sspirits. So we are<br />

bringing back aselection of<br />

songs and performers from the<br />

last 10 years of our shows, and<br />

puttingthem all together into<br />

one spine­tinglingconcert.<br />

‘‘We are so excited andproud<br />

to welcome back some of<br />

<strong>Canterbury</strong>’s top singers who<br />

have agreed to come and<br />

performinthis show.’’<br />

The $850 painting,<br />

BlossomingTime,was noticed<br />

missing last Monday morning,<br />

but is believedtohave been<br />

stolen on Thursday last week.<br />

The glass vases,valued at<br />

$250 and $150,were stolenthe<br />

week before.<br />

‘‘Both events have been<br />

reported to the policeand we<br />

are askingpeople to keepa<br />

look out for the stolen<br />

artwork.This is the first time<br />

anything has been taken in<br />

Alternate Route Advised -<br />

Skew Bridge Repairs<br />

Residents who cross Skew Bridge near<br />

Silverstream are advised to use an alternate<br />

route from Monday 17<strong>August</strong>.<br />

The bridge will remain open to traffic, however itwill be one-lane<br />

only with temporary two-way traffic lights in place.<br />

This will cause delays, so using the alternative route is advised if you can.<br />

The temporary traffic lights will be in place until repairs to abeam under<br />

the bridge are completed, which will take around four weeks.<br />

Work is mainly needed underneath the bridge, and requires concrete to cure<br />

which takes time. We’ll be working to get the repairs completed as quickly<br />

as possible. Thanks for your patience.<br />

Clearance of woodland<br />

amounts to vandalism<br />

Dear Editor,<br />

To: David Parker, Minister for the<br />

Environment.<br />

As aresidentofRangiora, my wife and<br />

Iwalked on abeautiful walking track<br />

through thewoodland area on the bank<br />

of the Ashley/Rakahuri River three or<br />

four times every week.<br />

We took our grandchildren through<br />

this woodland each weekend and they<br />

played and learnedabout nature. The<br />

walking track,along with acycle track<br />

and fitness stations, were the best in<br />

Rangiora.There were hundreds of<br />

poplars and the bird life was great, with<br />

our favourite being the black fantails.<br />

On our return from atrip up northwe<br />

were shocked to read in the <strong>North</strong><br />

<strong>Canterbury</strong> <strong>News</strong> that the trees had been<br />

felled. We immediately drove to the<br />

Ashley River bridge and into the car<br />

park. The site was like ascene of<br />

devastationfrom War of the Worlds.The<br />

entire woodlands had been flattened,<br />

with logs piled in severalareas and<br />

large machines turning these great trees<br />

into chips. The walking track,the cycling<br />

tracks and the fitness stations, the<br />

wildlife and birds all gone.The reasons<br />

given by Environment <strong>Canterbury</strong> for<br />

felling everything just do not add up.<br />

Environment <strong>Canterbury</strong>says this was<br />

just some routine work, and this forms<br />

part of our wider river management<br />

works. Engineer Shaun McCrackengoes<br />

on to say the tree­felling would improve<br />

the resilience of Rangiora and Kaiapoi<br />

to the threat of floodingfrom the Ashley<br />

River. However, the Ministry for the<br />

Environment reportpublished in 2008<br />

concludedthat flood damage during<br />

New Zealand floods is rarely causedby<br />

floods exceedingdesign protection<br />

levels of stopbanksonrivers. It states<br />

that these risks do not change even<br />

when afforestation is factored in.<br />

My comments are, first, regarding the<br />

500 trees cut down: Most of these trees<br />

were soundand healthy.<br />

Further, our government has been<br />

encouraging the whole countrytoplant<br />

thousandsmore trees to help reduce<br />

greenhouse gases in the atmosphere.<br />

The stopbankwas installed in two<br />

stages. Stage one was completed in 2015,<br />

with stage two finishedin2018.<br />

There was never any indication of the<br />

