Over a third of UK
drivers avoid driving on
the motorways
Over a third (37%) of UK drivers avoid driving on motorways (men
29% and women 45%), over half (52%) avoid city centres and
50% avoid parallel parking and parking on a hill.

Censuswide survey, on behalf of InsuretheGap.com,
an independent provider of GAP (Guaranteed Asset
Protection) car insurance, of over 1,500 UK drivers
identifies the top situations that drivers avoid.
Older drivers are much more likely to be comfortable with
driving manoeuvres, says the survey, than younger drivers who
will try to avoid tricky parking situations. For instance, drivers
under 35 are twice as likely to try to avoid parallel parking,
reversing into a parking bay or reversing round a corner than over
55s.
Men and women drivers are also shown to have differences in
their avoidance tactics, with women drivers more likely to avoid
scenarios if they can.
Ben Wooltorton, Chief Operating Officer at InsuretheGap.
com said: “These findings show that you’re certainly not alone
if you like to plan routes which avoid motorways, city centres,
or country roads, although this might make finding a route
challenging. Also spare a thought for those trying to find a parking
space, particularly young drivers, who try to avoid parallel
parking, parking on a hill or reversing into a space.
“Also, the quarter of drivers who wish to avoid roundabouts
would be well advised to avoid Milton Keynes which has 124

is going ahead!
The traditional Oktoberfest can’t take
place this year, but our very own festival of
recovery is up and running for October at
the International Centre.
An update from the Tow Show HQ with Nick Phipps
The event is taking great shape, and
we are looking forward to welcoming
visitors old and new to the 2020 Tow
Show.
Everyone has endured the most
challenging and extreme times this
year, but we are delighted that so many
exhibitors have committed the most
amazing support to be at the show.
Even given the difficult circumstances
of recent times, the team at Boniface
Engineering has pledged to stage their
legendary outside daily demo on the
same scale as usual, and for the first time
this year (and hopefully not a one off)
visitors will be able to take in a little more
Shropshire fresh air outdoors and visit the
LV=Britannia vintage vehicle display.
So our sincere thanks go to Mike,
John, Lea, Gavin and Josh at Boniface
Engineering for all their effort and support
that will make such an exciting attraction
for visitors during the show. The same goes
to Chris Keady at LV=Britannia Rescue
for kindly sponsoring the vintage vehicle
display, and our huge appreciation to the
industry maestro’s John Coupland and
Andy Lambert for their input and support
in making the vintage vehicle display
happen.
The business seminar that will be taking
place again as usual on the exhibition build
up day will be taking a different format
this year, and more details about the
programme and timings will be announced
in issue 331.

to how the show will be run this year, and
this will include changes at the venue too.
We are currently working with all the
relevant parties to ensure the Government
guidelines for venue’s reopening safely
will be in place. To achieve this the safety,
wellbeing and welfare of our visitors,
exhibitors, working personnel and staff
involved in every area of the show will be
catered for to the highest level.

Copart launches
new vehicle
grading system
Leading online vehicle remarketing business Copart UK has
launched its own stringent grading system to give buyers a clear
and definable indication of a vehicle’s condition.
The move is designed to boost transparency of vehicle
condition and to help Copart - whose customers include
motor traders, fleets, rental car firms, finance companies
and the insurance industry - to provide even more comprehensive
vehicle information for its buyers. The new process involves a
rigorous 50-point inspection by Copart’s AQP qualified engineers.
They then apply a grade that reflects the condition of the external
bodywork of the vehicle, ranging from Grade 1 for minor ‘wear and
tear’ repairs, to Grade 5 where more substantial structural repairs
are required.
Copart’s UK’s automotive sales director, Michael Stewart, said
they had introduced the new grading to add value to the wide
range of vehicles sold via their online auctions.
“This simple and transparent grading gives our buyers a clear,
definable indication of the condition of the vehicle, so that they
can buy with trust and confidence and we can achieve higher sales
returns for our sellers,” he said.
“It also enables us to show the condition of these vehicles in-line
with the wider used vehicle industry.” The new grading will only be
applied to vehicles that are classified as “run and drive” – i.e. those
where Copart has verified that the vehicle started, could be put
into gear and was capable of moving forward under its own power
– as well as having no previous damage category.
Copart’s grading system is based on the same principals and
rating structure as the other leading industry standards for physical
motor auctions but is tailored to fit their 100% online auctions.
The new system is designed to strengthen and complement
Copart’s existing range of end-to-end engineering services, which
includes physical on-site vehicle assessment, reports by ATA/VDAqualified
engineer using industry-recognised accident damaged
estimating systems, valuation guides and the latest manufacture
repair technology.

