A different kind of back-to-school supplies<br />

Eight skids stacked high with cleaning<br />

supplies and personal protective equipment<br />

made their way to <strong>Madison</strong> County schools<br />

last week, thanks to the Amazon fulfillment<br />

center in West Jefferson.<br />

A month ago, Chris Cook, <strong>Madison</strong><br />

County’s health commissioner, reached out<br />

to the distribution giant, asking for help in<br />

preparing area schools for the return of students<br />

and staff. Amazon responded with a<br />

donation of $50,000 worth of supplies.<br />

“They came through in a big way,” Cook<br />

said.<br />

“Amazon prides itself on supporting the<br />

communities where our associates live and<br />

work,” said Jesse Batarseh, general manager<br />

of the fulfillment center. “While this<br />

school year will be different from previous<br />

years, we’re proud to be supporting the efforts<br />

of our local schools to keep students<br />

safe in these difficult times.”<br />

The donation included 720 cans of disinfecting<br />

wipes, 120,000 face masks, 1,728<br />

cans of disinfecting spray and cleaner, and<br />

1,494 large containers of hand sanitizer.<br />

The <strong>Madison</strong> County Emergency Management<br />

Agency and the <strong>Madison</strong> County Engineer’s<br />

Office provided vehicles and<br />

manpower to distribute the supplies. The<br />

Jonathan Alder makes cuts in food service staffing<br />

Jonathan Alder Local Schools is reducing<br />

staffing in its food service department in response<br />

to a shortfall in revenue due to<br />

COVID-19.<br />

At a special meeting on Aug. 20, the<br />

school board approved a reduction in hours<br />

for all food service personnel and eliminated<br />

one part-time assistant cook position. The<br />

cuts take effect Oct. 1 and will result in a 35<br />

percent reduction in the overall food service<br />

operating budget.<br />

“To make this recommendation is incredibly<br />

difficult although necessary to provide<br />

and sustain an essential service for our students,”<br />

said Superintendent Gary Chapman.<br />

For more than a decade, the district’s<br />

food service department has been self-sustaining.<br />

That changed this spring after<br />

schools closed due to the pandemic. No students<br />

in school meant no students buying<br />

breakfast or lunch.<br />

“Currently, the department is just over<br />

$62,000 in the red, and this is after an advance<br />

of $50,000 from the general fund (in<br />

June) to start the new fiscal year,” Chapman<br />

said.<br />

District Treasurer Aaron Johnson predicts<br />

the deficit will rise to $75,000 by the<br />

end of the month. To cover the shortfall, the<br />

school board approved another advance, this<br />

time for $75,000.<br />

Prior to the cut in hours and elimination<br />

of one part-time position, the district was<br />

spending $43,284 a month on salaries and<br />

benefits in the food service department.<br />

“We know we need to make some adjustments<br />

and cuts, but also we don’t want to go<br />

too far here because we just don’t know<br />

what type of participation we’re going to<br />

have,” Chapman said.<br />

School leaders will monitor the situation<br />

over the next several months, he added.<br />

Changes will depend in large part on the<br />

county’s status related to COVID-19 and<br />

any county or state directives that change<br />

the course of instruction.<br />

Encouraging careful driving<br />

As students return to class, Mount Sterling<br />

village council members are reminding<br />

residents to be cautious on the roadways.<br />

Becky Martin, council president pro-tem,<br />

stood in for Mayor Marci Darlington, who<br />

was out for a family emergency, at the Aug.<br />

24 meeting. Martin made back-to-school<br />

traffic awareness a top priority at the meeting’s<br />

opening.<br />

“The buses will be running. Traffic will<br />

be heavier and slower. You get behind those<br />

buses and we all get frustrated, but please<br />

slow down,” she said. “Please be patient.<br />

There’s nothing more valuable than the<br />

lives of our little ones.”<br />

Martin underscored the comments by referring<br />

to an incident on Aug. 21 in which a<br />

teenage driver struck a 7-year-old girl in one<br />

of the village’s residential neighborhoods.<br />

“Always be a defensive driver and slow down in those areas,”<br />

Martin said, “especially now that school is underway.”<br />

<strong>Madison</strong>-Plains Local Schools will be returning to classes on<br />