removal of any trees or vegetation.The<br />

last time floodingoccurredonthis river<br />

north of Rangiora was 1952. If any water<br />

did manage to get over the recently built<br />

stopbanks, which is highly unlikely, then<br />

the trees would help to soak up any<br />

excess water.<br />

LETTERS<br />

Now, the result could be boggy land.<br />

The Rangioraresidents have never<br />

been consulted or notifiedregarding<br />

this issue, nor the councilorministry as<br />

far as Iamaware.<br />

The clearing of this once beautiful<br />

woodland,the wildlife and birdlifeis<br />

nothing more than vandalism. Whoever<br />

gave the order for this devastation to<br />

take place without consultation should<br />

be taken before the courts and<br />

prosecutedfor vandalism.<br />

Ieagerly await your reply and to know<br />

what the Government is going to do to<br />

restore Rangiora’s most beautiful<br />

walkway, cycleway, fitness stations,<br />

wildlife and birdlife,and to replace the<br />

trees.<br />

Highway upgrades<br />

Dear Editor,<br />

Iread with interest about the roading<br />

projects southofKaikoura in the <strong>North</strong><br />

<strong>Canterbury</strong><strong>News</strong> (July 16).<br />

There is rockfallprotection work<br />

being undertaken south of Peketa and<br />

stabilisationworks near the South Bay<br />

Racecourse. However there are other<br />

parts of State Highway 1that require<br />

attention south of Kaikoura,one being<br />

the one­lane bridgeacross the Hurunui<br />

River which is achoke point.<br />

There are the tortuous hairpin bends<br />

just north of the Conway River flats and<br />

the twists and turns that still have to be<br />

endured by motorists in the Hundalees.<br />

Can we still call this astate highway,<br />

let alone SH1? Or is this just aglorified<br />

goat track?<br />

Dear Editor,<br />

Regarding cannabis, in my day it was<br />

the norm to smoke cigarettes.<br />

Recently, my childrenjoked about<br />

how they used to steal mineand have a<br />

sneaky puff. Sadly, 30 years after Iquit,<br />

they are still smoking. Ijust can’t help<br />

but think that if cannabis becomesthe<br />

norm, this pattern will be repeated.<br />

Station takes atechnological leap<br />

the modern era.<br />

The <strong>North</strong> <strong>Canterbury</strong><br />

community radiostation’s main<br />

studio deskhas had acomplete<br />

overhaulofits computer systems<br />

and refurbishment, station<br />

manager Kerry Treymane says.<br />

‘‘Welcome to the 21st century,<br />

Compass FM,’’ he says.<br />

‘‘Thecapability of this studio<br />

has grownimmensely. We can now<br />

do everything that ametropolitan<br />

station can do and possibly more.’’<br />

Compass FM was broadcast<br />

from the back­up production<br />

studio fromWednesday last week,<br />

whileKerryrediscovered his<br />

former painting tradebefore<br />

kitting out the mainstudio with<br />

new technologywith help from<br />

localITexpert DavidBuckley.<br />

‘‘David gaveuphis time to help<br />

set it all up and (former manager)<br />

Mike (Le Petit)and Iwere hereall<br />

weekend,’’ Kerrysays.<br />

‘‘We finished at 4.15pm on<br />

Sunday and the first songfrom the<br />

new desk was Real Wild Child by<br />

Iggy Pop.’’<br />

The first problem happened 20<br />

minutes later, Kerry admits.<br />

Despite the small hiccup on<br />

Sunday afternoon, Kerry was back<br />

on air at 6am on Mondaymorning,<br />

driving his new studio desk.<br />

The refurbishment has cost<br />

$21,000 so far. It was made<br />

possible thanks to the support of<br />

The Southern Trust, MainPower<br />

and McAlpine’sMitre 10 Mega.<br />

Announcers now havefive<br />

computerscreens,four keyboards<br />

and four micetonegotiate, but the<br />

technology allowsthem to do so<br />

much more, he says.<br />

‘‘Cosmetically, it’s not quite<br />

finished yet,but it will make it alot<br />

easierfor all the staffand there<br />

will be more room for everything.<br />

Everyone’spretty excited.’’<br />

operate the five computers witha<br />