Striving to make the
industry more professional
NTP is delighted to announce that, after over two-years
development, the Roadside and Recovery Technicians
Course has been accredited under the new Institute of
the Motor Industry Accredited Scheme
NEWSDESK
This training course, only the third in the country to be
approved by the world-renowned Institute, is aimed at
anyone required to work by the roadside from breakdown
and recovery technicians, drivers and fitters to tyre-fitters and
fuel-drain technicians.
The training has been independently quality assured by the
IMI and an External Quality Assessor (EQA) to meet the National
Occupational Standards for Roadside and Recovery and PA3 43
and contains all relevant information as per the SURVIVE Guide.
This three-day course includes the Validated Recognition
Modules 1, 2 and 3 and the RoadSAFE Module (vehicle checks,
loading, security and banksman training) and can include 21-hours
DCPC.
The course has been signed off at Level 3 by the IMI and on
successful completion of all three modules, the delegate will be
deemed as a Roadside and Recovery Technician enabling them to
join the IMI as an Associate Member and display letters after their
name (AMIMI).
In addition to becoming a member of the IMI they will be
entered onto their Professional Register, have access to fiveonline
EV Modules (30-hours CPD), receive five-online editions of
MotorPro and obtain all of the benefits of joining the automotive
industries largest and well-respected Institute.
Each delegate is also given an individual digital PATAM card
where this, and any other vocational training they have received
throughout their career, will be recorded and can be presented
to any organisation or gatekeeper to prove their identity, training
and credentials at the touch of an App.
To deliver this training course, all instructors must have
attended the L3 in Education and Training and NTP Consortium
course. This training meets the IMI’s stringent Assessors
Qualification as per Ofqual regulations for registered trainers.

It’s fair to say the Black Lives Matter campaign has hit the
headlines, in fact it managed to trump Coronavirus for a
couple of weeks and became headline news.
Derek Firminger looks at how the

Today it’s demoted to the top three only because we have
a generation of students whose education has missed a
beat because they didn’t get the ‘A’ level grades they were
predicted, all because Ofsted’s algorithm lowered the students
grades. No one has mentioned the effect Coronavirus might have
on apprenticeships, especially for an industry that struggles to
find qualified staff but that’s a subject for another day.
I’m sure we all agree recovery drivers lives also matter and
similarly that subject has been trumped by Coronavirus, or has
it? I believe it’s added another level to safety the operator has
to consider at the roadside, the bigger problem is that some are
ignoring their corporate responsibility and are encouraging the

