Waimakariri Mayor Dan Gordon
has voiced his disappointment
over alack of communication over
Whileheacceptsthe reasoning
contacted Environment
concerns.
‘‘It is ECan’s responsibility,but I
am disappointed that theywent
‘‘We normally havevery good
communication with ECan,but I
am disappointed about this
‘‘We can’t changewhat has
Ican and will do is discussthis
with the chair and acting chief
the loop on future projects.’’
Mr Gordon saidhebecame
the public alerted him to asocial
ECan saidthe trees were felled
because of floodingrisks, with
many of the trees in poorhealth.
Localresident Diane Grant has
added her voice to the chorus of
disapproval over the loss of the
trees.
‘‘That area was such abeautiful,
and sit in the shade in summer.
‘‘I felt devastated when I
realised what theyhad done and
the trees stood no chance.’’
Boost for
office
revamp
budget
By DAVID HILL
Arecent engineering report has forced a
rethinkofthe budgetfor the Rangiora
service centre’srefurbishment.
Councillorsvoted last weektoadd
$1 million to the budgetafter an
engineeringreport foundparts of the
building were at just 40 percent of the
new building standard.This brings the
project budget to $2.5m.
The Waimakariri District Council
planstostrengthen the building to 67% of
code, aswell as upgrade the heating and
ventilation systems and make the
building more userfriendly for staff and
the public.
In areport presented to lastweek’s
council meeting, staff saidthe structural
review foundthe useof663 reinforcing
mesh in concrete diaphragms meantthat
the seismic performance of thewestern
firstfloor of the building is at 40% of
code, while the chambers were also 40%
because of the roofring beam.
The council originally approved a
$4.6mbudget for acomplete
redevelopmentofthe buildingbefore
extending it to $6.75m last yearascosts
begantoescalate.
By the end of last year, projected costs
were approaching $10m, before
councillors decided to rein in the
project, MayorDan Gordonsaid.
‘‘At that point we decided it was time to
go back and relook at it because it was
getting beyond the realms of an
affordablesolution.
‘‘Andthen Covid19 hit, so we decided
to focus on whatneeded to be done now
and defer further plans for afull
redevelopment. It’sbeenalong time
sinceit’s been properly lookedatand we
need to create abetter working
environmentfor our staff.’’
Mr Gordon saysthe council will seekto
give preference to localtradespeople
wherepossible.
‘‘It’s really important to us that locals
are given theopportunity to price and
undertake the work.’’
Meanwhile,the fullcouncil and
committee meetings are being heldatthe
Rangiora Town Halland other council
venues,including the Kaiapoi Civic
Centre and OxfordTown Hall.
Cash offered under water reforms
By ROBYN BRISTOW
NorthCanterbury councilsare
bracingfor what could be one
of the biggest reorganisations
of local government since the
1986 amalgamations.
By this time next year,
councils’ three waters
departments —drinking water,
wastewater and stormwater —
couldbetaken over by aCrown
waterauthority.
The authority is part of the
Government’s water reform
regulations.
They followaGovernment
review into water,
commissionedaftera
gastroenteritis outbreak in
Havelock North in 2016.
In recent weeks the
governmentpromised millions
of dollarsacross the country as
stimulus to get the reforms
moving, along with the
economy.
The Waimakariri District
Council is in line for $4.01
million,Hurunui $3.75mand
Kaikoura$940,000, as an
incentive to sign up to a
memorandum of understanding
as the first partofthe
reforms.
It is believed the
Government is looking at
boundaries for local water
authorities similar to those
usedbySuper Rugby
franchises.
But the three North Canterburycouncils
feel the governmentismovingwith
indecent
haste to launchthe reforms,
withthe deadline to opt into
signing the memorandum at
the end of thismonth.
The second lot of funding
willbelate nextyear, when the
Crown entity could take over
the water functionsofcouncils,
including theirassets.
Councilscan opt into the
secondround, but say aspecial
community consultation has to
happen before decisions are
made. Theywant moredetail
about the affectonratepayers’
pockets,and whethercouncils
willbecompensated for the
lossofalarge part of their
business.
Waimakariri MayorDan
Gordon saysthe process is
rushed and is happening
without communityinput.
‘‘We are workingtoa
government timetable. What’s
the rush?’’
He would like more time,
and acollaborative approach.
‘‘Over thenext 12 months
there willbeanindepth
examination of themerits of
different service delivery
options from the statusquo
through to an assetowning
model that the Government is
signallingitprefers.
‘‘That review is being
undertakenataregional level,
led by the Canterbury Mayoral
Forum,and will extend to the
West Coastand possibly the top
of the south if theywish to
participate.’’ Mr Gordonsays
there willbeaneed for
extensive community
engagement on options and
preferencesover the nextyear.