singlemouseand keyboard, while<br />

the phone systemwill soonbe<br />

Lockdown forced the Mandeville<br />

Tavern pig hunt to be postponed for a<br />

few months, but it didn’t detract from<br />

its popularity.<br />

More than 100 hunters entered the<br />

competition last weekend, with nearly<br />

90 animals weighed in.<br />

Utes were bumper­to­bumper<br />

outside the tavern as the 2pm weigh­in<br />

neared.<br />

Pigs, usually hung on the game rail,<br />

had to be laid on the ground after it<br />

quickly filled.<br />

Agood number of stags and hinds<br />

were also laid out in the carpark, as a<br />

huge crowd waited in spring­like<br />

conditions for the results.<br />

Ryan Nesbitt enjoyed agood<br />

weekend’s hunting, bringing home the<br />

heaviest boar at 68kg, and the heaviest<br />

red stag which weighed 168.5kg.<br />

Tairi Mullen won the heaviest sow<br />

competition with a57.1kg animal,<br />

while the heaviest hind, which<br />

weighed 68.8kg, went to Dan Leen.<br />

Oliver Smith was the winner of the<br />

average pig weight with 48.6kg, while<br />

Brougham Smith took the average<br />

honours in the deer section, with<br />

76.7kg.<br />

Council approves three draft policies<br />

sought on natural hazards, climate<br />

change and cemeteries in the<br />

region.<br />

The Waimakariri District<br />

Council approved draft policies on<br />

all threetogoout for consultation,<br />

at itscouncilmeeting on Tuesday<br />

last week.<br />

The meeting washeld in the<br />

Rangiora Town Hall function<br />

room after restrictionswere<br />

imposed on the Rangiora service<br />

centre building following arecent<br />

engineeringreport.<br />

Council staff plan to consult with<br />

the community on anew natural<br />

hazards policy in October, to<br />

update residents and local<br />

businessesonthe latest districtwide<br />

modelling of riskssuch as<br />

coastalinundation, flooding,<br />

coastalerosion and earthquakes.<br />

frontlinesoit’s important that we<br />

demonstrate leadership andthis<br />

draftpolicydoes that.<br />

‘‘Climatechangeneeds to be<br />

embeddedinto counciland not<br />

just be an add­on, and we need to<br />

show our community that we are<br />

taking it seriously.’’<br />

The council will be consulting<br />

on itsdraft cemetery policy until<br />

<strong>August</strong> 31 and amoratorium will<br />

remain in place on the reservation<br />

of plotsuntil the new policy is<br />

adopted.<br />

An update on Kaiapoi’s<br />

regeneration programme was also<br />

presented by district regeneration<br />

manager Duncan Roxborough,<br />

showing work has fallen behind<br />

slightly becauseofCovid­19.<br />

Rock’n’Wheels marks its birthday<br />

For atreat for dad on Father’s Day, roll<br />

up to help celebrate the 10th<br />

anniversary of the Rock’n’Wheels Show<br />

and Swap Meet at the Amberley Domain.<br />

Several hundred vehicles are<br />

expected for the event, which runs from<br />

8am to 4pm on Sunday, September 6.<br />

Cars, bikes, four­wheel­drives,<br />

campers —infact, anything on wheels —<br />

will arrive from as far afield as Motueka<br />

and Dunedin.<br />

‘‘If it has wheels and you love it, bring<br />

it along,’’ is the motto for the popular<br />

gathering.<br />

The community event is now under<br />

the umbrella of the Rock’n’Wheels Meet<br />

Charitable Trust. This year it will<br />

benefit eight community groups, all of<br />

which will be helping on the day.<br />

Trust spokeswoman Katrina Platt says<br />

it promises to be a‘‘good old­fashioned<br />

roll­up’’, with the emphasis on family<br />

fun. There will be swap­meet sites, craft<br />

and food stalls, live music,<br />

entertainment, including Peddlemania,<br />

and abouncy castle.<br />

‘‘It’s afun day out in the country for<br />

car enthusiasts and agreat way to treat<br />

dad on Father’s Day,’’ Katrina says.<br />

Cars turning up to Rock’n’Wheels, do<br />

not have to have apedigree.<br />

‘‘If it has wheels and you love it, bring<br />

it along,’’ Katrina says.<br />

