Israel is a parliamentary democracybased on universal suffrage andproportional representation. Israel'slegislative branch is a 120-memberparliament known as the Knesset.Membership in the Knesset is allocatedto parties based on their proportion ofthe vote. Elections to the Knesset arenormally held every four years, but theKnesset can decide to dissolve itselfahead of time by a simple majority,known as a vote of no-confidence. As ofthis writing, in the 20th Knesset, thereare 11 Arab and Druze and 27 femalemembers.Israel's legal system is a mixed system,influenced by Anglo-American,Continental and Jewish law principles. Asfor the Anglo-American influence, theIsraeli legal system is based on theprinciple of stare-decisis (precedent). It isan adversarial system, not aninquisitorial one, in the sense that theparties (e.g. plaintiff and defendant) arethe ones that bring the evidence beforethe court. The court does not conduct anyindependent investigation on the case.There is no jury in Israeli courts, andcases are decided upon by professionaljudges.The Judiciary branch of Israel is made ofa 3-tier system of courts: at the lowestlevel are the Magistrate Courts, situatedin most cities. Above them, serving bothas an appellate court and as a court offirst instance are the District Courts (6 ofthem, situated in the 6 judicial districts ofJerusalem,Page 6 of 38South, Tel Aviv, Centre, Haifa andNazareth). At the top of the judicialpyramid is the Supreme Court seated inJerusalem.Religious tribunals (Jewish, IslamicSharia'a, Druze and Christian) haveexclusive jurisdiction on annulment ofmarriages.While the Israel Declaration ofIndependence describes the country as a"Jewish state," freedom of religion andthe inviolability of the holy places andcenters of worship for all religions areguaranteed by law. Israeli Arabs andother non-Jews are generally free topractice their religions.The Old City in Jerusalem reflects thisdiversity perhaps better than any otherarea of Israel, with its four quarters:Armenian, Christian, Muslim and Jewish.Communities carried over from theBritish Mandate include EasternOrthodox, Latin, Greek, Armenian andSyrian (Catholic), Gregorian, Chaldean(Uniate), Melkite, Maronite, SyrianOrthodox, and Jewish. Three morereligious communities have since beenrecognized - the Druze, the EvangelicalEpiscopals, and Baha'i. The Bah’ai Centerin Haifa is world renown.Relations among different religiousgroups--between Jews and non-Jews,between Christians and Muslims, andamong the different streams of Judaism--often are strained. Many Jewish citizensobject to the exclusive control theOrthodox Jewish authorities have overJewish marriages, divorces, and mostburials.This has been, at times, a source ofserious controversy in society.