‘‘There are arangeof
possibleoutcomes, fromno
changetosignificant changes,
and it’stoo early to tell what
the outcome willbe.’’
There are questions, he says.
For example,ifthe council
takes the money in the first
roundofreforms,would it have
to pay it back if it did not opt
into the second tranche?
‘‘If we do end up in one body,
and our supplies are all joined
together, what will happento
all the assets?Isthere abuyout
of theseschemes?’’
Hurunui MayorMarie Black
says the governmenthas talked
aboutthe reforms since
Havelock North.
‘‘Nowall of asudden we get
into arushed process, with the
lure of money. Ithink that is
wrongbecause it is such an
important process from a
community prospective.
‘‘At the moment it seems
somewhatdisingenuous.’’
Mrs Black says the nextstep
in the reforms has to involve
community consultation.
‘‘I think it would be unwise
for it not to happen.’’
KaikouraDistrict Council
chiefexecutive Angela
Oosthuizensays the council
will be considering the
Government’s offer and
whether to sign up to the
memorandum in the coming
weeks.
Alternate Route Advised -
Skew Bridge Repairs
Residents who cross Skew Bridge near
Silverstream are advised to use an alternate
route from Monday 17August.
The bridge will remain open to traffic, however itwill be one-lane
only with temporary two-way traffic lights in place.
This will cause delays, so using the alternative route is advised if you can.
The temporary traffic lights will be in place until repairs to abeam under
the bridge are completed, which will take around four weeks.
Work is mainly needed underneath the bridge, and requires concrete to cure
which takes time. We’ll be working to get the repairs completed as quickly
as possible. Thanks for your patience.
Clearance of woodland
amounts to vandalism
Dear Editor,
To: David Parker, Minister for the
Environment.
As aresidentofRangiora, my wife and
Iwalked on abeautiful walking track
through thewoodland area on the bank
of the Ashley/Rakahuri River three or
four times every week.
We took our grandchildren through
this woodland each weekend and they
played and learnedabout nature. The
walking track,along with acycle track
and fitness stations, were the best in
Rangiora.There were hundreds of
poplars and the bird life was great, with
our favourite being the black fantails.
On our return from atrip up northwe
were shocked to read in the North
Canterbury News that the trees had been
felled. We immediately drove to the
Ashley River bridge and into the car
park. The site was like ascene of
devastationfrom War of the Worlds.The
entire woodlands had been flattened,
with logs piled in severalareas and
large machines turning these great trees
into chips. The walking track, the cycling
tracks and the fitness stations, the
wildlife and birds all gone. The reasons
given by Environment Canterbury for
felling everything just do not add up.
Environment Canterburysays this was
just some routine work, and this forms
part of our wider river management
works. Engineer Shaun McCrackengoes
on to say the treefelling would improve
the resilience of Rangiora and Kaiapoi
to the threat of floodingfrom the Ashley
River. However, the Ministry for the
Environment reportpublished in 2008
concludedthat flood damage during
New Zealand floods is rarely causedby
floods exceedingdesign protection
levels of stopbanksonrivers. It states
that these risks do not change even
when afforestation is factored in.
My comments are, first, regarding the
500 trees cut down: Most of these trees
were soundand healthy.
Further, our government has been
encouraging the whole countrytoplant
thousandsmore trees to help reduce
greenhouse gases in the atmosphere.
The stopbankwas installed in two
stages. Stage one was completed in 2015,
with stage two finishedin2018.
There was never any indication of the
removal of any trees or vegetation. The
last time floodingoccurredonthis river
north of Rangiora was 1952. If any water
did manage to get over the recently built
stopbanks, which is highly unlikely, then
the trees would help to soak up any
excess water.
LETTERS
Now, the result could be boggy land.
The Rangioraresidents have never
been consulted or notifiedregarding
this issue, nor the councilorministry as
far as Iamaware.
The clearing of this once beautiful
woodland,the wildlife and birdlifeis
nothing more than vandalism. Whoever
gave the order for this devastation to
take place without consultation should
be taken before the courts and
prosecutedfor vandalism.
Ieagerly await your reply and to know
what the Government is going to do to
restore Rangiora’s most beautiful
walkway, cycleway, fitness stations,
wildlife and birdlife, and to replace the
trees.
Yours,
Highway upgrades
Dear Editor,
Iread with interest about the roading
projects southofKaikoura in the North
CanterburyNews (July 16).
There is rockfallprotection work
being undertaken south of Peketa and
stabilisationworks near the South Bay
Racecourse. However there are other
parts of State Highway 1that require
attention south of Kaikoura,one being
the onelane bridgeacross the Hurunui
River which is achoke point.