Atotal of 104 vehicles turned out to<br />

the first event. It has since grown<br />

substantially, with several hundred car<br />

owners taking the opportunity to give<br />

their vehicles arun to one of the first<br />

events of the car show season.<br />

‘‘A lot of repeat people are coming.’’<br />

Entry is $10 per set of wheels,<br />

including the driver and one passenger.<br />

It will be $5 for all extras in the vehicle.<br />

Swap meet and craft sites are $20<br />

each.<br />

Entry is $5 at the gate for adults, with<br />

those under 15 free.<br />

School, which runs the car park as a<br />

Arosy outlook, despite challenges<br />

Kaikoura has plenty to look forward to,<br />

Angela Oosthuizen says.<br />

The Kaikoura District Council chief<br />

executive believes the future is bright for<br />

the tourist town.<br />

‘‘The next 18 months will be tough to get<br />

through, but Ibelieve we will get through<br />

it.’’<br />

There were several opportunities<br />

thanks to central government and<br />

commercial investment, including the<br />

$9.88 million Wakatu Quay<br />

redevelopment, the new swimming pool<br />

and the Sudima Hotel.<br />

Mrs Oosthuizen says Kaikoura has<br />

received strong support from New<br />

Zealanders visiting the town since the<br />

lockdown.<br />

‘‘We’ve been really fortunate. In the last<br />

wee while we’ve been top in New Zealand<br />

for visitor numbers over the school<br />

holidays and our retail spend has been<br />

up, but Ibelieve it’s going to be important<br />

to see what the next couple of months are<br />

going to hold.’’<br />

Mayor Craig Mackle admits ‘‘doom and<br />

gloom’’ was anticipated when the country<br />

went into lockdown.<br />

‘‘You keep hearing the word<br />

unprecedented and it’s been ahell of a<br />

ride, but an awesome learning<br />

experience along the way.’’<br />

‘‘It’s been atough gig,’’ Mrs Oosthuizen<br />

adds, reflecting on her 4 1 ⁄2 years in charge,<br />

which began with overseeing the<br />

construction of the civic building,<br />

followed by the earthquake and<br />

$39 million rebuild, and now Covid­19.<br />

‘‘We moved in on the Friday, had the<br />

earthquake on the Monday. For the next<br />

three years we were dealing with<br />

response and recovery.<br />

‘‘We’re just finishing off our rebuild<br />

with minimal overruns ...and we’ve now<br />

gone into Covid and we’re dealing with<br />

that quite well.’’<br />

Mrs Oosthuizen says she plans to do a<br />

tour this summer to support other New<br />

Zealand towns and encourages others to<br />

do the same.<br />

‘‘I would encourage the rest of New<br />

Zealand to come and see our unique place<br />

and see what we’ve got to offer.’’<br />

Mr Mackle says he had been visiting<br />

other towns and chatting to locals since<br />

the lockdown.<br />

‘‘I’ve spent abit of time in Nelson. They<br />

probably thought Iwas crazy, just<br />

wandering around and talking to random<br />

people, and alot them said they would<br />

normally be overseas.<br />

‘‘But the general consensus was that<br />

they wished they had looked around New<br />

Zealand before they went away, because<br />

nothing compares to what we have.’’<br />

Visitor numbers remain steady in<br />

Kaikoura despite the ongoing roadworks,<br />

which are leading to significant traffic<br />

delays.<br />

The <strong>North</strong> <strong>Canterbury</strong> Transport<br />

Infrastructure Recovery alliance is<br />

scheduled to complete its work in<br />

December, which will have amajor<br />

impact on employment in the district.<br />

Mosaic<br />

planned<br />

collected after the 2011<br />

Christchurch earthquake will be<br />

used for acommunity mosaic<br />

mural in Waimakariri.<br />

The china was collected by<br />

Crack’d for Christchurch, achina<br />

mosaics group set up after the<br />

quakes, for use in community<br />

projects. It was donated to <strong>North</strong><br />

<strong>Canterbury</strong>’s NEST Arts Collective<br />

by city artist Jenny Cooper.<br />

NEST instigators Mel Eaton and<br />