Aug. 31.<br />

<strong>Madison</strong> County Sheriff’s Deputy Jack Dill echoed Martin’s comments,<br />

stating that he would be in the village regularly with a<br />

radar, tracking speeding vehicles.<br />

“I want to give a fair warning to drivers: I’m not going to be giving<br />

warnings. Everything is going to be a citation,” Dill said.<br />

“Mount Sterling villagers will need to mind their p’s and q’s.”<br />

Martin and Dill both spoke of monitoring drivers entering and<br />

exiting the village at high rates of speed. Dill will be watching those<br />

areas.<br />

Also at the Aug. 24 meeting, council announced the formation<br />

of a safety committee.<br />

“The committee will encompass Block Watch, examining safety<br />

issues, traffic issues, policing, possible COVID issues and more,”<br />

Martin said.<br />

The committee will include three council members: Becky Martin,<br />

Jay Pettey and Block Watch member David Timmons. Council<br />

also plans to include three community members on the committee.<br />

In other action, council:<br />

• accepted the 2021 estimated entitlement for the local government<br />

support fund;<br />

• repealed a section of village code titled accessory structures;<br />

• passed an ordinance amending a section of code pertaining to<br />

general requirements for all districts.<br />

The next regular Mount Sterling village council meeting is set<br />

for 7 p.m. Sept. 14.<br />

JA Golf Classic set for Sept. 25<br />

The Junior Achievement Golf Classic is set for Sept. 25 at Reid<br />

Golf Course, 1325 S. Bird Rd., Springfield. The event benefits JA<br />

Mad River Region, serving Clark, Champaign, Logan and <strong>Madison</strong><br />