There are the tortuous hairpin bends
just north of the Conway River flats and
the twists and turns that still have to be
endured by motorists in the Hundalees.
Can we still call this astate highway,
let alone SH1? Or is this just aglorified
goat track?
Yours,
Cannabis
Dear Editor,
Regarding cannabis, in my day it was
the norm to smoke cigarettes.
Recently, my childrenjoked about
how they used to steal mineand have a
sneaky puff. Sadly, 30 years after Iquit,
they are still smoking. Ijust can’t help
but think that if cannabis becomesthe
norm, this pattern will be repeated.
There is no way Iamvoting yes.
Station takes atechnological leap
By DAVID HILL
Compass FM has been hauled into
the modern era.
The North Canterbury
community radiostation’s main
studio deskhas had acomplete
overhaulofits computer systems
and refurbishment, station
manager Kerry Treymane says.
‘‘Welcome to the 21st century,
Compass FM,’’ he says.
‘‘Thecapability of this studio
has grownimmensely. We can now
do everything that ametropolitan
station can do and possibly more.’’
Compass FM was broadcast
from the backup production
studio fromWednesday last week,
whileKerryrediscovered his
former painting tradebefore
kitting out the mainstudio with
new technologywith help from
localITexpert DavidBuckley.
‘‘David gaveuphis time to help
set it all up and (former manager)
Mike (Le Petit)and Iwere hereall
weekend,’’ Kerrysays.
‘‘We finished at 4.15pm on
Sunday and the first songfrom the
new desk was Real Wild Child by
Iggy Pop.’’
The first problem happened 20
minutes later, Kerry admits.
Despite the small hiccup on
Sunday afternoon, Kerry was back
on air at 6am on Mondaymorning,
driving his new studio desk.
The refurbishment has cost
$21,000 so far. It was made
possible thanks to the support of
The Southern Trust, MainPower
and McAlpine’sMitre 10 Mega.
Announcers now havefive
computerscreens,four keyboards
and four micetonegotiate, but the
technology allowsthem to do so
much more, he says.
‘‘Cosmetically, it’s not quite
finished yet,but it will make it alot
easierfor all the staffand there
will be more room for everything.
Everyone’spretty excited.’’
In timethey will be ableto
operate the five computers witha
singlemouseand keyboard, while
the phone systemwill soonbe
replaced to makeiteasier to
recordphoneconversations on air.
The technologywill make it
easiertobroadcast live from
sportsand community events, as
well as improvingthe overall
broadcast quality, Kerry says.
‘‘WhenIfirst came here,within
aweek Iworked out we had abit of
aproblemwith the olddesk it used
to feedout of.
‘‘If you drovedown the road the
music would come out one
speaker instead of the other,so
this will just sound so much
better.’’
Kerry says plansare afoot for an
New courses for fourth term
By DAVID HILL
Oxford AreaSchoolislooking
to make connections to seek
better engagement among
Year 9and 10 pupils.
WhileEnglishand maths
will be taught as normal,
principalMike Hart says in
term four staff will be trialling
new ‘‘connected’’ courses
centred around project
learning, in which pupils can
follow their passions.
‘‘It’s reallyexciting. Our staff
are reallyexcited and our
students are excitedtoget the
choice about their learning.
‘‘It’s reallyataster for 2021,
when we plan to roll it out for
the whole year.’’
Rather than taking
individualsubjects such as
science, social studies or
agriculture, pupils will be able
to select courseswhichpick up
akey theme or concept which
can be applied across arange
of disciplines.
‘‘It’s not about subjects,it’s
aboutconcepts and themes.
Once you setthe theme or
concept for the connected
subject you can seewhereit
takesyou,’’ Mr Hart says.
‘‘As the students develop
theirproject, they willsee how
the skills and concepts are
connected.’’
Learning mentors willoffer
guidancetopupils to ensure
they are getting ‘‘the breadth of
learningthey need’’, he says.
‘‘Connected’’ course themes
include: ‘‘it’s life, but not as we
know it’’, ‘‘mission impossible’’,
and ‘‘let’sget physical’’.
Following the lockdown, Mr
Hartsays the immediatefocus
was on learning, but now the
school was starting to get back
intoactivities outsidethe
classroom.
‘‘It’s exciting to see these
happeningand the students
getting the opportunity to learn
beyond the classroom walls.
‘‘We have been really
focused on the learning,which
is reallywhat they needed
after the lockdown.
‘‘But the lockdown meant
they hadsomeamazing family
time and the beauty foruswas
that parents gainedan
intimate knowledge of the
learning and an appreciation
of teachers.’’