Laura Hewetson hope the mural<br />

will be completed by February 22<br />

to mark the 10­year anniversary of<br />

the earthquake.<br />

Potential sites within the district<br />

are being explored and the<br />

collective is keen to get in touch<br />

with mosaic artists or those with<br />

suitable experience to design,<br />

curate and install the mural. Mel<br />

members have already created<br />

It’stime to spring into action<br />

Spring is just around the corner. With it<br />

comes longer days, providing achance<br />

for aspruce­up around the home and<br />

garden.<br />

For farmers, it’s atime to prepare for<br />

the arrival of lambs and calves.<br />

There’s lots to do, but remember: You<br />

don’t have to do it all yourself.<br />

The <strong>North</strong> <strong>Canterbury</strong> region has a<br />

host of skilled people who will take a<br />

load off your shoulders, whether it’s in<br />

the garden, maintaining your property<br />

or helping with any livestock issues.<br />

With calves and lambs arriving, aclose<br />

eye needs to be kept on the feed supply.<br />

Supplements may be necessary until<br />

spring growth really kicks in.<br />

Also, aclose eye should be kept on<br />

animals to ensure they are not having<br />

birthing difficulties.<br />

Spring is an excellent time to get rid of<br />

moss around the home, especially on<br />

brick paths and decked areas.<br />

There are several good moss removers<br />

available now and it should be abreeze.<br />

Better still, get aprofessional in to do it<br />

for you.<br />

Spring is agood time to hose down the<br />

house, too. Though it may not look<br />

“dirty”, it is surprising how fresh it will<br />

look after awash. But remember, you<br />

will have to do the windows too.<br />

While doing it, you may notice<br />

paintwork that needs atouch­up, or you<br />

may even decide to paint the whole<br />

house.<br />

Take advice, and call in the<br />

professionals for the big jobs.<br />

Remember, DIY on this scale can take<br />

you out of action for weeks, while all the<br />

other jobs, including the garden and<br />

lawns, mount up.<br />

Fresh, green growth and the first<br />

flowers of the season are areminder<br />

that spring is here. When the sap starts<br />

to rise and plants shift gear into active<br />

growth, they need fuel to keep them<br />

healthy and flourishing.<br />

Now is the time to get out with your<br />

bags of fertiliser and feed all your<br />

plants, especially roses and fruit trees,<br />

which depend on agood feed now to<br />

produce the best quality flowers and<br />

fruit later in the growing season.<br />

Don’t forget about your indoor and<br />

outdoor container plants. Any nutrition<br />

left in the potting mix is sure to have<br />

been bled away by winter rains, so give<br />

them afeed.<br />

It is also time to step up the watering<br />

and, if repotting, guard against the<br />

effects of ahot, dry summer by adding<br />

water crystals or wetting agents to your<br />

pots.<br />

Insect pests will be emerging from<br />

their over­wintering eggs in vast<br />

numbers.<br />

Disease spores are on the move too,<br />

and spread quickly in warm, humid<br />

weather, so get that spray out.<br />

Weeds also love spring growing<br />

conditions, so you will want to be<br />

vigilant with these.<br />

Save your back by spreading mulch<br />

over bare patches of soil once they are<br />

free of weeds.<br />

After the rainy season, the lawn takes<br />

on awonderful green carpet, but spring<br />

is the time to patch up the rough bits, get<br />

rid of ugly weeds, and apply fertiliser to<br />

keep it looking lush and green.<br />

Consider installing irrigation if adry,<br />

brown lawn got you down last summer,<br />

but remember, hosing restrictions could<br />

be in force over the summer.<br />

Group to explore representation<br />

Council has appointed aworking<br />

party as part of its<br />

representation review.<br />

The working party will<br />

comprise Mayor Dan Gordon,<br />