movement of passengers.
Surly the health safety and wellbeing of your roadside staff
should be one of the top subjects on your boardroom agenda, it
should definitely feature before finance. If you remember it’s an
offence in the world of the Health & Safety Executive (HSE) to put
profit before safety and if you choose that path and head down
the dark side you can only expect a negative outcome and with
the HSE involved it can never be a good result.
Workplace safety is an integral responsibility of any organisation,
I mention this time and time over, it’s not just the staff you
directly employ that you hold the responsibility for, you also
have a responsibility, a duty of care for all and any subcontractor
network. If we allow standards to slip, it firstly puts our workers
in serious danger, and often the business at risk of significant
financial and reputational damage.
With all that at stake, there’s no way that anyone would
intentionally put profit first, is there? In the cold light of day this
often happens without anyone realising. Maybe it’s not as black
and white as we think it is ‘If we delay Johnny’s training for another
month we should stay on budget’ or ‘Johnny can do that recovery;
it will only take him an hour or so over his hours’. But the fact
is, revenue generating activities gain far more attention and top
more agendas in corporate boardrooms and SME’s management
meetings, with health and safety being easily put onto the back
burner.
This is where leadership comes into the play, not just with
managing your own staff, but also heading off that corporate
bullying, yes, I said it corporate bullying. If that’s not you or your
organisation then you have nothing to worry about but throughout
the network everyone is responsible for giving their element of
that workplace safety the attention it deserves.
I don’t want to do anyone any injustice or paint a dim picture
of the recovery industry as most organisations within the supply
chain, big or small understand the importance of safety in the
workplace. However, it’s the lure of financial reward, or the cost to
the network dominating the mindshare of some household brands
that encourage some poor decision making by those leaders.
In the sometimes fast and furious race to the bottom line when
safety can easily be side-lined.
The story has been played out again and again with companies
focusing on revenue, craftily incentivising with profit or payment
rates aligned KPIs, encouraging volume movements and operators
to take only the complicated and time driven work. In this KPI
driven climate, safety initiatives can easily drop off the radar,
increasing the safety risk exposure to any business, including a
subcontractor network.
Yes I am alluding to the carrying of passengers during these
COVID restrictions, forgetting any incentivisation that may or
may not be going on, call it what you like, ‘COVID payment for
masks’ who cares, it’s simply not right. In terms of the transport
guidelines, it is still a two metre rule for transport and to ignore
it makes your corporate responsibility for the driver and the
passengers morally wrong.
The onward travel options for the passengers are clear, they’re
listed with the SURVIVE (CV-19) Safe Systems of Work, but they
cost money, well sorry if you’ve already banked the money,

the problem is still yours and remember, ‘Profit before Safety’
perhaps not such a good decision!
For an unregulated industry we are very lucky to have such
high standards, standards that are recognised by numerous
government agencies, such as Highways England, TFL and even
the Health & Safety Executive (HSE), ‘yes them again’ standards
classed as industry leading. As an industry we should be proud
of our achievements and recognise the faith our industry
representatives had in the IVR, when back in 2006. The industry
trade associations, AVRO, LARO, RRRA and at the time RHA
Recovery, together formed a group called the National Recovery
Industry Training Group (NRITG), jointly this group agreed to
appoint the IVR as the Administrators to the National Highways
Sector Scheme training scheme now better known as NHSS17/17B.

This was a decision that has taken the safety and training of
the roadside operator, as well as corporate governance of the
recovery industry from strength to strength and without doubt
it must have saved a number of lives. So, when we say Recovery
Lives Matter, it becomes easy to relate to the phrase, for sure I’ve
stolen the idea from the Black Lives Matter Movement, but why
not have a Recovery Lives Matter Movement, the industry’s drivers
put their lives at risk every day and they do matter to their family
waiting at home for them.
One thing the IVR training cannot do is to mandate to the
recovery driver if he or she must take passengers, that decision
must follow the social distancing restrictions and guidance. No
what the IVR consistently does, is educates its students with
regards to carrying out dynamic risk assessments (DRAs).
A DRA must be carried out on every recovery, primarily this is
about the safe loading and transportation of the disabled vehicle,
as well as under normal circumstances the driver and passengers.
Now we find ourselves working through the worst ever pandemic
with COVID-19. Your roadside staff are now expected to extend
the DRA to include the vulnerability of all the passengers and
at the same time consider the strict COVID guidelines from
government and the HSE.
As I am typing I received a ping, indicating a new email, take
a quick look and it’s an update from the HSE, heading ‘Working
Safely During the Coronavirus (COVID-19) Outbreak’, a bit spooky,
this provides fresh guidance, never specific to any industry but
always recommended you do read and consider the advice and
guess what, it’s about? Risk assessments and I quote, so fresh off
the press.
As an employer, you must protect people from harm. This
includes taking reasonable steps to protect your workers and
others from coronavirus. This is called a COVID-19 risk assessment