For atreat for dad on Father’s Day, roll
anniversary of the Rock’n’Wheels Show
and Swap Meet at the Amberley Domain.
Several hundred vehicles are
expected for the event, which runs from
8am to 4pm on Sunday, September 6.
Cars, bikes, fourwheeldrives,
campers —infact, anything on wheels —
and Dunedin.
‘‘If it has wheels and you love it, bring
it along,’’ is the motto for the popular
gathering.
The community event is now under
the umbrella of the Rock’n’Wheels Meet
Charitable Trust. This year it will
benefit eight community groups, all of
which will be helping on the day.
Trust spokeswoman Katrina Platt says
it promises to be a‘‘good oldfashioned
rollup’’, with the emphasis on family
fun. There will be swapmeet sites, craft
and food stalls, live music,
entertainment, including Peddlemania,
and abouncy castle.
‘‘It’s afun day out in the country for
car enthusiasts and agreat way to treat
dad on Father’s Day,’’ Katrina says.
Cars turning up to Rock’n’Wheels, do
not have to have apedigree.
‘‘If it has wheels and you love it, bring
it along,’’ Katrina says.
Atotal of 104 vehicles turned out to
the first event. It has since grown
substantially, with several hundred car
owners taking the opportunity to give
their vehicles arun to one of the first
events of the car show season.
‘‘A lot of repeat people are coming.’’
Entry is $10 per set of wheels,
including the driver and one passenger.
It will be $5 for all extras in the vehicle.
Swap meet and craft sites are $20
each.
Entry is $5 at the gate for adults, with
those under 15 free.
Arosy outlook, despite challenges
By DAVID HILL
Kaikoura has plenty to look forward to,
Angela Oosthuizen says.
The Kaikoura District Council chief
executive believes the future is bright for
the tourist town.
‘‘The next 18 months will be tough to get
through, but Ibelieve we will get through
it.’’
There were several opportunities
thanks to central government and
commercial investment, including the
$9.88 million Wakatu Quay
redevelopment, the new swimming pool
and the Sudima Hotel.
Mrs Oosthuizen says Kaikoura has
received strong support from New
Zealanders visiting the town since the
lockdown.
‘‘We’ve been really fortunate. In the last
wee while we’ve been top in New Zealand
for visitor numbers over the school
holidays and our retail spend has been
up, but Ibelieve it’s going to be important
to see what the next couple of months are
going to hold.’’
Mayor Craig Mackle admits ‘‘doom and
gloom’’ was anticipated when the country
went into lockdown.
‘‘You keep hearing the word
unprecedented and it’s been ahell of a
ride, but an awesome learning
experience along the way.’’
‘‘It’s been atough gig,’’ Mrs Oosthuizen
adds, reflecting on her 4 1 ⁄2 years in charge,
which began with overseeing the
construction of the civic building,
followed by the earthquake and
$39 million rebuild, and now Covid19.
‘‘We moved in on the Friday, had the
earthquake on the Monday. For the next
three years we were dealing with
response and recovery.
‘‘We’re just finishing off our rebuild
with minimal overruns ...and we’ve now
Leading from the front ... Kaikoura District Council chief executive Angela Oosthuizen says
gone into Covid and we’re dealing with
that quite well.’’
Mrs Oosthuizen says she plans to do a
tour this summer to support other New
Zealand towns and encourages others to
do the same.
‘‘I would encourage the rest of New
Zealand to come and see our unique place
and see what we’ve got to offer.’’
Mr Mackle says he had been visiting
other towns and chatting to locals since
the lockdown.
‘‘I’ve spent abit of time in Nelson. They
probably thought Iwas crazy, just
wandering around and talking to random
people, and alot them said they would
normally be overseas.
‘‘But the general consensus was that
they wished they had looked around New
Zealand before they went away, because
nothing compares to what we have.’’
Visitor numbers remain steady in
Kaikoura despite the ongoing roadworks,
which are leading to significant traffic
delays.
The North Canterbury Transport
Infrastructure Recovery alliance is
scheduled to complete its work in
December, which will have amajor
impact on employment in the district.
GET READY FOR SPRING
The North Canterbury News, August 13, 2020
23
It’stime to spring into action
Spring is just around the corner. With it
comes longer days, providing achance
for aspruceup around the home and
garden.
For farmers, it’s atime to prepare for
the arrival of lambs and calves.
There’s lots to do, but remember: You
don’t have to do it all yourself.
The North Canterbury region has a
host of skilled people who will take a
load off your shoulders, whether it’s in
the garden, maintaining your property
or helping with any livestock issues.
With calves and lambs arriving, aclose
eye needs to be kept on the feed supply.