Williams and arepresentative<br />

from each of the four community<br />

boards.<br />

The council is required to<br />

conduct areview of how local<br />

government representatives are<br />

elected, the system of voting and<br />

ward boundaries every six years.<br />

The review will set procedures<br />

for the 2022 and 2025 local body<br />

elections.<br />

Tree damage<br />

Council greenspace staff were<br />

dismayed to discover significant<br />

damage to trees and vegetation<br />

at Matawai Park in Rangiora last<br />

week.<br />

“The Matawai Park Advisory<br />

Group has worked hard over the<br />

last 40 years, planting awide<br />

range of native trees and plants<br />

to create an urban forest to<br />

reflect what was once growing in<br />

the area,’’ greenspace manager<br />

Grant Macleod says.<br />

Mr Macleod says it appears<br />

trees and vegetation have been<br />

damaged or removed to make<br />

bike tracks and jumps.<br />

Contractors have removed<br />

jumps, fenced off the track and<br />

will be replacing destroyed trees<br />

with seedlings.<br />

Oxford­Ohoka<br />

The Oxford­Ohoka Community<br />

Board approved agrant of $449<br />

at its meeting last week to help<br />

the Oxford Community Night<br />

“These volunteers give up a<br />

considerable amount of their<br />

own time and resourcestohelp<br />

keep our community safe,’’ board<br />

chairman Doug Nicholl says.<br />

‘‘We really appreciate all the<br />

good they do and hope this grant<br />

helps keep them visible and safe<br />

The group is made up of a<br />

small number of dedicated<br />

volunteers who have been<br />

patrolling Oxford and<br />

stockwater race near Siena<br />

Place in Mandeville.<br />

Staff said affected property<br />

owners have been consulted and<br />

it has been determined that, as<br />

most are lifestyle blocks rather<br />

than farms, the race is no longer<br />

With dredging on the Kaiapoi<br />

River complete, contractors will<br />

now install four mooring piles to<br />

make space for three new boat<br />

berths.<br />

The berths will be installed<br />

along the rock embankment next<br />

to the wharf using arig mounted<br />

on afloating barge.<br />

Work began last week and<br />

involves installing piles using a<br />

vibration method, along with<br />

hammering to drive the steel<br />

piles and plastic sleeves into the<br />

riverbed beforethey are grouted<br />

into place. Floating collars and<br />

pile caps are then installed.<br />

pregnancyscans ewes in the <strong>North</strong><br />

<strong>Canterbury</strong> and Ellesmere areas.<br />

He estimatesscanning percentages are<br />

down about 10 percent across the region.<br />

partsof<strong>North</strong> <strong>Canterbury</strong>, meant lamb<br />

numbers could be down significantly<br />

in <strong>North</strong> <strong>Canterbury</strong>, but was<br />

followed by near­perfect<br />

harvest conditions and ideal<br />

establishment conditionsfor<br />

followed amild winter,<br />

allowing farmers to get on with<br />

sowing and spraying<br />

applications. But rain is<br />

neededsoon, Mr Taggart says.<br />

‘‘It’s drierthan people think.<br />

Three or four weeksago, when<br />

we were getting drizzly<br />

weather,people thoughtitwas<br />

‘‘We’rejust startingtowind down. The<br />

percentages are pretty mixed and the<br />

droughthas had areallybig impact on<br />

some farmers.<br />

‘‘I’ve scanned guys down from 170 to<br />

140%, but othersare up about 10%. It will<br />

be interesting to see whathappens, but the<br />

spring willlevelthings out.’’<br />

The silver lining is that the lamb price<br />

was still strong,for now.<br />

starting to be felt with reduced<br />

demand for specialist<br />

vegetable seeds and prime<br />

‘‘Thingswere looking pretty dire for a<br />

whilethere. We had agood rain in March,<br />

but we didn’t get afollow­uprainuntil<br />

May.<br />

‘‘Butsince then we’ve had afairly mild<br />

winter, so we’ve had somewinter growth<br />

whichhas madeadifference.’’<br />

Another good rainfall overthe next two<br />