and it’ll help you manage risk and protect people.
You must:
HSE, identify what work activity or situations might
cause transmission of the virus
Answer; Recovering the passengers, who knows
where or who they have been in contact with or if they
could be a COVID carrier or not.
HSE, think about who could be at risk
Answer; That will be the recovery driver, and the
next group of passengers he or she might carry in the
cab, and so on.
HSE, decide how likely it is that someone could be
exposed
Answer; Highly, likely so a score from 1 to 10 it must
be at least an 8 or 9.
HSE, act to remove the activity or situation, or if this
isn’t possible, control the risk
Answer; Loads of options, public transport, family or
someone within their bubble, hire car etc.
The HSE update goes on to say; If you have fewer
than five employees, you don’t have to write anything
down, but it might help if you do.
This statement implies the requirement to have a
formal COVID risk assessment in place if you employ
over five members of staff, detailing your control
measures and how you are going to protect your
staff and the general public you come in contact with
and so avoid the possible spread of Coronavirus. We
all have a responsibility and our industry should set
an example, especially as it could so easily spread
the disease up and down the country by being
complacent.
Now both the IVR in conjunction with PROF and
the SURVIVE Group have produced guidance to assist
both the independent operator, the work providers
and incidentally good guidance for those household
names with their own vehicle fleets with drivers and
passengers to consider, this is also good guidance for
them to follow.

back in March, this has recently gone through a
full review and was brought up to date with all the

document (version 4) is still an easy to read flow chart making any
decision-making following you drivers DRA clear and simple. The
latest guidance protocol document also provides links to the latest
Government guidance for transport and the SURVIVE Coronavirus
(CV-19) Safe Systems of Work guidance. Links to all the guidance
can be found below.
Without careful consideration the recovery industry could so
easily be complicit in spreading Coronavirus from one end of the
country to the other, or it could be the responsible ‘Key Worker
Industry’ it is recognised as and help contain the spread.

AVRO updates the industry with
news from the association
A safe system of work
Many of you may have been made
aware of the recent, unconfirmed,
release from the AA regarding
them temporarily from the 3rd of August,
until further notice, increasing the
payment for call outs on “accompanied”
recoveries (ie with passengers) by an
additional £1.12. This can be claimed on
every attended recovery where there is at
least one passenger.
Also, they have stated that they will
be ceasing the organising of taxis, trains,
hire cars or any other onward transport
from this week unless their customer has
this added extra as part of their policy,
and it is agreed with the customer at the
point of breakdown. The AA will now be
expecting their garage partners to be able
to recover both vehicles and passengers
within their safe systems of work e.g.
utilizing face coverings etc.
The latest AVRO recovery industry
survey results will be published in full
but following the AA release, we thought
it pertinent to illustrate the actual
recovery industry data so our partners
and stakeholders are aware of the real
situation in order to challenge the AA’s
assumptions.
AVRO members will be somewhat
surprised that The AA have made the
decision to offer a mere £1.12 per job that
involves carrying passengers, especially
when 43% of operators who responded
to our survey maintained that they do not
carry passengers at all.
The survey data suggests that only
15% of members would consider taking
passengers, all of the time.
So, following the introduction of the AA’s
latest policy, if confirmed, it is probable,
that if an unfortunate AA customer breaks
down, the chances are that they will be
left at the roadside up to 85% of the time.
The AA refer to a ‘safe system of
work’ so the carrying of passengers
within a recovery vehicle should be
possible under a ‘safe system of work’
by passengers wearing face masks. Any
safe system of work must be based
on the individual operator being both
independent and in line with the risks
identified by any operator, some will deem
it possible to carry passengers by taking
mitigating actions, others will not due to
circumstances and practicality. It is for
each individual operator to determine
their own health and safety.
In regard to safe systems of work, it
must be noted that the AA released a safe
system of work to their garage partners
in March 2020 which was challenged by
the industry, The HSE and Police Forces
and was found not to be permitted under
current legislation.
Other than the issuing of updated
SURVIVE guidance, the AA has not
communicated with its garage partners
any further and the lack of consultation
on this matter has been lacking. Especially
when the communication from the AA
in March 2020 to its garage partners
stated clearly that the AA would not
carry passengers in their vehicles under
any circumstances. The AA have not
detailed in their recent communication
what action they have now taken to allow
such a procedural change. With that the
following must be asked:
1) Are the AA now carrying passengers in
their own vehicles?
2) Do they now expect carrying of
passengers in both crew cab recovery
vehicles and patrol vehicles as well?
3) If so, what action has the AA taken to
safely allow this, or what has changed in
order for them to reverse their position?
4) Are all AA employees comfortable
with any actions taken to allow the
carriage of passengers?
Should AA customers be worried when
they break down?
If you look at the AVRO recovery
industry survey results, only 31% of
AVRO members have installed protective
screening in the recovery cabs so the
chances are that even if passengers were
allowed in the cab, 69% of cabs have no
screening, therefore there is a clear risk.
Do you carry passengers in your
recovery vehicles?
Have you installed protective
screening / curtain or other
items and introduced additional
PPE to reduce infection rates?
Will £1.12 compensate me for taking a
passenger?
It is apparent that the AA have
underestimated and oversimplified the
cost and process for carrying passengers.
They do not consider the process
required to sanitise the cab before and
after passengers. They have omitted any
cost for the ‘labour time’ attributed to
cleansing recovery vehicles. There is no
consideration for the cost of cleaning
chemicals and equipment or other
essential PPE, such as visors and gloves.
AA’s measly contribution of £1.12 per
job towards PPE falls well short of the
£25.00 per job AVRO have been lobbying
for following our market research with
hundreds of recovery operators who were
good enough to share their data.
Assumptions
The AA’s statement has assumed
recovery operators should just accept
their new process without any apparent
consultation with their network. They
appear to have just deserted their
own customer base and dumped the
responsibility and cost for their care onto
their partners.