Supplements may be necessary until
spring growth really kicks in.
Also, aclose eye should be kept on
animals to ensure they are not having
birthing difficulties.
Spring is an excellent time to get rid of
moss around the home, especially on
brick paths and decked areas.
There are several good moss removers
available now and it should be abreeze.
Better still, get aprofessional in to do it
for you.
Spring is agood time to hose down the
house, too. Though it may not look
“dirty”, it is surprising how fresh it will
look after awash. But remember, you
will have to do the windows too.
While doing it, you may notice
paintwork that needs atouchup, or you
may even decide to paint the whole
house.
Take advice, and call in the
professionals for the big jobs.
Remember, DIY on this scale can take
you out of action for weeks, while all the
other jobs, including the garden and
lawns, mount up.
provides opportunities to catch up on home maintenance.
PHOTOS: FILE
Fresh, green growth and the first
flowers of the season are areminder
that spring is here. When the sap starts
to rise and plants shift gear into active
growth, they need fuel to keep them
healthy and flourishing.
Now is the time to get out with your
bags of fertiliser and feed all your
plants, especially roses and fruit trees,
which depend on agood feed now to
produce the best quality flowers and
fruit later in the growing season.
Don’t forget about your indoor and
outdoor container plants. Any nutrition
left in the potting mix is sure to have
been bled away by winter rains, so give
them afeed.
It is also time to step up the watering
and, if repotting, guard against the
effects of ahot, dry summer by adding
water crystals or wetting agents to your
pots.
Insect pests will be emerging from
their overwintering eggs in vast
numbers.
Disease spores are on the move too,
and spread quickly in warm, humid
weather, so get that spray out.
Weeds also love spring growing
conditions, so you will want to be
vigilant with these.
Save your back by spreading mulch
over bare patches of soil once they are
free of weeds.
After the rainy season, the lawn takes
on awonderful green carpet, but spring
is the time to patch up the rough bits, get
rid of ugly weeds, and apply fertiliser to
keep it looking lush and green.
Consider installing irrigation if adry,
brown lawn got you down last summer,
but remember, hosing restrictions could
be in force over the summer.
Group to explore representation
COUNCIL BRIEFS
The Waimakariri District
Council has appointed aworking
party as part of its
representation review.
The working party will
comprise Mayor Dan Gordon,
Deputy Mayor Neville Atkinson,
Crs Niki Mealings and Paul
Williams and arepresentative
from each of the four community
boards.
The council is required to
conduct areview of how local
government representatives are
elected, the system of voting and
ward boundaries every six years.
The review will set procedures
for the 2022 and 2025 local body
elections.
Tree damage
Council greenspace staff were
dismayed to discover significant
damage to trees and vegetation
at Matawai Park in Rangiora last
week.
“The Matawai Park Advisory
Group has worked hard over the
last 40 years, planting awide
range of native trees and plants
to create an urban forest to
reflect what was once growing in
the area,’’ greenspace manager
Grant Macleod says.
Mr Macleod says it appears
trees and vegetation have been
damaged or removed to make
bike tracks and jumps.
Contractors have removed
jumps, fenced off the track and
will be replacing destroyed trees
with seedlings.
River work ... Three additional berths are to be installed on the Kaiapoi River.
OxfordOhoka
The OxfordOhoka Community
Board approved agrant of $449
at its meeting last week to help
the Oxford Community Night
Patrol.
“These volunteers give up a
considerable amount of their
own time and resourcestohelp
keep our community safe,’’ board
chairman Doug Nicholl says.
‘‘We really appreciate all the
good they do and hope this grant
helps keep them visible and safe
during patrols.”
The group is made up of a
small number of dedicated
volunteers who have been
patrolling Oxford and
surrounding rural areas on
Friday and Saturday nights for
more than two decades.
The board voted to back astaff
recommendation to close a
stockwater race near Siena
Place in Mandeville.
Staff said affected property
owners have been consulted and
it has been determined that, as
most are lifestyle blocks rather
than farms, the race is no longer
required.
Afinal report will be
presented to the utilities and
roading committee meeting,
before going to afull council
meeting on October 6.
KaiapoiRiver berths
With dredging on the Kaiapoi
River complete, contractors will
now install four mooring piles to
make space for three new boat
berths.
The berths will be installed
along the rock embankment next
to the wharf using arig mounted
on afloating barge.
Work began last week and
involves installing piles using a
vibration method, along with
hammering to drive the steel
piles and plastic sleeves into the
riverbed beforethey are grouted
into place. Floating collars and
pile caps are then installed.
Growers remain optimistic
By DAVID HILL
NorthCanterbury’s arable
growers areoptimisticina
time of uncertainty.