weeks would set farmers up nicely for<br />

spring, Mr Maxwellsays. ‘‘Allinall, winter<br />

has gonewell,but it would be premature<br />

to say that we are in spring.Winter snow<br />

can come in September.’’<br />

Meatprices are holding up for now, but<br />

the global uncertainty withCovid­19<br />

meantthat couldchange quickly.<br />

Agricultural Show’s on­farm dairy cattle<br />

competitionfrom November 11 to <strong>13</strong>.<br />

Te Awamutu contract milker Corey<br />

Ferguson will judge the on­farm<br />

competition, one of several events being<br />

held in place of the New Zealand<br />

Agricultural Show, which was cancelled<br />

because of Covid­19.The on­farm<br />

concept has beensuccessfullyrun in the<br />

Waikato region twice.<br />

The competition will encompass<br />

exhibitorsfrom the greater <strong>Canterbury</strong><br />

region,with severalbreeds expected to<br />

respective tables afterround one of the<br />

<strong>Canterbury</strong> Hockey competition for <strong>2020</strong>.<br />

The Division 1men started the season<br />

slowly, but after astringofwinsinrecent<br />

weeks are wellinthe racefor the top four<br />

spots in atight grade.<br />

In contrast, the first gameofthe season<br />

was the only win for Rangiora’sDivision 1<br />

women.The young team has struggled to<br />

find goals lately, and was sunk last<br />

weekend by the University Huns scoring in<br />

the last 10 seconds of the game.<br />

Now sitting second­to­last,the teamhas<br />

work to do in the second round to resurrect<br />

their season and build somemomentum.<br />

The Rangiora Hurunui Mid Week<br />

women’s team is on the rise. After aslow<br />

start to the season, it haswon four of its last<br />

five games and drawn the other. The side<br />

sits fourthonthe Division2ladder, just a<br />

few points below the teaminsecond.<br />

The Rangiora Allsorts mid week men’s<br />

team has not been so fortunate, slipping to<br />

7th on the table after the side was unable<br />

to repeat the resultinround1intheir local<br />

derby against Hinemoa­Kaiapoi Kauri.<br />

scoring fourmore for the Platinum Girls A<br />

Bteams could manage onlydraws.<br />

Kaiapoi HighSchools boys’ teams played<br />

each other in an 11­a­side competition for<br />

the firsttime in manyyears as part of the<br />

SchoolSport<strong>Canterbury</strong>series.<br />

Kaiapoi scored two earlygoals to James<br />

Clarkeand JustinMeyer, but sustained<br />

pressure from Rangiora in the second half<br />

Amberley GolfClub has won this year’s<br />

Kaikoura Cup.<br />

It is the premium cup for top golfers<br />

across <strong>North</strong> <strong>Canterbury</strong>.<br />

President Roger Hornblow says after<br />

recent dominance by Pegasus and<br />

Kaiapoi teams, it is asignificantwin for<br />

the club.<br />

Mr Hornblow says Amberley men’s<br />

golf is particularly strongand over the<br />

past three years the club has won the<br />

Mid <strong>Canterbury</strong> winners twice, won the<br />

says while the club is competitive, and its<br />

membership is growing, its strength is its<br />

Cricket competition. It won its opening<br />

Recruitment Process Begins for New<br />

Chief Executive<br />

Council Chief Executive Jim Palmer has announced<br />

he is leaving in March 2021, aer serving the<br />

community in this role for 17years.<br />

Mr Palmer reflected on his time at the Council and<br />

shared how hefelt fortunate to be leaving the<br />

Council in astrong position, with acommitted and<br />

skilled team of colleagues and elected members<br />

who will continue to lead the organisation and<br />

continue building our excellent community.<br />

The Council will appoint an external recruiter by<br />

September to help select the new Chief Executive.<br />

Ivory Street Upgrade<br />

Upgrades to Ivory Street are progressing well with<br />

the section between Alfred and Buckham Streets<br />

almost complete.<br />

Contractors will move into the next section<br />

between Alfred Street and Queen Street during the<br />