counties. Registration starts at 11:30 a.m., followed by lunch at<br />

11:45 and a shotgun start at 1 p.m. The cost is $100 per golfer or<br />

Dr. Misty Swanger, assistant superintendent, reported that approximately<br />

165 students selected the remote learning option to<br />

start the school year. That represents 7 percent of the district’s student<br />

population. Enrollment in the Digital Academy was finalized<br />

on Aug. 20.<br />

Swanger also noted that school leaders met with substitute<br />

teachers this past week.<br />

“We have a lot of people willing to help and willing to come back,<br />

and we were also about to recruit some other people,” she said.<br />

“Hopefully, we will be in a better position with substitutes. We<br />

know it’s going to be a struggle this year.”<br />

Chapman thanked all members of the district staff for their diligence<br />

and disposition going into the start of this school year. He acknowledged<br />

that the preparation has been intense, and many<br />

staffers are nervous and anxious.<br />

“They just want to make sure they’re doing the right thing to<br />

take care of our kids,” he said.<br />

The first day of school for students is Aug. 24.<br />

The school board’s next regular meeting is set for 5:30 p.m. Sept.<br />

14. It will be streamed live on the district’s Facebook page.

Joshua Champer has been named to Ohio<br />

Attorney General Dave Yost’s Teen Ambassador<br />

Board. He is one of approximately 400<br />

students representing 68 Ohio who will<br />

serve on the board for the upcoming school<br />

year.<br />

The participants represent more than<br />

180 schools throughout the state.<br />

“The Teen Ambassador Board is an opportunity<br />

for young men and women who<br />

have distinguished themselves as leaders to<br />

meet and expand their interested in law and<br />

government,” Yost said. “We look forward to<br />

help hone their talents to a potential career<br />

in public service.”<br />

The mission of the Teen Ambassador<br />

Board is to provide Ohio’s future leaders<br />

with an inside look at Ohio law and government.<br />

The board is open to high school juniors<br />

and seniors from public, private, home,<br />

charter and online schools located in Ohio.<br />

This year’s Teen Ambassador Board<br />

kick-off meeting was held virtually on Aug.<br />

18 due to the ongoing COVID-19 pandemic.<br />

Board members advise the Attorney<br />

General’s Office on issues relating to teens,<br />

and they work with their peers to develop<br />

solutions. They also attend presentations,<br />

hear from elected officials, and interact with<br />

assistant attorneys general. They also will<br />

have the opportunity to participate in<br />

events throughout the state once activities<br />

resume, but until then, the office plans to<br />

offer video calls with prominent figures<br />

around Ohio.<br />

Harley Edward Ford, 94, passed away on Aug. 18,<br />

<strong>2020</strong>. Harley enjoyed farming and being outside with his<br />

dogs and cattle. He was preceded in death by: his wife of<br />

67 years, Dorothy Ford; parents, Nellie and Charles Ford;<br />

and sister, Delores Elliott. Harley is survived by: his children,<br />

Lois Ford, Debbie (Brad) Cavener, Phyliss Ford, and<br />

Dale Ford; sisters-in-law, Betty (Wendell) Bowdle and Gloria<br />

Case; grandchildren, Scott (Megan) Batson, Ashley<br />

(Ben) Rine, Ashley (Joseph) Clark, Craig Wilson; greatgrandchildren,<br />

Kyler and Kade Batson, David Balling,<br />

Levi Wilson, Harley, and Jackson Clark. Funeral services<br />

were held on Aug. 21 at Porter-Tidd Funeral Home,<br />

Mount Sterling. Interment was held at Bethel Cemetery.<br />

SEVERS<br />

Fred Severs Sr., 90, of Grove City, Ohio, passed away<br />

on Aug. 19, <strong>2020</strong>. Born in Springfield, Ohio, Fred was a<br />

graduate of Fairfield High School and a veteran of the<br />

United States Army, Korean War. He retired in 1992<br />

from Roadway Express where he was a truck driver for<br />

nearly 33 years. Fred and his wife were members of<br />

ARBOGAST<br />

William E. “Eddy” Arbogast III, 79, of Mount Sterling,<br />

Ohio, went home to the Lord on Aug. 20, <strong>2020</strong>.<br />

Born in Columbus, Ohio, to the late Kathryn and Edwin<br />

Arbogast II, he was a graduate of Millersburg Military<br />

Institute. Eddy retired from Ohio Willow Wood Co. in<br />

2010 after a lifetime of service. He was a member of<br />

Cornerstone Christian Church in Circleville, Ohio, and<br />

a member of the Knights of Pythias, 194 Talmadge<br />

Lodge in Mount Sterling. In addition to his parents,<br />

Eddy was preceded in death by his brother, Joe Arbogast,<br />

and his first wife, Vicky Arbogast. He is survived<br />

by: his wife, Charlotte; brother, Robert (Pat) Arbogast;<br />

sisters, Judy Gorun and Susan (Robert) Tolle; nieces<br />

and nephews, Michelle Arbogast, Lisa Arbogast, Leslie<br />

Arbogast, Ryan (Angela) Arbogast, DeAnn Gorun-<br />

Baker, Derek (Crystal) Nixon and Emily Nixon and<br />

their families; step-children, Lynnette (Tim) Warner,<br />

Doralee Wendel, 80, of West Jefferson died on Aug.<br />

21, <strong>2020</strong>. She was preceded in death by: husband,<br />

George M. Wendel; parents, Larry and Eileen Beasley;<br />

sister, Debbie Terry; and brother, Jimmy Beasley. She<br />

is survived by: children, Pam Hutchison and Christine<br />

(Bryan) Haenszel; grandchildren, Sarah (Ryan) Wood,<br />

Conner, Blake and <strong>Madison</strong> Haenszel; great-grandson,<br />

Gregory Wood; brothers, Larry (Myra), Earl, Mike<br />

(Joni), John and Jerry Beasley; sisters, Caroline<br />

Beasley of California, Jean (Tony) Caldwell of Alabama<br />