Growers, coming off strong
2020 season yields and amild
winter, haveeveryreasontobe
confident, despite the
uncertainty of Covid19,
Federated Farmers North
Canterbury arable chairman
Roscoe Taggart says.
‘‘It’s easy to feel confident at
this time of year,but there’s a
lot of year to go.
‘‘Hopefully, things are
looking up, but we don’t want
to be too keen. You’ve got to
look forward, but you can’t
control the weather or what
happens overseas.’’
The final harvest data for
wheat, barleyand oats, across
milling,malting and feed,
releasedbythe Arable
showed a17percentincrease
in yields across the six crops.
NorthCanterbury farmers can expect a
mixedlamb drop after achallenging
season, says localsheep scanner Daniel
Wheeler.
The Amberleybasedcontractor
pregnancyscans ewes in the North
Canterbury and Ellesmere areas.
He estimatesscanning percentages are
down about 10 percent across the region.
Drought conditionsinthe NorthIsland
and the top of the South Island, including
partsofNorth Canterbury, meant lamb
numbers could be down significantly
nationwide.
compared with 2019,wheat
yields were up by an estimated
26%,feed barleywas up 12%,
millingwheatup11%, malting
barley up 1%, milling oatswas
up 5%, and feed oats up 6%.
But Mr Taggart says it needs
to be put into perspective after
‘‘a coupleofyearsofpretty
pooryields’’ and low dairy
payoutsbefore that, which had
led to adrop in grain prices.
‘‘Itwas justnice to havea
halfdecent year,’’ he says.
The last seasonwas heldup
by alack of raininNovember
in North Canterbury, but was
followed by nearperfect
harvest conditions and ideal
establishment conditionsfor
thenext crops.
Thenew plantingseason
followed amild winter,
allowing farmers to get on with
sowing and spraying
applications. But rain is
neededsoon, Mr Taggart says.
‘‘It’s drierthan people think.
Three or four weeksago, when
we were getting drizzly
weather,people thoughtitwas
‘‘We’rejust startingtowind down. The
percentages are pretty mixed and the
droughthas had areallybig impact on
some farmers.
‘‘I’ve scanned guys down from 170 to
140%, but othersare up about 10%. It will
be interesting to see whathappens, but the
spring willlevelthings out.’’
The silver lining is that the lamb price
was still strong,for now.
Federated FarmersNorth Canterbury
meat and wool chairman Daniel Maxwell
says indicationsare the earlylambers,
who mated theirewesinFebruary and
March, arescanning lower, but those who
mated ewes in May are faring better.
wet, but now there’s very little
moisture in the soil.’’
Whilearable farmers were
not directly affected by Covid
19, the secondary effects are
starting to be felt with reduced
demand for specialist
vegetable seeds and prime
lambonthe international
markets,hesays.
‘‘Thingswere looking pretty dire for a
whilethere. We had agood rain in March,
but we didn’t get afollowuprainuntil
May.
‘‘Butsince then we’ve had afairly mild
winter, so we’ve had somewinter growth
whichhas madeadifference.’’
Another good rainfall overthe next two
weeks would set farmers up nicely for
spring, Mr Maxwellsays. ‘‘Allinall, winter
has gonewell, but it would be premature
to say that we are in spring.Winter snow
can come in September.’’
Meatprices are holding up for now, but
the global uncertainty withCovid19
meantthat couldchange quickly.
Lofty: My Life in Short: AMemoir, by Ian Fulton
Australian voiceover artist Lofty Fulton knows what it’s like to
have the odds stacked against him: Born with achondroplasia,
which is aform of dwarfism, his grandmother thought he
should be locked away from the world. At school, he suffered
years of relentless bullying, believing the lie he would never be
loved or good enough.
With the End in Mind, by Kathryn Mannix
Modern medical technology is allowing us to live longer and
fuller lives. For the most part, that is good news. But with
changes in the way we understand medicine come changes in
the way we understand death. Once a
familiar, peaceful, and gentle —ifsorrowful —transition,
death has come to be something from which we shield our eyes,
as we prefer to fight desperately against it, rather than accept
its inevitability.
The Ginger Child, by Patrick Flanery
Flanery and his husband, Andrew,
embarked upon ‘‘a fouryear odyssey’’ to
adopt achild. They would be assessed by
social workers and considered surrogacy.
Eventually, they came to deal with a
potential adoption. The Ginger Child is an
honest book, which means that it isn’t
always easy emotionally.
Glenmark-Cheviot set to defend its title
By LINDSAYKERRand
PETERWILLIAMS
Saturday’sNorth Canterbury
rugbygrand final willbearepeat
of lastyear’s,with defending
champions GlenmarkCheviot
taking on Kaiapoi.