The VLA product is a popular choice
amongst professional operators

low loading angle and single button
operation make the equipment quick

and smooth deployment - all of which

opted for ‘greedy ramps’ that allow longer vehicles to pass over
the top of the winch and utilize the entire bed length as well as
a low pull attachment which allows the winch rope to be routed
down through the bed and used to load disabled vehicles onto
the second car lift.

transporter, T&M Vehicles have now added a 5T VLA to

30 minutes eta
- try 30 days
Derek Firminger never said a truer word when he said something like the 30 minute
eta is irrelevant in most circumstances and there is no doubt about it that society is
becoming hopeless and less punctual in every element of life. I have just had to endure
a pointless and ridiculous experience, courtesy of our local Ford dealer who I shall
forget to name and shame who claim on their adverts to promise the earth but most
people are still waiting for the first shovelful.
The story starts with a six monthold
Transit Custom. During routine
maintenance it was plugged into and
found to have a slightly leaking injector.
As we know these can have severe
consequences if left unattended over a
period of time. I therefore thought, ever
so simple, book it in, get it changed, and
away we go. How mistaken can a person
be?
I firstly rang the dealer, who is just a
couple of miles up the road, to find that
incoming calls were transferred to a call
centre 30 miles away, but might as well
have been in India. I was interrogated
for the next 10 minutes and asked many
leading questions, none of which was
about the number two injector on our van.
I was eventually given a booked date of 25
days ahead, claiming that was the soonest
it could possibly be done but if I took it in
at 10 o’clock that day it would be looked
after.
Roll on 25 days and I turn up at 9 o’clock
prepared to leave the vehicle. I took the
trouble of presenting all of the information
we had gathered, including the fault
code and so forth but this didn’t seem
to appeal to anyone’s better nature and
I was able to just leave the key and they
would contact me. On this action I wasn’t
too bothered and, being fairly patient, after
three days (yes three days) I decided to
ring up and find out. Now, this is not simple
either because the phone is diverted to
our 30-mile Call Centre. Finally, giving up, I
was transported to the dealership to have
a face to face conversation, only to be told
“sorry mate, we have been too busy and we
are going to try and look at it tomorrow”.
I had only three words to say to him
–“Give me keys’, and I left.
We then rang our Ford suppliers, bought
an injector for £78 and dialed it in off our
own software and away we went, after
a total downtime of approximately 28
days and six hours, all for a few pounds.
It appears that the dealership, apart from
needing a course in customer relations,
is a bit short staffed, but they are not too
short staffed to sell someone a new vehicle
with a three-year warranty which will be
honoured immediately, apparently.
Whilst this was a Ford dealer, in many
cases it could have been any of the larger
dealer groups. I know someone who
went to a Vauxhall dealer with an engine
management light on and told it would
be £97 plus VAT just to plug-in. Suffering
from ‘stage fright’ and high blood pressure
she returned and called her breakdown
company who, I guess, would turn up in
30-odd minutes, having been paid just
over £40. They then plugged in and told
her it was an oxygen sensor. There is a real
message hidden in there about the way
the breakdown system is abused but, on
the other hand, £97 is a bit rich for two or
three minutes.
It is easy to be critical but these people
give you enough material to work with;
staffing and workload are becoming a
serious problem within the motor trade. It
might be hard work to get a plumber but I
think it is becoming harder to get a motor
mechanic.