and Janet Beasley. She was Aunt Dee Dee to many<br />

nieces and nephews. Doralee was a member of Zion<br />

Lutheran Church of West Jefferson, retired from Sears<br />

and Roebuck, and later served Meals on Wheels in<br />

<strong>Madison</strong> County. She also led the children’s storytime<br />

program at Hurt-Battelle Memorial Library in West<br />

Jefferson. Doralee was an avid fan of the Ohio State<br />

Buckeyes and the West Jefferson Roughriders. At West<br />

Jefferson football games, she was known as the “WJ<br />

Spirited Fan” or “The Bell Lady.” She enjoyed the company<br />

of many close friends in various activities, including<br />

the Shawl Sisters. She was a 1957 graduate of West<br />

High School. Funeral services were held on Aug. 27 at<br />

Rader-McDonald-Tidd Funeral Home in West Jefferson<br />

with Pastor Larry Baker officiating. Memorial donations<br />

may be made to <strong>Madison</strong> County Meals on Wheels<br />

or Hurt-Battelle Memorial Library.<br />

WINTERS<br />

David E. Winters, 84, of West Jefferson, Ohio, passed<br />

away on Aug. 21, <strong>2020</strong>. Dave was well known and loved<br />

by everyone in the community. Dave was a proud Navy<br />

veteran and a lifetime member of Veterans of Foreign<br />

Wars Post 7003. He loved taking yearly trips to Florida<br />

with his wife, Linda. The children in the community<br />

knew him as Santa. He enjoyed riding his motorcycles,<br />

hunting and being outdoors. You could always count on<br />

him to make you laugh with his orneriness. He was preceded<br />

in death by: his parents, Ferol and Hazel Winters;<br />

brothers, Vernon Winters and Bud Winters; and sister,<br />

June Handcock. He is survived by: his loving wife of 55<br />

years, Linda (Frasher) Winters; children, Rebecca<br />

(Bruce) Baker, David (Maria) Winters Jr., Katrina Winters,<br />

and Pam (Coy) Adams; grandchildren, Kenzie<br />

(Walid) Abdeljabbar, Kirstin Winters, Debra Koepka,<br />

Daniel Winters, Samantha Winters, Sharon Gonzalez,<br />

Brandy Gonzalez, David Gonzalez, Derek Stiles, Brandon<br />

Winters and Coy Lee Adams; numerous greatgrandchildren;<br />

and a host of friends, all who loved him<br />

and will miss him deeply. The family will hold a celebration<br />

of life get-together at Oak Grove Tavern at 1 p.m.<br />

Betty Jo McCoy, 84, of London went to be with our Lord on Aug.<br />

22, <strong>2020</strong>. She loved God and her family more than anything else. She<br />

was so wonderful, sweet, funny, and had the world's biggest heart.<br />

We are all better people because of her. Her strength was inspiring<br />

to all who knew her. She was immediately special to anyone who met<br />

her. She loved to make everyone smile. She will be deeply missed.<br />

She was preceded in death by: her loving husband who adored her,<br />

James McCoy; her daughters, Donna Rinehart and Shelly McCoy;<br />

granddaughter, Maddie Underwood; father, Howard Jones; stepmother,<br />

Virginia Jones; mother, Eva Parks; brother, Fred Jones; sister,<br />

Lula Ramey; sons-in-law, Gary Sandfor and Tim Underwood.<br />

She is survived by: her daughters, Teresa Sandfor and Pam Underwood;<br />

grandchildren, Martina (Kevin) Henry, James (Utasha) Miller,<br />

Kristi (Avery) Hayes, Shawn Hall, and Lessie (Shaun) O'Harra;<br />

great-grandchildren, Austin and Kylee Henry, Katie, Trevor and<br />

Erin Miller, Lanie Wilkerson, Nik Hayes, Braeden Hayes, Seth,<br />

Kendra and Shane O’Harra; son-in-law, Tracy Mann; many relatives<br />

in the McCoy and Jones families; along with many friends. The family<br />

held a private service on Aug. 25 at Community Freewill Baptist<br />

Church, West Jefferson, with Pastor Jerry Newman officiating. Burial<br />

followed at Kirkwood Cemetery, London. Rader-McDonald-Tidd<br />

Funeral Home assisted the McCoy family.<br />

McCOY (RICHARD)<br />

Richard E. McCoy Sr., 78, of Darbyville went to Heaven to be with<br />

the Lord on Aug. 22 while at Mount Carmel Grove City Hospital.<br />

Born in Chillicothe, Ohio, to the late Frances and Rollo McCoy Sr.,<br />

he was also preceded in death by: his siblings, Donald McCoy, Rollo<br />

McCoy Jr. and Karen Estep. He is survived by: his beloved wife of<br />

50 years, Delores McCoy; his children, Richard (Dawn) McCoy Jr.,<br />

William McCoy, Allen (Theresa) McCoy and Rhonda (Dwayne) Bode;<br />

five grandchildren; 12 great-grandchildren; brother-in-law,<br />

Lawrence (Tami) Dotson; many other loving relatives and friends;<br />

and his special fur-baby girl, Chloe. Dick loved the church and his<br />

Lord. He was a member of New Beginnings Freewill Baptist Church<br />

and the YMCA of Circleville. He loved fishing, hunting, camping and<br />

spending time with his family. He will be greatly missed. A special<br />

thank-you is sent to the wonderful doctors, nurses and staff of Mount<br />

Carmel Grove City Hospital 4th Floor and ICU for your dedication<br />

and care. Thank you! A funeral service was held on Aug. 28 with Pastor<br />

Dave Bowens and Pastor Denver Peters officiating. Burial followed<br />

at Muhlenburg-Darbyville Cemetery, Darbyville. Due to the<br />

Super summer reading<br />

Without a doubt, <strong>2020</strong> has been a very<br />

unusual year. The Hurt/Battelle Memorial<br />

Library Summer Reading Program, “Summer<br />

Reading Reboot,” was unusual, as well.<br />

Even though we did not have our big kickoff<br />

celebration or our ending pool party, we<br />

were still able to continue with our Friday<br />

Hurt-Battelle Memorial Library, 270 Lilly Chapel<br />

• Curbside Service. Curbside service is available<br />

participants will explore criminal justice reform,<br />