The combined side accounted
for Oxford 2911 and Kaiapoi
headed off Saracens 3318 in last
Saturday’ssemifinals.
The season’s formsuggests
GlenmarkCheviot will get the
better of its opponents.
Apartfrom beingheld to a
draw by Ohoka, the side has been
unbeaten, with Oxford also one of
its victims earlierinthe season,
with a4521 scoreline.
In agame played on apristine
Cheviotground, the two sides
traded penalties in the opening
quarter beforeGlenmark made
its move.Before halftime the
side had scored two converted
triestogain an ascendancy that it
wouldneed in the second half.
The first try came after a
relentless buildup, withCogs
Harnett on handaslast receiver
to score. Fiveminutesfrom the
break, Glenmark again attacked
and, from 10 metresout, loosie
JacobVincent wentthrough two
tacklerstoscore.The consistent
and accurate boot of Brook
Retallick convertedand
Glenmark was out by 206.
Retallick put Glenmark further
aheadinthe openingexchanges
of the second half with two
penalties but,asdemonstrated in
RUGBY
many of itspreviousgames,
Oxford played its best rugby in
the second half.Led by the everpresent
Stew Dalzell, Oxford
made its comeback and, with 20
minutes left,propMose Fosita
muscled over to score.
However, Glenmark thwarted
any further Oxfordadvancement
and, with time dwindling,
Retallickput the result beyond
doubtwith adropped goal.
Vincent wasGlenmark’s player
of the day and prop Hayden
O’Donnell put in afullhearted
eightyminute effort.
Oxford centre NickInch
looked for work all game and left
winger Luke Navuwaii was
always dangerous when he spied
agap. Sadly for StewDalzell, who
celebratedhis 250th senior game,
and Moko Prescott who marked
100 games, itwas to be their last
gamesofthe season.
Convincing win
In perfect conditionsat
Kaiapoi, the hometeam earned a
repeat of last season’sgrand final
with aconvincing 3318 win over
Saracens.
Saracens’Willie Kerr set the
tone for the opening quarter
when he claimed his ownteam’s
kickoff and Saracens parked
itself in Kaiapoi’s territory for
that period. During this spell, in
Kaiapoi’s defence was
resolute, withDanteLove
leading the way and all Saracens
had to show for this initial
penalty goals to Ricky Allin.
Kaiapoi then burst into life,
scoringfine tries to Codey
Grimes and Nacanieli Namata
within three minutes to take a
lead it never surrendered.
In the shadow of halftime,
Saracens closed the score to
1114when NikoraJarvis made
the most of an overlap.
Kaiapoi made its intentions
obvious immediately after the
break whenthe hardworking
Connor Smithfinished off an
excellent team try.
Taine JacobsLawson, who has
played at No.10 most of the
season,showed he was adapting
welltoamidfield role by scoring
two tries,whichput the game
wellout of reach for Saracens.
Rangiora Hockey Club’s top teams find
themselves at opposite ends of their
respective tables afterround one of the
Canterbury Hockey competition for 2020.
The Division 1men started the season
slowly, but after astringofwinsinrecent
weeks are wellinthe racefor the top four
spots in atight grade.
In contrast, the first gameofthe season
was the only win for Rangiora’sDivision 1
women. The young team has struggled to
find goals lately, and was sunk last
weekend by the University Huns scoring in
the last 10 seconds of the game.
Now sitting secondtolast,the teamhas
work to do in the second round to resurrect
their season and build somemomentum.
The Rangiora Hurunui Mid Week
women’s team is on the rise. After aslow
start to the season, it haswon four of its last
five games and drawn the other. The side
sits fourthonthe Division2ladder, just a
few points below the teaminsecond.
The Rangiora Allsorts mid week men’s
team has not been so fortunate, slipping to
7th on the table after the side was unable
to repeat the resultinround1intheir local
derby against HinemoaKaiapoi Kauri.
Prolificgoal scorer Kaylee McDonald
continuedher goodform of recent weeks,
scoring fourmore for the Platinum Girls A
team againstHarewood.The first of these
set something of arecord, coming in the
first 20 seconds of the game.
In Platinum grade, bothboys’ and girls’ A
teams had good wins thisweek, while both
Bteams could manage onlydraws.
In othergames this week,Rangiora and
Kaiapoi HighSchools boys’ teams played
each other in an 11aside competition for
HOCKEY
the firsttime in manyyears as part of the
SchoolSportCanterburyseries.
Kaiapoi scored two earlygoals to James
Clarkeand JustinMeyer, but sustained
pressure from Rangiora in the second half
paidoff with two goalstoPatrick Green.