their large Police contract - so although
it couldn’t technically be described as
‘bullet proof’, it was designed for no frills
function, built to be tough, robust and

NHSS17/17B Digital Identity
Card for National Roadside
Recovery Scheme
In the last issue of Professional Recovery, the IVR introduced their RQM digital identity card, a new
card system as a direct replacement for the existing card system. The freshly branded IVR RQM digital
identity card is the National Highways Sector Scheme 17/17B (NHSS17/17B) National Training Scheme
card and is the only card able to display the NHSS17/17B logo.
There has been a healthy uptake
already with card requests coming in
within hours of the soft launch. The
IVR would like to thank everyone for their
immediate support, it is most encouraging
to know that they have invested wisely for
their members and the wider industry.
Moving away from a conventional
card to a digital card brings some key
advantages. It can hold far more data
than its non-digital counterpart, it can
be updated without the need to return
old cards or issue new cards – removing
any updating fees and saving valuable
time and adding new information can
be almost instantaneous. As the IVR
continue with their modernisation, this
links together well with their new digital
certificates, which can be verified online
for authenticity, in an effort to prevent any
fraudulent imitations.
The IVR saw no point in complicating
matters and adding unnecessary expense
by adding additional training requirements
to be eligible for a card, so the criteria
to apply for the card remains the Core
Modules (IVR VR01, VR02 and VR03).
These modules are the solid benchmark
for the industry’s minimum standard, and
are the minimum standard accepted by
NHSS17/17B National Roadside/Recovery
Scheme (NRRS) as well as PAS43
A key point for existing card holders
is that their replacement card is free of
charge for 2 years provided they have 2
or more years left on their current card
and their IVR VR Core modules are in date.
The IVR’s way of re-investing back into
the industry and playing fair to those who
already hold a card.
The card is mandatory for those who
operate on the NHSS17/17B National
Roadside/Recovery Scheme (NRRS) and
will automatically hold all your IVR VR
modules however, the IVR emphasise that
it can also hold training from other training
providers and company compliance data.

card simply visit the IVR website, click on
the RQM tab and your virtual and physical
identity card can be live as soon as your
application is processed.

Many of you knew Wendy for many years when either

Wendy became ill several years ago with an
undiagnosed condition which sadly took a turn for the
worse over the last few months.
Wendy for many years supported husband Tony with the
running of Judgepower until their retirement in 2018 when
they handed over the reigns to Tracey and Mike Gibson.
Tony lovingly supported, cared and looked after his wife
till the very end.

LadyRoyd Garage in Bradford has been serving the local
community for 60 years and for many of those years Dave
Thornes has been the driving force behind the company.
Ladyroyd are passionate about customer service and are
approved by the Office of Fair Trading along with the Good Garage

The life of a vehicle recovery operator can
only be described as varied. Everyday
different challenges arise and finding
that balance that will enable you as a business
to attend these wide-ranging jobs is not an
easy one. Training and purchasing dedicated
equipment are costly but necessary in an
industry that requires the very best in all
aspects including having to deal with hazardous
substances.
Dealing with hazardous chemicals is not for
the fainthearted, in fact, it takes a great deal of
bravery dealing with a nasty substance that could
not only endanger life but also be harmful to our
waterways and our countryside. Only specialist
teams of people are able to handle this type of
situation and it will always fall on our colleagues
to be the ones to be the final jigsaw piece in the
removal of the stricken vehicle that has caused
the spillage or carrying dangerous packaged
goods.
Operators that recover any vehicle type that
contains hazardous chemicals, gas canisters, or
any dangerous packaged goods, must make sure
that the driver sent is in possession of an ADR
(Accord Dangers Routier) licence. ADR licences
are usually obtained by drivers of specialist
vehicles which carry dangerous or hazardous
goods in bulk by road. The qualification can be
for either ‘packaged goods’ or ‘Tanks’ or both