week of 17 <strong>August</strong>.<br />

Work will then continue on the west side of Ivory<br />

Street, moving north from Queen Street, before<br />

moving to the east side and working south towards<br />

Countdown. This stage will take about two months<br />

to complete.<br />

Atemporary speed limit of 30km is in place<br />

through the work area. Please take care and we<br />

thank you for your patience while we complete this<br />

upgrade.<br />

Devastating Damage toNative Trees<br />

Our Greenspace staff were dismayed to discover<br />

significant damage to trees and vegetation at<br />

Matawai Park in Rangiora earlier this week.<br />

Matawai Park is protected and classed as aScenic<br />

Reserve under the Reserves Management Act.<br />

This means that damaging or cutting down trees<br />

or any other vegetation isn’t allowed.<br />

It appears that the trees and vegetation have<br />

been damaged or removed tomake bike tracks<br />

and jumps. Contractors have removed the jumps,<br />

fenced off the track and will be replacing destroyed<br />

trees with seedlings.<br />

The Matawai Park Advisory Group have planted<br />

awide range of native trees and plants to create<br />

an urban forest. While the activity in question<br />

is suited to parks, this isn’t the right one and if<br />

people are keen to see more bike tracks please<br />

give the Greenspace Team acall on 0800 965 468.<br />

Earthquake 10th Anniversary<br />

Commemoration Event<br />

As the 10th Anniversary of the first <strong>Canterbury</strong><br />

Quake approaches, All Together Kaiapoi (formerly<br />

You MeWeUsKaiapoi) are holding afree festival<br />

to mark the anniversary. While it will be held on<br />

Williams Street in Kaiapoi, the commemoration will<br />

be an event for the whole District. Some of the<br />

attractions proposed include food stalls, live music<br />

and afireworks display.<br />

Chris Greengrass, Community Board Chair says,<br />

“While in some ways the anniversary will be quite<br />

poignant for many of us, it’s also an opportunity to<br />

celebrate our Community’s remarkable resilience<br />

and share the story of our ongoing regeneration.”<br />

The District suffered significant damage as<br />

aresult of the September 2010 Earthquake,<br />

particularly Kaiapoi, The Pines Beach and Kairaki<br />

Areas. Since then the District has undertaken<br />

significant regeneration in affected areas. As<br />

well as completing infrastructure repairs across<br />

Waimakariri, the Council has invested heavily in<br />

Kaiapoi with completion of the $9.5M Kaiapoi<br />

Marine Precinct, rebuild of Williams Street,<br />

construction of the Ruataniwha Kaiapoi Civic<br />

Centre, as well as the recent addition of new<br />

sports fields, BMX track and dog park.<br />

make sure we have enough space set aside for future interments.<br />

Adra Cemetery Strategy has been developed, andwe’re keen to hear your thoughts.<br />

The Strategy broadly outlines the objectives and actions needed to plan for<br />

demand, and manage our cemeteries for the next 20 years.<br />

ACemeteries Policy will guide the day-to-day management of Council cemeteries<br />

including things like memorial headstone selections, how you can decorate plots<br />

and the reservation of ashes or burial plots. We’ll be asking for your feedback on<br />

that later this year aer the Strategy has been confirmed.<br />

Residents who cross Skew Bridge near<br />

Silverstream are advised to use an<br />

alternate route from Monday 17 <strong>August</strong>.<br />

The bridge will remain open to traffic, however<br />

it will beone-lane only with temporary two-way<br />

traffic lights in place.<br />

This will cause delays, so using the alternative<br />

route isadvised if you can.<br />

The temporary traffic lights will be in place until<br />

repairs to abeam under the bridge are completed,<br />

which will take around four weeks.<br />

Work is mainly needed underneath the bridge, and<br />

requires concrete tocure which takes time. We’ll<br />

be working toget the repairs completed as quickly<br />