Both teams had chances to score a
winnerinthe final minutes, but couldn’t
break the 2all deadlock.
Recruitment Process Begins for New
Chief Executive
Council Chief Executive Jim Palmer has announced
he is leaving in March 2021, aer serving the
community in this role for 17years.
Mr Palmer reflected on his time at the Council and
shared how hefelt fortunate to be leaving the
Council in astrong position, with acommitted and
skilled team of colleagues and elected members
who will continue to lead the organisation and
continue building our excellent community.
The Council will appoint an external recruiter by
September to help select the new Chief Executive.
Ivory Street Upgrade
Upgrades to Ivory Street are progressing well with
the section between Alfred and Buckham Streets
almost complete.
Contractors will move into the next section
between Alfred Street and Queen Street during the
week of 17 August.
Work will then continue on the west side of Ivory
Street, moving north from Queen Street, before
moving to the east side and working south towards
Countdown. This stage will take about two months
to complete.
Atemporary speed limit of 30km is in place
through the work area. Please take care and we
thank you for your patience while we complete this
upgrade.
Devastating Damage toNative Trees
Our Greenspace staff were dismayed to discover
significant damage to trees and vegetation at
Matawai Park in Rangiora earlier this week.
Matawai Park is protected and classed as aScenic
Reserve under the Reserves Management Act.
This means that damaging or cutting down trees
or any other vegetation isn’t allowed.
It appears that the trees and vegetation have
been damaged or removed tomake bike tracks
and jumps. Contractors have removed the jumps,
fenced off the track and will be replacing destroyed
trees with seedlings.
The Matawai Park Advisory Group have planted
awide range of native trees and plants to create
an urban forest. While the activity in question
is suited to parks, this isn’t the right one and if
people are keen to see more bike tracks please
give the Greenspace Team acall on 0800 965 468.
Earthquake 10th Anniversary
Commemoration Event
As the 10th Anniversary of the first Canterbury
Quake approaches, All Together Kaiapoi (formerly
You MeWeUsKaiapoi) are holding afree festival
to mark the anniversary. While it will be held on
Williams Street in Kaiapoi, the commemoration will
be an event for the whole District. Some of the
attractions proposed include food stalls, live music
and afireworks display.
Chris Greengrass, Community Board Chair says,
“While in some ways the anniversary will be quite
poignant for many of us, it’s also an opportunity to
celebrate our Community’s remarkable resilience
and share the story of our ongoing regeneration.”
The District suffered significant damage as
aresult of the September 2010 Earthquake,
particularly Kaiapoi, The Pines Beach and Kairaki
Areas. Since then the District has undertaken
significant regeneration in affected areas. As
well as completing infrastructure repairs across
Waimakariri, the Council has invested heavily in
Kaiapoi with completion of the $9.5M Kaiapoi
Marine Precinct, rebuild of Williams Street,
construction of the Ruataniwha Kaiapoi Civic
Centre, as well as the recent addition of new
sports fields, BMX track and dog park.
Alternate Route Advised
-Skew Bridge Repairs
ABOUT
CEMETERIES
We’re planning for how we develop and maintain our cemeteries to
make sure we have enough space set aside for future interments.
Adra Cemetery Strategy has been developed, andwe’re keen to hear your thoughts.
The Strategy broadly outlines the objectives and actions needed to plan for
demand, and manage our cemeteries for the next 20 years.
ACemeteries Policy will guide the day-to-day management of Council cemeteries
including things like memorial headstone selections, how you can decorate plots
and the reservation of ashes or burial plots. We’ll be asking for your feedback on
that later this year aer the Strategy has been confirmed.
Let usknow what you think before 5pm on Monday 31 August.
Find out more at
Residents who cross Skew Bridge near
Silverstream are advised to use an
alternate route from Monday 17 August.
The bridge will remain open to traffic, however
it will beone-lane only with temporary two-way
traffic lights in place.
This will cause delays, so using the alternative
route isadvised if you can.
The temporary traffic lights will be in place until
repairs to abeam under the bridge are completed,
which will take around four weeks.
Work is mainly needed underneath the bridge, and
requires concrete tocure which takes time. We’ll
be working toget the repairs completed as quickly
as possible. Thanks for your patience.

IS THERE AGOD?
Everyday, the sun rises and we have another day
for our use. Have we ever stopped to consider
why the sun ALWAYS rises and sets during a24
hour period? Is there alaw established in all the
creation, that controls the course of the Earth,
Sun, Moon and Stars? Or is everything running
on chance? We have the ability to reason, which
is an amazing ability. Today is our opportunity to
consider whether nature cries out as evidence of