be subsequently valid for 5 years. Please
note that any driver holding an ADR licence
must complete a refresher training course
before the expiry.
Vehicle recovery operators would need
to allow for both segments to be covered
to be able to offer a complete service in
this field, otherwise, being able to move
or extricate a vehicle that requires an
ADR licence would not be possible unless
(A) it’s the correct licence type or (B) it is
supervised by the emergency services. If
the vehicle is moved whilst supervised by
the emergency services, potentially ADR
exemption 1.1.3.1 9d0 could apply. If the
driver possesses the correct licence, then
a new ‘transport unit’ would be formed
and conventional regulations would apply.
The towing vehicle would need to carry the
front orange plate otherwise if you haven’t
the relevant trim plate onboard your
vehicle, the vehicle should be moved the
minimum distance to a safe place, pending
further arrangements.
Operators can gain ADR accreditation
through the IVR who use an external
training company to implement the course.
You should also consider, VR21 and VR 31
if you don’t have staff members already
trained in these modules.

We spoke with SS Walker Recoveries about
their experience in this field of recovery.
Located in Peterculter Aberdeen, SS Walker
Recoveries are no stranger to this type of
challenge. Almost all of the major players in the
oil sector have operations in Aberdeen and SS
Walker proprietor Stuart Walker has over 40
years’ experience in dealing with these types of
recoveries. Stuart said, “I have 3 fully trained
ADR drivers in tanker, radioactive and explosives
within our organisation. As you can imagine, due
to our location, we are routinely called upon to
situations involving stricken tankers and other
vehicles carrying hazardous cargo. It is vitally
important that we obtain as much information
as we can right from the outset of the call and
where possible, we will ask for imagery so we can
predetermine a strategy before we arrive at the
scene. We also make contact with the owners
of the tanker and start the liaising process with
them ready for meeting their strategic incident
scene manager.” Stuart spoke about a recent job
that involved a tanker who had its undercarriage
torn whilst scaling an incline which unexpectedly
levelled out. “This particular incident required
a huge effort by the tankers owners and my
team at the scene recalled Stuart. Wherever
possible, if we encounter a tanker that has no
external damage to the housing, we request
that the contents be offloaded before the
extrication begins. On this occasion, due to
the undercarriage being damaged, there had
been a fuel spillage and so my team alongside
the tanker company staff proceeded to contain

the spill using sandbags and other items at our disposal. I don’t
need to remind people of the dangers surrounding fuel spillages
as they can ignite at any moment and are extremely difficult
to extinguish and so our team is attired with the required PPE
to deal with all scenarios in line with industry standards. Once
we had the spillage contained, we then proceeded with the
delicate task of dealing with the tankers undercarriage. We had
to painstakingly remove the shaft, the pump, and the pipes from
the tanker before we could safely recover the vehicle onto our
low loader, which we used for transportation.”
SS Walker operates a Foden ex-army 6 x 6, a Scania 8 x 4
Hiab with 30Tonne Atlas Crane, and a JCB Fastrac with a winch
attachment to recover vehicles that have ended up in fields,
along with other vehicles from within their fleet.
The carriage of dangerous goods by roads sadly creates a risk
to drivers, other road users, the public, and also the emergency
services, and although companies go to great lengths to comply
with the correct standards, accidents can and do happen.
The recovery industry proudly describes itself as the fourth
emergency service and further emphasis and consideration
should be given to the recovery element as part of day to day
emergency planning.

RECOVERY ON THE EMERALD ISLE

Ireland, it’s separated from Great Britain by the North
Channel, the Irish Sea, and St Georges Channel. It’s the
second largest island of the British Isles, the third largest
in Europe and the twentieth largest on Earth.
Ireland is divided between the Republic of Ireland and
Northern Ireland which is part of the United Kingdom. Current
figures put the overall population at 6.7million, which places
the Island as the second most populous island in Europe after
Great Britain.
It is a beautiful place, breathtaking and rugged coasts, and
endless sea views, where better to visit deserted beaches,
lighthouses, and other wonderful scenery. Over 9 million tourists
visit Ireland each year, often arriving by car towing a caravan or
trailer. Families flock to this stunning part of the world to enjoy
the rich fruits and hospitality that the friendly people of this
enchanted place provide.
Our colleagues located on the island, often tell us about its
beauties and the pride they feel about working and living on the
Emerald isle, so we asked a few to tell us a couple of tales.

National Highways Sector Schemes
(NHSS) are bespoke quality management
systems for organisations working on
the UK road network. The foundations are from
the ISO9001:2008 standards, but please note,
they do not duplicate them but provide an
interpretation specifically designed to highways
maintenance activities.
There are presently over 20 individual
schemes covering a range of disciplines
including, landscaping, road surfacing, and
vehicle safety restraints all aimed at making
sure that, any work carried out is subject to
the highest standards of professionalism using
correctly trained staff. The schemes also place a
huge emphasis on health and safety.
The recovery industry is subject to NHSS
17 and NHSS 17B. NHSS 17 covers businesses
carrying out vehicle recovery at highway
construction sites for Highways England (this
does not cover Wales and Scotland) including
free vehicle removal and recovery during the
construction period if roadworks are present.
Highway construction sites may also include,
highway maintenance schemes, where this is
considered appropriate. This is intended for
use by Highways England and other highway
authorities on roads and accordingly applicable
on all highways.
NHSS 17B connects to the inspection and
system requirements for providing public sector
contracted vehicle recovery and removal
services for police contracts in England. NHSS
17B is designed for use on the English Strategic
Road Network and if believed to be appropriate
on roads managed by other highway authorities.
Police Forces can use this as a contract
document for use in relation to the removal,
recovery, and when needed, storing vehicles
involved in any viable policing activity.

Speaking with training providers, this section
discusses the scheme and its importance to
our industry.
THE IVR
The Highways Agency, which in 2015 was rebranded to Highways
England, approached the recovery industry expressing its
intention to create a ‘sector scheme’. It originally required all
technicians to obtain a National Vocational Qualification, but the
industry was worried about cost implications, which prompted
the IVR to suggest the use of the modular training structure.
There is much history surrounding how the National Roadside/
Recovery Scheme (NRRS) came to be but for IVR (UK) Ltd that
journey started in earnest in 2006 when they were awarded the
role of Administrator of the NHSS17/17B training scheme – NRRS.
The industry decided that a modular training system would
be the best way forward for the recovery sector, using the IVR’s
courses as the basis and would be a practical alternative to
NVQs. With a rigorous assessment of both knowledge and skill,
the scheme ensures that roadside and recovery technicians
who follow the training are safer when carrying out their duties,
that there is protection for employers and that the roadside and
recovery sector provides a more professional service to those
who need it.
The IVR VR modular system sits within a robust and rigorous
NHSS17/17B framework. It focusses on high quality training and
traceable standards, whether it be through the development of
the modules themselves, many of which are currently externally
accredited through Lantra (the UK’s leading awarding body for
those operating in the highways and land-based sectors primary
aim is improving standards of health and safety best practice
in the workplace) or the process any training provider has to
go through to be part of the NHSS17/17B framework. Those
approved instructors have all gone through competency checks
and attend the IVR/ITSSAR external verification programme, a

process that takes some time and investment. Even the training
environment is considered to ensure the highest standards for
course delivery, this is done through a training centre approval
process.
The systems that support the scheme continue to develop and
improve with the national register of trained technicians recently
being updated to enable new, electronic NHSS17/17B approved
certificates, these latest certificates have verification codes built
into combat fraud. The training/identity skills cards have also
recently been replaced with the IVR RQM card, a digital version,
which can verify a technician’s training both within the scheme
and now can also include other relevant training and company
compliance records, minimum requirements to apply for the card
are the IVR Core Modules (IVR VR01, VR02, and VR03).
